UPC++ includes two main features beyond UPC: 1) One of the major limitations of UPC in the context of DOE application is the relatively weak notion of multidimensional arrays, which it inherited from C. To remedy this problem in UPC++, we included a multidimensional domain and array library based on that of Titanium. Titanium?s library is similar to Chapel?s dense and strided domains, as both were inspired by the dense and strided regions and arrays in ZPL. 2) Another feature provided by UPC++ but not by UPC is remote function invocation, which is inspired by Phalanx, X10, Habanero-C, and C++11. The user may start an asynchronous remote function invocation with the following syntax: "async(place)(function, args...);". UPC++ provides two programming constructs for specifying dynamic dependencies among tasks: 1) event-driven execution as in Phalanx and Habanero-C; 2) finish-async as in X10.     This software comprises a portable, open source implementation of a runtime library to support applications written in the Unified Parallel C (UPC) language. This library implements the UPC-specific functionality, including shared memory allocation and locks. The network-dependent functionality is implemented as a thin wrapper around a separate library implementing the GASNet (Global-Address Space Networking) specification. For true shared memory machines. GASNet is bypassed in favor of direct memory operations and local synchronization mechanisms. The Berkeleymore » UPC Runtime Library is currently the only implementation of the "Berkeley UPC Runtime Specification", and thus the only runtme library usable with the Berkeley UPC Compiler. Also, it is the only UPC runtime known to the author to provide two shared pointer representations: one for arbitrary blocksizes and one to optimize for the common cases of phaseless and blocksize=1. For distributed memory environments a library implementing the GASNet (Global-Address Space Networking) specification is required for communication. While no specialized hardware is required, a high-speed interconnet supported by the GASNet implementation is suggested for preformance. If no supported high-speed interconnect is available. GASNet can run over MPI. An external library is reqired for certain local memory allocation operations. A well defined interface allows for multiple implementations of this library, but at present the "umalloc" library from LBNL is the only compatible implementation.« less

    The goal of the Western Wind Strategy project was to help remove critical barriers to wind development in the Western Interconnection. The four stated objectives of this project were to: (1) identify the barriers, particularly barriers to the operational integration of renewables and barriers identified by load-serving entities (LSEs) that will be buying wind generation, (2) communicate the barriers to state officials, (3) create a collaborative process to address those barriers with the Western states, utilities and the renewable industry, and (4) provide a role model for other regions. The project has been on the forefront of identifying and informing state policy makers and utility regulators of critical issues related to wind energy and the integration of variable generation. The project has been a critical component in the efforts of states to push forward important reforms and innovations that will enable states to meet their renewable energy goals and lower the cost to consumers of integrating variable generation.

    In a traditional Partitioned Global Address Space language like UPC, an application programmer works with the model of a static set of threads performing locality-aware accesses on a global address space. On the other hand, asynchronous programming provides a simple interface for expressing the concurrency in dynamic, irregular algorithms, with the prospect of efficient portable execution from sophisticated runtime schemes handling the exposed concurrency. In this paper, we adopt the asynchronous style of programming to parallelize a nested, tree-based code in UPC. To maximize performance without losing the ease of application programming, we design Asynchronous Remote Methods as a potential extension to the UPC standard. Our prototype implementation of this construct in Berkeley UPC yields within 7% of ideal performance and 20-fold improvement over the original Standard UPC solution in some cases.

However, by far, most emphasis has been on biofuels. It is shown here, though, that current-technology biofuels cannot address global warming and may slightly increase death and illness due to ozone-related air pollution. Future biofuels may theoretically slow global warming, but only temporarily and with the cost of increased air pollution mortality. In both cases, the land required renders biofuels an impractical solution. Recent measurements and statistical analyses of U.S. and world wind power carried out at Stanford University suggest that wind combined with other options can substantially address global warming, air pollution mortality, and energy needs simultaneously.

    Unified Parallel C (UPC) extends the C programming language (ISO C 99) with explicit parallel programming support for the partitioned global address space (PGAS), which provides a global memory space with localized partitions to each thread. Like its ancestor C, UPC is a low-level language that emphasizes code efficiency over safety. The absence of dynamic (and static) safety checks allows programmer oversights and software flaws that can be hard to spot. In this paper, we present an extension of a dynamic analysis tool, ROSE-Code Instrumentation and Runtime Monitor (ROSECIRM), for UPC to help programmers find C-style errors involving the global address space. Built on top of the ROSE source-to-source compiler infrastructure, the tool instruments source files with code that monitors operations and keeps track of changes to the system state. The resulting code is linked to a runtime monitor that observes the program execution and finds software defects. We describe the extensions to ROSE-CIRM that were necessary to support UPC. We discuss complications that arise from parallel code and our solutions. We test ROSE-CIRM against a runtime error detection test suite, and present performance results obtained from running error-free codes. ROSE-CIRM is released as part of the ROSE compiler under a BSD-style open source license.

    This brochure describes the R&D efforts needed for wind energy to meet 20% of the U.S. electrical demand by 2030. In May 2008, DOE published its report, 20% Wind Energy by 2030, which presents an in-depth analysis of the potential for wind energy in the United States and outlines a potential scenario to boost wind electric generation from its current production of 16.8 gigawatts (GW) to 304 GW by 2030. According to the report, achieving 20% wind energy by 2030 could help address climate change by reducing electric sector carbon dioxide (CO2) emissions by 825 million metric tons (20% of the electric utility sector CO2 emissions if no new wind is installed by 2030), and it will enhance our nation's energy security by diversifying our electricity portfolio as wind energy is an indigenous energy source with stable prices not subject to fuel volatility. According to the report, increasing our nation's wind generation could also boost local rural economies and contribute to significant growth in manufacturing and the industry supply chain. Rural economies will benefit from a substantial increase in land use payments, tax benefits and the number of well-paying jobs created by the wind energy manufacturing, construction, and maintenance industries. Although the initial capital costs of implementing the 20% wind scenario would be higher than other generation sources, according to the report, wind energy offers lower ongoing energy costs than conventional generation power plants for operations, maintenance, and fuel. The 20% scenario could require an incremental investment of as little as $43 billion (net present value) more than a base-case no new wind scenario. This would represent less than 0.06 cent (6 one-hundredths of 1 cent) per kilowatt-hour of total generation by 2030, or roughly 50 cents per month per household. The report concludes that while achieving the 20% wind scenario is technically achievable, it will require enhanced transmission infrastructure

    The Wind Forecast Improvement Project (WFIP) is a public-private research program, the goals of which are to improve the accuracy of short-term (0-6 hr) wind power forecasts for the wind energy industry and then to quantify the economic savings that accrue from more efficient integration of wind energy into the electrical grid. WFIP was sponsored by the U.S. Department of Energy (DOE), with partners that include the National Oceanic and Atmospheric Administration (NOAA), private forecasting companies (WindLogics and AWS Truepower), DOE national laboratories, grid operators, and universities. WFIP employed two avenues for improving wind power forecasts: first, through the collection of special observations to be assimilated into forecast models to improve model initial conditions; and second, by upgrading NWP forecast models and ensembles. The new observations were collected during concurrent year-long field campaigns in two high wind energy resource areas of the U.S. (the upper Great Plains, and Texas), and included 12 wind profiling radars, 12 sodars, 184 instrumented tall towers and over 400 nacelle anemometers (provided by private industry), lidar, and several surface flux stations. Results demonstrate that a substantial improvement of up to 14% relative reduction in power root mean square error (RMSE) was achieved from the combination of improved NOAA numerical weather prediction (NWP) models and assimilation of the new observations. Data denial experiments run over select periods of time demonstrate that up to a 6% relative improvement came from the new observations. The use of ensemble forecasts produced even larger forecast improvements. Based on the success of WFIP, DOE is planning follow-on field programs.

    The project team consisting of the Consensus Building Institute, Inc., Raab Associates, Ltd., and the MIT-Harvard Program on Negotiation created a model and set of tools for building the capacity of state officials to effectively collaborate with diverse stakeholders in advancing wind development policy formation, wind facility siting, and transmission policy and siting. The model was used to enhance the ability of state officials to advance wind development in their states. Training was delivered in Cambridge, MA, in Spring 2011.     The memory consistency model in a language defines the order in which the results of write operations maybe observed through read operations. The behavior of a UPC program may depend on the timing of accesses to shared variables, so a program defines a set of possible executions, rather than a single execution. The memory consistency model constrains the set of possible executions for a given program; the user may then rely on properties that are true of all of those executions. The memory consistency model is defined in terms of the read and write operations issued by each thread in naive translation of the code, i.e., without any code transformations by the compiler, with each thread issuing operations as defined by the abstract machine defined in ISO C 5.1.2.3. A UPC compiler or run time system may perform various code transformations to improve performance, so long as they are not visible to the programmer - i.e., provided the set of externally-visible behaviors (the input/output dynamics and volatile behavior defined in ISO C 5.1.2.3) from any execution of the transformed program are identical to those of the original program executing on the abstract machine and adhering to the consistency model defined in this document.

The interface is primarily intended as a compilation target and for use by runtime library writers (as opposed to end users), and the primary goals are high performance, interface portability, and expressiveness. GASNet is designed specifically to support high-performance, portable implementations of global address spacemore » languages on modern high-end communication networks. The interface provides the flexibility and extensibility required to express a wide variety of communication patterns without sacrificing performance by imposing large computational overheads in the interface. The design of the GASNet interface is partitioned into two layers to maximize porting ease without sacrificing performance: the lower level is a narrow but very general interface called the GASNet core API - the design is basedheavily on Active Messages, and is implemented directly on top of each individual network architecture. The upper level is a wider and more expressive interface called GASNet extended API, which provides high-level operations such as remote memory access and various collective operations.     This project addresses both fundamental and applied research problems that will help with problems defined by the DOE “20% Wind by 2030 Report”. In particular, this work focuses on increasing the capacity of small or community wind generation capabilities that would be operated in a distributed generation approach. A consortium (KWEC – Kansas Wind Energy Consortium) of researchers from Kansas State University and Wichita State University aims to dramatically increase the penetration of wind energy via distributed wind power generation. We believe distributed generation through wind power will play a critical role in the ability to reach and extend the renewable energy production targets set by the Department of Energy. KWEC aims to find technical and economic solutions to enable widespread implementation of distributed renewable energy resources that would apply to wind.

    The Illinois Wind Working Group (IWWG) was founded in 2006 with about 15 members. It has grown to over 200 members today representing all aspects of the wind industry across the State of Illinois. In 2008, the IWWG developed a strategic plan to give direction to the group and its activities. The strategic plan identifies ways to address critical market barriers to the further penetration of wind. The key to addressing these market barriers is public education and outreach. Since Illinois has a restructured electricity market, utilities no longer have a strong control over the addition of new capacity within the state. Instead, market acceptance depends on willing landowners to lease land and willing county officials to site wind farms. Many times these groups are uninformed about the benefits of wind energy and unfamiliar with the process. Therefore, many of the project objectives focus on conferences, forum, databases and research that will allow these stakeholders to make well-educated decisions.

    Project Objective: This project is a research and development program aimed at furthering distributed wind technology. In particular, this project addresses some of the barriers to distributed wind energy utilization in Idaho. Background: At its core, the technological challenge inherent in Wind Energy is the transformation of a highly variable form of energy to one which is compatible with the commercial power grid or another useful application. A major economic barrier to the success of distributed wind technology is the relatively high capital investment (and related long payback periods) associated with wind turbines. This project will carry out fundamental research and technology development to address both the technological and economic barriers. • Active drive train control holds the potential to improve the overall efficiency of a turbine system by allowing variable speed turbine operation while ensuring a tight control of generator shaft speed, thus greatly simplifying power conditioning. • Recent blade aerodynamic advancements have been focused on large, utility-scale wind turbine generators (WTGs) as opposed to smaller WTGs designed for distributed generation. Because of Reynolds Number considerations, blade designs do not scale well. Blades which are aerodynamically optimized for distributed-scale WTGs can potentially reduce the cost of electricity by increasing shaft-torque in a given wind speed. • Grid-connected electric generators typically operate at a fixed speed. If a generator were able to economically operate at multiple speeds, it could potentially convert more of the wind’s energy to electricity, thus reducing the cost of electricity. This research directly supports the stated goal of the Wind and Hydropower Technologies Program for Distributed Wind Energy Technology: By 2007, reduce the cost of electricity from distributed wind systems to 10 to 15 cents/kWh in Class 3 wind resources, the same level

    This 2-page fact sheet describes NREL's offshore wind research and development efforts and capabilities. The National Renewable Energy Laboratory is internationally recognized for offshore wind energy research and development (R&D). Its experience and capabilities cover a wide spectrum of wind energy disciplines. NREL's offshore wind R&D efforts focus on critical areas that address the long-term needs of the offshore wind energy industry and the Department of Energy (DOE). R&D efforts include: (1) Developing offshore design tools and methods; (2) Collaborating with international partners; (3) Testing offshore systems and developing standards; (4) Conducting economic analyses; (5) Characterizing offshore wind resources; and (6) Identifying and mitigating offshore wind grid integration challenges and barriers. NREL has developed and maintains a robust, open-source, modular computer-aided engineering (CAE) tool, known as FAST. FAST's state-of-the-art capabilities provide full dynamic system simulation for a range of offshore wind systems. It models the coupled aerodynamic, hydrodynamic, control system, and structural response of offshore wind systems to support the development of innovative wind technologies that are reliable and cost effective. FAST also provides dynamic models of wind turbines on offshore fixed-bottom systems for shallow and transitional depths and floating-platform systems in deep water, thus enabling design innovation and risk reduction and facilitating higher performance designs that will meet DOE's cost of energy, reliability, and deployment objectives.

    This first session at the Wind Energy and Birds/Bats workshop consisted of two presentations followed by a question and answer period. The session was intended to provide a general overview of wind energy product development, from the industry's perspective. Tom Gray of AWEA presented a paper titled ''State of the Wind Energy Industry in 2004'', highlighting improved performance and lower cost, efforts to address avian impacts, a status of wind energy in comparison to other energy-producing sources, and ending on expectations for the near future. Sam Enfield of Atlantic Renewable Energy Corporation presented a paper titled ''Key Factors for Consideration in Wind Plant Siting'', highlighting factors that wind facility developers must consider when choosing a site to build wind turbines and associated structures. Factors covered include wind resources available, ownership and land use patterns, access to transmission lines, accessibility and environmental impacts. The question and answer sum mary included topics related to risk taking, research and development, regulatory requirements, and dealing with utilities.

    This paper summarizes the activities of the National Wind Coordinating Committee (NWCC), a multi-stakeholder collaborative formed in 1994 to support the responsible use of wind power in the USA. The NWCC`s vision is a self-sustaining commercial market for wind power - environmentally, economically, and politically sustainable. Current NWCC activities include: outreach initiatives, disseminating information about wind energy to regulators and legislators through the Wind Energy Issue Paper Series, researching distributed wind energy models, producing a wind facility permitting handbook, improving avian research, addressing transmission and resource assessment issues, and exploring sustainable development and marketing approaches.

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission. PennFuture also created a web page for the institute (http://www.midatlanticwind.org) that contains an online database of fact sheets, research reports, sample advocacy letters, top anti-wind claims and information on how to

  10. Coastal Ohio Wind Project

    The Coastal Ohio Wind Project intends to address problems that impede deployment of wind turbines in the coastal and offshore regions of Northern Ohio. The project evaluates different wind turbine designs and the potential impact of offshore turbines on migratory and resident birds by developing multidisciplinary research, which involves wildlife biology, electrical and mechanical engineering, and geospatial science. Firstly, the project conducts cost and performance studies of two- and three-blade wind turbines using a turbine design suited for the Great Lakes. The numerical studies comprised an analysis and evaluation of the annual energy production of two- and three-blade wind turbines to determine the levelized cost of energy. This task also involved wind tunnel studies of model wind turbines to quantify the wake flow field of upwind and downwind wind turbine-tower arrangements. The experimental work included a study of a scaled model of an offshore wind turbine platform in a water tunnel. The levelized cost of energy work consisted of the development and application of a cost model to predict the cost of energy produced by a wind turbine system placed offshore. The analysis found that a floating two-blade wind turbine presents the most cost effective alternative for the Great Lakes. The load effects studies showed that the two-blade wind turbine model experiences less torque under all IEC Standard design load cases considered. Other load effects did not show this trend and depending on the design load cases, the two-bladed wind turbine showed higher or lower load effects. The experimental studies of the wake were conducted using smoke flow visualization and hot wire anemometry. Flow visualization studies showed that in the downwind turbine configuration the wake flow was insensitive to the presence of the blade and was very similar to that of the tower alone. On the other hand, in the upwind turbine configuration, increasing the rotor blade angle of attack

    Wind turbines are typically operated to maximize their performance without considering the impact of wake effects on nearby turbines. Wind plant control concepts aim to increase overall wind plant performance by coordinating the operation of the turbines. This paper focuses on axial-induction-based wind plant control techniques, in which the generator torque or blade pitch degrees of freedom of the wind turbines are adjusted. The paper addresses discrepancies between a high-order wind plant model and an engineering wind plant model. Changes in the engineering model are proposed to better capture the effects of axial-induction-based control shown in the high-order model.

    A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

    Power through Policy: 'Best Practices' for Cost-Effective Distributed Wind is a U.S. Department of Energy (DOE)-funded project to identify distributed wind technology policy best practices and to help policymakers, utilities, advocates, and consumers examine their effectiveness using a pro forma model. Incorporating a customized feed from the Database of State Incentives for Renewables and Efficiency (DSIRE), the Web-based Distributed Wind Policy Comparison Tool (Policy Tool) is designed to assist state, local, and utility officials in understanding the financial impacts of different policy options to help reduce the cost of distributed wind technologies. The Policy Tool can be used to evaluate the ways that a variety of federal and state policies and incentives impact the economics of distributed wind (and subsequently its expected market growth). It also allows policymakers to determine the impact of policy options, addressing market challenges identified in the U.S. DOE’s '20% Wind Energy by 2030' report and helping to meet COE targets.

    A secure and affordable energy supply is essential for achieving U.S. national security, in continuing U.S. prosperity and in laying the foundations to enable future economic growth. To meet this goal the next generation energy workforce in the U.S., in particular those needed to support instrumentation, controls and advanced operations and maintenance, is a critical element. The workforce is aging and a new workforce pipeline, to support both current generation and new build has yet to be established. The paper reviews the challenges and some actions being taken to address this need.

The charter of this workshop was to establish a common taxonomy about resilience across all the levels in a computing system, discuss existing knowledge on resilience across the various hardware and software layers of an exascale system, and build on those results, examining potential solutions from both a hardware and software perspective and focusing on a combined approach. The workshop brought together participants with expertise in applications, system software, and hardware; they came from industry, government, and academia, and their interests ranged from theory to implementation. The combination allowed broad and comprehensive discussions and led to this document, which summarizes and builds on those discussions.

    As the United States moves toward a vision of greatly expanded wind energy use as outlined in the U.S. Department of Energy's 20% Wind Energy by 2030 report, the need for skilled workers at all levels in the industry is repeatedly identified as a critical issue. This presentation is an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry through a discussion of the activities identified that must be put in place to train workers. The paper will also provide a framework to address issues raised from each of the education and industry sectors, identifying a roadmap for developing an educational infrastructure to support wind technology. The presentation will also provide an understanding of the available resources, materials, and programs available across the industry. This presentation provides an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry as part of a collaborative effort to develop a wind workforce roadmap. This presentation will provide 1) A review of needed programs to train workers for the wind industry; 2) An overview of the importance education will play if the nation is to expand wind energy (both in development and deployment terms) and a review of ongoing activities with a focus on federal efforts; 3) A review of the materials and resources available across the industry and a framework to address issues raised from each of the education and industry sectors.

December 14, 2006 NREL and Xcel Energy Dedicate Wind-Powered Hydrogen Generator DOE's National Renewable Energy Laboratory (NREL) and Xcel Energy dedicated a new system to convert wind power into hydrogen on December 14th. The system, located at NREL's National Wind Technology Center, links two wind turbines to devices called electrolyzers, which pass the electricity through water to split the liquid into hydrogen and oxygen.

    recording wind data technology at a at a high confidence level as compared to traditional anemometer cup technology. • During storms, mean Turbulent Kinetic Energy (TKE) increases with height above water; • Sufficient wind resources exist over Lake Michigan to generate 7,684 kWh of power using a 850 kW rated turbine at elevations between 90 - 125 meters, a height lower than originally anticipated for optimum power generation; • Based on initial assessments, wind characteristics are not significantly different at distant (thirty-two mile) offshore locations as compared to near-shore (six mile) locations; • Significant cost savings can be achieved in generation wind energy at lower turbine heights and locating closer to shore. • Siting must be sufficiently distant from shore to minimize visual impact and to address public sentiment about offshore wind development; • Project results show that birds and bats do frequent the middle of Lake Michigan, bats more so than birds; • Based on the wind resource assessment and depths of Lake Michigan encountered during the project, future turbine placement will most likely need to incorporate floating or anchored technology; • The most appropriate siting of offshore wind energy locations will enable direct routing of transmission cables to existing generating and transmission facilities located along the Michigan shoreline; • Wind turbine noise propagation from a wind energy generating facility at a five mile offshore location will not be audible at the shoreline over normal background sound levels.

    An address conversion unit is described for use in one processor in a multi-processor data processing system including a common memory, the processors and common memory being interconnected by a common bus including means for transferring address signals defining a common address space. The processor includes private bus means including means for transferring signals including address signals defining a private address space. A processor unit means is connected to the private bus means and includes means for transmitting and receiving signals including address signals over the private bus means for engaging in data transfers thereover. The address conversion unit is connected to the private bus means and common bus means for receiving address signals over the private bus means from the processor unit means in the private address space. The unit comprises: A. pointer storage means for storing a pointer identifying a portion of the common bus memory space; B. pointer generation means connected to receive a common bus address and for generating a pointer in response thereto for storage in the pointer storage means; and C. common bus address generation means connected to the private bus and the pointer storage means for receiving an address from the processor unit means and for generating a common bus address in response thereto. The common bus address is used to initiate transfers between the processor unit means and the common memory over the common bus.

In order to quantitatively assess these effects, experimental techniques have been developed which allow analysis of full-scale performance of wind turbines with particular emphasis on the effects caused by turbulence in the incident wind.     In fiscal year 2005, the Energy & Environmental Research Center (EERC) received funding from the U.S. Department of Energy (DOE) to undertake a broad array of tasks to either directly or indirectly address the barriers that faced much of the Great Plains states and their efforts to produce and transmit wind energy at the time. This program, entitled Great Plains Wind Energy Transmission Development Project, was focused on the central goal of stimulating wind energy development through expansion of new transmission capacity or development of new wind energy capacity through alternative market development. The original task structure was as follows: Task 1 - Regional Renewable Credit Tracking System (later rescoped to Small Wind Turbine Training Center); Task 2 - Multistate Transmission Collaborative; Task 3 - Wind Energy Forecasting System; and Task 4 - Analysis of the Long-Term Role of Hydrogen in the Region. As carried out, Task 1 involved the creation of the Small Wind Turbine Training Center (SWTTC). The SWTTC, located Grand Forks, North Dakota, consists of a single wind turbine, the Endurance S-250, on a 105-foot tilt-up guyed tower. The S-250 is connected to the electrical grid on the 'load side' of the electric meter, and the power produced by the wind turbine is consumed locally on the property. Establishment of the SWTTC will allow EERC personnel to provide educational opportunities to a wide range of participants, including grade school through college-level students and the general public. In addition, the facility will allow the EERC to provide technical training workshops related to the installation, operation, and maintenance of small wind turbines. In addition, under Task 1, the EERC hosted two small wind turbine workshops on May 18, 2010, and March 8, 2011, at the EERC in Grand Forks, North Dakota. Task 2 involved the EERC cosponsoring and aiding in the planning of three transmission workshops in the midwest and western regions. Under Task 3, the

    Significant preliminary work has been undertaken by New Zealand and Australian Power/Generation Companies regarding Wind Power. Turbines are installed in Australia and New Zealand to test the wind and the technical applicability in the Australian wind diesel and the New Zealand high wind speed environment. Projects in Esperance, Thursday Island and King Island illustrate hybrid wind diesel applications. A single Wind Turbine Generator (WTG) has been successfully operated in New Zealand for the last 3 years. A new 3.5 MW wind farm is operational and Resource Consent has been granted for a 65 MW wind farm in New Zealand. Design Power is very proud to be involved in many of the New Zealand and Australian projects. It is obvious that wind power is just starting here, however the start has been promising and it is expected that wind power is here to stay. This paper will address some of the issues associated with wind power in New Zealand and Australia, particularly those that are different from Europe and America. It shows the opportunities and challenges regarding the operation of WTGs in these countries. It addresses the non subsidized electrical pricing structure and the influence of the economically necessary high wind speeds or diesel systems on the choice of technology, particularly the control algorithm of WTGs and the subsystems. It reviews several of the issues associated with predicting the amount of energy that a WTG can generate, again taking into account the high wind speed control algorithms. It further addresses the issue of embedded generation and the influence that a wind farm might have on the electrical network. It continues to address issues associated with wind diesel systems. The paper concludes that wind power will be viable in the near future both in New Zealand and Australia, but also that care should be taken with data analysis and hardware choices during the next phase of implementation of wind power in New Zealand and Australia. 7 figs.

Improved technology should make wind energy economical in most countries having sufficient wind and appropriate needs. A form of solar energy, winds form a large pattern of global air circulation because the earth's rotation causes differences in pressure and oceans cause differences in temperature. New development in the ancient art of windmill making date to the 1973 oil embargo, but wind availability must be determined at local sites to determine feasibility. Whether design features of the new technology and the concept of large wind farms will be incorporated in national energy policies will depend on changing attitudes, acceptance by utilities, and the speed with which new information is developed and disseminated. 44 references, 6 figures.     An approach to wind farm design using variable speed wind turbines with low pulse number electrical output. The output of multiple wind turbines are aggregated to create a high pulse number electrical output at a point of common coupling with a utility grid network. Power quality at each individual wind turbine falls short of utility standards, but the aggregated output at the point of common coupling is within acceptable tolerances for utility power quality. The approach for aggregating low pulse number electrical output from multiple wind turbines relies upon a pad mounted transformer at each wind turbine that performs phase multiplication on the output of each wind turbine. Phase multiplication converts a modified square wave from the wind turbine into a 6 pulse output. Phase shifting of the 6 pulse output from each wind turbine allows the aggregated output of multiple wind turbines to be a 24 pulse approximation of a sine wave. Additional filtering and VAR control is embedded within the wind farm to take advantage of the wind farm's electrical impedence characteristics to further enhance power quality at the point of common coupling.

    Strategic Power Systems (SPS) was contracted by Sandia National Laboratories to assess the feasibility of adapting their ORAP (Operational Reliability Analysis Program) tool for deployment to the wind industry. ORAP for Wind is proposed for use as the primary data source for the CREW (Continuous Reliability Enhancement for Wind) database which will be maintained by Sandia to enable reliability analysis of US wind fleet operations. The report primarily addresses the functional requirements of the wind-based system. The SPS ORAP reliability monitoring system has been used successfully for over twenty years to collect RAM (Reliability, Availability, Maintainability) and operations data for benchmarking and analysis of gas and steam turbine performance. This report documents the requirements to adapt the ORAP system for the wind industry. It specifies which existing ORAP design features should be retained, as well as key new requirements for wind. The latter includes alignment with existing and emerging wind industry standards (IEEE 762, ISO 3977 and IEC 61400). There is also a comprehensive list of thirty critical-to-quality (CTQ) functional requirements which must be considered and addressed to establish the optimum design for wind.

    The US wind Industry has experienced remarkable growth since the turn of the century. At the same time, the physical size and electrical generation capabilities of wind turbines has also experienced remarkable growth. As the market continues to expand, and as wind generation continues to gain a significant share of the generation portfolio, the reliability of wind turbine technology becomes increasingly important. This report addresses how operations and maintenance costs are related to unreliability - that is the failures experienced by systems and components. Reliability tools are demonstrated, data needed to understand and catalog failure events is described, and practical wind turbine reliability models are illustrated, including preliminary results. This report also presents a continuing process of how to proceed with controlling industry requirements, needs, and expectations related to Reliability, Availability, Maintainability, and Safety. A simply stated goal of this process is to better understand and to improve the operable reliability of wind turbine installations.

    This report is an appendix to the Hawaii WindHUI efforts to develop and operationalize short-term wind forecasting and wind ramp event forecasting capabilities. The report summarizes the WindNET Phase 1 efforts on the Big Island of Hawaii and includes descriptions of modeling methodologies, use of field validation data, results and recommendations. The objective of the WindNET project was to investigate the improvement that could be obtained in short-term wind power forecasting for wind generation facilities operating on the island grids operated by Hawaiian Electric Companies through the use of atmospheric sensors deployed at targeted locations. WindNET is envisioned as a multiphase project that will address the short-term wind forecasting issues of all of the wind generation facilities on the all of the Hawaiian Electric Companies' island grid systems. The first phase of the WindNET effort (referred to as WindNET-1) was focused on the wind generation facilities on the Big Island of Hawaii. With complex terrain and marine environment, emphasis was on improving the 0 to 6 hour forecasts of wind power ramps and periods of wind variability, with a particular interest in the intra-hour (0-1 hour) look-ahead period. The WindNET project was built upon a foundation that was constructed with the results from a previously completed observation targeting study for the Big Island that was conducted as part of a project supported by the National Renewable Energy Laboratory (NREL) and interactions with the western utilities. The observational targeting study provided guidance on which variables to measure and at what locations to get the most improvement in forecast performance at a target forecast site. The lift structure may be configured for carrying objects and have a guide system and drive system for mechanically communicating with a primary cable, rail or other first elongate member attached to the wind tower structure. The drive system and guide system may transmit forces that move the lift relative to the cable and thereby relative to the wind tower structure.     The wind energy conversion system includes a wind machine having a propeller connected to a generator of electric power, the propeller rotating the generator in response to force of an incident wind. The generator converts the power of the wind to electric power for use by an electric load. Circuitry for varying the duty factor of the generator output power is connected between the generator and the load to thereby alter a loading of the generator and the propeller by the electric load. Wind speed is sensed electro-optically to provide data of wind speed upwind of the propeller, to thereby permit tip speed ratio circuitry to operate the power control circuitry and thereby optimize the tip speed ratio by varying the loading of the propeller. Accordingly, the efficiency of the wind energy conversion system is maximized.

    Power through Policy: 'Best Practices' for Cost-Effective Distributed Wind is a U.S. Department of Energy (DOE)-funded project to identify distributed wind technology policy best practices and to help policymakers, utilities, advocates, and consumers examine their effectiveness using a pro forma model. Incorporating a customized feed from the Database of State Incentives for Renewables and Efficiency (DSIRE), the Web-based Distributed Wind Policy Comparison Tool (Policy Tool) is designed to assist state, local, and utility officials in understanding the financial impacts of different policy options to help reduce the cost of distributed wind technologies. The Policy Tool can be used to evaluate the ways that a variety of federal and state policies and incentives impact the economics of distributed wind (and subsequently its expected market growth). It also allows policymakers to determine the impact of policy options, addressing market challenges identified in the U.S. DOE's '20% Wind Energy by 2030' report and helping to meet COE targets.

    This paper describes three wind energy projects implemented in Alaska. The first, a sustainable technology energy partnerships (STEP) wind energy deployment project in Kotzebue will install 6 AOC 15/50 wind turbines and connect to the existing village diesel grid, consisting of approximately 1 MW average load. It seeks to develop solutions to the problems of arctic wind energy installations (transport, foundations, erection, operation, and maintenance), to establish a wind turbine test site, and to establish the Kotzebue Electric Association as a training and deployment center for wind/diesel technology in rural Alaska. The second project, a large village medium-penetration wind/diesel system, also in Kotzebue, will install a 1-2 MW windfarm, which will supplement the AOC turbines of the STEP project. The program will investigate the impact of medium penetration wind energy on power quality and system stability. The third project, the Alaska high-penetration wind/diesel village power pilot project in Wales will install a high penetration (80-100%) wind/diesel system in a remote Alaskan village. The system will include about 180 kW installed wind capacity, meeting an average village load of about 60 kW. This program will provide a model for high penetration wind retrofits to village diesel power systems and build the capability in Alaska to operate, maintain, and replicate wind/diesel technology. The program will also address problems of: effective use of excess wind energy; reliable diesel-off operation; and the role of energy storage.

    The purpose of this Technical Report is to provide background information about the Columbia Basin Wind Energy Study (CBWES). This study, which was supported by the U.S. Department of Energy’s Wind and Water Power Program, was conducted from 16 November 2010 through 21 March 2012 at a field site in northeastern Oregon. The primary goal of the study was to provide profiles of wind speed and wind direction over the depth of the boundary layer in an operating wind farm located in an area of complex terrain. Measurements from propeller and vane anemometers mounted on a 62 m tall tower, Doppler Sodar, and Radar Wind Profiler were combined into a single data product to provide the best estimate of the winds above the site during the first part of CBWES. An additional goal of the study was to provide measurements of Turbulence Kinetic Energy (TKE) near the surface. To address this specific goal, sonic anemometers were mounted at two heights on the 62 m tower on 23 April 2011. Prior to the deployment of the sonic anemometers on the tall tower, a single sonic anemometer was deployed on a short tower 3.1 m tall that was located just to the south of the radar wind profiler. Data from the radar wind profiler, as well as the wind profile data product are available from the Atmospheric Radiation Measurements (ARM) Data Archive (http://www.arm.gov/data/campaigns). Data from the sonic anemometers are available from the authors.

    In recent years, increasing deployment of large wind-turbine farms has become an issue of growing concern for the radar community. The large radar cross section (RCS) presented by wind turbines interferes with radar operation, and the Doppler shift caused by blade rotation causes problems identifying and tracking moving targets. Each new wind-turbine farm installation must be carefully evaluated for potential disruption of radar operation for air defense, air traffic control, weather sensing, and other applications. Several approaches currently exist to minimize conflict between wind-turbine farms and radar installations, including procedural adjustments, radar upgrades, and proper choice of low-impact wind-farm sites, but each has problems with limited effectiveness or prohibitive cost. An alternative approach, heretofore not technically feasible, is to reduce the RCS of wind turbines to the extent that they can be installed near existing radar installations. This report summarizes efforts to reduce wind-turbine RCS, with a particular emphasis on the blades. The report begins with a survey of the wind-turbine RCS-reduction literature to establish a baseline for comparison. The following topics are then addressed: electromagnetic model development and validation, novel material development, integration into wind-turbine fabrication processes, integrated-absorber design, and wind-turbine RCS modeling. Related topics of interest, including alternative mitigation techniques (procedural, at-the-radar, etc.), an introduction to RCS and electromagnetic scattering, and RCS-reduction modeling techniques, can be found in a previous report.

    This session at the Wind Energy and Birds/Bats workshop consisted of two paper presentations followed by a discussion/question and answer period. It was the first of the sessions to shift the focus to the issue of wind energy development's impacts specifically to bats. The presentations discussed lessons that have been learned regarding direct and indirect impacts on bats and strategies planned to address such issues. Presenters addressed what the existing science demonstrates about land-based wind turbine impacts on bats, including: mortality, avoidance, direct habitat impacts, species and numbers killed, per turbine rates/per MW generated, and impacts on threatened and endangered species. They discussed whether there is sufficient data for wind turbines and bat impacts for projects in the eastern US, especially on ridge tops. Finally, the subject of offshore impacts on bats was briefly addressed, including what lessons have been learned in Europe and how these can be applied in the U S.
