    The price of delivered electricity will rise if generators have to pay for carbon dioxide emissions through an implicit or explicit mechanism. There are two main effects that a substantial price on CO{sub 2} emissions would have in the short run (before the generation fleet changes significantly). First, consumers would react to increased price by buying less, described by their price elasticity of demand. Second, a price on CO{sub 2} emissions would change the order in which existing generators are economically dispatched, depending on their carbon dioxide emissions and marginal fuel prices. Both the price increase and dispatch changes depend on the mix of generation technologies and fuels in the region available for dispatch, although the consumer response to higher prices is the dominant effect. We estimate that the instantaneous imposition of a price of $35 per metric ton on CO{sub 2} emissions would lead to a 10% reduction in CO{sub 2} emissions in PJM and MISO at a price elasticity of -0.1. Reductions in ERCOT would be about one-third as large. Thus, a price on CO{sub 2} emissions that has been shown in earlier work to stimulate investment in new generation technology also provides significant CO{sub 2} reductions before new technology is deployed at large scale. 39 refs., 4 figs., 2 tabs.

Electric utilities in 29 states are now implementing green-pricing programs. This report examines important elements of green-pricing programs, including the different types of programs offered, the premiums charged, customer response, and additional factors that experience indicates are key to the development of successful programs. The best-performing programs tend to share a number of common attributes related to product design, value creation, product pricing, and program implementation. The report ends with a list of ''best practices'' for utilities to follow when developing and implementing programs.

    Corporate Average Fuel Economy (CAFE) standards and CO2 emissions standards for 2012 to 2016 have significantly increased the stringency of requirements for new light-duty vehicle fuel efficiency. This study investigates the role of technology adoption and pricing strategies in meeting new standards, as well as the impact of feebate policies. The analysis is carried out by means of a dynamic optimization model that simulates manufacturer decisions with the objective of maximizing social surplus while simultaneously considering consumer response and meeting CAFE and emissions standards. The results indicate that technology adoption plays the major role and that the provision of compliance flexibility and the availability of cost-effective advanced technologies help manufacturers reduce the need for pricing to induce changes in the mix of vehicles sold. Feebates, when implemented along with fuel economy and emissions standards, can bring additional fuel economy improvement and emissions reduction, but the benefit diminishes with the increasing stringency of the standards.

    This paper presents an analysis of the reduction in SO{sub 2} emissions by electric utilities between 1985 and 1993. We find that, as of 1993, emissions had been reduced for reasons largely unrelated to the emission reduction mandate incorporated in Title IV of the 1990 Clean Air Act Amendments. The principal reason appears to be the change in the economics of coal choice that resulted from the remarkable decline in rail rates for low sulfur western coal delivered to higher sulfur coal-fired plants in the Midwest. Consequently, one of the reasons that allowance prices are lower than expected is that less sulfur need be removed to meet the Title IV caps on aggregate SO{sub x} emissions.

    Under contract with the US Department of Energy (DE-AC22-92PCO0367), Pittsburgh Energy Technology Center, Radian Corporation has conducted a test program to collect and analyze size-fractionated stack gas particulate samples for selected inorganic hazardous air pollutants (HAPS). Specific goals of the program are (1) the collection of one-gram quantities of size-fractionated stack gas particulate matter for bulk (total) and surface chemical charactization, and (2) the determination of the relationship between particle size, bulk and surface (leachable) composition, and unit load. The information obtained from this program identifies the effects of unit load, particle size, and wet FGD system operation on the relative toxicological effects of exposure to particulate emissions.

  9. Cost-effectiveness of controlling emissions for various alternative-fuel vehicle types, with vehicle and fuel price subsidies estimated on the basis of monetary values of emission reductions

    Emission-control cost-effectiveness is estimated for ten alternative-fuel vehicle (AFV) types (i.e., vehicles fueled with reformulated gasoline, M85 flexible-fuel vehicles [FFVs], M100 FFVs, dedicated M85 vehicles, dedicated M100 vehicles, E85 FFVS, dual-fuel liquefied petroleum gas vehicles, dual-fuel compressed natural gas vehicles [CNGVs], dedicated CNGVs, and electric vehicles [EVs]). Given the assumptions made, CNGVs are found to be most cost-effective in controlling emissions and E85 FFVs to be least cost-effective, with the other vehicle types falling between these two. AFV cost-effectiveness is further calculated for various cases representing changes in costs of vehicles and fuels, AFV emission reductions, and baseline gasoline vehicle emissions, among other factors. Changes in these parameters can change cost-effectiveness dramatically. However, the rank of the ten AFV types according to their cost-effectiveness remains essentially unchanged. Based on assumed dollars-per-ton emission values and estimated AFV emission reductions, the per-vehicle monetary value of emission reductions is calculated for each AFV type. Calculated emission reduction values ranged from as little as $500 to as much as $40,000 per vehicle, depending on AFV type, dollar-per-ton emission values, and baseline gasoline vehicle emissions. Among the ten vehicle types, vehicles fueled with reformulated gasoline have the lowest per-vehicle value, while EVs have the highest per-vehicle value, reflecting the magnitude of emission reductions by these vehicle types. To translate the calculated per-vehicle emission reduction values to individual AFV users, AFV fuel or vehicle price subsidies are designed to be equal to AFV emission reduction values. The subsidies designed in this way are substantial. In fact, providing the subsidies to AFVs would change most AFV types from net cost increases to net cost decreases, relative to conventional gasoline vehicles.

  11. Deployment of CCS Technologies across the Load Curve for a Competitive Electricity Market as a Function of CO2 Emissions Permit Prices

    Consistent with other published studies, the modelling presented here reveals that baseload power plants are the first aspects of the electricity sector to decarbonize and are essentially decarbonized once CO2 permit prices exceed a certain threshold ($90/ton CO2 in this study). The decarbonization of baseload electricity is met by significant expansions of nuclear power and renewable energy generation technologies as well as the application of carbon dioxide capture and storage (CCS) technologies applied to both coal and natural gas fired power plants. Relatively little attention has been paid thus far to whether intermediate and peaking units would respond the same way to a climate policy given the very different operational and economic context that these kinds of electricity generation units operate under. In this paper, the authors discuss key aspects of the load segmentation methodology used to imbed a varying electricity demand within the GCAM (a state-of-the-art Integrated Assessment Model) energy and economic modelling framework and present key results on the role CCS technologies could play in decarbonizng subpeak and peak generation (encompassing only the top 10% of the load) and under what conditions. To do this, the authors have modelled two hypothetical climate policies that require 50% and 80% reductions in US emissions from business as usual by the middle of this century. Intermediate electricity generation is virtually decarbonized once carbon prices exceed approximately $150/tonCO2. When CO2 permit prices exceed $160/tonCO2, natural gas power plants with CCS have roughly the same marketshare as conventional gas plants in serving subpeak loads. The penetration of CCS into peak load (upper 6% here) is minimal under the scenarios modeled here suggesting that CO2 emissions from this aspect of the U.S. electricity sector would persist well into the future even with stringent CO2 emission control policies in place.

    This was one of a group of assessments of toxic emissions from coal-fired power plants, conducted for DOE-PETC in 1993 as mandated by the 1990 Clean Air Act. It is organized into 2 volumes; Volume 1 describes the sampling effort, presents the concentration data on toxic chemicals in several power plant streams, and reports the results of evaluations and calculations. The study involved solid, liquid, and gaseous samples from input, output, and process streams at Coal Creek Station Unit No. 1, Underwood, North Dakota (1100 MW mine-mouth plant burning lignite from the Falkirk mine located adjacent to the plant). This plant had an electrostatic precipitator and a wet scrubber flue gas desulfurization unit. Measurements were conducted on June 21--24, 26, and 27, 1993; chemicals measured were 6 major and 16 trace elements (including Hg, Cr, Cd, Pb, Se, As, Be, Ni), acids and corresponding anions (HCl, HF, chloride, fluoride, phosphate, sulfate), ammonia and cyanide, elemental C, radionuclides, VOCs, semivolatiles (incl. PAH, polychlorinated dioxins, furans), and aldehydes. Volume 2: Appendices includes process data log sheets, field sampling data sheets, uncertainty calculations, and quality assurance results.

    This study was one of a group of assessments of toxic emissions from coal-fired power plants, conducted for DOE during 1993. The motivation for those assessments was the mandate in the 1990 Clean Air Act Amendments that a study be made of emissions of hazardous air pollutants (HAPs) from electric utilities. The report is organized in two volumes. Volume 1: Sampling describes the sampling effort conducted as the basis for this study; Results presents the concentration data on HAPs in the several power plant streams, and reports the results of evaluations and calculations conducted with those data; and Special Topics report on issues such as comparison of sampling methods and vapor/solid distributions of HAPs. Volume 2: Appendices include quality assurance/quality control results, uncertainty analysis for emission factors, and data sheets. This study involved measurements of a variety of substances in solid, liquid, and gaseous samples from input, output, and process streams at the Innovative Clean Coal Technology Demonstration (ICCT) of the Wet Sulfuric Acid-Selective Catalytic Reduction (SNOX) process. The SNOX demonstration is being conducted at Ohio Edison`s Niles Boiler No. 2 which uses cyclone burners to burn bituminous coal. A 35 megawatt slipstream of flue gas from the boiler is used to demonstrate SNOX. The substances measured at the SNOX process were the following: 1. Five major and 16 trace elements, including mercury, chromium, cadmium, lead, selenium, arsenic, beryllium, and nickel; 2. Acids and corresponding anions (HCl, HF, chloride, fluoride, phosphate, sulfate); 3. Ammonia and cyanide; 4. Elemental carbon; 5. Radionuclides; 6. Volatile organic compounds (VOC); 7. Semi-volatile compounds (SVOC) including polynuclear aromatic hydrocarbons (PAH); and 8. Aldehydes.

    The effects of Federal refined-product price controls upon the price of motor gasoline in the United States through 1977 are examined. A comparison of domestic and foreign gasoline prices is made, based on the prices of products actually moving in international trade. There is also an effort to ascribe US/foreign market price differentials to identifiable cost factors. Primary emphasis is on price comparisons at the wholesale level, although some retail comparisons are presented. The study also examines the extent to which product price controls are binding, and attempts to estimate what the price of motor gasoline would have been in the absence of controls. The time period under consideration is from 1969 through 1977, with primary focus on price relationships in 1970-1971 (just before US controls) and 1976-1977.     On December 12, 2005, the reference case projections from ''Annual Energy Outlook 2006'' (AEO 2006) were posted on the Energy Information Administration's (EIA) web site. We at LBNL have in the past compared the EIA's reference case long-term natural gas price forecasts from the AEO series to contemporaneous natural gas prices that can be locked in through the forward market, with the goal of better understanding fuel price risk and the role that renewables play in mitigating such risk (see, for example, http://eetd.lbl.gov/ea/EMS/reports/53587.pdf or http://eetd.lbl.gov/ea/ems/reports/54751.pdf). As such, we were curious to see how the latest AEO gas price forecast compares to the NYMEX natural gas futures strip. This brief memo presents our findings. As a refresher, our past work in this area has found that over the past five years, forward natural gas contracts (with prices that can be locked in--e.g., gas futures, swaps, and physical supply) have traded at a premium relative to contemporaneous long-term reference case gas price forecasts from the EIA. As such, we have concluded that, over the past five years at least, levelized cost comparisons of fixed-price renewable generation with variable price gas-fired generation that have been based on AEO natural gas price forecasts (rather than forward prices) have yielded results that are ''biased'' in favor of gas-fired generation, presuming that long-term price stability is valued. In this memo we simply update our past analysis to include the latest long-term gas price forecast from the EIA, as contained in AEO 2006.     CO{sub 2} emissions trading is in full swing in Europe and is already having an impact on the price of power in the UK. If EU allowances (EUAs) trade at euro 20/t-CO{sub 2}, the EUA component in the power price is estimated to be slightly < euro 10/MW.h. In the case of UK power for delivery 1 year ahead, this is {approximately} 10% of the market price of power. The introduction of a carbon components into the UK power prices took place along before the 'official' start of ETS in 2005. Analysis of historical data of the price of power, gas, coal and EUAs shows that the first trace of a CO{sub 2} component in UK power dates back to August 2003, shortly after EUAs first started to trade. In April 2004, CO{sub 2} was fully integrated into the UK power price. 4 refs., 5 figs.

    A slide presentation is given on tomorrow`s pricing of power transmission. Topics discussed include; distance factors, loop flow compensation, coordinated planning function, principles of comparability and restructuring issues. Financial stress for the utilities is anticipated in the transistion to unbundling the electric power industry with juridictional segmentation by Federal and State Regulators. Transmission will be the sole regulatory responsibility of the Federal Energy Resource Commission. Pricing policies for transmission will be critical to ensure that customers are treated equitably, investors are adequately compensated and expansion of transmission capability facilitates competition for power generation. A new pricing method is needed that allocates transmission costs in proportion to usage of facilities. Problems with current transmission pricing policies include; not being sensitive to distance, systems are path based, loop flows are ignored, cross subsidization and costs not recovered. Examples of Transmission Cost Actural Path Pricing techniques are given.

    As increasingly large volumes of sophisticated options (called derivative securities) are traded in world financial markets, determining a fair price for these options has become an important and difficult computational problem. Many valuation codes use the binomial pricing model, in which the stock price is driven by a random walk. In this model, the value of an n-period option on a stock is the expected time-discounted value of the future cash flow on an n-period stock price path. Path-dependent options are particularly difficult to value since the future cash flow depends on the entire stock price path rather than on just the final stock price. Currently such options are approximately priced by Monte carlo methods with error bounds that hold only with high probability and which are reduced by increasing the number of simulation runs. In this paper the authors show that pricing an arbitrary path-dependent option is {number_sign}-P hard. They show that certain types f path-dependent options can be valued exactly in polynomial time. Asian options are path-dependent options that are particularly hard to price, and for these they design deterministic polynomial-time approximate algorithms. They show that the value of a perpetual American put option (which can be computed in constant time) is in many cases a good approximation to the value of an otherwise identical n-period American put option. In contrast to Monte Carlo methods, the algorithms have guaranteed error bounds that are polynormally small (and in some cases exponentially small) in the maturity n. For the error analysis they derive large-deviation results for random walks that may be of independent interest.

    Twice annually, Energy Detente accesses its own twice-monthly supplement, the Fuel Price/Tax Series, for an overview of how prices and taxes for refined petroleum products from natural gas to asphalt for end-users are changing. In this issue, it also updates its review of individual nations' pricing as to controls or free-market practices. The front cover chart reveals that, in terms of US dollars, the world average price of regular leaded (RL) gasoline is US $1.63, and high-octane leaded is US $1.78 - a difference of about 9%. A table details RL retail prices, the taxes pertaining to them, the percentages that those taxes are of prices, plus the January 1983 prices and the price change in US dollars over the period. In terms of US dollars, most price changes since January 1983 appear negative - particularly in the cases of Bolivia, El Salvador, and Nicaragua. A view of actual market price changes in terms of national currencies is depicted in another table. The fuel price/tax series and the principal industrial fuel prices are presented for January 1984 for countries of the Eastern Hemisphere.

The notion of weak shadow price, i.e. an illiquid price, depending on the portfolio, under which the model without bid and ask price is equivalent to the model with bid and ask price is introduced. Existence and the form of weak shadow price is shown. Using weak shadow price usual (called in the paper strong) shadow price is then constructed.

    This paper explores the technical and economic issues of determining reactive power pricing structures in an open-access environment. It is believed that reactive power pricing and management under open-access will depend upon two important developments: (1) the functional unbundling of facilities that support the reactive power and voltage control service, and (2) grid rules to facilitate the coordination between generation and transmission systems for reliable system operation. The paper discusses the characteristics of reactive power that must be considered in order to develop a framework for reactive power pricing and management. Several cost allocation methods for valuing reactive power are presented. Two workable reactive power pricing structures are also proposed. The first is based on performance standards and the second is based on the local reactive power market concept.

    This Topical Report addresses accomplishments achieved during Phase 2a of the SkyMine® Carbon Mineralization Pilot Project. The primary objectives of this project are to design, construct, and operate a system to capture CO2 from a slipstream of flue gas from a commercial coal-fired cement kiln, convert that CO2 to products having commercial value (i.e., beneficial use), show the economic viability of the CO2 capture and conversion process, and thereby advance the technology to the point of readiness for commercial scale demonstration and proliferation. The overall process is carbon negative, resulting in mineralization of CO2 that would otherwise be released into the atmosphere. The project will also substantiate market opportunities for the technology by sales of chemicals into existing markets, and identify opportunities to improve technology performance and reduce costs at the commercial scale. The project is being conducted in two phases. The primary objectives of Phase 1 were to elaborate proven SkyMine® process chemistry to commercial pilot-scale operation and complete the preliminary design for the pilot plant to be built and operated in Phase 2, complete a NEPA evaluation, and develop a comprehensive carbon life cycle analysis. The objective of the current Phase (2a) is to complete the detailed design of the pilot plant to be built in Phase 2b.

    This study is a history and analysis of Federal controls over petroleum price and allocation decisions throughout the 1970's. It relies in large part on the many analyses and comments written by academics, government officials and others who have studied the topic over the past nine years. The first part of this study outlines the conditions in the domestic petroleum market that led to the imposition of first price, and then allocation controls on the oil industry. The second part explores the operation and effectiveness of the regulations during periods of oil supply disruptions - the Arab embargo of 1973-1974 and the 1979 shortfall attendant to the revolution in Iran. The third part describes many of the more important changes made to the regulations during non-disrupted periods, and examines the effect the regulations had on the operation and structure of the domestic oil industry. The last part analyzes the overall effects of the regulations on consumer prices and national welfare.

    Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.

  14. Determining Price Reasonableness in Federal ESPCs

    This document reports the findings and implementation recommendations of the Price Reasonableness Working Group to the Federal ESPC Steering Committee. The working group was formed to address concerns of agencies and oversight organizations related to pricing and fair and reasonable price determination in federal energy savings performance contracts (ESPCs). This report comprises the working group's recommendations and is the proposed draft of a training curriculum on fair and reasonable price determination for users of federal ESPCs. The report includes: (1) A review of federal regulations applicable to determining price reasonableness of federal ESPCs (section 2), (2) Brief descriptions of the techniques described in Federal Acquisition Regulations (FAR) 15.404-1 and their applicability to ESPCs (section 3), and (3) Recommended strategies and procedures for cost-effectively completing price reasonableness determinations (sections 4). Agencies have struggled with fair and reasonable price determinations in their ESPCs primarily because this alternative financing vehicle is relatively new and relatively rare in the federal sector. The methods of determining price reasonableness most familiar to federal contracting officers (price competition based on the government's design and specifications, in particular) are generally not applicable to ESPCs. The regulatory requirements for determining price reasonableness in federal ESPCs have also been misunderstood, as federal procurement professionals who are inexperienced with ESPCs are further confused by multiple directives, including Executive Order 13123, which stresses life-cycle cost-effectiveness. Uncertainty about applicable regulations and inconsistent practice and documentation among agencies have fueled claims that price reasonableness determinations have not been sufficiently rigorous in federal ESPCs or that the prices paid in ESPCs are generally higher than the prices paid for similar goods and services
