    This paper summarizes the results of an update to a resource assessment, published in 2005, commonly referred to as the billion-ton study (BTS). The updated results are consistent with the 2005 BTS in terms of overall magnitude. However, in looking at the major categories of feedstocks the forest residue biomass potential was determined to be less owing to tighter restrictions on forest residue supply including restrictions due to limited projected increase in traditional harvest for pulpwood and sawlogs. The crop residue potential was also determined to be less because of the consideration of soil carbon and not allowing residue removalmore » from conventionally tilled corn acres. The energy crop potential was estimated to be much greater largely because of land availability and modeling of competition among various competing uses of the land. Generally, the scenario assumptions in the updated assessment are much more plausible to show a billion-ton resource, which would be sufficient to displace 30% or more of the country s present petroleum consumption.« less

    To help guide its future data collection efforts, The DOE GTO funded a data gap analysis in FY2012 to identify high potential hydrothermal areas where critical data are needed. This analysis was updated in FY2013 and the resulting datasets are represented by this metadata. The original process was published in FY 2012 and is available here: https://pangea.stanford.edu/ERE/db/GeoConf/papers/SGW/2013/Esposito.pdf Though there are many types of data that can be used for hydrothermal exploration, five types of exploration data were targeted for this analysis. These data types were selected for their regional reconnaissance potential, and include many of the primary exploration techniques currently used by the geothermal industry. The data types include: 1. well data 2. geologic maps 3. fault maps 4. geochemistry data 5. geophysical data To determine data coverage, metadata for exploration data (including data type, data status, and coverage information) were collected and catalogued from nodes on the National Geothermal Data System (NGDS). It is the intention of this analysis that the data be updated from this source in a semi-automated fashion as new datasets are added to the NGDS nodes. In addition to this upload, an online tool was developed to allow all geothermal data providers to access this assessment and to directly add metadata themselves and view the results of the analysis via maps of data coverage in Geothermal Prospector (http://maps.nrel.gov/gt_prospector). A grid of the contiguous U.S. was created with 88,000 10-km by 10-km grid cells, and each cell was populated with the status of data availability corresponding to the five data types. Using these five data coverage maps and the USGS Resource Potential Map, sites were identified for future data collection efforts. These sites signify both that the USGS has indicated high favorability of occurrence of geothermal resources and that data gaps exist. The uploaded data are contained in two data files for

    We have updated the radiological dose assessment for Rongelap Island at Rongelap Atoll using data generated from field trips to the atoll during 1986 through 1993. The data base used for this dose assessment is ten fold greater than that available for the 1982 assessment. Details of each data base are presented along with details about the methods used to calculate the dose from each exposure pathway. The doses are calculated for a resettlement date of January 1, 1995. The maximum annual effective dose is 0.26 mSv y{sup {minus}1} (26 mrem y{sup {minus}1}). The estimated 30-, 50-, and 70-y integral effective doses are 0.0059 Sv (0.59 rem), 0.0082 Sv (0.82 rem), and 0.0097 Sv (0.97 rem), respectively. More than 95% of these estimated doses are due to 137-Cesium ({sup 137}Cs). About 1.5% of the estimated dose is contributed by 90-Strontium ({sup 90}Sr), and about the same amount each by 239+240-Plutonium ({sup 239+240}PU), and 241-Americium ({sup 241}Am).

    The purpose of this Environmental Assessment (EA) is to update the ``Test Area North Pool Stabilization Project`` EA (DOE/EA-1050) and finding of no significant impact (FONSI) issued May 6, 1996. This update analyzes the environmental and health impacts of a drying process for the Three Mile Island (TMI) nuclear reactor core debris canisters now stored underwater in a facility on the Idaho National Engineering and Environmental Laboratory (INEEL). A drying process was analyzed in the predecision versions of the EA released in 1995 but that particular process was determined to be ineffective and dropped from the EA/FONSI issued May 6, 1996. A new drying process was subsequently developed and is analyzed in Section 2.1.2 of this document. As did the 1996 EA, this update analyzes the environmental and health impacts of removing various radioactive materials from underwater storage, dewatering these materials, constructing a new interim dry storage facility, and transporting and placing the materials into the new facility. Also, as did the 1996 EA, this EA analyzes the removal, treatment and disposal of water from the pool, and placement of the facility into a safe, standby condition. The entire action would take place within the boundaries of the INEEL. The materials are currently stored underwater in the Test Area North (TAN) building 607 pool, the new interim dry storage facility would be constructed at the Idaho Chemical Processing Plant (ICPP) which is about 25 miles south of TAN.

    In February 1983, the US Department of Energy (DOE) identified a reference repository location at the Hanford Site in Washington as one of the nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. The site is in the Columbia Plateau, which is one of five distinct geohydrologic settings considered for the first repository. To determine their suitability, the Hanford Site and the eight other potentially acceptable sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. These evaluations were reported in draft environmental assessments (EAs), which were issued for public review and comment. After considering the comments received on the draft EAs, the DOE prepared the final EAs. On the basis of the evaluations reported in this EA, the DOE has found that the Hanford site is not disqualified under the guidelines. The DOE has also found that it is suitable for site characterization because the evidence does not support a conclusion that the site will not be able to meet each of the qualifying conditions specified in the guidelines. On the basis of these findings, the DOE is nominating the Hanford site as one of five sites suitable for characterization.

    The purpose of this report is to update parameters utilized in Human Health Exposure calculations and Bioaccumulation Transfer Factors utilized at SRS for Performance Assessment modeling. The reason for the update is to utilize more recent information issued, validate information currently used and correct minor inconsistencies between modeling efforts performed in SRS contiguous areas of the heavy industrialized central site usage areas called the General Separations Area (GSA). SRS parameters utilized were compared to a number of other DOE facilities and generic national/global references to establish relevance of the parameters selected and/or verify the regional differences of the southeast USA. The parameters selected were specifically chosen to be expected values along with identifying a range for these values versus the overly conservative specification of parameters for estimating an annual dose to the maximum exposed individual (MEI). The end uses are to establish a standardized source for these parameters that is up to date with existing data and maintain it via review of any future issued national references to evaluate the need for changes as new information is released. These reviews are to be added to this document by revision.

    The Energy Information Administration (EIA) received a letter (dated March 10, 2000) from Senator Frank H. Murkowski as Chairman of the Senate Committee on Energy and Natural Resources requesting an EIA Service Report with plausible scenarios for the Arctic National Wildlife Refuge (ANWR) supply development consistent with the most recent U.S. Geological Survey resource assessments. This service report is prepared in response to the request of Senator Murkowski. It focuses on the ANWR coastal plain, a region currently restricted from exploration and development, and updates EIA's 1987 ANWR assessment.

    This updated market assessment for capturing water conservation opportunities in the Federal sector is based on a new analytical approach that utilizes newly available data and technologies. The new approach fine-tunes the original assessment by using actual Federal water use, which is now tracked by DOE (as compared to using estimated water use). Federal building inventory data is also used to disseminate water use by end-use technology in the Federal sector.     As a methodology demonstration for the Office of Nuclear Waste Isolation (ONWI), the Assessment of Effectiveness of Geologic Isolation Systems (AEGIS) Program conducted an initial reference site analysis of the long-term effectiveness of a salt dome repository. The Hainesville Salt Dome in Texas was chosen to be representative of the Gulf Coast interior salt domes; however, the Hainesville Site has been eliminated as a possible nuclear waste repository site. The data used for this exercise are not adequate for an actual assessment, nor have all the parametric analyses been made that would adequately characterize the response of the geosystem surrounding the repository. Additionally, because this was the first exercise of the complete AEGIS and WASTE Rock Interaction Technology (WRIT) methodology, this report provides the initial opportunity for the methodology, specifically applied to a site, to be reviewed by the community outside the AEGIS. The scenario evaluation, as a part of the methodology demonstration, involved consideration of a large variety of potentially disruptive phenomena, which alone or in concert could lead to a breach in a salt dome repository and to a subsequent transport of the radionuclides to the environment. Without waste- and repository-induced effects, no plausible natural geologic events or processes which would compromise the repository integrity could be envisioned over the one-million-year time frame after closure. Near-field (waste- and repository-induced) effects were excluded from consideration in this analysis, but they can be added in future analyses when that methodology development is more complete. The potential for consequential human intrusion into salt domes within a million-year time frame led to the consideration of a solution mining intrusion scenario. The AEGIS staff developed a specific human intrusion scenario at 100 years and 1000 years post-closure, which is one of a whole suite of possible scenarios. This scenario

The data used for this exercise are not adequate for an actual assessment, nor have all the parametric analyses been made that would adequately characterize the response of the geosystem surrounding the repository. Additionally, because this was the first exercise of the complete AEGIS and WASTE Rock Interaction Technology (WRIT) methodology, this report provides the initial opportunity for the methodology, specifically applied to a site, to be reviewed by the community outside the AEGIS. The scenario evaluation, as a part of the methodology demonstration, involved consideration of a large variety of potentially disruptive phenomena, which alone or in concert could lead to a breach in a salt dome repository and to a subsequent transport of the radionuclides to the environment. Without waste- and repository-induced effects, no plausible natural geologic events or processes which would compromise the repository integrity could be envisioned over the one-million-year time frame after closure. Near-field (waste- and repository-induced) effects were excluded from consideration in this analysis, but they can be added in future analyses when that methodology development is more complete. The potential for consequential human intrusion into salt domes within a million-year time frame led to the consideration of a solution mining intrusion scenario.     Small modular reactors (SMRs) generally include reactors with electric output of ~350 MWe or less (this cutoff varies somewhat but is substantially less than full-size plant output of 700 MWe or more). Advanced SMRs (AdvSMRs) refer to a specific class of SMRs and are based on modularization of advanced reactor concepts. Enhancing affordability of AdvSMRs will be critical to ensuring wider deployment, as AdvSMRs suffer from loss of economies of scale inherent in small reactors when compared to large (~greater than 600 MWe output) reactors and the controllable day-to-day costs of AdvSMRs will be dominated by operation and maintenance (O&M) costs. Technologies that help characterize real-time risk are important for controlling O&M costs. Risk monitors are used in current nuclear power plants to provide a point-in-time estimate of the system risk given the current plant configuration (e.g., equipment availability, operational regime, and environmental conditions). However, current risk monitors are unable to support the capability requirements listed above as they do not take into account plant-specific normal, abnormal, and deteriorating states of active components and systems. This report documents technology developments towards enhancing risk monitors that, if integrated with supervisory plant control systems, can provide the capability requirements listed and meet the goals of controlling O&M costs. The report describes research results on augmenting an initial methodology for enhanced risk monitors that integrate real-time information about equipment condition and POF into risk monitors. Methods to propagate uncertainty through the enhanced risk monitor are evaluated. Available data to quantify the level of uncertainty and the POF of key components are examined for their relevance, and a status update of this data evaluation is described. This framework Directive provides: ?that products intended for animal feed may enter for use in the Union from third countries, be put into circulation and/or used in the Union only if they are sound, genuine and of merchantable quality and therefore when correctly used do not represent any danger to human health, animal health or to the environment or could adversely affect livestock production. ?that in order to protect animal and public health and the environment, maximum levels for specific undesirable substances shall be established where necessary. ?for mandatory consultation of a scientific body (EFSA) for all provisions which may have an effect upon public health or animal health or on the environment. ?that products intended for animal feed containing levels of an undesirable substance that exceed the established maximum level may not be mixed for dilution purposes with the same, or other, products intended for animal feed and may not be used for the production of compound feed.     The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA, 1980) (CERCLA or Superfund) was enacted to provide a program for identifying and responding to releases of hazardous substances into the environment. The Superfund Amendments and Reauthorization Act (SARA, 1986) was enacted to strengthen CERCLA by requiring that site clean-ups be permanent, and that they use treatments that significantly reduce the volume, toxicity, or mobility of hazardous pollutants. The National Oil and Hazardous Substances Pollution Contingency Plan (NCP) (USEPA, 1985; USEPA, 1990) implements the CERCLA statute, presenting a process for (1) identifying and prioritizing sites requiring remediation and (2) assessing the extent of remedial action required at each site. The process includes performing two studies: a Remedial Investigation (RI) to evaluate the nature, extent, and expected consequences of site contamination, and a Feasibility Study (FS) to select an appropriate remedial alternative adequate to reduce such risks to acceptable levels. An integral part of the RI is the evaluation of human health risks posed by hazardous substance releases. This risk evaluation serves a number of purposes within the overall context of the RI/FS process, the most essential of which is to provide an understanding of ``baseline`` risks posed by a given site. Baseline risks are those risks that would exist if no remediation or institutional controls are applied at a site. This document was written to (1) guide risk assessors through the process of interpreting EPA BRA policy and (2) help risk assessors to discuss EPA policy with regulators, decision makers, and stakeholders as it relates to conditions at a particular DOE site.

    This report serves as an update for the life-cycle analysis (LCA) of aluminum production based on the most recent data representing the state-of-the-art of the industry in North America. The 2013 Aluminum Association (AA) LCA report on the environmental footprint of semifinished aluminum products in North America provides the basis for the update (The Aluminum Association, 2013). The scope of this study covers primary aluminum production, secondary aluminum production, as well as aluminum semi-fabrication processes including hot rolling, cold rolling, extrusion and shape casting. This report focuses on energy consumptions, material inputs and criteria air pollutant emissions for each process from the cradle-to-gate of aluminum, which starts from bauxite extraction, and ends with manufacturing of semi-fabricated aluminum products. The life-cycle inventory (LCI) tables compiled are to be incorporated into the vehicle cycle model of Argonne National Laboratory’s Greenhouse Gases, Regulated Emissions, and Energy Use in Transportation (GREET) Model for the release of its 2015 version.

This report describes the modeling for assessing the drawdown associated with SEZ groundwater pumping rates for a 20-year duration considering three categories of water demand (high, medium, and low) based on technology-specific considerations. The 2012 modeling effort published in the Final Programmatic Environmental Impact Statement for Solar Energy Development in Six Southwestern States (Solar PEIS; BLM and DOE 2012) has been refined based on additional information described below in an expanded hydrogeologic discussion.

    On March 1, 1954, a nuclear weapon test, code-named BRAVO, conducted at Bikini Atoll in the northern Marshall Islands contaminated the major residence island. There has been a continuing effort since 1977 to refine dose assessments for resettlement options at Bikini Atoll. Here we provide a radiological dose assessment for the main residence island, Bikini, using extensive radionuclide concentration data derived from analysis of food crops, ground water, cistern water, fish and other marine species, animals, air, and soil collected at Bikini Island as part of our continuing research and monitoring program that began in 1975. The unique composition of coral soil greatly alters the relative contribution of cesium-137 ({sup 137}Cs) and strontium-90 ({sup 90}Sr) to the total estimated dose relative to expectations based on North American and European soils. Without counter measures, cesium-137 produces 96% of the estimated dose for returning residents, mostly through uptake from the soil to terrestrial food crops but also from external gamma exposure. The doses are calculated assuming a resettlement date of 1999. The estimated maximum annual effective dose for current island conditions is 4.0 mSv when imported foods, which are now an established part of the diet, are available. The corresponding 30-, 50-, and 70-y integral effective doses are 9.1 cSv, 13 cSv, and 15 cSv, respectively. A corresponding uncertainty analysis showed that after about 5 y of residence, the 95% confidence limits on population-average dose would be {plus_minus}35% of its expected value. We have evaluated various countermeasures to reduce {sup 137}Cs in food crops. Treatment with potassium reduces the uptake of {sup 137}Cs into food crops, and therefore the ingestion dose, to about 5% of pretreatment levels and has essentially no negative environmental consequences.

    This report provides a detailed description of, and the baseline assumptions and simulation results for, the building prototype simulations conducted for the building types designated in the Work Plan for Demand-side Management Assessment of Hawaii`s Demand-Side Resources (HES-4, Phase 2). This report represents the second revision to the initial building prototype description report provided to DBEDT early in the project. Modifications and revisions to the prototypes, based on further calibration efforts and on comments received from DBEDT Staff have been incorporated into this final version. These baseline prototypes form the basis upon which the DSM measure impact estimates and the DSM measure data base were developed for this project. This report presents detailed information for each of the 17 different building prototypes developed for use with the DOE-21E program (23 buildings in total, including resorts and hotels defined separately for each island) to estimate the impact of the building technologies and measures included in this project. The remainder of this section presents some nomenclature and terminology utilized in the reports, tables, and data bases developed from this project to denote building type and vintage. Section 2 contains a more detailed discussion of the data sources, the definition of the residential sector building prototypes, and results of the DOE-2 analysis. Section 3 provides a similar discussion for the commercial sector. The prototype and baseline simulation results are presented in a separate section for each building type. Where possible, comparison of the baseline simulation results with benchmark data from the ENERGY 2020 model or other demand forecasting models specific to Hawaii is included for each building. Appendix A contains a detailed listing of the commercial sector baseline indoor lighting technologies included in the existing and new prototypes by building type.

    Liquid high-level nuclear waste at the Savannah River Site (SRS) will be immobilized by vitrification in borosilicate glass. The glass will be produced and poured into stainless steel canisters in the Defense Waste Processing Facility (DWPF). Other waste form producers, such as West Valley Nuclear Services (WVNS) and the Hanford Waste Vitrification Project (HWVP), will also immobilize high-level radioactive waste in borosilicate glass. The canistered waste will be stored temporarily at each facility for eventual permanent disposal in a geologic repository. The Department of Energy has defined a set of requirements for the canistered waste forms, the Waste Acceptance Product Specifications (WAPS). The current Waste Acceptance Primary Specification (WAPS) 1.3, the product consistency specification, requires the waste form producers to demonstrate control of the consistency of the final waste form using a crushed glass durability test, the Product Consistency Test (PCI). In order to be acceptable, a waste glass must be more durable during PCT analysis than the waste glass identified in the DWPF Environmental Assessment (EA). In order to supply all the waste form producers with the same standard benchmark glass, 1000 pounds of the EA glass was fabricated. The chemical analyses and characterization of the benchmark EA glass are reported. This material is now available to act as a durability and/or redox Standard Reference Material (SRM) for all waste form producers.

    In 2008, the National Renewable Energy Laboratory (NREL), under contract to the US Department of Energy (DOE), conducted a manufacturing readiness assessment (MRA) of fuel cell systems and fuel cell stacks for back-up power and material handling applications (MHE). To facilitate the MRA, manufacturing readiness levels (MRL) were defined that were based on the Technology Readiness Levels previously established by the US Department of Energy (DOE). NREL assessed the extensive existing hierarchy of MRLs developed by Department of Defense (DoD) and other Federal entities, and developed a MRL scale adapted to the needs of the Fuel Cell Technologies Program (FCTP) and to the status of the fuel cell industry. The MRL ranking of a fuel cell manufacturing facility increases as the manufacturing capability transitions from laboratory prototype development through Low Rate Initial Production to Full Rate Production. DOE can use MRLs to address the economic and institutional risks associated with a ramp-up in polymer electrolyte membrane (PEM) fuel cell production. In 2010, NREL updated this assessment, including additional manufacturers, an assessment of market developments since the original report, and a comparison of MRLs between 2008 and 2010.

    The National Aeronautics and Space Administration (NASA) is developing the Center-TRA-CON Advisory System (CTAS), a set of Air Traffic Management (ATM) Decision Support Tools (DST) for en route (Center) and terminal (TRACON) airspace designed to enable controllers to increase capacity and flight efficiency. A crucial component of the CTAS, or any ATM DST, is the computation of the time-of-flight of aircraft along flight path segments. Earlier NASA studies show that accurate knowledge of the wind through which the aircraft are flying is required to estimate time-of-flight accurately. There are current envisioned to be two sources of wind data for CTAS: The Rapid Update Cycle (RUC) for the Center airspace, a numerical model developed by the National Oceanic and Atmospheric Administration (NOAA) Forecast System Laboratory (FSL) and run operationally by the National Weather Service (NWS) National Center for Environmental Prediction (NCEP); and The Integrated Terminal Weather System (ITWS) Terminal Winds (TW) for the TRACON airspace, developed at MIT Lincoln Laboratory under funding from the Federal Aviation Administration (FAA). This study has three goals: (1) determine the errors in the baseline 60 km resolution RUC forecast wind fields relative to the needs of en route DSTs such as CTAS, (2) determine the benefit of using the TW algorithm to refine the RUC forecast wind fields with near real-time Meteorological Data Collection and Reporting System (MDCRS) reports, and (3) identify factors that influence wind errors in order to improve accuracy and estimate errors in real time.

    More than approximately 50 years of operations, storage, and disposal of wastes generated by the three facilities on the Oak Ridge Reservation (ORR) (the Oak Ridge K-25 Site, Oak Ridge National Laboratory, and the Oak Ridge Y-12 Plant) has resulted in a mosaic of uncontaminated property and lands that are contaminated to varying degrees. This contaminated property includes source areas and the terrestrial and aquatic habitats down gradient from these source areas. Although the integrator OUs generally contain considerable habitat for biota, the source OUs provide little or no suitable habitat. Historically, ecological risk assessment at Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites has focused on species that may be definitively associated with a contaminated area or source OU. Endpoints considered in source OUs include plants, soil/litter invertebrates and processes, aquatic biota found in on-OU sediments and surface waters, and small herbivorous, omnivorous, and vermivorous (i.e., feeding on ground, litter, or soil invertebrates) wildlife. All of these endpoints have limited spatial distributions or home ranges such that numerous individuals or a distinct population can be expected to reside within the boundaries of the source OU. Most analyses are not adequate for large sites with multiple, spatially separated contaminated areas such as the ORR that provide habitat for wide-ranging wildlife species. This report is a preliminary response to a plan for assessing risks to wide-ranging species.

    The F-Area Tank Farm (FTF) is owned by the U.S. Department of Energy and operated by Savannah River Remediation, LLC (SRR), Liquid Waste Operations contractor at DOE's Savannah River Site (SRS). The FTF is in the north-central portion of the SRS and occupies approximately 22 acres within F-Area. The FTF is an active radioactive waste storage facility consisting of 22 carbon steel waste tanks and ancillary equipment such as transfer lines, evaporators and pump tanks. An FTF Performance Assessment (PA) was prepared to support the eventual closure of the FTF underground radioactive waste tanks and ancillary equipment. The PA provides the technical basis and results to be used in subsequent documents to demonstrate compliance with the pertinent requirements identified below for final closure of FTF. The FTank Farm is subject to a state industrial waste water permit and Federal Facility Agreement. Closure documentation will include an F-Tank Farm Closure Plan and tank-specific closure modules utilizing information from the performance assessment. For this reason, the State of South Carolina and the Environmental Protection Agency must be involved in the performance assessment review process. The residual material remaining after tank cleaning is also subject to reclassification prior to closure via a waste determination pursuant to Section 3116 of the Ronald W. Reagan National Defense Authorization Act of Fiscal Year 2005. The projected waste tank inventories in the FTF PA provide reasonably bounding FTF inventory projections while taking into account uncertainties in the effectiveness of future tank cleaning technologies. As waste is removed from the FTF waste tanks, the residual contaminants will be sampled and the remaining residual inventory is characterized. In this manner, tank specific data for the tank inventories at closure will be available to supplement the waste tank inventory projections currently used in the FTF PA.     The DBEDT DSM Assessment Model (DSAM) is a spreadsheet model developed in Quattro Pro for Windows that is based on the integration of the DBEDT energy forecasting model, ENERGY 2020, with the output from the building energy use simulation model, DOE-2. DOE-2 provides DSM impact estimates for both energy and peak demand. The ``User`s Guide`` is designed to assist DBEDT staff in the operation of DSAM. Supporting information on model structure and data inputs are provided in Volumes 2 and 3 of the Final Report. DSAM is designed to provide DBEDT estimates of the potential DSM resource for each county in Hawaii by measure, program, sector, year, and levelized cost category. The results are provided for gas and electric and for both energy and peak demand. There are two main portions of DSAM, the residential sector and the commercial sector. The basic underlying logic for both sectors are the same. However, there are some modeling differences between the two sectors. The differences are primarily the result of (1) the more complex nature of the commercial sector, (2) memory limitations within Quattro Pro, and (3) the fact that the commercial sector portion of the model was written four months after the residential sector portion. The structure for both sectors essentially consists of a series of input spreadsheets, the portion of the model where the calculations are performed, and a series of output spreadsheets. The output spreadsheets contain both detailed and summary tables and graphs.

    The overall purpose of this study is to provide information and guidance to the Office of Environmental Management of the U.S. Department of Energy (DOE) about the level of characterization necessary to dispose of DOE-owned spent nuclear fuel (SNF). The disposal option modeled was codisposal of DOE SNF with defense high-level waste (DHLW). A specific goal was to demonstrate the influence of DOE SNF, expected to be minor, in a predominately commercial repository using modeling conditions similar to those currently assumed by the Yucca Mountain Project (YMP). A performance assessment (PA) was chosen as the method of analysis. The performance metric for this analysis (referred to as the 1997 PA) was dose to an individual; the time period of interest was 100,000 yr. Results indicated that cumulative releases of 99Tc and 237Np (primary contributors to human dose) from commercial SNF exceed those of DOE SNF both on a per MTHM and per package basis. Thus, if commercial SNF can meet regulatory performance criteria for dose to an individual, then the DOE SNF can also meet the criteria. This result is due in large part to lower burnup of the DOE SNF (less time for irradiation) and to the DOE SNF's small percentage of the total activity (1.5%) and mass (3.8%) of waste in the potential repository. Consistent with the analyses performed for the YMP, the 1997 PA assumed all cladding as failed, which also contributed to the relatively poor performance of commercial SNF compared to DOE SNF.

The section ``Supplemental Figures and Tables`` contains statistics, graphs, maps, and other illustrations that show trends, patterns, geographic locations, and similar coal-related information. The section ``Coal Terminology and Related Information`` provides additional information about terms mentioned in the text and introduces some new terms. The last edition of Coal Data: A Reference was published in 1991. The present edition contains updated data as well as expanded reviews and additional information. Added to the text are discussions of coal quality, coal prices, unions, and strikes. The appendix has been expanded to provide statistics on a variety of additional topics, such as: trends in coal production and royalties from Federal and Indian coal leases, hours worked and earnings for coal mine employment, railroad coal shipments and revenues, waterborne coal traffic, coal export loading terminals, utility coal combustion byproducts, and trace elements in coal. The information in this report has been gleaned mainly from the sources in the bibliography. The reader interested in going beyond the scope of this report should consult these sources. The statistics are largely from reports published by the Energy Information Administration.

    The Hawaii Demand-Side Management Resource Assessment was the fourth of seven projects in the Hawaii Energy Strategy (HES) program. HES was designed by the Department of Business, Economic Development, and Tourism (DBEDT) to produce an integrated energy strategy for the State of Hawaii. The purpose of Project 4 was to develop a comprehensive assessment of Hawaii`s demand-side management (DSM) resources. To meet this objective, the project was divided into two phases. The first phase included development of a DSM technology database and the identification of Hawaii commercial building characteristics through on-site audits. These Phase 1 products were then used in Phase 2 to identify expected energy impacts from DSM measures in typical residential and commercial buildings in Hawaii. The building energy simulation model DOE-2.1E was utilized to identify the DSM energy impacts. More detailed information on the typical buildings and the DOE-2.1E modeling effort is available in Reference Volume 1, ``Building Prototype Analysis``. In addition to the DOE-2.1E analysis, estimates of residential and commercial sector gas and electric DSM potential for the four counties of Honolulu, Hawaii, Maui, and Kauai through 2014 were forecasted by the new DBEDT DSM Assessment Model. Results from DBEDTs energy forecasting model, ENERGY 2020, were linked with results from DOE-2.1E building energy simulation runs and estimates of DSM measure impacts, costs, lifetime, and anticipated market penetration rates in the DBEDT DSM Model. Through its algorithms, estimates of DSM potential for each forecast year were developed. Using the load shape information from the DOE-2.1E simulation runs, estimates of electric peak demand impacts were developed. Numerous tables and figures illustrating the technical potential for demand-side management are included.

    This document describes the current design expectations for a potential geologic repository that could be located at Yucca Mountain in Nevada. This Reference Design Description (RDD) looks at the surface and subsurface repository and disposal container design. Additionally, it reviews the expected long-term performance of the potential repository. In accordance with current legislation, the reference design for the potential repository does not include an interim storage option. The reference design presented allows the disposal of highly radioactive material received from government-owned spent fuel custodian sites; produces high-level waste sites, and commercial spent fuel sites. All design elements meet current federal, state, and local regulations governing the disposal of high-level radioactive waste and protection of the public and the environment. Due to the complex nature of developing a repository, the design will be created in three phases to support Viability Assessment, License Application, and construction. This document presents the current reference design. It will be updated periodically as the design progresses. Some of the details presented here may change significantly as more cost-effective solutions, technical advancements, or changes to requirements are identified.

    The reexamination of astrophysical opacities has eliminated gross discrepancies between a variety of observations and theoretical calculations; thus allowing for more detailed tests of stellar models. A number of such studies indicate that model results are sensitive to modest changes in the opacity. Consequently, it is desirable to update available opacity databases with recent improvements in physics, refinements of element abundance, and other such factors affecting the results. Updated OPAL Rosseland mean opacities are presented. The new results have incorporated improvements in the physics and numerical procedures as well as corrections. The main opacity changes are increases of as much as 20{percent} for Population I stars due to the explicit inclusion of 19 metals (compared to 12 metals in the earlier calculations) with the other modifications introducing opacity changes smaller than 10{percent}. In addition, the temperature and density range covered by the updated opacity tables has been extended. As before, the tables allow accurate interpolation in density and temperature as well as hydrogen, helium, carbon, oxygen, and metal mass fractions. Although a specific metal composition is emphasized, opacity tables for different metal distributions can be made readily available.     Preparation of the final Decommissioning Rule by the Nuclear Regulatory Commission (NRC) staff has been assisted by Pacific Northwest Laboratory (PNL) staff familiar with decommissioning matters. These efforts have included updating previous cost estimates developed during the series of studies of conceptually decommissioning reference licensed nuclear facilities for inclusion in the Final Generic Environmental Impact Statement (FGEIS) on decommissioning; documenting the cost updates; evaluating the cost and dose impacts of post-TMI-2 backfits on decommissioning; developing a revised scaling formula for estimating decommissioning costs for reactor plants different in size from the reference boiling water reactor (BWR) described in the earlier study; and defining a formula for adjusting current cost estimates to reflect future escalation in labor, materials, and waste disposal costs. This report presents the results of recent PNL studies to provide supporting information in three areas concerning decommissioning of the reference BWR: updating the previous cost estimates to January 1986 dollars; assessing the cost and dose impacts of post-TMI-2 backfits; and developing a scaling formula for plants different in size than the reference plant and an escalation formula for adjusting current cost estimates for future escalation.

    The State Energy Price System (STEPS) contains estimates of energy prices for ten major fuels (electricity, natural gas, metallurgical coal, steam coal, distillate, motor gasoline, diesel, kerosene/jet fuel, residual fuel, and liquefied petroleum gas), by major end-use sectors (residential, commercial, industrial, transportation, and electric utility), and by state through 1982. Both physical unit prices and prices per million Btu are included in STEPS. Major changes in STEPS data base for 1981 and 1982 are described. The most significant changes in procedures for the updates occur in the residential sector distillate series and the residential sector kerosene series. All physical unit and Btu prices are shown with three significant digits instead of with four significant digits as shown in the original documentation. Details of these and other changes are contained in this report, along with the updated data files. 31 references, 65 tables.

The platinum may be applied by thermal decomposition to the surface of the reference electrode. The electrode provides superior high-frequency response over conventional electrodes.

    The objective of the Energy Economic Data Base (EEDB) Program is to provide periodic updates of technical and cost (capital, fuel and operating and maintenance) information for nuclear and comparison electric power generating stations that is of significance to the US Department of Energy (USDOE). The purpose of this Reference Book is to provide the historical content of the EEDB through the Fourth Update (1981). It contains important descriptive and tutorial information concerning the structure and use of the EEDB. It also contains reports of work done to support various aspects of the first four updates, together with significant reference data developed during those updates. As a convenience to the user, it is intended that the Reference Book be sufficiently stable that revisions are required no more frequently than once every five years.

    The Technical Measurements Center has prepared uranium mill tailings reference materials for use by remedial action contractors and cognizant federal and state agencies. Four materials were prepared with varying concentrations of radionuclides, using three tailings materials and a river-bottom soil diluent. All materials were ground, dried, and blended thoroughly to ensure homogeneity. The analyses on which the recommended values for nuclides in the reference materials are based were performed, using independent methods, by the UNC Geotech (UNC) Chemistry Laboratory, Grand Junction, Colorado, and by C.W. Sill (Sill), Idaho National Engineering Laboratory, Idaho Falls, Idaho. Several statistical tests were performed on the analytical data to characterize the reference materials. Results of these tests reveal that the four reference materials are homogeneous and that no large systematic bias exists between the analytical methods used by Sill and those used by TMC. The average values for radionuclides of the two data sets, representing an unbiased estimate, were used as the recommended values for concentrations of nuclides in the reference materials. The recommended concentrations of radionuclides in the four reference materials are provided. Use of these reference materials will aid in providing uniform standardization among measurements made by remedial action contractors. 11 refs., 9 tabs.

  11. Updated NGNP Fuel Acquisition Strategy

    A Next Generation Nuclear Plant (NGNP) fuel acquisition strategy was first established in 2007. In that report, a detailed technical assessment of potential fuel vendors for the first core of NGNP was conducted by an independent group of international experts based on input from the three major reactor vendor teams. Part of the assessment included an evaluation of the credibility of each option, along with a cost and schedule to implement each strategy compared with the schedule and throughput needs of the NGNP project. While credible options were identified based on the conditions in place at the time, many changes in the assumptions underlying the strategy and in externalities that have occurred in the interim requiring that the options be re-evaluated. This document presents an update to that strategy based on current capabilities for fuel fabrication as well as fuel performance and qualification testing worldwide. In light of the recent Pebble Bed Modular Reactor (PBMR) project closure, the Advanced Gas Reactor (AGR) fuel development and qualification program needs to support both pebble and prismatic options under the NGNP project. A number of assumptions were established that formed a context for the evaluation. Of these, the most important are: • Based on logistics associated with the on-going engineering design activities, vendor teams would start preliminary design in October 2012 and complete in May 2014. A decision on reactor type will be made following preliminary design, with the decision process assumed to be completed in January 2015. Thus, no fuel decision (pebble or prismatic) will be made in the near term. • Activities necessary for both pebble and prismatic fuel qualification will be conducted in parallel until a fuel form selection is made. As such, process development, fuel fabrication, irradiation, and testing for pebble and prismatic options should not negatively influence each other during the period prior to a decision on reactor type

  14. Technical reference book for the Energy Economic Data Base (EEDB) Program

    The Energy Economic Data Base (EEDB) Program is sponsored by the US Department of Energy (DOE) for the purpose of developing current technical and cost information for nuclear and comparison electric power generating stations. The EEDB contains a variety of nuclear and coal-fired power plant technical data models. Each of these data models is a complete and detailed conceptual design for a single unit, commercial, steam electric, power generating station located on a standard hypothetical Middletown site. A major effort for the Sixth Update (1983) has been the updating of the system design descriptions and selected engineering drawings for the technical data models. This update took the form of revising and expanding the system design descriptions and engineering drawings contained in the Base Data Studies, to include the technical information developed and recorded in the first five EEDB updates. The results of the update effort are contained in this EEDB Program Technical Reference Book.

This report evaluates the potential costs and benefits to North Dakota residents from updating and requiring compliance with ASHRAE Standard 90.1-2001. Both qualitative and quantitative benefits and costs are assessed in the analysis. This living (periodically updated) document could help WECC and other practicing engineers, especially the younger generation of engineers joining the workforce, to get familiar with a large variety of information related to the integration of variable resources into the WECC system, bypassing in part the need for time-consuming information gathering and learning processes from more experienced engineers or from the literature.

    In an evaluation of the Department of Energy (DOE) Occupational Safety and Health programs for government-owned contractor-operated (GOCO) activities, the Department of Labor`s Occupational Safety and Health Administration (OSHA) recommended a technical information exchange program. The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary`s response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice. It also serves as a technical information exchange tool to reference DOE-wide materials pertinent to specific safety topics and, with some modification, as a training aid. The OTR bridges the gap between general safety documents and very specific requirements documents. It is tailored to the DOE community and incorporates DOE field experience.

The output end of the optical fiber acts as a source of radiant energy and is positioned at the focal point of a lens system where the focal point is positioned within the lens. The output beam reflects off a mirror back to the lens that produces a collimated beam.

    Antares is a 24-beam, 40-TW carbon-dioxide laser-fusion system currently nearing completion at the Los Alamos National Laboratory. The 24 beams will be focused onto a tiny target (typically 300 to 1000 ..mu..m in diameter) located approximately at the center of a 7.3-m-diameter by 9.3-m-long vacuum (10/sup -6/ torr) chamber. The design goal is to position the targets to within 10 ..mu..m of a selected nominal position, which may be anywhere within a fixed spherical region 1 cm in diameter. The Antares Reference Telescope System is intended to help achieve this goal for alignment and viewing of the various targets used in the laser system. The Antares Reference Telescope System consists of two similar electro-optical systems positioned in a near orthogonal manner in the target chamber area of the laser. Each of these consists of four subsystems: (1) a fixed 9X optical imaging subsystem which produces an image of the target at the vidicon; (2) a reticle projection subsystem which superimposes an image of the reticle pattern at the vidicon; (3) an adjustable front-lighting subsystem which illuminates the target; and (4) an adjustable back-lighting subsystem which also can be used to illuminate the target. The various optical, mechanical, and vidicon design considerations and trade-offs are discussed. The final system chosen (which is being built) and its current status are described in detail.

    The Federal Housing Finance Agency (FHFA) regulates Fannie Mae, Freddie Mac, and the 12 Federal Home Loan Banks (the government-sponsored enterprises - GSEs). On July 6, 2010, FHFA and the Office of the Comptroller of the Currency (OCC) concluded that Property Assessed Clean Energy (PACE) programs 'present significant safety and soundness concerns' to the housing finance industry. This statement came after a year of discussions with state and federal agencies in which PACE, a novel mechanism for financing energy efficiency and renewable energy improvements, has gone from receiving support from the White House, canonization as one of Scientific American's 'World Changing Ideas' and legislative adoption in 24 states to questionable relevance, at least in the residential sector. Whether PACE resumes its expansion as an innovative tool for financing energy efficiency and clean generation depends on outcomes in each of the three branches of government - discussions on a PACE pilot phase among federal agencies, litigation in federal court, and legislation in Congress - all highly uncertain. This policy brief addresses the practical impacts of these possible outcomes on existing and emerging PACE programs across the United States and potential paths forward.

The piston is selected of suitable size and weight to cause only a slight flow of electrolyte through the porous plug into the high pressure system. This prevents contamination of the electrolyte but is of such small flow rate that operating intervals of a month or more can be achieved.

    An updated, self-consistent point design for a heavy ion fusion (HIF) power plant based on an induction linac driver, indirect-drive targets, and a thick liquid wall chamber has been completed. Conservative parameters were selected to allow each design area to meet its functional requirements in a robust manner, and thus this design is referred to as the Robust Point Design (RPD-2002). This paper provides a top-level summary of the major characteristics and design parameters for the target, driver, final focus magnet layout and shielding, chamber, beam propagation to the target, and overall power plant.

    The Buildings Technologies Office (BTO), within the U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), is initiating a new program in Sensor and Controls. The vision of this program is: • Buildings operating automatically and continuously at peak energy efficiency over their lifetimes and interoperating effectively with the electric power grid. • Buildings that are self-configuring, self-commissioning, self-learning, self-diagnosing, self-healing, and self-transacting to enable continuous peak performance. • Lower overall building operating costs and higher asset valuation. The overarching goal is to capture 30% energy savings by enhanced management of energy consuming assets and systems through development of cost-effective sensors and controls. One step in achieving this vision is the publication of this Sensor Characteristics Reference Guide. The purpose of the guide is to inform building owners and operators of the current status, capabilities, and limitations of sensor technologies. It is hoped that this guide will aid in the design and procurement process and result in successful implementation of building sensor and control systems.     The objective of this paper is to assess the downtime cost of power outages to businesses in the commercial and industrial sectors, updating and improving upon studies that have already been published on this subject. The goal is to produce a study that, relative to existing studies, (1) applies to a wider set of business types (2) reflects more current downtime costs, (3) accounts for the time duration factor of power outages, and (4) includes data on the costs imposed by real outages in a well-defined market. This study examines power outage costs in 11 commercial subsectors and 5 industrial subsectors, using data on downtime costs that was collected in the 1990's. This study also assesses power outage costs for power outages of 20 minutes, 1 hour, and 4 hours duration. Finally, this study incorporates data on the costs of real power outages for two business subsectors. However, the current limited state of data availability on the topic of downtime costs means there is room to improve upon this study. Useful next steps would be to generate more recent data on downtime costs, data that covers outages shorter than 20 minutes duration and longer than 4 hours duration, and more data that is based on the costs caused by real-world outages. Nevertheless, with the limited data that is currently available, this study is able to generate a clear and detailed picture of the downtime costs that are faced by different types of businesses.

The intermingling reference half-cell relies on a capillary tube having a first end open to reference fluid and a second end open to test fluid wherein the small diameter of the capillary tube limits free motion of fluid within the capillary to diffusion. The electrode is placed near the first end of the capillary in contact with the reference fluid. The method of operation of the present invention begins with filling the capillary tube with a reference solution. After closing the first end of the capillary, the capillary tube may be fully submerged or partially submerged with the second open end inserted into test fluid. Since the electrode is placed near the first end of the capillary, and since the test fluid may intermingle with the reference fluid through the second open end only by diffusion, this intermingling capillary reference half-cell provides a stable voltage potential for long time periods. 11 figs.

    FRAPCON-3.4a and FRAPTRAN 1.4 are the most recent versions of the U.S. Nuclear Regulatory Commission (NRC) steady-state and transient fuel performance codes, respectively. These codes have been assessed against separate effects data and integral assessment data and have been determined to provide a best estimate calculation of fuel performance. Recent updates included in FRAPCON-3.4a include updated material properties models, models for new fuel and cladding types, cladding finite element analysis capability, and capability to perform uncertainty analyses and calculate upper tolerance limits for important outputs. Recent updates included in FRAPTRAN 1.4 include: material properties models that are consistent with FRAPCON-3.4a, cladding failure models that are applicable for loss-of coolant-accident and reactivity initiated accident modeling, and updated heat transfer models. This paper briefly describes these code updates and data assessments, highlighting the particularly important improvements and data assessments. This paper also discusses areas of improvements that will be addressed in upcoming code versions.

    The objective of the the Direct Coal-Fueled 80 MW Combustion Turbine Program is to establish the technology required for private sector use of an advanced coal-fueled combustion turbine power system. Under this program the technology for a direct coal-fueled 80 MW combustion turbine is to be developed. This unit would be an element in a 207 MW direct coal-fueled combustion turbine combined cycle which includes two combustion turbines, two heat recovery steam generators and a steam turbine. Key to meeting the program objectives is the development of a successful high pressure slagging combustor that burns coal, while removing sulfur, particulates, and corrosive alkali matter from the combustion products. Westinghouse and Textron (formerly AVCO Research Laboratory/Textron) have designed and fabricated a subscale slagging combustor. This slagging combustor, under test since September 1988, has been yielding important experimental data, while having undergone several design iterations.
