    From the title, the reader is led to expect a broad practical treatise on combustion and combustion devices. Remarkably, for a book of modest dimension, the author is able to deliver. The text is organized into 12 Chapters, broadly treating three major areas: combustion fundamentals -- introduction (Ch. 1), thermodynamics (Ch. 2), fluid mechanics (Ch. 7), and kinetics (Ch. 8); fuels -- coal, municipal solid waste, and other solid fuels (Ch. 4), liquid (Ch. 5) and gaseous (Ch. 6) fuels; and combustion devices -- fuel cells (Ch. 3), boilers (Ch. 4), Otto (Ch. 10), diesel (Ch. 11), and Wankel (Ch. 10) engines and gas turbines (Ch. 12). Although each topic could warrant a complete text on its own, the author addresses each of these major themes with reasonable thoroughness. Also, the book is well documented with a bibliography, references, a good index, and many helpful tables and appendices. In short, Applied Combustion does admirably fulfill the author`s goal for a wide engineering science introduction to the general subject of combustion.

    This handbook is approved for use by all DOE Components and contractors. The handbook was prepared primarily for DOE nuclear facilities, but the information can be effectively used by any other type of facility. DOE nuclear, DOE non-nuclear, commercial nuclear reactor, fuel fabrication, chemical processing, or other types of facilities may also apply the principles of this approach and find it useful and applicable to local needs. The handbook provides DOE and contractor operating organizations with concepts and guidance regarding the use of alternative techniques to implement a systematic approach to training (SAT). The techniques described in this handbook are endorsed by DOE and use of the guidance in this handbook is appropriate for establishment of technical training programs at DOE nuclear facilities. The use of guidance on selection and implementation of appropriate training approaches after consideration of job complexity, the consequences of error based on risk/hazard potential, and available training media should result in effective and efficient training programs. The information presented in this handbook can be used to grade the level of effort and formality used in developing training programs.

    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

    This Handbook describes an implementation process for core training as recommended in Implementation Guide G441.12, Radiation Safety Training, and as outlined in the DOE Radiological Control Standard (RCS). The Handbook is meant to assist those individuals within the Department of Energy, Managing and Operating contractors, and Managing and Integrating contractors identified as having responsibility for implementing core training recommended by the RCS. This training is intended for radiological workers to assist in meeting their job-specific training requirements of 10 CFR 835. While this Handbook addresses many requirements of 10 CFR 835 Subpart J, it must be supplemented with facility-specific information to achieve full compliance.

    The presentation focuses on some of the time-proven and new technologies being used to accomplish radiological work. These techniques can be applied at nuclear facilities to reduce radiation doses and protect the environment. The last reactor plants and processing facilities were shutdown and Hanford was given a new mission to put the facilities in a safe condition, decontaminate, and prepare them for decommissioning. The skills that were necessary to operate these facilities were different than the skills needed today to clean up Hanford. Workers were not familiar with many of the tools, equipment, and materials needed to accomplish:the new mission, which includes clean up of contaminated areas in and around all the facilities, recovery of reactor fuel from spent fuel pools, and the removal of millions of gallons of highly radioactive waste from 177 underground tanks. In addition, this work has to be done with a reduced number of workers and a smaller budget. At Hanford, facilities contain a myriad of radioactive isotopes that are 2048 located inside plant systems, underground tanks, and the soil. As cleanup work at Hanford began, it became obvious early that in order to get workers to apply ALARA and use hew tools and equipment to accomplish the radiological work it was necessary to plan the work in advance and get radiological control and/or ALARA committee personnel involved early in the planning process. Emphasis was placed on applying,ALARA techniques to reduce dose, limit contamination spread and minimize the amount of radioactive waste generated. Progress on the cleanup has,b6en steady and Hanford workers have learned to use different types of engineered controls and ALARA techniques to perform radiological work. The purpose of this presentation is to share the lessons learned on how Hanford is accomplishing radiological work.

CTMS is a database that links information needed to maintain a five-phase approach to training-analysis, design, development, implementation, and evaluation independent of training program design. CTMS is designed using R-Base{trademark}, an-SQL compliant software platform. Information is logically entered and linked in CTMS. Each task is linked directly to a performance objective, which, in turn, is linked directly to a learning objective; then, each enabling objective is linked to its respective test items. In addition, tasks, performance objectives, enabling objectives, and test items are linked to their associated reference documents.     The breacher's training aid described in this report was designed to simulate features of magazine and steel-plate doors. The training aid enables breachers to practice using their breaching tools on components that they may encounter when attempting to enter a facility. Two types of fixtures were designed and built: (1) a large fixture incorporates simulated hinges, hasps, lock shrouds, and pins, and (2) a small fixture simulates the cross section of magazine and steel-plate doors. The small fixture consists of steel plates on either side of a structural member, such as an I-beam. The report contains detailed descriptions and photographs of the training aids, assembly instructions, and drawings.

Key features of this algorithm are a new stopping criterion and a set of working set selection strategies that, although inexpensive, do not lead to substantially more iterations than the optimal working set selection strategy. For these working set strategies, we establish convergence rates that coincide with the best known rates for SYMs with offset. We further conduct various experiments that investigate both the run time behavior and the performed iterations of the new training algorithm. It turns out, that the new algorithm needs less iterations and run-time than standard training algorithms for SYMs with offset.

    Over the past 25 years extensive federal legislation involving the handling and transport of hazardous materials/waste has been passed that has resulted in numerous overlapping regulations administered and enforced by different federal agencies. The handling and transport of hazardous materials/waste involves a significant number of workers who are subject to a varying degree of risk should an accident occur during handling or transport. Effective transportation training can help workers address these risks and mitigate them, and at the same time enable ORNL to comply with the federal regulations concerning the transport of hazardous materials/waste. This presentation will outline how the Environmental and Health Protection Division's Technical Resources and Training Section at the Oak Ridge National Laboratory, working with transportation and waste disposal personnel, have developed and implemented a comprehensive transportation safety training program to meet the needs of our workers while satisfying appropriate federal regulations. 8 refs., 3 tabs.

The currently experienced decline in nuclear faculty is resulting in decreases in graduate students in nuclear fields and a decrease at the undergraduate level of nuclear awareness.     The US Army Training and Doctrine Command is currently developing, in cooperation with Los Alamos National Laboratory, a Corps level combat simulation to support military analytical studies. This model emphasizes high resolution modeling of the command and control processes, with particular attention to architectural considerations that enable extension of the model. A planned future extension is the inclusion of an computer based planning capability for command echelons that can be dynamical invoked during the execution of then model. Command and control is the process through which the activities of military forces are directed, coordinated, and controlled to achieve the stated mission. To perform command and control the commander must understand the mission, perform terrain analysis, understand his own situation and capabilities as well as the enemy situation and his probable actions. To support computer based planning, data structures must be available to support the computer's ability to understand'' the mission, terrain, own capabilities, and enemy situation. The availability of digitized terrain makes it feasible to apply artificial intelligence technologies to emulate the terrain analysis process, producing data structures for uses in planning. The work derived thus for to support the understanding of terrain is the topic of this paper. 13 refs., 5 figs., 6 tabs.

    We are developing a machine learning system that modifies existing knowledge about specific types of biological sequences. It does this by considering sample members and nonmembers of the sequence motif being learned. Using this information (which we call a domain theory''), our learning algorithm produces a more accurate representation of the knowledge needed to categorize future sequences. Specifically, the KBANN algorithm maps inference rules, such as consensus sequences, into a neural (connectionist) network. Neural network training techniques then use the training examples of refine these inference rules. We have been applying this approach to several problems in DNA sequence analysis and have also been extending the capabilities of our learning system along several dimensions.

    Two solitons in an optical fiber can form pairs in which the double-humped shape is maintained even when the pair is shifted in frequency by the Raman effect. We show here analytically that this is possible even when the two solitons have unequal power. We discuss the forces that cause relative motion of the two solitons, and determine a condition for balance, i.e., for a pair to maintain their separation while the phase keeps evolving. At a specific parameter point we find a solution in which even the phase profile of the pulse pair is maintained. We then discuss that this special point exists also for multipeak structures, or soliton trains. These trains can move as an entity due to Raman shifting. The results are tested by numerical simulation. A comparison to literature reveals that both the rotating phase pair and the constant phase soliton pair apparently have been seen before by others in numerical simulations. Our treatment provides the general framework.

    TRAIN-UNIX is used to track training requirements, qualifications, training completion and schedule training, classrooms and instructors. TRAIN-UNIX is a requirements-based system. When the identified training requirements for specific jobs are entered into the system, the employees manager or responsible training person assigns jobs to an employee. TRAIN-UNIX will then assemble an Individual Training Plan (ITP) with all courses required. ITP''s can also be modified to add any special training directed or identified by management, bestmore » business practices, procedures, etc. TRAIN-UNIX also schedules and tracks conferences, seminars, and required reading. TRAIN-UNIX is a secure database system on a server accessible via the network. Access to the user functions (scheduling, data entry, ITP modification etc.) within TRAIN-UNIX are granted by function, as needed, by the system administrator. An additional level of security allows those who access TRAIN-UNIX to only add, modify or view information for the organizations to which they belong. TRAIN-UNIX scheduling function allows network access to scheduling of students. As a function of the scheduling process, TRAIN-UNIX checks to insure that the student is a valid employee, not double booked, and the instructor and classroom are not double booked. TRAIN-UNIX will report pending lapse of courses or qualifications. This ability to know the lapse of training along with built in training requesting function allows the training deliverers to forecast training needs.« less

    An N-gram language model aims at capturing statistical syntactic word order information from corpora. Although the concept of language models has been applied extensively to handle a variety of NLP problems with reasonable success, the standard model does not incorporate semantic information, and consequently limits its applicability to semantic problems such as word sense disambiguation. We propose a framework that integrates semantic information into the language model schema, allowing a system to exploit both syntactic and semantic information to address NLP problems. Furthermore, acknowledging the limited availability of semantically annotated data, we discuss how the proposed model can be learned without annotated training examples. Finally, we report on a case study showing how the semantics-enhanced language model can be applied to unsupervised word sense disambiguation with promising results.

    ROVER (Roll Over Vehicle for Emergency Response) is a specially designed and constructed unit built to allow emergency response personnel and LPG industry employees to get ``up close and personal`` with the type of equipment used for the highway transportation of liquefied petroleum gas (LPG). This trailer was constructed to simulate an MC 331 LPG trailer. It has all the valves, piping and emergency fittings found on highway tankers. What makes this unit different is that it rolls over and opens up to allow program attendees to climb inside the trailer and see it in a way they have never seen one before. The half-day training session is composed of a classroom portion during which attendees will participate in a discussion of hazardous material safety, cargo tank identification and construction. The specific properties of LPG, and the correct procedures for dealing with an LPG emergency. Attendees will then move outside to ROVER, where they will participate in a walkaround inspection of the rolled over unit. All fittings and piping will be representative of both modern and older equipment. Participants will also be able to climb inside the unit through a specially constructed hatch to view cutaway valves and interior construction. While the possibility of an LPG emergency remains remote, ROVER represents Amoco`s continuing commitment to community, education, and safety.

  15. Efficient high density train operations

    The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference. During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

    The goal of the Russian Navy Fuels Program is to incorporate nuclear fuel that is in the custody of the Russian Navy into a materials protection, control and accounting program. In addition to applying MPC and A upgrades to existing facilities, a program is underway to train site personnel in MPC and A activities. The goal is to assure that the upgraded facilities are managed, operated and maintained in an effective, sustainable manner. Training includes both the conceptual and necessary operational aspects of the systems and equipment. The project began with a Needs Assessment to identify priorities and objectives of required training. This led to the creation of a series of classes developed by Kurchatov Institute. One course was developed to allow attendees to get a general understanding of goals and objectives of nuclear MPC and A systems in the context of the Russian Navy. A follow-on course provided the detailed skills necessary for the performance of specialized duties. Parallel sessions with hands-on exercises provided the specific training needed for different personnel requirements. The courses were presented at KI facilities in Moscow. This paper reviews the work to date and future plans for this program.

  12. Building capacity for Health Impact Assessment: Training outcomes from the United States

    Background: Despite the continued growth of Health Impact Assessment (HIA) in the US, there is little research on HIA capacity-building. A comprehensive study of longer-term training outcomes may reveal opportunities for improving capacity building activities and HIA practice. Methods: We conducted in-depth interviews with HIA trainees in the United States to assess their outcomes and needs. Using a training evaluation framework, we measured outcomes across a spectrum of reaction, learning, behavior and results. Results: From 2006 to 2012, four organizations trained over 2200 people in at least 75 in-person HIA trainings in 29 states. We interviewed 48 trainees, selected both randomly and purposefully. The mean duration between training and interview was 3.4 years. Trainees reported that their training objectives were met, especially when relevant case-studies were used. They established new collaborations at the trainings and maintained them. Training appeared to catalyze more holistic thinking and practice, including a range of HIA-related activities. Many trainees disseminated what they learned and engaged in components of HIA, even without dedicated funding. Going forward, trainees need assistance with quantitative methods, project management, community engagement, framing recommendations, and evaluation. Conclusions: The research revealed opportunities for a range of HIA stakeholders to refine and coordinate training resources, apply a competency framework and leverage complimentary workforce development efforts, and sensitize and build the capacity of communities. - Highlights: • We interviewed HIA trainees in the United States to assess longer-term outcomes. • Training appeared to catalyze a range of beneficial partnerships and activities. • Trainees reported outstanding needs for specific skills and competencies. • There are various opportunities to improve training and capacity-building.

    The Joint Research Center as part of its support program to Euratom safeguards, is developing a line of unattended systems for fresh fuel assemblies in fabrication plants (low enrichment and mixed oxide). These systems combine neutron coincidence counting in the form of a neutron collar and a vision system for identification of the fuel assembly. The system is unattended, i.e. it is integrated into the production flow of the facility, and there is no inspector presence during verification measurement. The facility operator loads the assembly into the unattended measurement station which then automatically starts its predefined measurement cycle without the intervention of the facility operator. The station positions the collar according to a programming strategy for each assembly type and loads/unloads its own AmLi source for active and passive measurements. This paper is a discussion of the training requirements for such a system and the development of multimedia training aids to meet these requirements.

    Training programs at DOE facilities should provide well-trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor nuclear facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically determined job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two companion manuals provide additional information to assist contractors in their efforts to accredit training programs.

    The LLNL work smart standard requires us to provide ongoing laser safety training for a large number of persons on a three-year cycle. In order to meet the standard, it was necessary to find a cost and performance effective method to perform this training. This paper discusses the scope of the training problem, specific LLNL training needs, various training methods used at LLNL, the advantages and disadvantages of these methods and the rationale for selecting web-based laser safety training. The tools and costs involved in developing web-based training courses are also discussed, in addition to conclusions drawn from our training operating experience. The ILSC lecture presentation contains a short demonstration of the LLNL web-based laser safety-training course.

    Training is crucial to the success of any organization. It is also expensive, with some estimates exceeding $50 billion annually spent on training by U.S. corporations. Nuclear training, like that of many other highly technical organizations, is both crucial and costly. It is unlikely that the amount of training can be significantly reduced. If anything, current trends indicate that training needs will probably increase as the industry and workforce ages and changes. With the advent of energy deregulation in the United States, greater pressures will surface to make the costs of energy more cost-competitive. This in turn will drive businesses to more closely examine existing costs and find ways to do things in a more cost-effective way. The commercial nuclear industry will be no exception, and nuclear training will be equally affected. It is time for nuclear training and indeed the entire nuclear industry to begin using more aggressive techniques to reduce costs. This includes the need for nuclear training to find alternatives to traditional methods for the delivery of cost-effective high-quality training that meets regulatory requirements and produces well-qualified personnel capable of working in an efficient and safe manner. Computer-based and/or Web-based training are leading emerging technologies.

    A method for applying novel coatings to substrates is provided. The ends of multiplicity of rods of different materials are melted by focused beams of laser light. Individual electric fields are applied to each of the molten rod ends, thereby ejecting charged particles that include droplets, atomic clusters, molecules, and atoms. The charged particles are separately transported, by the accelerations provided by electric potentials produced by an electrode structure, to substrates where they combine and form the coatings.     We are developing a machine learning system that modifies existing knowledge about specific types of biological sequences. It does this by considering sample members and nonmembers of the sequence motif being learned. Using this information (which we call a ``domain theory``), our learning algorithm produces a more accurate representation of the knowledge needed to categorize future sequences. Specifically, the KBANN algorithm maps inference rules, such as consensus sequences, into a neural (connectionist) network. Neural network training techniques then use the training examples of refine these inference rules. We have been applying this approach to several problems in DNA sequence analysis and have also been extending the capabilities of our learning system along several dimensions.

The academy's mission at that time was to provide state-of-the-art, standardized training to DOE and DOe contractor safeguards and security personnel. The CTA's primary mission still is to provide quality training of the safeguards and security personnel throughout the DOE who are, or may become, involved in the protection of vital national resources.     This is a report on the Student Science Enrichment Training Program, with special emphasis on chemical and computer science fields. The residential summer session was held at the campus of Claflin College, Orangeburg, SC, for six weeks during 1993 summer, to run concomitantly with the college`s summer school. Fifty participants selected for this program, included high school sophomores, juniors and seniors. The students came from rural South Carolina and adjoining states which, presently, have limited science and computer science facilities. The program focused on high ability minority students, with high potential for science engineering and mathematical careers. The major objective was to increase the pool of well qualified college entering minority students who would elect to go into science, engineering and mathematical careers. The Division of Natural Sciences and Mathematics and engineering at Claflin College received major benefits from this program as it helped them to expand the Departments of Chemistry, Engineering, Mathematics and Computer Science as a result of additional enrollment. It also established an expanded pool of well qualified minority science and mathematics graduates, which were recruited by the federal agencies and private corporations, visiting Claflin College Campus. Department of Energy`s relationship with Claflin College increased the public awareness of energy related job opportunities in the public and private sectors.

    The burden of stopping a nuclear smuggling attempt at the border rests most heavily on the front-line customs inspector. He needs to know how to use the technological tools at his disposal, how to discern tell-tale anomalies in export documents and manifests, how to notice psychological signs of a smuggler's tension, and how to search anything that might hide nuclear material. This means that assistance in the counter-nuclear smuggling training of customs officers is one of the most critical areas of help that the United States can provide. This paper discusses the various modes of specialized training, both in the field and in courses, as well as the types of assistance that can be provided. Training for nuclear customs specialists, and supervisors and managers of nuclear smuggling detection systems is also important, and differs from front-line inspector training in several aspects. The limitations of training and technological tools such as expert centers that will overcome these limitations are also discussed. Training assistance planned by DOE/NN-43 to Russia within the Second Line of Defense program is discussed in the light of these options, and future possibilities for such training are projected.

    ACE-IT is a computer-based training tool developed to simulate an on-site inspection of a facility. Inspectors and hosts practice realistic scenarios to prepare for inspections, to supplement tabletop and mock inspections, and for general training in managed access techniques. A training exercise is conducted between interconnected computer workstations. Participants at each workstation play a role, such as inspector or host, and the exercise permits team-specific actions at each stage of the inspection. Prompts and on-screen menus let the participants know what responses are expected from them to continue the exercise.

These stable soliton trains are found in two-dimensional square photonic lattices when they bifurcate from X-symmetry points with saddle-shaped diffraction inside the first Bloch band and their amplitudes are above a certain threshold. We also show that soliton trains with low amplitudes or bifurcated from edges of the first Bloch band ({Gamma} and M points) still suffer transverse instability. These results are obtained in the continuous lattice model and are further corroborated by the discrete model.

    ACE-IT is a computer-based training tool developed to simulate an on-site inspection of a facility. Inspectors and hosts practice realistic scenarios to prepare for inspections, to supplement tabletop and mock inspections, and for general training in managed access techniques. A training exercise is conducted between interconnected computer workstations. Participants at each workstation play a role, such as inspector or host, and the exercise permits team-specific actions at each stage of the inspection.
