    This Topical Safety Analysis Report (SAR) describes the design and the generic transportation licensing basis for utilizing the NUTECH HORIZONTAL MODULAR STORAGE (NUHOMS{reg_sign}) system dry shielded canister (DSC) containing twenty-four pressurized water reactor (PWR) spent fuel assemblies (SFA) in conjunction with a conceptually designed Transportation Cask. This SAR documents the design qualification of the NUHOMS{reg_sign} DSC as an integral part of a 10CFR71 Fissile Material Class III, Type B(M) Transportation Package. The package consists of the canister and a conceptual transportation cask (NUHOMS{reg_sign} Transportation Cask) with impact limiters. Engineering analysis is performed for the canister to confirm that the existing canister design complies with 10CFR71 transportation requirements. Evaluations and/or analyses is performed for criticality safety, shielding, structural, and thermal performance. Detailed engineering analysis for the transportation cask will be submitted in a future SAR requesting 10CFR71 certification of the complete waste package. Transportation operational considerations describe various operational aspects of the canister/transportation cask system. operational sequences are developed for canister transfer from storage to the transportation cask and interfaces with the cask auxiliary equipment for on- and off-site transport.

    This paper discusses the implementation, capabilities, and validation of Shift, a massively parallel Monte Carlo radiation transport package developed and maintained at Oak Ridge National Laboratory. It has been developed to scale well from laptop to small computing clusters to advanced supercomputers. Special features of Shift include hybrid capabilities for variance reduction such as CADIS and FW-CADIS, and advanced parallel decomposition and tally methods optimized for scalability on supercomputing architectures. Shift has been validated and verified against various reactor physics benchmarks and compares well to other state-of-the-art Monte Carlo radiation transport codes such as MCNP5, CE KENO-VI, and OpenMC. Some specific benchmarks used for verification and validation include the CASL VERA criticality test suite and several Westinghouse AP1000® problems. These benchmark and scaling studies show promising results.

    The NEWTRNX transport module solves the multigroup, discrete-ordinates source-driven or k-eigenvalue transport equation in parallel on a 3-D unstructured tetrahedral mesh using the extended step characteristics (ESC), also known as the slice-balance approach (SBA), spatial discretization. The spatial domains are decomposed using METIS. NEWTRNX is under development for nuclear reactor analysis on computer hardware ranging from clusters to massively parallel machines, like the Cray XT4. Transport methods that rely on full sweeps across the spatial domain have been shown to display poor scaling for thousands of processors. The Parallel Block-Jacobi (PBJ) algorithm allows each spatial partition to sweep over all discrete-ordinate directions and energies independently of all other domains, potentially allowing for much better scaling than possible with full sweeps. The PBJ algorithm has been implemented in NEWTRNX using a Gauss-Seidel iteration in energy and an asynchronous communication by an energy group, such that each partition utilizes the latest boundary solution available for each group before solving the withingroup scattering in a given group. For each energy group, the within-group scattering converges with a generalized minimum residual (GMRES) solver, preconditioned with beta transport synthetic acceleration ({beta}-TSA).

    An analytical solution to the neutral particle, isotropic down scatter Boltzmann transport equation is implemented for heterogeneous slabs and critical slabs using the F{sub N} method. The results of this implementation are compared to the ANISN/PC code, an S{sub N} solution method, in regions where S{sub N} codes fail. The flux distribution determined by ANISN/PC compare well to F{sub N} results for heterogeneous slabs even when ANISN/PC is being stressed. However, critical widths and fluxes do not compare well for critical slabs until ANISN/PC is used with a large angular quadrature and the number of secondaries is far away from 1.0.

    We present a finite difference numerical algorithm for solving two dimensional spatially homogeneous Boltzmann transport equation which describes electron transport in a semiconductor superlattice subject to crossed time dependent electric and constant magnetic fields. The algorithm is implemented both in C language targeted to CPU and in CUDA C language targeted to commodity NVidia GPU. We compare performances and merits of one implementation versus another and discuss various software optimisation techniques.

  2. Implementation of the LAX-Wendroff Method in Cobra-TF for Solving Two-Phase Flow Transport Equations

    COBRA-TF (Coolant Boiling in Rod Arrays Two Fluid), or CTF, is a subchannel code used to conduct the reactor core thermal hydraulic (T/H) solution in both standalone and coupled multi-physics applications. CTF applies the first-order upwind spatial discretization scheme for solving two-phase flow conservation equations. In this work, the second-order Lax-Wendroff (L-W) scheme has been implemented in CTF to solve the two-phase flow transport equations to improve numerical accuracy in both temporal and spatial discretization. To avoid the oscillation issue, a non-linear flux limiter VA (Van Albada) is employed for the convective terms in the transport equations. Assessments have been carried out to evaluate the performance and stability of the implemented second-order L-W scheme. It has been found that the L-W scheme performs better than the upwind scheme for the single-phase and two-phase flow problems in terms of numerical accuracy and computational efficiency.

  5. Moving beyond the limits of mass transport in liquid absorbent microfilms through the implementation of surface-induced vortices

    The slow diffusion of an absorbate molecule into an absorbent often makes the absorption process a rate-limiting step in many applications. In cases involving an absorbate with a high heat of phase change, such as water absorption into a LiBr (lithium bromide) solution, the absorption rate is further slowed due to significant heating of the absorbent. Recently, it has been demonstrated that constraining a LiBr solution film by a hydrophobic porous structure enables manipulation of the solution flow thermohydraulic characteristics. Here, it is shown that mass transport mode in a constrained laminar solution flow can be changed from diffusive to advective. This change in mode is accomplished through stretching and folding the laminar streamlines within the solution film via the implementation of micro-scale features on the flow channel surface. The process induces vortices within the solution film, which continuously bring concentrated solution from the bottom and middle of the solution channel to its interface with the vapor phase, thus leading to a significant enhancement in the absorption rate. The detailed physics of the involved transport processes is elucidated using the LBM (Lattice Boltzmann Method). Published by Elsevier Ltd.

    The objective of this research project is to define the occurrence, transport, and fate of mercury in air, water, and soil at natural gas production sites that had been instrumented with mercury-based gas flowmeters in the past. The primary focus of this research was initially on determining the potential for mercury contamination in groundwater at these sites. The scope was later broadened to include determinations of the spatial distribution of mercury in soil. Air concentrations were determined solely as a health and safety routine.

    The Discussion Series on PURPA Related Topics is composed of five volumes: Metering, Billing, Information to Customers, Load Management Techniques and Master Metering. These reports are based on twenty-five Demonstration and Implementation projects sponsored and directed during the past five years by the US Department of Energy, Office of Utility Systems. Each of the topics bears directly on one or more of the federal standards contained in the Public Utilities Regulatory Policies Act of 1978 (PURPA). This volume, Load Management Techniques, relates primarily to the Time-of-Day rates standard, PURPA IB(d)3. The experiences related in this report deal, in part, with the procedures and equipment which are affected when time-of-day rates are implemented. One goal of this report is to describe how people in a variety of settings have dealt with the many practical issues in load management. Another is to highlight the lessons and summarize the experiences of the Project participants. This report does not stand as a manual nor provide prescriptive guidelines on how to deal with the topic. Rather it offers an account for those charged with the responsibility of implementing PURPA requirements to learn from the insights and problems which occurred during the Rate Demonstration projects.

    This Topical Report addresses accomplishments achieved during Phase 2a of the SkyMine® Carbon Mineralization Pilot Project. The primary objectives of this project are to design, construct, and operate a system to capture CO2 from a slipstream of flue gas from a commercial coal-fired cement kiln, convert that CO2 to products having commercial value (i.e., beneficial use), show the economic viability of the CO2 capture and conversion process, and thereby advance the technology to the point of readiness for commercial scale demonstration and proliferation. The overall process is carbon negative, resulting in mineralization of CO2 that would otherwise be released into the atmosphere. The project will also substantiate market opportunities for the technology by sales of chemicals into existing markets, and identify opportunities to improve technology performance and reduce costs at the commercial scale. The project is being conducted in two phases. The primary objectives of Phase 1 were to elaborate proven SkyMine® process chemistry to commercial pilot-scale operation and complete the preliminary design for the pilot plant to be built and operated in Phase 2, complete a NEPA evaluation, and develop a comprehensive carbon life cycle analysis. The objective of the current Phase (2a) is to complete the detailed design of the pilot plant to be built in Phase 2b.

    Over the past 25 years extensive federal legislation involving the handling and transport of hazardous materials/waste has been passed that has resulted in numerous overlapping regulations administered and enforced by different federal agencies. The handling and transport of hazardous materials/waste involves a significant number of workers who are subject to a varying degree of risk should an accident occur during handling or transport. Effective transportation training can help workers address these risks and mitigate them, and at the same time enable ORNL to comply with the federal regulations concerning the transport of hazardous materials/waste. This presentation will outline how the Environmental and Health Protection Division's Technical Resources and Training Section at the Oak Ridge National Laboratory, working with transportation and waste disposal personnel, have developed and implemented a comprehensive transportation safety training program to meet the needs of our workers while satisfying appropriate federal regulations. 8 refs., 3 tabs.

    Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.

    Heavy ion beam transport through the containment chamber plays a crucial role in all heavy ion fusion (HIF) scenarios. Here, several parameters are used to characterize the operating space for HIF beams; transport modes are assessed in relation to evolving target/accelerator requirements; results of recent relevant experiments and simulations of HIF transport are summarized; and relevant instabilities are reviewed. All transport options still exist, including (1) vacuum ballistic transport, (2) neutralized ballistic transport, and (3) channel-like transport. Presently, the European HIF program favors vacuum ballistic transport, while the US HIF program favors neutralized ballistic transport with channel-like transport as an alternate approach. Further transport research is needed to clearly guide selection of the most attractive, integrated HIF system.

    This report presents data on passenger travel and freight transport and analysis of the consequent energy use in Mexico during the 1970--1971 period. We describe changes in modal shares for passenger travel and freight transport, and analyze trends in the energy intensity of different modes. We look in more detail at transportation patterns, energy use, and the related environmental problems in the Mexico City Metropolitan Area, and also discuss policies that have been implemented there to reduce emissions from vehicles.

    TRUPACT-1, the TRansUranic PACkage Transporter is a packaging designed to transport defense contact handled transuranic (CH-TRU) waste from generating and interim TRU waste storage facilities to the Waste Isolation Pilot Plant (WIPP). Prior to fabrication and procurement of a full fleet, an initial design (TRUPACT-1) will be introduced to the defense TRU waste complex through use in an operational prototype fleet which will consist of Units 1, 2, and 3. In an effort to provide a relatively smooth introduction of the TRUPACT-1, the TRUPACT Technical Team (TTT) has developed the following implementation plan. The plan provides detailed information on user handling opportunities, schedules, equipment, responsibilities, reporting and data collection activities to be performed. The intent of this document is to provide users of the TRUPACT-1 with a guidance document, complete with references, that will allow the smooth introduction of this new transportation system by providing the information necessary for collecting operational, performance and cost data. These data will be used in modeling and full fleet design and procurement activities. In addition, these data will help fine tune procedures in the inspection and maintenance document and the operational document. Additional objectives of this plan are to aid in the establishment of site operational, inspection and maintenance procedures as well as training of site operators and briefing state and local officials.

Here, R is the particle gyrocenter coordinate in the poloidal plane, and v∥ and μ are the guiding center velocity parallel to the magnetic field and the magnetic moment, respectively.     The U.S. Department of Transportation (DOT) implemented new rules requiring minimum levels of training for certain key individuals who handle, package, transport, or otherwise prepare hazardous materials for transportation. In response to these rules, the U.S. Department of Energy (DOE), Transportation Management Division (TMD), has developed a transportation safety training program. This program supplies designed instructional methodology and course materials to provide basic levels of DOT training to personnel for whom training has become mandatory. In addition, this program provides advanced hazardous waste and radioactive material packaging and transportation training to help personnel achieve proficiency and/or certification as hazardous waste and radioactive material shippers. This training program does not include site-specific or task-specific training beyond DOT requirements.

    This document is the fourth Transportation Statistics Annual Report (TSAR) prepared by the Bureau of Transportation Statistics (BTS) for the President and Congress. As in previous years, it reports on the state of U.S. transportation system at two levels. First, in Part I, it provides a statistical and interpretive survey of the system—its physical characteristics, its economic attributes, aspects of its use and performance, and the scale and severity of unintended consequences of transportation, such as fatalities and injuries, oil import dependency, and environment impacts. Part I also explores the state of transportation statistics, and new needs of the rapidly changing world of transportation. Second, Part II of the report, as in prior years, explores in detail the performance of the U.S. transportation system from the perspective of desired social outcomes or strategic goals. This year, the performance aspect of transportation chosen for thematic treatment is “Mobility and Access,” which complements past TSAR theme sections on “The Economic Performance of Transportation” (1995) and “Transportation and the Environment” (1996). Mobility and access are at the heart of the transportation system’s performance from the user’s perspective. In what ways and to what extent does the geographic freedom provided by transportation enhance personal fulfillment of the nation’s residents and contribute to economic advancement of people and businesses? This broad question underlies many of the topics examined in Part II: What is the current level of personal mobility in the United States, and how does it vary by sex, age, income level, urban or rural location, and over time? What factors explain variations? Has transportation helped improve people’s access to work, shopping, recreational facilities, and medical services, and in what ways and in what locations? How have barriers, such as age, disabilities, or lack of an automobile, affected these

    A two-part Delphi Survey was given to transportation experts attending the Asilomar Conference on Transportation and Energy in August, 2011. The survey asked respondents about trends in the US transportation sector in 2030. Topics included: alternative vehicles, high speed rail construction, rail freight transportation, average vehicle miles traveled, truck versus passenger car shares, vehicle fuel economy, and biofuels in different modes. The survey consisted of two rounds -- both asked the same set of seven questions. In the first round, respondents were given a short introductory paragraph about the topic and asked to use their own judgment in their responses. In the second round, the respondents were asked the same questions, but were also given results from the first round as guidance. The survey was sponsored by Argonne National Lab (ANL), the National Renewable Energy Lab (NREL), and implemented by University of California at Davis, Institute of Transportation Studies. The survey was part of the larger Transportation Energy Futures (TEF) project run by the Department of Energy, Office of Energy Efficiency and Renewable Energy. Of the 206 invitation letters sent, 94 answered all questions in the first round (105 answered at least one question), and 23 of those answered all questions in the second round. 10 of the 23 second round responses were at a discussion section at Asilomar, while the remaining were online. Means and standard deviations of responses from Round One and Two are given in Table 1 below. One main purpose of Delphi surveys is to reduce the variance in opinions through successive rounds of questioning. As shown in Table 1, the standard deviations of 25 of the 30 individual sub-questions decreased between Round One and Round Two, but the decrease was slight in most cases.

    The goal of the conference was to address the various applications of lidar to topics of interest in the atmospheric community. Specifically, with the development of frequency-agile, all solid state laser systems, high-quantum-efficiency detectors, increased computational power along with new and more powerful algorithms, and novel detection schemes, the application of lidar to both old and new problems has expanded. This expansion is evidenced by the contributions to the proceedings, which demonstrate the progress made on a variety of atmospheric remote sensing problems, both theoretically and experimentally. The first session focused on aerosol, ozone, and temperature profile measurements from ground-based units. The second session, Chemical Detection, provided applications of lidar to the detection of atmospheric pollutants. Papers in the third session, Wind and Turbulence Measurements, described the Multi-center Airborne Coherent Atmospheric Wind Sensor (MACAWS) experiments, Doppler techniques for ground-based wind profiling and mesopause radial wind and temperature measurements utilizing a frequency-agile lidar system. The papers in the last two sessions, Recent Advanced in Lidar Technology and Techniques and Advanced Operational Lidars, provided insights into novel approaches, materials, and techniques that would be of value to the lidar community. Papers have been processed separately for inclusion on the data base.

    On September 27, 1994, the states of the Ozone Transport Commission (OTC) signed an important memorandum of understanding (MOU) agreeing to develop a regional strategy for controlling stationary sources of nitrogen oxide emissions. Specifically, the states of the Ozone Transport Region, OTR, agreed to propose regulations for the control of NOx emissions from boilers and other indirect heat exchangers with a maximum gross heat input rate of at least 250 million BTU per hour. The Ozone Transport Region was divided into Inner, Outer and Northern Zones. States in the Outer Zone agreed to reduce NOx emissions by 55%. States in the Inner Zone agreed to reduce NOx emissions 65%. Facilities in both zones have the option to emit NOx at a rate no greater than 0.2 pounds per million Btu by May 1, 1999. This option provides fairness for the gas-fired plants which already have relatively low NOx emissions. Additionally, States in the Inner and Outer Zones agreed to reduce their NOx emissions by 75% or to emit NOx at a rate no greater than 0.15 pounds per million BTU by May 1, 2003. The Northern Zone States agree to reduce their rate of NOx emissions by 55% from base year levels by May 1, 2003, or to emit NOx at a rate no greater than 0.2 pounds per million BTU. As part of this MOU, States also agreed to develop a regionwide trading mechanism to provide a cost-effective mechanism for implementing the reductions.

    A key objective of the Task 4 activities has been to develop simulation tools to support development, troubleshooting and optimization of pressurized entrained-flow coal gasifiers. The overall gasifier models (Subtask 4.1) combine submodels for fluid flow (Subtask 4.2) and heat transfer (Subtask 4.3) with fundamental understanding of the chemical processes (Subtask 4.4) processes that take place as coal particles are converted to synthesis gas and slag. However, it is important to be able to compare predictions from the models against data obtained from actual operating coal gasifiers, and Subtask 4.6 aims to provide an accessible, non-proprietary system, which can be operated over a wide range of conditions to provide well-characterized data for model validation. Highlights of this work include: • Verification and validation activities performed with the Arches coal gasification simulation tool on experimental data from the CANMET gasifier (Subtask 4.1). • The simulation of multiphase reacting flows with coal particles including detailed gas-phase chemistry calculations using an extension of the one-dimensional turbulence model’s capability (Subtask 4.2). • The demonstration and implementation of the Reverse Monte Carlo ray tracing (RMCRT) radiation algorithm in the ARCHES code (Subtask 4.3). • Determination of steam and CO{sub 2} gasification kinetics of bituminous coal chars at high temperature and elevated pressure under entrained-flow conditions (Subtask 4.4). In addition, attempts were made to gain insight into the chemical structure differences between young and mature coal soot, but both NMR and TEM characterization efforts were hampered by the highly reacted nature of the soot. • The development, operation, and demonstration of in-situ gas phase measurements from the University of Utah’s pilot-scale entrained-flow coal gasifier (EFG) (Subtask 4.6).     The WARP code is a robust electrostatic particle-in-cell simulation package used to model charged particle beams with strong space-charge forces. A fundamental operation associated with seeding detailed simulations of a beam transport channel is to generate initial conditions where the beam distribution is matched to the structure of a periodic focusing lattice. This is done by solving for periodic, matched solutions to a coupled set of ODEs called the Kapchinskij-Vladimirskij (KV) envelope equations, which describe the evolution of low-order beam moments subject to applied lattice focusing, space-charge defocusing, and thermal defocusing forces. Recently, an iterative numerical method was developed (Lund, Chilton, and Lee, Efficient computation of matched solutions to the KV envelope equations for periodic focusing lattices, Physical Review Special Topics-Accelerators and Beams 9, 064201 2006) to generate matching conditions in a highly flexible, convergent, and fail-safe manner. This method is extended and implemented in the WARP code as a Python package to vastly ease the setup of detailed simulations. In particular, the Python package accommodates any linear applied lattice focusing functions without skew coupling, and a more general set of beam parameter specifications than its predecessor. Material can be moved from the material transporting apparatus hopper structure to the outlet duct configuration through the at least one rotary transporting apparatus, the outlet abutment configuration, and the outlet valve assembly.

The purpose of this document is to present relevant statistical data in the form of tables and graphs. Each of the major transportation modes is treated in separate chapters or sections. Chapter 1 compares US transportation data with data from other countries. Aggregate energy use and energy supply data for all modes are presented in Chapter 2. The highway mode, which accounts for over three-fourths of total transportation energy consumption, is dealt with in Chapter 3. Topics in this chapter include automobiles, trucks, buses, fleet vehicles, federal standards, fuel economies, and high-occupancy vehicle lane data.     FACT is a transient three-dimensional, finite element code for simulating isothermal groundwater flow, moisture movement, and solute transport in variably and/or fully saturated subsurface porous media. Both single and dual-domain transport formulations are available. Transport mechanisms considered include advection, hydrodynamic dispersion, linear adsorption, mobile/immobile mass transfer and first-order degradation. A wide range of acquifier conditions and remediation systems commonly encountered in the field can be simulated. Notable boundary condition (BC) options include, a combined rechargemore » and drain BC for simulating recirculation wells, and a head dependent well BC that computes flow based on specified drawdown. The code is designed to handle highly heterogenous, multi-layer, acquifer systems in a numerically efficient manner. Subsurface structure is represented with vertically distorted rectangular brick elements in a Cartesian system. The groundwater flow equation is approximated using the Bubnov-Galerkin finite element method in conjunction with an efficient symmetric Preconditioned Conjugate Gradient (PCG) ICCG matrix solver. The solute transport equation is approximated using an upstream weighted residual finite element method designed to alleviate numerical oscillation. An efficient asymmetric PCG (ORTHOMIN) matrix solver is employed for transport. For both the flow and transport equations, element matrices are computed from either influence coefficient formulas for speed, or two point Gauss-Legendre quadrature for accuracy. Non-linear flow problems can be solved using either Newton-Ralphson linearization or Picard iteration, with under-relaxation formulas to further enhance convergence. Dynamic memory allocation is implemented using Fortran 90 constructs. FACT coding is clean and modular.« less

    Understanding the basic mechanisms of transport in toroidal confinement devices remains one of the more challenging scientific issues in magnetic confinement. At the same time, it is a critical issue for the magnetic fusion program. Recent progress in understanding fluctuations and transport has been fostered by the development and use of new diagnostics, bringing new perspectives on these studies. This has stimulated new theoretical developments. A view of the most recent issues and progress in this area is given. The role of long wavelengths in core transport and the relation between shear flows and turbulence at the plasma edge are the primary topics considered.

    This is the final report of a three-year, Laboratory Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). The project represents a comprehensive research effort to study plasma and field transport processes relevant for solar-terrestrial interaction, involving the solar wind and imbedded magnetic field and plasma structures, the bow shock of the Earth`s magnetosphere and associated waves, the Earth`s magnetopause with imbedded flux rope structures and their connection with the Earth, plasma flow in the Earth`s magnetotail, and ionospheric beam/wave interactions. The focus of the work was on the interaction between plasma and magnetic and electric fields in the regions where different plasma populations exist adjacent to or superposed on each other. These are the regions of particularly dynamic plasma behavior, important for plasma and energy transport and rapid energy releases. The research addressed questions about how this interaction takes place, what waves, instabilities, and particle/field interactions are involved, how the penetration of plasma and energy through characteristic boundaries takes place, and how the characteristic properties of the plasmas and fields of the different populations influence each other on different spatial and temporal scales. These topics were investigated through combining efforts in the analysis of plasma and field data obtained through space missions with theory and computer simulations of the plasma behavior.

    The focus of the research performed under this grant has been the investigation of spin transport in magnetic semiconductor heterostructures. The interest in these systems is motivated both by their intriguing physical properties, as the physical embodiment of a spin-polarized Fermi liquid, as well as by their potential applications as spintronics devices. In our work we have analyzed several different problems that affect the spin dynamics in single and bi-layer spin-polarized two-dimensional (2D) systems. The topics of interests ranged from the fundamental aspects of the electron-electron interactions, to collective spin and charge density excitations and spin transport in the presence of the spin-orbit coupling. The common denominator of these subjects is the impact at the macroscopic scale of the spin-dependent electron-electron interaction, which plays a much more subtle role than in unpolarized electron systems. Our calculations of several measurable parameters, such as the excitation frequencies of magneto-plasma modes, the spin mass, and the spin transresistivity, propose realistic theoretical estimates of the opposite-spin many-body effects, in particular opposite-spin correlations, that can be directly connected with experimental measurements.

    The world is searching for a meaningful answer to the likelihood that the continued build-up of greenhouse gases in the atmosphere will cause significant changes in the earth`s climate. If there is to be a solution, technology must play a central role. This paper presents the results of an assessment of the potential for cost-effective technological changes to reduce greenhouse gas emissions from the U.S. transportation sector by the year 2010. Other papers in this session address the same topic for buildings and industry. U.S.transportation energy use stood at 24.4 quadrillion Btu (Quads) in 1996, up 2 percent over 1995 (U.S. DOE/EIA, 1997, table 2.5). Transportation sector carbon dioxide emissions amounted to 457.2 million metric tons of carbon (MmtC) in 1995, almost one third of total U.S. greenhouse gas emissions (U.S. DOE/EIA,1996a, p. 12). Transport`s energy use and CO{sub 2} emissions are growing, apparently at accelerating rates as energy efficiency improvements appear to be slowing to a halt. Cost-effective and nearly cost-effective technologies have enormous potential to slow and even reverse the growth of transport`s CO{sub 2} emissions, but technological changes will take time and are not likely to occur without significant, new public policy initiatives. Absent new initiatives, we project that CO{sub 2} emissions from transport are likely to grow to 616 MmtC by 2010, and 646 MmtC by 2015. An aggressive effort to develop and implement cost-effective technologies that are more efficient and fuels that are lower in carbon could reduce emissions by about 12% in 2010 and 18% in 2015, versus the business-as- usual projection. With substantial luck, leading to breakthroughs in key areas, reductions over the BAU case of 17% in 2010 and 25% in 2015,might be possible. In none of these case are CO{sub 2} emissions reduced to 1990 levels by 2015.

The Energy Information Administration (EIA) provides this information to support the U.S. Department of Energy`s reporting obligations under Section 503 of the Energy Policy Act of 1992 (EPACT). The principal information contained in this report includes historical and year-ahead estimates of the following: (1) the number and type of alterative-fueled vehicles (AFV`s) in use; (2) the consumption of alternative transportation fuels and {open_quotes}replacement fuels{close_quotes}; and (3) the number and type of alterative-fueled vehicles made available in the current and following years. In addition, the report contains some material on special topics. The appendices include a discussion of the methodology used to develop the estimates (Appendix A), a map defining geographic regions used, and a list of AFV suppliers.

    Over the past 25 years extensive federal legislation involving the handling and transport of hazardous materials/waste has been passed that has resulted in numerous overlapping regulations administered and enforced by different federal agencies. The handling and transport of hazardous materials/waste involves a significant number of workers who are subject to a varying degree of risk should an accident occur during handling or transport. Effective transportation training can help workers address these risks and mitigate them, and at the same time enable ORNL to comply with the federal regulations concerning the transport of hazardous materials/waste. This presentation will outline how the Environmental and Health Protection Division's Technical Resources and Training Program at the Oak Ridge National Laboratory, working with transportation and waste disposal personnel, are developing and implementing a comprehensive transportation safety training program to meet the needs of our workers while satisfying appropriate federal regulations. 8 refs., 5 figs., 3 tabs.

    It is the policy of the Department of Energy (DOE) that sustainable energy and transportation fuels management will be integrated into DOE operations to meet obligations under Executive Order (EO) 13423 "Strengthening Federal Environmental, Energy, and Transportation Management," the Instructions for Implementation of EO 13423, as well as Guidance Documents issued in accordance thereto and any modifcations or amendments that may be issued from time to time. In furtherance of this obligation, DOE established strategic performance-based energy and transportation fuels goals and strategies through the Transformational Energy Action Management (TEAM) Initiative, which were incorporated into DOE Order 430.2B "Departmental Energy, Renewable energy, and Transportation Management" and were also identified in DOE Order 450.1A, "Environmental Protection Program." These goals and accompanying strategies are to be implemented by DOE sites through the integration of energy and transportation fuels management into site Environmental Management Systems (EMS).

    This resource handbook contains useful information to streamline radioactive material transportation risk assessments for National Environmental Policy Act (NEPA) documents prepared for U.S. Department of Energy (DOE) programs. Streamlining refers to instituting steps that can increase the efficiency of future assessments, reduce costs, and promote increased quality and consistency across the DOE complex. This handbook takes advantage of the wealth of information developed through decades of DOE's NEPA experience. It contains a review of historical assessments; a description of comprehensive and generally acceptable transportation risk assessment methodology (i.e., models); and a compilation of supporting data, parameters, and generally accepted assumptions. This handbook also includes a discussion paper that addresses cumulative impacts (Appendix A). The discussion paper illustrates the evolving and sometimes unresolved issues encountered in transportation risk assessment. Other topics, such as sabotage, environmental justice, and human factors, may be addressed in the future. This resource document was developed as the first primary reference book providing useful information for conducting transportation risk assessments for radioactive material in the NEPA context.

    Between 2010 and 2012 the Eastern Interconnection Planning Collaborative (EIPC) conducted a major long-term resource and transmission study of the Eastern Interconnection (EI). With guidance from a Stakeholder Steering Committee (SSC) that included representatives from the Eastern Interconnection States Planning Council (EISPC) among others, the project was conducted in two phases. Phase 1 involved a long-term capacity expansion analysis that involved creation of eight major futures plus 72 sensitivities. Three scenarios were selected for more extensive transmission- focused evaluation in Phase 2. Five power flow analyses, nine production cost model runs (including six sensitivities), and three capital cost estimations were developed during this second phase. The results from Phase 1 and 2 provided a wealth of data that could be examined further to address energy-related questions. A list of 13 topics was developed for further analysis; this paper discusses the first five.

    The purpose of this report is to develop and analyze the engineered barrier system (EBS) radionuclide transport abstraction model, consistent with Level I and Level II model validation, as identified in Technical Work Plan for: Near-Field Environment and Transport: Engineered Barrier System: Radionuclide Transport Abstraction Model Report Integration (BSC 2005 [DIRS 173617]). The EBS radionuclide transport abstraction (or EBS RT Abstraction) is the conceptual model used in the total system performance assessment (TSPA) to determine the rate of radionuclide releases from the EBS to the unsaturated zone (UZ). The EBS RT Abstraction conceptual model consists of two main components: a flow model and a transport model. Both models are developed mathematically from first principles in order to show explicitly what assumptions, simplifications, and approximations are incorporated into the models used in the TSPA. The flow model defines the pathways for water flow in the EBS and specifies how the flow rate is computed in each pathway. Input to this model includes the seepage flux into a drift. The seepage flux is potentially split by the drip shield, with some (or all) of the flux being diverted by the drip shield and some passing through breaches in the drip shield that might result from corrosion or seismic damage. The flux through drip shield breaches is potentially split by the waste package, with some (or all) of the flux being diverted by the waste package and some passing through waste package breaches that might result from corrosion or seismic damage. Neither the drip shield nor the waste package survives an igneous intrusion, so the flux splitting submodel is not used in the igneous scenario class. The flow model is validated in an independent model validation technical review. The drip shield and waste package flux splitting algorithms are developed and validated using experimental data. Because of your support and participation in the three EIP initiatives; Reflections, Sectional Revision, and Integrated Planning, improvements are being made to the EIP and SRS environmental protection programs.     The overall economics of a distributed generation project is based on cost elements which include: Equipment and financing, fuel, displaced electricity cost, operation and maintenance. Of critical importance is how the facility is managed, including adequate provision for a comprehensive operator training program. Proper equipment maintenance and fuel procurement policy will also lead to greater system availability and optimal system economics. Various utility tariffs are available which may be economically attractive, with an added benefit to the utility of providing a peak shaving resource during peak periods. Changing modes of operation of the distributed generation system may affect staff readiness, require retraining and could affect maintenance costs. The degree of control and oversight that is provided during a project`s implementation and construction phases will impact subsequent maintenance and operating costs. The long term effect of siting impacts, such as building facades that restrict turbine inlet airflow will affect subsequent operations and require supplemental maintenance action. It is possible to site a variety of distributed generation technologies in settings which vary from urban to remote unattended locations with successful results from both an economic and operational perspective.

    The mission of this work is to devise a new catalyst which can be used in the first simple, economic process to convert the light alkanes in natural gas to an alcohol-rich oxygenated product which can either be used as an environmentally friendly, high-performance liquid fuel, or a precursor to a liquid hydrocarbon transportation fuel. The authors have entered the proof-of-concept stage for converting isobutane to tert butyl alcohol in a practical process and are preparing to enter proof-of-concept of a propane to isopropyl alcohol process in the near future. Methane and ethane are more refractory and thus more difficult to oxidize than the C{sub 3} and C{sub 4} hydrocarbons. Nonetheless, advances made in this area indicate that further research progress could achieve the goal of their direct conversion to alcohols. Progress in Phase 3 catalytic vapor phase methane and ethane oxidation over metals in regular oxidic lattices are the subject of this topical report.

    The purpose of this Design Analysis is to develop preliminary design of the waste package transporter used for waste package (WP) transport and related functions in the subsurface repository. This analysis refines the conceptual design that was started in Phase I of the Viability Assessment. This analysis supports the development of a reliable emplacement concept and a retrieval concept for license application design. The scope of this analysis includes the following activities: (1) Assess features of the transporter design and evaluate alternative design solutions for mechanical components. (2) Develop mechanical equipment details for the transporter. (3) Prepare a preliminary structural evaluation for the transporter. (4) Identify and recommend the equipment design for waste package transport and related functions. (5) Investigate transport equipment interface tolerances. This analysis supports the development of the waste package transporter for the transport, emplacement, and retrieval of packaged radioactive waste forms in the subsurface repository. Once the waste containers are closed and accepted, the packaged radioactive waste forms are termed waste packages (WP). This terminology was finalized as this analysis neared completion; therefore, the term disposal container is used in several references (i.e., the System Description Document (SDD)) (Ref. 5.6). In this analysis and the applicable reference documents, the term ''disposal container'' is synonymous with ''waste package''.

    Remediation of the Department of Energy (DOE) Fernald site located north of Cincinnati will generate large quantities of low-level radwaste. This volume includes approximately 1,050,000 tons of material to be removed from eight waste pits comprising Operable Unit 1 (OU-1). The remedial alternative selected includes waste material excavation, drying and transportation by rail to a burial site in the arid west for disposal. Rail transportation was selected not only because rail transportation is safer than truck transportation, but also because of the sheer magnitude of the project and the availability of bulk rail car unloading facilities at a representative disposal site. Based upon current waste quantity estimates as presented in the Feasibility Study for OUI, a fully-loaded 47-car unit train would depart the Fernald site weekly for five years. This paper illustrates the steps taken to obtain agency and public acceptance of the Record of Decision for the remedy which hinged on rail transportation. A preliminary, but detailed, rail transportation plan was prepared for the project to support a series of CERCLA public meetings conducted in late 1994. Some of the major issues addressed in the plan included the following: (1) Scope of project leading to selection of rail transportation; (2) Waste classification; (3) Rail Company overview; (4) Train configuration and rail car selection; (5) Routing; (6) Safety; (7) Prior Notification Requirements (8) Emergency Response. A series of three public meetings identified a number of issues of prime concern to Fernald stakeholders. Following resolution of these issues during the public comment period, a Record of Decision (ROD) approving implementation of the rail transportation strategy was approved pending incorporation of EPA and State of Ohio comments on December 22, 1994.

    During the past two decades the improvements in circuit integration have given rise to many new applications in digital processing technology by continuously reducing the unit cost of processing power. Along with this increase in processing power a corresponding decrease in circuit volume has been achieved. Progress has been so swift that new classes of applications become feasible every 2 or 3 years. This is especially true in the application of proven new technology to special nuclear materials (SNM) safeguard systems. Several areas of application were investigated in establishing the performance requirements for the SNM safeguard system. These included the improvements in material control and accountability and surveillance by using multiple sensors to continuously monitor SNM inventory within the selected value(s); establishing a system architecture to provide capabilities needed for present and future performance requirements; and limiting operating manpower exposure to radiation. This paper describes two selected topics in the application of state-of-the-art, well-proven technology to SNM safeguard system design.

    In February 1995, the US Department of Energy (DOE) approved the Spent Nuclear Fuel (SNF) Project's ''Path Forward'' recommendation for resolution of the safety and environmental concerns associated with the deteriorating SNF stored in the Hanford Site's K Basins (Hansen 1995). The recommendation included an aggressive series of projects to design, construct, and operate systems and facilitates to permit the safe retrieval, packaging, transport, conditions, and interim storage of the K Basins' SNF. The facilities are the Cold VAcuum Drying Facility (CVDF) in the 100 K Area of the Hanford Site and the Canister Storage building (CSB) in the 200 East Area. The K Basins' SNF is to be cleaned, repackaged in multi-canister overpacks (MCOs), removed from the K Basins, and transported to the CVDF for initial drying. The MCOs would then be moved to the CSB and weld sealed (Loscoe 1996) for interim storage (about 40 years). One of the major tasks associated with the initial Path Forward activities is the development and maintenance of the safety documentation. In addition to meeting the construction needs for new structures, the safety documentation for each must be generated.

    Implicit Monte Carlo (IMC) and Discrete Diffusion Monte Carlo (DDMC) are methods used to stochastically solve the radiative transport and diffusion equations, respectively. These methods combine into a hybrid transport-diffusion method we refer to as IMC-DDMC. We explore a multigroup IMC-DDMC scheme that in DDMC, combines frequency groups with sufficient optical thickness. We term this procedure ''opacity regrouping''. Opacity regrouping has previously been applied to IMC-DDMC calculations for problems in which the dependence of the opacity on frequency is monotonic. We generalize opacity regrouping to non-contiguous groups and implement this in SuperNu, a code designed to do radiation transport in high-velocity outflows with non-monotonic opacities. We find that regrouping of non-contiguous opacity groups generally improves the speed of IMC-DDMC radiation transport. We present an asymptotic analysis that informs the nature of the Doppler shift in DDMC groups and summarize the derivation of the Gentile-Fleck factor for modified IMC-DDMC. We test SuperNu using numerical experiments including a quasi-manufactured analytic solution, a simple 10 group problem, and the W7 problem for Type Ia supernovae. We find that opacity regrouping is necessary to make our IMC-DDMC implementation feasible for the W7 problem and possibly Type Ia supernova simulations in general. We compare the bolometric light curves and spectra produced by the SuperNu and PHOENIX radiation transport codes for the W7 problem. The overall shape of the bolometric light curves are in good agreement, as are the spectra and their evolution with time. However, for the numerical specifications we considered, we find that the peak luminosity of the light curve calculated using SuperNu is ?10% less than that calculated using PHOENIX.

    The purpose of this report is to develop and analyze the engineered barrier system (EBS) radionuclide transport abstraction model, consistent with Level I and Level II model validation, as identified in ''Technical Work Plan for: Near-Field Environment and Transport: Engineered Barrier System: Radionuclide Transport Abstraction Model Report Integration'' (BSC 2005 [DIRS 173617]). The EBS radionuclide transport abstraction (or EBS RT Abstraction) is the conceptual model used in the total system performance assessment for the license application (TSPA-LA) to determine the rate of radionuclide releases from the EBS to the unsaturated zone (UZ). The EBS RT Abstraction conceptual model consists of two main components: a flow model and a transport model. Both models are developed mathematically from first principles in order to show explicitly what assumptions, simplifications, and approximations are incorporated into the models used in the TSPA-LA. The flow model defines the pathways for water flow in the EBS and specifies how the flow rate is computed in each pathway. Input to this model includes the seepage flux into a drift. The seepage flux is potentially split by the drip shield, with some (or all) of the flux being diverted by the drip shield and some passing through breaches in the drip shield that might result from corrosion or seismic damage. The flux through drip shield breaches is potentially split by the waste package, with some (or all) of the flux being diverted by the waste package and some passing through waste package breaches that might result from corrosion or seismic damage. Neither the drip shield nor the waste package survives an igneous intrusion, so the flux splitting submodel is not used in the igneous scenario class. The flow model is validated in an independent model validation technical review. The drip shield and waste package flux splitting algorithms are developed and validated using experimental data.   2. Transportation fuels from wood

    The various methods of producing transportation fuels from wood are evaluated in this paper. These methods include direct liquefaction schemes such as hydrolysis/fermentation, pyrolysis, and thermochemical liquefaction. Indirect liquefaction techniques involve gasification followed by liquid fuels synthesis such as methanol synthesis or the Fischer-Tropsch synthesis. The cost of transportation fuels produced by the various methods are compared. In addition, three ongoing programs at Pacific Northwest Laboratory dealing with liquid fuels from wood are described.

    An improved fluid container for the transport, collection, and dispensing of a sample fluid that maintains the fluid integrity relative to the conditions of the location at which it is taken. More specifically, the invention is a fluid sample transport container that utilizes a fitment for both penetrating and sealing a storage container under controlled conditions. Additionally, the invention allows for the periodic withdrawal of portions of the sample fluid without contamination or intermixing from the environment surrounding the sample container.

    A device is provided for transporting, in a stepwise manner, tape between a feed reel and takeup reel. An indexer moves across the normal path of the tape displacing it while the tape on the takeup reel side of the indexer is braked. After displacement, the takeup reel takes up the displaced tape while the tape on the feed reel side of the indexer is braked, providing stepwise tape transport in precise intervals determined by the amount of displacement caused by the indexer.
