    The use of wind power to generate electricity continues to grow, especially given commitments by various countries throughout the world to ensure that a significant percentage of energy comes from renewable sources. In order to meet such objectives, increasingly larger turbines with higher capacity are being developed. The engineering aspects of larger turbine development tend to focus on design and materials for blades and towers. However, foundations are also a critical component of large wind turbines and represent a significant cost of wind energy projects. Ongoing wind research at BNL is examining two areas: (a) structural response analysis of wind turbine-tower-foundation systems and (b) materials engineering of foundations. This work is investigating the dynamic interactions in wind turbine systems, which in turn assists the wind industry in achieving improved reliability and more cost efficient foundation designs. The results reported herein cover initial studies of concrete mix designs for large wind turbine foundations and how these may be tailored to reduce cost and incorporate sustainability and life cycle concepts. The approach taken was to investigate material substitutions so that the environmental, energy and CO{sub 2}-impact of concrete could be reduced. The use of high volumes of ''waste'' materials in concrete was examined. These materials included fly ash, blast furnace slag and recycled concrete aggregate. In addition, the use of steel fiber reinforcement as a means to improve mechanical properties and potentially reduce the amount of bar reinforcement in concrete foundations was studied. Four basic mixes were considered. These were: (1) conventional mix with no material substitutions, (2) 50% replacement of cement with fly ash, (3) 50% replacement of cement with blast furnace slag and (4) 25% replacement of cement with fly ash and 25% replacement with blast furnace slag.     As the United States moves toward a vision of greatly expanded wind energy use as outlined in the U.S. Department of Energy's 20% Wind Energy by 2030 report, the need for skilled workers at all levels in the industry is repeatedly identified as a critical issue. This presentation is an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry through a discussion of the activities identified that must be put in place to train workers. The paper will also provide a framework to address issues raised from each of the education and industry sectors, identifying a roadmap for developing an educational infrastructure to support wind technology. The presentation will also provide an understanding of the available resources, materials, and programs available across the industry. This presentation provides an overview of the educational infrastructure and expected industry needs to support the continued development of a vibrant U.S. wind industry as part of a collaborative effort to develop a wind workforce roadmap. This presentation will provide 1) A review of needed programs to train workers for the wind industry; 2) An overview of the importance education will play if the nation is to expand wind energy (both in development and deployment terms) and a review of ongoing activities with a focus on federal efforts; 3) A review of the materials and resources available across the industry and a framework to address issues raised from each of the education and industry sectors.

    This document offers a menu of 18 different, yet complimentary preferred practices and policies. The best practices cover all phases of the wind energy development process - from the policies that allow for wind development, to the sustainable operation of a wind project, to the best practices for decommissioning a spent turbine - including applications for offshore wind. The practices include those that have been previously tested and proven effective, as well as new practices that were identified by experts in the field as needed for future wind developments. Each best practice includes information about the opportunities and challenges (pros and cons), and offers a case example that illustrates how that best practice is being utilized by a particular jurisdiction or wind project. The practices described in this publication were selected by a diverse group of interests from the Great Lakes Wind Collaborative that included environmental groups, industry, and federal, state and local government regulators. They were identified through a year long process that included a literature review, online survey and interviews with individuals from the public, private and non-profit sectors.

    research has developed a fundamental approach. The emphasis was place on individual unit processes as an organizing framework to understand the life cycle of manufactured products. The rearrangement of unit processes provides an efficient and versatile means of understanding improved manufactured products such as wind generators. The taxonomy and structure of unit process lci were developed in this project. A series of ten unit process lci were developed to sample the major segments of the manufacturing unit process taxonomy. Technical and economic effectiveness has been a focus of the project research in Task three. The use of repeatable modules for the organization of information on environmental improvement has a long term impact. The information developed can be used and reused in a variety of manufacturing plants and for a range of wind generator sizes and designs. Such a modular approach will lower the cost of life cycle analysis, that is often asked questions of carbon footprint, environmental impact, and sustainability. The use of a website for dissemination, linked to NREL, adds to the economic benefit as more users have access to the lci information. Benefit to the public has been achieved by a well-attended WSU conference, as well as presentations for the Kansas Wind Energy Commission. Attendees represented public interests, land owners, wind farm developers, those interested in green jobs, and industry. Another benefit to the public is the start of information flow from manufacturers that can inform individuals about products.

    EXECUTIVE SUMARRY This report presents accomplishments, results, and future work for one task of five in the Wichita State University Sustainable Energy Solutions Project: To develop a scale model laboratory distribution system for research into questions that arise from networked control and monitoring of low-wind energy systems connected to the AC distribution system. The lab models developed under this task are located in the Electric Power Quality Lab in the Engineering Research Building on the Wichita State University campus. The lab system consists of four parts: 1. A doubly-fed induction generator 2. A wind turbine emulator 3. A solar photovoltaic emulator, with battery energy storage 4. Distribution transformers, lines, and other components, and wireless and wired communications and control These lab elements will be interconnected and will function together to form a complete testbed for distributed resource monitoring and control strategies and smart grid applications testing. Development of the lab system will continue beyond this project.

    EXECUTIVE SUMARRY Energy storage to reduce peak-load demands on utilities is emerging as an important way to address the intermittency of renewable energy resources. Wind energy produced in the middle of the night may be wasted unless it can be stored, and conversely, solar energy production could be used after the sun goes down if we had an efficient way to store it. It is uses an electrochemical process to convert hydrogen gas into electricity. The role of fuel cells in energy storage is a very important criteria and it is compared with regular batteries for the advantages of fuel cells over the latter. For this reason fuel cells can be employed. PEM fuel cells can be effectively used for this reason. But the performance and durability of PEM fuel cells are significantly affected by the various components used in a PEM cell. Several parameters affect the performance and durability of fuel cells. They are water management, degradation of components, cell contamination, reactant starvation and thermal management. Water management is the parameter which plays a major role in the performance of a fuel cell. Based on the reviews, improvement of condensation on the cathode side of a fuel cell is expected to improve the performance of the fuel cell by reducing cathode flooding. Microchannels and minichannels can enhance condensation on the cathode side of a fuel cell. Computational fluid dynamics (CFD) analysis was performed to evaluate and compare the condensation of steam in mini and microchannels with hydraulic diameter of 2mm, 2.66mm, 200µm and 266µm respectively. The simulation was run at various mass flux values ranging from 0.5 kg/m2s and 4 kg/m2s. The length of the mini and microchannels were in the range of 20 mm to 100 mm. CFD software’s GAMBIT and FLUENT were used for simulating the condensation process through the mini and microchannels. Steam flowed through the channels, whose walls were cooled by natural convection of air at room temperature. The

    Current building energy simulation technology requires excessive labor, time and expertise to create building energy models, excessive computational time for accurate simulations and difficulties with the interpretation of the results. These deficiencies can be ameliorated using modern graphical user interfaces and algorithms which take advantage of modern computer architectures and display capabilities. To prove this hypothesis, we developed an experimental test bed for building energy simulation. This novel test bed environment offers an easy-to-use interactivemore » graphical interface, provides access to innovative simulation modules that run at accelerated computational speeds, and presents new graphics visualization methods to interpret simulation results. Our system offers the promise of dramatic ease of use in comparison with currently available building energy simulation tools. Its modular structure makes it suitable for early stage building design, as a research platform for the investigation of new simulation methods, and as a tool for teaching concepts of sustainable design. Improvements in the accuracy and execution speed of many of the simulation modules are based on the modification of advanced computer graphics rendering algorithms. Significant performance improvements are demonstrated in several computationally expensive energy simulation modules. The incorporation of these modern graphical techniques should advance the state of the art in the domain of whole building energy analysis and building performance simulation, particularly at the conceptual design stage when decisions have the greatest impact. More importantly, these better simulation tools will enable the transition from prescriptive to performative energy codes, resulting in better, more efficient designs for our future built environment.« less

    EXECUTIVE SUMARRY Wind as a source of energy has gained a significant amount of attention because it is free and green. Construction of a wind farm involves considerable investment, which includes the cost of turbines, nacelles, and towers as well as logistical costs such as transportation of oversized parts and installation costs such as crane-rental costs. The terrain effects at the project site exert considerable influence on the turbine assembly rate and the project duration, which increases the overall installation cost. For higher capacity wind turbines (>3MW), the rental cost of the cranes is significant. In this study, the impact of interest rate, sales price of electricity, terrain effects and availability of cranes on the duration of installation and payback period for the project is analyzed. Optimization of the logistic activities involved during the construction phase of a wind farm contributes to the reduction of the project duration and also increases electricity generation during the construction phase.

    A vertical axis wind turbine is described. The wind turbine can include a top ring, a middle ring and a lower ring, wherein a plurality of vertical airfoils are disposed between the rings. For example, three vertical airfoils can be attached between the upper ring and the middle ring. In addition, three more vertical airfoils can be attached between the lower ring and the middle ring. When wind contacts the vertically arranged airfoils the rings begin to spin. By connecting the rings to a center pole which spins an alternator, electricity can be generated from wind.

    EXECUTIVE SUMARY In this subtask, the manufacturability of hybrid carbon-glass fiber-reinforced composite wind turbine blades using Vacuum-Assisted Resin Transfer Molding (VARTM) was investigated. The objective of this investigation was to study the VARTM process and its parameters to manufacture cost-effective wind turbine blades with no defects (mainly eliminate dry spots and reduce manufacturing time). A 2.5-dimensional model and a 3-dimensional model were developed to simulate mold filling and part curing under different conditions. These conditions included isothermal and non-isothermal filling, curing of the part during and after filling, and placement of injection gates at different locations. Results from this investigation reveal that the process can be simulated and also that manufacturing parameters can be optimized to eliminate dry spot formation and reduce the manufacturing time. Using computer-based models is a cost-effective way to simulate manufacturing of wind turbine blades. The approach taken herein allows the design of the wind blade manufacturing processes without physically running trial-and-error experiments that are expensive and time-consuming; especially for larger blades needed for more demanding environmental conditions. This will benefit the wind energy industry by reducing initial design and manufacturing costs which can later be passed down to consumers and consequently make the wind energy industry more competitive.

    The authors present the latest results about top physics obtained by the CDF experiment at the Fermilab Tevatron collider. The data sample used for these analysis (about 110 pb{sup{minus}1}) represents almost the entire statistics collected by CDF during four years (1992--95) of data taking. This large data size has allowed detailed studies of top production and decay properties. The results discussed here include the determination of the top quark mass, the measurement of the production cross section, the study of the kinematics of the top events and a look at top decays.

    A winding and method of winding for a submersible linear pump for pumping liquid sodium are disclosed. The pump includes a stator having a central cylindrical duct preferably vertically aligned. The central vertical duct is surrounded by a system of coils in slots. These slots are interleaved with magnetic flux conducting elements, these magnetic flux conducting elements forming a continuous magnetic field conduction path along the stator. The central duct has placed therein a cylindrical magnetic conducting core, this core having a cylindrical diameter less than the diameter of the cylindrical duct. The core once placed to the duct defines a cylindrical interstitial pumping volume of the pump. This cylindrical interstitial pumping volume preferably defines an inlet at the bottom of the pump, and an outlet at the top of the pump. Pump operation occurs by static windings in the outer stator sequentially conveying toroidal fields from the pump inlet at the bottom of the pump to the pump outlet at the top of the pump. The winding apparatus and method of winding disclosed uses multiple slots per pole per phase with parallel winding legs on each phase equal to or less than the number of slots per pole per phase. The slot sequence per pole per phase is chosen to equalize the variations in flux density of the pump sodium as it passes into the pump at the pump inlet with little or no flux and acquires magnetic flux in passage through the pump to the pump outlet. 4 figs.

  8. Sustainable Energy Solutions Task 2.0: Wind Turbine Reliability and Maintainability Enhancement through System-wide Structure Health Monitoring and Modifications to Rotating Components

    EXECUTIVE SUMARRY An evaluation of nondestructive structural health monitoring methods was completed with over 132 documents, 37 specifically about wind turbines, summarized into a technology matrix. This matrix lists the technology, what can be monitored with this technology, and gives a short summary of the key aspects of the technology and its application. Passive and active acoustic emission equipment from Physical Acoustics Corp. and Acellent Technologies have been evaluated and selected for use in experimental state loading and fatigue tests of composite wind turbine blade materials. Acoustic Emission (AE) and Active Ultrasonic Testing (AUT), were applied to composite coupons with both simulated and actual damage. The results found that, while composites are more complicated in nature, compared to metallic structures, an artificial neural network analysis could still be used to determine damage. For the AE system, the failure mode could be determined (i.e. fiber breakage, delamination, etc.). The Acellent system has been evaluated to work well with composite materials. A test-rig for reliability testing of the rotating components was constructed. The research on the types of bearings used in the wind turbines indicated that in most of the designs, the main bearings utilized to support the shaft are cylindrical roller bearings. The accelerated degradation testing of a population of bearings was performed. Vibration and acoustic emission data was collected and analyzed in order to identify a representative degradation signal for each bearing to identify the initiation of the degradation process in the bearings. Afterwards, the RMS of the vibration signal from degradation initiation up to the end of the useful life of the bearing was selected to predict the remaining useful life of the bearing. This step included fitting Autoregressive Moving Average (ARMA) models to the degradation signals and approximating the probability distribution function (PDF) of

    Applied research activities at the National Wind Technology Center are divided into several technical disciplines. Not surprisingly, these engineering and science disciplines highlight the technology similarities between aircraft and wind turbine design requirements. More often than not, wind turbines are assumed to be a subset of the much larger and more comprehensive list of well understood aerospace engineering accomplishments and it is difficult for the general public to understand the poor performance history of wind turbines in sustained operation. Often overlooked are the severe environmental conditions and operational demands placed on turbine designs which define unique requirements beyond typical aerospace applications. It is the role of the National Wind Technology Center to investigate and quantify the underlying physical phenomena which make the wind turbine design problem unique and to provide the technology advancements necessary to overcome current operational limitations. This paper provides a brief overview of research areas involved with the design of wind turbines.

    A Darrieus-type vertical axis wind turbine is disclosed which includes a vertically extending rotor tube mounted on a support structure with two or three rotor blades of troposkein configuration on the rotor tube for rotating the tube in response to wind energy and thereby drive a generator to produce electrical power. The turbine includes an erection hinge which permits assembly of the rotor tube and blades at close to ground level followed by upward hinging of the rotor assembly to a vertical position. It also includes a system for automatically lubricating the top bearing upon erection and a system for visually tensioning the guy cables.

    The top quark, with its extraordinarily large mass (nearly that of a gold atom), plays a significant role in the phenomenology of EWSB in the Standard Model. In particular, the top quark mass when combined with the W mass constrains the mass of the as yet unobserved Higgs boson. Thus, a precise determination of the mass of the top quark is a principal goal of the CDF and D0 experiments. With the data collected thus far in Runs 1 and 2 of the Tevatron, CDF and D0 have measured the top quark mass in both the lepton+jets and dilepton decay channels using a variety of complementary experimental techniques. The author presents an overview of the most recent of the measurements.

    The top quark plays an important role in the grand scheme of particle physics, and is also interesting on its own merits. We present recent results from CDF on top-quark physics based on 100-200 pb{sup -1} of p{bar p} collision data. We have measured the t{bar t} cross section in different decay modes using several different techniques, and are beginning our studies of top-quark properties. New analyses for this conference include a measurement of {sigma}{sub t{bar t}} in the lepton-plus-jets channel using a neural net to distinguish signal and background events, and measurements of top-quark branching fractions.

    A tornado type wind turbine has a vertically disposed wind collecting tower with spaced apart inner and outer walls and a central bore. The upper end of the tower is open while the lower end of the structure is in communication with a wind intake chamber. An opening in the wind chamber is positioned over a turbine which is in driving communication with an electrical generator. An opening between the inner and outer walls at the lower end of the tower permits radially flowing air to enter the space between the inner and outer walls while a vertically disposed opening in the wind collecting tower permits tangentially flowing air to enter the central bore. A porous portion of the inner wall permits the radially flowing air to interact with the tangentially flowing air so as to create an intensified vortex flow which exits out of the top opening of the tower so as to create a low pressure core and thus draw air through the opening of the wind intake chamber so as to drive the turbine.

    This project was directed at establishing a comprehensive wind energy program in Indiana, including both educational and research components. A graduate/undergraduate course ME-514 - Fundamentals of Wind Energy has been established and offered and an interactive prediction of VAWT performance developed. Vertical axis wind turbines for education and research have been acquired, instrumented and installed on the roof top of a building on the Calumet campus and at West Lafayette (Kepner Lab). Computational Fluid Dynamics (CFD) calculations have been performed to simulate these urban wind environments. Also, modal dynamic testing of the West Lafayette VAWT has been performed and a novel horizontal axis design initiated. The 50-meter meteorological tower data obtained at the Purdue Beck Agricultural Research Center have been analyzed and the Purdue Reconfigurable Micro Wind Farm established and simulations directed at the investigation of wind farm configurations initiated. The virtual wind turbine and wind turbine farm simulation in the Visualization Lab has been initiated.

GeV/c{sup 2}, using a sample of {approx} 126 pb{sup -1} of proton-antiproton collision data at {radical}s = 1.96 TeV (Run II). In the lepton plus jets channel, the CDF Collaboration measures 177.5{sub -9.4}{sup +12.7}(stat.) {+-} 7.1(syst.) GeV/c{sup 2}, using a sample of {approx} 102 pb{sup -1} at {radical}s = 1.96 TeV. The D0 Collaboration has newly applied a likelihood technique to improve the analysis of {approx} 125 pb{sup -1} of proton-antiproton collisions at {radical}s = 1.8 TeV (Run I), with the result: m{sub t} = 180.1 {+-} 3.6(stat.) {+-}3.9(syst.) GeV/c{sup 2}. The latter is combined with all the measurements based on the data collected in Run I to yield the most recent and comprehensive experimental determination of the top quark mass: m{sub t} = 178.0 {+-} 2.7(stat.) {+-} 3.3(syst.) GeV/c{sup 2}.

    The INL Wind Farm project proposes to install a 20 MW to 40 MW wind farm on government property, consisting of approximately ten to twenty full-sized (80-meter hub height) towers with 2 MW turbines, and access roads. This includes identifying the optimal turbine locations, building access roads, and pouring the tower foundations in preparation for turbine installation. The project successfully identified a location on INL lands with commercially viable wind resources (i.e., greater than 11 mph sustained winds) for a 20 to 40 MW wind farm. Additionally, the proposed Wind Farm was evaluated against other General Plant Projects, General Purpose Capital Equipment projects, and Line Item Construction Projects at the INL to show the relative importance of the proposed Wind Farm project.

In summary, the simulations of two- and three-blade wind turbines suggested that two-bladed machines could produce comparable annual energy as the three-blade wind turbines but have a lighter tower top weight, which leads to lower cost of energy. In addition, the two-blade rotor configuration potentially costs 20% less than a three blade configuration that produces the same power at the same site. The cost model analysis predicted a potential cost savings of approximately 15% for offshore two-blade wind turbines. The foundation design for a wind turbine in Lake Erie is likely to be driven by ice loads based on the currently available ice data and ice mechanics models. Hence, for Lake Eire, the cost savings will be somewhat smaller than the other lakes in the Great Lakes. Considering the size of cranes and vessels currently available in the Great Lakes, the cost optimal wind turbine size should be 3 MW, not larger. The surveillance data from different monitoring systems suggested that bird and bat passage rates per hour were comparable during heavy migrations in both spring and fall seasons while passage rates were significantly correlated to wind directions and wind speeds. The altitude of migration was higher during heavy migrations and higher over water relative to over land. Notable portions of migration on some spring nights occurred parallel the shoreline, often moving perpendicular to southern winds. The birds approaching the Western basin have a higher propensity to cross than birds approaching the Central basin of Lake Erie and as such offshore turbine development might be a better option further east towards Cleveland than in the Western basin. The high stopover density was more strongly associated with migration volume the following night rather than the preceding night. The processed mean scalar wind speeds with temporal resolutions

    Earth-sheltered buildings inherently posess near-absolute occupant protection from severe winds. They should sustain no structural damage and only minimal facial damage. Assuming that the lower-hazard risk attendant to this type of construction results in reduced insurance-premium rates, the owner accrues economic benefits from the time of construction. Improvements to aboveground buildings, in contrast, may not yield early economic benefits in spite of a favorable benefit-to-cost ratio. This, in addition to sensitivity to initial costs, traditionalism in residential construction, and lack of professional input to design, impede the widespread use of underground improvements and the subsequent economic losses from severe winds. Going underground could reverse the trend. 7 references.

    The top quark is by far the most massive fundamental particle observed so far, and the study of its properties is interesting for several reasons ranging from its possible special role in electroweak symmetry breaking to its sensitivity to physics beyond the Standard Model. They present recent top physics results from CDF based on 160-320 pb{sup -1} of p{bar p} collision data at {radical}s = 1.96 TeV. The t{bar t} cross section and the top mass have been measured in different decay channels and using different methods. they have searched for evidence of single top production, setting upper limits on its production rate. Other results shown in this conference include studies of the polarization of W bosons from top decays, a search for charged Higgs decaying from top, and a search for additional heavy t' quarks.

Some alternatives to fossil fuels have their own degrees of potential harm, including the underground migration and leakage of sequestered carbon dioxide and the hazards of storing spent nuclear fuel. The third and most strict criterion for sustainability is 'leaves no change'. When the material outputs of energy generation and use are recycled to replace the inputs, the chemical cycle is said to be closed and the chemical state of the world is unchanged. The process of converting renewable energy sources like sunlight and wind to carriers like hydrogen or electricity comes closest to fulfilling this restrictive definition. Fossil energy systems, in contrast, usually operate as once-through processes, irreversibly converting hydrocarbons to carbon dioxide and water. Some such systems could, however, be retrofitted to collect and recycle the combustion products to make new hydrocarbon fuel. If this process used the Sun as its energy source, fossil fuels, too, could meet this criterion.

    This report discloses the design and development of an innovative wind tower system having an axisymmetric wind deflecting structure with a plurality of symmetrically mounted rooftop size wind turbines near the axisymmetric structure. The purpose of the wind deflecting structure is to increase the ambient wind speed that in turn results in an overall increase in the power capacity of the wind turbines. Two working prototypes were constructed and installed in the summer of 2009 and 2012 respectively. The system installed in the Summer of 2009 has a cylindrical wind deflecting structure, while the tower installed in 2012 has a spiral-shape wind deflecting structure. Each tower has 4 turbines, each rated at 1.65 KW Name-Plate-Rating. Before fabricating the full-size prototypes, computational fluid dynamic (CFD) analyses and scaled-down table-top models were used to predict the performance of the full-scale models. The performance results obtained from the full-size prototypes validated the results obtained from the computational models and those of the scaled-down models. The second prototype (spiral configuration) showed at a wind speed of 11 miles per hour (4.9 m/s) the power output of the system could reach 1,288 watt, when a typical turbine installation, with no wind deflecting structure, could produce only 200 watt by the same turbines at the same wind speed. At a wind speed of 18 miles per hour (8 m/sec), the spiral prototype produces 6,143 watt, while the power generated by the same turbines would be 1,412 watt in the absence of a wind deflecting structure under the same wind speed. Four US patents were allowed, and are in print, as the results of this project (US 7,540,706, US 7,679,209, US 7,845,904, and US 8,002,516).

    As the Department of Energy stated in its 20% Wind Energy by 2030 report, there will need to be enhanced outreach efforts on a national, state, regional, and local level to communicate wind development opportunities, benefits and challenges to a diverse set of stakeholders. To help address this need, PennFuture was awarded funding to create the Mid-Atlantic Regional Wind Energy Institute to provide general education and outreach on wind energy development across Maryland, Virginia, Delaware, Pennsylvania and West Virginia. Over the course of the two-year grant period, PennFuture used its expertise on wind energy policy and development in Pennsylvania and expanded it to other states in the Mid-Atlantic region. PennFuture accomplished this through reaching out and establishing connections with policy makers, local environmental groups, health and economic development organizations, and educational institutions and wind energy developers throughout the Mid-Atlantic region. PennFuture conducted two regional wind educational forums that brought together wind industry representatives and public interest organizations from across the region to discuss and address wind development in the Mid-Atlantic region. PennFuture developed the agenda and speakers in collaboration with experts on the ground in each state to help determine the critical issue to wind energy in each location. The sessions focused on topics ranging from the basics of wind development; model ordinance and tax issues; anti-wind arguments and counter points; wildlife issues and coalition building. In addition to in-person events, PennFuture held three webinars on (1) Generating Jobs with Wind Energy; (2) Reviving American Manufacturing with Wind Power; and (3) Wind and Transmission.     A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

    Wind power production is variable, but also has diurnal and seasonal patterns. These patterns differ between sites, potentially making electric power from some wind sites more valuable for meeting customer loads or selling in wholesale power markets. This paper investigates whether the timing of wind significantly affects the value of electricity from sites in California and the Northwestern United States. We use both measured and modeled wind data and estimate the time-varying value of wind power with both financial and load-based metrics. We find that the potential difference in wholesale market value between better-correlated and poorly correlated wind sites is modest, on the order of 5-10 percent. A load-based metric, power production during the top 10 percent of peak load hours, varies more strongly between sites, suggesting that the capacity value of different wind projects could vary by as much as 50 percent based on the timing of wind alone.

    The top quark is generally produced in quark and anti-quark pairs. However, the Standard Model also predicts the production of only one top quark which is mediated by the electroweak interaction, known as 'Single Top'. Single Top quark production is important because it provides a unique and direct way to measure the CKM matrix element V{sub tb}, and can be used to explore physics possibilities beyond the Standard Model predictions. This dissertation presents the results of the observation of Single Top using 2.3 fb{sup -1} of Data collected with the D0 detector at the Fermilab Tevatron collider. The analysis includes the Single Top muon+jets and electron+jets final states and employs Boosted Decision Tress as a method to separate the signal from the background. The resulting Single Top cross section measurement is: (1) {sigma}(p{bar p} {yields} tb + X, tqb + X) = 3.74{sub -0.74}{sup +0.95} pb, where the errors include both statistical and systematic uncertainties. The probability to measure a cross section at this value or higher in the absence of signal is p = 1.9 x 10{sup -6}. This corresponds to a standard deviation Gaussian equivalence of 4.6. When combining this result with two other analysis methods, the resulting cross section measurement is: (2) {sigma}(p{bar p} {yields} tb + X, tqb + X) = 3.94 {+-} 0.88 pb, and the corresponding measurement significance is 5.0 standard deviations.

    Sustainable development is the current term now being used to describe the environmental movement. The term`s popularity can be traced to publication of Our Common Future, the report of the World Commission on Environment and Development (Brundtland Commission). Sustainable development means exactly what is implied; development that meets the needs of the present without compromising the ability of future generations to meet their own needs (Brundtland Commission). It is another way of conveying the basic premise of {open_quotes}Spaceship Earth{close_quotes}; that our species has been given this planet to live on and we must carefully balance resource utilization if we want to endure more than a few generations, because this is all we`ve got. It is a natural evolution of the conservation and environmental movements into a format that recognizes that environmental issues cannot be viewed in isolation, but must be evaluated in a context of economic development (Powledge). Sustainable development is thus a broad term that encompasses many elements, depending upon the context. Such elements can include: 1 energy, 2 economic development, 3 pollution prevention, 4 biodiversity, 5 historic preservation, 6 social equity, and 7 recycling and solid waste disposal. One of the cornerstones of sustainable development is energy policy, since energy use is perhaps the most defining element of contemporary civilization. In the energy discipline, sustainability can best be paraphrased as living off one`s income as opposed to depleting ones capital. In other words, using solar, wind and other renewables rather than fossil fuels. Fossil fuels are limited and will eventually be depleted, therefore they cannot be considered sustainable. Another element embraced by sustainable development is biodiversity. The biodiversity movement is most sharply distinguished from traditional conservationism for its commitment to the principle of preserving and managing entire ecosystems.

    Top quark production is observed in{bar p}p collisions at{radical}s= 1.8 TeV at the Fermilab Tevatron. The Collider Detector at Fermilab (CDF) and D{O} observe signals consistent with t{bar t} to WWb{bar b}, but inconsistent with the background prediction by 4.8{sigma} (CDF), 4.6a (D{O}). Additional evidence for the top quark Is provided by a peak in the reconstructed mass distribution. The kinematic properties of the excess events are consistent with the top quark decay. They measure the top quark mass to be 176{plus_minus}8(stat.){plus_minus}10(sys.) GeV/c{sup 2} (CDF), 199{sub -21}{sup+19}(stat.){plus_minus}22(sys.) GeV/c{sup 2} (D{O}), and the t{bar t} production cross section to be 6.8{sub -2.4}{sup+3.6}pb (CDF), 6.4{plus_minus}2.2 pb (D{O}).

    Scientists are front and center in quantifying and solving environmental problems. Yet, as a spate of recent news articles in scientific journals point out, much can be done to enhance sustainability within the scientific enterprise itself, particularly by trimming the energy use associated with research facilities and the equipment therein (i,ii,iii, iv). Sponsors of research unwittingly spend on the order of $10 billion each year on energy in the U.S. alone, and the underlying inefficiencies drain funds from the research enterprise while causing 80 MT CO2-equivalent greenhouse-gas emissions (see Box). These are significant sums considering the opportunity costs in terms of the amount of additional research that could be funded and emissions that could be reduced if the underlying energy was used more efficiently. By following commercially proven best practices in facility design and operation, scientists--and the sponsors of science--can cost-effectively halve these costs, while doing their part to put society on alow-carbon diet.

    The Hopi Tribal Government as part of an initiative to ?Regulate the delivery of energy and energy services to the Hopi Reservation and to create a strategic business plan for tribal provision of appropriate utility, both in a manner that improves the reliability and cost efficiency of such services,? established the Hopi Clean Air Partnership Project (HCAPP) to support the Tribe?s economic development goals, which is sensitive to the needs and ways of the Hopi people. The Department of Energy (DOE) funded, Formation of Hopi Sustainable Energy Program results are included in the Clean Air Partnership Report. One of the Hopi Tribe?s primary strategies to improving the reliability and cost efficiency of energy services on the Reservation and to creating alternative (to coal) economic development opportunities is to form and begin implementation of the Hopi Sustainable Energy Program. The Hopi Tribe through the implementation of this grant identified various economic opportunities available from renewable energy resources. However, in order to take advantage of those opportunities, capacity building of tribal staff is essential in order for the Tribe to develop and manage its renewable energy resources. As Arizona public utilities such as APS?s renewable energy portfolio increases the demand for renewable power will increase. The Hopi Tribe would be in a good position to provide a percentage of the power through wind energy. It is equally important that the Hopi Tribe begin a dialogue with APS and NTUA to purchase the 69Kv transmission on Hopi and begin looking into financing options to purchase the line.

    Top quark decays are interesting as a mean to test the Standard Model (SM) predictions. The Cabbibo-Kobayashi-Maskawa (CKM)-suppressed process t{yields}cWW, and the rare decays t{yields}cZ, t{yields}H{sup 0}+c, and t{yields}c{gamma} an excellent window to probe the predictions of theories beyond the SM. We evaluate the flavor changing neutral currents (FCNC) decay t{yields}H{sup 0}+c in the context of Alternative Left-Right symmetric Models (ALRM) with extra isosinglet heavy fermions; the FCNC decays may place at tree level and are only supressed by the mixing between ordinary top and charm quarks. We also comment on the decay process t{yields}c+{gamma}, which involves radiative corrections.

    project including to: 1) test and validate floating LIDAR technology; 2) collect and access offshore wind data; 3) detect and measure bird and bat activity over Lake Michigan; 4) conduct an over water sound propagation study; 5) prepare and offer a college course on offshore energy, and; 6) collect other environmental, bathometric, and atmospheric data. Desk-top research was performed to select anchorage sites and to secure permits to deploy the buoy. The project also collected and analyzed data essential to wind industry investment decision-making including: deploying highly mobile floating equipment to gather offshore wind data; correlating offshore wind data with conventional on-shore MET tower data; and performing studies that can contribute to the advancement and deployment of offshore wind technologies. Related activities included: • Siting, permitting, and deploying an offshore floating MET facility; • Validating the accuracy of floating LWS using near shoreline cup anemometer MET instruments; • Assessment of laser pulse technology (LIDAR) capability to establish hub height measurement of wind conditions at multiple locations on Lake Michigan; • Utilizing an extended-season (9-10 month) strategy to collect hub height wind data and weather conditions on Lake Michigan; • Investigation of technology best suited for wireless data transmission from distant offshore structures; • Conducting field-validated sound propagation study for a hypothetical offshore wind farm from shoreline locations; • Identifying the presence or absence of bird and bat species near wind assessment facilities; • Identifying the presence or absence of benthic and pelagic species near wind assessment facilities; All proposed project activities were completed with the following major findings: • Floating Laser Wind Sensors are capable of high quality measurement and recordings of wind resources. The WindSentinel presented no significant operational or statistical limitations in

The relative fraction of t{bar t} production through gluon fusion has been measured in the t{bar t} dilepton decay channel by the CDF Collaboration as F{sub gg} = 0.53{sub -0.38}{sup +0.36}. Using an integrated luminosity of 2.7 fb{sup -1} collected with the CDF II detector, we also determine the t{bar t} differential cross section with respect to values up to {approx}1 TeV of the t{bar t} invariant mass. We present a model-independent measurement of the helicity of W bosons produced in top quark decays, using an integrated luminosity of up to 2.7 fb{sup -1} collected by the D0 detector, and find the fraction of longitudinal W bosons f{sub 0} = 0.49 {+-} 0.14, and the fraction of right-handed W bosons f{sub +} = 0.11 {+-} 0.08. Finally, we measure the parton level forward-backward asymmetry of pair produced top quarks using an integrated luminosity of 3.2 fb{sup -1} collected with the CDF II detector, and find A{sub FB} = 0.19 {+-} 0.07. All results are consistent with the predictions of the standard model.

    The disclosed invention is utilized for mounting a wind turbine and blade assembly on the upper end of a wind turbine tower. The invention generally includes a frame or truss that is pivotally secured to the top bay assembly of the tower. A transverse beam is connected to the frame or truss and extends fore of the tower when the frame or truss is in a first position and generally above the tower when in a second position. When in the first position, a wind turbine or blade assembly can be hoisted to the top of the tower. The wind turbine or blade assembly is then moved into position for mounting to the tower as the frame or truss is pivoted to a second position. When the turbine and blade assembly are secured to the tower, the frame or truss is disconnected from the tower and lowered to the ground.

    To benchmark the current U.S. wind turbine fleet reliability performance and identify the major contributors to component-level failures and other downtime events, the Department of Energy funded the development of the Continuous Reliability Enhancement for Wind (CREW) database by Sandia National Laboratories. This report is the third annual Wind Plant Reliability Benchmark, to publically report on CREW findings for the wind industry. The CREW database uses both high resolution Supervisory Control and Data Acquisition (SCADA) data from operating plants and Strategic Power Systems ORAPWindª (Operational Reliability Analysis Program for Wind) data, which consist of downtime and reserve event records and daily summaries of various time categories for each turbine. Together, these data are used as inputs into CREWs reliability modeling. The results presented here include: the primary CREW Benchmark statistics (operational availability, utilization, capacity factor, mean time between events, and mean downtime); time accounting from an availability perspective; time accounting in terms of the combination of wind speed and generation levels; power curve analysis; and top system and component contributors to unavailability.

    Broadly, this project involved the development and delivery of a new curriculum in wind energy engineering at the Pennsylvania State University; this includes enhancement of the Renewable Energy program at the Pennsylvania College of Technology. The new curricula at Penn State includes addition of wind energy-focused material in more than five existing courses in aerospace engineering, mechanical engineering, engineering science and mechanics and energy engineering, as well as three new online graduate courses. The online graduate courses represent a stand-alone Graduate Certificate in Wind Energy, and provide the core of a Wind Energy Option in an online intercollege professional Masters degree in Renewable Energy and Sustainability Systems. The Pennsylvania College of Technology erected a 10 kilowatt Xzeres wind turbine that is dedicated to educating the renewable energy workforce. The entire construction process was incorporated into the Renewable Energy A.A.S. degree program, the Building Science and Sustainable Design B.S. program, and other construction-related coursework throughout the School of Construction and Design Technologies. Follow-on outcomes include additional non-credit opportunities as well as secondary school career readiness events, community outreach activities, and public awareness postings.

TTJA is not the only method of job analysis; however, when conducted properly TTJA can be cost effective, efficient, and self-validating, and represents an effective method of defining job requirements. The table-top job analysis is suggested in the DOE Training Accreditation Program manuals as an acceptable alternative to traditional methods of analyzing job requirements.     As part of a project to assess the possibilities for wind energy utilitization in the Dutch Antilles islands, windspeed and -direction data were collected in Aruba for two years, from March 1992 to February 1994. Five sites that were estimated to be representative for the islands` wind regimes, were monitored during this period: two sites on the windward coast, one east and one west; two inland sites, again one east and one west, and one site topping the cliffs overlooking the eastern windward coast. Additionally, twenty years worth of data were analyzed for the reference site at the airport, which is in the middle part of the island, on the leeward coast. Correlation calculations between these data and the data for the project sites were performed, in order to establish a methodology for estimating the long-term behavior of the wind regimes at these sites. 8 figs., 3 tabs.

    This paper describes three wind energy related projects which are underway in Indonesia. The first is a USAID/Winrock Wind for Island and Nongovernmental Development (WIND) project. The objectives of this project are to train local nongovernmental organizations (NGOs) in the siting, installation, operation, and maintenance of small wind turbines. Then to install up to 20 wind systems to provide electric power for productive end uses while creating micro-enterprises which will generate enough revenue to sustain the wind energy systems. The second project is a joint Community Power Corporation/PLN (Indonesian National Electric Utility) case study of hybrid power systems in village settings. The objective is to evaluate the economic viability of various hybrid power options for several different situations involving wind/photovoltaics/batteries/diesel. The third project is a World Bank/PLN preliminary market assessment for wind/diesel hybrid systems. The objective is to estimate the size of the total potential market for wind/diesel hybrid power systems in Indonesia. The study will examine both wind retrofits to existing diesel mini-grids and new wind-diesel plants in currently unelectrified villages.

    The Magnetohydrodynamics (MHD) Integrated Topping Cycle (ITC) Project represents the culmination of the proof-of-concept (POC) development stage in the US Department of Energy (DOE) program to advance MHD technology to early commercial development stage utility power applications. The project is a joint effort, combining the skills of three topping cycle component developers: TRW, Avco/TDS, and Westinghouse. TRW, the prime contractor and system integrator, is responsible for the 50 thermal megawatt (50 MW{sub t}) slagging coal combustion subsystem. Avco/TDS is responsible for the MHD channel subsystem (nozzle, channel, diffuser, and power conditioning circuits), and Westinghouse is responsible for the current consolidation subsystem. The ITC Project will advance the state-of-the-art in MHD power systems with the design, construction, and integrated testing of 50 MW{sub t} power train components which are prototypical of the equipment that will be used in an early commercial scale MHD utility retrofit. Long duration testing of the integrated power train at the Component Development and Integration Facility (CDIF) in Butte, Montana will be performed, so that by the early 1990's, an engineering data base on the reliability, availability, maintainability and performance of the system will be available to allow scaleup of the prototypical designs to the next development level. Using up to the full Run II data sample, new measurements of top quark production and properties by the D0 Collaboration are presented. In particular, the first observation of single top quark s-channel production, the measurement of differential tbar t distributions, forward-backward tbar t asymmetry, a new measurement of the top quark mass, and a measurement of the top quark charge are discussed.

    This seventeenth quarterly technical progress report of the MHD Integrated Topping Cycle Project presents the accomplishments during the period August 1, 1991 to October 31, 1991. Manufacturing of the prototypical combustor pressure shell has been completed including leak, proof, and assembly fit checking. Manufacturing of forty-five cooling panels was also completed including leak, proof, and flow testing. All precombustor internal components (combustion can baffle and swirl box) were received and checked, and integration of the components was initiated. A decision was made regarding the primary and backup designs for the 1A4 channel. The assembly of the channel related prototypical hardware continued. The cathode wall electrical wiring is now complete. The mechanical design of the diffuser has been completed.

    Efficient and economical utilization of wind power will require the ability to measure and ultimately predict the effects fluctuations in the incident wind will have on a wind turbine. In order to quantitatively assess these effects, experimental techniques have been developed which allow analysis of full-scale performance of wind turbines with particular emphasis on the effects caused by turbulence in the incident wind. Examples of these techniques are presented using data from the DOE/Sandia Vertical Axis Wind Turbine (VAWT) program.

    This paper describes three wind energy projects implemented in Alaska. The first, a sustainable technology energy partnerships (STEP) wind energy deployment project in Kotzebue will install 6 AOC 15/50 wind turbines and connect to the existing village diesel grid, consisting of approximately 1 MW average load. It seeks to develop solutions to the problems of arctic wind energy installations (transport, foundations, erection, operation, and maintenance), to establish a wind turbine test site, and to establish the Kotzebue Electric Association as a training and deployment center for wind/diesel technology in rural Alaska. The second project, a large village medium-penetration wind/diesel system, also in Kotzebue, will install a 1-2 MW windfarm, which will supplement the AOC turbines of the STEP project. The program will investigate the impact of medium penetration wind energy on power quality and system stability. The third project, the Alaska high-penetration wind/diesel village power pilot project in Wales will install a high penetration (80-100%) wind/diesel system in a remote Alaskan village. The system will include about 180 kW installed wind capacity, meeting an average village load of about 60 kW. This program will provide a model for high penetration wind retrofits to village diesel power systems and build the capability in Alaska to operate, maintain, and replicate wind/diesel technology. The program will also address problems of: effective use of excess wind energy; reliable diesel-off operation; and the role of energy storage.

    The mass of the top quark M{sub top} is interesting both as a fundamental parameter of the standard model and as an important input to precision electroweak tests. The Collider Detector at Fermilab (CDF) has a robust program of top quark mass analyses, including the most precise single measurement, M{sub top} = 173.4 {+-} 2.8 GeV/c{sup 2}, using 680 pb{sup -1} of p{bar p} collision data. A combination of current results from CDF gives M{sub top} = 172.0 {+-} 2.7 GeV/c{sup 2}, surpassing the stated goal of 3 GeV/c{sup 2} precision using 2 fb{sup -1} of data. Finally, a combination with current D0 results gives a world average top quark mass of 172.5 {+-} 2.3 GeV/c{sup 2}.
