    Human rights impact assessment (HRIA) is a process for systematically identifying, predicting and responding to the potential impact on human rights of a business operation, capital project, government policy or trade agreement. Traditionally, it has been conducted as a desktop exercise to predict the effects of trade agreements and government policies on individuals and communities. In line with a growing call for multinational corporations to ensure they do not violate human rights in their activities, HRIA is increasingly incorporated into the standard suite of corporate development project impact assessments. In this context, the policy world's non-structured, desk-based approaches to HRIA are insufficient. Although a number of corporations have commissioned and conducted HRIA, no broadly accepted and validated assessment tool is currently available. The lack of standardisation has complicated efforts to evaluate the effectiveness of HRIA as a risk mitigation tool, and has caused confusion in the corporate world regarding company duties. Hence, clarification is needed. The objectives of this paper are (i) to describe an HRIA methodology, (ii) to provide a rationale for its components and design, and (iii) to illustrate implementation of HRIA using the methodology in two selected corporate development projectsa uranium mine in Malawi and a tree farm in Tanzania. We found that as a prognostic tool, HRIA could examine potential positive and negative human rights impacts and provide effective recommendations for mitigation. However, longer-term monitoring revealed that recommendations were unevenly implemented, dependent on market conditions and personnel movements. This instability in the approach to human rights suggests a need for on-going monitoring and surveillance. -- Highlights: We developed a novel methodology for corporate human rights impact assessment.     Project-level impact assessment was originally conceived as a snapshot taken in advance of project implementation, contrasting current conditions with a likely future scenario involving a variety of predicted impacts. Current best practice guidance has encouraged a shift towards longitudinal assessments from the pre-project stage through the implementation and operating phases. Experience and study show, however, that assessment of infrastructure-intensive projects rarely endures past the project's construction phase. Negative consequences for environmental, social and health outcomes have been documented. Such consequences clarify the pressing need for longitudinal assessment in each of these domains, with human rights impact assessment (HRIA) as an umbrella over, and critical augmentation of, environmental, social and health assessments. Project impacts on human rights are more closely linked to political, economic and other factors beyond immediate effects of a company's policy and action throughout the project lifecycle. Delineating these processes requires an adequate framework, with strategies for collecting longitudinal data, protocols that provide core information for impact assessment and guidance for adaptive mitigation strategies as project-related effects change over time. This article presents general principles for the design and implementation of sustained, longitudinal HRIA, based on experience assessing and responding to human rights impact in a uranium mining project in Malawi.     The human heart is composed of a helical network of musclefibers. Anisotropic least squares filtering followed by fiber trackingtechniques were applied to Diffusion Tensor Magnetic Resonance Imaging(DTMRI) data of the excised human heart. The fiber configuration wasvisualized by using thin tubes to increase 3-dimensional visualperception of the complex structure. All visualizations were performedusing the high-quality ray-tracing software POV-Ray. The fibers are shownwithin the left and right ventricles. Both ventricles exhibit similarfiber architecture and some bundles of fibers are shown linking right andleft ventricles on the posterior region of the heart.

    How universal is human conceptual structure? The way concepts are organized in the human brain may reflect distinct features of cultural, historical, and environmental background in addition to properties universal to human cognition. Semantics, or meaning expressed through language, provides indirect access to the underlying conceptual structure, but meaning is notoriously difficult to measure, let alone parameterize. Here, we provide an empirical measure of semantic proximity between concepts using cross-linguistic dictionaries to translate words to and from languages carefully selected to be representative of worldwide diversity. These translations reveal cases where a particular language uses a single “polysemous” word tomore » express multiple concepts that another language represents using distinct words. We use the frequency of such polysemies linking two concepts as a measure of their semantic proximity and represent the pattern of these linkages by a weighted network. This network is highly structured: Certain concepts are far more prone to polysemy than others, and naturally interpretable clusters of closely related concepts emerge. Statistical analysis of the polysemies observed in a subset of the basic vocabulary shows that these structural properties are consistent across different language groups, and largely independent of geography, environment, and the presence or absence of a literary tradition. As a result, the methods developed here can be applied to any semantic domain to reveal the extent to which its conceptual structure is, similarly, a universal attribute of human cognition and language use.« less

    Human capital is the accumulation of competencies, knowledge, social and creativity skills and personality attributes, which are necessary to perform work so as to produce economic value. In the frame of the nuclear fuel cycle, this is of paramount importance that the right human capital exists and in Europe this is fostered by a series of integrated or directed projects. The teaching, training and coordination will be discussed in the frame of University curricula with examples from several programs, like e.g. the Master of Nuclear Engineering at Chalmers University, Sweden and two FP7 EURATOM Projects: CINCH - a project for cooperation in nuclear chemistry - and ASGARD - a research project on advanced or novel nuclear fuels and their reprocessing issues for generation IV reactors. The integration of the university curricula in the market needs but also the anchoring in the research and future fuel cycles will be also discussed, with examples from the ASGARD project. (authors)

I will also discuss the connection between cosmology and particle physics experiments being conducted at accelerators and in underground laboratories.     The principal objectives of the Fossil Energy Program are to seek new ideas, new data, fundamental knowledge that will support the ongoing programs, and new processes to better utilize the nation's fossil energy resources with greater efficiency and environmental acceptability. Toward this end, the Department of Energy supports research projects conducted by universities and colleges to: Ensure a foundation for innovative technology through the use of the capabilities and talents in our academic institutions; provide an effective, two-way channel of communication between the Department of Energy and the academic community; and ensure that trained technical manpower is developed to carry out basic and applied research in support of DOE's mission. Fossil Energy's university activities emphasize the type of research that universities can do best - research to explore the potential of novel process concepts, develop innovative methods and materials for improving existing processes, and obtain fundamental information on the structure of coal and mechanisms of reactions of coal, shale oil, and other fossil energy sources. University programs are managed by different Fossil Energy technical groups; the individual projects are described in greater detail in this book. It is clear that a number of research areas related to the DOE Fossil Energy Program have been appropriate for university involvement, and that, with support from DOE, university scientific and technical expertise can be expected to continue to play a significant role in the advancement of fossil energy technology in the years to come.

While the supernova can be seen, it cant be heard, as sound waves cannot travel through space. But what if the light waves emitted by the exploding star and other cosmological phenomena could be translated into sound? Thats the idea behind a Rhythms of the Universe, a musical project to sonify the universe by Grateful Dead percussionist and Grammy award-winning artist Mickey Hart that caught the attention of Nobel Prize-winning astrophysicist George Smoot of Lawrence Berkeley National Laboratory.     We give a universal recipe for constructing nonlinear entanglement witnesses able to detect nonclassical correlations in arbitrary systems of distinguishable and/or identical particles for an arbitrary number of constituents. The constructed witnesses are expressed in terms of expectation values of observables. As such, they are, at least in principle, measurable in experiments.

    Minimal Dark Matter (MDM) stands as one of the simplest dark matter scenarios. In MDM models, annihilation and co-annihilation processes among the members of the MDM multiplet are usually very efficient, pushing the dark matter mass above O(10) TeV in order to reproduce the observed dark matter relic density. Motivated by this little drawback, in this paper we consider an extension of the MDM scenario by three right-handed neutrinos. Two specific choices for the MDM multiplet are studied: a fermionic SU(2){sub L} quintuplet and a scalar SU(2){sub L} septuplet. The lightest right-handed neutrino, with tiny Yukawa couplings, never reaches thermal equilibrium in the early universe and is produced by freeze-in. This creates a link between dark matter and neutrino physics: dark matter can be non-thermally produced by the decay of the lightest right-handed neutrino after freeze-out, allowing to lower significantly the dark matter mass. We discuss the phenomenology of the non-thermally produced MDM and, taking into account significant Sommerfeld corrections, we find that the dark matter mass must have some specific values in order not to be in conflict with the current bounds from gamma-ray observations.

    This document summarizes background information and presents results related to temperature measurements in the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) Drexel University Project 31091 irradiation. The objective of this test was to assess the radiation performance of new ceramic materials for advanced reactor applications. Accordingly, irradiations of transition metal carbides and nitrides were performed using the Hydraulic Shuttle Irradiation System (HSIS) in the B-7 position and in static capsules inserted into the A-3 and East Flux Trap Position 5 locations of the ATR.

    This report is a compilation of submitted abstracts of papers presented at the DOE-supported workshop on medical information and the right to privacy held at the National Academy of Sciences in Washington, DC, on June 9 and 10, 1994. The aim of this meeting is to provide a forum to discuss the legal, ethical and practical issues related to the computerization and use of medical data, as well as the potential impact the use of these data may have on an individual`s privacy. Topical areas include an overview of the Federal and legal requirements to collect medical data, historical experiences with worker screening programs, currently available medical surveillance technologies (both biomedical and computer technologies) and their limitations. In addition, an-depth assessment of the needs and interests of a wide spectrum of parties as they relate to the use of medical data from both a legal and privacy perspective is provided. The needs of the individual, the public (e.g., blood and tissue banks), private enterprises (e.g., industry and insurance carriers), and the government (e.g., FBI) are discussed. Finally, the practical and legal issues relating to the use of computers to carry, store and transmit this information are also examined. The abstracts are presented in the intended order of presentation as indicated in the agenda for the meeting.

    Laboratory equipment such as autoclaves, glass washers, refrigerators, and computers account for a significant portion of the energy use in laboratories. However, because of the general lack of measured equipment load data for laboratories, designers often use estimates based on 'nameplate' rated data, or design assumptions from prior projects. Consequently, peak equipment loads are frequently overestimated. This results in oversized HVAC systems, increased initial construction costs, and increased energy use due to inefficiencies at low part-load operation. This best-practice guide first presents the problem of over-sizing in typical practice, and then describes how best-practice strategies obtain better estimates of equipment loads and right-size HVAC systems, saving initial construction costs as well as life-cycle energy costs. This guide is one in a series created by the Laboratories for the 21st Century ('Labs21') program, a joint program of the U.S. Environmental Protection Agency and U.S. Department of Energy. Geared towards architects, engineers, and facilities managers, these guides provide information about technologies and practices to use in designing, constructing, and operating safe, sustainable, high-performance laboratories.

    While cosmological inflation can erase primordial inhomogeneities, it is possible that inflation may not begin in a significantly inhomogeneous universe. This issue is particularly pressing in multifield scenarios, where even the homogeneous dynamics may depend sensitively on the initial configuration. This paper presents an initial survey of the onset of inflation in multifield models, via qualitative lattice-based simulations that do not include local gravitational backreaction. Using hybrid inflation as a test model, our results suggest that small subhorizon inhomogeneities do play a key role in determining whether inflation begins in multifield scenarios. Interestingly, some configurations which do not inflate in the homogeneous limit ''succeed'' after inhomogeneity is included, while other initial configurations which inflate in the homogeneous limit ''fail'' when inhomogeneity is added.

    There are currently over 900 facilities in over 170 countries which fall under International Atomic Energy Agency (IAEA) safeguards. As additional nations look to purse civilian nuclear programs or to expand infrastructure already in place, the number of reactors and accompanying facilities as well as the quantity of material has greatly increased. Due to the breadth of the threat and the burden placed on the IAEA as nuclear applications expand, it has become increasingly important that safeguards professionals have a strong understanding of both the technical and political aspects of nonproliferation starting early in their career. To begin overcoming this challenge, Idaho National Laboratory, has partnered with local universities to deliver a graduate level nuclear engineering course that covers both aspects of the field with a focus on safeguards applications. To date over 60 students across multiple disciplines have participated in this course with many deciding to transition into a nonproliferation area of focus in both their academic and professional careers.

    A universal ripper miner used to cut, collect and transfer material from an underground mine working face includes a cutter head that is vertically movable in an arcuate cutting cycle by means of drive members, such as hydraulically actuated pistons. The cutter head may support a circular cutter bit having a circular cutting edge that may be indexed to incrementally expose a fresh cutting edge. An automatic indexing system is disclosed wherein indexing occurs by means of a worm gear and indexing lever mechanism. The invention also contemplates a bi-directional bit holder enabling cutting to occur in both the upstroke and the downstroke cutting cycle. Another feature of the invention discloses multiple bits arranged in an in-line, radially staggered pattern, or a side-by-side pattern to increase the mining capacity in each cutting cycle. An on-board resharpening system is also disclosed for resharpening the cutting edge at the end of cutting stroke position. The aforementioned improvement features may be used either singly, or in any proposed combination with each other.

    Purpose: We investigated intrahepatic vascular changes in patients undergoing right portal vein ligation (PVL) or portal vein embolization (PVE) in conjunction with the ensuing hypertrophic response and function of the left liver lobe. Methods: Between December 2008 and October 2011, 7 patients underwent right PVL and 14 patients PVE. Computed tomographic (CT) volumetry to assess future remnant liver (FRL) and functional hepatobiliary scintigraphy were performed in all patients before and 3 weeks after portal vein occlusion. In 18 patients an intraoperative portography was performed to assess perfusion through the occluded portal branches. Results: In all patients after initially successful PVL, reperfused portal veins were observed on CT scan 3 weeks after portal occlusion. This was confirmed in all cases during intraoperative portography. Intrahepatic portoportal collaterals were identified in all patients in the PVL group and in one patient in the PVE group. In all other PVE patients, complete occlusion of the embolized portal branches was observed on CT scan and on intraoperative portography. The median increase of FRL volume after PVE was 41.6 % (range 10-305 %), and after PVL was only 8.1 % (range 0-102 %) (p = 0.179). There were no differences in FRL function between both groups. Conclusion: Preoperative PVE and PVL are both methods to induce hypertrophy of the FRL in anticipation of major liver resection. Compared to PVE, PVL seems less efficient in inducing hypertrophy of the nonoccluded left lobe. This could be caused by the formation of intrahepatic portoportal neocollateral vessels, through which the ligated portal branches are reperfused within 3 weeks.

    A tiny hypermagnetic field generated before the electroweak phase transition (EWPT) associated to the generation of elementary particle masses can polarize the early Universe hot plasma at huge redshifts z > or approx. 10{sup 15}. The anomalous violation of the right-handed electron current characteristic of the EWPT converts the lepton asymmetry into a baryon asymmetry. Under reasonable approximations, the magnetic field strength inferred by requiring such 'leptogenic' origin for the observed baryon asymmetry of the Universe matches the large-scale cosmological magnetic field strengths estimated from current astronomical observations.

    In 1986, the Superfund Amendments and Reauthorization Act (SARA) provided additional funding to continue and greatly expand the cleanup program begun under CERCLA. Title III of SARA contains the provisions of the Emergency Planning and Community Right-to-Know Act (EPCRA). SARA Title III may prove to be more pervasive and more demanding for industry than any of the other many rules and regulations promulgated by the Environmental Protection Agency. The Emergency Planning and Community Right-to-Know Act has four major provisions: planning for chemical emergencies; emergency notification of chemical accidents and releases; reporting of hazardous chemical inventories; and toxic chemical release reporting.

    The Department of Energy’s Idaho National Laboratory, under its programmatic responsibility for managing the University Research Reactor Conversions, has completed the conversion of the reactor at Purdue University Reactor. With this work completed and in anticipation of other impending conversion projects, the INL convened and engaged the project participants in a structured discussion to capture the lessons learned. The lessons learned process has allowed us to capture gaps, opportunities, and good practices, drawing from the project team’s experiences. These lessons will be used to raise the standard of excellence, effectiveness, and efficiency in all future conversion projects.

    Efimov states are a sequence of shallow three-body bound states that arise when the two-body scattering length is large. Efimov showed that the binding energies of these states can be calculated in terms of the scattering length and a three-body parameter by solving a transcendental equation involving a universal function of one variable. We calculate this universal function using effective field theory and use it to describe the three-body system of {sup 4}He atoms. We also extend Efimov's theory to include the effects of deep two-body bound states, which give widths to the Efimov states.

    Cheyney University is the oldest historically Black educational institution in America. Initially established as a “normal” school emphasizing the matriculation of educators, Cheyney has become a comprehensive university, one of 14 state universities comprising the Pennsylvania State System of Higher Education (PASSHE). Cheyney University graduates still become teachers, but they also enter such fields as journalism, medicine, science, mathematics, law, communication and government. Cheyney University is a small state owned HBCU with very limited resource. At present the university has about a thousand students with 15% in STEM. The CUCIES II grant made significant contribution in saving the computer science program from being a discontinued program in the university. The grant enabled the university to hire a temporary faculty to teach in and update the computer science program. The program is enhanced with three tracks; cyber security, human computer interaction and general. The updated and enhanced computer science program will prepare professionals in the area of computer science with the knowledge, skills, and professional ethic needed for the current market. The new curriculum was developed for a professional profile that would focus on the technologies and techniques currently used in the industry. With faculty on board, the university worked with the department to bring back the computer science program from moratorium. Once in the path of being discontinued and loosing students, the program is now growing. Currently the student number has increased from 12 to 30. University is currently in the process of hiring a tenure track faculty in the computer science program. Another product of the grant is the proposal for introductory course in nanotechnology. The course is intended to generate interest in the nanotechnology field.     We consider the inclusive production of hadrons in lepton-nucleon scattering. For a transversely polarized nucleon this reaction shows a left-right azimuthal asymmetry, which we compute in twist-3 collinear factorization at leading order in perturbation theory. All non-perturbative parton correlators of the calculation are fixed through information from other hard processes. Our results for the left-right asymmetry agree in sign with recent data for charged pion production from the HERMES Collaboration and from Jefferson Lab. However, the magnitude of the computed asymmetries tends to be larger than the data. Potential reasons for this outcome are identified. We also give predictions formorefuture experiments and highlight in particular the unique opportunities at an Electron Ion Collider.less

    An overview of the current controversy on the age of the universe is presented. It is shown that the age of the oldest star, globular clusters, yields an age estimate of approximately 14 {+-} 2 {+-} 2 Gyr (where the first {+-} is statistical and the second systematic, and the two should {ital not} be added in quadrature), with a firm lower bound of {ge} 10 Gyr. It is shown how radioactive dating, nucleocosmochronology, also yields a firm lower bound of {approx_gt} 10 Gyr. The currently favored values for the Hubble constant, when converted to ages using a cosmological model with zero cosmological constant, are shown {ital not} to be in conflict with statistical and systematic uncertainties at the present time when one takes both into account, even for critical density universes. 25 refs. , 3 figs., 1 tab.

    We have produced a new conformal map of the universe illustrating recent discoveries, ranging from Kuiper belt objects in the Solar system, to the galaxies and quasars from the Sloan Digital Sky Survey. This map projection, based on the logarithm map of the complex plane, preserves shapes locally, and yet is able to display the entire range of astronomical scales from the Earth s neighborhood to the cosmic microwave background. The conformal nature of the projection, preserving shapes locally, may be of particular use for analyzing large scale structure. Prominent in the map is a Sloan Great Wall of galaxies 1.37 billion light years long, 80 percent longer than the Great Wall discovered by Geller and Huchra and therefore the largest observed structure in the universe.

    Motivated by the recently reported diboson and dijet excesses in Run 1 data at ATLAS and CMS, we explore models of mixed dark matter in left-right symmetric theories. In this study, we calculate the relic abundance and the elastic scattering cross section with nuclei for a number of dark matter candidates that appear within the fermionic multiplets of left-right symmetric models. In contrast to the case of pure multiplets, WIMP-nucleon scattering proceeds at tree-level, and hence the projected reach of future direct detection experiments such as LUX-ZEPLIN and XENON1T will cover large regions of parameter space for TeV-scale thermal darkmore » matter. Decays of the heavy charged W(') boson to particles in the dark sector can potentially shift the right-handed gauge coupling to larger values when fixed to the rate of the Run 1 excesses, moving towards the theoretically attractive scenario, gR = gL. Furthermore, this region of parameter space may be probed by future collider searches for new Higgs bosons or electroweak fermions.« less

    Oregon State University will continue the development of a microchannel solar receiver, using supercritical carbon dioxide (sCO2) as the heat transfer fluid. The research will resolve key issues associated with the commercial viability of the technology, which allows for a radical reduction in the size of a solar central receiver. The project will culminate in a field test of a commercial scale receiver module with a surface area of approximately one square meter.

Hundreds of physicists from around the world use RHIC to study what the universe may have looked like in the first few moments after its creation. RHIC drives two intersecting beams of gold ions head-on, in a subatomic collision.     This document summarizes background information and presents results related to temperature measurements in the Advanced Test Reactor (ATR) National Scientific User Facility (NSUF) University of Illinois Project 29609 irradiation. The objective of this test was to assess the radiation performance of ferritic alloys for advanced reactor applications. The FeCr-based alloy system is considered the lead alloy system for a variety of advanced reactor components and applications. Irradiations of FeCr alloy samples were performed using the Hydraulic Shuttle Irradiation System (HSIS) in the B-7 position and in a static capsule in the A-11 position of the ATR.

    Portland, OR Portland State's Shattuck hall was originally constructed as an elementary school in 1915. In 2007 the university undertook extensive renovations of the building to bring it up to current seismic requirements. In addition to structural improvements, the design team was able to upgraded the building's aging mechanical and electrical systems, upgrade plumbing, and restore the large light wells that bring daylight into the U-shaped building.     The `public outcomes` from research universities are educated students and research that extends the frontiers of knowledge. Measures of these `public outcomes` are inadequate to permit either research or education consumers to select research universities based on quantitative performance data. Research universities annually spend over $20 billion on research; 60% of these funds are provided by Federal sources. Federal funding for university research has recently grown at an annual rate near 6% during a time period when other performers of Federal research have experienced real funding cuts. Ten universities receive about 25% of the Federal funds spent on university research. Numerous studies of US research universities are reporting storm clouds. Concerns include balancing research and teaching, the narrow focus of engineering education, college costs, continuing education, and public funding of foreign student education. The absence of research on the `public outcomes` from university research results in opinion, politics, and mythology forming the basis of too many decisions. Therefore, the authors recommend studies of other nations` research universities, studies of various economic models of university research, analysis of the peer review process and how well it identifies the most capable research practitioners and at what cost, and studies of research university ownership of intellectual property that can lead to increased `public outcomes` from publicly-funded research performed by research universities. They advocate two practices that could increase the `public outcomes` from university research. These are the development of science roadmaps that link science research to `public outcomes` and `public outcome` metrics. Changes in the university research culture and expanded use of the Internet could also lead to increased `public outcomes`. They recommend the use of tax incentives to encourage companies to develop research partnerships with research

Turrisi, both of which are included in Pragmatism as a Principle and Method of Right Thinking: The 1903 Harvard Lectures on Pragmatism, edited by Turrisi [13]. Peirce is known as the founder of the philosophy of pragmatism and these lectures, given near the end of his life, represent his mature thoughts on the philosophy. Peirce's decomposition of thinking into abduction, deduction, and induction is among the important points in the lectures.

Berkeley Lab will also debut its video "Common Ground," which showcases how CEP has become a Kansas mainstay and an inspiration to environmental organizations across the country. In a state rife with climate-change skepticism, CEP has changed behavior, and some minds, by employing rural values of thrift, independence, conservation, and friendly competition to promote energy efficiency.

    Prosperity Games are an outgrowth and adaptation of move/countermove and seminar War Games. Prosperity Games are simulations that explore complex issues in a variety of areas including economics, politics, sociology, environment, education and research. These issues can be examined from a variety of perspectives ranging from a global, macroeconomic and geopolitical viewpoint down to the details of customer/supplier/market interactions in specific industries. All Prosperity Games are unique in that both the game format and the player contributions vary from game to game. This report documents the University Prosperity Game conducted under the sponsorship of the Anderson Schools of Management at the University of New Mexico. This Prosperity Game was initially designed for the roadmap making effort of the National Electronics Manufacturing Initiative (NEMI) of the Electronics Subcommittee of the Civilian Industrial Technology Committee under the aegis of the National Science and Technology Council. The game was modified to support course material in MGT 508, Ethical, Political, and Social Environment of Business. Thirty-five students participated as role players. In this educational context the game`s main objectives were to: (1) introduce and teach global competitiveness and business cultures in an experiential classroom setting; (2) explore ethical, political, and social issues and address them in the context of global markets and competition; and (3) obtain non-government views regarding the technical and non-technical (i.e., policy) issues developed in the NEMI roadmap-making endeavor. The negotiations and agreements made during the game, along with the student journals detailing the players feelings and reactions to the gaming experience, provide valuable insight into the benefits of simulation as an advanced learning tool in higher education.

    The issue of the origin of the Universe and of its contents is addressed in the framework of bouncing cosmologies, as described for example by loop quantum gravity. If the current acceleration is due to a true cosmological constant, this constant is naturally conserved through the bounce and the Universe should also be in a (contracting) de Sitter phase in the remote past. We investigate here the possibility that the de Sitter temperature in the contracting branch fills the Universe with radiation that causes the bounce and the subsequent inflation and reheating. We also consider the possibility that this gives rise to a cyclic model of the Universe and suggest some possible tests.

    The standard model of atmospheric motions divides the atmosphere into distinct two- and three-dimensional isotropic turbulent regimes separated by a dimensional transition, the [open quotes]mesoscale gap.[close quotes] It is argued that the [open quotes]gap[close quotes] is fictional and that the atmosphere is scaling but anisotropic at all scales. According to this alternative unified scaling model, the dynamics are governed by anisotropic (differentially stratified and rotating) cascade processes yielding highly variable multifractal fields. Just as Gaussian random variables are associated with (linear) sums of random variables, these (nonlinear) multiplicative processes are generically associated with (special) universal multifractals in which many of the details of the dynamics are irrelevant. Although an attempt is made to outline these arguments in a widely accessible form, they are not new to this paper; they provide its context and motivation. The principal purpose of this paper is to test these ideas empirically. This is done using Landsat, NOAA-9, and Metcosat cloud radiances at visible, near-infrared, and thermal infrared wavelengths with length scales spanning the range-166 m-4000 km, radar reflectivities of rain (in the horizontal, vertical, and time), and global daily rainfall accumulations. Spectral analysis, as well as the new double trace moment data-analysis technique, is applied. In each case, rather than the sharp dimensional transition predicted by the standard model, the scaling is found to be relatively well respected right through the mesoscale. The three fundamental universal multifractal exponents are then estimated and one can go on to outline how these exponents (with the help of appropriate space-time transformations) can be used to make dynamic multifractal models. 87 refs., 34 figs., 2 tabs.

We find that these corrections do not generally stabilize an oscillating universe. However, stability may be achieved for some specially fine-tuned non-vacuum states.

    As oil and gas production moves to deeper and colder water, subsea multiphase production systems become critical for economic feasibility. It will also become increasingly imperative to adequately identify the conditions for paraffin precipitation and predict paraffin deposition rates to optimize the design and operation of these multi-phase production systems. Although several oil companies have paraffin deposition predictive capabilities for single-phase oil flow, these predictive capabilities are not suitable for the multiphase flow conditions encountered in most flowlines and wellbores. For deepwater applications in the Gulf of Mexico, it is likely that multiphase production streams consisting of crude oil, produced water and gas will be transported in a single multiphase pipeline to minimize capital cost and complexity at the mudline. Existing single-phase (crude oil) paraffin deposition predictive tools are clearly inadequate to accurately design these pipelines, because they do not account for the second and third phases, namely, produced water and gas. The objective of this program is to utilize the current test facilities at The University of Tulsa, as well as member company expertise, to accomplish the following: enhance our understanding of paraffin deposition in single and two-phase (gas-oil) flows; conduct focused experiments to better understand various aspects of deposition physics; and, utilize knowledge gained from experimental modeling studies to enhance the computer programs developed in the previous JIP for predicting paraffin deposition in single and two-phase flow environments. These refined computer models will then be tested against field data from member company pipelines.

    The United States produces only about 1/3 of the more than 20 million barrels of petroleum that it consumes daily. Oil imports into the country are roughly equivalent to the amount consumed in the transportation sector. Hence the nation in general, and the transportation sector in particular, is vulnerable to supply disruptions and price shocks. The situation is anticipated to worsen as the competition for limited global supplies increases and oil-rich nations become increasingly willing to manipulate the markets for this resource as a means to achieve political ends. The goal of this project was the development and improvement of technologies and the knowledge base necessary to produce and qualify a universal fuel from diverse feedstocks readily available in North America and elsewhere (e.g. petroleum, natural gas, coal, biomass) as a prudent and positive step towards mitigating this vulnerability. Three major focus areas, feedstock transformation, fuel formulation, and fuel characterization, were identified and each was addressed. The specific activities summarized herein were identified in consultation with industry to set the stage for collaboration. Two activities were undertaken in the area of feedstock transformation. The first activity focused on understanding the chemistry and operation of autothermal reforming, with an emphasis on understanding, and therefore preventing, soot formation. The second activity was focused on improving the economics of oxygen production, particularly for smaller operations, by integrating membrane separations with pressure swing adsorption. In the fuel formulation area, the chemistry of converting small molecules readily produced from syngas directly to fuels was examined. Consistent with the advice from industry, this activity avoided working on improving known approaches, giving it an exploratory flavor. Finally, the fuel characterization task focused on providing a direct and quantifiable comparison of diesel fuel and JP-8.

    The discovery of 150-300 M {sub ?} stars in the Local Group and pair-instability supernova candidates at low redshifts has excited interest in this exotic explosion mechanism. Realistic light curves for pair-instability supernovae at near-solar metallicities are key to identifying and properly interpreting these events as more are found. We have modeled pair-instability supernovae of 150-500 M {sub ?} Z ? 0.1-0.4 Z {sub ?} stars. These stars lose up to 80% of their mass to strong line-driven winds and explode as bare He cores. We find that their light curves and spectra are quite different from those of Population III pair-instability explosions, which therefore cannot be used as templates for low-redshift events. Although non-zero metallicity pair-instability supernovae are generally dimmer than their Population III counterparts, in some cases they will be bright enough to be detected at the earliest epochs at which they can occur, the formation of the first galaxies at z ? 10-15. Others can masquerade as dim, short duration supernovae that are only visible in the local universe and that under the right conditions could be hidden in a wide variety of supernova classes. We also report for the first time that some pair-instability explosions can create black holes with masses of ?100 M {sub ?}.

    Financial Transmission Rights (FTRs) are financial insurance tools to help power market participants reduce price risks associated with transmission congestion. FTRs are issued based on a process of solving a constrained optimization problem with the objective to maximize the FTR social welfare under power flow security constraints. Security constraints for different FTR categories (monthly, seasonal or annual) are usually coupled and the number of constraints increases exponentially with the number of categories. Commercial software for FTR calculation can only provide limited categories of FTRs due to the inherent computational challenges mentioned above. In this paper, first an innovative mathematical reformulation of the FTR problem is presented which dramatically improves the computational efficiency of optimization problem. After having re-formulated the problem, a novel non-linear dynamic system (NDS) approach is proposed to solve the optimization problem. The new formulation and performance of the NDS solver is benchmarked against widely used linear programming (LP) solvers like CPLEX™ and tested on both standard IEEE test systems and large-scale systems using data from the Western Electricity Coordinating Council (WECC). The performance of the NDS is demonstrated to be comparable and in some cases is shown to outperform the widely used CPLEX algorithms. The proposed formulation and NDS based solver is also easily parallelizable enabling further computational improvement.

    The remediation and deactivation and decommissioning (D&D) of nuclear waste storage tanks using telerobotics is one of the most challenging tasks faced in environmental cleanup. Since a number of tanks have reached the end of their design life and some of them have leaks, the unstructured, uncertain and radioactive environment makes the work inefficient and expensive. However, the execution time of teleoperation consumes ten to hundred times that of direct contact with an associated loss in quality. Thus, a considerable effort has been expended to improve the quality and efficiency of telerobotics by incorporating into teleoperation and robotic control functions such as planning, trajectory generation, vision, and 3-D modeling. One example is the Robot Task Space Analyzer (RTSA), which has been developed at the Robotics and Electromechanical Systems Laboratory (REMSL) at the University of Tennessee in support of the D&D robotic work at the Oak Ridge National Laboratory and the National Energy Technology Laboratory. This system builds 3-D models of the area of interest in task space through automatic image processing and/or human interactive manual modeling. The RTSA generates a task plan file, which describes the execution of a task including manipulator and tooling motions. The high level controller of the manipulator interprets the task plan file and executes the task automatically. Thus, if the environment is not highly unstructured, a tooling task, which interacts with environment, will be executed in the autonomous mode. Therefore, the RTSA not only increases the system efficiency, but also improves the system reliability because the operator will act as backstop for safe operation after the 3-D models and task plan files are generated. However, unstructured conditions of environment and tasks necessitate that the telerobot operates in the teleoperation mode for successful execution of task.     Bard's talk explains the phenomenon known as gravitational lensing and how astrophysicists use it to explore the 95 percent of the universe that remains unseen: dark matter and dark energy. One of the most surprising predictions made by Einstein's theory of relativity is that light doesn't travel through the universe in a straight line. The gravitational field of massive objects will deflect the path of light traveling past, giving some very dramatic effects. We see multiple images of quasars, galaxies smeared into arcs and circles and magnified images of the most distant objects in the universe. This explains how gravitational lensing was first observed and discusses how scientists use this phenomenon to study everything from exoplanets to dark matter to the structure of the universe and the mysterious dark energy.

    This article describes a program for personal and handheld computers, written in Basic, which has been developed for the conversion of Saybolt universal viscosity in Saybolt Universal Seconds (SSU or SUS) to kinematic viscosity in centistokes (cSt), at any selected temperature. It was developed using the mathematical relationship presented in the American Society for Testing and Materials (ASTM) standard D2161-82. In the standard, an equation is presented to convert kinematic viscosity to Saybolt universal viscosity, but nothing is presented to convert from Saybolt to kinematic because it is necessary to find the roots of a nonexplicit function. There are several numerical methods that can be used to determine the roots of the nonexplicit function, and therefore, convert Saybolt universal viscosity to kinematic viscosity. In the program, the first iteration of the second-order Newton-Raphson method is followed by the Wegstein method as a convergence accelerator.

    The scenario of an emergent universe provides a promising resolution to the big bang singularity in universes with positive or negative spatial curvature. It however remains unclear whether the scenario can be successfully implemented in a spatially flat universe which seems to be favored by present cosmological observations. In this paper, we study the stability of Einstein static state solutions in a spatially flat Shtanov-Sahni braneworld scenario. With a negative dark radiation term included and assuming a scalar field as the only matter energy component, we find that the universe can stay at an Einstein static state past eternally and then evolve to an inflation phase naturally as the scalar field climbs up its potential slowly. In addition, we also propose a concrete potential of the scalar field that realizes this scenario.

    Closed, singularity-free, inflationary cosmological models have recently been studied in the context of general relativity. Despite their appeal, these so called emergent models suffer from a number of limitations. These include the fact that they rely on an initial Einstein static state to describe the past-eternal phase of the universe. Given the instability of such a state within the context of general relativity, this amounts to a very severe fine tuning. Also in order to be able to study the dynamics of the universe within the context of general relativity, they set the initial conditions for the universe in the classical phase. Here we study the existence and stability of such models in the context of Loop Quantum Cosmology and show that both these limitations can be partially remedied, once semiclassical effects are taken into account. An important consequence of these effects is to give rise to a static solution (not present in GR), which dynamically is a center equilibrium point and located in the more natural semiclassical regime. This allows the construction of emergent models in which the universe oscillates indefinitely about such an initial static state. We construct an explicit emergent model of this type, in which a nonsingular past-eternal oscillating universe enters a phase where the symmetry of the oscillations is broken, leading to an emergent inflationary epoch, while satisfying all observational and semiclassical constraints. We also discuss emergent models in which the universe possesses both early- and late-time accelerating phases.

    Deciphering the genetic code embedded within the human genome remains a significant challenge despite the human genome consortium's recent success at defining its linear sequence (Lander et al. 2001; Venter et al. 2001). While useful strategies exist to identify a large percentage of protein encoding regions, efforts to accurately define functional sequences in the remaining {approx}97 percent of the genome lag. Our primary interest has been to utilize the evolutionary relationship and the universal nature of genomic sequence information in vertebrates to reveal functional elements in the human genome. This has been achieved through the combined use of vertebrate comparative genomics to pinpoint highly conserved sequences as candidates for biological activity and transgenic mouse studies to address the functionality of defined human DNA fragments. Accordingly, we describe strategies and insights into functional sequences in the human genome through the use of comparative genomics coupled wit h functional studies in the mouse.
