The Department of Energy launched the Nuclear Materials Stewardship Initiative in January 2000 to accelerate the work of achieving integration and cutting long-term costs associated with the management of the Department's nuclear materials, with the principal focus on excess materials. Management of nuclear materials is a fundamental and enduring responsibility that is essential to meeting the Department's national security, nonproliferation, energy, science, and environmental missions into the distant future. The effective management of nuclear materials is important for a set of reasons: (1) some materials are vital to our national defense; (2) the materials pose physical and security risks; (3) managing them is costly; and (4) costs are likely to extend well into the future. The Department currently manages nuclear materials under eight programs, with offices in 36 different locations. Through the Nuclear Materials Stewardship Initiative, progress was during calendar year 20 00 in achieving better coordination and integration of nuclear materials management responsibilities and in evaluating opportunities to further coordinate and integrate cross-program responsibilities for the treatment, storage, and disposition of excess nuclear materials. During CY 2001 the Departmental approach to nuclear materials stewardship changed consistent with the business processes followed by the new administration. This paper reports on the progress of the Nuclear Materials Stewardship Initiative in evaluating and implementing these opportunities, and the remaining challenges in integrating the long-term management of nuclear materials.

The U.S. Department of Energy (DOE) Office of Industrial Technology`s (OIT`s) Technology Benefits Recording System (TBRS) was developed by Pacific Northwest Laboratory (PNL). The TBRS is used to organize and maintain records of the benefits accrued from the use of technologies developed with the assistance of OIT. OIT has had a sustained emphasis on technology deployment. While individual program managers have specific technology deployment goals for each of their ongoing programs, the Office has also established a separate Technology Deployment Division whose mission is to assist program managers and research and development partners commercialize technologies. As part of this effort, the Technology Deployment Division developed an energy-tracking task which has been performed by PNL since 1977. The goal of the energy-tracking task is to accurately assess the energy savings impact of OIT-developed technologies. In previous years, information on OIT-sponsored technologies existed in a variety of forms--first as a hardcopy, then electronically in several spreadsheet formats that existed in multiple software programs. The TBRS was created in 1993 for OIT and was based on information collected in all previous years from numerous industrial contacts, vendors, and plants that have installed OIT-sponsored technologies. The TBRS contains information on technologies commercialized between 1977 and the present, as well as information on emerging technologies in the late development/early commercialization stage of the technology life cycle. For each technology, details on the number of units sold and the energy saved are available on a year-by-year basis. Information regarding environmental benefits, productivity and competitiveness benefits, or impact that the technology may have had on employment is also available.

    SciTech Connect

Dix, George P.; Maybee, Walter W.

    1980-10-01

Calendar year 1979 was the second full year of operation of the Department of Energy. This report summarizes the loss experience in overall terms and itemizes facility and program achievements in property protection. Planned projects for CY 1980 are included and several subjects of interest to loss-control specialists are discussed in detail. Property damage from all causes was $2.5 million, of which $0.65 million was due to fire, the major cause of losses in both the Department of Energy and its predecessor agencies. Combined losses for the 2 full years of Department of Energy experience total over $20 million, of which over $13 million is due to fire. The fire loss ratio for 1979 was 0.13 cents for each $100 of property values at risk, more than an order-of-magnitude less than that expeienced by the better class of insured private property. Final decontamination and cleanup costs necessitated by a product spill at a solvent-refined coal pilot plant at the end of 1979 may exceed $2 million. Even including this estimate, the total loss from all causes (fire, explosion, mechanical or electrical damage, acts of nature, radioactive and non-radioactive contamination/cleanup costs, and a variety of miscellaneous causes), would yield a loss ratio of about 1 cent for each $100 of property. This indicated the overall property protection program is exemplary.

    1998-11-01

The US Department of Energy (DOE) is working with partners from the gas cooling industry to improve energy efficiency and US competitiveness by using advanced absorption technologies that eliminate the use of chlorofluorocarbons (CFCs) and hydrochlorofluorocarbons (HCFCs), refrigerants that contribute to ozone depletion and global warming. Absorption cooling uses natural gas as the heat source, which produces much lower NO{sub x} emissions than oil- or coal-generated electricity. Gas-fired chillers also have the advantage of helping reduce peak electrical usage during summer months. To assist industry in developing advanced absorption cooling technologies, DOE sponsors the Large Commercial Chiller Development Program. The goal of the program is to improve chiller cooling efficiency by 30--50% compared with the best currently available absorption systems.

    2009-11-05

The Office of Waste Processing identifies and reduces engineering and technical risks and uncertainties of the waste processing programs and projects of the Department of Energy's Environmental Management (EM) mission through the timely development of solutions to technical issues. The risks, and actions taken to mitigate those risks, are determined through technology readiness assessments, program reviews, technology information exchanges, external technical reviews, technical assistance, and targeted technology development and deployment. The Office of Waste Processing works with other DOE Headquarters offices and project and field organizations to proactively evaluate technical needs, identify multi-site solutions, and improve the technology and engineering associated with project and contract management. Participants in this program are empowered with the authority, resources, and training to implement their defined priorities, roles, and responsibilities. The Office of Waste Processing Multi-Year Program Plan (MYPP) supports the goals and objectives of the U.S. Department of Energy (DOE) - Office of Environmental Management Engineering and Technology Roadmap by providing direction for technology enhancement, development, and demonstration that will lead to a reduction of technical risks and uncertainties in EM waste processing activities. The MYPP summarizes the program areas and the scope of activities within each program area proposed for the next five years to improve safety and reduce costs and environmental impacts associated with waste processing; authorized budget levels will impact how much of the scope of activities can be executed, on a year-to-year basis. Waste Processing Program activities within the Roadmap and the MYPP are described in these seven program areas: (1) Improved Waste Storage Technology; (2) Reliable and Efficient Waste Retrieval Technologies; (3) Enhanced Tank Closure Processes; (4) Next-Generation Pretreatment Solutions; (5

The Office of Environmental Management's (EM) Roadmap, U.S. Department of Energy--Office of Environmental Management Engineering & Technology Roadmap (Roadmap), defines the Department's intent to reduce the technical risk and uncertainty in its cleanup programs. The unique nature of many of the remaining facilities will require a strong and responsive engineering and technology program to improve worker and public safety, and reduce costs and environmental impacts while completing the cleanup program. The technical risks and uncertainties associated with cleanup program were identified through: (1) project risk assessments, (2) programmatic external technical reviews and technology readiness assessments, and (3) direct site input. In order to address these needs, the technical risks and uncertainties were compiled and divided into the program areas of: Waste Processing, Groundwater and Soil Remediation, and Deactivation and Decommissioning (D&D). Strategic initiatives were then developed within each program area to address the technical risks and uncertainties in that program area. These strategic initiatives were subsequently incorporated into the Roadmap, where they form the strategic framework of the EM Engineering & Technology Program. The EM-21 Multi-Year Program Plan (MYPP) supports the goals and objectives of the Roadmap by providing direction for technology enhancement, development, and demonstrations that will lead to a reduction of technical uncertainties in EM waste processing activities. The current MYPP summarizes the strategic initiatives and the scope of the activities within each initiative that are proposed for the next five years (FY2008-2012) to improve safety and reduce costs and environmental impacts associated with waste processing; authorized budget levels will impact how much of the scope of activities can be executed, on a year-to-year basis. The U.S. Department of Energy, Nevada Operations Office (DOE/NV), Completion Report provides a summary of activities conducted at the Nevada Test Site (NTS) between October 1, 1992, and September 30, 1993, associated with Operation KLAXON. (In the past, each annual Completion Report dealt with a series of underground nuclear detonations; however, because no nuclear tests were conducted during FY 1993, this Report summarizes continuing nonnuclear and nuclear test readiness activities at the NTS sponsored by DOE/NV.) The report serves as a reference for those involved with the planning and execution of Operation KLAXON and also serves as a planning guide for future operations. Information in the report covers the logistics and management of activities. Scientific information and data associated with NTS activities are presented in technical documents published by participating agencies. In September 1992, Congress legislated a nine-month moratorium on the testing of nuclear weapons. The bill also provided for a resumption of testing (with no more than five tests per year, or a total of 15 during the next three years) in July 1993, and mandated an end to nuclear testing, entirely, by 1996. President Bush signed the bill into law in October 1992.

  6. An overview of the United States Department of Energy plant lifetime improvement program

    SciTech Connect

    1993-08-01

Today, 109 nuclear power plants provide over 20 percent of the electrical energy generated in the US. The operating license of the first of these plants will expire in the year 2000; one third of the operating licenses will expire by 2010 and the remaining plant licenses are scheduled to expire by 2033. The National Energy Strategy assumes that 70 percent of these plants will continue to operate beyond their current license expiration to assist in ensuring an adequate, diverse, and environmentally acceptable energy supply for economic growth. In order to preserve this energy resource in the US three major tasks must be successfully completed: (1) establishment of the regulations, technical standards, and procedures for the preparation and review of a license renewal application; (2) development, verification, and validation of the various technical criteria and bases for needed monitoring, refurbishment, or replacement of plant equipment; and (3) demonstration of the regulatory process. Since 1985, the US Department of Energy (DOE) has been working with the nuclear industry and the US Nuclear Regulatory Commission (NRC) to establish and demonstrate the option to extend the life of nuclear power plants through the renewal of operating licenses. This paper focuses primarily on DOE`s Plant Lifetime Improvement (PLIM) Program efforts to develop the technical criteria and bases for effective aging management and lifetime improvement for continued operation of nuclear power plants. This paper describes current projects to resolve generic technical issues, including degradation of long-lived components, reactor pressure vessel (RPV) embrittlement management approaches, and analytical methodologies to characterize RPV integrity.

The Accelerated Strategic Computing Initiative (ASCI) program is designed to provide the computational resources which are required to provide a simulation based approach to the Science Based Stockpile Stewardship (SBSS) program. The capability to predict the properties of energetic materials is one of the areas of interest to the US Department of Energy`s (DOE) ASCI program. This capability will support computational assessments of the safety and reliability of systems containing explosives and other energetic materials subjected to normal and abnormal environments. Several research elements related to energetic material properties are described in more detail below. They are: (A) calculation of decomposition rates, (B) molecular potential functions, (C) physical properties and transport coefficients, (D) molecular energization mechanisms, (E) fracture/failure of energetic material crystals, (F) grain-grain and grain- binder interactions, and (G) aging effects in energetic material. These elements have in common the need to develop computational methods that have a strong foundation in basic physical principles. They will generally have to be implemented to run efficiently on advanced parallel computing platforms to achieve sufficient accuracy.

The purpose of this project was for Seeo to deliver the first ever large-scale or grid-scale prototype of a new class of advanced lithium-ion rechargeable batteries. The technology combines unprecedented energy density, lifetime, safety, and cost. The goal was to demonstrate Seeo’s entirely new class of lithium-based batteries based on Seeo’s proprietary nanostructured polymer electrolyte. This technology can enable the widespread deployment in Smart Grid applications and was demonstrated through the development and testing of a 10 kilowatt-hour (kWh) prototype battery system. This development effort, supported by the United States Department of Energy (DOE) enabled Seeo to pursue and validate the transformational performance advantages of its technology for use in grid-tied energy storage applications. The focus of this project and Seeo’s goal as demonstrated through the efforts made under this project is to address the utility market needs for energy storage systems applications, especially for residential and commercial customers tied to solar photovoltaic installations. In addition to grid energy storage opportunities Seeo’s technology has been tested with automotive drive cycles and is seen as equally applicable for battery packs for electric vehicles. The goals of the project were outlined and achieved through a series of specific tasks, which encompassed materials development, scaling up of cells, demonstrating the performance of the cells, designing, building and demonstrating a pack prototype, and providing an economic and environmental assessment. Nearly all of the tasks were achieved over the duration of the program, with only the full demonstration of the battery system and a complete economic and environmental analysis not able to be fully completed. A timeline over the duration of the program is shown in figure 1.

The United States Department of Energy, National Nuclear Security Administration (DOE/NNSA) and the China Atomic Energy Authority (CAEA) are cooperating to enhance the domestic regulatory inspections capacity for special nuclear material protection, control and accounting (MPC&A) requirements for civil nuclear facilities in China. This cooperation is conducted under the auspices of the Agreement between the Department of Energy of the United States of America and the State Development and Planning Commission of the People s Republic of China on Cooperation Concerning Peaceful Uses of Nuclear Technology. This initial successful effort was conducted in three phases. Phase I focused on introducing CAEA personnel to DOE and U. S. Nuclear Regulatory Commission inspection methods for U. S. facilities. This phase was completed in January 2008 during meetings in Beijing. Phase II focused on developing physical protection and material control and accounting inspection exercises that enforced U. S. inspection methods identified during Phase 1. Hands on inspection activities were conducted in the United States over a two week period in July 2009. Simulated deficiencies were integrated into the inspection exercises. The U. S. and Chinese participants actively identified and discussed deficiencies noted during the two week training course. The material control and accounting inspection exercises were conducted at the Paducah Gaseous Diffusion Plant (PGDP) in Paducah, KY. The physical protection inspection exercises were conducted at the Oak Ridge National Laboratory (ORNL) in Oak Ridge, TN. Phase III leveraged information provided under Phase I and experience gained under Phase II to develop a formal inspection guide that incorporates a systematic approach to training for Chinese MPC&A field inspectors. Additional hands on exercises that are applicable to Chinese regulations were incorporated into the Phase III training material. Phase III was completed in May 2010 at the China

    SciTech Connect

    Coats, D.W.; Murray, R.C.; Bernreuter, D.L.

    1981-02-04

Lawrence Livermore National Laboratory (LLNL) is developing seismic and wind hazard models for the US Department of Energy (DOE). The work is part of a three-phase effort to establish building design criteria developed with a uniform methodology for seismic and wind hazards at the various DOE sites throughout the United States. In Phase 1, LLNL gathered information on the sites and their critical facilities, including nuclear reactors, fuel-reprocessing plants, high-level waste storage and treatment facilities, and special nuclear material facilities. Phase 2 - development of seismic and wind hazard models - is discussed in this paper, which summarizes the methodologies used by seismic and extreme-wind experts and gives sample hazard curves for the first sites to be modeled. These hazard models express the annual probability that the site will experience an earthquake (or windspeed) greater than some specified magnitude. In the final phase, the DOE will use the hazards models and LLNL-recommended uniform design criteria to evaluate critical facilities. The methodology presented in this paper also was used for a related LLNL study - involving the seismic assessment of six commercial plutonium fabrication plants licensed by the US Nuclear Regulatory Commission (NRC). Details and results of this reassessment are documented in reference.

  11. Closing the circle on the splitting of the atom: The environmental legacy of nuclear weapons production in the United States and what the Department of Energy is doing about it

    SciTech Connect

    1996-01-01

In the grand scheme of things we are a little more than halfway through the cycle of splitting the atom for weapons purposes. If we visualize this historic cycle as the full sweep of a clockface, at zero hour we would find the first nuclear chain reaction by Enrico Fermi, followed immediately by the Manhattan Project and the explosion of the first atomic bombs. From two o`clock until five, the United States built and ran a massive industrial complex that produced tens of thousands of nuclear weapons. At half past, the Cold War ended, and the United States shut down most of its nuclear weapons factories. The second half of this cycle involves dealing with the waste and contamination from nuclear weapons production - a task that had, for the most part, been postponed into the indefinite future. That future is now upon us. Dealing with the environmental legacy of the Cold War is in many ways as big a challenge for us today as the building of the atomic bomb was for the Manhattan Project pioneers in the 1940s. Our challenges are political and social as well as technical, and we are meeting those challenges. We are reducing risks, treating wastes, developing new technologies, and building democratic institutions for a constructive debate on our future course.
