    As the title of the grant clearly states, this project has explores a unique way that makes use of manmade proteins to turn solar energy into chemical fuels. A major impetus to the work is that there is growing support for the view that two related forces will impact on future livability of Earth. The first is the finite supply of fossil fuels to power the Earth making it prudent to save this resource for the creation of useful chemicals. The second is that burning fossil fuels to generate power releases “greenhouse” gases into the atmosphere. There is mounting evidence that this is a major contribution to the warming trend in the Earth’s atmosphere and biosphere.

    This project will create millichanneled heat exchangers made up of mechanically-, thermally-, and chemically-robust, high-temperature composite materials. It will demonstrate the capability of such heat exchangers for operation in high-temperature heat transfer fluids and supercritical carbon dioxide (sCO2) at a temperatures of up to 800°C. The proposed composites have demonstrated to be highly-resistant to thermal shock and are able to operate in a sCO2 environment at 800°C.

    As oil and gas production moves to deeper and colder water, subsea multiphase production systems become critical for economic feasibility. It will also become increasingly imperative to adequately identify the conditions for paraffin precipitation and predict paraffin deposition rates to optimize the design and operation of these multi-phase production systems. Although several oil companies have paraffin deposition predictive capabilities for single-phase oil flow, these predictive capabilities are not suitable for the multiphase flow conditions encountered in most flowlines and wellbores. For deepwater applications in the Gulf of Mexico, it is likely that multiphase production streams consisting of crude oil, produced water and gas will be transported in a single multiphase pipeline to minimize capital cost and complexity at the mudline. Existing single-phase (crude oil) paraffin deposition predictive tools are clearly inadequate to accurately design these pipelines, because they do not account for the second and third phases, namely, produced water and gas. The objective of this program is to utilize the current test facilities at The University of Tulsa, as well as member company expertise, to accomplish the following: enhance our understanding of paraffin deposition in single and two-phase (gas-oil) flows; conduct focused experiments to better understand various aspects of deposition physics; and, utilize knowledge gained from experimental modeling studies to enhance the computer programs developed in the previous JIP for predicting paraffin deposition in single and two-phase flow environments. These refined computer models will then be tested against field data from member company pipelines.

  4. Project Title: Nuclear Astrophysics Data from Radioactive Beam Facilities

    The scientific aims of this project have been the evaluation and dissemination of key nuclear reactions in nuclear astrophysics, with a focus on ones to be studied at new radioactive beam facilities worldwide. These aims were maintained during the entire funding period from 2003 - 2006. In the following, a summary of the reactions evaluated during this period is provided. Year 1 (2003-04): {sup 21}Na(p,{gamma}){sup 22}Mg and {sup 18}Ne({alpha},p){sup 21}Na - The importance of the {sup 21}Na(p,{gamma}){sup 22}Mg and the {sup 18}Ne({alpha},p){sup 21}Na reactions in models of exploding stars has been well documented: the first is connected to the production of the radioisotope {sup 22}Na in nova nucleosynthesis, while the second is a key bridge between the Hot-CNO cycles and the rp-process in X-ray bursts. By the end of Summer 2004, our group had updated these reaction rates to include all published data up to September 2004, and cast the reaction rates into standard analytical and tabular formats with the assistance of Oak Ridge National Laboratory's computational infrastructure for reaction rates. Since September 2004, ongoing experiments on these two reactions have been completed, with our group's participation in both: {sup 21}Na(p,{gamma}){sup 22}Mg at the TRIUMF-ISAC laboratory (DRAGON collaboration), and 18Ne({alpha},p){sup 21}Na at Argonne National Laboratory (collaboration with Ernst Rehm, Argonne). The data from the former was subsequently published and included in our evaluation. Publication from the latter still awaits independent confirmation of the experimental results. Year 2 (2004-05): The 25Al(p,{gamma}){sup 26}Si and {sup 13}N(p,{gamma})14O reactions - For Year 2, we worked on evaluations of the {sup 25}Al(p,{gamma}){sup 26}Si and {sup 13}N(p,{gamma}){sup 14}O reactions, in accordance with our proposed deliverables and following similar standard procedures to those used in Year 1.     The Solid Waste Retrieval Facility--Phase 1 (Project W113) will provide the infrastructure and the facility required to retrieve from Trench 04, Burial ground 4C, contact handled (CH) drums and boxes at a rate that supports all retrieved TRU waste batching, treatment, storage, and disposal plans. This includes (1) operations related equipment and facilities, viz., a weather enclosure for the trench, retrieval equipment, weighing, venting, obtaining gas samples, overpacking, NDE, NDA, shipment of waste and (2) operations support related facilities, viz., a general office building, a retrieval staff change facility, and infrastructure upgrades such as supply and routing of water, sewer, electrical power, fire protection, roads, and telecommunication. Title I design for the operations related equipment and facilities was performed by Raytheon/BNFL, and that for the operations support related facilities including infrastructure upgrade was performed by KEH. These two scopes were combined into an integrated W113 Title II scope that was performed by Raytheon/BNFL. This volume represents the total estimated costs for the W113 facility. Operating Contractor Management costs have been incorporated as received from WHC. The W113 Facility TEC is $19.7 million. This includes an overall project contingency of 14.4% and escalation of 17.4%. A January 2001 construction contract procurement start date is assumed.

    This report summarizes data collected in 1983 to evaluate habitat improvements in Deer, Camp, and Clear creeks, tributaries of the John Day River. The studies are designed to evaluate changes in abundance of spring chinook and summer steelhead due to habitat improvement projects and to contrast fishery benefits with costs of construction and maintenance of each project. Structure types being evaluated are: (1) log weirs, rock weirs, log deflectors, and in stream boulders in Deer Creek; (2) log weirs in Camp Creek; and (3) log weir-boulder combinations and introduced spawning gravel in Clear Creek. Abundance of juvenile steelhead ranged from 16% to 119% higher in the improved (treatment) area than in the unimproved (control) area of Deer Creek. However, abundance of steelhead in Camp Creek was not significantly different between treatment and control areas. Chinook and steelhead abundance in Clear Creek was 50% and 25% lower, respectively in 1983, than the mean abundance estimated in three previous years. The age structure of steelhead was similar between treatment and control areas in Deer and Clear creeks. The treatment area in Camp Creek, however, had a higher percentage of age 2 and older steelhead than the control. Steelhead redd counts in Camp Creek were 36% lower in 1983 than the previous five year average. Steelhead redd counts in Deer Creek were not made in 1983 because of high streamflows. Chinook redds counted in Clear Creek were 64% lower than the five year average. Surface area, volume, cover, and spawning gravel were the same or higher than the corresponding control in each stream except in Deer Creek where there was less available cover and spawning gravel in sections with rock weirs and in those with log deflectors, respectively. Pool:riffle ratios ranged from 57:43 in sections in upper Clear Creek with log weirs to 9:91 in sections in Deer Creek with rock weirs.     The overall objective of this research was to create new proton-conducting polymer electrolytes for use in energy conversion devices including hydrogen fuel cells that could operate at high temperatures (95-130 C) and under low relative humidity (< 50% RH) conditions. The new polymers were based on the fluoroalkylphosphonic and phosphinic acid (FPA) groups (see illustration below) which offer prospects for rapid proton transport by a proton-hopping mechanism similar to that which operates in phosphoric acid, a well-known proton-transporting electrolyte that is used in a class of hydrogen fuel cells that work well under the conditions noted above and are already commercially successful. The two specific project objectives were as follows: (1) synthesize and characterize new proton-conducting electrolytes based on the fluoroalkylphosphonic and phosphinic acid (FPA) functional groups; and (2) create and apply new computer models to study protonic conduction in FPA-based electrolytes. The project was successful in creating the desired polymer electrolytes and also a series of molecular model compounds which were used to study proton transport in FPA electrolytes in general. Computer models were created to study both structure and proton-transport dynamics in the electrolytes, particularly the molecular model compounds. Rapid proton transport by a hopping mechanism was found in many of the model compounds and correlations with transport rates with molecular structure were identified. Several polymeric analogs of FPA model compounds were prepared and studied, however FPA-based polymeric materials having very high protonic conductivities under either wet or dry conditions were not obtained. Several possible reasons for the failure of polymeric materials to exhibit the expected high protonic conductivities were identified, including a failure of the polymers to adopt the phase-separated secondary structure/morphology necessary for high proton conductivity, and an

All project milestones were completed on time and within the budget. This report contains a summary of ten technical reports resulting from research conducted during the project. This report also contains a detailed description of the research dissemination and outreach activities of the project including a description of the policy impacts of the project.     production and combustion of ethanol and 41 % by bio-diesel. Bio-diesel also releases less air pollutants per net energy gain than ethanol. Bio-diesel has advantages over ethanol due to its lower agricultural inputs and more efficient conversion. Thus, to be a viable alternative, a bio-fuel firstly should be producible in large quantities without reducing food supplies. In this aspect, larger quantity supplies of cellulose biomass are likely viable alternatives. U. S. Congress has introduced an initiative and subsequently rolled into the basic energy package, which encourages the production of fuel from purely renewable resources, biomass. Secondly, a bio-fuel should also provide a net energy gain, have environmental benefits and be economically competitive. In this aspect, bio-diesel has advantages over ethanol. The commonwealth of Kentucky is fortunate to have a diverse and abundant supply of renewable energy resources. Both Kentucky Governor Beshear in the energy plan for Kentucky "Intelligent Energy Choices for Kentucky's Future", and Kentucky Renewable Energy Consortium, outlined strategies on developing energy in renewable, sustainable and efficient ways. Smart utilization of diversified renewable energy resources using advanced technologies developed by Kentucky public universities, and promotion of these technologies to the market place by collaboration between universities and private industry, are specially encouraged. Thus, the initially question answering Governor's strategic plan is if there is any economical way to make utilization of larger quantities of cellulose and hemicellulose for production of bio-fuels, especially bio-diesel. There are some possible options of commercially available technologies to convert cellulose based biomass energy to bio-fuels. Cellulose based biomass can be firstly gasified to obtain synthesis gas (a mixture of CO and H{sub 2}), which is followed up by being converted into liquid hydrocarbon fuels or oxygenate hydrocarbon fuel

    This report presents the design, construction highlights, and performance of the New Mexico State University Campus Geothermal Demonstration Project at Las Cruces, New Mexico. Construction started in July 1981, first system use was January 1982, and the system was dedicated on April 21, 1982. Included herein are summary observations after two years of use. The geothermal hot water from New Mexico State University wells is used to heat potable water, which in turn provides 83 percent of the domestic hot water on the New Mexico State University campus, as well as space heat to two buildings, and for two heated swimming pools. The original system is providing service to 30 total buildings, with two additional buildings (150,000 square feet) in process of geothermal conversion.) The system overall performance has been excellent, except for geothermal well pump problems. In terms of operating efficiency, the system has exceeded the design parameters. In spite of abnormally high costs for well and pump repairs, the system has shown a positive cost avoidance of more than $118,000 for the first year of operation. For the first two full years of operation, the system has produced a net positive cost avoidance of more than $200,000. Payback on the total investment of $1,670,000 is projected to be 6 to 10 years, depending on the future prices of natural gas and electricity.

    ferromagnetically exchange-couple with soft magnetic phase such as Fe or Co. After this project, it is established that MnBi will ferromagnetically exchange couple with Co, but not with Fe. It is also possible for MnBi to ferromagnetically exchange couple with Fe-Co alloy, but the amount of Fe cannot be more than 50 at.%. This conclusion is made possible by a series of electronic structure calculation followed by a series of thin film experimentation. As the result, 25 MGOe energy product was demonstrated using a MnBi-Co film. Before this project, the highest energy product for a bulk MnBi magnet is about 5 MGOe with 70% green density, and near-fully dense magnet is not available. After this project, the highest energy density is about 8.6 MGOe with 95% green density. This achievement is made possible by a modified warm-compaction system developed at University of Texas at Arlington. This system has 2.1 T alignment field vs the previous 1.8 T, and the compaction ambient maintains <1 ppm oxygen partial pressure. The estimated cost of MnBi magnet is about $110/kg when conventional magnet fabrication method is used, and about $84/kg when warm extrusion method is used. In comparison the cost of NdFeB, SmCo, AlNiCo, and Sr-Ferrite magnets is $150/kg, $180/kg, $119/kg, and $20/kg, respectively. The near term future work should focus on further improve the purity of the LTP MnBi, pushing it from the current 91 wt.% to 99 wt.%. If successful, the increased 8% LTP phase will increase the remanent magnetization, which in turn, increase the energy product. In addition, high reduction ratio warm extrusion method should be investigated to further push the texture to >90%.

    The University of Delaware has constructed a wind turbine adjacent to its College of Earth, Ocean, and Environment campus in Lewes, Delaware. DOE proposed to provide the University a $1.43 million grant for this Wind Energy Project from funding provided in the Omnibus Appropriations Act of 2009 (Public Law 111-8) and an additional $1 million provided in the Energy and Water Development Appropriations Act of Fiscal Year 2010. This EA analyzed the potential environmental impacts of the University of Delaware’s Wind Energy Project at its Lewes campus and, for purposes of comparison, an alternative that assumes the wind turbine had not been constructed.

    Decommissioning small reactors within the confines of an active University environment presents unique challenges. These range from the radiological protection of the nearby University population and grounds, to the logistical challenges of working in limited space without benefit of the established controlled, protected, and vital areas common to commercial facilities. These challenges, and others, are discussed in brief project histories of three recent (calendar year 2011) decommissioning activities at three University training and research reactors. These facilities include three separate Universities in three states. The work at each of the facilities addresses multiple phases of the decommissioning process, from initial characterization and pre-decommissioning waste removal, to core component removal and safe storage, through to complete structural dismantlement and site release. The results of the efforts at each University are presented, along with the challenges that were either anticipated or discovered during the decommissioning efforts, and results and lessons learned from each of the projects.     The deuteron injector developed for the PKUNIFTY (Peking University Neutron Imaging Facility) has been installed and commissioned at Peking University (PKU). The injector system must transfer 50 keV 50 mA of D{sup +} ion beam to the entrance of the 2 MeV radio frequency quadrupole (RFQ) with 10% duty factor (1 ms, 100 Hz). A compact 2.45 GHz permanent magnet electron cyclotron resonance (PMECR) ion source and a 1.36 m long low energy beam transport (LEBT) line using two solenoids was developed as the deuteron injector. A {phi}5 mm four-quadrant diaphragm was used to simulate the entrance of RFQ electrodes. The beam parameters are measured after this core with an emittance measurement unit (EMU) and a bending magnet for ion fraction analysis at the end of injector. During the commissioning, 77 mA of total deuteron beam was extracted from PMECR and 56 mA of pure D{sup +} beam that passed through the {phi}5 mm four-quadrant diaphragm was obtained at the position of RFQ entrance with the measured normalized rms emittance 0.12-0.16{pi} mm mrad. Ion species analysis results show that the deuteron fraction is as high as 99.5%. All of the parameters satisfy PKUNIFTY's requirements. In this paper, we will describe the deuteron injector design and report the commissioning results as well as the initial operation.

    The University of Redlands, located in the California Inland Empire City of Redlands supplies six campus building with chilled and hot water for cooling and space heating from a centrally located Mechanical Center. The University was interested in lowering chilled water production costs and eliminating Ozone depleting chloroflourocarbon (CFC) refrigerants in addition to adding chiller capacity for future building to be added to the central plant piping {open_quotes}loop{close_quotes}. After initially providing a feasibility study of chiller addition alternatives and annual hourly load models, GRT & Associates, Inc. (GRT) provided design engineering for the installation of a 500 Ton direct gas fired absorption chiller addition to the University of Redland`s mechanical center. Based on the feasibility study and energy consumption tests done after the new absorption chiller was added, the university estimates annual energy cost saving versus the existing electric chiller is approximately $65,000 per year. Using actual construction costs, the simple before tax payback period for the project is six years.

    University at Albany successfully designed, constructed and is operating a new student housing building that utilizes ground source heat pump (GSHP) for heating and cooling the entire 191,500SF building. The installed system consists of a well field with 150 bores, 450 feet deep and (189) terminal heat pump units for a total capacity of 358 Tons cooling and 4,300 MBtu/h heating. The building opened in Fall 2012. The annual energy use and cost intensity of the building, after the changes made during the first 2 years’ of operation is 57kBtu/SF/Year and $1.30/SF/Year respectively. This is approximately 50% lower than the other residential quads on campus, despite the fact that the quads are not air-conditioned. The total project cost from design through 3-years of operations is approximately $6 Million, out of which $5.7 Million is for construction of the GSHP system including the well field. The University received a $2.78 Million grant from the Department of Energy. The estimated utility cost savings, compared to a baseline building with conventional HVAC system, is approximately $185,000. The estimated simple payback, after grant incentives, is 15 years. Additionally, the project has created 8.5FTE equivalent jobs.

The goal of the project, referred to as NewERA, was to demonstrate the use of open standards for electronic commerce to support research administration, otherwise referred to as Electronic Research Administration (ERA). The NewERA demonstration project provided a means to test interagency standards developed within the Federal Grant Electronic Commerce Committee, a group comprised of federal granting agencies. The NewERA program was initiated by DOE. NewERA was comprised of three separate, but related, ERA activities in preaward administration, postaward administration, and secure Internet commerce. The goal of New ERA was to demonstrate an open standard implementation of ERA using electronic data interchange, e-mail and Internet transaction security between grant applicants and DOE, along with t h e other participating agencies.

    The original overall objective of this activity was to undertake resource evaluation and planning for CCS projects and to describe and quantify the geologic, environmental, and economic challenges to successful development of large-scale CCS in China’s coal sector. Several project execution barriers were encountered in the course of this project, most notably a project stop/delay due to funds availability/costing restrictions from the US State Department to the US Department of Energy at the end of CY2012, which halted project execution from January 2, 2013 to April 1, 2013. At the resolution of this project delay, it was communicated to the project team that the overall project period would also be reduced, from a completion date of February 28, 2014 to December 31, 2013. The net impact of all these changes was a reduction in the project period from 24 months (3/1/2012-2/28/2014) to 22 months (3/1/2012-12/31/2013), with a 3 month stop from 1/1/2013-3/31/2013. The project team endeavored to overcome these project time impacts, focusing heavily on technoeconomic modeling that would be deliverable under Task 3 (Ordos Basin Feasibility Study), and choosing to abandon the full investigation into the Demonstration Site (Task 4) due to the reduced project time. The ultimate focus of this project changed to work with the Chinese on a carbon atlas/geologic characterization, and on mechanisms for CO2 storage options from high-quality streams within China.

    This project aims to explore and develop enabling methodology and techniques for nano-scale characterization of microbe cell surface contact mechanics, interactions and adhesion quantities that allow for identification and quantification of indicative properties related to microorganism migration and transport behavior in porous media and in subsurface environments. Microbe transport has wide impact and therefore is of great interest in various environmental applications such as in situ or enhanced subsurface bioremediation,filtration processes for water and wastewater treatments and protection of drinking water supplies. Although great progress has been made towards understanding the identities and activities of these microorganisms in the subsurface, to date, little is known of the mechanisms that govern the mobility and transport of microorganisms in DOE’s contaminated sites, making the outcomes of in situ natural attenuation or contaminant stability enhancement unpredictable. Conventionally, movement of microorganisms was believed to follows the rules governing solute (particle) transport. However, recent studies revealed that cell surface properties, especially those pertaining to cell attachment/adhesion and aggregation behavior, can cause the microbe behavior to deviate from non-viable particles and hence greatly influence the mobility and distribution of microorganisms in porous media.This complexity highlights the need to obtain detailed information of cell-cell and cell-surface interactions in order to improve and refine the conceptual and quantitative model development for fate and transport of microorganisms and contaminant in subsurface. Traditional cell surface characterization methods are not sufficient to fully predict the deposition rates and transport behaviors of microorganism observed.     An understanding of the properties of atomic nuclei is crucial for a complete nuclear theory, for element formation, for properties of stars, and for present and future energy and defense applications. During the period of Dec. 1 2006 – Jun. 30, 2012, the UNEDF collaboration carried out a comprehensive study of all nuclei, based on the most accurate knowledge of the strong nuclear interaction, the most reliable theoretical approaches, the most advanced algorithms, and extensive computational resources, with a view towards scaling to the petaflop platforms and beyond. Until recently such an undertaking was hard to imagine, and even at the present time such an ambitious endeavor would be far beyond what a single researcher or a traditional research group could carry out. The UNEDF SciDAC project has developed several key computational codes and algorithms for reaching the goal of solving the nuclear quantum many-body problem throughout the chart of nuclei. Without such developments, scientific progress would not be possible. In addition the UNEDF SciDAC successfully applied these developments to solve many forefront research problems.

    An understanding of the properties of atomic nuclei is crucial for a complete nuclear theory, for element formation, for properties of stars, and for present and future energy and defense applications. During the period of Dec. 1, 2006 - Jun. 30, 2012, the UNEDF collaboration carried out a comprehensive study of all nuclei based on the most accurate knowledge of the strong nuclear interaction, the most reliable theoretical approaches, the most advanced algorithms, and extensive computational resources, with a view towards scaling to the petaflop platforms and beyond. The long-term vision initiated with UNEDF is to arrive at a comprehensive, quantitative, and unified description of nuclei and their reactions, grounded in the fundamental interactions between the constituent nucleons. We seek to replace current phenomenological models of nuclear structure and reactions with a well-founded microscopic theory that delivers maximum predictive power with well-quantified uncertainties. Specifically, the mission of this project has been three-fold: first, to find an optimal energy density functional (EDF) using all our knowledge of the nucleonic Hamiltonian and basic nuclear properties; second, to apply the EDF theory and its extensions to validate the functional using all the available relevant nuclear structure and reaction data; and third, to apply the validated theory to properties of interest that cannot be measured, in particular the properties needed for reaction theory.

    The purpose of this National Ignition Facility Acquisition Plan is to describe the overall procurement strategy planned for the National Ignition Facility (NIF) Project. The scope of the plan describes the procurement activities and acquisition strategy for the following phases of the NIF Project, each of which receives either plant and capital equipment (PACE) or other project cost (OPC) funds: Title 1 and 2 design and Title 3 engineering (PACE); Optics manufacturing facilitization and pilot production (OPC); Convention facility construction (PACE); Procurement, installation, and acceptance testing of equipment (PACE); and Start-up (OPC). Activities that are part of the base Inertial Confinement Fusion (ICF) Program are not included in this plan. The University of California (UC), operating Lawrence Livermore National Laboratory (LLNL) and Los Alamos National Laboratory, and Lockheed-Martin, which operates Sandia National Laboratory (SNL) and the University of Rochester Laboratory for Laser Energetics (UR-LLE), will conduct the acquisition of needed products and services in support of their assigned responsibilities within the NIF Project structure in accordance with their prime contracts with the Department of Energy (DOE).     The objective of this design project is to evaluate and prepare design and construction documents for a closure cover cap for the Pit 6 Landfill located at Lawrence Livermore National Laboratory Site 300.     Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    In the fall of 1991, through the coordinating efforts of the University of New Mexico and Los Alamos National Laboratory, the Pilot Project on Women and Science was initiated as a year-long study of women scientists at both the university and the laboratory. Its purpose was to gather information directly from women scientists in an attempt to analyze and make recommendations concerning the professional and cultural environment for women in the sciences. This report is an initial attempt to understand the ways in which women scientists view themselves, their profession, and the scientific culture they inhabit. By recording what these women say about their backgrounds and educational experiences, their current positions, the difficult negotiations many have made between their personal and professional lives, and their relative positions inside and outside the scientific community, the report calls attention both to the individual perspectives offered by these women and to the common concerns they share.

    The Title V Operating Permits program has been extended over many more years than originally anticipated when the 1990 Clean Air Act Amendments were first legislated. In fact, the regulatory program is still being refined even as facilities complete and submit their Title V permit applications. Likewise, it is clear that the agency review of the Title V permit applications will probably take considerably longer than originally anticipated. Finally, when the agency does complete the review, it is equally clear that there will need to be a significant amount of negotiating on the part of the facility to arrive at a simplified permit that is operationally feasible. This paper presents a number of suggestions for what the facility should be doing between the time the permit application is first submitted and the agency responds with a draft permit. The suggestions are designed to help simplify the permit and enhance flexibility. In addition, the paper presents permit negotiating techniques and points out the pitfalls that will be encountered if the facility does not take action prior to receiving the draft Title V permit. This paper suggests that the facility should internally evaluate how the permit application impacts facility operations prior to the agency doing so. It also suggests that the facility should contact the agency early and amend the permit application to take advantage of increasing regulatory flexibility. By taking these steps, and properly negotiating the permit terms and conditions; the facility will achieve a much better permit, and will hopefully be able to avoid the regulatory burdens and delays associated with re-opening the permit during the next 5 to 8 years (from the time of permit application submittal).
