  11. Transformative research issues and opportunities in alternative energy generation and storage.

    This article presents a summary of research issues and opportunities in alternative energy source research identified by panels of experts assembled by the Engineering Directorate of the US National Science Foundation. The objective was to identify transformative research issues and opportunities to make alternative energy sources viable. The article presents motivations for energy research, grand challenges, and specific challenges in the research areas covered. The grand challenges identified for the United States include supplying 30% of US electricity from photovoltaics by 2030, supplying 25% of US electricity from wind by 2025, displacing 30% of US hydrocarbon use by 2030 with bio-based products, and providing a practical 250-300 W h/kg energy storage system by 2025. Similar challenges could be outlined along the same lines for the remainder of the world. Examples of specific areas of research focus identified as promising include high performance p-type transparent conductors, multijunction thin-film photovoltaic devices, defects in chalcogenide semiconductors, experimental study and numerical modeling of the fluid mechanics of airflow as applied to wind turbines, improved materials for wind turbines, methods for creating high energy density transportable biological feedstocks, biorefinery processes yielding infrastructure-compatible biofuels and biochemicals directly, and improved electrodes and electrolytes for Li ion batteries. Arguments for each of these as research priorities are given.

    Broad Funding Opportunity Announcement Project: In 2009, ARPA-E issued an open call for the most revolutionary energy technologies to form the agencys inaugural program. The first open solicitation was open to ideas from all energy areas and focused on funding projects already equipped with strong research and development plans for their potentially high-impact technologies. The 37 projects chosen received a level of financial support that could accelerate technical progress and catalyze additional investment from the private sector. After only 2 months, ARPA-Es investment in these projects catalyzed an additional $33 million in investments.

    The government has abandoned an increasing number of research projects, of which the Clinch River Breeder Reactor is the most recent, despite the large sums of public and private dollars already invested. Privatization may be the best way to solve energy problems, save taxpayers a minimum of $2 billion in return, and depoliticize energy research. The Electric Power Research Institute can serve as a model for a system in which industry users would be assessed for a research trust fund that would provide stable funding and allow long-range planning. The EPRI model could also help to overcome information sharing and antitrust constraints. (DCK)

    This report contains information for US DOE to use in making a determination on proposing energy conservation standards for distribution transformers as required by the Energy Policy Act of 1992. Potential for saving energy with more efficient liquid-immersed and dry-type distribution transformers could be significant because these transformers account for an estimated 140 billion kWh of the annual energy lost in the delivery of electricity. Objective was to determine whether energy conservation standards for distribution transformers would have the potential for significant energy savings, be technically feasible, and be economically justified from a national perspective. It was found that energy conservation for distribution transformers would be technically and economically feasible. Based on the energy conservation options analyzed, 3.6-13.7 quads of energy could be saved from 2000 to 2030.

    Unlike fossil fuels, biomass is a renewable resource that can sequester carbon during growth, be converted to energy, and then re-grown. Biomass is also a flexible fuel that can service many end-uses. This paper explores the importance of bioenergy to potential future energy transformation and climate change management. Using a model comparison of fifteen models, we characterize and analyze future dependence on, and the value of, bioenergy in achieving potential long-run climate objectives—reducing radiative forcing to 3.7 and 2.8 W/m2 in 2100 (approximately 550 and 450 ppm carbon dioxide equivalent atmospheric concentrations). Model scenarios project, by 2050, bioenergy growth of 2 to 10% per annum reaching 5 to 35 percent of global primary energy, and by 2100, bioenergy becoming 15 to 50 percent of global primary energy. Non-OECD regions are projected to be the dominant suppliers of biomass, as well as consumers, with up to 35 percent of regional electricity from biopower by 2050, and up to 70 percent of regional liquid fuels from biofuels by 2050. Bioenergy is found to be valuable to many models with significant implications for mitigation costs and world consumption. The availability of bioenergy, in particular biomass with carbon dioxide capture and storage (BECCS), notably affects the cost-effective global emissions trajectory for climate management by accommodating prolonged near-term use of fossil fuels. We also find that models cost-effectively trade-off land carbon and nitrous oxide emissions for the long-run climate change management benefits of bioenergy. Overall, further evaluation of the viability of global large-scale bioenergy is merited.

ERA also covers other energy information prepared in report form by federal and state government organizations, foreign governments, and domestic and foreign universities and research organizations, provided that the full text of the document has been received by OSTI. Foreign report information is obtained through the International Energy Agency's fourteen nation Energy Technology Data Exchange, the International Atomic Energy Agency's International Nuclear Information System, or nation-to-nation agreements. The purpose of this publication is to announce documents produced or obtained by DOE that are not so readily available as journal articles, books, or patents. ERA does not cover nonreport literature. The scope of ERA encompasses DOE's research, development, demonstration, and technology programs resulting from its broad charter for energy sources, supplies, safety, environmental impacts, and regulation.

    This paper describes research at SERI on heat-pumped thermochemical energy systems and thermochemical reduction of CO/sub 2/ to CO for open-loop solar energy transport. Analysis of the NaOH-H/sub 2/O heat-pumped system indicated cost-effectiveness relative to a hot oil solar system with parabolic trough receivers for production of 0.101 MPa saturated steam. Current work is on definition of high-temperature heat-pumped systems. Future work should be experimental with an objective of small-scale validation of high-temperature heat-pumped systems. The thermochemical CO/sub 2/ reduction is an extremely difficult and long-range research problem. Costs are unknown but are suspected to be high because of system complexity. The CO/sub 2/ reduction research should be de-emphasized.

    Cooperative Agreement, DE-FC26-98FT40323, Jointly Sponsored Research (JSR) Program at Western Research Institute (WRI) began in 1998. Over the course of the Program, a total of seventy-seven tasks were proposed utilizing a total of $23,202,579 in USDOE funds. Against this funding, cosponsors committed $26,557,649 in private funds to produce a program valued at $49,760,228. The goal of the Jointly Sponsored Research Program was to develop or assist in the development of innovative technology solutions that will: (1) Increase the production of United States energy resources - coal, natural gas, oil, and renewable energy resources; (2) Enhance the competitiveness of United States energy technologies in international markets and assist in technology transfer; (3) Reduce the nation's dependence on foreign energy supplies and strengthen both the United States and regional economies; and (4) Minimize environmental impacts of energy production and utilization. Under the JSR Program, energy-related tasks emphasized enhanced oil recovery, heavy oil upgrading and characterization, coal beneficiation and upgrading, coal combustion systems development including oxy-combustion, emissions monitoring and abatement, coal gasification technologies including gas clean-up and conditioning, hydrogen and liquid fuels production, coal-bed methane recovery, and the development of technologies for the utilization of renewable energy resources. Environmental-related activities emphasized cleaning contaminated soils and waters, processing of oily wastes, mitigating acid mine drainage, and demonstrating uses for solid waste from clean coal technologies, and other advanced coal-based systems. Technology enhancement activities included resource characterization studies, development of improved methods, monitors and sensors. In general the goals of the tasks proposed were to enhance competitiveness of U.S. technology, increase production of domestic resources, and reduce environmental impacts

    Transformers of a type adapted for use with extreme high power vacuum tubes where current requirements may be of the order of 2,000 to 200,000 amperes are described. The transformer casing has the form of a re-entrant section being extended through an opening in one end of the cylinder to form a coaxial terminal arrangement. A toroidal multi-turn primary winding is disposed within the casing in coaxial relationship therein. In a second embodiment, means are provided for forming the casing as a multi-turn secondary. The transformer is characterized by minimized resistance heating, minimized external magnetic flux, and an economical construction.

In his presentation, Professor Domen talked about basic solar energy research in Japan. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several “grand challenges” and use-inspired “basic research needs” recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

The BIRA team is led by ConSol, a leading provider of energy solutions for builders since 1983. In partnership with over fifty builders, developers, architects, manufactures, researchers, utilities, and agencies, research work was performed in California, Colorado, Utah, New Mexico, Washington, Oregon, and Hawaii and five (5) climate regions (Hot-Dry, Marine, Hot-Humid, Cold, and Hot/Mixed Dry). In addition to research work, the team provided technical assistance to our partners whose interests span the entire building process. During the three year budget period, the BIRA team performed analyses of several emerging technologies, prototype homes, and high performance communities through detailed computer simulations and extensive field monitoring to meet the required climate joule milestone targets.

    Amorphous metal distribution transformers have been commercially available for the past 13 years. During that time, they have realized the promise of exceptionally high core efficiency as compared to silicon steel transformer cores. Utility planners today must consider all options available to meet the requirements of load growth. While additional generation capacity will be added, many demand-side initiatives are being undertaken as complementary programs to generation expansion. The efficiency improvement provided by amorphous metal distribution transformers deserves to be among the demand-side options. The key to understanding the positive impact of amorphous metal transformer efficiency is to consider the aggregate contribution those transformers can make towards demand reduction. It is estimated that distribution transformer core losses comprise at least 1% of the utility`s peak demand. Because core losses are continuous, any significant reduction in their magnitude is of great significance to the planner. This paper describes the system-wide economic contributions amorphous metal distribution transformers can make to a utility and suggests evaluation techniques that can be used. As a conservation tool, the amorphous metal transformer contributes to reduced power plant emissions. Calibration of those emissions reductions is also discussed in the paper.

    The Solar Energy Storage Program at the Solar Energy Research Institute is reviewed. The program provides research, systems analyses, and economic assessments of thermal and thermochemical energy storage and transport. Current activities include experimental research into very high temperature (above 800/sup 0/C) thermal energy storage and assessment of novel thermochemical energy storage and transport systems. The applications for such high-temperature storage are thermochemical processes, solar thermal-electric power generation, cogeneration of heat and electricity, industrial process heat, and thermally regenerative electrochemical systems. The research results for five high-temperature thermal energy storage technologies and two thermochemical systems are described.

In his talk, Secretary Chu highlighted the need to "unleash America's science and research community" to achieve energy breakthroughs. The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several “grand challenges” and use-inspired “basic research needs” recently identified in major strategic planning efforts by the scientific community.     This document is a study of research opportunities that are important to developing advanced technologies for efficient energy use. The study's purpose is to describe a wide array of attractive technical areas from which specific research and development programs could be implemented. Research areas are presented for potential application in each of the major end-use sectors. The study develops and applies a systematic approach to identifying and screening applied energy conservation research opportunities. To broadly cover the energy end-use sectors, this study develops useful information relating to the areas where federally-funded applied research will most likely play an important role in promoting energy conservation. This study is not designed to produce a detailed agenda of specific recommended research activities. The general information presented allows uniform comparisons of disparate research areas and as such provides the basis for formulating a cost-effective, comprehensive federal-applied energy conservation research strategy. Chapter 2 discusses the various methodologies that have been used in the past to identify research opportunities and details the approach used here. In Chapters 3, 4, and 5 the methodology is applied to the buildings, transportation, and industrial end-use sectors and the opportunities for applied research in these sectors are discussed.Chapter 6 synthesizes the results of the previous three chapters to give a comprehensive picture of applied energy conservation research opportunities across all end-use sectors and presents the conclusions to the report.

    FIVE TRANSFORMATIVE OPPORTUNITIES FOR DISCOVERY SCIENCE As a result of this effort, it has become clear that the progress made to date on the five Grand Challenges has created a springboard for seizing five new Transformative Opportunities that have the potential to further transform key technologies involving matter and energy. These five new Transformative Opportunities and the evidence supporting them are discussed in this new report, “Challenges at the Frontiers of Matter and Energy: Transformative Opportunities for Discovery Science.” Mastering Hierarchical Architectures and Beyond-Equilibrium Matter Complex materials and chemical processes transmute matter and energy, for example from CO2 and water to chemical fuel in photosynthesis, from visible light to electricity in solar cells and from electricity to light in light emitting diodes (LEDs) Such functionality requires complex assemblies of heterogeneous materials in hierarchical architectures that display time-dependent away-from-equilibrium behaviors. Much of the foundation of our understanding of such transformations however, is based on monolithic single- phase materials operating at or near thermodynamic equilibrium. The emergent functionalities enabling next-generation disruptive energy technologies require mastering the design, synthesis, and control of complex hierarchical materials employing dynamic far-from-equilibrium behavior. A key guide in this pursuit is nature, for biological systems prove the power of hierarchical assembly and far- from-equilibrium behavior. The challenges here are many: a description of the functionality of hierarchical assemblies in terms of their constituent parts, a blueprint of atomic and molecular positions for each constituent part, and a synthesis strategy for (a) placing the atoms and molecules in the proper positions for the component parts and (b) arranging the component parts into the required hierarchical structure.     Energy use and energy technology play critical roles in the U.S. economy and modern society. The Department of Energy (DOE) conducts civilian energy research and development (R&D) programs for the purpose of identifying promising technologies that promote energy security, energy efficiency, and renewable energy use. DOE-sponsored research ranges from basic investigation of phenomena all the way through development of applied technology in partnership with industry. DOE`s research programs are conducted in support of national strategic energy objectives, however austere financial times have dictated that R&D programs be measured in terms of cost vs. benefit. In some cases it is difficult to measure the return on investment for the basic "curiosity-driven" research, however many applied technology development programs have resulted in measurable commercial successes. The DOE has published summaries of their most successful applied technology energy R&D programs. In this paper, we will discuss five examples from the Building Technologies area of the DOE Energy Efficiency program. Each story will describe the technology, discuss the level of federal funding, and discuss the returns in terms of energy savings, cost savings, or national economic impacts.

    Market transformation has emerged as a central policy objective for future publicly-funded energy-efficiency programs in California. California Public Utilities Commission (CPUC) Decision 95-12-063 calls for public funding to shift to activities designed to transform the energy-efficiency market. The CPUC envisions that funding {open_quotes}would only be needed for specific and limited periods of time to cause the market to be transformed{close_quotes}. At the same time, the CPUC also acknowledges that {open_quotes}there are many definitions of market transformation{close_quotes} ... and does {open_quotes}not attempt to refine those definitions today{close_quotes}. We argue that a definition of market transformation is essential. The literature is now replete with definitions, and an operational definition is needed for the CPUC to decide on which programs should be supported with public funds. The CPUC decision initially indicated a preference for programs that do not provide financial assistance 4-efficiency programs that rely on financial assistance to customers. However, energy customers have traditionally accounted for a substantial portion of California utility`s DSM programs, so the CPUC`s direction to use ratepayer funds to support programs that will transform the market raises critical questions about how to analyze what has happened in order to plan effectively for the future: Which utility energy-efficiency programs, including those that provide financial assistance to customers, have had market transforming effects? To what extent do current regulatory rules and practices encourage or discourage utilities from running programs that are designed to transform the market? Should the rules and programs be modified, and, if so, how, to promote market transformation?

    The main objective of the Base Research Program was to conduct both fundamental and applied research that will assist industry in developing, deploying, and commercializing efficient, nonpolluting fossil energy technologies that can compete effectively in meeting the energy requirements of the Nation. In that regard, tasks proposed under the WRI research areas were aligned with DOE objectives of secure and reliable energy; clean power generation; development of hydrogen resources; energy efficiency and development of innovative fuels from low and no-cost sources. The goal of the Base Research Program was to develop innovative technology solutions that will: (1) Increase the production of United States energy resources--coal, natural gas, oil, and renewable energy resources; (2) Enhance the competitiveness of United States energy technologies in international markets and assist in technology transfer; (3) Reduce the nation's dependence on foreign energy supplies and strengthen both the United States and regional economies; and (4) Minimize environmental impacts of energy production and utilization. This report summarizes the accomplishments of the overall Base Program. This document represents a stand-alone Final Report for the entire Program. It should be noted that an interim report describing the Program achievements was prepared in 2003 covering the progress made under various tasks completed during the first five years of this Program.

    Due to the complex nature of climate change, interdisciplinary research approaches involving knowledge and skills from a broad range of disciplines have been adopted for studying changes in the climate system as well as strategies for mitigating climate change (i.e., greenhouse gas emissions reductions) and adapting to its impacts on society and natural systems. Harnessing of renewable energy sources to replace fossil fuels is widely regarded as a long-term mitigation strategy that requires the synthesis of knowledge from engineering, technology, and natural and social sciences. In this study, we examine how the adoption of interdisciplinary approaches has evolved over time and in different geographic regions. We conducted a comprehensive literature survey using an evaluation matrix of keywords, in combination with a word cloud analysis, to evaluate the spatiotemporal dynamics of scholarly discourse about interdisciplinary approaches to climate change and renewable energy research and development (R&D). Publications that discuss interdisciplinary approaches to climate change and renewable energy have substantially increased over the last 60 years; it appears, however, that the nature, timing, and focus of these publications vary across countries and through time. Over the most recent three decades, the country-level contribution to interdisciplinary research for climate change has become more evenly distributed, but this was not true for renewable energy research, which remained dominated by the United Sates and a few other major economies. The research topics have also evolved: Water resource management was emphasized from 1990s to 2000s, policy and adaptation were emphasized from the 2000s to 2010 – 2013, while vulnerability became prominent during the most recent years (2010 – 2013).     The solar energy available within the visible portion of the solar spectrum is about 300 W/m2 (43%) and that available in the UV and IR portion is about 400 W/m2 (57%). This provides opportunities for developing integrated energy systems that capture and use specific wavelengths of the solar spectrum for different purposes. For example: biofuels from photosynthetic microbes use only the visible light; solar cells use a narrow band of the solar spectrum that could be either mostly in the visible or in the IR regions of the solar spectrum, depending on the photovoltaic materials, e.g., gallium antimonide (GaSb) cells utilize predominately IR radiation; and finally, solar panels that heat water utilize a broad range of wavelengths (visible plus IR). The basic idea of this research is that sunlight has many possible end-use applications including both direct use and energy conversion schemes; it is technically feasible to develop multifunctional solar energy systems capable of addressing several end-use needs while increasing the overall solar energy utilization efficiency when compared to single-purpose solar technologies. Such a combination of technologies could lead to more cost-competitive ?multifunctional? systems that add value and broaden opportunities for integrated energy systems. The goal of this research is to increase the overall energy efficacy and cost competitiveness of solar systems. The specific objectives of this research were: 1) Evaluate the efficacy of a combined photobioreactor and electric power system; 2) Improve the reliability and cost effectiveness of hybrid solar lighting systems ? a technology in which sunlight is collected and distributed via optical fibers into the interior of a building; 3) Evaluate the efficacy of using filtered light to increase the production of biomass in photobioreactors and provide more solar energy for other uses; 4) Evaluates several concepts for wavelength shifting such that a greater percentage of the solar

    The Energy Technology Division provides materials and engineering technology support to a wide range of programs important to the US Department of Energy. As shown on the preceding page, the Division is organized into ten sections, five with concentrations in the materials area and five in engineering technology. Materials expertise includes fabrication, mechanical properties, corrosion, friction and lubrication, and irradiation effects. Our major engineering strengths are in heat and mass flow, sensors and instrumentation, nondestructive testing, transportation, and electromechanics and superconductivity applications. The Division Safety Coordinator, Environmental Compliance Officers, Quality Assurance Representative, Financial Administrator, and Communication Coordinator report directly to the Division Director. The Division Director is personally responsible for cultural diversity and is a member of the Laboratory-wide Cultural Diversity Advisory Committee. The Division's capabilities are generally applied to issues associated with energy production, transportation, utilization, or conservation, or with environmental issues linked to energy. As shown in the organization chart on the next page, the Division reports administratively to the Associate Laboratory Director (ALD) for Energy and Environmental Science and Technology (EEST) through the General Manager for Environmental and Industrial Technologies. While most of our programs are under the purview of the EEST ALD, we also have had programs funded under every one of the ALDs. Some of our research in superconductivity is funded through the Physical Research Program ALD. We also continue to work on a number of nuclear-energy-related programs under the ALD for Engineering Research. Detailed descriptions of our programs on a section-by-section basis are provided in the remainder of this book.

  3. Technology Prioritization: Transforming the U.S. Building Stock to Embrace Energy Efficiency

    The U.S. Buildings sector is responsible for about 40% of the national energy expenditures. This is due in part to wasteful use of resources and limited considerations made for energy efficiency during the design and retrofit phases. Recent studies have indicated the potential for up to 30-50% energy savings in the U.S. buildings sector using currently available technologies. This paper discusses efforts to accelerate the transformation in the U.S. building energy efficiency sector using a new technology prioritization framework. The underlying analysis examines building energy use micro segments using the Energy Information Administration Annual Energy Outlook and other publically available information. The tool includes a stock-and-flow model to track stock vintage and efficiency levels with time. The tool can be used to investigate energy efficiency measures under a variety of scenarios and has a built-in energy accounting framework to prevent double counting of energy savings within any given portfolio. This tool is developed to inform decision making and estimate long term potential energy savings for different market adoption scenarios.

    This report summarizes three documents: Multiyear Research Plan, Volume I FY 1989 Task Reports, and Volume II Appendices. These documents describe tasks that were undertaken from November 1988 to December 1989, the first year of the project. Those tasks were: (1) the formation of a steering committee, (2) the development of a multiyear research plan, (3) analysis of the US industrialized housing industry, (4) assessment of foreign technology, (5) assessment of industrial applications, (6) analysis of computerized design and evaluation tools, and (7) assessment of energy performance of baseline and advanced industrialized housing concepts. While this document summarizes information developed in each task area, it doesn't review task by task, as Volume I FY 1989 Task Reports does, but rather treats the subject of energy efficient industrialized housing as a whole to give the reader a more coherent view. 7 figs., 9 refs.

    Eric Issacs, Director of DOE's Argonne National Laboratory, discussed the role of the EFRC Program and National Laboratories in developing game-changing energy technologies in the EFRC Summit session titled "Leading Perspectives in Energy Research." The 2011 EFRC Summit and Forum brought together the EFRC community and science and policy leaders from universities, national laboratories, industry and government to discuss "Science for our Nation's Energy Future." In August 2009, the Office of Science established 46 Energy Frontier Research Centers. The EFRCs are collaborative research efforts intended to accelerate high-risk, high-reward fundamental research, the scientific basis for transformative energy technologies of the future. These Centers involve universities, national laboratories, nonprofit organizations, and for-profit firms, singly or in partnerships, selected by scientific peer review. They are funded at $2 to $5 million per year for a total planned DOE commitment of $777 million over the initial five-year award period, pending Congressional appropriations. These integrated, multi-investigator Centers are conducting fundamental research focusing on one or more of several “grand challenges” and use-inspired “basic research needs” recently identified in major strategic planning efforts by the scientific community. The purpose of the EFRCs is to integrate the talents and expertise of leading scientists in a setting designed to accelerate research that transforms the future of energy and the environment.

    We simulated, calculated, and analyzed the effects on the various energy state transformation properties of dielectric media of such factors as dielectric media gas pressures, flow speeds, light cavity position, strength of radiation in the cavity, degree of output coupling, and other similar factors in transverse flow discharged CO2 laser devices. This article did concrete calculations of the corresponding energy transformation properties for the apparatus and the conditions in reference (transverse flow, discharge, CO2 laser device, dielectric medium constituent ratio of CO2:N2:H = 5:17:78, an initial temperature of 293K, a discharge current of 2A, E/N: 2.15X10-16 V/cm2, light cavity 160 cm2 long, height 1.8cm, as well as other parameters).

    Alternative power cycle concepts to the closed-cycle Rankine are evaluated and those that show potential for delivering power in a cost-effective and environmentally acceptable fashion are explored. Concepts are classified according to the ocean energy resource: thermal, waves, currents, and salinity gradient. Research projects have been funded and reported in each of these areas. The lift of seawater entrained in a vertical steam flow can provide potential energy for a conventional hydraulic turbine conversion system. Quantification of the process and assessment of potential costs must be completed to support concept evaluation. Exploratory development is being completed in thermoelectricity and 2-phase nozzles for other thermal concepts. Wave energy concepts are being evaluated by analysis and model testing with present emphasis on pneumatic turbines and wave focussing. Likewise, several conversion approaches to ocean current energy are being evaluated. The use of salinity resources requires further research in membranes or the development of membraneless processes. Using the thermal resource in a Claude cycle process as a power converter is promising, and a program of R and D and subsystem development has been initiated to provide confirmation of the preliminary conclusion.

    Australia is a large, sparsely populated country with an economy based traditionally on raw materials exports. Though still a major international trader in minerals and agricultural products, Australia has suffered a decline in productivity, employment, exports, and economic growth since the 1950s. Most energy research and development (R and D) and policymaking activities are carried out under the National Energy Research, Development, and Demonstration (NERDD) program. The NERDD program priorities include, among others, production of liquid hydrocarbon fuels from natural gas or coal-derived synthesis gas and oil and gas exploration, assessment, and recovery technology (high priority); production of liquid fuels from coal and oil shale by hydrogenation or pyrolysis, coal gasification, and achievement of cost reductions in coal and oil shale exploration and assessment techniques (medium priority); and in-situ coal gasification (low priority). Bilateral agreements for energy R and D with other countries are carried out under the Australian Department of National Development and Energy. Australia currently has agreements related to oil, gas, shale, and coal liquids R and D with the UK, the US, Japan, and West Germany.

    Cooperative Agreements, DE-FC26-08NT43293, DOE-WRI Cooperative Research and Development Program for Fossil Energy-Related Resources began in June 2009. The goal of the Program was to develop, commercialize, and deploy technologies of value to the nation’s fossil and renewable energy industries. To ensure relevancy and early commercialization, the involvement of an industrial partner was encouraged. In that regard, the Program stipulated that a minimum of 20% cost share be achieved in a fiscal year. This allowed WRI to carry a diverse portfolio of technologies and projects at various development technology readiness levels. Depending upon the maturity of the research concept and technology, cost share for a given task ranged from none to as high as 67% (two-thirds). Over the course of the Program, a total of twenty six tasks were proposed for DOE approval. Over the period of performance of the Cooperative agreement, WRI has put in place projects utilizing a total of $7,089,581 in USDOE funds. Against this funding, cosponsors have committed $7,398,476 in private funds to produce a program valued at $14,488,057. Tables 1 and 2 presented at the end of this section is a compilation of the funding for all the tasks conducted under the program. The goal of the Cooperative Research and Development Program for Fossil Energy-Related Resources was to through collaborative research with the industry, develop or assist in the development of innovative technology solutions that will: • Increase the production of United States energy resources – coal, natural gas, oil, and renewable energy resources; • Enhance the competitiveness of United States energy technologies in international markets and assist in technology transfer; • Reduce the nation's dependence on foreign energy supplies and strengthen both the United States and regional economies; and • Minimize environmental impacts of energy production and utilization.     SOLAR ENERGY RESEARCH CENTER INSTRUMENTATION FACILITY The mission of the Solar Energy Research Center (UNC SERC) at the University of North Carolina at Chapel Hill (UNC-CH) is to establish a world leading effort in solar fuels research and to develop the materials and methods needed to fabricate the next generation of solar energy devices. We are addressing the fundamental issues that will drive new strategies for solar energy conversion and the engineering challenges that must be met in order to convert discoveries made in the laboratory into commercially available devices. The development of a photoelectrosynthesis cell (PEC) for solar fuels production faces daunting requirements: (1) Absorb a large fraction of sunlight; (2) Carry out artificial photosynthesis which involves multiple complex reaction steps; (3) Avoid competitive and deleterious side and reverse reactions; (4) Perform 13 million catalytic cycles per year with minimal degradation; (5) Use non-toxic materials; (6) Cost-effectiveness. PEC efficiency is directly determined by the kinetics of each reaction step. The UNC SERC is addressing this challenge by taking a broad interdisciplinary approach in a highly collaborative setting, drawing on expertise across a broad range of disciplines in chemistry, physics and materials science. By taking a systematic approach toward a fundamental understanding of the mechanism of each step, we will be able to gain unique insight and optimize PEC design. Access to cutting-edge spectroscopic tools is critical to this research effort. We have built professionally-staffed facilities equipped with the state-of the-art instrumentation funded by this award. The combination of staff, facilities, and instrumentation specifically tailored for solar fuels research establishes the UNC Solar Energy Research Center Instrumentation Facility as a unique, world-class capability. The methods presented test the relationships between a broad set of policies and clean energy resources (energy efficiency, biomass, geothermal, solar, and wind). Energy efficiency findings are an initial foray into this type of analysis and indicate significant connections between reduced energy use and buildings codes, energy efficiency resource standards (in some cases), and electricity price. Renewable energy findings specify that there is most often a relationship between state policies and solar and wind development, indicating that while policies might apply to a wide variety of renewable resources, further tailoring of policy specifics to resource needs may lead to increased development of a wider variety of renewable energy resources. Further research is needed to refine the connections between clean energy development and policy, especially in the area of the impact of the length of time that a policy has been in place.

  5. Nanomaterials driven energy, environmental and biomedical research

    We have developed state-of-the-art nanomaterials such as nanofibers, nanotubes, nanoparticles, nanocatalysts and nanostructures for clean energy, environmental and biomedical research. Energy can neither be created nor be destroyed, but it can be converted from one form to another. Based on this principle, chemical energy such as hydrogen has been produced from water electrolysis at a much lower voltage using RuO{sub 2} nanoparticles on the Si wafer substrate. Once the hydrogen is produced from the clean sources such as solar energy and water, it has to be stored by physisorption or chemisorption processes on to the solid state systems. For the successful physical adsorption of hydrogen molecule, we have developed novel polyaniline nanostructures via chemical templating and electrospinning routes. Chemical or complex hydrides involving nano MgH{sub 2} and transition metal nanocatalysts have been synthesized to tailor both the thermodynamics and kinetics of hydrogen (chemi) sorption respectively. Utilization of solar energy (UV-Vis) and a coupling of novel semiconductor oxide nanoparticles have been recently demonstrated with enhancement in photo-oxidation and/or photo-reduction processes for the water/air detoxification and sustainable liquid fuel production respectively.     This paper discusses the efforts to accelerate the transformation in the U.S. building energy efficiency sector using a new technology prioritization framework. The underlying analysis examines building energy use micro segments using the Energy Information Administration Annual Energy Outlook and other publically available information. The U.S. Department of Energy’s Building Technologies Office (BTO) has developed a prioritization tool in an effort to inform programmatic decision making based on the long-term national impact of different energy efficiency measures. The prioritization tool can be used to investigate energy efficiency measures under a variety of scenarios and has a built-in energy accounting framework to prevent double counting of energy savings within any given portfolio. This tool is developed to inform decision making and estimate long term potential energy savings for different market adoption scenarios. It provides an objective comparison of new and existing measures and is being used to inform decision making with respect to BTO’s portfolio of projects.

    The objective of the Department of Energy (DOE) Epidemiologic Research Program is to determine the human health effects resulting from the generation and use of energy, and of the operation of DOE facilities. The program is divided into seven general areas of activity; the Radiation Effects Research Foundation (RERF) which supports studies of survivors of the atomic weapons in Hiroshima and Nagasaki, mortality and morbidity studies of DOE workers, studies on internally deposited alpha emitters, medical/histologic studies, studies on the aspects of radiation damage, community health surveillance studies, and the development of computational techniques and of databases to make the results as widely useful as possible. Excluding the extensive literature from the RERF, the program has produced 340 publications in scientific journals, contributing significantly to improving the understanding of the health effects of ionizing radiation exposure. In addition, a large number of public presentations were made and are documented elsewhere in published proceedings or in books. The purpose of this bibliography is to present a guide to the research results obtained by scientists supported by the program. The bibliography, which includes doctoral theses, is classified by laboratory and by year and also summarizes the results from individual authors by journal.

    For this project, the intended goal of the microgrid component was to investigate issues in policy and technology that would drive higher penetration of renewable energy, and to demonstrate implementation in a utility system. The work accomplished on modeling the dynamics of photovoltaic (PV) penetration can be expanded for practical application. Using such a tool those involved in public policy can examine what the effect of a particular policy initiative, e.g., renewable portfolio standards (RPS) requirements, might be in terms of the desired targets. The work in the area of microgrid design, protection, and operation is fundamental to the development of microgrids. In particular the “Energy Delivery” paradigm provides new opportunities and business models for utilities. Ultimately, Energy Delivery could accrue significant benefits in terms of costs and resiliency. The experimental microgrid will support continued research and allow the demonstration of technology for better integration of renewables. The algal biofuels component of the project was developed to enhance the test facility and to investigate the technical and economic feasibility of a commercial-scale geothermal algal biofuels operation for replication elsewhere in the arid Southwest. The project was housed at New Mexico State University’s (NMSU’s) Geothermal Aquaculture Facility (GAF) and a design for the inoculation train and algae grow-out process was developed. The facility was upgraded with modifications to existing electrical, plumbing and structural components on the GAF and surrounding grounds. The research work was conducted on biomass-processing, harvesting, dewatering, and extraction. Additionally, research was conducted to determine viability of using low-cost, wastewater from municipal treatment plants in the cultivation units as make-up water and as a source of nutrients, including nitrogen and soluble phosphorus.     This document describes the research work completed in five areas in fiscal year 1989. (1) The analysis of the US industrialized housing industry includes statistics, definitions, a case study, and a code analysis. (2) The assessment of foreign technology reviews the current status of design, manufacturing, marketing, and installation of industrialized housing primarily in Sweden and Japan. (3) Assessment of industrialization applications reviews housing production by climate zone, has a cost and energy comparison of Swedish and US housing, and discusses future manufacturing processes and emerging components.     The purpose of this project was to build upon the research, development and testing experience of the Northwest National Marine Renewable Energy Center (NNMREC) to establish a non-grid connected open-ocean testing facility for wave energy converters (WECs) off the coast of Newport, Oregon. The test facility would serve as the first facility of its kind in the continental US with a fully energetic wave resource where WEC technologies could be proven for west coast US markets. The test facility would provide the opportunity for self-contained WEC testing or WEC testing connected via an umbilical cable to a mobile ocean test berth (MOTB). The MOTB would act as a “grid surrogate” measuring energy produced by the WEC and the environmental conditions under which the energy was produced. In order to realize this vision, the ocean site would need to be identified through outreach to community stakeholders, and then regulatory and permitting processes would be undertaken. Part of those processes would require environmental baseline studies and site analysis, including benthic, acoustic and wave resource characterization. The MOTB and its myriad systems would need to be designed and constructed.The first WEC test at the facility with the MOTB was completed within this project with the WET-NZ device in summer 2012. In summer 2013, the MOTB was deployed with load cells on its mooring lines to characterize forces on mooring systems in a variety of sea states. Throughout both testing seasons, studies were done to analyze environmental effects during testing operations. Test protocols and best management practices for open ocean operations were developed. As a result of this project, the non-grid connected fully energetic WEC test facility is operational, and the MOTB system developed provides a portable concept for WEC testing. The permitting process used provides a model for other wave energy projects, especially those in the Pacific Northwest that have similar

    Research funded primarily by the NRC is directed toward assessing the roles of cyclic fatigue, intergranular stress corrosion cracking, and irradiation-assisted stress corrosion cracking on failures in light water reactor (LWR) piping systems, pressure vessels, and various core components. In support of the fast reactor program, the Division has responsibility for fuel-performance modeling and irradiation testing. The Division has major responsibilities in several design areas of the proposed International Thermonuclear Experimental Reactor (ITER). The Division supports the DOE in ensuring safe shipment of nuclear materials by providing extensive review of the Safety Analysis Reports for Packaging (SARPs). Finally, in the nuclear area they are investigating the safe disposal of spent fuel and waste. In work funded by DOE`s Energy Efficiency and Renewable Energy, the high-temperature superconductivity program continues to be a major focal point for industrial interactions. Coatings and lubricants developed in the division`s Tribology Section are intended for use in transportation systems of the future. Continuous fiber ceramic composites are being developed for high-performance heat engines. Nondestructive testing techniques are being developed to evaluate fiber distribution and to detect flaws. A wide variety of coatings for corrosion protection of metal alloys are being studied. These can increase lifetimes significant in a wide variety of coal combustion and gasification environments.
