    For each photomultiplier tube in an Anger camera, an R.times.S array of preamplifiers is provided to detect electrons generated within the photomultiplier tube. The outputs of the preamplifiers are digitized to measure the magnitude of the signals from each preamplifier. For each photomultiplier tube, a corresponding summation circuitry including R row summation circuits and S column summation circuits numerically add the magnitudes of the signals from preamplifiers for each row and for each column to generate histograms. For a P.times.Q array of photomultiplier tubes, P.times.Q summation circuitries generate P.times.Q row histograms including R entries and P.times.Q column histograms including S entries. The total set of histograms include P.times.Q.times.(R+S) entries, which can be analyzed by a position calculation circuit to determine the locations of events (detection of a neutron).

    The University of Pennsylvania SolaRow house, an urban row home retrofitted for comfort and domestic hot water heating, was extensively instrumented for performance monitoring and acquisition of weather and solar radiation data. This report describes the heating and instrumentation systems, provides the details for instrumentation, piping and valve identification, and specifies the operation and maintenance of the heating and data acquisition systems. The following are included: (1) system flow diagrams; (2) valve and cable identification tables; (3) wiring diagrams; and (4) start-up, normal operation, shut-down, maintenance and trouble-shooting procedures.     Using scanning tunneling microscopy, we observe an adlayer structure that is dominated by short rows of S atoms, on unreconstructed regions of a Au(111) surface. This structure forms upon adsorption of low S coverage (less than 0.1 monolayer) on a fully reconstructed cleansurface at 300 K, then cooling to 5 K for observation. The rows adopt one of three orientations that are rotated by 30° from the close-packed directions of the Au(111) substrate, and adjacent S atoms in the rows are separated by ?3 times the surface lattice constant, a. Monte Carlo simulations are performed on lattice-gas models, we derived using a limited cluster expansion based on density functional theory energetics. Furthermore, models which include long-range pairwise interactions (extending to 5a), plus selected trio interactions, successfully reproduce the linear rows of S atoms at reasonable temperatures.

    Using scanning tunneling microscopy, we observe an adlayer structure that is dominated by short rows of S atoms, on unreconstructed regions of a Au(111) surface. This structure forms upon adsorption of low S coverage (less than 0.1 monolayer) on a fully reconstructed cleansurface at 300 K, then cooling to 5 K for observation. The rows adopt one of three orientations that are rotated by 30° from the close-packed directions of the Au(111) substrate, and adjacent S atoms in the rows are separated by √3 times the surface lattice constant, a.     The U.S. Department of Energy (DOE) Oak Ridge Office of Environmental Management (EM-OR) requested that Oak Ridge Associated Universities (ORAU), working under the Oak Ridge Institute for Science and Education (ORISE) contract, provide technical and independent waste management planning support using funds provided by the American Recovery and Reinvestment Act (ARRA). Specifically, DOE EM-OR requested ORAU to plan and implement a survey approach, focused on characterizing the Isotope Row Facilities located at the Oak Ridge National Laboratory (ORNL) for future determination of an appropriate disposition pathway for building debris and systems, should the buildings be demolished. The characterization effort was designed to identify and quantify radiological and chemical contamination associated with building structures and process systems. The Isotope Row Facilities discussed in this report include Bldgs. 3030, 3031, 3032, 3033, 3033A, 3034, 3036, 3093, and 3118, and are located in the northeast quadrant of the main ORNL campus area, between Hillside and Central Avenues. Construction of the isotope production facilities was initiated in the late 1940s, with the exception of Bldgs. 3033A and 3118, which were enclosed in the early 1960s. The Isotope Row facilities were intended for the purpose of light industrial use for the processing, assemblage, and storage of radionuclides used for a variety of applications (ORNL 1952 and ORAU 2013). The Isotope Row Facilities provided laboratory and support services as part of the Isotopes Production and Distribution Program until 1989 when DOE mandated their shutdown (ORNL 1990). These facilities performed diverse research and developmental experiments in support of isotopes production. As a result of the many years of operations, various projects, and final cessation of operations, production was followed by inclusion into the surveillance and maintenance (S&M) project for eventual decontamination and decommissioning (D&D).     diesel fuel price decreases for the second week in a row The U.S. average retail price for on-highway diesel fuel fell to $2.86 a gallon on Monday. That's down 5.3 cents from a week ago, based on the weekly price survey by the U.S. Energy Information Administration. Diesel prices were highest in the Central Atlantic region at 3.23 a gallon, down 8 cents from a week ago. Prices were lowest in the Gulf Coast states at 2.72 a gallon, down 4.8 cents.

    Residual stresses in Inconel alloy 600, row 1, U-bend tubes, used in heat exchanges in nuclear reactors, were studied using an advanced x-ray diffraction instrument. Both axial and circumferential (hoop) stresses on the extrados, intrados, and flanks on the O.D. surface of several U-bends were mapped. The I.D. surface residual stresses at the extrados of the U-bend were mapped on one tube and subsurface stress measurements were made on the I.D. and O.D. surfaces of that tube. Service loads were simulated on one tube to ascertain combined effect of residual and applied stresses. Data from wall thickness and profilometry measurements were also correlated with residual stress measurements. 21 refs., 42 figs.

    A research team at University of Rome La Sapienza designed and developed a new Stirling Ringbom engine, named ULS-RSE 1, with the aim to make it simple and cheap, to accelerate the pre-commercialization process and facilitate the diffusion of Stirling technology. The engine is a by 2.5 kW mechanical power and about 9 kW thermal power unit, since it can operate as cogeneration unit. The heat source is a multi-fuel furnace of 14 kW thermal power with a combustion efficiency of 75%. In order to reduce its weight, the compressor device (power piston, cross-head, rod and cylinder) is made of Ergal, an aluminum alloy. The seal of the piston is a charged PTFE (bronze or graphite); the characteristics of this material are the long life and the high working performance (260 C, 600 bar and 10 m/s of mean piston speed). The hot section has no crank mechanism. The stainless steel displacer has a seal guide of Peek, preventing the effects of high working temperatures (about 1000 K). Two dampers are located at the top, in order to regulate the displacer piston stroke. The displacer free piston runs into a sort of stainless steel container, cylinder shaped. The corrugated nickel foil heat exchangers are located in the space between the hot section wall and the container. The regenerator, unusually long 12 cm, consists of a stainless steel foil matrix (thickness of 0.05 mm). To improve the thermal exchange in the hot and cold working spaces, external fins are also provided, respectively longitudinal and horizontal ones. The realization of a test bench is in progress.

    In response to a request from the Health and Safety Supervisor at the Yankee Nuclear Power Station (SIC-4911), Rowe, Massachusetts, an investigation was begun into ozone (10028156) exposure during plasma arc cutting and welding. Welders had reported chest tightness, dry cough, and throat and bronchial irritation. The nuclear power station was in the process of being decommissioned, and workers were dismantling components using welding and cutting methods. Of the operations observed during the site visit, the highest ozone concentrations were generated during plasma arc cutting, followed by metal inert gas (MIG) welding and arc welding. During plasma arc cutting the average and peak concentrations exceeded the NIOSH ceiling recommended exposure limit of 0.1 part per million. The author concludes that ozone exposure during plasma arc cutting and MIG welding presented a health hazard to welders. The author recommends that improvements be made in the local exhaust ventilation, that nitrogen-dioxide levels be monitored during hot work, and that many exposed workers wear protective clothing, use ultraviolet blocking lotion, and continue the use appropriate shade of eye protection.

    The pathway of H diffusion that will induce the migration of Pd atom is investigated by employing first principles calculations based on density functional theory to explain the origin of missing-row reconstruction of Pd(110).The calculated activation barrier and the H-induced reconstruction energy reveal that the long bridge-to-tetrahedral configuration is the energetically favored process for the initial stage of reconstruction phenomenon. While the H diffusion triggers the migration of Pd atom, it is the latter process that significantly contributes to the activated missing-row reconstruction of Pd(110). Nonetheless, the strong interaction between the diffusing H and the Pd atoms dictates the occurrence of reconstructed surface.

    Since about 5 years, Apple-II type Elliptically Polarizing Undulators (EPU) have been used very successfully at the ALS to generate high brightness photon beams with arbitrary polarization. However, both EPUs installed so far cause significant changes of the vertical beamsize, especially when the row phase is changed to change the polarization of the photons emitted. Detailed measurements indicate this is caused by a row phase dependent skew quadrupole term in the EPUs. Magnetic measurements revealed the same effect for the third EPU to be installed later this year. All measurements to identify and quantify the effect with beam will be presented, as well as some results of magnetic bench measurements and numeric field simulations.

    This invention relates to a termination unit comprising an end-section of a cable. The end section of the cable defines a central longitudinal axis and comprising end-parts of N electrical phases, an end-part of a neutral conductor and a surrounding thermally insulation envelope adapted to comprising a cooling fluid. The end-parts of the N electrical phases and the end-part of the neutral conductor each comprising at least one electrical conductor and being arranged in the cable concentrically around a core former with a phase 1 located relatively innermost, and phase N relatively outermost in the cable, phase N being surrounded by the neutral conductor, electrical insulation being arrange between neighboring electrical phases and between phase N and the neutral conductor, and wherein the end-parts of the neutral conductor and the electrical phases each comprise a contacting surface electrically connected to at least one branch current lead to provide an electrical connection: The contacting surfaces each having a longitudinal extension, and being located sequentially along the longitudinal extension of the end-section of the cable. The branch current leads being individually insulated from said thermally insulation envelope by individual electrical insulators.

    For the fourth year in a row, the United States led the world in adding new wind power capacity in 2008, and also surpassed Germany to take the lead in terms of cumulative installed wind capacity. The rapid growth of wind power in the U.S. over the past decade (Figure 1) has been driven by a combination of increasingly supportive policies (including the Federal production tax credit (PTC) and a growing number of state renewables portfolio standards), uncertainty over the future fuel costs and environmental liabilities of natural gas and coal-fired power plants, and wind's competitive position among generation resources. This article focuses on just the last of these drivers - i.e., trends in U.S. wind power prices - over the period of strong capacity growth since 1998.

    This report provides summary information on Oak Ridge National Laboratory (ORNL) Environmental Restoration (ER) sites as listed in the Oak Ridge Reservation Federal Facility Agreement (FFA), dated January 1, 1992, Appendix C. The Oak Ridge National Laboratory was built in 1943 as part of the World War II Manhattan Project. The original mission of ORNL was to produce and chemically separate the first gram-quantities of plutonium as part of the national effort to produce the atomic bomb. The current mission of ORNL is to provide applied research and development in support of the U.S. Department of Energy (DOE) programs in nuclear fusion and fission, energy conservation, fossil fuels, and other energy technologies and to perform basic scientific research in selected areas of the physical, life, and environmental sciences. ER is also tasked with clean up or mitigation of environmental impacts resulting from past waste management practices on portions of the approximately 37,000 acres within the Oak Ridge Reservation (ORR). Other installations located within the ORR are the Gaseous Diffusion Plant (K-25) and the Y-12 plant. The remedial action strategy currently integrates state and federal regulations for efficient compliance and approaches for both investigations and remediation efforts on a Waste Area Grouping (WAG) basis. As defined in the ORR FFA Quarterly Report July - September 1995, a WAG is a grouping of potentially contaminated sites based on drainage area and similar waste characteristics. These contaminated sites are further divided into four categories based on existing information concerning whether the data are generated for scoping or remedial investigation (RI) purposes. These areas are as follows: (1) Operable Units (OU); (2) Characterization Areas (CA); (3) Remedial Site Evaluation (RSE) Areas; and (4) Removal Site Evaluation (RmSE) Areas.

The slagging combustor process will provide NO{sub x} and SO{sub x} emissions that meet NSPS and New York State Environmental Standards.     G3(MP2)//B3 theory was modified to incorporate compact effective potential (CEP) pseudopotentials, providing a theoretical alternative referred to as G3(MP2)//B3-CEP for calculations involving first-, second-, and third-row representative elements. The G3/05 test set was used as a standard to evaluate the accuracy of the calculated properties. G3(MP2)//B3-CEP theory was applied to the study of 247 standard enthalpies of formation, 104 ionization energies, 63 electron affinities, 10 proton affinities, and 22 atomization energies, comprising 446 experimental energies. The mean absolute deviations compared with the experimental data for all thermochemical results presented an accuracy of 1.4 kcal mol{sup ?1} for G3(MP2)//B3 and 1.6 kcal mol{sup ?1} for G3(MP2)//B3-CEP. Approximately 75% and 70% of the calculated properties are found with accuracy between ±2 kcal mol{sup ?1} for G3(MP2)//B3 and G3(MP2)//B3-CEP, respectively. Considering a confidence interval of 95%, the results may oscillate between ±4.2 kcal mol{sup ?1} and ±4.6 kcal mol{sup ?1}, respectively. The overall statistical behavior indicates that the calculations using pseudopotential present similar behavior with the all-electron theory. Of equal importance to the accuracy is the CPU time, which was reduced by between 10% and 40%.

    The Rocky Flats Closure Site (Site) is in the process of stabilizing residual nuclear materials, decommissioning nuclear facilities, and remediating environmental media. A number of contaminated facilities have been decommissioned, including one building, Building 779, that contained gloveboxes used for plutonium process development but did little actual plutonium processing. The actual costs incurred to decommission this facility formed much of the basis or standards used to estimate the decommissioning of the remaining plutonium-processing buildings. Recent decommissioning activities in the first actual production facility, Building 771, implemented a number of process and procedural improvements. These include methods for handling plutonium contaminated equipment, including size reduction, decontamination, and waste packaging, as well as management improvements to streamline planning and work control. These improvements resulted in a safer working environment and reduced project cost, as demonstrated in the overall project efficiency. The topic of this paper is the analysis of how this improved efficiency is reflected in recent unit costs for activities specific to the decommissioning of plutonium facilities. This analysis will allow the Site to quantify the impacts on future Rocky Flats decommissioning activities, and to develop data for planning and cost estimating the decommissioning of future facilities. The paper discusses the methods used to collect and arrange the project data from the individual work areas within Building 771. Regression and data correlation techniques were used to quantify values for different types of decommissioning activities. The discussion includes the approach to identify and allocate overall project support, waste management, and Site support costs based on the overall Site and project costs to provide a ''burdened'' unit cost.     This windmill provides low cost energy out of the wind in the form of compressed air, etc, by maximizing wind-contact at the least cost construction and maintenance, at the least cost of project site - making the ''Output/Cost Ratio'' very high. This is done by making the sails very large using light fabrics with aluminum or bamboo frames forming a square face, supported by light strong ropes, by arranging the sails on a single file close to one after the other at erect posture free to clip to the right or to the left, forming a long procession line transverse to the wind which is in close loop with another long procession line parallel to it but moving to the opposite direction, to produce a very large windmill without the need of additional set up units of windmills; by carrying the large sails high about the ground for better wind-contact thru a two level Aerial Cable Railway by means of a deep-groove roller wheel attached to the top end and to the bottom end of each sail-mast; by separating the two parallel lines of sails at least 100 feet apart for better wind-contact thru the use of set of three Terminal Gear Wheels at a Half-Hexagonal formation that hold the end loops of the Power Cable Chain being tugged by each sail; by making the windmill work during strong winds and storing the energy in compressed air tunnels, elevated water.
