  1. ETDEWEB versus the World-Wide-Web: a specific database/web comparison

    A study was performed comparing user search results from the specialized scientific database on energy-related information, ETDEWEB, with search results from the internet search engines Google and Google Scholar. The primary objective of the study was to determine if ETDEWEB (the Energy Technology Data Exchange – World Energy Base) continues to bring the user search results that are not being found by Google and Google Scholar. As a multilateral information exchange initiative, ETDE’s member countries and partners contribute cost- and task-sharing resources to build the largest database of energy-related information in the world. As of early 2010, the ETDEWEB database has 4.3 million citations to world-wide energy literature. One of ETDEWEB’s strengths is its focused scientific content and direct access to full text for its grey literature (over 300,000 documents in PDF available for viewing from the ETDE site and over a million additional links to where the documents can be found at research organizations and major publishers globally). Google and Google Scholar are well-known for the wide breadth of the information they search, with Google bringing in news, factual and opinion-related information, and Google Scholar also emphasizing scientific content across many disciplines. The analysis compared the results of 15 energy-related queries performed on all three systems using identical words/phrases. A variety of subjects was chosen, although the topics were mostly in renewable energy areas due to broad international interest. Over 40,000 search result records from the three sources were evaluated. The study concluded that ETDEWEB is a significant resource to energy experts for discovering relevant energy information. For the 15 topics in this study, ETDEWEB was shown to bring the user unique results not shown by Google or Google Scholar 86.7% of the time.     This Topical Report addresses accomplishments achieved during Phase 2a of the SkyMine® Carbon Mineralization Pilot Project. The primary objectives of this project are to design, construct, and operate a system to capture CO2 from a slipstream of flue gas from a commercial coal-fired cement kiln, convert that CO2 to products having commercial value (i.e., beneficial use), show the economic viability of the CO2 capture and conversion process, and thereby advance the technology to the point of readiness for commercial scale demonstration and proliferation. The overall process is carbon negative, resulting in mineralization of CO2 that would otherwise be released into the atmosphere. The project will also substantiate market opportunities for the technology by sales of chemicals into existing markets, and identify opportunities to improve technology performance and reduce costs at the commercial scale. The project is being conducted in two phases. The primary objectives of Phase 1 were to elaborate proven SkyMine® process chemistry to commercial pilot-scale operation and complete the preliminary design for the pilot plant to be built and operated in Phase 2, complete a NEPA evaluation, and develop a comprehensive carbon life cycle analysis. The objective of the current Phase (2a) is to complete the detailed design of the pilot plant to be built in Phase 2b.

    Most topic modeling algorithms that address the evolution of documents over time use the same number of topics at all times. This obscures the common occurrence in the data where new subjects arise and old ones diminish or disappear entirely. We propose an algorithm to model the birth and death of topics within an LDA-like framework. The user selects an initial number of topics, after which new topics are created and retired without further supervision. Our approach also accommodates many of the acceleration and parallelization schemes developed in recent years for standard LDA. In recent years, topic modeling algorithms such as latent semantic analysis (LSA)[17], latent Dirichlet allocation (LDA)[10] and their descendants have offered a powerful way to explore and interrogate corpora far too large for any human to grasp without assistance. Using such algorithms we are able to search for similar documents, model and track the volume of topics over time, search for correlated topics or model them with a hierarchy. Most of these algorithms are intended for use with static corpora where the number of documents and the size of the vocabulary are known in advance. Moreover, almost all current topic modeling algorithms fix the number of topics as one of the input parameters and keep it fixed across the entire corpus. While this is appropriate for static corpora, it becomes a serious handicap when analyzing time-varying data sets where topics come and go as a matter of course. This is doubly true for online algorithms that may not have the option of revising earlier results in light of new data. To be sure, these algorithms will account for changing data one way or another, but without the ability to adapt to structural changes such as entirely new topics they may do so in counterintuitive ways.

    RAMSGAS, the Research and Development Analysis Modeling System World Natural Gas Model, was developed to support planning of unconventional gaseoues fuels research and development. The model is a scenario analysis tool that can simulate the penetration of unconventional gas into world markets for oil and gas. Given a set of parameter values, the model estimates the natural gas supply and demand for the world for the period from 1980 to 2030. RAMSGAS is based onmore » a supply/demand framwork and also accounts for the non-renewable nature of gas resources. The model has three fundamental components: a demand module, a wellhead production cost module, and a supply/demand interface module. The demand for gas is a product of total demand for oil and gas in each of 9 demand regions and the gas share. Demand for oil and gas is forecast from the base year of 1980 through 2030 for each demand region, based on energy growth rates and price-induced conservation. For each of 11 conventional and 19 unconventional gas supply regions, wellhead production costs are calculated. To these are added transportation and distribution costs estimates associated with moving gas from the supply region to each of the demand regions and any economic rents. Based on a weighted average of these costs and the world price of oil, fuel shares for gas and oil are computed for each demand region. The gas demand is the gas fuel share multiplied by the total demand for oil plus gas. This demand is then met from the available supply regions in inverse proportion to the cost of gas from each region. The user has almost complete control over the cost estimates for each unconventional gas source in each year and thus can compare contributions from unconventional resources under different cost/price/demand scenarios.« less

    Although tidally locked habitable planets orbiting nearby M-dwarf stars are among the best astronomical targets to search for extrasolar life, they may also be deficient in volatiles and water. Climate models for this class of planets show atmospheric transport of water from the dayside to the nightside, where it is precipitated as snow and trapped as ice. Since ice only slowly flows back to the dayside upon accumulation, the resulting hydrological cycle can trap a large amount of water in the form of nightside ice. Using ice sheet dynamical and thermodynamical constraints, I illustrate how planets with less than about a quarter the Earth's oceans could trap most of their surface water on the nightside. This would leave their dayside, where habitable conditions are met, potentially dry. The amount and distribution of residual liquid water on the dayside depend on a variety of geophysical factors, including the efficiency of rock weathering at regulating atmospheric CO{sub 2} as dayside ocean basins dry up. Water-trapped worlds with dry daysides may offer similar advantages as land planets for habitability, by contrast with worlds where more abundant water freely flows around the globe.

    This report forms part of a project entitled 'World Biofuels Study'. The objective is to study world biofuel markets and to examine the possible contribution that biofuel imports could make to help meet the Renewable Fuel Standard (RFS) of the Energy Independence and Security Act of 2007 (EISA). The study was sponsored by the Biomass Program of the Assistant Secretary for Energy Efficiency and Renewable Energy (EERE), U.S. Department of Energy. It is a collaborative effort among the Office of Policy and International Affairs (PI), Department of Energy and Oak Ridge National Laboratory (ORNL), National Renewable Energy Laboratory (NREL) and Brookhaven National Laboratory (BNL). The project consisted of three main components: (1) Assessment of the resource potential for biofuel feedstocks such as sugarcane, grains, soybean, palm oil and lignocellulosic crops and development of supply curves (ORNL). (2) Assessment of the cost and performance of biofuel production technologies (NREL). (3) Scenario-based analysis of world biofuel markets using the ETP global energy model with data developed in the first parts of the study (BNL). This report covers the modeling and analysis part of the project conducted by BNL in cooperation with PI. The Energy Technology Perspectives (ETP) energy system model was used as the analytical tool for this study. ETP is a 15 region global model designed using the MARKAL framework. MARKAL-based models are partial equilibrium models that incorporate a description of the physical energy system and provide a bottom-up approach to study the entire energy system. ETP was updated for this study with biomass resource data and biofuel production technology cost and performance data developed by ORNL and NREL under Tasks 1 and 2 of this project. Many countries around the world are embarking on ambitious biofuel policies through renewable fuel standards and economic incentives.     The goal of the conference was to address the various applications of lidar to topics of interest in the atmospheric community. Specifically, with the development of frequency-agile, all solid state laser systems, high-quantum-efficiency detectors, increased computational power along with new and more powerful algorithms, and novel detection schemes, the application of lidar to both old and new problems has expanded. This expansion is evidenced by the contributions to the proceedings, which demonstrate the progress made on a variety of atmospheric remote sensing problems, both theoretically and experimentally. The first session focused on aerosol, ozone, and temperature profile measurements from ground-based units. The second session, Chemical Detection, provided applications of lidar to the detection of atmospheric pollutants. Papers in the third session, Wind and Turbulence Measurements, described the Multi-center Airborne Coherent Atmospheric Wind Sensor (MACAWS) experiments, Doppler techniques for ground-based wind profiling and mesopause radial wind and temperature measurements utilizing a frequency-agile lidar system. The papers in the last two sessions, Recent Advanced in Lidar Technology and Techniques and Advanced Operational Lidars, provided insights into novel approaches, materials, and techniques that would be of value to the lidar community. Papers have been processed separately for inclusion on the data base.

    As part of the EIA program to provide energy information, this analysis report presents the current status and projections through 2010 of nuclear capacity, generation, and fuel cycle requirements for all countries in the world using nuclear power to generate electricity for commercial use. It also contains information and forecasts of developments in the uranium market. Long-term projections of US nuclear capacity, generation, and spent fuel discharges for three different scenarios through 2040 are developed for the Department of Energy`s Office of Civilian Radioactive Waste Management (OCRWM). In turn, the OCRWM provides partial funding for preparation of this report.     Middle East LPG producers will continue to dominate world export markets in 1996. Led by Saudi Arabia, the Middle East will produce nearly 26 million metric tons of LPG in million metric tons of LPG in 1996, more than 54% of the world`s almost 48 million metric tons of export LPG. In 2000, however, with world exports of LPG expanding to 58.9 million metric tons, Middle East suppliers; share will have remained flat, making up 31.7 million metric tons, or 53.9%. Saudi Arabia`s contribution will exceed 15 million metric tons, reflecting essentially no growth since 1995. These and other patterns, from data compiled by Purvin and Gertz, Dallas, and published earlier this year, show other suppliers of LPG, especially African (Algeria/Nigeria), North Sea, and Latin American (Venezuela/Argentina), picking up larger shares in the last 5 years of this decade. This scenario assumes completion of several major supply projects that are either panned, under construction, or nearing start up in most of these areas. The paper discusses the global picture, the supply situation in the Middle East, Africa, the North Sea, and South America.

    The paper traces the development of Nucor`s investigation of clean iron unit processes, namely, direct reduction, and the decision to build and operate the world`s first commercial iron carbide plant. They first investigated coal based processes since the US has abundant coal reserves, but found a variety of reasons for dropping the coal-based processes from further consideration. A natural gas based process was selected, but the failure to find economically priced gas supplies stopped the development of a US based venture. It was later found that Trinidad had economically priced and abundant supplies of natural gas, and the system of government, the use of English language, and geographic location were also ideal. The cost estimates required modification of the design, but the plant was begun in April, 1993. Start-up problems with the plant are also discussed. Production should commence shortly.

    This report overviews crosscutting regulatory topics for nuclear fuel cycle facilities for use in the Fuel Cycle Research & Development Nuclear Fuel Cycle Evaluation and Screening study. In particular, the regulatory infrastructure and analysis capability is assessed for the following topical areas: Fire Regulations (i.e., how applicable are current Nuclear Regulatory Commission (NRC) and/or International Atomic Energy Agency (IAEA) fire regulations to advance fuel cycle facilities) Consequence Assessment (i.e., how applicable are current radionuclide transportation tools to support risk-informed regulations and Level 2 and/or 3 PRA) While not addressed in detail, the following regulatory topic is also discussed: Integrated Security, Safeguard and Safety Requirement (i.e., how applicable are current Nuclear Regulatory Commission (NRC) regulations to future fuel cycle facilities which will likely be required to balance the sometimes conflicting Material Accountability, Security, and Safety requirements.)

    The Discussion Series on PURPA Related Topics is composed of five volumes: Metering, Billing, Information to Customers, Load Management Techniques and Master Metering. These reports are based on twenty-five Demonstration and Implementation projects sponsored and directed during the past five years by the US Department of Energy, Office of Utility Systems. Each of the topics bears directly on one or more of the federal standards contained in the Public Utilities Regulatory Policies Act of 1978 (PURPA). This volume, Load Management Techniques, relates primarily to the Time-of-Day rates standard, PURPA IB(d)3. The experiences related in this report deal, in part, with the procedures and equipment which are affected when time-of-day rates are implemented. One goal of this report is to describe how people in a variety of settings have dealt with the many practical issues in load management. Another is to highlight the lessons and summarize the experiences of the Project participants. This report does not stand as a manual nor provide prescriptive guidelines on how to deal with the topic. Rather it offers an account for those charged with the responsibility of implementing PURPA requirements to learn from the insights and problems which occurred during the Rate Demonstration projects.

    The Gras Dowr, a floating production, storage, and offloading vessel (FPSD) for Amerada Hess Ltd.`s North Sea Durward and Dauntless fields, is one of the latest additions to the world`s growing FPSO fleet. The Gras Dowr, anchored in about 90 m of water, lies between the Durward (U.K. Block 21/16) and Dauntless (U.K. Block 21/11) fields, about 3.5 km from the subsea wellhead locations. The Gras Dowr`s main functions, according to Bluewater Offshore Production Systems Ltd., are to: receive fluids from well risers; process incoming fluids to separate the fluid into crude, water, and gas; store dry crude oil and maintain the required temperature; treat effluent to allow for water discharge to the sea; compress gas for gas lift as a future option; provide chemical injection skid for process chemical injection; use a part of the produced gas for fuel gas, and flare excess gas; inject treated seawater into the injection wells; house power generation for process and offloading operation and utilities; offload to a tandem moored shuttle tanker including receiving liquid fuel from the same tanker; provide accommodations for operating and maintenance crews; allow helicopters landings and takeoffs; allow handling and storage of goods transported by supply vessels; moor a shuttle tanker; and control the subsea wells.

In the early 1980s, six countries developing gas centrifuge technology (United States, United Kingdom, Germany, the Netherlands, Japan, and Australia) along with the International Atomic Energy Agency and the European Atomic Energy Community began developing effective safeguards techniques for GCEPs. This effort was known as the Hexapartite Safeguards Project (HSP). The HSP had the goal of maximizing safeguards effectiveness while minimizing the cost to the operator and inspectorate, and adopted several recommendations, such as the acceptance of limited-frequency unannounced access inspections in cascade halls, and the use of nondestructive assay measurements and tamper-indicating seals. While only the HSP participants initially committed to implementing all the measures of the approach, it has been used as a model for the safeguards applied to GCEPs in additional states. Uranium enrichment capacity has continued to expand on all fronts in the last few years. GCEP capacity is expanding in anticipation of the eventual shutdown of the less-efficient GDPs, the termination of the U.S.-Russia HEU blend-down program slated for 2013, and the possible resurgence of nuclear reactor construction as part of an expected 'Nuclear Renaissance'. Overall, a clear trend in the world profile of uranium enrichment plant operation is the continued movement towards multinational projects driven by commercial and economic interests. Along this vein, the safeguards community is continuing to develop new safeguards techniques and technologies that are not overly burdensome to enrichment plant operators while delivering more effective and efficient results. This report provides a snapshot overview of world enrichment capacity in 2009, including profiles of the uranium enrichment programs of individual states.     Neutrino astronomy has rapidly developed these last years, being the only way to get specific and reliable information about astrophysical objects still poorly understood.Currently two neutrino telescopes are operational in the World: BAIKAL, in the lake of the same name in Siberia, and AMANDA, in the ices of the South Pole. Two telescopes of the same type are under construction in the Mediterranean Sea: ANTARES and NESTOR. All these telescopes belong to a first generation, with an instrumented volume smaller or equal to 0.02 km3. Also in the Mediterranean Sea, the NEMO project is just in its stag phase, within the framework of a cubic kilometer size neutrino telescope study. Lastly, the ICECUBE detector, with a volume reaching about 1 km3, is under construction on the site of AMANDA experiment, while an extension of the BAIKAL detector toward km3 is under study. We will present here the characteristics of these experiments, as well as the results of their observations.

    Between 2010 and 2012 the Eastern Interconnection Planning Collaborative (EIPC) conducted a major long-term resource and transmission study of the Eastern Interconnection (EI). With guidance from a Stakeholder Steering Committee (SSC) that included representatives from the Eastern Interconnection States Planning Council (EISPC) among others, the project was conducted in two phases. Phase 1 involved a long-term capacity expansion analysis that involved creation of eight major futures plus 72 sensitivities. Three scenarios were selected for more extensive transmission- focused evaluation in Phase 2. Five power flow analyses, nine production cost model runs (including six sensitivities), and three capital cost estimations were developed during this second phase. The results from Phase 1 and 2 provided a wealth of data that could be examined further to address energy-related questions. A list of 13 topics was developed for further analysis; this paper discusses the first five.

  20. Selected topics in special nuclear materials safeguard system design

    During the past two decades the improvements in circuit integration have given rise to many new applications in digital processing technology by continuously reducing the unit cost of processing power. Along with this increase in processing power a corresponding decrease in circuit volume has been achieved. Progress has been so swift that new classes of applications become feasible every 2 or 3 years. This is especially true in the application of proven new technology to special nuclear materials (SNM) safeguard systems. Several areas of application were investigated in establishing the performance requirements for the SNM safeguard system. These included the improvements in material control and accountability and surveillance by using multiple sensors to continuously monitor SNM inventory within the selected value(s); establishing a system architecture to provide capabilities needed for present and future performance requirements; and limiting operating manpower exposure to radiation. This paper describes two selected topics in the application of state-of-the-art, well-proven technology to SNM safeguard system design.

    Major LPG projects planned or under way in Africa will increase the importance of that region`s presence in world LPG trade. Supplies will nearly double between 1995 and 2005, at which time they will remain steady for at least 10 years. At the same time that exports are leveling, however, increasing domestic demand for PG is likely to reduce export-market participation by Algeria, Nigeria, Egypt, and Libya. The growth of Africa`s participation in world LPG supply is reflected in comparisons for the next 15--20 years. Total world supply of LPG in 1995 was about 165 million metric tons (tonnes), of which Africans share was 7.8 million tonnes. By 2000, world supply will grow to slightly more than 200 million tonnes, with Africa`s share expected to increase to 13.2 million tonnes (6.6%). And by 2005, world LPG supply will reach nearly 230 million tonnes; Africa`s overall supply volumes by that year will be nearly 16.2 million tonnes (7%). World LPG supply for export in 1995 was on order of 44 million tonnes with Africa supply about 4 million tonnes (9%). By 2005, world export volumes of LPG will reach nearly 70 million tonnes; Africa`s share will have grown by nearly 10 million tonnes (14.3%).

This work explores the use of topic modeling as an approach to automatically determine the classes of information that exist on an organization's network, and then use the resultant topics as centroid vectors for the classification of individual documents in order to understand the distribution of information topics across the enterprise network. The approach is tested using the 20 Newsgroups dataset.

    The question is not whether, but when, world crude oil production will start to decline, ushering in the permanent oil shock era. While global information for predicting this event is not so straightforward as the data M. King Hubbert used in creating his famous Hubbert Curve that predicted the US (Lower 48 states, or US/48) 1970 oil production peak, there are strong indications that most of the world`s large exploration targets have now been found. Meanwhile, the earth`s population is exploding along with the oil needs of Asia`s developing nations. This article reviews Hubbert`s original analyses on oil discovery and production curves for the US/48 and projects his proven methodology onto global oil discoveries and production as of 1992. The world`s oil discovery curve peaked in 1962, and thence declined, as a Hubbert Curve predicts. However, global production was restricted after the 1973 Arab oil embargo. Otherwise, world production would have peaked in the mid-1990s. Two graphs show alternate versions of future global oil production.

    The international LPG industry has expanded rapidly during the 1990s and undergone significant changes. LPG consumption has expanded at nearly twice the rate of world petroleum demand. In particular, LPG use in residential and commercial markets has more than doubled in many developing countries. Markets for LPG and other petroleum products have been opened in many countries, accelerating demand growth and creating investment opportunities in all downstream segments. This has led to an overall strengthening of global LPG pricing and the development of many new export gas-processing projects. The paper discusses world LPG demand in residential and commercial markets and in petrochemicals, world LPG supply, regional increases, international trade, the US situation in natural gas, NGL supply, and NGL demand.
