    Competition in the utility industry forces management to look closely at the cost effectiveness of power plant outage projects. At TVA Fossil and Hydro Power, innovative work measurement is proving effective as a project management tool to do more with less. Labor-hours to complete outage work scopes are reduced by some 20 to 30%, not by working harder or sacrificing safety, or quality, but by working and managing smarter. Fossil power plant outages and shutdowns are costly. They are labor-intensive construction projects, often with expanding work scope, and executed on a fast track. Outage work is inherently complex and dynamic, and often unpredictable. Many activities and tasks must be integrated, coordinated and completed safely and efficiently by multiple crafts and work groups. As a result, numerous productivity factors can influence the cost and schedule of outage completion. This provides owners, contractors and labor with unique opportunities for competitive advantage--by making radical changes in how they manage labor-hours and time.

    Most concrete structures are designed and detailed to provide for a volume decrease without excessive cracking. Occasionally, however, a concrete structure exhibits a long-term increase in volume termed concrete growth. Concrete growth may result from a variety of reactions, such as the hydration of unstable oxides included in the concrete mix, or the oxidation of minerals or from an outside attack of sulfates. The most important reaction creating concrete growth is that between minor alkali hydroxides from cement and the concrete aggregates. Two distinctly different harmful reactions have been recognized: the alkali-silicate and alkali-carbonate reactions. Concrete deteriorating from an alkali-aggregate reaction, regardless of the type, develops an obvious network of cracks called pattern or map cracking. These alkali-aggregate reactions and their accompanying concrete growth have presented numerous problems at TVA's Fontana Dam, Chickamauga Dam and lock, and Hiwassee Dam. Much has been learned about alkali-aggregate reaction since 1940. Most harmful reactions can now be prevented in proposed structures by interpreting the results of standard test methods. It is not possible, however, in existing structures to determine how far the growth phenomenon has progressed, how long the effects will have to be dealt with, or what the future effects will be. A program of close surveillance and monitoring is maintained at these projects, and problems are dealt with as they arise.

    This is a preliminary assessment of the potential for geologic carbon sequestration for the Tennessee Valley Authority's (TVA) John Sevier and Kingston power plants. The purpose of this assessment is to make a 'first cut' determination of whether there is sufficient potential for geologic carbon sequestration within 200 miles of the plants for TVA and Oak Ridge National Laboratory (ORNL) to proceed with a joint proposal for a larger project with a strong carbon management element. This assessment does not consider alternative technologies for carbon capture, but assumes the existence of a segregated CO{sub 2} stream suitable for sequestration.

    Three large Tennessee Valley Authority (TVA) dams are currently experiencing problems caused by alkali-aggregate reaction (AAR). Since the fall of 1990, engineers in Stone & Webster`s Denver, Colorado office have been working with TVA to evaluate how AAR is affecting the dams and to identify measures for controlling the adverse effects of the concrete growth. This paper provides an overview of how finite element analysis is being used to understand the affects of AAR on these structures and to evaluate alternatives for minimizing the adverse effects of the concrete growth. Work on Hiwassee Dam is essentially complete, while that on the Chickamauga and Fontana Projects is still in progress. Consequently, this paper will focus primarily on Hiwassee Dam. The ongoing work on the other two projects will only be discussed briefly.

    In March 1995, Tennessee Valley Authority (TVA) and Southwest Research Institute (SwRi) conducted testing of a multi-element ultrasonic probe designed to inspect economizer tubing in the Paradise power plant during the spring outage. This evaluation was to determine general loss of wall thickness due to erosion/corrosion and preferential inside diameter (ID) corrosion at butt welds in straight sections of the tube. The erosion/corrosion wall loss occurs during service while the butt weld corrosion occurs out-of-service when water collects in the weld groove during outages and results in localized pitting in the weld groove. The ultrasonic (UT) probe was designed to acquire thickness measurements from the ID of the economizer tubes and to be accurate, very rapid UT inspection. To attain a high rate of speed inside the tubes, an eight-element circular array of transducers were designed into the probe head. Thickness data and location data are collected automatically by a portable computer.

    Construction partnering has been used on many government and private construction projects for at least a decade while environmental partnering at federal facilities has only recently received some attention. The Federal government is exploring how to implement the concepts of environmental partnering at federal facilities. It appears that some federal facilities are utilizing partnering concepts while others are not. Environmental partnering as a federal facility consists of a cooperative effort by all facility stakeholders working as a team to achieve the goal of environmental restoration. The regulatory members must join with other stakeholders in dealing with environmental issues in a timely manner. The key elements of environmental partnering are: commitment, trust, common goals, timely response and continuous evaluation. The partnering process is only a guide since each project or program is unique and the stakeholder will vary requiring a tailored partnering approach. The process consists of: early preparation, identification of stakeholders, management commitments, kick-off meeting or workshop and periodic evaluations. This paper presents the concepts of environmental partnering, including benefits, stakeholders, and the environmental partnering process. It also discusses examples of construction partnering and environmental partnering.

    Chickamauga Dam is a multi-purpose project constructed by the Tennessee Valley Authority (TVA) in the early 1940s. Shortly after construction it was evident there was an alkali-aggregate reaction taking place in the concrete structures. This reaction resulted in a phenomenon of concrete growth; i.e., unchecked expansion of the concrete which causes high stresses, cracking and movement of concrete structures, and undesirable side effects. This problem has increased in severity resulting in increased concerns about structural integrity of the dam structures and long term outages to navigation.

    Evaporator tubes of carbon steel material, obtained from the TVA 20 MW AFBC test facility, were examined for deposit formation and metal wastage. Three different regions of the tube sections were analyzed using electron diffraction and several electron-optical techniques. The results showed that excessive metal wastage in one of the locations can be attributed to erosive wear of chlorine impregnated iron oxide scales. The results also showed that corrosion accelerating elements such as Cl, S, and K act independent of each other on the carbon steel evaporator tubes and it is imperative to characterize the local environment in the vicinity of the tube banks for understanding the complex deposition/corrosion phenomena that occur in FBC systems. 2 refs., 11 figs., 1 tab.

    Gallatin Units 1 and 2 have experienced a long history of problems in the reheat front inlet platens and front outlet pendants. Cracks were discovered at lug welds on the reheat inlet platen assemblies after six years of operation. During the next ten years cracking at lugs continued to be a problem in both the inlet platen and front outlet assemblies. Solutions included changing tube material and spacing, and redesigning lugs. None of the solutions were successful. In 1980, a fuel switch to washed coal was made to reduce boiler slagging. Within two years of the fuel change, liquid phase corrosion began to attack the tubes. The corrosion became severe and elements were replaced at seven year intervals. During this time, EPRI sought utilities with boilers experiencing liquid phase corrosion to test new corrosion resistant materials. Gallatin Unit 2 was selected as one of the test units. Probes containing a number of different alloys were inserted into the furnace and subjected to the corrosion attacks. After a five year study, HR3C was selected as the alloy from which to build a complete set of elements for further testing. Reheat assemblies were manufactured from HR3C and installed in Unit 2 and Unit 1 Shortly after Unit 1 returned to service, swages between the front pendant and inlet platen elements failed by brittle fracture due to the cold swaging operation used in fabrication. Cracks were discovered after two years of operation at the tube to lug welds and the new elements were experiencing the same liquid phase corrosion as in the past. The attempt to resolve the liquid phase corrosion problem in Gallatin Units 1 and 2 pendant reheater revealed that past replacements did not address the root cause of the problems. HR3C is a relatively brittle material and manufacturers used traditional methods to design and fabricate the elements. Inadequate fabrication and erection procedures have led to several in-service problems not associated with liquid phase corrosion.

    This report presents a comparison of the characteristics of some prominent examples of independent government corporations and agencies with respect to the Department of Energy's (DOE) uranium enrichment enterprise. The six examples studied were: the Bonneville Power Administration (BPA); the Tennessee Valley Authority (TVA); the Synthetic Fuels Corporation (SYNFUELS); the Consolidated Rail Corporation (CONRAIL); the British Telecommunications Corporation (British TELECOM); and the Communications Satellite Organization (COMSAT), in order of decreasing levels of government ownership and control. They range from BPA, which is organized as an agency within DOE, to COMSAT, which is privately owned and free from almost all regulations common to government agencies. Differences in the degree of government involvement in these corporations and in many other characteristics serve to illustrate that there are no accepted standards for defining the characteristics of government corporations. Thus, historical precedent indicates considerable flexibility would be available in the development of enabling legislation to reorganize the enrichment enterprise as a government corporation or independent government agency.

    For nearly fifty years the US held a dominant position in research and development in the free world. The situation has changed dramatically in the last decade. Countries around the world realize that to foster sustainable economic growth, they must build and maintain a foundation in science and technology. The time in which a country could base its gross national product solely on extraction of raw materials or on people-intensive manufacturing is drawing to a close. The funding for research and development has been growing in the rest of the world, while US expenditures have not kept pace. In 1961, the United States funded 71 `?40 of the world's R&D. It is estimated that the US contribution to research and development fimding today has reached the 3 3o/0 level, and will drop to 26o/0 of the world's total by 2003.1 In 1981 US government spending per capita on non-defense research and development was nearly fifty percent above our major competitors; by 2002 it is projected to be f@ percent below them.2 This trend has a profound impact on how research and development institutions in the United States plan for their future technical growth. Sandia National Laboratories, as one of the largest US-government tided research establishments, has been watching this trend for some time. %ndi~ focusing on the Laboratories' missions in nuclear weapons and related defense systems, energy security, environmental integrity, and emerging national challenges, is committed to bringing the best in world-class technology to bear on the nation's problems. We realize maintaining our state-of-the-art technolo=~ base requires we look not only to domestic sources in universities, industries and other laboratories, but also to sources overseas. The realization that we must be "worldwide gatherers of technology" has led Sandia National Laboratories to consider the question of international partnering in some detaiI.     High performance houses require a high degree of coordination and have significant interdependencies between various systems in order to perform properly, meet customer expectations, and minimize risks for the builder. Responsibility for the key performance attributes is shared across the project team and can be well coordinated through advanced partnering strategies. For high performance homes, traditional partnerships need to be matured to the next level and be expanded to all members of the project team including trades, suppliers, manufacturers, HERS raters, designers, architects, and building officials as appropriate. In an environment where the builder is the only source of communication between trades and consultants and where relationships are, in general, adversarial as opposed to cooperative, the chances of any one building system to fail are greater. Furthermore, it is much harder for the builder to identify and capitalize on synergistic opportunities. Partnering can help bridge the cross-functional aspects of the systems approach and achieve performance-based criteria. Critical success factors for partnering include support from top management, mutual trust, effective and open communication, effective coordination around common goals, team building, appropriate use of an outside facilitator, a partnering charter progress toward common goals, an effective problem-solving process, long-term commitment, continuous improvement, and a positive experience for all involved.

    The Arizona Governor’s Office of Energy Policy, in partnership with Tucson Electric Power (TEP), Tendril, and Next Phase Energy (NPE), formed the TEP Power Partners pilot project to demonstrate how residential customers could access their energy usage data and third party applications using data obtained from an Automatic Meter Reading (AMR) network. The project applied for and was awarded a Smart Grid Data Access grant through the U.S. Department of Energy. The project participants’ goal for Phase I is to actively engage 1,700 residential customers to demonstrate sustained participation, reduction in energy usage (kWh) and cost ($), and measure related aspects of customer satisfaction. This Demonstration report presents a summary of the findings, effectiveness, and customer satisfaction with the 15-month TEP Power Partners pilot project. The objective of the program is to provide residential customers with energy consumption data from AMR metering and empower these participants to better manage their electricity use. The pilot recruitment goals included migrating 700 existing customers from the completed Power Partners Demand Response Load Control Project (DRLC), and enrolling 1,000 new participants. Upon conclusion of the project on November 19, 2013; 1,390 Home Area Networks (HANs) were registered; 797 new participants installed a HAN; Survey respondents’ are satisfied with the program and found value with a variety of specific program components; Survey respondents report feeling greater control over their energy usage and report taking energy savings actions in their homes after participating in the program; On average, 43 % of the participants returned to the web portal monthly and 15% returned weekly; and An impact evaluation was completed by Opinion Dynamics and found average participant savings for the treatment period1 to be 2.3% of their household use during this period.2 In total, the program saved 163 MWh in the treatment period of 2013.

    The energy service company (ESCO) business model could become significantly more effective by integrating the energy-efficiency purveyor and their capital into the underlying building ownership and operation partnership, rather than the current model in which the ESCO remains an outsider with higher transaction costs and limited interest and participation in the value created by the cost savings. Resource conservation advocates rarely use the language of real estate to articulate the cost effectiveness of capital improvements aimed at reducing utility costs in commercial and residential income properties. Conventional methods that rely on rarefied academic notions of simple payback time or a narrow definition of return on investment fail to capture a significant component of the true market value created by virtue of reduced operating expenses. Improvements in energy and water efficiency can increase the fundamental profitability of real estate investments by raising Net Operating Income (NOI), and hence returns during the holding period, and, ultimately, proceeds at time of sale. We introduce the concept of an Energy Services Partner, who takes an equity interest in a real estate partnership in exchange for providing the expertise and capital required to reduce utility operating costs. Profit to all partners increases considerably as a result. This approach would also help to address a crisis facing ESCOs today stemming from their considerable liabilities (through guaranteed savings) and negligible offsetting assets.

    In 2008 the US Department of Energy (DOE) launched the Commercial Buildings Partnership (CBP) project to accelerate market adoption of commercially available energy saving technologies into the design process for new and upgraded commercial buildings. The CBP represents a unique collaboration between industry leaders and DOE to develop high performance buildings as a model for future construction and renovation. CBP was implemented in two stages. This paper focuses on lessons learned at Pacific Northwest National Laboratory (PNNL) in the first stage and discusses some partner insights from the second stage. In the first stage, PNNL and the National Renewable Energy Laboratory recruited CBP partners that own large portfolios of buildings. The labs provide assistance to the partners' design teams and make a business case for energy investments.

    Based on the experience of designing and building the Green Car, a fuel cell/battery hybrid vehicle, and Genesis, a hydrogen/oxygen fuel cell powered transporter, Energy Partners has developed a fuel cell power system for propulsion of an off-road utility vehicle. A 10 kW hydrogen/air fuel cell stack has been developed as a prototype for future mass production. The main features of this stack are discussed in this paper.     With assistance from the Florida Solar Energy Center (FSEC) and its Building America Partnership for Improved Residential Construction (BA-PIRC), Atlantic Housing Partners (AHP) has implemented a high performance, systems engineered package of measures. This report demonstrates how the initiative achieves Building America (BA) goals of 30%-50% energy savings. Specifically, the goals are documented as being achieved in the new construction multifamily housing sector in the hot humid climate. Results from energy modeling of the high performance package are presented. The role of utility allowance calculations, used as part of the low-income housing tax credit process, to value those energy savings is discussed, as is customer satisfaction with heat pump water heaters.

    With assistance from the Florida Solar Energy Center (FSEC) and its Building America Partnership for Improved Residential Construction (BA-PIRC), Atlantic Housing Partners (AHP) has implemented a high performance, systems engineered package of measures. This report demonstrates how the initiative achieves Building America (BA) goals of 30%-50% energy savings. Specifically, the goals are documented as being achieved in the new construction multifamily housing sector in the hot humid climate. Results from energy modeling of the high performance package are presented. The role of utility allowance calculations, used as part of the low-income housing tax credit process, to value those energy savings is discussed, as is customer satisfaction with heat pump water heaters.
