The previous visitor center was across from a shopping mall in rental space at park headquarters in Thousand Oaks.     At the request of the Department of Energy and Westinghouse Hanford Company, the Bureau of Mines has investigated the flammability of mixtures of hydrogen, ammonia, nitrous oxide, and air. The tests were performed in a spherical chamber under quiescent and turbulent conditions. This paper describes combustion calculations using the GASFLOW code and compares the calculated pressure ratios with experiments mentioned above. GASFLOW is a finite-volume computer code that solves the transient, three-dimensional, compressible fluid, Navier-Stokes equations with multiple species coupled with finite-rate chemical kinetics. The computational results show good agreement with the experimental data and confirm GASFLOW to be a valuable tool for evaluating the above combustion process.

    The Bureau of Land Management (BLM) has developed a {open_quotes}Blueprint for the Future{close_quotes} changing its organizational structure to better manage nearly 270 million acres of public lands and 540 million acres of subsurface mineral resources. Both efforts focus on ecosystem management and better business practices. The mission identified in the {open_quotes}Blueprint{close_quotes} is {open_quotes}to sustain the health, diversity and productivity of the public lands for the use and enjoyment of present and future generations.{close_quotes} Within this mission goals include maintaining healthy ecosystems and improving customer service and business practices. In conjunction with the Blueprint, the BLM developed strategies to streamline its headquarters and field organizational structures and to accommodate an ecosystem management approach. The new headquarters structure uses flexible interdisciplinary work teams in place of the programmatic hierarchical approach. These teams may be established on either a permanent or temporary basis. For example, one team is responsible for reporting on the condition of the public lands as an essential part of maintaining healthy ecosystems. Although it is too early to judge the success of the BLM`s reinvention efforts, insights can be gained from a review of these efforts. One insight is that most people are so used to thinking about the public lands on a statute by statute, resource by resource, project by project basis, that is difficult for them to adjust to the ecosystem management or streamlining paradigms.

    The String theory workshop was held from March 4-7, 2015 on the University of Michigan campus. Local organizers were Gordon Kane and Aaron Pierce. Piyush Kumar (Yale), Jim Halverson (KITP), Bobby Acharya (ICTP) and Sven Krippendorf (Oxford) served as external organizers.The meeting focused on the status of work to project 10 or 11 dimensional string/M theories onto our 4 spacetime dimensions (compactification). The workshop had 31 participants, half from outside the U.S. Participants were encouraged to focus on predictions for recent and forthcoming data, particularly for Higgs physics and LHC and dark matter, rather than on the traditional approach of embedding the Standard Model particles and forces. The Higgs boson sympoosium was locally organized by James Wells (chair), Aaron Pierce and Jianming Qian. Additional input in the early stages by Stefan Pokorski (Warsaw) who was unable to attend in the end. The workshop consistent of 22 talks from experts around the world, both theoretical and experimental. Experimentalists summarized the current state of knowledge of the Higgs boson and its varients. The theory talks ranged from technical calculations of Standard Model processes to speculative novel ideas. The YHET visitor program invited weekly young visitors to the University of Michigan campus to present their work. This year 24 participants came under the program, with 17 of them receiving at least partial support for their visits.

    The workshop was held from September 23-25, 2013 on the University of Michigan campus. Local organizers were Dragan Huterer, Katherine Freese, and Heidi Wu (University of Michigan). Marilena Lo Verde (University of Chicago) also served as an external organizer. This workshop sought to gather experimentalists and theorists to discuss and define directions in cosmology research after the 1st year release of Planck data. The workshop included 35 invited (non-U-M) cosmologists, most of them relatively junior. The workshop was notable for spirited discussion of various theoretical ideas and experimental developments, and particularly on how one could test theory with ongoing and future experiments. In our follow-up poll, 95% of participants reported that interactions with other participants at the workshop may lead to further collaboration. Most participants (again about 95%) reported that they are very satisfied with the quality of the program, information they received, and the logistical support.     The Antelope Valley California Poppy Reserve contains the largest remaining stand of the California Poppy (Eschschozia Californica), the state flower of California. To welcome the thousands of people viewing the desert wildflowers each spring, the State of California decided to build a visitor/interpretive center. This building deals primarily with the question of fit; a building's fit aesthetically with its site and the fit of a building's design response to the climate of the site. In this case, both aspects of this question led the client and architects to seek an earth sheltered solution using materials at least metaphorically indigenous to the region. On both a technical and formal level, this building seeks to fit the unique climate and historical heritage of its site.

    This document is the final report of the solar energy system located at the Visitors' Center on the Stephens College Campus, Columbia, Missouri. The system is installed in a four-story, 15,000 square foot building designed to include the college's Admission Office, nine guest rooms for overnight lodging for official guests of the college, a two-story art gallery, and a Faculty Lounge. The solar energy system is an integral design of the building and utilizes 176 Honeywell/Lennox hydronic flat-plate collectors which use a 50% water-ethylene glycol solution and water-to-water heat exchanger. Solar heated water is stored in a 5000 gallon water storage tank located in the basement equipment room. A natural gas fired hot water boiler supplies hot water when the solar energy heat supply fails to meet the demand. The designed solar contribution is 71% of the heating load. The demonstration period for this project ends June 30, 1984.

    The purpose of this analysis is to provide the U.S. Department of the Interior (DOI) and the Bureau of Land Management (BLM) with an overview of renewable energy (RE) generation markets, transmission planning efforts, and the ongoing role of the BLM RE projects in the electricity markets of the 11 states (Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming) that comprise the Western Electricity Coordinating Council (WECC) Region. This analysis focuses on the status of, and projections for, likely development of non-hydroelectric renewable electricity from solar (including photovoltaic [PV] and concentrating solar power [CSP]), wind, biomass and geothermal resources in these states. Absent new policy drivers and without the extension of the DOE loan guarantee program and Treasury's 1603 program, state RPS requirements are likely to remain a primary driver for new RE deployment in the western United States.     This report presents recommendations relative to the use of expert systems and machine learning techniques by the Bureau of Labor Statistics (BLS) to substantially automate product substitution decisions associated with the Consumer Price Index (CPI). Thirteen commercially available, PC-based expert system shells have received in-depth evaluations. Various machine learning techniques were also reviewed. Two recommendations are given: (1) BLS should use the expert system shell LEVEL5 OBJECT and establish a software development methodology for expert systems; and (2) BLS should undertake a small study to evaluate the potential of machine learning techniques to create and maintain the approximately 350 ELI-specific knowledge bases to be used in CPI product substitution review.

These surveys were part of a larger project to survey streams in the Columbia River basin that provided, or had provided, spawning and rearing habitat for salmon and steelhead (Rich, 1948). The purpose of the survey was, as described by Rich, 'to determine the present condition of the various tributaries with respect to their availability and usefulness for the migration, breeding, and rearing of migratory fishes'. Current estimates of the loss of anadromous fish habitat in the Columbia River Basin are based on a series of reports published from 1949-1952 by the U.S. Fish and Wildlife Service. The reports were brief, qualitative accounts of over 5000 miles of stream surveys conducted by the BOF from 1934-1946 (Bryant, 1949; Bryant and Parkhurst, 1950; Parkhurst, 1950a-c; Parkhurst et al., 1950). Despite their brevity, these BOF reports have formed the basis for estimating fish habitat losses and conditions in the Columbia River Basin (Fulton, 1968, 1970; Thompson, 1976; NPPC, 1986). Recently, the field notebooks from the BOF surveys were discovered. The data is now archived and stored in the Forest Science DataBank at Oregon State University (Stafford et al., 1984; 1988). These records are the earliest and most comprehensive documentation available of the condition and extent of anadromous fish habitat before hydropower development in the Columbia River Basin. They provide the baseline data for quantifying changes and setting a benchmark for future restoration of anadromous fish habitat throughout the Basin.     A Committee of Visitors (COV) was formed to review the procedures used by the Office of Fusion Energy Sciences to manage its Theory and Computations program. The COV was pleased to conclude that the research portfolio supported by the OFES Theory and Computations Program was of very high quality. The Program supports research programs at universities, research industries, and national laboratories that are well regarded internationally and address questions of high relevance to the DOE. A major change in the management of the Theory and Computations program over the past few years has been the introduction of a system of comparative peer review to guide the OFES Theory Team in selecting proposals for funding. The COV was impressed with the success of OFES in its implementation of comparative peer review and with the quality of the reviewers chosen by the OFES Theory Team. The COV concluded that the competitive peer review process has improved steadily over the three years that it has been in effect and that it has improved both the fairness and accountability of the proposal review process. While the COV commends OFES in its implementation of comparative review, the COV offers the following recommendations in the hope that they will further improve the comparative peer review process: The OFES should improve the consistency of peer reviews. We recommend adoption of a “results-oriented” scoring system in their guidelines to referees (see Appendix II), a greater use of review panels, and a standard format for proposals; The OFES should further improve the procedures and documentation for proposal handling. We recommend that the “folders” documenting funding decisions contain all the input from all of the reviewers, that OFES document their rationale for funding decisions which are at variance with the recommendation of the peer reviewers, and that OFES provide a Summary Sheet within each folder; The OFES should better communicate the procedures used to

    The DOE, Naval Petroleum reserves in California (NPRC), proposes to sign an Amendment to the Cooperative Agreement and Supplement with the California Department of Food and Agriculture (CDFA) to extend the term of the Curly Top Virus Control Program (CTVCP) in California. This program involves Malathion spraying on NPRC lands to control the beet leafhopper, over a five year period from 1997 through 2001. It is expected that approximately 330 acres on Naval Petroleum Reserve Number 1 (NPR-1) and approximately 9,603 acres on Naval Petroleum Reserve Number 2 (NPR-2) will be treated with Malathion annually by CDFA during the course of this program. The actual acreage subject to treatment can vary from year to year. Pursuant to the requirements of the National Environmental Policy Act of 1969 (NEPA), as amended, the potential impacts of the proposed action were analyzed in a Joint Environmental Assessment (DOE/EA-1011) with the US Department of Interior, Bureau of Land Management (BLM) acting as lead agency, in consultation with the CDFA, and the DOE acting as a cooperating agency. Based on the analysis in the EA, DOE has determined that the conduct of the Curly Top Virus Control Program in California is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the NEPA. Therefore, the preparation of an Environmental Impact Statement is not required and DOE is consequently issuing a FONSI.

    This document contains summary reports of stream habitat surveys, conducted in Idaho, by the Bureau of Fisheries (BOF, now National Marine Fisheries Service) from 1938-1942.. These surveys were part of a larger project to survey streams in the Columbia River basin that provided, or had provided, spawning and rearing habitat for salmon and steelhead (Rich, 1948). The purpose of the survey was, as described by Rich, 'to determine the present condition of the various tributaries with respect to their availability and usefulness for the migration, breeding, and rearing of migratory fishes'. The Idaho portion of the survey consisted of extensive surveys of the Clearwater, Salmon, Weiser, and Payette River Subbasins. Current estimates of the loss of anadromous fish habitat in the Columbia River Basin are based on a series of reports published from 1949-1952 by the U.S. Fish and Wildlife Service. The reports were brief, qualitative accounts of over 5000 miles of stream surveys conducted by the BOF from 1934-1946 (Bryant, 1949; Bryant and Parkhurst, 1950; Parkhurst, 1950a-c; Parkhurst et al., 1950). Despite their brevity, these BOF reports have formed the basis for estimating fish habitat losses and conditions in the Columbia River Basin (Fulton, 1968, 1970; Thompson, 1976; NPPC, 1986).     Although production of U/sub 3/O/sub 8/ declined only slightly in 1980, New Mexico's share of domestic production has declined from 48% in 1976 to 35% in 1980. Production projections indicate a continued decline in 1981 and lower production until at least 1984. New Mexico has 41% of total domestic reserves producible in the $50-per-lb cost category. In keeping with the anticipated steady depletion of reserves, production of crude oil in New Mexico was 69.9 million bls, a 6.3% decline in production from 1979. Condensate production of 5.4 million bbls in 1980, however, represented an increase of 7% from 1979 production. Although natural gas production was the lowest since 1970 and declined by 2.6% from 1979 production, 1980 was the 15th year that production exceeded 1 trillion cu ft. Despite declines in production, the valuation of oil and gas production has increased significantly with oil sales doubling from the previous year and gas sales increasing by $409 million because of higher prices. Reserves have been estimated to be 959 million bbls of crude oil and 17.667 trillion cu ft of natural gas. Production of 19.5 million short tons of coal in 1980 represented a 33% increase over 1979 production and an increase of 157% since 1970. Coal resources in New Mexico are estimated to be 180.79 billion short tons, and production is projected to incease to 39.61 million tons in 1985 and 67.53 million tons in 1990. The most notable developments in geothermal energy have been in technical advances in drilling, testing, and applications, especially in the area of hot dry rock systems. The US Bureau of Land Management has issued 113 geothermal leases that remain active. Recent geothermal exploration activity has been detailed for 21 companies.

    This report contains survey results identifying the current radiological condition of two areas located at the site of the United States Bureau of Mines' Albany Metallurgical Research Center in Albany, Oregon. These areas are designed as the BioMass Facility and the Back Forty. The BioMass Facility was a pilot plant for the production of oil from wood waste; it consists of five structures on a two-acre site. The Back Forty is a vacant area of about 14 acres south of the BioMass Facility. Both areas were reportedly used as dump sites for the Bureau of Mines operations. No contamination was found to be associated with the structures, equipment, or material in the BioMass Facility; however, four relatively small areas of contamination were found in the exterior grounds. The maximum radiation level measured was 0.7 mR/h at 1 cm. A relatively large area (approx. 0.8 acre) in the Back Forty area exhibited anomalous radiation levels. Radiation levels as high as 100 ..mu..R/h were measured at 3 ft above ground. This area was reportedly used as a dump site for Bureau of Mines activities. The structures, equipment, and material associated with the BioMass Facility can be released for unrestricted use. However, because of the subsurface contamination found in both the BioMass and the Back Forty areas, some restrictions should be incorporated into any planned useage for this site. Some discussion regarding these hazards are included in the text of this report.

    During the periods 1954 to 1956 and 1960 to 1971, the Albany Metallurgical Research Center (AMRC) was engaged in metallurgical operations that included melting, machining, welding, and alloying of thorium. In addition, research on alloys of uranium and thorium started in 1955 and continued until suspended in 1978. Records indicated that at the time the original AEC contract was terminated, buildings and surrounding areas were decontaminated to the general guidelines provided by the AEC. Those guidelines were not as specific as current guidelines, and detailed records of the final decontamination were not documented. Because of that, radiological assessemnt of this site was initiated in June 1978. During June and July 1978, a radiological survey of the grounds and the buildings was completed. Certain buildings were designated as areas where no survey was necessary; however, it was decided by the ANL survey team to at least perform floor surveys in those buildings. Significant levels of contamination, both loose and fixed, were found in 10 of the 33 buildings surveyed. In addition, about 60 contaminated areas, including 17 with loose contamination, were found outside the buildings. Surveys of the sanitary sewers, the Albany sewage treatment plant and the Ohling Farm showed no significant contamination. Significant levels of contamination were found in the septic system behind Buildings 12 and 17. Air samples taken throughout the site revealed no radon concentrations in excess of the limits proposed by the US Surgeon General (10 CFR 712).

  3. The US Geological Survey-Bureau of Land Management cultural resources program in the National Petroleum Reserve in Alaska, 1977-1981

    Utilization of northern Alaska's riches long predates the recent oil exploration program in the National Petroleum Reserve in Alaska (NPRA). Though the earliest known archaeological site in the reserve dates back only 7600 yr, most archaeologists believe human groups first occupied the area at least 4000 yr earlier. The as-yet-undiscovered physical remains left behind by these first inhabitants of the area, as well as the known and unknown traces of the peoples who succeeded them through time, constitute the cultural resources of the NPRA. First among the laws protecting cultural resources is the Antiquities Act of 1906, which provides for the establishment of national monuments by Presidential proclamation, sets up a permit system for the scientific investigation of cultural resources on Federal land, and details penalities for unauthorized disturbance of archaeological remains. The Archaeological and Historic Preservation Act of 1974, which extended the earlier Reservoir Salvage Act of 1960, authorizes funds for the preservation of historical and archaeological data that otherwise might be lost through any Federal construction project or federally licensed or assisted activity or program. The National Historic Preservation Act of 1966 established the National Register of Historic Places and a National Advisory Council to assist all Federal agencies in evaluating the effects of their actions on properties included, or eligible for inclusion, in the National Register. Finally, Executive Order 11593 of May 13, 1971, requires all Federal agencies to inventory cultural resources on lands they manage or affect in order to determine eligibility for the National Register, and to use due caution in regard to those resources until the inventory, evaluation, and nomination processes are completed. The oil exploration program in the NPRA is subject to this body of law for cultural resource protection.

  4. A note on Hardy-Weinberg equilibrium of VNTR data by using the Federal Bureau of Investigation's fixed-bin method

    To fully utilize the information of VNTR data for forensic inference, the probability of observing the matching suspect and evidentiary profile in a reference population is estimated, usually by assuming independence of alleles within and between loci. This assumption has been challenged on the basis of the observation that there is frequently an excess of single-band phenotypes (SBP) in forensic data bases, which could indicate lack of independence. Nevertheless, another explanation is that the excess SBP are artifacts of laboratory methods. In this report the authors examine the excess of SBP for three VNTR loci studied by the FBI (D17S79 and D2S44, for blacks, and D14S13, for Caucasians). The FBI claims that the excess is due to the effect of null alleles; the null alleles are suspected to be small to be detected. The authors estimate the frequency of null alleles for two loci (D17S79 and D14A13) by comparing, for these loci, the data from the FBI data base and the data from the Lifecodes data base. These comparisons yield information on small fragments because Lifecodes uses the restriction enzyme PstI, which yields larger fragments than does HaeIII, which the FBI uses. For D17S19 in blacks, the authors estimate a null allele frequency of 4.4%, and, for D14S13 in Caucasians, they estimate a frequency of 3.0%. The null-allele frequency for D2S44 in blacks is derived similarly, again being based on analysis of DNA cut with HaeIII and PstI; the estimate of the null-allele frequency for this locus is 1.5%.
