    Three factors helped make the United Kingdom (UK) upstream energy taxation what it is: (1) the physical conditions and real economies of oil and gas projects, (2) the role of oil and gas development in the UK economy up to now, and (3) the history of company and government interaction on petroleum tax and price matters, the two differing over how today's proceeds should be shared. Analysis of present tax policy shows it to be at a stage where the nation, the government, and the oil companies will separately and jointly get less from the North Sea than they could. To correct this requires a better understanding by the government of the operational prospects facing oil companies, and a better understanding by the companies of what the government is trying to do. 3 references, 2 tables.

    The UK is adopting an open fuel cycle, and is necessarily moving to a regime of long term storage of spent fuel, followed by geological disposal once a geological disposal facility (GDF) is available. The earliest GDF receipt date for legacy spent fuel is assumed to be 2075. The UK is set to embark on a programme of new nuclear build to maintain a nuclear energy contribution of 16 GW. Additionally, the UK are considering a significant expansion of nuclear energy in order to meet carbon reduction targets and it is plausible to foresee a scenario where up to 75 GW from nuclear power production could be deployed in the UK by the mid 21. century. Such an expansion, could lead to spent fuel storage and its disposal being a dominant issue for the UK Government, the utilities and the public. If the UK were to transition a closed fuel cycle, then spent fuel storage should become less onerous depending on the timescales. The UK has demonstrated a preference for wet storage of spent fuel on an interim basis. The UK has adopted an approach of centralised storage, but a 16 GW new build programme and any significant expansion of this may push the UK towards distributed spent fuel storage at a number of reactors station sites across the UK.

    Under the auspices of an agreement between the U.S. and the United Kingdom, the U.S. Department of Energy (DOE) has an opportunity to transfer approximately 710,000 kilograms (1,562,000 pounds) of unneeded normal and low-enriched uranium (LEU) to the United Kingdom; thus, reducing long-term surveillance and maintenance burdens at the Hanford Site. The material, in the form of billets, is controlled by DOE`s Defense Programs, and is presently stored as surplus material in the 300 Area of the Hanford Site. The United Kingdom has expressed a need for the billets. The surplus uranium billets are currently stored in wooden shipping containers in secured facilities in the 300 Area at the Hanford Site (the 303-B and 303-G storage facilities). There are 482 billets at an enrichment level (based on uranium-235 content) of 0.71 weight-percent. This enrichment level is normal uranium; that is, uranium having 0.711 as the percentage by weight of uranium-235 as occurring in nature. There are 3,242 billets at an enrichment level of 0.95 weight-percent (i.e., low-enriched uranium). This inventory represents a total of approximately 532 curies. The facilities are routinely monitored. The dose rate on contact of a uranium billet is approximately 8 millirem per hour. The dose rate on contact of a wooden shipping container containing 4 billets is approximately 4 millirem per hour. The dose rate at the exterior of the storage facilities is indistinguishable from background levels.

  7. Advancing strategic environmental assessment in the offshore oil and gas sector: Lessons from Norway, Canada, and the United Kingdom

    Abstract: Strategic environmental assessment (SEA) for offshore oil and gas planning and development is utilized in select international jurisdictions, but the sector has received limited attention in the SEA literature. While the potential benefits of and rationale for SEA are well argued, there have been few empirical studies of SEA processes for the offshore sector. Hence, little is known about the efficacy of SEA offshore, in particular its influence on planning and development decisions. This paper examines SEA practice and influence in three international offshore systems: Norway, Atlantic Canada and the United Kingdom, with the intent to identify the challenges, lessons and opportunities for advancing SEA in offshore planning and impact assessment. Results demonstrate that SEA can help inform and improve the efficacy and efficiency of project-based assessment in the offshore sector, however weak coordination between higher and lower tiers limit SEA's ability to influence planning and development decisions in a broad regional environmental and socioeconomic context. - Highlights: Black-Right-Pointing-Pointer SEA can inform and improve the efficacy and efficiency of project EA offshore Black-Right-Pointing-Pointer Scope and deliverables of SEA offshore often differ from stakeholder expectations Black-Right-Pointing-Pointer Considerable variability in influence of SEA output beyond licensing decisions Black-Right-Pointing-Pointer Sector-based SEA offshore is often too restrictive to generate expected benefits.

    Purpose: The use of prophylactic antithrombotic drugs to prevent arterial thrombosis during the periprocedural period during (percutaneous) peripheral arterial interventions (PAIs) is still a matter of dispute, and clear evidence-based guidelines are lacking. To create those guidelines, a study group was formed in the Netherlands in cooperation with the Dutch Society of Vascular Surgery and the Society of Interventional Radiology. The study group is called 'Consensus on Arterial PeriProcedural Anticoagulation (CAPPA).' Materials and Methods: The CAPPA study group devised and distributed a comprehensive questionnaire amongst Dutch interventional radiologists (IRs). Results: One hundred forty-two IRs responded (68 %) to the questionnaire. Almost no IR stopped acetyl salicylic acid before interventions, and 40 % stopped clopidogrel before PAI but not before carotid artery stenting (CAS). A flushing solution on the sideport of the sheath was used routinely by 30 % of IRs in PAI and by 50 % of IRs during CAS. A minority of IRs used a heparinised flushing solution (28 %). Unfractionated heparin was used by 95 % of IRs as bolus; 5000 IU was the most used dosage. Timing of administration varied widely. A majority of IRs (75 %) repeated heparin administration after 1 h. Conclusion: A substantial variety exists amongst IRs in the Netherlands regarding the use of prophylactic periprocedural antithrombotic drugs to prevent arterial thrombosis during PAI. When compared with varying results regarding the use of heparin in the United Kingdom, the variety in the Netherlands showed a different pattern. The proven variety in these countries, and also between these countries, emphasises the need for authoritative studies to develop evidence-based practical guidelines.

    This report addresses the oil shale-for-power-production option in Jordan. Under consideration are 20- and 50-MW demonstration units and a 400-MW, commercial-scale plant with, at the 400-MW scale, a mining operation capable of supplying 7.8 million tonnes per year of shale fuel and also capable of disposal of up to 6.1 million tonnes per year of wetted ash. The plant would be a direct combustion facility, burning crushed oil shale through use of circulating fluidized bed combustion technology. The report emphasizes four areas: (1) the need for power in Jordan, (2) environmental aspects of the proposed oil shale-for-power plant(s), (3) the engineering feasibility of using Jordan's oil shale in circulating fluidized bed combustion (CFBC) boiler, and (4) the economic feasibility of the proposed plant(s). A sensitivity study was conducted to determine the economic feasibility of the proposed plant(s) under different cost assumptions and revenue flows over the plant's lifetime. The sensitivity results are extended to include the major extra-firm benefits of the shale-for-power option: (1) foreign exchange savings from using domestic energy resources, (2) aggregate income effects of using Jordan's indigenous labor force, and (3) a higher level of energy security. 14 figs., 47 tabs.

    In July 2004, Her Majesty's Government established a Nuclear Decommissioning Authority (NDA) to assume responsibility for the discharge of the vast majority of the United Kingdom's public sector civil nuclear liabilities. The Energy Act of 2004 outlines in greater detail how the NDA functions, what its responsibilities are, and how these fit into the overall structure of the UK programme for managing and disposing of the liabilities created by a significant element of the UK's early commercial and nuclear weapons activities. The amount of Government funding provided to the NDA will be a key factor in determining what can be achieved. In agreeing how the funds are distributed to the licensed sites, the NDA will need to keep in mind the 'guiding principles' stated in 'Managing the Nuclear Legacy - A Strategy for Action': - Focus on getting the job done to high safety, security and environmental standards; - Best value for money consistent with safety, security and environmental performance; - Openness and transparency. To satisfy these requirements there is a need for a transparent process for justifying and prioritising work that aids decisions about what should be done and when, is straightforward to understand and can be applied by a wide range of stakeholders. To develop such a process, a multi-stakeholder group (the 'Prioritisation Working Group') produced a report published in April 2005 that examined how the process would align with the NDA's overall management processes. It also identified six criteria or 'attributes' that should be taken into account, and a variety of measures, or 'metrics' that could be used to assess each attribute. The report formed the basis of preliminary guidance from NDA to the site licensees that was used to guide their submissions on plans and programmes of work in 2005.     The Dragon Reactor was constructed at the United Kingdom Atomic Energy Research Establishment at Winfrith in Dorset through the late 1950's and into the early 1960's. It was a High Temperature Gas Cooled Reactor (HTR) with helium gas coolant and graphite moderation. It operated as a fuel testing and demonstration reactor at up to 20 MW (Thermal) from 1964 until 1975, when international funding for this project was terminated. The fuel was removed from the core in 1976 and the reactor was put into Safestore. To meet the UK's Nuclear Decommissioning Authority (NDA) objective to 'drive hazard reduction' [1] it is necessary to decommission and remediate all the Research Sites Restoration Ltd (RSRL) facilities. This includes the Dragon Reactor where the activated core, pressure vessel and control rods and the contaminated primary circuit (including a {sup 90}Sr source) still remain. It is essential to remove these hazards at the appropriate time and return the area occupied by the reactor to a safe condition. (author)

    This paper reports that Petroleo Brasileiro SA expects by early November to deploy its Petrobras XXIV floating production unit (FPU) in about 900 ft of water in Albacora field off Brazil. The FPU was scheduled to depart Galveston, Tex., this month, following completion of modifications and upgrades under a turnkey contract with Chiles Offshore International Inc. Chiles began modifying Petrobras XXIV about 1 year ago as part of a deal closed in October 1991 in which Chiles Offshore Corp. sold the vessel, then known as Intrepid, to Brasoil, the international subsidiary of Petrobras.

  15. Unit Price Scaling Trends for Chemical Products

    To facilitate early-stage life-cycle techno-economic modeling of emerging technologies, here we identify scaling relations between unit price and sales quantity for a variety of chemical products of three categories - metal salts, organic compounds, and solvents. We collect price quotations for lab-scale and bulk purchases of chemicals from both U.S. and Chinese suppliers. We apply a log-log linear regression model to estimate the price discount effect. Using the median discount factor of each category, one can infer bulk prices of products for which only lab-scale prices are available. We conduct out-of-sample tests showing that most of the price proxies deviate from their actual reference prices by a factor less than ten. We also apply the bootstrap method to determine if a sample median discount factor should be accepted for price approximation. We find that appropriate discount factors for metal salts and for solvents are both -0.56, while that for organic compounds is -0.67 and is less representative due to greater extent of product heterogeneity within this category.

    The Oak Ridge National Laboratory (OWL) Refinery Yield Model (RYM) has been used to estimate the demand for ethanol in U.S. gasoline production in year 2010. Study cases examine ethanol demand with variations in world oil price, cost of competing oxygenate, ethanol value, and gasoline specifications. For combined-regions outside California summer ethanol demand is dominated by conventional gasoline (CG) because the premised share of reformulated gasoline (RFG) production is relatively low and because CG offers greater flexibility for blending high vapor pressure components like ethanol. Vapor pressure advantages disappear for winter CG, but total ethanol used in winter RFG remains low because of the low RFG production share. In California, relatively less ethanol is used in CG because the RFG production share is very high. During the winter in California, there is a significant increase in use of ethanol in RFG, as ethanol displaces lower-vapor-pressure ethers. Estimated U.S. ethanol demand is a function of the refiner value of ethanol.     In this paper, the development of cogeneration, wind energy and demand-side management in the Netherlands, Denmark, Germany and the United Kingdom are compared. It is discussed to what extent these developments are determined by the liberalization process. Three key liberalization variables are identified: unbundling, privatization and introduction of competition. The analysis suggests that unbundling prior to introduction of full competition in generation is particularly successful in stimulating industrial cogeneration; simultaneous introduction of competition and unbundling mainly stimulates non-cogeneration gas-based capacity; and introduction of competition in itself is likely to impede the development of district-heating cogeneration. Furthermore, it is argued that development of wind energy and demand-side management are primarily dependent on the kind of support system set up by policy makers rather than on the liberalization process. Negative impacts of introduction of competition on integrated resource planning and commercial energy services could nevertheless be expected.

    United States nuclear power plant Licensee Event Reports (LERs), submitted to the United States Nuclear Regulatory Commission (NRC) under law as required by 10 CFR 50.72 and 50.73 were evaluated for reliance to the United Kingdom’s Health and Safety Executive – Office for Nuclear Regulation’s (ONR) general design assessment of the Advanced Boiling Water Reactor (ABWR) design. An NRC compendium of LERs, compiled by Idaho National Laboratory over the time period January 1, 2000 through March 31, 2014, were sorted by BWR safety system and sorted into two categories: those events leading to a SCRAM, and those events which constituted a safety system failure. The LERs were then evaluated as to the relevance of the operational experience to the ABWR design.

    This paper reports on the first U.S. tanker converted to a floating production, storage, and offloading (FPSO) unit which takes up station in Gombe-Beta field off Gabon by Dec. 1. FPSO Ocean Producer will work under a 3 year, day rate contract let late in 1990 by Amoco-Gabon Bombe Marin co., a unit of Amoco Production Co. (OGJ, Dec. 24, 1990, p. 27). Gombe-Beta field is in the Atlantic Ocean about 70 miles south of Port Gentil, Gabon. Ocean Producer will be moored in 50 ft of water 3.7 miles off Gabon, with Bombe-Beta's unmanned production platform about 820 ft astern. The vessel will be held in position by a disconnectable, asymmetric, six point, spread mooring system, It is owned and operated by Oceaneering International Services Ltd. (OISL). Affiliate Oceaneering Production Systems (OPS) converted the 78,061 dwt oil tanker MT Baltimore Sea at a capital cost of $25 million at Gulf Copper Manufacturing Corp.'s Port Arthur, Tex., shipyard. Both companies are units of Oceaneering International Inc., Houston. OPS the Ocean Producer's use in Gombe-Beta field is the shallowest water FPSO application in the world. Amoco-Gabon chose an FPSO production system for Gombe-Beta because it expects the remote field to have a short economic life, and the oil requires extensive processing.

    The Penasco Shugart Queen Sand Unit located in sections 8, 9, 16 & 17, T18S, 31E Eddy County New Mexico is operated by MNA Enterprises Ltd. Co. Hobbs, NM. The first well in the Unit was drilled in 1939 and since that time the Unit produced 535,000 bbl of oil on primary recovery and 375,000 bbl of oil during secondary recovery operations that commenced in 1973. The Unit secondary to primary ratio is 0.7, but other Queen waterfloods in the area had considerably larger S/P ratios. On June 25 1999 MNA was awarded a grant under the Department of Energy's ''Technology Development with Independents'' program. The grant was used to fund a reservoir study to determine if additional waterflood reserves could be developed. A total of 14 well bores that penetrate the Queen at 3150 ft are within the Unit boundaries. Eleven of these wells produced oil during the past 60 years. Production records were pieced together from various sources including the very early state production records. One very early well had a resistivity log, but nine of the wells had no logs, and four wells had gamma ray-neutron count-rate perforating logs. Fortunately, recent offset deep drilling in the area provided a source of modern logs through the Queen. The logs from these wells were used to analyze the four old gamma ray-neutron logs within the Unit. Additionally the offset well log database was sufficient to construct maps through the unit based on geostatistical interpolation methods. The maps were used to define the input parameters required to simulate the primary and secondary producing history. The history-matched simulator was then used to evaluate four production scenarios. The best scenario produces 51,000 bbl of additional oil over a 10-year period. If the injection rate is held to 300 BWPD the oil rate declines to a constant 15 BOPD after the first year. The projections are reasonable when viewed in the context of the historical performance ({approx}30 BOPD with a {approx}600 BWPD

  7. Simulating Potential Switchgrass Production in the United States

    Using results from field trials of switchgrass (Panicum virgatum L.) in the United States, the EPIC (Environmental Policy Integrated Climate) process-level agroecosystem model was calibrated, validated, and applied to simulate potential productivity of switchgrass for use as a biofuel feedstock. The model was calibrated with a regional study of 10-yr switchgrass field trials and subsequently tested against a separate compiled dataset of field trials from across the eastern half of the country. An application of the model in a national database using 8-digit watersheds as the primary modeling unit produces 30-yr average switchgrass yield estimates that can be aggregated to 18 major watersheds. The model projects average annual switchgrass productivity of greater than 7 Mg ha-1 in the Upper Mississippi, Lower Mississippi, and Ohio watersheds. The major factors limiting simulated production vary by region; low precipitation is the primary limiting factor across the western half of the country, while moderately acidic soils limit yields on lands east of the Mississippi River. Average projected switchgrass production on all crop land in the continental US is 5.6 Mg ha-1. At this level of productivity, 28.6 million hectares of crop land would be required to produce the 16 billion gallons of cellulosic ethanol called for by 2022 in the 2007 Energy Independence and Security Act. The model described here can be applied as a tool to inform the land-use and environmental consequences of switchgrass production.

    This paper describes basic principles underlying the methodology for obtaining quantitative estimates of benzene exposure in the petroleum marketing and distribution industry. Work histories for 91 cases of leukemia and 364 matched controls (4 per case) identified for a cohort of oil distribution workers up to the end of 1992 were obtained, primarily from personnel records. Information on the distribution sites, more than 90% of which were closed at the time of data collection, was obtained from site visits and archive material. Industrial hygiene measurements measured under known conditions were assembled for different tasks. These were adjusted for conditions where measured data were not available using variables known to influence exposure, such as temperature, technology, percentage of benzene in fuel handled, products handled, number of loads, and job activity. A quantitative estimate of dermal contact and peak exposure was also made. 20 refs., 1 fig., 3 tabs.

    Biomass crops (e.g. poplar, willow, switchgrass) could become important feedstocks for power, liquid fuel, and chemical production. This paper presents estimates of the potential production of biomass in the US under a range of assumptions. Estimates of potential biomass crop yields and production costs from the Department of Energy`s (DOE) Oak Ridge National Laboratories (ORNL) are combined with measures of land rents from USDA`s Conservation Reserve Program (CRP), to estimate a competitive supply of biomass wood and grass crops. Estimates are made for one potential biomass use--electric power production--where future costs of electricity production from competing fossil fuels set the demand price. The paper outlines the methodology used and limitations of the analysis.

    Oilseed rape or rapeseed is a crop which offers a potential for double-cropping in the southeastern United States. This final project report describes the results from a three year study aimed at evaluating the effect of different planting and harvesting practices on establishment and yield of three rape cultivars, and the double cropping potential of rapeseed in the southeastern United States. The project was conducted on two yield sites in Tifton, Georgia during 1986--87, 1987--88 and 1988--89. The general objective of this research is to improve the seed and biomass yield of winter rapeseed in the southeastern United States by developing appropriate agronomic practices for the region. The primary constraint is to grow rapeseed within the allowable period for double cropping with an economically desirable crop, such as peanut or soybean. Planting and harvesting are the most critical steps in this process. Therefore, the specific objectives of this research were: evaluate and improve the emergence of rapeseed by developing planting techniques that enhance the soil, water and seed regimes for winter rapeseed in the southeast, and evaluate and improve the yields of harvested rapeseed by developing techniques for determining the optimum timing of harvest and efficient methods for harvesting winter rapeseed in the southeast. 6 refs., 12 figs., 9 tabs.

  17. Evaluation of syngas production unit cost of bio-gasification facility using regression analysis techniques

    Evaluation of economic feasibility of a bio-gasification facility needs understanding of its unit cost under different production capacities. The objective of this study was to evaluate the unit cost of syngas production at capacities from 60 through 1800Nm 3/h using an economic model with three regression analysis techniques (simple regression, reciprocal regression, and log-log regression). The preliminary result of this study showed that reciprocal regression analysis technique had the best fit curve between per unit cost and production capacity, with sum of error squares (SES) lower than 0.001 and coefficient of determination of (R 2) 0.996. The regression analysis techniques determined the minimum unit cost of syngas production for micro-scale bio-gasification facilities of $0.052/Nm 3, under the capacity of 2,880 Nm 3/h. The results of this study suggest that to reduce cost, facilities should run at a high production capacity. In addition, the contribution of this technique could be the new categorical criterion to evaluate micro-scale bio-gasification facility from the perspective of economic analysis.

    Scientists, engineers, elected officials, and industry regulators from the United, States and Germany met in Albuquerque, New Mexico, August 16--20, 1993, in the first joint international workshop to discuss uranium tailings remediation. Entitled ``Workshop on Uranium Production Environmental Restoration: An Exchange between the US and Germany,`` the meeting was hosted by the US Department of Energy`s (DOE) Uranium Mill Tailings Remedial Action (UMTRA) Project. The goal of the workshop was to further understanding and communication on the uranium tailings cleanup projects in the US and Germany. Many communities around the world are faced with an environmental legacy -- enormous quantities of hazardous and low-level radioactive materials from the production of uranium used for energy and nuclear weapons. In 1978, the US Congress passed the Uranium Mill Tailings Radiation Control Act. Title I of the law established a program to assess the tailings at inactive uranium processing sites and provide a means for joint federal and state funding of the cleanup efforts at sites where all or substantially all of the uranium was produced for sale to a federal agency. The UMTRA Project is responsible for the cleanup of 24 sites in 10 states. Germany is facing nearly identical uranium cleanup problems and has established a cleanup project. At the workshop, participants had an opportunity to interact with a broad cross section of the environmental restoration and waste disposal community, discuss common concerns and problems, and develop a broader understanding of the issues.     ENERGY STAR is a voluntary energy efficiency-labeling program operated jointly by the United States Department of Energy and the United States Environmental Protection Agency (US EPA). Since the program inception in 1992, ENERGY STAR has become a leading international brand for energy efficient products. ENERGY STAR's central role in the development of regional, national, and international energy programs necessitates an open process whereby its program achievements to date as well as projected future savings are shared with committed stakeholders. Through 2006, US EPA?S ENERGY STAR labeled products saved 4.8 EJ of primary energy and avoided 82 Tg C equivalent. We project that US EPA?S ENERGY STAR labeled products will save 12.8 EJ and avoid 203 Tg C equivalent over the period 2007-2015. A sensitivity analysis examining two key inputs (carbon factor and ENERGY STAR unit sales) bounds the best estimate of carbon avoided between 54 Tg C and 107 Tg C (1993 to 2006) and between 132 Tg C and 278 Tg C (2007 to 2015).

    Increasing energy consumption and depleting reserves of fossil fuels have resulted in growing interest in alternative renewable energy from the ocean. Ocean currents are an alternative source of clean energy due to their inherent reliability, persistence and sustainability. General ocean circulations exist in the form of large rotating ocean gyres, and feature extremely rapid current flow in the western boundaries due to the Coriolis Effect. The Gulf Stream system is formed by the western boundary current of the North Atlantic Ocean that flows along the east coastline of the United States, and therefore is of particular interest as a potential energy resource for the United States.

    This paper describes a geographic evaluation of Zero Energy Home (ZEH) potential, specifically an assessment of residential roof-top solar electric photovoltaic (PV) performance around the United States and how energy produced would match up with very-efficient and super-efficient home designs. We performed annual simulations for 236 TMY2 data locations throughout the United States on two highly-efficient one-story 3-bedroom homes with a generic grid-tied solar electric 2kW PV system. These annual simulations show how potential annual solar electric power generation (kWh) and potential energy savings from PV power vary geographically around the U.S. giving the user in a specific region an indication of their expected PV system performance.

  17. Carbon Molecular Sieve Membrane as a True One Box Unit for Large Scale Hydrogen Production

    IGCC coal-fired power plants show promise for environmentally-benign power generation. In these plants coal is gasified to syngas then processed in a water gas-shift (WGS) reactor to maximize the hydrogen/CO{sub 2} content. The gas stream can then be separated into a hydrogen rich stream for power generation and/or further purified for sale as a chemical and a CO{sub 2} rich stream for the purpose of carbon capture and storage (CCS). Today, the separation is accomplished using conventional absorption/desorption processes with post CO{sub 2} compression. However, significant process complexity and energy penalties accrue with this approach, accounting for ~20% of the capital cost and ~27% parasitic energy consumption. Ideally, a one-box process is preferred in which the syngas is fed directly to the WGS reactor without gas pre-treatment, converting the CO to hydrogen in the presence of H{sub 2}S and other impurities and delivering a clean hydrogen product for power generation or other uses. The development of such a process is the primary goal of this project. Our proposed "one-box" process includes a catalytic membrane reactor (MR) that makes use of a hydrogen-selective, carbon molecular sieve (CMS) membrane, and a sulfur-tolerant Co/Mo/Al{sub 2}O{sub 3} catalyst. The membrane reactor's behavior has been investigated with a bench top unit for different experimental conditions and compared with the modeling results. The model is used to further investigate the design features of the proposed process. CO conversion >99% and hydrogen recovery >90% are feasible under the operating pressures available from IGCC. More importantly, the CMS membrane has demonstrated excellent selectivity for hydrogen over H{sub 2}S (>100), and shown no flux loss in the presence of a synthetic "tar"-like material, i.e., naphthalene. The heat sources are required to maintain the temperature of specific components within normal operating ranges. The heat source consists of a hot- pressed [sup 238]PuO[sub 2] fuel pellet, a Pt-3ORh vented capsule, a pyrolytic graphite insulator, and a woven graphite aeroshell assembly.     In the interval since the publication in September 1980 of the technical constraints that inhibit the application of enhanced oil recovery techniques in the United States, there has been a large number of successful field trials of enhanced oil recovery (EOR) techniques. The Department of Energy has shared the costs of 28 field demonstrations of EOR with industry, and the results have been made available to the public through DOE documents, symposiums and the technical literature. This report reexamines the constraints listed in 1980, evaluates the state-of-the-art and outlines the areas where more research is needed. Comparison of the 1980 constraints with the present state-of-the-art indicates that most of the constraints have remained the same; however, the constraints have become more specific. 26 references, 6 tables.

  1. Assessment of Energy Production Potential from Ocean Currents along the United States Coastline

    Increasing energy consumption and depleting reserves of fossil fuels have resulted in growing interest in alternative renewable energy from the ocean. Ocean currents are an alternative source of clean energy due to their inherent reliability, persistence and sustainability. General ocean circulations exist in the form of large rotating ocean gyres, and feature extremely rapid current flow in the western boundaries due to the Coriolis Effect. The Gulf Stream system is formed by the western boundary current of the North Atlantic Ocean that flows along the east coastline of the United States, and therefore is of particular interest as a potential energy resource for the United States. This project created a national database of ocean current energy resources to help advance awareness and market penetration in ocean current energy resource assessment. The database, consisting of joint velocity magnitude and direction probability histograms, was created from data created by seven years of numerical model simulations. The accuracy of the database was evaluated by ORNL?s independent validation effort documented in a separate report. Estimates of the total theoretical power resource contained in the ocean currents were calculated utilizing two separate approaches. Firstly, the theoretical energy balance in the Gulf Stream system was examined using the two-dimensional ocean circulation equations based on the assumptions of the Stommel model for subtropical gyres with the quasi-geostrophic balance between pressure gradient, Coriolis force, wind stress and friction driving the circulation. Parameters including water depth, natural dissipation rate and wind stress are calibrated in the model so that the model can reproduce reasonable flow properties including volume flux and energy flux.   3. Geological and production characteristics of strandplain/barrier island reservoirs in the United States

    The Department of Energy`s (DOE`s) primary mission in the oil research program is to maximize the economically and environmentally sound recovery of oil from domestic reservoirs and to preserve access to this resource. The Oil Recovery Field Demonstration Program supports DOE`s mission through cost-shared demonstrations of improved Oil Recovery (IOR) processes and reservoir characterization methods. In the past 3 years, the DOE has issued Program Opportunity Notices (PONs) seeking cost-shared proposals for the three highest priority, geologically defined reservoir classes. The classes have been prioritized based on resource size and risk of abandonment. This document defines the geologic, reservoir, and production characteristics of the fourth reservoir class, strandplain/barrier islands. Knowledge of the geological factors and processes that control formation and preservation of reservoir deposits, external and internal reservoir heterogeneities, reservoir characterization methodology, and IOR process application can be used to increase production of the remaining oil-in-place (IOR) in Class 4 reservoirs. Knowledge of heterogeneities that inhibit or block fluid flow is particularly critical. Using the TORIS database of 330 of the largest strandplain/barrier island reservoirs and its predictive and economic models, the recovery potential which could result from future application of IOR technologies to Class 4 reservoirs was estimated to be between 1.0 and 4.3 billion barrels, depending on oil price and the level of technology advancement. The analysis indicated that this potential could be realized through (1) infill drilling alone and in combination with polymer flooding and profile modification, (2) chemical flooding (sufactant), and (3) thermal processes. Most of this future potential is in Texas, Oklahoma, and the Rocky Mountain region. Approximately two-thirds of the potentially recoverable resource is at risk of abandonment by the year 2000.

    Low-level radioactive waste (LLW) disposal technologies are an integral part of the waste management process. In the United States, commercial LLW disposal is the responsibility of the State or groups of States (compact regions). The United States defines LLW as all radioactive waste that is not classified as spent nuclear fuel, high- level radioactive waste, transuranic waste, or by-product material as defined in Section II(e)(2) of the Atomic Energy Act. LLW may contain some long-lived components in very low concentrations. Countries outside the United States, however, may define LLW differently and may use different disposal technologies. This paper outlines the LLW disposal technologies that are planned or being used in Canada, China, Finland, France, Germany, Japan, Sweden, Taiwan, and the United Kingdom (UK).

  5. METHOD FOR REMOVAL OF LIGHT ISOTOPE PRODUCT FROM LIQUID THERMAL DIFFUSION UNITS

    A method and apparatus are described for removing the lighter isotope of a gaseous-liquid product from a number of diffusion columns of a liquid thermal diffusion system in two stages by the use of freeze valves. The subject liquid flows from the diffusion columns into a heated sloping capsule where the liquid is vaporized by the action of steam in a heated jacket surrounding the capsule. When the capsule is filled the gas flows into a collector. Flow between the various stages is controlled by freeze valves which are opened and closed by the passage of gas and cool water respectively through coils surrounding portions of the pipes through which the process liquid is passed. The use of the dual stage remover-collector and the freeze valves is an improvement on the thermal diffusion separation process whereby the fraction containing the lighter isotope many be removed from the tops of the diffusion columns without intercolumn flow, or prior stage flow while the contents of the capsule is removed to the final receiver.

  6. Plutonium: The first 50 years. United States plutonium production, acquisition, and utilization from 1944 through 1994

    The report contains important newly declassified information regarding the US production, acquisition, and removals of plutonium. This new information, when combined with previously declassified data, has allowed the DOE to issue, for the first time, a truly comprehensive report on the total DOE plutonium inventory. At the December 7, 1993, Openness Press Conference, the DOE declassified the plutonium inventories at eight locations totaling 33.5 metric tons (MT). This report declassifies the remainder of the DOE plutonium inventory. Newly declassified in this report is the quantity of plutonium at the Pantex Site, near Amarillo, Texas, and in the US nuclear weapons stockpile of 66.1 MT, which, when added to the previously released inventory of 33.5 MT, yields a total plutonium inventory of 99.5 MT. This report will document the sources which built up the plutonium inventory as well as the transactions which have removed plutonium from that inventory. This report identifies four sources that add plutonium to the DOE/DoD inventory, and seven types of transactions which remove plutonium from the DOE/DoD inventory. This report also discusses the nuclear material control and accountability system which records all nuclear material transactions, compares records with inventory and calculates material balances, and analyzes differences to verify that nuclear materials are in quantities as reported. The DOE believes that this report will aid in discussions in plutonium storage, safety, and security with stakeholders as well as encourage other nations to declassify and release similar data. These data will also be available for formulating policies with respect to disposition of excess nuclear materials. The information in this report is based on the evaluation of available records. The information contained in this report may be updated or revised in the future should additional or more detailed data become available.

  7. Ethanol Demand in United States Production of Oxygenate-limited Gasoline

    Ethanol competes with methyl tertiary butyl ether (MTBE) to satisfy oxygen, octane, and volume requirements of certain gasolines. However, MTBE has water quality problems that may create significant market opportunities for ethanol. Oak Ridge National Laboratory (ORNL) has used its Refinery Yield Model to estimate ethanol demand in gasolines with restricted use of MTBE. Reduction of the use of MTBE would increase the costs of gasoline production and possibly reduce the gasoline output of U.S. refineries. The potential gasoline supply problems of an MTBE ban could be mitigated by allowing a modest 3 vol percent MTBE in all gasoline. In the U.S. East and Gulf Coast gasoline producing regions, the 3 vol percent MTBE option results in costs that are 40 percent less than an MTBE ban. In the U.S. Midwest gasoline producing region, with already high use of ethanol, an MTBE ban has minimal effect on ethanol demand unless gasoline producers in other regions bid away the local supply of ethanol. The ethanol/MTBE issue gained momentum in March 2000 when the Clinton Administration announced that it would ask Congress to amend the Clean Air Act to provide the authority to significantly reduce or eliminate the use of MTBE; to ensure that air quality gains are not diminished as MTBE use is reduced; and to replace the existing oxygenate requirement in the Clean Air Act with a renewable fuel standard for all gasoline. Premises for the ORNL study are consistent with the Administration announcement, and the ethanol demand curve estimates of this study can be used to evaluate the impact of the Administration principles and related policy initiatives.

  8. A Dynamic Simulation of the Indirect Land Use Implications of Recent Biofuel Production and Use in the United States.

    The global indirect land use change (ILUC) implications of biofuel use in the United States of America (USA) from 2001 to 2010 are evaluated with a dynamic general equilibrium model. The effects of biofuels production on agricultural land area vary by year; from a net expansion of 0.17 ha per 1000 gallons produced (2002) to a net contraction of 0.13 ha per 1000 gallons (2018) in Case 1 of our simulation. In accordance with the general narrative about the implications of biofuel policy, agricultural land area increased in many regions of the world. However, oil-export dependent economies experienced agricultural land contraction because of reductions in their revenues. Reducing crude oil imports is a major goal of biofuel policy, but the land use change implications have received little attention in the literature. Simulations evaluating the effects of doubling supply elasticities for land and fossil resources show that these parameters can significantly influence the land use change estimates. Therefore, research that provides empirically-based and spatially-detailed agricultural land-supply curves and capability to project future fossil energy prices is critical for improving estimates of the effects of biofuel policy on land use.

  11. Strategic environmental assessment (SEA) for wind energy planning: Lessons from the United Kingdom and Germany

    This paper reports on SEA applied in the wind energy sector in the UK and Germany. Based on a review of 18 SEAs, it is found that the quality of SEA documentation is variable, with over a third of them being deemed unsatisfactory. Furthermore, SEA processes are conducted to varying degrees of effectiveness, with scoping a strength but impact prediction and mitigation weaknesses. Generally speaking, the influence of SEA on German wind energy plan making was found to be low and the influence of SEA on UK plans deemed to be moderate. The German plans had a low influence mainly because of a perceived high environmental performance of the underlying plans in the first instance. Substantive outcomes of SEA are not always clear and the influence of SEA on decision making is said to be limited in many cases. Finally, a lack of effective tiering between SEA and project level EIA is also observed. In addition, our findings echo some of the weaknesses of SEA practice found in previous studies of SEA effectiveness, including poor impact prediction and significance sections and a lack of detailed monitoring programmes for post plan implementation.

    The Nuclear Decommissioning Authority (NDA) is a UK non-departmental public body with a remit to clean up the civil public sector nuclear legacy. Much work has been done to date on developing contractor competition for the management of NDA-owned sites, including the UK's principal disposal facility: the Low Level Waste Repository (LLWR) in Cumbria. The competition goals and principles are integrated with the framework for the development of a UK Low Level Waste (LLW) management plan, through which the NDA will deliver its commitments to UK Government and stakeholders. Nexia Solutions has undertaken work for the NDA in assessing strategic options and scenarios for the management and disposal of current UK LLW. The volumetric, radiological and strategic limitations of existing disposition routes have been assessed against the inventories and characteristics of LLW forecast to arise.     A front end is currently under construction consisting of a H{sup -} Penning ion source (65 keV, 60 mA), low energy beam transport (LEBT), and radio frequency quadrupole (3 MeV output energy) with a medium energy beam transport suitable for high power proton applications. Diagnostics can be divided either in destructive techniques such as beam profile monitor, pepperpot, slit-slit emittance scanner (preferably used during commissioning) or nondestructive, permanently installed devices such as photodetachment-based techniques. Another way to determine beam distributions is a scintillator with charge-coupled device camera. First experiments have been performed to control the beam injection into the LEBT. The influence of beam parameters such as particle energy and space-charge compensation on the two-dimensional distribution and profiles will be presented.

    Robin W. Grimes, Professor at Imperial College, London,was the third speaker in the the May 26, 2011 EFRC Forum session, "Global Perspectives on Frontiers in Energy Research." In his presentation, Professor Grimes discussed recent research endeavors in advanced nuclear energy systems being pursued in the UK. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several “grand challenges” and use-inspired “basic research needs” recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

Anaerobic digestion, combustion and gasification are options for managing biodegradable waste while generating renewable energy. However, very little research has been carried to establish the overall energy balance of the collection, preparation and energy recovery processes for different types of wastes. Without this information, it is impossible to determine the optimum method for managing a particular waste to recover renewable energy. In this study, energy balances were carried out for the thermal processing of food waste, garden waste, wood, waste paper and the non-recyclable fraction of municipal waste. For all of these wastes, combustion in dedicated facilities or incineration with the municipal waste stream was the most energy-advantageous option. However, we identified a lack of reliable information on the energy consumed in collecting individual wastes and preparing the wastes for thermal processing. There was also little reliable information on the performance and efficiency of anaerobic digestion and gasification facilities for waste.

  4. Interpreting, correlating, and predicting the multimedia concentrations of PCDD/Fs in the United Kingdom

    Reported concentrated of 17 polychlorinated dibenzo-p-dioxin and furan congeners or congener groups in ten environmental media of the UK have been compiled. The relative equilibrium status of each congener is deduced with respect to its concentration in urban air which is regarded as the primary source of multimedia contamination. This is accomplished by calculating the equilibrium lipid partitioning (ELP) concentration for each congener and medium using partitioning information derived from measured physical chemical properties. It is shown that the extents of departure from equilibrium conditions between media are consistent for all congeners except the octa-chlorinated compounds. This method of analyzing monitoring data and the consistency of intermedia ELP concentration ratios facilitates the interpretation of the fate and levels of these persistent chemicals in a multimedia environment and yields an approximate predictive capability by which levels in one medium can be used to estimate levels in other media. Benefits of this ELP concentration approach are discussed as a means of enhancing the more complete and detailed interpretation of monitoring data for persistent compounds.

The data show a rapid decline of ambient atmospheric BC between 1962 and the early 1990s that exceeds the decline in official estimates of BC emissions based only on amount of fuel use and mostly fixed emission factors. This provides empirical confirmation of the existence and large impact of a time-dependent ''technology factor'' that must multiply the rate of fossil fuel use. Current ambient BC amounts in Great Britain comparable to those in western and central Europe, with diesel engines being the principal present source. From comparison of BC and SO2 data we infer that current BC emission inventories understate true emissions in the U.K. by about a factor of two. The results imply that there is the potential for improved technology to achieve large reduction of global ambient BC. There is a need for comparable monitoring of BC in other countries.

    The warm sunny climate and unoccupied arid lands in the American southwest are favorable factors for algae cultivation. However, additional resources affect the overall viability of specific sites and regions. We investigated the tradeoffs between growth rate, water, and CO2 availability and costs for two strains: N. salina and Chlorella sp. We conducted site selection exercises (~88,000 US sites) to produce 21 billion gallons yr-1 (BGY) of renewable diesel (RD). Experimental trials from the National Alliance for Advanced Biofuels and Bio-Products (NAABB) team informed the growth model of our Biomass Assessment Tool (BAT). We simulated RD production by both lipid extraction and hydrothermal liquefaction. Sites were prioritized by the net value of biofuel minus water and flue gas costs. Water cost models for N. salina were based on seawater and high salinity groundwater and for Chlorella, fresh and brackish groundwater. CO2 costs were based on a flue gas delivery model. Selections constrained by production and water were concentrated along the Gulf of Mexico and southeast Atlantic coasts due to high growth rates and low water costs. Adding flue gas constraints increased the spatial distribution, but the majority of sites remained in the southeast. The 21 BGY target required ~3.8 million hectares of mainly forest (41.3%) and pasture (35.7%). Exclusion in favor of barren and scrub lands forced most production to the southwestern US, but with increased water consumption (5.7 times) and decreased economic efficiency (-38%).

    Electricity generation relies heavily on water resources and their availability. To examine the interdependence of energy and water in the electricity context, the impacts of a severe drought to assess the risk posed by drought to electricity generation within the western and Texas interconnections has been examined. The historical drought patterns in the western United States were analyzed, and the risk posed by drought to electricity generation within the region was evaluated. The results of this effort will be used to develop scenarios for medium- and long-term transmission modeling and planning efforts by the Western Electricity Coordination Council (WECC) and the Electric Reliability Council of Texas (ERCOT). The study was performed in response to a request developed by the Western Governors Association in conjunction with the transmission modeling teams at the participating interconnections. It is part of a U.S. Department of Energy-sponsored, national laboratory-led research effort to develop tools related to the interdependency of energy and water as part of a larger interconnection-wide transmission planning project funded under the American Recovery and Reinvestment Act. This study accomplished three main objectives. It provided a thorough literature review of recent studies of drought and the potential implications for electricity generation. It analyzed historical drought patterns in the western United States and used the results to develop three design drought scenarios. Finally, it quantified the risk to electricity generation for each of eight basins for each of the three drought scenarios and considered the implications for transmission planning. Literature on drought impacts on electricity generation describes a number of examples where hydroelectric generation capacity has been limited because of drought but only a few examples of impact on thermoelectric generation.     More than 20 countries in the world have already reached a maximum capacity in their coal production (peak coal production) such as Japan, the United Kingdom and Germany. China, home to the third largest coal reserves in the world, is the world's largest coal producer and consumer, making it part of the Big Six. At present, however, China's coal production has not yet reached its peak. In this article, logistic curves and Gaussian curves are used to predict China's coal peak and the results show that it will be between the late 2020s and the early 2030s. Based on the predictions of coal production and consumption, China's net coal import could be estimated for coming years. This article also analyzes the impact of China's net coal import on the international coal market, especially the Asian market, and on China's economic development and energy security. 16 refs., 5 figs., 6 tabs.

    Locating sites for new algae cultivation facilities is a complex task. The climate must support high growth rates, and cultivation ponds require appropriate land and water resources as well as key utility and transportation infrastructure. We employ our spatiotemporal Biomass Assessment Tool (BAT) to select promising locations based on the open-pond cultivation of Arthrospira sp. and a strain of the order Desmidiales. 64,000 potential sites across the southern United States were evaluated. We progressively apply a range of screening criteria and track their impact on the number of selected sites, geographic location, and biomass productivity. Both strains demonstrate maximum productivity along the Gulf of Mexico coast, with the highest values on the Florida peninsula. In contrast, sites meeting all selection criteria for Arthrospira were located along the southern coast of Texas and for Desmidiales were located in Louisiana and southern Arkansas. Site selection was driven mainly by the lack of oil pipeline access in Florida and elevated groundwater salinity in southern Texas. The requirement for low salinity freshwater (<400 mg L-1) constrained Desmidiales locations; siting flexibility is greater for salt-tolerant species such as Arthrospira. Combined siting factors can result in significant departures from regions of maximum productivity but are within the expected range of site-specific process improvements.

    The Ravenspurn area is divided into two main northwest-southeast-trending fault blocks which are markedly different in terms of their diagenetic evolution and reservoir performance. The northeasterly B structure contained gas earlier and was unaffected by Middle to Late Jurassic illitization. The southwesterly A structure was uplifted later and received accumulated gas after reservoir quality was reduced by pervasive illitization. The deposition of allogenic clay and the formation of early quartz, nonferroan dolomite, and anhydrite reduced the reservoir quality of fluvial sheetflood. Burial diagenesis resulted initially in ferroan dolomite, kaolinite, and later quartz precipitation in available primary and secondary porosity. Stable-isotope and fluid-inclusion studies indicate that Ferroan dolomite and later quartz precipitated at about 100[degrees]C in the Triassic-Early Jurassic from reduced fluids derived partly from the Carboniferous basement. Gas accumulation took place first in the northeasterly B structure, which had early closure. Elsewhere diagenetic fluids evolved to a more alkaline state, and widespread illitization took place which particularly affected more permeable eolian facies. The illitization reduced the reservoir quality of the lower Leman Sandstone and contributed to diagenetic sealing (to the northwest) of the field. K-Ar dating indicates that peak illitization took place between 150 and 170 Ma (Middle-Late Jurassic). Subsequent periods of uplift in the late Cimmerian and particularly during the early Tertiary-Miocene produced the final structure of Ravenspurn North and the spillage of gas into this structure. The combination of structural and diagenetic events explains the differences in reservoir quality and well performance of the two structural blocks in the field.

    The temperature regime is calculated for two different designs of containers with uranium-bearing material for the upgraded VVR-Ts research reactor facility (IVV.10M). The containers are to be used in the production of {sup 99}Mo. It is demonstrated that the modification of the container design leads to a considerable temperature reduction and an increase in the near-wall boiling margin and allows one to raise the amount of material loaded into the container. The calculations were conducted using the international thermohydraulic contour code TRAC intended to analyze the technical safety of water-cooled nuclear power units.

    A key advantage of using microalgae for biofuel production is the ability of some algal strains to thrive in waters unsuitable for conventional crop irrigation such as saline groundwater or seawater. Nonetheless, the availability of sustainable water supplies will provide significant challenges for scale-up and development of algal biofuels. We conduct a limited techno-economic assessment based on the availability of freshwater, saline groundwater, and seawater for use in open pond algae cultivation systems. We explore water issues through GIS-based models of algae biofuel production, freshwater supply, and cost models for supplying seawater and saline groundwater. We estimate that combined, within the coterminous US these resources can support production on the order of 9.46E+7 m3 yr-1 (25 billion gallons yr-1) of renewable biodiesel. Achievement of larger targets requires the utilization of less water efficient sites and relatively expensive saline waters. Geographically, water availability is most favorable for the coast of the Gulf of Mexico and Florida peninsula, where evaporation relative to precipitation is moderate and various saline waters are economically available. As a whole, barren and scrub lands of the southwestern US have limited freshwater supplies so accurate assessment of alternative waters is critical.

    With both China and the United States relying heavily on coal for electricity, senior government officials from both countries have urged immediate action to push forward technology that would reduce carbon dioxide emissions from coal-fired plants. They discussed possible actions at a high-level workshop in April 2009 at the Harvard Kennedy School jointly sponsored by the Belfer Center's Energy Technology Innovation Policy (ETIP) research group, China's Ministry of Science and Technology, and the Chinese Academy of Sciences. The workshop examined issues surrounding Integrated Gasification Combined Cycle (IGCC) coal plants, which turn coal into gas and remove impurities before the coal is combusted, and the related carbon capture and sequestration, in which the carbon dioxide emissions are captured and stored underground to avoid releasing carbon dioxide into the atmosphere. Though promising, advanced coal technologies face steep financial and legal hurdles, and almost certainly will need sustained support from governments to develop the technology and move it to a point where its costs are low enough for widespread use.

A similar, but different, {open_quotes}surprise{close_quotes} has befallen banks as a result of toxic waste cleanup cost claims. When the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA or Superfund) was passed in 1980, banks had no cause for alarm because the Act provided an exemption from its ownership-based liability for any lender holding {open_quotes}indicia of ownership primarily to protect his security interest{close_quotes} in a hazardous waste facility. Based on the statutory language, it seemed reasonably clear that Congress did not intend to impose liability on secured creditors merely for securing a debt with a deed of trust or mortgage. Unfortunately, lender liability for CERCLA claims arose in the mid-1980s out of two lower federal court decisions and the Eleventh Circuit`s controversial, to say the least, 1990 decision in United States v. Fleet Factors Corp (Fleet Factors II). The major issues currently confronting lenders under CERCLA are (1) the extent to which a secured creditor may involve itself in the debtor`s operations, especially during a loan workout program, without becoming liable for cleanup costs as a CERCLA {open_quotes}owner or operator{close_quotes} and (2) whether a lender who forecloses on collateral and takes title is liable under CERCLA. 94 refs.

    This study used scenarios of the HadCM2 GCM and the EPIC agroecosystem model to evaluate climate change impacts on crop yields and ecosystem processes. Baseline climate data were obtained from records for 1961-1990. The scenario runs for 2025-2034 and 2090-2099 were extracted from a HadCM2 run. EPIC was run on 204 representative farms under current climate and two 10-y periods centered on 2030 and 2095, each at CO2 concentrations of 365 and 560 ppm. Texas, New Mexico, Colorado, Utah, Arizona, and California are projected to experience significant temperature increases by 2030. Slight cooling is expected by 2030 in Alabama, Florida, Maine, Montana, Idaho, and Utah. Larger areas are projected to experience increased warming by 2095. Uniform precipitation increases are expected by 2030 in the NE. These increases are predicted to expand to the eastern half of the country by 2095. EPIC simulated yield increases for the Great Lakes, Corn Belt and Northeast regions. Simulated yields of irrigated corn yields were predicted to increase in almost all regions. Soybean yields could decrease in the Northern and Southern Plains, the Corn Belt, Delta, Appalachian, and Southeast regions and increase in the Lakes and Northeast regions. Simulated wheat yields exhibited upward yield trends under scenarios of climate change. National corn production in 2030 and 2095 could be affected by changes in three major producing regions. In 2030, corn production could increase in the Corn Belt and Lakes regions but decrease in the Northern Plains leading to an overall decrease in national production. National wheat production is expected to increase during both future periods. A proxy indicator was developed to provide a sense of where in the country, and when water would be available to satisfy change in irrigation demand for corn and alfalfa production as these are influenced by the HadCM2 scenarios and CO2-fertilization.

    The coring, logging and testing of Bennett Ranch Unit well No. 310 was a cooperative effort between Texas Pacific, owner of the well, and Gruy Federal, Inc. The requirements of the contract, which are summarized in Enclosure 1, Appendix A, include drilling and coring activities. The pressure-coring and associated logging and testing programs in selected wells are intended to provide data on in-situ oil saturation, porosity and permeability distribution, and other data needed for resource characterization of fields and reservoirs in which CO/sub 2/ injection might have a high probability of success. This report presents detailed information on the first such project. This project demonstrates the usefulness of integrating pressure core, log and production data to realistically evaluate a reservoir for carbon dioxide flood. The engineering of tests and analysis of such experimental data requires original thinking, but the reliability of the results is higher than data derived from conventional tests.

  2. Closing the circle on the splitting of the atom: The environmental legacy of nuclear weapons production in the United States and what the Department of Energy is doing about it

    In the grand scheme of things we are a little more than halfway through the cycle of splitting the atom for weapons purposes. If we visualize this historic cycle as the full sweep of a clockface, at zero hour we would find the first nuclear chain reaction by Enrico Fermi, followed immediately by the Manhattan Project and the explosion of the first atomic bombs. From two o`clock until five, the United States built and ran a massive industrial complex that produced tens of thousands of nuclear weapons. At half past, the Cold War ended, and the United States shut down most of its nuclear weapons factories. The second half of this cycle involves dealing with the waste and contamination from nuclear weapons production - a task that had, for the most part, been postponed into the indefinite future. That future is now upon us. Dealing with the environmental legacy of the Cold War is in many ways as big a challenge for us today as the building of the atomic bomb was for the Manhattan Project pioneers in the 1940s. Our challenges are political and social as well as technical, and we are meeting those challenges. We are reducing risks, treating wastes, developing new technologies, and building democratic institutions for a constructive debate on our future course.

    This invention relates to a termination unit comprising an end-section of a cable. The end section of the cable defines a central longitudinal axis and comprising end-parts of N electrical phases, an end-part of a neutral conductor and a surrounding thermally insulation envelope adapted to comprising a cooling fluid. The end-parts of the N electrical phases and the end-part of the neutral conductor each comprising at least one electrical conductor and being arranged in the cable concentrically around a core former with a phase 1 located relatively innermost, and phase N relatively outermost in the cable, phase N being surrounded by the neutral conductor, electrical insulation being arrange between neighboring electrical phases and between phase N and the neutral conductor, and wherein the end-parts of the neutral conductor and the electrical phases each comprise a contacting surface electrically connected to at least one branch current lead to provide an electrical connection: The contacting surfaces each having a longitudinal extension, and being located sequentially along the longitudinal extension of the end-section of the cable. The branch current leads being individually insulated from said thermally insulation envelope by individual electrical insulators.

    The hearing was called to discuss the proposed rules issued by the Department of the Interior relating to the valuation of coal production from Federal and Indian leases for royalty purposes. The rules would base the value of coal on the gross proceeds obtained under a contract. The rules would exclude Federal black lung excise tax payments and abandoned mine payments from value, but would include state severance taxes. Considerable controversy arose such that Congress imposed a moratorium on implementation to allow further public comment. An alternative proposal from a joint industry group would base value on the depletable income provisions of the Internal Revenue Code. However, several western governors have voiced concerns over this alternative which analysis shows would result in significantly lower revenues to the Federal government, the states, and to the Tribes. Testimony was heard from eight witnesses, representing the DOI Land and Minerals Management, electric power associations, Western Organization of Resource Councils, the Navajo nation, National Coal Association, and Montana. Additional materials were submitted by the Energy Information Administration, the Western Coal Traffic League, the Western Fuels Association, and the States of Wyoming, North Dakota, Colorado, and New Mexico.

  5. Agricultural production in the United States by county: a compilation of information from the 1974 census of agriculture for use in terrestrial food-chain transport and assessment models

    Terrestrial food-chain models that simulate the transport of environmentally released radionuclides incorporate parameters describing agricultural production and practice. Often a single set of default parameters, such as that listed in USNRC Regulatory Guide 1.109, is used in lieu of site-specific information. However, the geographical diversity of agricultural practice in the United States suggests the limitations of a single set of default parameters for assessment models. This report documents default parameters with a county-wide resolution based on analysis of the 1974 US Census of Agriculture for use in terrestrial food chain models. Data reported by county, together with state-based information from the US Department of Agriculture, Economic and Statistics Service, provided the basis for estimates of model input parameters. This report also describes these data bases, their limitations, and lists default parameters by county. Vegetable production is described for four categories: leafy vegetables; vegetables and fruits exposed to airborne material; vegetables, fruits, and nuts protected from airborne materials; and grains. Livestock feeds were analyzed in categories of hay, silage, pasture, and grains. Pasture consumption was estimated from cattle and sheep inventories, their feed requirements, and reported quantities of harvested forage. The results were compared with assumed yields of the pasture areas reported. In addition, non-vegetable food production estimates including milk, beef, pork, lamb, poultry, eggs, goat milk, and honey are described. The agricultural parameters and land use information - in all 47 items - are tabulated in four appendices for each of the 3067 counties of the US reported to the Census of Agriculture, excluding those in Hawaii and Alaska.

    The dominant image of China's energy system is of billowing smokestacks from the combustion of coal. More heavily dependent on coal than any other major country, China uses it for about 70 percent of its energy (NBS, 2008). Furthermore, until recently, China had very few environmental controls on emissions from coal combustion; recent efforts to control sulfur dioxide (SO{sub 2}) emissions appear to be meeting with some success (Economy, 2007, 2009). Figure 1 shows the dominant use of coal in China's energy system from 1950 to 1980 (NBS, various years). However, this is just one side of China's energy story. Figure 2 illustrates the second part, and what may be the most important part of the story - China's energy system since 1980, shortly after Deng Xiaoping assumed full leadership. This figure compares the trends in energy consumption and gross domestic product (GDP) by indexing both values to 100 in 1980. The upper line shows what energy consumption in China would have been if it had grown at the same rate as GDP, since energy consumption usually increases in lockstep with GDP in an industrializing, developing country, at least until it reaches a high economic level. The lower line in Figure 2 shows China's actual energy consumption, also indexed to 1980. The striking difference between the lines shows that GDP in China grew much faster than energy demand from 1980 to 2002. As a result, by 2002 energy and energy-related carbon dioxide (CO{sub 2}) emissions were more than 40% percent of what they would have been if energy and GDP had grown in tandem. In the next chapter of China's energy history, from 2002 to 2005, the increase in energy demand outstripped a very rapidly growing economy, and because of the large size of the Chinese economy, the increase had substantial impacts. The construction of power plants increased to 100 gigawatts per year; over the three-year period newly constructed plants had a capacity of more than 30 percent of total electricity

    The Rocky Flats Closure Site (Site) is in the process of stabilizing residual nuclear materials, decommissioning nuclear facilities, and remediating environmental media. A number of contaminated facilities have been decommissioned, including one building, Building 779, that contained gloveboxes used for plutonium process development but did little actual plutonium processing. The actual costs incurred to decommission this facility formed much of the basis or standards used to estimate the decommissioning of the remaining plutonium-processing buildings. Recent decommissioning activities in the first actual production facility, Building 771, implemented a number of process and procedural improvements. These include methods for handling plutonium contaminated equipment, including size reduction, decontamination, and waste packaging, as well as management improvements to streamline planning and work control. These improvements resulted in a safer working environment and reduced project cost, as demonstrated in the overall project efficiency. The topic of this paper is the analysis of how this improved efficiency is reflected in recent unit costs for activities specific to the decommissioning of plutonium facilities. This analysis will allow the Site to quantify the impacts on future Rocky Flats decommissioning activities, and to develop data for planning and cost estimating the decommissioning of future facilities. The paper discusses the methods used to collect and arrange the project data from the individual work areas within Building 771. Regression and data correlation techniques were used to quantify values for different types of decommissioning activities. The discussion includes the approach to identify and allocate overall project support, waste management, and Site support costs based on the overall Site and project costs to provide a ''burdened'' unit cost.
