    The Western Area Power Administration (Western), is propsoing to construct a new electrical tranmission line and substation in southeastern Wyoming. This proposed line, called the Warren Air Force Base Tranmission Line, will supply power for Western's system to Francis E.Warren Air Force Base (F.E. Warren AFB) near Cheyenne. It would allow for increased tranmission capacity to the air base. F.E. Warren AFB currently is served electrically be Western via a 13.8-kv line. It is a wood-pole, double-circuit line without an overhead ground wire, which extends from Western's Cheyenne Substation, through an urban area, and onto the air base. The Cheyenne Substation is located on the south side of the city of Cheyenne. The electrical load on the base is increasing from 4 megawatts (MW) to 11 or 12 MW, an approximate three-fold increase. Voltage problems occasionally occur at the base due to the present electrial loads and to the age and inadequacy of the 13.8-kv line, which was placed in service in 1941. The existing line has served beyond its designed service life and requires replacement. Replacement would be necessary even without an increasing load. F.E. Warren AFB has several new and expanding programs, including additional housing, shopping centers, and the Peacekeeper Missile Program. Part of this expansion already has occured; the remainder is expected by early 1988. This expansion has created the need for additional electrical service. The present 13.8-kV line is not capable of supporting the additional load. 28 refs., 4 figs., 2 tabs.

    Conditions for the appearance and observation of prescission gamma rays emitted by a fissioning nucleus prior to its separation into fission fragments were investigated within quantum-mechanical fission theory. It is shown that these conditions are realizable in the gamma decay of isovector electric giant dipole resonances in a fissile nucleus that are excited because of nonadiabaticity of the collective deformation motion of the nucleus at the ultimate stages of its prefission evolution. Angular and energy distributions of prescission gamma rays emitted by unpolarized fissioning nuclei are analyzed. Features of T-odd correlations in angular distributions of gamma rays arising in the fission of unpolarized target nuclei that is induced by polarized cold neutrons are investigated, and it is shown that these correlations are similar in nature to T-odd ROT correlations discovered earlier for alpha particles emitted in the ternary fission of nuclei.

    The proposed Penelec project is one of 5 projects for potential funding under the fifth solicitation under the Clean Coal Technology program. In Penelec, two existing boilers would be replaced at Warren Station, PA; the new unit would produce 73 MW(e) in a combined cycle mode (using both gas-fired and steam turbines). The project would fill the need for a full utility-size demonstration of externally fire combined cycle (EFCC) technology as the next step toward commercialization. This environmental assessment was prepared for compliance with NEPA; its purpose is to provide sufficient basis for determining whether to prepare an environmental impact statement or to issue a finding of no significant impact. It is divided into the sections: purpose and need for proposed action; alternatives; brief description of affected environment; environmental consequences, including discussion of commercial operation beyond the demonstration period.

    It is shown that the coefficients D{sup exp} for all T-odd asymmetries observed experimentally in the cross sections for the reactions of cold-polarized-neutron-induced fission of nonoriented target nuclei (which involves the emission of prescission and evaporated particles) comply in shape and scale with the coefficients D{sup theor} calculated for the analogous asymmetries on the basis of quantum-mechanical nuclear-fission theory for T-invariant Hamiltonians of fissile systems. It is also shown that the asymmetries in question arise upon taking into account the effect of (i) the interference between the fission amplitudes of s- and p-wave resonances of a polarized fissile compound nucleus formed in the aforementioned reactions; (ii) the collective rotation of the compound nucleus in question (this rotation entails a change in the angular distributions of fission fragments and third particles); and (iii) the wriggling vibrations of this compound nucleus in the vicinity of its scission point, which lead to the appearance of high aligned spins of fission fragments, with the result that the emission of neutrons and photons evaporated from these fragments becomes anisotropic. The possible contribution of T-noninvariant interactions to the formation of the T-odd asymmetries under analysis is estimated by using the results obtained in experimentally testing the detailed-balance principle, (P-A) theorem, and T invariance of cross sections for elastic proton-proton and proton-neutron scattering.

    We search for CP violation in a sample of 4.7 x 10{sup 4} Cabibbo suppressed D{sup 0} {yields} K{sup +}K{sup -}{pi}{sup +}{pi}{sup -} decays. We use 470 fb{sup -1} of data recorded by the BABAR detector at the PEP-II asymmetric-energy e{sup +}e{sup -} storage rings running at center-of-mass energies near 10.6 GeV. CP violation is searched for in the difference between the T-odd asymmetries, obtained using triple product correlations, measured for D{sup 0} and {bar D}{sup 0} decays. The measured CP violation parameter is A{sub T} = (1.0 {+-} 5.1{sub stat} {+-} 4.4{sub syst}) x 10{sup -3}.

    In response to a request from workers at the Freshlabs vitamin manufacturing facility located in Warren, Michigan, a study was made of dust exposures, with specific attention to asbestos in ceiling insulation. Over half of all workers (about 70) reported watery itchy eyes, sneezing, or runny stuff noses. Symptoms of skin rashes, cough, chest tightness, and shortness of breath were also reported throughout the facility. Dust concentrations were highest in the composition area, where all workers experienced irritation of eyes, nose, and throat, and a few developed occupational asthma confirmed by company physicians. Workers were exposed to several vitamin products which were irritating to eyes and nasal and respiratory mucosa because of acidity. Some workers became hypersensitive to dusts due to protein and polysaccharide contents. Most samples showed total and respirable dust measurements well below Occupational Safety and Health Administration permissible exposure limits for nuisance dusts. However, these are not common nuisance dust components. The authors suggest that the limits provide little protection for average workers exposed to such dusts. Asbestos sampling revealed potential hazard from falling insulation. Recommendations pertaining to local exhaust hoods, amended work practices, use of personal dust respirators, avoidance of skin contact, and proper ceiling insulation are offered.

    Coalbed methane (CBM) is currently the hottest area of energy development in the Rocky Mountain area. The Powder River Basin (PRB) is the largest CBM area in Wyoming and has attracted the majority of the attention because of its high permeability and relatively shallow depth. Other Wyoming coal regions are also being targeted for development, but most of these areas have lower permeability and deeper coal seams. This project consists of the development of a CBM stimulation system for deep coal resources and involves three work areas: (1) Well Placement, (2) Well Stimulation, and (3) Production Monitoring and Evaluation. The focus of this project is the Washakie Basin. Timberline Energy, Inc., the cosponsor, has a project area in southern Carbon County, Wyoming, and northern Moffat County, Colorado. The target coal is found near the top of the lower Fort Union formation. The well for this project, Evans No.1, was drilled to a depth of 2,700 ft. Three coal seams were encountered with sandstone and some interbedded shale between seams. Well logs indicated that the coal seams and the sandstone contained gas. For the testing, the upper seam at 2,000 ft was selected. The well, drilled and completed for this project, produced very little water and only occasional burps of methane. To enhance the well, a mild severity fracture was conducted to fracture the coal seam and not the adjacent sandstone. Fracturing data indicated a fracture half-length of 34 ft, a coal permeability of 0.2226 md, and permeability of 15.3 md. Following fracturing, the gas production rate stabilized at 10 Mscf/day within water production of 18 bpd. The Western Research Institute (WRI) CBM model was used to design a 14-day stimulation cycle followed by a 30-day production period. A maximum injection pressure of 1,200 psig to remain well below the fracture pressure was selected. Model predictions were 20 Mscf/day of air injection for 14 days, a one-day shut-in, then flowback.     The results of an experiment aimed at searches for formally T-odd correlations in the angular distribution of prompt neutrons from the fission of {sup 235}U nuclei are presented. The experiment was performed in the MEPHISTO polarized cold-neutron beam from the Munich FRMII reactor. The correlation coefficient proved to be (-3.5 {+-} 3.4) x 10{sup -5} for a three-vector correlation (TRI effect) and (-5.0 {+-} 3.4) x 10{sup -5} for a five-vector correlation (ROT effect). This means that no significant effects were discovered within the measurement errors. A comparison with the analogous effects in the ternary fission of {sup 235}U nuclei was performed. The values of the corresponding correlations in the angular distribution of prompt fission gamma rays were refined.

    Differential cross sections for reactions of the true ternary fission of nuclei that was induced by cold polarized neutrons were constructed with allowance of the effect that Coriolis interaction and the interference between fission amplitudes of neutron resonances excited in fissile nuclei upon incidentneutron capture by target nuclei exerted on angular distributions of prescission third particles (alpha particles, neutrons, or photons). It is shown that T -odd TRI- and ROT-type asymmetries for prescission alpha particles are associated with, respectively, the odd and even components of the Coriolis interaction-perturbed amplitude of angular distributions of particles belonging to the types indicated above. These asymmetries have angular distributions differing from each other and stemming from a nontrivial dependence of these components on the neutron-resonance spins J{sub s} and their projections K{sub s} onto the symmetry axis of the nucleus involved. It is shown that angular distributions of prescission photons and neutrons from reactions of the ternary fission of nuclei that is induced by cold polarized neutrons are determined by the effect of Coriolis forces exclusively. Therefore, the emerging T-odd asymmetries have a character of a ROT-type asymmetry and are universal for all target nuclei.

    The new physical effects of T-odd asymmetry of the emission of light charged particles (LCPs) during the ternary fission of some heavy nuclei by cold polarized neutrons have been experimentally studied. The coefficients of triple scalar and vector correlation of the pulses of light particles and fission fragments (TRI effect) and the fivefold correlation of the same vectors (ROT effect) have been measured. These effects are believed to be caused by the rotation of polarized fissioning system around its polarization direction. The treatment of the experimental data for LCPs in the framework of this hypothesis leads to a good agreement between the calculation results and experimental data. The calculated value of the angle of rotation of the fission axis in the ternary fission of the polarized fissioning {sup 236}U* compound nucleus was used to process the results of measuring the ROT effect for {gamma} photons from binary-fission fragments of the same nucleus. A satisfactory description of these experimental data is obtained which serves a convincing confirmation of the rotation hypothesis.

    Study of the T-odd three-vector correlation in the emission of prompt neutrons from {sup 235}U fission by polarized cold neutrons has been continued at the facility MEPHISTO of the FRM II reactor (Technical University of Munich). The sought correlation was not found within experimental error of 2.3 Multiplication-Sign 10{sup -5}. The upper limit for the asymmetry coefficient has been set to vertical bar D{sub n} vertical bar < 6 Multiplication-Sign 10{sup -5} at 99% confidence level, whereas for ternary fission correlation coefficient D{sub {alpha}} = (170{+-}20) Multiplication-Sign 10{sup -5}. This limit casts doubt on a model that explains the three-vector correlation in ternary fission by the Coriolis mechanism. At the same time, five-vector correlation in the emission of prompt fission neutrons has been measured, which describes the rotation of the fissioning nucleus at the moment it breaks (ROT effect). At the angle 22.5 Degree-Sign to the fission axis, the correlation coefficient was found to be (1.57 {+-} 0.20) Multiplication-Sign 10{sup -4}, while at the angle of 67.5 Degree-Sign it is zero within the experimental uncertainty. The existence of ROT effect in the emission of prompt fission neutrons can be explained by the anisotropy of neutron emission in the rest frame of the fragment (fission fragments are aligned with respect to the axis of deformation of the fissioning nucleus), similar to the mechanism of ROT effect in the emission of prompt {gamma}-rays.

    In the Soviet Union, just as in the West, the civilian nuclear industry emerged from research work undertaken for nuclear weapons development. At first, researchers tried various techniques for physical separation of uranium isotopes: electromagnetic and molecular-kinetic thermo-diffusion methods; gaseous diffusion; and centrifuge methods. All of those methods, which are based primarily on differences in the atomic mass of uranium isotopes, called for extensive research and the development of new, technically unprecedented equipment. Gradually gaseous diffusion and gas centrifuge technology became recognized as most feasible for industrial use, so research on other methods was terminated. Industrial-scale uranium enrichment in the Soviet Union began in 1949 using the gaseous diffusion method; by the early 1960s, centrifuge technology was in use on an industrial scale. All Soviet production of highly-enriched, weapons-grade uranium was halted in 1987. The Soviet Union now has four enrichment plants in operation (at classified locations), solely for civilian nuclear power needs. All four enrichment plants have centrifuge modules, and enrichment provided by gaseous diffusion accounts for less than 5% of their total output. Two of the four enrichment plants also incorporate facilities for conversion to uranium hexafluoride (UF{sub 6}).

    The pros and cons of nuclear power are similar in many countries, but the following pro factors are specific to the Soviet Union: the major sources of conventional fuel are in one area of the country, but energy consumption is concentrated in another; and a large portion of energy is generated using oil and gas. The arguments against nuclear power are as follows: safety requirements and expectations have been increased; and public opinion is negative. A program of nuclear power generation has been developed. New techniques are being implemented to increase safety and enhance operations of different types of nuclear power plants. Its should be obvious in the future that a nuclear power plant has better economic and environmental parameters than existing methods of power generation.

  20. Brooklyn Union`s award-winning phosphoric-acid fuel cell installation

    Brooklyn Union has been involved with the development of commercial fuel cells since the late 1960s. In the early 1990`s, the ONSI Corporation began a limited first-of-its-kind production run of a 200-kW system. ONSI`s Model PC-25 remains the only commercially available on-site fuel cell system. Brooklyn Union is currently operating a PC-25 at St. Vincent`s Medical Center in Staten Island, NY. In December of 1989, Brooklyn Union signed a contract with ONSI for the purchase of one of the first PC-25s. Installation of this unit began in September 1992, and the system went on line in October. The system is operating at an electrical efficiency of 36.8% (based on higher heating value) with a combined thermal/electrical efficiency of nearly 71.5%. The thermal output of the fuel cell is being used for the production of domestic hot water for use in the hospital`s laundry. This paper describes the system and its performances to date.

    The former Soviet Union made a major commitment to Cogeneration. The scale and nature of this commitment created a system conceptually different from Cogeneration in the west. The differences were both in scale, in political commitment, and in socio economic impact. This paper addresses some of the largest scale Cogeneration programs, the technology, and the residual impact of these programs. The integration of the Cogeneration and nuclear programs is a key focus of the paper. Soviet designed nuclear power plants were designed to produce both electricity and heat for residential and industrial uses. Energy systems used to implement this design approach are discussed. The significant dependence on these units for heat created an urgent need for continued operation during the winter. Electricity and heat are also produced in nuclear weapons production facilities, as well as power plants. The Soviets also had designed, and initiated construction of a number of nuclear power plants {open_quotes}ATETs{close_quotes} optimized for production of heat as well as electricity. These were canceled.

    The US DOE is facing a growing jurisdictional dispute over which unions will perform the majority of clean-up work at its facilities. Unions affiliated with the AFL-CIO Metal Trades Council representing operations employees at the sites believe they have a fundamental right to work. Unions in the AFL-CIO's Building and Construction Trades Dept. insist that they have a clear mandate under federal labor law and the Davis-Bacon Act.     Over the last 10 years, Brooklyn Union Gas Co. has undergone significant changes in the methods it has used to install gas service and gas main systems. Recently, Brooklyn Union engineers developed a user friendly method of replacing steel and cast iron gas mains and service lines with same size or larger polyethylene pipe without using conventional trench excavation. The system, known as the ''Bullet'' pipe replacement system, involves splitting steel and cast iron pipe using a series of rolling cutter wheels. After consecutive cutting wheels completely penetrate both pipe and fittings, both pipe and soil are spread with an expander and new polyethylene pipe is inserted. The ''Bullet'' pipe splitting system for 1[1/4] in. (32 mm) through 6 in. (150 mm) diameter has been developed.

The fitting has a bore aligned with the bore of the body. An electrical cable positioned within a water supply tube in an annular arrangement passes through the bore of the body and the bore of the fitting. This annular arrangement, in turn, is positioned within a connector element which extends outwardly from the fitting bore and is connected to the ultrasonic probe. An elastomeric lower bushing seals the annular arrangement to the lower end of the rotary union body and an elastomeric upper bushing seals the connector element to the fitting to permit the connector element and the ultrasonic probe connected thereto to rotate with the fitting relative to the body. The lower and upper bushings permit water to be passed through the annular arrangement and into the ultrasonic probe and thereafter discharged between the annular arrangement and the connector element to the outlet drain of the rotary union body.

    Five years ago, the management at Brooklyn Union embarked on a long, hard look at the way the company conducted business. In effect, they stepped into their customers` shoes. Business Process Improvement (BPI) is designed to construct a lasting corporate culture that can help Brooklyn Union meet its stated goal of becoming the premier energy company in the Northeast. A major component of that culture involves a dedication to service and cost management that is as solid as their credit ratings. To date, the bottom line on BPI has been impressive: By 1995, the customer satisfaction rating, which had been hovering in the `80s, had shot up to 95%. The management commitment has come in the form of resources, and a willingness to put its money where its mouth is (rewards for performance). The employee buy-in has shown up in those outstanding ratings from customers and in the financial results. Changing the culture of any long-established entity is never easy, whether it be on the micro-level (a family, for instance) of the macro-level (a country). It involves issues of trust, and a certain leap of faith that the new approach will bring results. Communication and education are two of the keys to gaining that participation. The company was able to impress upon employees the need for change--in particular the need for them to begin thinking like customers. The paper discusses the implementation of this re-engineering strategy.

    Union Pacific Railroad is testing LNG in six locomotives through 1997 to determine if the liquefied natural gas technology is right for them. Two of the six LNG test locomotives are switch, or yard, locomotives. These 1,350 horsepower locomotives are the industry`s first locomotives totally fueled by natural gas. They`re being tested in the yard in the Los Angeles area. The other four locomotives are long-haul locomotives fueled by two tenders. These units are duel-fueled, operating on a mixture of LNG and diesel and are being tested primarily on the Los Angeles to North Platte, Nebraska corridor. All the information concerning locomotive emissions, locomotive performance, maintenance requirements, the overall LNG system design and the economic feasibility of the project will be analyzed to determine if UPR should expand, or abandon, the LNG technology.

(B and W Y-12) through the Y-12 National Security Complex organization. Accordingly, the Y-12 Pollution Prevention Program encompasses the operations conducted at the Union Valley Facility. The Y-12 Program is designed to fully comply with state, federal and U.S. Department of Energy (DOE) requirements concerning waste minimization/pollution prevention as documented in the Y-12 Pollution Prevention Program Plan. The Program is formulated to reduce the generation and toxicity of all Y-12 wastes in all media, including those wastes generated by the Union Valley Facility operations.     The performance of the European Union's Emissions Trading System (EU ETS) to date cannot be evaluated without recognizing that the first three years from 2005 through 2007 constituted a 'trial' period and understanding what this trial period was supposed to accomplish. Its primary goal was to develop the infrastructure and to provide the experience that would enable the successful use of a cap-and-trade system to limit European GHG emissions during a second trading period, 2008-12, corresponding to the first commitment period of the Kyoto Protocol. The trial period was a rehearsal for the later more serious engagement and it was never intended to achieve significant reductions in CO{sub 2} emissions in only three years. In light of the speed with which the program was developed, the many sovereign countries involved, the need to develop the necessary data, information dissemination, compliance and market institutions, and the lack of extensive experience with emissions trading in Europe, we think that the system has performed surprisingly well. Although there have been plenty of rough edges, a transparent and widely accepted price for tradable CO{sub 2} emission allowances emerged by January 1, 2005, a functioning market for allowances has developed quickly and effortlessly without any prodding by the Commission or member state governments, the cap-and-trade infrastructure of market institutions, registries, monitoring, reporting and verification is in place, and a significant segment of European industry is incorporating the price of CO{sub 2} emissions into their daily production decisions. The development of the EU ETS and the experience with the trial period provides a number of useful lessons for the U.S. and other countries. 27 refs., 7 figs., 5 tabs.

    The former Soviet Union (FSU) was the largest country in the world and was one of the greatest emitters of greenhouse gases to the atmosphere. At the end of the 1980s and the beginning of the 1990s the CO[sub 2] emissions for the FSU amounted to 1.46 Pg C yr[sup [minus]1] (Pg = 10[sup 15] g). Total CH[sub 4] emissions for the FSU were 55.8 Tg C yr[sup [minus]1] (Tg = 10[sup 12] g) or approximately one-third of the global CH[sub 4] emissions; 53% of the FSU CH[sub 4] emissions was contributed by peatlands. Emissions of CFCs were 67 Gg yr[sup [minus]1] (Gg = 10[sup 9] g) and comprised 12% of the global CFCs emissions. The forest sector was a net sink for 0.48 Pg C yr[sup [minus]1] of atmospheric carbon, offsetting approximately one-half of the CO[sub 2] emissions from industrial processes. FSU peatlands accumulated 52 Tg C yr[sup [minus]1], but overall they were a net source of 48 Tg C yr[sup [minus]1] to the atmosphere considering utilization of peat. The net CO[sub 2] emissions of the FSU were 0.68 Pg C yr[sup [minus]1]. The FSU and China shared the fifth and sixth places in the world ranking of net CO[sub 2] emissions. The FSU and European countries shared the fourth and fifth places in the world ranking of net CO[sub 2] emissions per capita.

    Although the international community is rightly concerned about the dangers of nuclear weapons proliferation in the former Soviet Union, the greatest nuclear threat emanating from that region has nothing to do with weapons. It stems, rather, from the deteriorating state of nuclear safety at the civilian nuclear power plants in Kazakhstan, Lithuanian, Russia, and Ukraine.     The authors interpreted seismic reflection data, supported by well control, to reconstruct the stratigraphic development of Paleocene Lake Waltman in the Wind River basin of Wyoming. After dividing the upper Fort Union into eight seismic sequences, the authors mapped seismic attributes (amplitude, continuity, and frequency) within each sequence. Interpretation of the variation in seismic attributes allowed them to detail delta development and encroachment into Lake Waltman during deposition of the upper Fort Union Formation. These deltas are interpreted as high-energy, well-differentiated lobate forms with distinct clinoform morphology on seismic data. Prograding delta-front facies are easily identified on seismic data as higher amplitude, continuous events within the clinoforms. Seismic data clearly demonstrate the time-Transgressive nature of this facies. Downdip of these clinoforms, homogeneous shales, as evidenced by low-amplitude, generally continuous seismic events, accumulated in an interpreted quiet, areally extensive lacustrine setting. Seismic definition of the lateral extent of this lacustrine facies is excellent, allowing them to effectively delineate changes in the lake morphology during deposition of the upper Fort Union Formation. Encasing the upper Fort Union lacustrine deposits are fluvial-alluvial deposits, interpreted from discontinuous, variable-amplitude seismic facies. The authors highlight the correlation of seismic facies data and interpretation to well log data in the Frenchie Draw field to emphasize the accuracy of depositional environment prediction from seismic data.

    This report assesses the state of the art in several areas of climate research in the former Soviet Union. This assessment was performed by a group of six internationally recognized US experts in related fields. The areas chosen for review are: large-scale circulation processes in the atmosphere and oceans; atmospheric radiative processes; cloud formation processes; climate effects of natural atmospheric disturbances; and the carbon cycle, paleoclimates, and general circulation model validation. The study found an active research community in each of the above areas. Overall, the quality of climate research in the former Soviet Union is mixed, although the best Soviet work is as good as the best corresponding work in the West. The best Soviet efforts have principally been in theoretical studies or data analysis. However, an apparent lack of access to modern computing facilities has severely hampered the Soviet research. Most of the issues considered in the Soviet literature are known, and have been discussed in the Western literature, although some extraordinary research in paleoclimatology was noted. Little unusual and exceptionally creative material was found in the other areas during the study period (1985 through 1992). Scientists in the former Soviet Union have closely followed the Western literature and technology. Given their strengths in theoretical and analytical methods, as well as their possession of simplified versions of detailed computer models being used in the West, researchers in the former Soviet Union have the potential to make significant contributions if supercomputers, workstations, and software become available. However, given the current state of the economy in the former Soviet Union, it is not clear that the computer gap will be bridged in the foreseeable future.

    Throughout the dramatic breakup of the Soviet Union, most of the attention was focused on the Russian federation. This paper reports that less notice was paid to the republics of Azerbaijan, Kazakhstan, Turkmenistan, Uzbekistan, Kirghizia, and Tadzhikistan that are located along the Soviet southern fringe. This region was known as the Northern Tier (of the Middle East) when the six republics were forcibly incorporated into the Soviet Union by the Red Army after the revolution. The Russians were considered colonial rulers by the inhabitants of these Muslim states, whereas the Azeris, Turkmen, Uzbeks, Kazakhs, Tajiks, Kyrgyzs, etc., were often regarded as backward by the Russians and given little autonomy. The Soviets, while proclaiming their efforts to improve public health and protect nature, relentlessly degraded both.

    Since dissolution of the Soviet Union (USSR) in late 1991, the oil and gas industries in the 15 component nations have been in a state of turmoil stemming mainly from past communist management practices and the transition to Western-style market economies and multiparty governments. As a result, oil and gas output have fallen dramatically. This study incorporates separate oil and gas production forecasts, predicted independently by onshore and offshore sectors, for each of the producing republics of the Former Soviet Union (FSU) over the period 1996-2005. Supply--assessed by full-cycle resource analysis--and demand, estimated from available historic and projected consumption figures, are balanced to yield a coherent picture. Production of both oil and gas for the FSU is forecast to recover strongly. Oil and condensate output--led by Russia, Kazakhstan, and Azerbaijan--are forecast to rebound to 9,545 MBOPD by 2005, which will reinstate the FSU as one of the world`s premier crude exporting blocs. Natural gas output--propelled by gains in Russia, Turkmenistan, and Uzbekistan--will likewise resurge, reaching a world-leading 96,051 MMCFD level, of which a large amount will be exported.

    In 1993 a pilot project between the Defense Technical Information Center and the U.S. Army Cold Regions Research and Engineering Laboratory resulted in a proposal to conduct a state-of-the-art review of technology and techniques for building, operating, and maintaining arctic natural gas and liquid petroleum pipelines in the former Soviet Union. The objectives of the pipeline review were to (1) Review the design, construction, operation, and maintenance procedures of oil and gas pipelines in the permafrost areas of eastern and western Siberia. (2) Assemble data on the evolution of Siberian pipelines, reflecting changes in size, modes of construction, and age. (3) Assemble data on maintenance procedures and practices, including inspection techniques with respect to corrosion, pipe wrinkling, and metal fatigue. (4) Assemble data on pipeline failures and attempt to predict life expectancy of different pipelines under the harsh arctic environment. (5) Evaluate the environmental impact of different pipeline construction techniques and relate it to ruptures and breaks. In conjunction with the study objectives, a literature search was conducted on northern pipelines in the former Soviet Union. References were compiled on dates of construction, location, route conditions, design, construction, maintenance, environmental impact, accidents, production management, and other pertinent facts. In the resulting bibliography, references are separated into three categories: Oil and Gas Pipelines, Construction, and Accidents. There is some repetition of references between the categories because some are relevant to more than one of the subject categories.

    During the Cold War the handling of Soviet military nuclear wastes was a classified topic--kept secret to hide the status and readiness of Soviet military forces. Following the end of the Cold War information about the handling of nuclear wastes by agencies of the Former Soviet Union (FSU) became available. The US Government response to the disclosure of disposal of radioactive wastes into the Arctic Ocean and into rivers that drain into the Arctic Ocean was the finding of the Arctic Nuclear Waste Assessment Program (ANWAP) in the Office of Naval Research (ONR). Projects were aided by ANWAP to study the behavior, transport, and fate of radionuclides in the Arctic Ocean. One of the research teams, the Risk Assessment Integration Group (RAIG) assessed the potential risks to humans and to the environment, particularly in the US Alaskan Arctic.

    The Analytical Services Organization (ASO), Union Valley Sample Preparation Facility (UVSPF), provides analytical testing in support of the Department of Energy (DOE), Oak Ridge Operations (ORO), and associated sites. Samples generated on the Oak Ridge Reservation (ORR) are routinely received at the WSPF for analytical evaluatiotiidentification. Many of these samples are polychlorinated biphenyl (PCB) regulated from a source or being sent to the facility to determine PCB content. PCB laboratory wastes in solid and liquid form are generated during the evaluation of these materials, requiring the WSPF staff to maintain formal storage areas for staging the materials prior to off-site shipment for disposal. The purpose of this report is to fulfill the requirements set forth in Title 40, Code of Federal Regulations (CFR), Part 761.180(a), Subpart J, which requires owners or operators of a facility using or storing PCBS to prepare an annual inventory document by July 1 of the current year which covers the previous calendar year. This report provides documentation of the inventory of PCB materials/wastes that were generated, stored for dispos~ and shipped off site for disposal for the period January 1, 1997, to January 1, 1998. The following is a summary of materials/wastes subject to the aforementioned reporting requirements.

    Following the Chernobyl accident, the US and the USSR entered into an agreement to work on the safety of civilian nuclear reactors; one aspect of that work was to study the environmental transport and health effects of radionuclides released by the accident. After the break-up of the USSR separate agreements were established between the US and Ukraine, Belarus, and Russia to continue work on dose reconstruction and epidemiologic studies of health effects from exposure to external radiation and the incorporation of radionuclides. Studies in Belarus and Ukraine related to the Chernobyl accident now emphasize epidemiologic: studies of childhood-thyroid cancer and leukemia, and eye-lens-cataract formation in liquidators. Supporting studies on dose reconstruction emphasize a variety of ecological, physical, and biological techniques. Studies being conducted in Russia currently emphasize health effects in the workers and the population around the Mayak Industrial Association. As this production complex is an analogue of the US Hanford Works, advantage is being taken of the US experience in conducting a similar, recently completed dose-reconstruction study. In all cases the primary work on dose reconstruction is being performed by scientists from the former Soviet Union. US assistance is in the form of expert consultation and participation, exchange visits, provision of supplies and equipment, and other forms of local assistance.

    Since the fall of Communism in the former Soviet Union, US Presidents and policy makers have stressed the importance of helping Russia and the Newly Independent States develop democratic forms of government and forge strong economic and environmental ties with other nations throughout the world. The US can and should play a role in helping the Commonwealth of Independent States repair decades of damage caused by Cold War-driven industrial and nuclear development. This report describes some of the region`s most serious environmental problems and their potential to spread throughout the affected areas to neighboring countries. It provides an overview of the emerging environmental component of the US. National Security Strategy first proposed by President Bush. Finally, it describes an ambitious proposal to implement geographic information system (GIS) technology as a means of helping the former Soviet Union identify and monitor existing and potential environmental hazards. The ability to locate, analyze, and track existing damage reliably, as a prelude to predicting potential threats, is a necessary first step in developing a viable strategy to protect environmental, economic, and social resources, both in the former Soviet Union and world-wide.

    In March, 1992, the Department of Energy and the State Department established guidelines to encourage and direct laboratory-to-laboratory (lab-to-lab) cooperation with institutes in the newly independent states (NIS) of the former Soviet Union. As a nonproliferation effort, the cooperative activities focus on the need to prevent emigration of weapons scientists to potentially proliferant states and organizations. The objective is to encourage joint projects/contracts in non-weapons-related areas in order to provide meaningful work, commensurate with scientific capabilities, that will reduce economic pressures for emigration and assist in the development of a market economy. In addition, by encouraging Western science's philosophy of openness, peer reviews and publishing, the cooperative projects improve the transparency of weapons laboratories in the former Soviet Union. Technical collaborations are rapidly increasing in number and are fostering US industrial participation. Since the initial technical exchanges in October of 1992, lab-to-lab interactions resulted in more than 200 contracts, totaling more than $5 million, and involving more than 40 institutes in Russia, Ukraine, Kazakhstan and Belarus.

    Britain constructed an atomic deterrent to influence both the United States and Soviet Union. The process of research and development was both long and difficult. The atomic bomb, first tested in 1952, was a remarkable success. By comparison, the delivery device, the V-bomber, was a failure. While the aircraft produced were excellent, they were deployed too late in too few numbers to be effective in an independent role. Only as part of a larger offensive with the Strategic Air Command could they make a valuable contribution. However, the program`s military failure was offset by its political success. Reopened atomic relations with the United States strengthened British security by providing London with the most modern nuclear weapons and delivery systems.

  8. Marshall Plan productivity assistance: A unique program of mass technology transfer and a precedent for the former Soviet Union

    The Productivity Program of the Marshall Plan made a major contribution to the increase in Western European productivity in the 1950s, well before there was significant policy liberalization, competition, or foreign investment in these countries. Prior to the program, European manufacturing and management practice was a generation behind the US, and productivity was one-third of US levels. The cost of this program over ten years was $300 million, or only 1.5% of Marshall Plan capital assistance. Its 1500 study tours brought tens of thousands of people from European and Asian countries to the United States to observe management and production. On returning home, tour members vigorously spread new ideas throughout their countries, which also received a wide variety of follow-up technical services. Europe`s leaders supported national productivity drives out of fear of communism and social unrest, not in response to competitive market forces. The drives helped firms achieve almost immediate productivity gains with little new investment. This relatively inexpensive idea could increase incomes and improve the supply and variety of consumer goods in present-day Eastern Europe and the former Soviet Union. 17 refs., 3 tabs.

    This bibliography covers work that addresses coverage of nuclear and arms control issues, defense, the Soviet Union, and Soviet-American relations by the American news media between 1965 and 1988. Material selected for inclusion either discusses press performance or addresses conditions -- such as classification of information -- that directly impact on media coverage of such issues. Bodies of literature on media coverage of conflict elsewhere in the world lie outside the Center's current mandate (which has shaped the parameters of this bibliography) except insofar as such conflicts are presented by the news media specifically in the context of US-Soviet relations. Much the same is true of such issues as the North-South flow of information and the debate over calls for a New World Information Order. However, the authors have decided to include assessments of American media coverage of the Vietnam War as a case study of a watershed conflict that raised many of the issues discussed throughout this literature in a particularly compelling way.

    In this report results of work on establishment of a data base of regional seismic recordings from earthquakes, chemical explosions and nuclear explosions in the former Soviet Union are described. This work was carried out in the Complex Seismological Expedition (CSE) of the Joint Institute of Physics of the Earth of the Russian Academy of Sciences and Lawrence Livermore National Laboratory. The recording system, methods of investigations and primary data processing are described in detail. The largest number of digital records was received by the permanent seismic station Talgar, situated in the northern Tien Shan, 20 km to the east of Almaty city. More than half of the records are seismograms of underground nuclear explosions and chemical explosions. The nuclear explosions were recorded mainly from the Semipalatinsk test site. In addition, records of the explosions from the Chinese test site Lop Nor and industrial nuclear explosions from the West Siberia region were obtained. Four records of strong chemical explosions were picked out (two of them have been produced at the Semipalatinsk test site and two -- in Uzbekistan). We also obtained 16 records of crustal earthquakes, mainly from the Altai region, close to the Semipalatinsk test site, and also from the West China region, close to the Lop Nor test site. In addition, a small number of records of earthquakes and underground nuclear explosions, received by arrays of temporary stations, that have been working in the southern Kazakhstan region are included in this report. Parameters of the digital seismograms and file structure are described. Possible directions of future work on the digitizing of unique data archive are discussed.

    The coefficients of P-odd, P-even, and T -odd asymmetries for a third and a fourth prescission particle emitted in the true quaternary fission of nuclei that was induced by polarized cold neutrons were studied on the basis of quantum-mechanical fission theory. By using non-evaporation (nonadiabatic) mechanisms of light-particle emission, these coefficients were compared with the analogous coefficients for prescission third particles emitted in the ternary fission of nuclei.

The purpose of the hearings was to examine economic indicators of the Soviet Union and China in the context of military and national security interests. The study and report represent a cooperative effort on the part of the CIA and the Defense Intelligence Agency. The report focuses on Gorbachev's modernization program, its potential for success, and the military implications if it should fail. The witnesses felt that unlike the Soviets, the Chinese probably understate military expenditures; and the military triangle involving the US, Soviet Union, and China has benefited both the US and China. Submissions for the record make up most of the document.

    This paper reports on the outlook for the U.S.S.R's oil sector which grows increasingly bleak and with it prospects for the Soviet economy. Plunging Soviet oil production and exports have analysts revising near term oil price outlooks, referring to the Soviet oil sector's self-destructing and Soviet oil production in a freefall. County NatWest, Washington, citing likely drops in Soviet oil production and exports (OGJ, Aug. 5, p. 16), has jumped its projected second half spot price for West Texas intermediate crude by about $2 to $22-23/bbl. Smith Barney, New York, forecasts WTI postings at $24-25/bbl this winter, largely because of seasonally strong world oil demand and the continued collapse in Soviet oil production. It estimates the call on oil from the Organization of Petroleum Exporting Countries at more than 25 million b/d in first quarter 1992. That would be the highest level of demand for OPEC oil since 1980, Smith Barney noted.

    This book has the merit of looking at the Soviet energy problem (oil, gas, coal, other) as a whole, something that Westen experts (and Soviet officials) have often failed to do. It makes fairly precise projections for the mid-1980s and cloudier ones for 1990. Hewett sees no crisis of the kind predicted by the CIA for the 1980s, but the Moscow will face hard decisions imposed by the rising cost of energy, competing economic demands, and political constraints.

    Until the late 80`s information on Soviet underground nuclear explosions, let alone seismic recording on Soviet soil, were not generally available to the seismological community. The dramatic changes since then have resulted in access to a wide variety of seismic data from Soviet explosions. In this report the author presents a data set, unique to the field of seismic verification. The data includes a large number of waveforms from in-country seismological station Borovoye for the Soviet peaceful nuclear explosions with announced yields and origin times, some with physical and mechanical conditions at the test site. The waveforms were recorded by digital station of different types. In this report the author has summarized and reviewed information on 122 explosions, and 55 waveforms in this data set, which contains recordings obtained in the course of more than 15 years. As the characteristics of recording instruments were changing during this period of time available information on instrument calibrations is also described and reviewed. The author also has attempted to describe the observed peculiarities of P-wave by using a simple source function and magnitude correction which take in attention such parameters as the velocity of longitudinal wave, density, moisture, gas content and depth of explosion. More detail analysis was conducted for the explosions conducted in salt as there is representative sample and they were observed on local distances.

    The UCLA-DOE Institute of Genomics and Proteomics is an organized research unit of the University of California, sponsored by the Department of Energy through the mechanism of a Cooperative Agreement. Today the Institute consists of 10 Principal Investigators and 7 Associate Members, developing and applying technologies to promote the biological and environmental missions of the Department of Energy, and 5 Core Technology Centers to sustain this work. The focus is on understanding genomes, pathways and molecular machines in organisms of interest to DOE, with special emphasis on developing enabling technologies. Since it was founded in 1947, the UCLA-DOE Institute has adapted its mission to the research needs of DOE and its progenitor agencies as these research needs have changed. The Institute started as the AEC Laboratory of Nuclear Medicine, directed by Stafford Warren, who later became the founding Dean of the UCLA School of Medicine. In this sense, the entire UCLA medical center grew out of the precursor of our Institute. In 1963, the mission of the Institute was expanded into environmental studies by Director Ray Lunt. I became the third director in 1993, and in close consultation with David Galas and John Wooley of DOE, shifted the mission of the Institute towards genomics and proteomics. Since 1993, the Principal Investigators and Core Technology Centers are entirely new, and the Institute has separated from its former division concerned with PET imaging. The UCLA-DOE Institute shares the space of Boyer Hall with the Molecular Biology Institute, and assumes responsibility for the operation of the main core facilities. Fig. 1 gives the organizational chart of the Institute.     Past research, as well as laboratory evidence have revealed a relationship between climate, mudflow, and avalanche activity. It is possible to predict changes in mudflow and avalanche activity by using climate models. In this study, the GFDL model was used which contained data on mean monthly air temperature, precipitation, and carbon dioxide concentrations.

    AIMAS (Automated Inventory/Material Accounting System) is a PC-based application for site-level nuclear material accountancy that was originally developed in the late 90's as a part of the U.S Department of Energy Assistance Program to Ukraine. Designed to be flexible and secure, plus place minimal demands on computing infrastructure, it was originally developed to run in early Windows operating system (OS) environments like W98 and W3.1. The development, support, and maintenance of AIMAS were transferred to Ukraine in 2002. Because it is highly flexible and can be configured to meet diverse end-user's needs, the software has been used at several facilities in Ukraine. Incorporating added functionality is planned to support nuclear installations in the Republic of Kazakhstan and Uzbekistan, as well. An improved 32-bit version of AIMAS has recently been developed to operate effectively on modern PCs running the latest Windows OS by AVIS, the Ukrainian developer. In the paper we discuss the status of AIMAS, plans for new functions, and describe the strategy for addressing a sustainable software life-cycle while meeting user requirements in multiple FSU countries.

    Florida International University's (FIU) Hemispheric Center for Environmental Technology (HCET) evaluated five saws for their effectiveness in cutting specially prepared fiberglass-reinforced plywood crates. These crates were built as surrogates for crates that presently hold radioactively contaminated glove boxes at the Department of Energy's (DOE) Los Alamos facility. The Porter-Cable circular saw was assessed on August 15-16, 2001 (Porter-Cable No.1 and Porter-Cable No.2, respectively). During the FIU test of efficacy, a team from the Operating Engineers National Hazmat Program (OENHP) evaluated the occupational safety and health issues associated with this technology. The Porter-Cable saw is a straightforward machine for cutting wood of varying thickness. The blade is fully guarded with a fixed upper and a lower retractable guard. The lower guard retracts as the blade engages the work piece. The unit is operated with an on/off guarded trigger switch and is supported with a handgrip mounted near the front of the saw. The saw is equipped with a directional nozzle, which aims sawdust away from the operator and the line of cut. An optional vacuum system, attached to the directional nozzle, is used to remove and collect dust. During the demonstration of Porter-Cable No.1, personal noise sampling indicated that one worker was under and one was at the Occupational Safety and Health Administration's (OSHA) Action Level of 85 decibels (dBA) with time-weighted averages (TWA's) of 82.7 and 84.6 dBA, respectively. During the demonstration of Porter-Cable No.2, however, both workers did exceed the Action Level with TWA's of 89.7 and 90.0 dBA. These data are not entirely representative as they were gathered during a simulation and not at the actual worksite. Additional sampling should be conducted on-site, but the workers should wear hearing protection until it is determined that it is no longer necessary. The total nuisance dust sample for Porter-Cable No.1 was 3.53 milligrams per cubic meter (mg/m{sup 3}), which is lower than the OSHA Permissible Exposure Limit (PEL) of 15 mg/m{sup 3} and the American Conference of Governmental Industrial Hygienists' (ACGIH) Threshold Limit Value (TLV) of 10 mg/m{sup 3}. Porter-Cable No.2's nuisance dust results yielded a value of 22.05 mg/m{sup 3}, which is over the PEL and TLV. The fiber analysis for the first demonstration yielded 12.9 fibers per cubic centimeter (f/cc), which is much higher than the PEL of 1 f/cc. Galson Laboratories considered the fiber analysis for the second demonstration void due to the overloading of dust on the filter. Kickback, the sudden reaction to a pinched blade, is possible with this saw and could cause the saw to lift up and out of the work piece and toward the operator. Proper work position and firm control of the saw minimizes the potential for a sprain or strain. Care needs to be exercised to support the work piece properly and to not force the tool.

    Florida International University's (FIU) Hemispheric Center for Environmental Technology (HCET) evaluated five saws for their effectiveness in cutting specially prepared fiberglass-reinforced plywood crates. These crates were built as surrogates for crates that presently hold radioactively contaminated gloveboxes at the Department of Energy's (DOE) Los Alamos facility. The Evolution 180 circular saw was assessed on August 14, 2001. During the FIU test of efficacy, a team from the Operating Engineers National Hazmat Program (OENHP) evaluated the occupational safety and health issues associated with this technology. The Evolution 180 is a portable, metal cutting circular saw with a 7-inch diameter blade. The blade is contained within the main housing and has a retractable lower blade guard to prevent operator access to the blade during operation and shutdown. The saw is equipped with a chip collector. The maximum cutting thickness for metal is one-quarter inch and can cut steel tubing and pipe 2 inches in diameter. The unit is operated with an on/off guarded trigger switch and is supported with the hand guide mounted to the side of the saw. An adjustable lever sets the depth of the cut. The machine's circuitry will automatically shut the saw motor off if excessive overload is detected during operation. The one-half hour demonstration involved vertical and horizontal cuts and blade changes. During this process, operators experienced binding of the saw. This caused the blade to become hot, causing the sawdust collected in the chip collector to smoke. Care should be exercised to use the appropriate blade for the application, operator training, and personal protective equipment (PPE). Personal noise sampling indicated that neither worker was over the Occupational Safety and Health Administration's (OSHA) Action Level of 85 decibels (dBA) with time-weighted averages (TWA's) of 69.1 and 68.8 dBA. The personal noise sample taken during the special demonstration with the stainless steel plate had a TWA of 69.8 dBA. These data are not entirely representative as they were gathered during a simulation and not at the actual worksite. Additional sampling should be conducted on-site, but the workers should wear hearing protection until it is determined that it is no longer necessary. The total nuisance dust sample for the Evolution 180 circular saw was 3.5 milligrams per cubic meter (mg/m{sup 3}), which is lower than the OSHA Permissible Exposure Limit (PEL) of 15 mg/m{sup 3} and the American Conference of Governmental Industrial Hygienists' (ACGIH) Threshold Limit Value (TLV) of 10 mg/m{sup 3}. The fiber analysis yielded 1.74 fibers per cubic centimeter (f/cc), which is above the PEL of 1 f/cc. Although the nuisance dust levels were low, fiberglass dust levels were higher than the PEL. Since fiberglass dust is known to be a strong skin irritant and a possible human carcinogen, the workers should continue to wear appropriate suits and gloves, as well as a full-face air-purifying respirator. The respirator should be equipped with a combination organic vapor and acid gas cartridge in combination with a High Particulate Air (HEPA) filter, since particulate filter, since during the demonstration, the workers complained of an odd smell, which may have been from the breakdown of the fiberglass.

These crates were built as surrogates for crates that presently hold radioactively contaminated glove boxes at the Department of Energy's (DOE) Los Alamos facility. The DeWalt reciprocating saw was assessed on August 13, 2001. During the FIU test of efficacy, a team from the Operating Engineers National Hazmat Program (OENHP) evaluated the occupational safety and health issues associated with this technology. The DeWalt reciprocating saw is a hand-held industrial tool used for cutting numerous materials, including wood and various types of metals depending upon the chosen blade. Its design allows for cutting close to floors, corners, and other difficult areas. An adjustable shoe sets the cut at three separate depths. During the demonstration for the dismantling of the fiberglass-reinforced plywood crate, the saw was used for extended continuous cutting, over a period of approximately two hours. The dismantling operation involved vertical and horizontal cuts, saw blade changes, and material handling. During this process, operators experienced vibration to the hand and arm in addition to a temperature rise on the handgrip. The blade of the saw is partially exposed during handling and fully exposed during blade changes. Administrative controls, such as duty time of the operators and the machine, operator training, and personal protective equipment (PPE), such as gloves, should be considered when using the saw in this application. Personal noise sampling indicated that both workers were exposed to noise levels exceeding the Occupational Safety and Health Administration's (OSHA) Action Level of 85 decibels (dBA) with time-weighted averages (TWA's) of 88.3 and 90.6 dBA. Normally, a worker would be placed in a hearing conservation program if his TWA was greater than the Action Level. In this case, however, monitoring was conducted during a simulation, not during the actual work conducted at the worksite. Additional sampling should be conducted at the worksite to determine the actual noise levels for the workers. Until it is determined that the actual TWA's are less than the Action Level, the workers should use PPE. A training program on the proper use and wearing of the selected PPE should be provided to each worker. Nuisance dust monitoring yielded a concentration of 10.69 milligrams per cubic meter (mg/m{sup 3}). Although this is less than the OSHA Permissible Exposure Limit (PEL) of 15 mg/m{sup 3}, it is above the American Conference of Governmental Industrial Hygienists' (ACGIH) Threshold Limit Value (TLV) of 10 mg/m{sup 3}. Fiberglass dust monitoring yielded a fiber count of 1.7 fibers per cubic centimeter (f/cc). This is above the PEL and the TLV of 1.0 f/cc. Therefore, controls should be implemented (engineering or PPE) to reduce the workers' exposure to the dust. Respirators should be used if engineering controls do not sufficiently control the dust or fiberglass generated. Respirators should be equipped with an organic vapor and acid gas cartridge with a High Efficiency Particulate Air (HEPA) filter, since during the demonstration, the workers complained of an odd smell, which may have been from the breakdown of the fiberglass.

    Florida International University's (FIU) Hemispheric Center for Environmental Technology (HCET) evaluated five saws for their effectiveness in cutting up specially prepared fiberglass-reinforced plywood crates. These crates were built as surrogates for crates that presently hold radioactive contaminated glove boxes at the Department of Energy's (DOE) Los Alamos facility. The Adamant circular saw was assessed on August 14, 2001. During the FIU test of efficacy, a team from the Operating Engineers National Hazmat Program (OENHP) evaluated the occupational safety and health issues associated with this technology. The Adamant was only used during a limited ''test'' on a regular plywood crate due to safety considerations of the tool for this application. The Adamant circular saw, a counter-rotating twin-cutter, constructed with blades that work differently than conventional cutting wheels with twin blades, each rotating in opposite directions. It is used to cut wood and metals. Each blade is approximately 8 3/4 inches in diameter with a maximum cutting depth of 2 1/2 inches. The machine has two rotation speeds: 1,900 and 2,900 rotations per minute (rpm). The saw is operated with an interlocked, guarded trigger switch located at the end of the saw opposite the cutting blades. To operate the saw, the safety interlock must be depressed prior to powering the saw with the trigger control. The saw is supported by a handle at the front of the saw near the cutting blades. The top part of the blades is guarded near the handle, with approximately three-fourths of the face of the blades exposed. The Adamant circular saw is an innovative technology used to cut metals and wood. Its safety features include: interlocking switch for powering the saw, overload indicator and shutoff, and an electronic brake that stops the engine immediately when the start button is released. The top part of the blades is guarded near the motor. With approximately three-fourths of the face of the blades open, the operator is exposed to the potential risk of serious and minor cuts and abrasions when using and handling the saw. There is also potential for damage to the blades if the saw is not stored properly. Without guarding on the lower part of the blades, these can be damaged if the saw is dropped or rested on the cutting blades. Based upon the industrial hygiene sampling conducted for the other four saws demonstrated at FIU, noise levels, nuisance dust, and airborne fiberglass may be a problem when using this technology for the cutting of fiberglass-reinforced plywood crates. No industrial hygiene sampling was conducted while the Adamant saw was in use. Engineering controls should be used to eliminate these problems whenever possible. Where this is not possible, administrative controls, training, and proper personal protective equipment (PPE) should be used. Respirators should be used if engineering controls do not sufficiently control the dust or fiberglass generated.
