    The Sault Ste. Marie Tribe of Chippewa Indians is working to reduce energy consumption and expense in Tribally-owned governmental buildings. The Sault Ste. Marie Tribe of Chippewa Indians will conduct energy audits of nine Tribally-owned governmental buildings in three counties in the Upper Peninsula of Michigan to provide a basis for evaluating and selecting the technical and economic viability of energy efficiency improvement options. The Sault Ste. Marie Tribe of Chippewa Indians will follow established Tribal procurement policies and procedures to secure the services of a qualified provider to conduct energy audits of nine designated buildings. The contracted provider will be required to provide a progress schedule to the Tribe prior to commencing the project and submit an updated schedule with their monthly billings. Findings and analysis reports will be required for buildings as completed, and a complete Energy Audit Summary Report will be required to be submitted with the provider?s final billing. Conducting energy audits of the nine governmental buildings will disclose building inefficiencies to prioritize and address, resulting in reduced energy consumption and expense. These savings will allow Tribal resources to be reallocated to direct services, which will benefit Tribal members and families.

    From July 2005 to July 2007, the Schatz Energy Research Center (SERC) assisted the Yurok Tribe in the implementation of a program designed to build the Tribe’s own capacity to improve energy efficiency and maintain and repair renewable energy systems in Tribal homes on the Yurok Reservation. Funding for this effort was provided by the U.S. Department of Energy’s Tribal Program under First Steps grant award #DE-FG36-05GO15166. The program’s centerpiece was a house-by-house needs assessment, in which Tribal staff visited and conducted energy audits at over fifty homes. The visits included assessment of household energy efficiency and condition of existing renewable energy systems. Staff also provided energy education to residents, evaluated potential sites for new household renewable energy systems, and performed minor repairs as needed on renewable energy systems.

    Although Idaho's electrical rates are among the lowest in the country, the Nez Perce Tribe's electrical bills take a large bite out of the operating budget every year. Tribal programs are located in forty some buildings, in six counties, in two states. Ninety-five percent, or more, are heated electrically. The age of the Tribal office buildings located in Lapwai, Idaho vary from forty to over a hundred years old. Only sporadic updates, in the buildings themselves, have been made over the years. Working with the Tribe's electrical provider (Avista Corporation), it was determine that a minimum financial commitment could reap large rewards in the form of lower operating costs.

    The Tribe is working to reduce energy consumption and expense in Tribally-owned governmental buildings and low income housing sites. In 2009, the Tribe applied to the U. S. Department of Energy for funding to conduct energy audits of Tribally-owned governmental buildings. Findings from the energy audits would define the extent and types of energy efficiency improvements needed, establish a basis for energy priorities, strategies and action plans, and provide a benchmark for measuring improvements from energy efficiency implementations. In 2010, the DOE awarded a grant in the amount of $95,238 to the Tribe to fund the energy audits of nine governmental buildings and to pay for travel expenses associated with attendance and participation at the DOE annual program reviews. In 2011, the Tribe applied for and was awarded a DOE grant in the amount of $75,509 to conduct energy audits of the remaining 30 Tribally-owned governmental buildings. Repeating mobilization steps performed during the first DOE energy audits grant, the Tribe initiated the second round of governmental building energy audits by completing energy auditor procurement. The selected energy auditor successfully passed DOE debarment and Sault Tribe background clearances. The energy audits contract was awarded to U. P. Engineers and Architects, Inc. of Sault Ste. Marie, Michigan. The Tribe continued mobilizing for the energy audits by providing the energy auditor with one year of electric, gas and water utility invoice copies per building, as well as supplemental building information, such as operating hours. The Tribe also contacted building occupants to coordinate scheduling for the on-site energy audit inspections and arranged for facilities management personnel to guide the energy auditor through the buildings and answer questions regarding building systems.

    This newsletter describes key activities of the DOE Office of Indian Energy Policy and Programs for Summer 2012. The U.S. Department of Energy Office of Indian Energy Policy and Programs (DOE-IE) has selected 11 Tribes - five in Alaska and six in the contiguous United States - to receive on-the-ground technical support for community-based energy efficiency and renewable energy projects as part of DOE-IE's Strategic Technical Assistance Response Team (START) Program. START finalists were selected based on the clarity of their requests for technical assistance and the ability of START to successfully work with their projects or community. Technical experts from DOE and its National Renewable Energy Laboratory (NREL) will work directly with community-based project teams to analyze local energy issues and assist the Tribes in moving their projects forward. In Alaska, the effort will be bolstered by DOE-IE's partnership with the Denali Commission, which will provide additional assistance and expertise, as well as funding to fuel the Alaska START initiative.

    The Washoe Tribe of Nevada and California was awarded funding to complete the Washoe Tribe Alternative Energy Feasibility Study project. The main goal of the project was to complete an alternative energy feasibility study. This study was completed to evaluate “the potential for development of a variety of renewable energy projects and to conduct an alternative energy feasibility study that determines which alternative energy resources have the greatest economic opportunity for the Tribe, while respecting cultural and environmental values” (Baker-Tilly, 2014). The study concluded that distributed generation solar projects are the best option for renewable energy development and asset ownership for the Washoe Tribe. Concentrating solar projects, utility scale wind projects, geothermal, and biomass resource projects were also evaluated during the study and it was determined that these alternatives would not be feasible at this time.

    The assets that Citizen Potawatomi Nation holds were evaluated to help define the strengths and weaknesses to be used in pursuing economic prosperity. With this baseline assessment, a Planning Team will create a vision for the tribe to integrate into long-term energy and business strategies. Identification of energy efficiency devices, systems and technologies was made, and an estimation of cost benefits of the more promising ideas is submitted for possible inclusion into the final energy plan. Multiple energy resources and sources were identified and their attributes were assessed to determine the appropriateness of each. Methods of saving energy were evaluated and reported on and potential revenue-generating sources that specifically fit the tribe were identified and reported. A primary goal is to create long-term energy strategies to explore development of tribal utility options and analyze renewable energy and energy efficiency options. Associated goals are to consider exploring energy efficiency and renewable economic development projects involving the following topics: (1) Home-scale projects may include construction of a home with energy efficiency or renewable energy features and retrofitting an existing home to add energy efficiency or renewable energy features. (2) Community-scale projects may include medium to large scale energy efficiency building construction, retrofit project, or installation of community renewable energy systems. (3) Small business development may include the creation of a tribal enterprise that would manufacture and distribute solar and wind powered equipment for ranches and farms or create a contracting business to include energy efficiency and renewable retrofits such as geothermal heat pumps.     Oneida Nation is located in Northeast Wisconsin. The reservation is approximately 96 square miles (8 miles x 12 miles), or 65,000 acres. The greater Green Bay area is east and adjacent to the reservation. A county line roughly splits the reservation in half; the west half is in Outagamie County and the east half is in Brown County. Land use is predominantly agriculture on the west 2/3 and suburban on the east 1/3 of the reservation. Nearly 5,000 tribally enrolled members live in the reservation with a total population of about 21,000. Tribal ownership is scattered across the reservation and is about 23,000 acres. Currently, the Oneida Tribe of Indians of Wisconsin (OTIW) community members and facilities receive the vast majority of electrical and natural gas services from two of the largest investor-owned utilities in the state, WE Energies and Wisconsin Public Service. All urban and suburban buildings have access to natural gas. About 15% of the population and five Tribal facilities are in rural locations and therefore use propane as a primary heating fuel. Wood and oil are also used as primary or supplemental heat sources for a small percent of the population. Very few renewable energy systems, used to generate electricity and heat, have been installed on the Oneida Reservation. This project was an effort to develop a reasonable renewable energy portfolio that will help Oneida to provide a leadership role in developing a clean energy economy. The Energy Optimization Model (EOM) is an exploration of energy opportunities available to the Tribe and it is intended to provide a decision framework to allow the Tribe to make the wisest choices in energy investment with an organizational desire to establish a renewable portfolio standard (RPS).

With an unemployment rate of 42%, the job training component of this program will benefit the tribe. Past attempts have been made to provide energy efficiency and renewable energy maintenance services on the reservation, but many of these services have not endured because they were not tribe-driven. This project will build tribal expertise, increase awareness, and form collaborative relationships with local energy services.

    The purpose of this project was to determine the technical feasibility, economic viability, and potential impacts of installing and operating a wind power station and/or small hydroelectric generation plants on the Makah reservation. The long-term objective is to supply all or a portion of Tribe's electricity from local, renewable energy sources in order to reduce costs, provide local employment, and reduce power outages. An additional objective was for the Tribe to gain an understanding of the requirements, costs, and benefits of developing and operating such plants on the reservation. The Makah Indian Reservation, with a total land area of forty-seven square miles, is located on the northwestern tip of the Olympic Peninsula in Washington State. Four major watersheds drain the main Reservation areas and the average rainfall is over one hundred inches per year. The reservation's west side borders the Pacific Ocean, but mostly consists of rugged mountainous terrain between 500 and 1,900 feet in elevation. Approximately 1,200 tribal members live on the Reservation and there is an additional non-Indian residential population of about 300. Electric power is provided by the Clallam County PUD. The annual usage on the reservation is approximately 16,700 mWh. Project Work Wind Energy--Two anemometer suites of equipment were installed on the reservation and operated for a more than a year. An off-site reference station was identified and used to project long-term wind resource characteristics at the two stations. Transmission resources were identified and analyzed. A preliminary financial analysis of a hypothetical wind power station was prepared and used to gauge the economic viability of installation of a multi-megawatt wind power station. Small Hydroelectric--Two potential sites for micro/small-hydro were identified by analysis of previous water resource studies, topographical maps, and conversations with knowledgeable Makah personnel. The Elk Valley Rancheria, California ('Tribe') is a federally recognized Indian tribe located in Del Norte County, California, in the northwestern corner of California. The Tribe, its members and Tribal enterprises are challenged by increasing energy costs and undeveloped local energy resources. The Tribe currently lacks an energy program. The Tribal government lacked sufficient information to make informed decisions about potential renewable energy resources, energy alternatives and other energy management issues. To meet this challenge efficiently, the Tribe contracted with Frank Zaino and Associates, Inc. to help become more energy self-sufficient, by reducing their energy costs and promoting energy alternatives that stimulate economic development. Frank Zaino & Associates, Inc. provided a high level economic screening analysis based on anticipated electric and natural gas rates. This was in an effort to determine which alternative energy system will performed at a higher level so the Tribe could reduce their energy model by 30% from alternative fuel sources. The feasibility study will identify suitable energy alternatives and conservation methods that will benefit the Tribe and tribal community through important reductions in cost. The lessons learned from these conservation efforts will yield knowledge that will serve a wider goal of executing energy efficiency measures and practices in Tribal residences and business facilities. Pacific Power is the provider of electrical power to the four properties under review at $ 0.08 per Kilowatt-hour (KWH). This is a very low energy cost compared to alternative energy sources. The Tribe used baseline audits to assess current and historic energy usage at four Rancheria owned facilities. Past electric and gas billing statements were retained for review for the four buildings that will be audited. A comparative assessment of the various energy usages

    The Yurok Tribe has a great need for improved energy services on the reservation. The members pay $328 per month per household on average for energy, with just a $9,000 median household income. The project will assess the need for energy efficiency services on the reservation, identify available resources, and develop an implementation plan for meeting these needs. With an unemployment rate of 42%, the job training component of this program will benefit the tribe. Past attempts have been made to provide energy efficiency and renewable energy maintenance services on the reservation, but many of these services have not endured because they were not tribe-driven. This project will build tribal expertise, increase awareness, and form collaborative relationships with local energy services.

    Motor driven processes represent a large portion of the energy consumption in the United States and, as a result, present a large opportunity for energy savings. Energy efficient motors reduce energy use and will see wider implementation as the impact of the Energy Policy Act of 1992 is felt. These motors are made possible by design and material improvements without compromising reliability, quality, or performance. One drawback is their potential for nuisance tripping due to a high inrush current at starting. Solutions do exist to this problem. Economics also play a large role in energy efficient motor application. The cost of repairing a motor or installing a new machine as well as any utility rebates determine if the efficient motor price premium is offset by energy savings. Other issues such as adjustable speed drives, belts and supply voltage affect efficiency as well. Several industry examples demonstrate the potential results. A thorough understanding of these factors show the energy efficient motor can be a good choice for most applications.

    The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems. The objectives of the project are to develop an energy vision that in turn will lead to a more detailed, prioritized, long-term strategic plan.     Data Center facilities, prevalent in many industries and institutions are essential to California's economy. Energy intensive data centers are crucial to California's industries, and many other institutions (such as universities) in the state, and they play an important role in the constantly evolving communications industry. To better understand the impact of the energy requirements and energy efficiency improvement potential in these facilities, the California Energy Commission's PIER Industrial Program initiated this project with two primary focus areas: First, to characterize current data center electricity use; and secondly, to develop a research ''roadmap'' defining and prioritizing possible future public interest research and deployment efforts that would improve energy efficiency. Although there are many opinions concerning the energy intensity of data centers and the aggregate effect on California's electrical power systems, there is very little publicly available information. Through this project, actual energy consumption at its end use was measured in a number of data centers. This benchmark data was documented in case study reports, along with site-specific energy efficiency recommendations. Additionally, other data center energy benchmarks were obtained through synergistic projects, prior PG&E studies, and industry contacts. In total, energy benchmarks for sixteen data centers were obtained. For this project, a broad definition of ''data center'' was adopted which included internet hosting, corporate, institutional, governmental, educational and other miscellaneous data centers. Typically these facilities require specialized infrastructure to provide high quality power and cooling for IT equipment. All of these data center types were considered in the development of an estimate of the total power consumption in California.     An energy efficient seawater desalination plant, which produces pure distilled water at an operating cost 30 to 90 percent lower than that of other desalination plants, and which is large enough to serve a city of at least 55,000, has been constructed in Charlotte Amalie, St. Thomas, Virgin Islands. The St. Thomas plant consists of two units, each capable of producing up to 1.45 million gallons of water per day, nearly 16 percent more than specifications. A third identical unit is located on St. Croix. The three units were designed and built by Israel Desalination Engineering (IDE), of Tel-Aviv, at a total cost of $15 million. They are located next to generating units which supply low grade (low pressure) steam for the desalting operation. Both the generating and desalination units belong to the Virgin Islands Water and Power Authority. The plants are low temperature operation (70/sup 0/C) which allows use of low grade or spent steam from the power plant. The cost of such low pressure steam is lower than the cost of high pressure steam or electric power required by other desalination processes. Low temperature operation has other advantages. It reduces problems of corrosion and scale formation and allows the use of totally non-corrosive plastic tubing and large low cost aluminum alloy heat transfer surfaces.

    The primary goal of this project is to develop a Scotts Valley Energy Development Office (SVEDO). This office will further support the mission of the Tribe's existing leadership position as the DOE Tribal Multi-County Weatherization Energy Program (TMCWEP) in creating jobs and providing tribal homes and buildings with weatherization assistance to increase energy efficiency, occupant comfort and improved indoor air quality. This office will also spearhead efforts to move the Tribe towards its further strategic energy goals of implementing renewable energy systems through specific training, resource evaluation, feasibility planning, and implementation. Human capacity building and continuing operations are two key elements of the SVEDO objectives. Therefore, the project will 1) train and employ additional Tribal members in energy efficiency, conservation and renewable resource analyses and implementation; 2) purchase materials and equipment required to implement the strategic priorities as developed by the Scotts Valley Tribe which specifically include implementing energy conservation measures and alternative energy strategies to reduce energy costs for the Tribe and its members; and 3) obtain a dedicated office and storage space for ongoing SVEDO operations.

    Since the spring of 2009, billions of federal dollars have been allocated to state and local governments as grants for energy efficiency and renewable energy projects and programs. The scale of this American Reinvestment and Recovery Act (ARRA) funding, focused on 'shovel-ready' projects to create and retain jobs, is unprecedented. Thousands of newly funded players - cities, counties, states, and tribes - and thousands of programs and projects are entering the existing landscape of energy efficiency programs for the first time or expanding their reach. The nation's experience base with energy efficiency is growing enormously, fed by federal dollars and driven by broader objectives than saving energy alone. State and local officials made countless choices in developing portfolios of ARRA-funded energy efficiency programs and deciding how their programs would relate to existing efficiency programs funded by utility customers. Those choices are worth examining as bellwethers of a future world where there may be multiple program administrators and funding sources in many states. What are the opportunities and challenges of this new environment? What short- and long-term impacts will this large, infusion of funds have on utility customer-funded programs; for example, on infrastructure for delivering energy efficiency services or on customer willingness to invest in energy efficiency? To what extent has the attribution of energy savings been a critical issue, especially where administrators of utility customer-funded energy efficiency programs have performance or shareholder incentives? Do the new ARRA-funded energy efficiency programs provide insights on roles or activities that are particularly well-suited to state and local program administrators vs. administrators or implementers of utility customer-funded programs?     Recent accomplishments in buildings energy research by the diverse groups in the Energy Efficient Buildings Program at Lawrence Berkeley Laboratory (LBL) are summarized. We review technological progress in the areas of ventilation and indoor air quality, buildings energy performance, computer modeling, windows, and artificial lighting. The need for actual consumption data to track accurately the improving energy efficiency of buildings is being addressed by the Buildings Energy Data (BED) Group at LBL. We summarize results to date from our Building Energy Use Compilation and Analysis (BECA) studies, which include time trends in the energy consumption of new commercial and new residential buildings, the measured savings being attained by both commercial and residential retrofits, and the cost-effectiveness of buildings energy conservation measures. We also examine recent comparisons of predicted vs. actual energy usage/savings, and present the case for building energy use labels.

    The Office of Energy Efficiency and Renewable Energy (EE) is part of the U.S. Department of Energy that is specifically charged with encouraging the more efficient use of energy resources, and the use of renewable energy resources - such as solar power, wind power, biomass energy and geothermal energy. In the past several years, EE has increased its emphasis on technology deployment through partnerships with states, local governments and private companies. Partnerships move new discoveries more quickly into the marketplace, where they can create jobs, prevent pollution, save resources, and produce many other benefits. The author then emphasizes the importance of this effort in a number of different sections of the paper: energy consumption pervades everything we do; U.S. energy imports are rising to record levels; transportation energy demand is increasing; U.S. energy use is increasing; population growth increases world energy demand; total costs of energy consumption aren`t always counted; world energy markets offer incredible potential; cost of renewables is decreasing; clean energy is essential to sustainable development; sustainable energy policy; sustainable energy initiatives: utilities, buildings, and transportation.

    On March 15, 1999, Lawrence Berkeley National Laboratory hosted a workshop focused on energy efficiency in Cleanroom facilities. The workshop was held as part of a multiyear effort sponsored by the California Institute for Energy Efficiency, and the California Energy Commission. It is part of a project that concentrates on improving energy efficiency in Laboratory type facilities including cleanrooms. The project targets the broad market of laboratory and cleanroom facilities, and thus cross-cuts many different industries and institutions.     Electrotek is an engineering services company specializing in energy-related programs. Clients are most utilities, large energy users, and the U.S. Electric Power Research Institute. Electrotek has directed energy projects for the U.S. Agency for International Development and the U.S. Department of Energy in Poland and other countries of Central Europe. The objective is to assist the host country organizations to identify and implement appropriate energy efficiency and pollution reduction technologies, to transfer technical and organizational knowledge, so that further implementations are market-driven, without needed continuing foreign investment. Electrotek has worked with the Silesian Power Distribution Company to design an energy efficiency program for industrial customers that has proven to be profitable for the company and for its customers. The program has both saved energy and costs, and reduced pollution. The program is expanding to include additional customers, without needing more funding from the U.S. government.

    The US electric utility industry is undergoing a period of fundamental change that has significant implications for Native American tribes. Although many details remain to be determined, the future electric power industry will be very different from that of the present. It is anticipated that the new competitive electric industry will be more efficient, which some believe will benefit all participants by lowering electricity costs. Recent developments in the industry, however, indicate that the restructuring process will likely benefit some parties at the expense of others. Given the historical experience and current situation of Native American tribes in the US, there is good reason to pay attention to electric industry changes to ensure that the situation of tribes is improved and not worsened as a result of electric restructuring. This paper provides a review of electricity restructuring in the US and identifies ways in which tribes may be affected and how tribes may seek to protect and serve their interests. Chapter 2 describes the current status of energy production and service on reservations. Chapter 3 provides an overview of the evolution of the electric industry to its present form and introduces the regulatory and structural changes presently taking place. Chapter 4 provides a more detailed discussion of changes in the US electric industry with a specific focus on the implications of these changes for tribes. Chapter 5 presents a summary of the conclusions reached in this paper.

    Thanks to investments in more efficient vehicles, appliances, and buildings, Americans will spend $100 billion less this year on energy than if they had remained at 1973 levels of energy consumption. Cumulative savings from efficiency improvements since the first Arab oil embargo now total nearly $1 trillion. Yet even more remarkable is the potential for far greater rewards. Estimates of untapped energy savings range widely, but they are all large. The Electric Power Research Institute, the utility industry's research arm, estimates the US electricity demand could be reduced by up to 44 percent by the year 2000 through efficiency gains made with existing technology. The authors and his colleagues at Rocky Mountain Institute believe that the potential cost-effective savings are even larger, conceivably as much as 75 percent of total US energy demand. This article addresses several ways in which these savings may be brought about.

    This Methodology Booklet provides a comprehensive review and methodology guiding principles for constructing energy efficiency indicators, with illustrative examples of application to individual countries. It reviews work done by international agencies and national government in constructing meaningful energy efficiency indicators that help policy makers to assess changes in energy efficiency over time. Building on past OECD experience and best practices, and the knowledge of these countries' institutions, relevant sources of information to construct an energy indicator database are identified. A framework based on levels of hierarchy of indicators -- spanning from aggregate, macro level to disaggregated end-use level metrics -- is presented to help shape the understanding of assessing energy efficiency. In each sector of activity: industry, commercial, residential, agriculture and transport, indicators are presented and recommendations to distinguish the different factors affecting energy use are highlighted. The methodology booklet addresses specifically issues that are relevant to developing indicators where activity is a major factor driving energy demand. A companion spreadsheet tool is available upon request.

    The Southern Energy Efficiency Center (SEEC) builds collaborative partnerships with: state and local governments and their program support offices, the building delivery industry (designers, contractors, realtors and commissioning agents), product manufacturers and their supply chains, utilities and their program implementers, consumers and other stakeholders in order to forge a strong regional network of building energy efficiency allies. Through a project Steering Committee composed of the state energy offices and building industry stakeholders, the SEEC works to establish consensus-based goals, priorities and strategies at the regional, state and local levels that will materially advance the deployment of high-performance “beyond code” buildings.     Field investigations illustrate that it is not realistic to expect new high-tech equipment to function for a full life expectancy at high efficiency without significant operations and maintenance (O&M). A simple walk through inspection of most buildings reveals extensive equipment that is being operated on manual override, is incorrectly adjusted and operating inefficiently, or is simply inoperative. This point is illustrated with two examples at Robins Air Force Base, Georgia. The first describes development of a comprehensive, base-wide, steam trap maintenance program. The second describes a measured evaluation from a typical office building. The objective of both examples was to assess the importance of proper O&M. The proposed ``O&M First`` philosophy will result in more efficient building HVAC operation, provide improved services to the building occupants, and reduce energy consumption and unscheduled equipment repair/replacement. Implementation of a comprehensive O&M program will result in a 15--25% energy savings. The O&M foundation that is established will allow other energy conservation activities such is demand side management or energy management and control systems, to achieve and maintain their expected energy savings.
