    Nuclear programs in Argentina and Brazil can be traced to August 1945 when their scientific communities articulated responses to the atomic bombings of Japan. They culminated in attempts to develop independent nuclear programs, sharply opposed by the United States, during the nationalist governments of Juan Peron and Getulio Vargas. This dissertation, based on primary sources from the three nations, analyzes these programs and the American responses. Latin America entered the nuclear age attempting to control natural resources, to improve scientific establishments, and to appraise Latin American-United States relations. Despite some clear warnings about nuclear dangers, the new form of energy was seen as the solution to industrial problems, poverty, and outside political interference. International opposition, which may have included nuclear threats from the United States, blocked Argentina's first attempt in 1947. After 1948, Peron wanted a nuclear program for cheap energy and prestige. The qualifications of the Brazilian scientists gave more substance to their program. The program originated in August, 1945, but assumed national proportion with the government of Vargas in 1951. Lack of American cooperation forced Vargas to establish a secret program with Germany. American troops intervened taking over the German equipment already completed. The final collapse came about with Vargas' suicide in August, 1954.

    ALSTOM Power Inc.'s Power Plant Laboratories (ALSTOM) has teamed with American Electric Power (AEP), ABB Lummus Global Inc. (ABB), the US Department of Energy National Energy Technology Laboratory (DOE NETL), and the Ohio Coal Development Office (OCDO) to conduct a comprehensive study evaluating the technical feasibility and economics of alternate CO{sub 2} capture and sequestration technologies applied to an existing US coal-fired electric generation power plant. The motivation for this study was to provide input to potential US electric utility actions concerning GHG emissions reduction. If the US decides to reduce CO{sub 2} emissions, action would need to be taken to address existing power plants. Although fuel switching from coal to natural gas may be one scenario, it will not necessarily be a sufficient measure and some form of CO{sub 2} capture for use or disposal may also be required. The output of this CO{sub 2} capture study will enhance the public's understanding of control options and influence decisions and actions by government, regulators, and power plant owners in considering the costs of reducing greenhouse gas CO{sub 2} emissions. The total work breakdown structure is encompassed within three major reports, namely: (1) Literature Survey, (2) AEP's Conesville Unit No.5 Retrofit Study, and (3) Bench-Scale Testing and CFD Evaluation. The report on the literature survey results was issued earlier by Bozzuto, et al. (2000). Reports entitled ''AEP's Conesville Unit No.5 Retrofit Study'' and ''Bench-Scale Testing and CFD Evaluation'' are provided as companion volumes, denoted Volumes I and II, respectively, of the final report. The work performed, results obtained, and conclusions and recommendations derived therefrom are summarized.

    The Saltstone facilities at the DOE Savannah River Site (SRS) stabilize and dispose of low-level radioactive salt solution originating from liquid waste storage tanks at the site. The Saltstone Production Facility (SPF) receives treated salt solution and mixes the aqueous waste with dry cement, blast furnace slag, and fly ash to form a grout slurry which is mechanically pumped into concrete disposal cells that compose the Saltstone Disposal Facility (SDF). The solidified grout is termed saltstone. Cementitious materials play a prominent role in the design and long-term performance of the SDF. The saltstone grout exhibits low permeability and diffusivity, and thus represents a physical barrier to waste release. The waste form is also reducing, which creates a chemical barrier to waste release for certain key radionuclides, notably Tc-99. Similarly, the concrete shell of an SDF disposal unit (SDU) represents an additional physical and chemical barrier to radionuclide release to the environment. Together the waste form and the SDU compose a robust containment structure at the time of facility closure. However, the physical and chemical state of cementitious materials will evolve over time through a variety of phenomena, leading to degraded barrier performance over Performance Assessment (PA) timescales of thousands to tens of thousands of years. Previous studies of cementitious material degradation in the context of low-level waste disposal have identified sulfate attack, carbonation influenced steel corrosion, and decalcification (primary constituent leaching) as the primary chemical degradation phenomena of most relevance to SRS exposure conditions. In this study, degradation time scales for each of these three degradation phenomena are estimated for saltstone and concrete associated with each SDU type under conservative, nominal, and best estimate assumptions.     The American Association of Medical Dosimetrists (AAMD) designed and directed 2 surveys of the AAMD membership. The first was in 2011 and the second in 2014. There were a number of questions common to both surveys, and this article seeks to evaluate these common questions to determine trends among the professional membership of the AAMD. It is demonstrated that the observed trends are consistent with the goals and objectives established by the leadership of the AAMD and the Medical Dosimetry Certification Board (MDCB) for the medical dosimetry community. In addition, certain challenges and opportunities involving the scope of practice for the medical dosimetry profession are discussed.

    Three years after the Arab Oil Embargo, the International Association of Energy Economists (IAEE) was organized. A non-profit organization operated through a council of 15 elected and appointed members, IAEE has already attracted some 1400 individual members from around the world as well as numerous affiliates among national energy organizations. In this issue, Energy Detente reports various IAEE findings, including: (1) a possible 1% growth during 1983 in total energy demand in capitalist countries to be satisfied by coal, nuclear, gas, and hydro supplies, not petroleum; petroleum is expected to figure in the expected 4% growth in energy demand during 1984; (2) usable commercial inventory of petroleum, having risen to 27 days of forward demand by the second quarter of 1981, now sits at 10 days; (3) the current cushion between oil supply and demand, now 15-million barrels per day (b/d) on the side of surplus production capacity during the first quarter of 1983, is exerting downward pressure on prices; and (4) possibly only half the effect of conservation provoked by the second oil-price shock has yet been manifested. If prices fall below US $25 bbl, the second half might be deferred indefinitely, and some enhanced-recovery and frontier-recovery projects would become uneconomic. Also, with OPEC prices holding through the summer of 1983, there is a good chance prices could stabilize for the next several years. This issue presents the Energy Detente fuel price/tax series and the principal industrial fuel prices for August 1983 for countries of the Eastern Hemisphere.

    Prosperity Games are an outgrowth and adaptation of move/countermove and seminar War Games. Prosperity Games are simulations that explore complex issues in a variety of areas including economics, politics, sociology, environment, education and research. These issues can be examined from a variety of perspectives ranging from a global, macroeconomic and geopolitical viewpoint down to the details of customer/supplier/market interactions in specific industries. All Prosperity Games are unique in that both the game format and the player contributions vary from game to game. This report documents the Prosperity Game conducted under the sponsorship of the American Electronics Association in conjunction with the Electronics Subcommittee of the Civilian Industrial Technology Committee of the National Science and Technology Council. Players were drawn from government, national laboratories, and universities, as well as from the electronics industry. The game explored policy changes that could enhance US competitiveness in the manufacturing of consumer electronics. Two teams simulated a presidentially appointed commission comprised of high-level representatives from government, industry, universities and national laboratories. A single team represented the foreign equivalent of this commission, formed to develop counter strategies for any changes in US policies. The deliberations and recommendations of these teams provide valuable insights as to the views of this diverse group of decision makers concerning policy changes, foreign competition, and the development, delivery and commercialization of new technologies.

    This report summarizes a study and corresponding model development conducted in support of the United States Pacific Command (USPACOM) as part of the Federal Energy Management Program (FEMP) American Reinvestment and Recovery Act (ARRA). This research was aimed at developing a mathematical programming framework and accompanying optimization methodology in order to simultaneously evaluate energy efficiency (EE) and renewable energy (RE) opportunities. Once developed, this research then demonstrated this methodology at a USPACOM installation - Camp H.M. Smith, Hawaii. We believe this is the first time such an integrated, joint EE and RE optimization methodology has been constructed and demonstrated.

    This proposal supported Chemistry Symposia at the 2011 American Association for the Advancement of Science (AAAS) Meeting in Washington, DC February 17-21, 2011. The Chemistry Section of AAAS presented an unusually strong set of symposia for the 2011 AAAS meeting to help celebrate the 2011 International Year of Chemistry. The AAAS meeting provided an unusual opportunity to convey the excitement and importance of chemistry to a very broad audience and allowed access to a large contingent of the scientific press. Excellent suggestions for symposia were received from AAAS Chemistry Fellows and from the chairs of the American Chemical Society Technical Divisions. The AAAS Chemistry executive committee selected topics that would have wide appeal to scientists, the public, and the press for formal proposals of symposia. The symposia proposals were peer reviewed by AAAS. The Chemistry Section made a strong case to the program selection committee for approval of the chemistry symposia and 6 were approved for the 2011 annual meeting. The titles of the approved symposia were: (1) Powering the Planet: Generation of Clean Fuels from Sunlight and Water, (2) Biological Role and Consequences of Intrinsic Protein Disorder, (3) Chemically Speaking: How Organisms Talk to Each Other, (4) Molecular Self-Assembly and Artificial Molecular Machines, (5) Frontiers in Organic Materials for Information Processing, Energy and Sensors, and (6) Celebrating Marie Curie's 100th Anniversary of Her Nobel Prize in Chemistry. The Chemistry Section of AAAS is provided with funds to support only 1-2 symposia a year. Because of the much greater number of symposia approved in conjunction with observance of the 2011 International Year of Chemistry, additional support was sought from DOE to help support the 30 invited speakers and 8 symposia moderators/organizers.     Purpose/Objective(s): To determine the timeline used by postgraduate year (PGY)-5 radiation oncology residents during the job application process and the factors most important to them when deciding on a first job. Methods and Materials: In 2012 and 2013, the Association of Residents in Radiation Oncology conducted a nationwide electronic survey of PGY-5 radiation oncology residents in the United States during the final 2 months of their training. Descriptive statistics are reported. In addition, subgroup analysis was performed. Results: Surveys were completed by 180 of 314 residents contacted. The median time to start networking for the purpose of employment was January PGY-4; to start contacting practices, complete and upload a curriculum vitae to a job search website, and use the American Society of Radiation Oncology Career Center was June PGY-4; to obtain letters of recommendation was July PGY-5; to start interviewing was August PGY-5; to finish interviewing was December PGY-5; and to accept a contract was January PGY-5. Those applying for a community position began interviewing at an earlier average time than did those applying for an academic position (P=.04). The most important factors to residents when they evaluated job offers included (in order from most to least important) a collegial environment, geographic location, emphasis on best patient care, quality of support staff and facility, and multidisciplinary approach to patient care. Factors that were rated significantly different between subgroups based on the type of position applied for included adequate mentoring, dedicated research time, access to clinical trials, amount of time it takes to become a partner, geographic location, size of group, starting salary, and amount of vacation and days off. Conclusions: The residents' perspective on the job application process over 2 years is documented to provide a resource for current and future residents and employers to use.

  3. Distribution of Mississippian oolites and associated hydrocarbon production in the United States

    Mississippian oolites (oolitic limestones) are widely distributed across the continental US, and are economically important as hydrocarbon reservoirs. Initial understanding of Mississippian oolitic reservoirs comes from an overview of the Mississippian depositional framework and a review of published literature on depositional models for Mississippian oolites and associated facies. The Mississippian was divided into four intervals corresponding approximately to the following stages: Kinderhookian (interval A), early Valmeyeran or Osagian (interval B), late Valmeyeran or Meramercian (interval C), and Chesterian (interval D). These intervals, which are not unique to this study, provide a convenient method of subdividing Mississippian rocks for more detailed regional mapping. Paleogeographic and gross lithofacies maps were prepared for each interval to relate oolite occurrences to their regional settings. Interval A was characterized by two broad, shallow seas separated by the Transcontinental lowlands. Marine deposition was dominantly carbonate toward the west and shale to the east. Areas of extensive oolite deposition were adjacent to either side of the Transcontinental lowlands. Interval B was a time of extensive marine transgression with small land areas isolated in a broad, generally shallow sea. Shale deposition continued in the Michigan, Illinois, and northern Appalachian basin, and cherty carbonates accumulated elsewhere. Oolite deposition was limited to the western US in the Williston basin, and to other areas along the slightly submerged Transcontinental arch. During interval C, land areas became more emergent and the Transcontinental lowlands once again separated the eastern and western seas.

    The objective of this lower head creep rupture analysis is to assess the current version of MELCOR 1.8.5-RG against SCDAP/RELAP5 MOD 3.3kz. The purpose of this assessment is to investigate the current MELCOR in-vessel core damage progression phenomena including the model for the formation of a molten pool. The model for stratified molten pool natural heat transfer will be included in the next MELCOR release. Presently, MELCOR excludes the gap heat-transfer model for the cooling associated with the narrow gap between the debris and the lower head vessel wall. All these phenomenological models are already treated in SCDAP/RELAP5 using the COUPLE code to model the heat transfer of the relocated debris with the lower head based on a two-dimensional finite-element-method. The assessment should determine if current MELCOR capabilities adequately cover core degradation phenomena appropriate for the consolidated MELCOR code. Inclusion of these features should bring MELCOR much closer to a state of parity with SCDAP/RELAP5 and is a currently underway element in the MELCOR code consolidation effort. This assessment deals with the following analysis of the Three Mile Island Unit 2 (TMI-2) alternative accident sequences. The TMI-2 alternative accident sequence-1 includes the continuation of the base case of the TMI-2 accident with the Reactor Coolant Pumps (RCP) tripped, and the High Pressure Injection System (HPIS) throttled after approximately 6000 s accident time, while in the TMI-2 alternative accident sequence-2, the reactor coolant pumps is tripped after 6000 s and the HPIS is activated after 12,012 s. The lower head temperature distributions calculated with SCDAP/RELAP5 are visualized and animated with open source visualization freeware 'OpenDX'. (author)

    The mission of the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO) Environmental Restoration Program is to address the environmental impacts of weapons testing conducted on the Nevada National Security Site and the Nevada Test and Training Range. The large physical size of these sites, along with limits on funding and other resources available for remediation efforts, means that environmental restoration activities must be prioritized and accomplished incrementally over time. The remediation of a bomblet target area on the Tonopah Test Range (TTR), which is located within the Nevada Test and Training Range, was originally planned in 2007 but was not carried out until funding became available in the summer of 2009 through the American Reinvestment and Recovery Act. This activity was implemented in accordance with the Federal Facility Agreement and Consent Order established between NNSA/NSO and the Nevada Division of Environmental Protection. This activity which was complete by the end of Fiscal Year 2010, involved the excavation of disposal pits suspected of containing submunitions and the surface clearance of submunitions on seven target areas amounting to approximately 6.7 square kilometers of land at the TTR. The TTR was used by Sandia National Laboratories from the late 1960s through the mid-1980s to conduct research into the deployment of submunitions. Although there were efforts to identify, collect, and dispose various amounts of unexploded ordnance on the TTR in the past, no comprehensive effort to remediate the entire flightline area for submunitions was undertaken before this project.

    The purpose of this project was for Seeo to deliver the first ever large-scale or grid-scale prototype of a new class of advanced lithium-ion rechargeable batteries. The technology combines unprecedented energy density, lifetime, safety, and cost. The goal was to demonstrate Seeo’s entirely new class of lithium-based batteries based on Seeo’s proprietary nanostructured polymer electrolyte. This technology can enable the widespread deployment in Smart Grid applications and was demonstrated through the development and testing of a 10 kilowatt-hour (kWh) prototype battery system. This development effort, supported by the United States Department of Energy (DOE) enabled Seeo to pursue and validate the transformational performance advantages of its technology for use in grid-tied energy storage applications. The focus of this project and Seeo’s goal as demonstrated through the efforts made under this project is to address the utility market needs for energy storage systems applications, especially for residential and commercial customers tied to solar photovoltaic installations. In addition to grid energy storage opportunities Seeo’s technology has been tested with automotive drive cycles and is seen as equally applicable for battery packs for electric vehicles. The goals of the project were outlined and achieved through a series of specific tasks, which encompassed materials development, scaling up of cells, demonstrating the performance of the cells, designing, building and demonstrating a pack prototype, and providing an economic and environmental assessment. Nearly all of the tasks were achieved over the duration of the program, with only the full demonstration of the battery system and a complete economic and environmental analysis not able to be fully completed. A timeline over the duration of the program is shown in figure 1.

    GAO reviewed the petroleum industries of the following eight South American Countries that produce petroleum but are not major exporters: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru, and Trinidad and Tobago. This report discusses the amount of crude oil the United States imports from the eight countries, expected crude oil production for these countries through the year 2010, and investment reforms that these countries have recently made in their petroleum industries. In general, although the United States imports some oil from these countries, as a group, the eight countries are currently net oil importers because combined domestic oil consumption exceeds oil production. Furthermore, the net oil imports are expected to continue to increase through the year 2010, making it unlikely that the United States will obtain increased oil shipments from these countries.

    The information in this Final Environmental Statement is the second assessment of the environmental impacts associated with the construction and operation of the Grand Gulf Nuclear Station, Units 1 and 2, located on the Mississippi River in Claiborne County, Mississippi. The Draft Environmental Statement was issued in May 1981. The first assessment was the Final Environmental Statement related to construction, which was issued in August 1973 prior to issuance of the Grand Gulf Nuclear Station construction permits. In September 1981 Grand Gulf Unit 1 was 92% complete and Unit 2 was 22% complete. Fuel loading for Unit 1 is scheduled for December 1981. The present assessment is the result of the NRC staff review of the activities associated with the proposed operation of the Station, and includes the staff responses to comments on the Draft Environmental Statement.

    This invention relates to a termination unit comprising an end-section of a cable. The end section of the cable defines a central longitudinal axis and comprising end-parts of N electrical phases, an end-part of a neutral conductor and a surrounding thermally insulation envelope adapted to comprising a cooling fluid. The end-parts of the N electrical phases and the end-part of the neutral conductor each comprising at least one electrical conductor and being arranged in the cable concentrically around a core former with a phase 1 located relatively innermost, and phase N relatively outermost in the cable, phase N being surrounded by the neutral conductor, electrical insulation being arrange between neighboring electrical phases and between phase N and the neutral conductor, and wherein the end-parts of the neutral conductor and the electrical phases each comprise a contacting surface electrically connected to at least one branch current lead to provide an electrical connection: The contacting surfaces each having a longitudinal extension, and being located sequentially along the longitudinal extension of the end-section of the cable. The branch current leads being individually insulated from said thermally insulation envelope by individual electrical insulators.

    An overview of the main North American codes and standards associated with hydrogen safety sensors is provided. The distinction between a code and a standard is defined, and the relationship between standards and codes is clarified, especially for those circumstances where a standard or a certification requirement is explicitly referenced within a code. The report identifies three main types of standards commonly applied to hydrogen sensors (interface and controls standards, shock and hazard standards, and performance-based standards). The certification process and a list and description of the main standards and model codes associated with the use of hydrogen safety sensors in hydrogen infrastructure are presented.

    The Central American Energy Resources Project is designed to help the countries of Honduras, Costa Rica, El Salvador, Guatemala, and Panama develop their geothermal resources. Auxiliary project goals are to increase economic development and employment in Central America; to provide a scientific basis for the private sector to develop natural resources; and to provide scientific training to in-country scientists, engineers, and technicians. The energy resources project began in March 1985. The progress being made in El Salvador (production well logging and geophysical operations), Panama (site selection for the first temperature-gradient well), and Honduras (well drilling of temperature-gradient wells) is summarized.

    The local structure within the unit cell of strained-GeSi layers grown on Si(001) has been examined by polarization-dependent extended x-ray-absorption fine structure. First-neighbor bond lengths are found to deviate only slightly from their unstrained values; however, the distortion of the cubic-unit cell by strain leads to measurable polarization-dependent changes in first-shell coordination and second-shell distances.     This binary plant is the first air cooled, high-output refrigeration based waste heat recovery cycle in the industry. Its working fluid is environmentally friendly and as such, the permits that would be required with a hydrocarbon based cycle are not necessary. The unit is largely modularized, meaning that the unit’s individual skids were assembled in another location and were shipped via truck to the plant site. The Air Cooled Condensers (ACC), equipment piping, and Balance of Plant (BOP) piping were constructed at site. This project further demonstrates the technical feasibility of using low temperature brine for geothermal power utilization. The development of the unit led to the realization of low temperature, high output, and environmentally friendly heat recovery systems through domestic research and engineering. The project generates additional renewable energy, resulting in cleaner air and reduced carbon dioxide emissions. Royalty and tax payments to governmental agencies will increase, resulting in reduced financial pressure on local entities. The major components of the unit were sourced from American companies, resulting in increased economic activity throughout the country.

    The crisis in American mining is discussed. The discussion focuses on the outlook for coal in the overall energy picture. Because of the Arab oil embargo of 1973, the Iranian disruption of 1979, and the tenfold increase in oil prices over the past decade, radical changes have taken place in energy supply and demand patterns. Two of the most important of these changes relate to investment. First, large investments have been made in energy-efficient plants, equipment, buildings, and vehicles. Their effect will restrain energy demand growth for the foreseeable future. Second, investments have been made in fuel-switching, from oil to coal and nuclear power. As a result the oil demand at the end of this century will be at approximately the same level as it is today. Natural gas demand is also likely to be flat. Coal demand, on the other hand, is expected to increase steadily over the long term. Recent conditions in the coal industry are reviewed, and a specific 10-year forecast is given.

    We live with radiation every day. We receive radiation exposures from cosmic rays, from outer space, from radon gas, and from other naturally radioactive elements in the earth. This is called natural background radiation. It includes the radiation we get from plants, animals, and from our own bodies. We also are exposed to man-made sources of radiation, including medical and dental treatments, television sets and emission from coal-fired power plants. Generally, radiation exposures from man-made sources are only a fraction of those received from natural sources. One exception is high exposures used by doctors to treat cancer patients. Each year in the United States, the average dose to people from natural and man-made radiation sources is about 360 millirem. A millirem is an extremely tiny amount of energy absorbed by tissues in the body.

    Latin America is the most urbanized region in the developing world. In recent years, significant economic growth has resulted in population migration from rural areas to urban centers, as well as in a substantial rise in the standard of living within the Region. These changes have impacted the air quality of Latin American countries as increased numbers of industrial facilities and motor vehicles release pollutants into the air. With the advent of new free trade agreements such as MERCOSUR and NAFTA, economic activity and associated pollutant levels can only be expected to continue to expand in the future. In order to address growing air pollution problems, many Latin America countries including Argentina, Brazil, Chile, Columbia, Costa Rica, and Mexico have passed, or will soon pass, new legislation to develop and strengthen their environmental frameworks with respect to air quality. As a first step toward understanding the impacts that this increased environmental regulation will have, this paper will examine the regulatory systems in six Latin American countries with respect to ambient air quality and for each of these countries: review a short history of the air quality problems within the country; outline the legal and institutional framework including key laws and implementing institutions; summarize in brief the current status of the country in terms of program development and implementation; and identify projected future trends. In addition, the paper will briefly review the international treaties that have bearing on Latin American air quality. Finally, the paper will conclude by identifying and exploring emerging trends in individual countries and the region as a whole.

    Since the U.S. Department of Energy (DOE) initiated the Wind Powering America (WPA) program in 1999, installed wind power capacity in the United States has increased from 2,500 MW to more than 11,000 MW. In 1999, only four states had more than 100 MW of installed wind capacity; now 16 states have more than 100 MW installed. In addition to WPA's efforts to increase deployment, the American Wind Energy Association (AWEA) is building a network of support across the country. In July 2005, AWEA launched the Wind Energy Works! Coalition, which is comprised of more than 70 organizations. In February 2006, the wind deployment vision was enhanced by President George W. Bush's Advanced Energy Initiative, which refers to a wind energy contribution of up to 20% of the electricity consumption of the United States. A 20% electricity contribution over the next 20 to 25 years represents 300 to 350 gigawatts (GW) of electricity. This paper provides a background of wind energy deployment in the United States and a history of the U.S. DOE's WPA program, as well as the program's approach to increasing deployment through removal of institutional and informational barriers to a 20% wind electricity future.

    In July 2005 the North American Solar Challenge (NASC) featured university built solar powered cars ran across the United States into Canada. The competition began in Austin, Texas with stops in Weatherford, Texas; Broken Arrow, Oklahoma; Topeka, Kansas; Omaha, Nebraska; Sioux Falls, South Dakota, Fargo, North Dakota; Winnipeg, Manitoba; Brandon, Manitoba; Regina, Saskatchewan; Medicine Hat, Alberta; mainly following U.S. Highway 75 and Canadian Highway 1 to the finish line in Calgary, Alberta, Canada, for a total distance of 2,500 miles. NASC major sponsors include the U.S. Department of Energy (DOE), Natural Resources Canada and DOEs National Renewable Energy Laboratory. The event is designed to inspire young people to pursue careers in science and engineering. NASCs predecessors, the American Solar Challenge and Sunrayce, generally have been held every two years since 1990. With each race, the solar cars travel faster and further with greater reliability. The NASC promotes: -Renewable energy technologies (specifically photovoltaic or solar cells) -Educational excellence in science, engineering and mathematics -Creative integration of technical and scientific expertise across a wide-range of disciplines -Hands-on experience for students and engineers to develop and demonstrate their technical and creative abilities. Safety is the first priority for the NASC. Each team put its car through grueling qualifying and technical inspections. Teams that failed to meet the requirements were not allowed participate. During the race, each team was escorted by lead and chase vehicles sporting rooftop hazard flashers. An official observer accompanied each solar car team to keep it alert to any safety issues.

    During the Northeast Quadrant Panel meeting of the Circum-Pacific Map Project held in Mexico City, February 1985, Central American panel members proposed and adopted plans for compiling a geologic map of Central America, probably at a scale of 1:500,000. A local group with participants from each country was organized and coordinated by Rolando Castillo, director, Central American School of Geology, University of Costa Rica, for the geologic aspects, and Fernando Rudin, director, Geographic Institute of Costa Rica, for the topographic base. In 1956, the US Geological Survey published a geologic map of the region at a scale of 1:1 million. Subsequent topographic and geologic mapping projects have provided a large amount of new data. The entire area is now covered by topographic maps at a scale of 1:50,000, and these maps have been used in several countries as a base for geologic mapping. Another regional map, the Metallogenic Map of Central America (scale = 1:2 million), was published in 1969 by the Central American Research Institute for Industry (ICAITI) with a generalized but updated geologic base map. Between 1969 and 1980, maps for each country were published by local institutions: Guatemala-Belize at 1:500,000, Honduras at 1:500,000, El Salvador at 1:100,000, Nicaragua at 1:1 million, Costa Rica at 1:200,000, and Panama at 1:1 million. This information, in addition to that of newly mapped areas, served as the base for the Central American part of the Geologic-Tectonic Map of the Caribbean Region (scale = 1:2.5 million), published by the US Geological Survey in 1980, and also fro the Northeast Quadrant Maps of the Circum-Pacific Region. The new project also involves bathymetric and geologic mapping of the Pacific and Caribbean margins of the Central American Isthmus. A substantial amount of new information of the Middle America Trench has been acquired through DSDP Legs 67 and 84.

    A voltage verification unit and method for determining the absence of potentially dangerous potentials within a power supply enclosure without Mode 2 work is disclosed. With this device and method, a qualified worker, following a relatively simple protocol that involves a function test (hot, cold, hot) of the voltage verification unit before Lock Out/Tag Out and, and once the Lock Out/Tag Out is completed, testing or "trying" by simply reading a display on the voltage verification unit can be accomplished without exposure of the operator to the interior of the voltage supply enclosure. According to a preferred embodiment, the voltage verification unit includes test leads to allow diagnostics with other meters, without the necessity of accessing potentially dangerous bus bars or the like.

    American policy makers have largely ignored Ukraine in their global policy planning. This lack of consideration shows a neglect of the potential for conflict in Eastern Europe. American foreign policy toward Ukraine, that is rooted in the START and NPT Treaties, is doomed to fail, and will actually sow the seeds of chaos, unless the United States: (1) comes to understand the motivations that drive Ukrainian foreign policy, and (2) facilitate significant positive alterations to the security and economic environment that has developed since the breakup of the Soviet Union. This thesis examines Western security goals and analyzes the current means available to achieve those goals. The contention of this thesis is that present Western policy pursuits will lead to a regenerated authoritarian Russian superpower that will be a threat to the security of Ukraine and Europe. The potentially dangerous consequences of an authoritarian Russia could be avoided by facilitating the development of a strong and stable Ukraine to act as a balance to Russian power in Eastern Europe. The group's findings are based partly on the results of a set of economic models of the natural gas industry that were run for four scenarios representing significantly different conditions: two oil price scenarios (upper and lower), a smaller total US resource base (low US resource case), and increased potential gas demand for electric generation (high US demand case). Several issues, such as the direction of regulatory policy and the size of the gas resource base, were analyzed separately without the use of models.

    The TRW Advanced Entrained Coal Combustor Demonstration Project consists of retrofitting Orange and Rockland (O R) Utility Corporation's Lovett Plant Unit No. 3 with four (4) slagging combustors which will allow the gas/oil unit to fire 2.5% sulfur coal. The slagging combustor process will provide NO{sub x} and SO{sub x} emissions that meet NSPS and New York State Environmental Standards. During this report period, activity continued to address the total program funding shortfall. Ideas and responsibilities for further evaluation have been put forward to reduce the shortfall. In addition, an effort aimed at gaining additional program sponsorships, was initiated.

    This binary plant is the first high-output refrigeration based waste heat recovery cycle in the industry. Its working fluid is environmentally friendly and as such, the permits that would be required with a butane based cycle are not necessary. The unit is modularized, meaning that the unit’s individual skids were assembled in another location and were shipped via truck to the plant site. This project proves the technical feasibility of using low temperature brine The development of the unit led to the realization of low temperature, high output, and environmentally friendly heat recovery systems through domestic research and engineering. The project generates additional renewable energy for Nevada, resulting in cleaner air and reduced carbon dioxide emissions. Royalty and tax payments to governmental agencies will increase, resulting in reduced financial pressure on local entities. The major components of the unit were sourced from American companies, resulting in increased economic activity throughout the country.

    The Rocky Flats Closure Site (Site) is in the process of stabilizing residual nuclear materials, decommissioning nuclear facilities, and remediating environmental media. A number of contaminated facilities have been decommissioned, including one building, Building 779, that contained gloveboxes used for plutonium process development but did little actual plutonium processing. The actual costs incurred to decommission this facility formed much of the basis or standards used to estimate the decommissioning of the remaining plutonium-processing buildings. Recent decommissioning activities in the first actual production facility, Building 771, implemented a number of process and procedural improvements. These include methods for handling plutonium contaminated equipment, including size reduction, decontamination, and waste packaging, as well as management improvements to streamline planning and work control. These improvements resulted in a safer working environment and reduced project cost, as demonstrated in the overall project efficiency. The topic of this paper is the analysis of how this improved efficiency is reflected in recent unit costs for activities specific to the decommissioning of plutonium facilities. This analysis will allow the Site to quantify the impacts on future Rocky Flats decommissioning activities, and to develop data for planning and cost estimating the decommissioning of future facilities. The paper discusses the methods used to collect and arrange the project data from the individual work areas within Building 771. Regression and data correlation techniques were used to quantify values for different types of decommissioning activities. The discussion includes the approach to identify and allocate overall project support, waste management, and Site support costs based on the overall Site and project costs to provide a ''burdened'' unit cost. The paper ultimately provides a unit cost basis that can be used to support cost estimates for

    Class 8 heavy-duty trucks account for over three-quarters of the total diesel fuel used by commercial trucks (trucks with GVWRs more than 10,000 pounds) in the United States each year. At the highway speeds at which these trucks travel (i.e., 60 mph or greater), aerodynamic drag is a major part of total horsepower needed to move the truck down the highway, Reductions in aerodynamic drag can yield measurable benefits in fuel economy through the use of relatively inexpensive and simple devices. The goal of this project was to examine a number of aerodynamic drag reduction devices and systems and determine their effectiveness in reducing aerodynamic drag of Class 8 tractor/semitrailer combination-units, thus contributing to DOE's goal of reducing transportation petroleum use. The project team included major heavy truck manufacturers in the United States, along with the management and industry expertise of the Truck Manufacturers Association as the lead investigative organization. The Truck Manufacturers Association (TMA) is the national trade association representing the major North American manufacturers of Class 6-8 trucks (GVWRs over 19,500 lbs). Four major truck manufacturers participated in this project with TMA: Freightliner LLC; International Truck and Engine Corporation; Mack Trucks Inc.; and Volvo Trucks North America, Inc. Together, these manufacturers represent over three-quarters of total Class 8 truck sales in the United States. These four manufacturers pursued complementary research efforts as part of this project. The project work was separated into two phases conducted over a two-year period. In Phase I, candidate aerodynamic devices and systems were screened to focus research and development attention on devices that offered the most potential. This was accomplished using full-size vehicle tests, scale model tests, and computational fluid dynamics analyses.     The first and only national norm for residential ventilation in the United States is Standard 62.2-2004 published by the American Society of Heating, Refrigerating and Air-conditioning Engineers (ASHRAE). This standard does not by itself have the force of regulation, but is being considered for adoption by various jurisdictions within the U.S. as well as by various voluntary programs. The adoption of 62.2 would require mechanical ventilation systems to be installed in virtually all new homes, but allows for a wide variety of design solutions. These solutions, however, may have a different energy costs and non-energy benefits. This report uses a detailed simulation model to evaluate the energy impacts of currently popular and proposed mechanical ventilation approaches that are 62.2 compliant for a variety of climates. These results separate the energy needed to ventilate from the energy needed to condition the ventilation air, from the energy needed to distribute and/or temper the ventilation air. The results show that exhaust systems are generally the most energy efficient method of meeting the proposed requirements. Balanced and supply systems have more ventilation resulting in greater energy and their associated distribution energy use can be significant.

    ABSTRACT This paper describes a tool that will allow public health analysts to estimate infectious disease risk at the country level as a function of different international transportation modes. The prototype focuses on a cholera epidemic originating within Latin America or the Caribbean, but it can be expanded to consider other pathogens as well. This effort leverages previous work in collaboration with the Centers for Disease Control and Prevention to develop the International Travel to Community Impact (IT-CI) model, which analyzes and assesses potential international disease outbreaks then estimates the associated impacts to U.S. communities and the nation as a whole and orient it for use Outside the Continental United States (OCONUS). For brevity, we refer to this refined model as OIT-CI. First, we developed an operationalized meta-population spatial cholera model for Latin America and the Caribbean at the secondary administrative-level boundary. Secondly, we developed a robust function of human airline critical to approximating mixing patterns in the meta- population model. In the prototype version currently presented here, OIT-CI models a cholera epidemic originating in a Latin American or Caribbean country and spreading via airline transportation routes. Disease spread is modeled at the country level using a patch model with a connectivity function based on demographic, geospatial, and human transportation data. We have also identified data to estimate the water and health-related infrastructure capabilities of each country to include this potential impact on disease transmission.

    This document is an initial energy assessment for American Samoa, the first of many steps in developing a comprehensive energy strategy. On March 1, 2010, Assistant Secretary of the Interior Tony Babauta invited governors and their staff from the Interior Insular Areas to meet with senior principals at the National Renewable Energy Laboratory (NREL). Meeting discussions focused on ways to improve energy efficiency and increase the deployment of renewable energy technologies in the U.S. Pacific Territories. In attendance were Governors Felix Camacho (Guam), Benigno Fitial (Commonwealth of the Northern Mariana Islands), and Togiola Tulafono, (American Samoa). This meeting brought together major stakeholders to learn and understand the importance of developing a comprehensive strategic plan for implementing energy efficiency measures and renewable energy technologies. For several decades, dependence on fossil fuels and the burden of high oil prices have been a major concern but never more at the forefront as today. With unstable oil prices, the volatility of fuel supply and the economic instability in American Samoa, energy issues are a high priority. In short, energy security is critical to American Samoa's future economic development and sustainability. Under an interagency agreement, funded by the Department of Interior's Office of Insular Affairs, NREL was tasked to deliver technical assistance to the islands of American Samoa. Technical assistance included conducting an initial technical assessment to define energy consumption and production data, establish an energy consumption baseline, and assist with the development of a strategic plan. The assessment and strategic plan will be used to assist with the transition to a cleaner energy economy. NREL provided an interdisciplinary team to cover each relevant technical area for the initial energy assessments.   12. The American Gas Centrifuge Past, Present, and Future

    The art of gas centrifugation was born in 1935 at the University of Virginia when Dr. Jesse Beams demonstrated experimentally the separation of chlorine isotopes using an ultra-high speed centrifuge. Dr. Beams experiment initiated work that created a rich history of scientific and engineering accomplishment in the United States in the art of isotope separation and even large scale biological separation by centrifugation. The early history of the gas centrifuge development was captured in a lecture and documented by Dr. Jesse Beams in 1975. Much of Dr. Beams lecture material is used in this paper up to the year 1960. Following work by Dr. Gernot Zippe at the University of Virginia between 1958 and 1960, the US government embarked on a centrifuge development program that ultimately led to the start of construction of the Gas Centrifuge Enrichment Plant in Piketon Ohio in the late 1970s. The government program was abandoned in 1985 after investing in the construction of two of six planned process buildings, a complete supply chain for process and centrifuge parts, and the successful manufacture and brief operation of an initial complement of production machines that would have met 15 percent of the planned capacity of the constructed process buildings. A declining market for enriched uranium, a glut of uranium enrichment capacity worldwide, and the promise of a new laser based separation process factored in the decision to stop the government program. By the late 1990s it had become evident that gas centrifugation held the best promise to produce enriched uranium at low cost. In1999, the United States Enrichment Corporation undertook an initiative to revive the best of the American centrifuge technology that had been abandoned fourteen years earlier. This is an exciting story and one that when complete will enable the United States to maintain its domestic supply and to be highly competitive in the world market for this important energy commodity. The $787 billion economic recovery package represents the largest and most ambitious effort to stimulate the economy in United States history. The Department of Energy (DOE) will be responsible for implementing over $38 billion of the $787 billion package. Of the DOE total, $4.5 Billion is allotted to the Office of Electricity Delivery and Energy Reliability.

    The Global Environment Monitoring System (GEMS/Air) is a program in which air monitoring data from over 50 countries throughout the world are collected and analyzed. The GEMS/Air program is sponsored by the United Nations Environment Program (UNEP) and the World Health Organization (WHO). As part of a technical systems agreement between the United States Environmental Protection Agency and the UNEP/WHO, collaborative reviews of eighteen Latin American cities were conducted over the past two years. The countries visited include Argentina, Brazil, Chile, Ecuador, and Venezuela. The findings of these reviews and the future direction of air pollution monitoring programs in these countries are presented.

    The light-weight radioisotope heater unit (LWRHU) is a {sup 238}PuO{sub 2}-fueled heat source designed to provide one thermal watt in each of various locations on a spacecraft. Los Alamos National Laboratory designed, fabricated, and safety tested the LWRHU. The heat source consists of a hot-pressed {sup 238}PuO{sub 2} fuel pellet, a Pt-30Rh vented capsule, a pyrolytic graphite insulator, and a fineweave-pierced fabric graphite aeroshell assembly. To compare the performance of the LWRHUs fabricated for the Cassini mission with the performance of those fabricated for the Galileo mission, and to determine a failure threshold, two types of impact tests were conducted. A post-reentry impact test was performed on one of 180 flight-quality units produced for the Cassini mission and a series of sequential impact tests using simulant-fueled LWRHU capsules were conducted respectively. The results showed that deformation and fuel containment of the impacted Cassini LWRHU was similar to that of a previously tested Galileo LWRHU. Both units sustained minimal deformation of the aeroshell and fueled capsule; the fuel was entirely contained by the platinum capsule. Sequential impacting, in both end-on and side-on orientations, resulted in increased damage with each subsequent impact. Sequential impacting of the LWRHU appears to result in slightly greater damage than a single impact at the final impact velocity of 50 m/s. {copyright} {ital 1998 American Institute of Physics.}

    The ACNS provides a focal point for the national neutron user community to strengthen ties within this diverse group, while at the same time promoting neutron research among colleagues in related disciplines identified as “would-be” neutron users. The American Conference on Neutron Scattering thus serves a dual role as a national user meeting and a scientific meeting. As a venue for scientific exchange, the ACNS showcases recent results and provides forums for scientific discussion of neutron research in diverse fields such as hard and soft condensed matter, liquids, biology, magnetism, engineering materials, chemical spectroscopy, crystal structure, and elementary excitations, fundamental physics and development of neutron instrumentation through a combination of invited talks, contributed talks and poster sessions. As a “super-user” meeting, the ACNS fulfills the main objectives of users' meetings previously held periodically at individual national neutron facilities, with the advantage of a larger and more diverse audience. To this end, each of the major national neutron facilities (NIST, LANSCE, HFIR and SNS) have an opportunity to exchange information and update users, and potential users, of their facility. This is also an appropriate forum for users to raise issues that relate to the facilities. For many of the national facilities, this super-user meeting should obviate the need for separate user meetings that tax the time, energy and budgets of facility staff and the users alike, at least in years when the ACNS is held. We rely upon strong participation from the national facilities. The NSSA intends that the American Conference on Neutron Scattering (ACNS) will occur approximately every two years, but not in years that coincide with the International or European Conferences on Neutron Scattering. The ACNS is to be held in association with one of the national neutron centers in a rotating sequence, with the host facility providing local organization

    This monograph investigates the uses and effects of chemical weapons used on units. The doctrine and technology available today are compared to those available and used by the American Expeditionary Forces (AEF) during World War One. The monograph first discusses the development and use of gas during WWI. Specifically, five case studies are presented representing the offensive and defensive use of gas as seen by AEF units. Each case is then analyzed using the battlefield operating systems (BOS). Lessons learned are then extracted from the case studies. Today's doctrine is then analyzed using these lessons learned to determine if the US is any better prepared to fight in a chemical environment today than it was at the end of WWI.

    The hearing was called to review Senate bill S.801 which would provide Federal eminent domain authority for coal slurry pipelines to facilitate the national distribution and utilization of coal. Obtaining rights-of-way for the pipelines, particularly across railroad lands, has been a major stumbling lock to construction in the US. Testimony was heard from 9 witnesses, representing the Building and Construction Trade Department of AFL-CIO, Snamprogetti USA, Association of American Railroads, Railway Labor Executives Association, Coal and Slurry Technology Association, American Mining Congress, Edison Electric Institute, and the state of Louisiana. An attorney at law also gave testimony. Additional material was submitted by the National Association of Regulatory Utility Commissioners, the American Farm Bureau Federation, American Public Power Association, several union representatives, and the National Rural Electric Cooperative Association.
