Because most of those WWII-era facilities were built with minimal materials and so quickly, much of the original infrastructure was torn down in the late '40s and early '50s and replaced by more permanent facilities. However, a few key facilities remained, and are being preserved and maintained for historic significance. Four such sites are visited briefly in this video, taking viewers to V-Site, the buildings where the first nuclear explosive device was pre-assembled in preparation for the Trinity Test in Southern New Mexico. Included is another WWII area, Gun Site. So named because it was the area where scientists and engineers tested the so-called "gun method" of assembling nuclear materials -- the fundamental design of the Little Boy weapon that was eventually dropped on Hiroshima. The video also goes to Pajarito Site, home of the "Slotin Building" and "Pond Cabin." The Slotin Building is the place where scientist Louis Slotin conducted a criticality experiment that went awry in early 1946, leading to his unfortunate death, and the Pond Cabin served the team of eminent scientist Emilio Segre who did early chemistry work on plutonium that ultimately led to the Fat Man weapon.

    This document is the first time that Manhattan Project and Cold War era artifacts from the Hanford Site have been assembled within a publication. The publication presents photographic and written documentation of a number of Manhattan Project and Cold War era artifacts that were identified and tagged during assessment walk throughs of historic buildings on the Hanford Site but which could not be curated within the Hanford collection because they were too large for long-term storage and/or exhibit purposes or were radiologically contaminated. The significance of the artifacts in this publication and a proposed future appendix is based not on the individual significance of any single artifact but on their collective contribution to the science and engineering of creating plutonium and advancing nuclear technology in nuclear fuel and power.

    The Hanford Site began as part of the United States Manhattan Project to research, test and build atomic weapons during World War II. The original 670-square mile Hanford Site, then known as the Hanford Engineer Works, was the last of three top-secret sites constructed in order to produce enriched uranium and plutonium for the world's first nuclear weapons. B Reactor, located about 45 miles northwest of Richland, Washington, is the world's first full-scale nuclear reactor. Not only was B Reactor a first-of-a-kind engineering structure, it was built and fully functional in just 11 months. Eventually, the shoreline of the Columbia River in southeastern Washington State held nine nuclear reactors at the height of Hanford's nuclear defense production during the Cold War era. The B Reactor was shut down in 1968. During the 1980's, the U.S. Department of Energy began removing B Reactor's support facilities. The reactor building, the river pumphouse and the reactor stack are the only facilities that remain. Today, the U.S. Department of Energy (DOE) Richland Operations Office offers escorted public access to B Reactor along a designated tour route. The National Park Service (NPS) is studying preservation and interpretation options for sites associated with the Manhattan Project. A draft is expected in summer 2009. A final report will recommend whether the B Reactor, along with other Manhattan Project facilities, should be preserved, and if so, what roles the DOE, the NPS and community partners will play in preservation and public education. In August 2008, the DOE announced plans to open B Reactor for additional public tours. Potential hazards still exist within the building. However, the approved tour route is safe for visitors and workers. DOE may open additional areas once it can assure public safety by mitigating hazards.

    One man's trash is another man's treasure. Not everything called "waste" is meant for the refuse pile. The mission of the Curation Program is at direct odds with the remediation objectives of the Hanford Site. While others are busily tearing down and burying the Site's physical structures and their associated contents, the Curation Program seeks to preserve the tangible elements of the Site's history from these structures for future generations before they flow into the waste stream. Under the provisions of a Programmatic Agreement, Cultural Resources staff initiated a project to identify and collect artifacts and archives that have historic or interpretive value in documenting the role of the Hanford Site throughout the Manhattan Project and Cold War Era. The genesis of Hanford's modern day Curation Program, its evolution over nearly two decades, issues encountered, and lessons learned along the way -- particularly the importance of upper management advocacy, when and how identification efforts should be accomplished, the challenges of working within a radiological setting, and the importance of first hand information -- are presented.

    When the nation's top scientists and military leaders converged on Los Alamos, New Mexico in the 1943, to work on the Manhattan Project, the facilities they used to conduct their top-secret work were quickly constructed and located in the middle of what eventually became the Los Alamos town site. After one of these early facilities caught on fire, it seemed wise to build labs and production facilities farther away from the homes of the town's residents. They chose to build facilities on what was then known as Delta Prime (DP) Mesa and called it Technical Area 21, or TA-21. With wartime urgency, a number of buildings were built at TA-21, some in as little as a few months. Before long, DP Mesa was populated with several nondescript metal and cinder-block buildings, including what became, immediately following the war, the world's first plutonium production facility. TA-21 also housed labs that used hazardous chemicals and analyzed americium, tritium and plutonium. TA-21 was a bustling center of research and production for the next several decades. Additional buildings were built there in the 1960's, but by the 1990's many of them had reached the end of their service lives. Labs and offices were moved to newer, more modern buildings. When Los Alamos National Laboratory received $212 million in funding from the American Recovery and Reinvestment Act in July 2009 for environmental cleanup projects, about $73 million of the funds were earmarked to decontaminate and demolish 21 of the old buildings at TA-21. Although some D and D of TA-21 buildings was performed in the 1990's, many of the facilities at DP Site remained relatively untouched for nearly three decades following their final operational use. In 2006, there were over three dozen buildings or structures on the mesa to be removed so that soil cleanup could be completed (and the land made available for transfer and reuse).     The charter for adversarial delay is to hinder access to critical resources through the use of physical systems increasing an adversary's task time. The traditional method for characterizing access delay has been a simple model focused on accumulating times required to complete each task with little regard to uncertainty, complexity, or decreased efficiency associated with multiple sequential tasks or stress. The delay associated with any given barrier or path is further discounted to worst-case, and often unrealistic, times based on a high-level adversary, resulting in a highly conservative calculation of total delay. This leads to delay systems that require significant funding and personnel resources in order to defend against the assumed threat, which for many sites and applications becomes cost prohibitive. A new methodology has been developed that considers the uncertainties inherent in the problem to develop a realistic timeline distribution for a given adversary path. This new methodology incorporates advanced Bayesian statistical theory and methodologies, taking into account small sample size, expert judgment, human factors and threat uncertainty. The result is an algorithm that can calculate a probability distribution function of delay times directly related to system risk. Through further analysis, the access delay analyst or end user can use the results in making informed decisions while weighing benefits against risks, ultimately resulting in greater system effectiveness with lower cost.

    In the context of a project that is designing innovative ICT-based solutions for the organizational concept of outage management, we focus on the informational process of the OCR (Outage Control Room) underlying the execution of the outages. Informational process are based on structured and unstructured documents that have a key role in the collaborative processes and management of the outage. We especially track the structured and unstructured documents, electronically or not, from creation to sharing. Our analysis allows us to consider that the individual traces produced by an individual participant with a specific role could be multi-purpose and support sharing between participants without creating duplication of work. The ultimate goal is to be able to generate an outage historian, that is not just focused on highly structured information, which could be useful to improve the continuity of information between participants. We study the implementation of this approach through web technologies and social media tools to address this issue. We also investigate the issue of data access through interactive visualization timelines coupled with other modality's to assist users in the navigation and exploration of the proposed historian.     The American Physical Society's part of its centennial celebration in March of 1999 decided to develop a timeline wall chart on the history of 20th century physics. This resulted in eleven consecutive posters, which when mounted side by side, create a 23-foot mural. The timeline exhibits and describes the millstones of physics in images and words. The timeline functions as a chronology, a work of art, a permanent open textbook, and a gigantic photo album covering a hundred years in the life of the community of physicists and the existence of the American Physical Society. Each of the eleven posters begins with a brief essay that places a major scientific achievement of the decade in its historical context. Large portraits of the essays' subjects include youthful photographs of Marie Curie, Albert Einstein, and Richard Feynman among others, to help put a face on science. Below the essays, a total of over 130 individual discoveries and inventions, explained in dated text boxes with accompanying images, form the backbone of the timeline. For ease of comprehension, this wealth of material is organized into five color-coded story lines the stretch horizontally across the hundred years of the 20th century. The five story lines are: Cosmic Scale, relate the story of astrophysics and cosmology; Human Scale, refers to the physics of the more familiar distances from the global to the microscopic; Atomic Scale, focuses on the submicroscopic world of atoms, nuclei and quarks; Living World, chronicles the interaction of physics with biology and medicine; Technology, traces the applications of physic to everyday living.     The Department of Energy is conducting a program to determine radiological conditions at sites formerly used by the Army Corps of Engineers' Manhattan Engineer District and the Atomic Energy Commission in the early years of nuclear energy development. Also included in the program are sites used in the Los Alamos plutonium development program and the Trinity atomic bomb test site. Materials, equipment, buildings, and land became contaminated, primarily with naturally occurring radioactive nuclides. They were later decontaminated in accordance with the standards and survey methods in use at that time. Since then, however, radiological criteria, and proposed guidelines for release of such sites for unrestricted use have become more stringent as research on the effects of low-level radiation has progressed. In addition, records documenting some of these decontamination efforts cannot be found, and the final radiological conditions of the sites could not be adequately determined from the records. As a result, the Formerly Utilized Sites Program was initiated in 1974 to identify these formerly used sites and to reevaluate their radiological status. This report covers efforts through June 1980 to determine the radiological status of sites for which the existing conditions could not be clearly defined. Principal contractor facilities and associated properties have already been identified and activities are continuing to identify additional sites. Any new sites located will probably be subcontractor facilities and areas used for disposal of contractor waste or equipment; however, only limited information regarding this equipment and material has been collected to date. As additional information becomes available, supplemental reports will be published.

    Solar Two, a 10MWe power tower plant in Barstow, California, successfully demonstrated the production of grid electricity at utility-scale with a molten-salt solar power tower. This paper provides an overview of the project, from inception in 1993 to closure in the spring of 1999. Included are discussions of the goals of the Solar Two consortium, the planned-vs.-actual timeline, plant performance, problems encountered, and highlights and successes of the project.     The U.S. Department of Energy (DOE) Grand Junction Projects Office (GJPO) occupies a 61.7-acre facility along the Gunnison River near Grand Junction, Colorado. This site was contaminated with uranium ore and mill tailings during uranium refining activities of the Manhattan Engineer District and during pilot milling experiments conducted for the U.S. Atomic Energy Commission`s domestic uranium procurement program. The DOE Defense Decontamination and Decommissioning Program established the GJPO Remedial Action Project to clean up and restore the facility lands, improvements, and the underlying aquifer. The site contractor for the facility, Rust Geotech, also is the remedial action contractor. Building 36 was found to be radiologically contaminated and was demolished in 1996. The soil beneath the building was remediated in accordance with identified standards and can be released for unlimited exposure and unrestricted use. This document was prepared in response to a DOE request for an individual final report for each contaminated GJPO building.

    The SP-100 Space Nuclear Power Program was established in 1983 by DOD, DOE, and NASA as a joint program to develop technology for military and civil applications. Starting in 1986, NASA has funded a technology program to maintain the momentum of promising aerospace technology advancement started during Phase I of SP-100 and to strengthen, in key areas, the changes for successful development and growth capability of space nuclear reactor power systems for a wide range of future space applications. The elements of the CSTI High Capacity Power Project include Systems Analysis, Stirling Power Conversion, Thermoelectric Power Conversion, Thermal Management, Power Management, Systems Diagnostics, Environmental Interactions, and Material/Structural Development. Technology advancement in all elements is required to provide the growth capability, high reliability and 7 to 10 year lifetime demanded for future space nuclear power systems. The overall project with develop and demonstrate the technology base required to provide a wide range of modular power systems compatible with the SP-100 reactor which facilitates operation during lunar and planetary day/night cycles as well as allowing spacecraft operation at any attitude or distance from the sun. Significant accomplishments in all of the project elements will be presented, along with revised goals and project timelines recently developed.

    The Conceptual Design Assessment for the Co-Firing of Bio-Refinery Supplied Lignin Project was successfully kicked off on July 23, 2000 during a meeting at the TVA-PPI facility in Muscle Shoals, AL. An initial timeline for the study was distributed, issues of concern were identified and a priority actions list was developed. Next steps include meeting with NETL to discuss de-watering and lignin fuel testing, the development of the mass balance model and ethanol facility design criteria, providing TVA-Colbert with preliminary lignin fuel analysis and the procurement of representative feed materials for the pilot and bench scale testing of the hydrolysis process.

  9. Radiation Protection Considerations at USACE Formerly Utilized Sites Remedial Action Program (FUSRAP) Projects

    The Formerly Utilized Sites Remedial Action Program (FUSRAP) was initially authorized by Congress in 1974. FUSRAP was enacted to address residual radioactive contamination associated with numerous sites across the U.S. at which radioactive material (primarily Uranium ores and related milling products) had been processed in support of the nation's nuclear weapons program dating back to the Manhattan Project and the period immediately following World War II. In October 1997, Congress transferred the management of this program from the Department of Energy to the United States Corp of Engineers. Through this program, the Corps addresses the environmental remediation of certain sites once used by DOE's predecessor agencies, the Manhattan Engineer District and the Atomic Energy Commission. The waste at FUSRAP sites consists mainly of low levels of uranium, thorium and radium, along with some mixed wastes. Upon completion of remedial activities, these sites are transferred to DOE for long-term stewardship activities. This paper presents and contrasts the radiological conditions and recent monitoring results associated with five large ongoing FUSRAP projects including Maywood, N.J.; the Linde site near Buffalo, N.Y.; Colonie in Albany N.Y. and the St Louis, Mo. airport and downtown sites. The radiological characteristics of soil and debris at each site and respective regulatory clean up criteria is presented and contrasted. Some differences are discussed in the radiological characteristics of material at some sites that result in variations in radiation protection monitoring programs. Additionally, summary data for typical personnel radiation exposure monitoring results are presented. In summary: 1. This site was contaminated with uranium ore and mill tailings during uranium refining activities of the Manhattan Engineer District and during pilot milling experiments conducted for the U.S. Atomic Energy Commission`s domestic uranium procurement program. The DOE Defense Decontamination and Decommissioning Program established the Grand Junction Projects Office Remedial Action Project to clean up and restore the facility lands, improvements, and the underlying aquifer. The site contractor for the facility, Rust Geotech, was also the remedial action contractor. Building 34 was radiologically contaminated and the building was demolished in 1996. The soil area within the footprint of the building was analyzed and found to be not contaminated. The area can be released for unlimited exposure and unrestricted use. This document was prepared in response to a DOE request for an individual closeout report for each contaminated GJPO building.

    The US Department of Energy (DOE) Grand Junction Projects Office (GJPO) facility occupies approximately 56.4 acres (22.8 hectares) along the Gunnison River near Grand Junction, Colorado. The site was contaminated with uranium ore and mill tailings during uranium-refining activities conducted by the Manhattan Engineer District and during pilot-milling experiments conducted for the US Atomic Energy Commission`s (AEC`s) domestic uranium procurement program. The GJPO facility was the collection and assay point for AEC uranium and vanadium oxide purchases until the early 1970s. The DOE Decontamination and Decommissioning Program sponsored the Grand Junction Projects Office Remedial Action Project (GJPORAP) to remediate the facility lands, site improvements, and the underlying aquifer. The site contractor, Rust Geotech, was the Remedial Action Contractor for GJPORAP. The exterior land areas of the facility assessed as contaminated have been remediated in accordance with identified standards and can be released for unrestricted use. Restoration of the aquifer will be accomplished through the natural flushing action of the aquifer during the next 50 to 80 years. The remediation of the DOE-GJPO facility buildings is ongoing and will be described in a separate report.

    The Water Power Program helps industry harness this renewable, emissions-free resource to generate environmentally sustainable and cost-effective electricity. Through support for public, private, and nonprofit efforts, the Water Power Program promotes the development, demonstration, and deployment of advanced hydropower devices and pumped storage hydropower applications. These technologies help capture energy stored by diversionary structures, increase the efficiency of hydroelectric generation, and use excess grid energy to replenish storage reserves for use during periods of peak electricity demand. In addition, the Water Power Program works to assess the potential extractable energy from domestic water resources to assist industry and government in planning for our nation’s energy future. From FY 2008 to FY 2014, DOE’s Water Power Program announced awards totaling approximately $62.5 million to 33 projects focused on hydropower. Table 1 provides a brief description of these projects.

    The objective of the Portunus Project is to create large, automated offshore ports that will the pace and scale of international trade. Additionally, these ports would increase the number of U.S. domestic trade vessels needed, as the imported goods would need to be transported from these offshore platforms to land-based ports such as Boston, Los Angeles, and Newark. Currently, domestic trade in the United States can only be conducted by vessels that abide by the Merchant Marine Act of 1920 – also referred to as the Jones Act. The Jones Act stipulates that vessels involved in domestic trade must be U.S. owned, U.S. built, and manned by a crew made up of U.S. citizens. The Portunus Project would increase the number of Jones Act vessels needed, which raises an interesting economic concern. Are Jones Act ships more expensive to operate than foreign vessels? Would it be more economically efficient to modify the Jones Act and allow vessels manned by foreign crews to engage in U.S. domestic trade? While opposition to altering the Jones Act is strong, it is important to consider the possibility that ship-owners who employ foreign crews will lobby for the chance to enter a growing domestic trade market. Their success would mean potential job loss for thousands of Americans currently employed in maritime trade.

The DOE Defense Decontamination and Decommissioning Program established the GJPO Remedial Action Project to clean up and restore the facility lands, improvements, and the underlying aquifer. The site contractor for the facility, Rust Geotech, is also the remedial action contractor. The soil beneath Building 39 was radiologically contaminated and the building was demolished in 1992. The soil area within the footprint of the building has been remediated in accordance with the identified standards and the area can be released for unlimited exposure and unrestricted use. This document was prepared in response to a DOE request for an individual final report for each contaminated GJPO building.

    The success of the Human Genome project is already nearing $1 Trillion dollars of U.S. economic activity. Lawrence Livermore National Laboratory (LLNL) was a co-leader in one of the biggest biological research effort in history, sequencing the Human Genome Project. This ambitious research effort set out to sequence the approximately 3 billion nucleotides in the human genome, an effort many thought was nearly impossible. Deoxyribonucleic acid (DNA) was discovered in 1869, and by 1943 came the discovery that DNA was a molecule that encodes the genetic instructions used in the development and functioning of living organisms and many viruses. To make full use of the information, scientists needed to first sequence the billions of nucleotides to begin linking them to genetic traits and illnesses, and eventually more effective treatments. New medical discoveries and improved agriculture productivity were some of the expected benefits. While the potential benefits were vast, the timeline (over a decade) and cost ($3.8 Billion) exceeded what the private sector would normally attempt, especially when this would only be the first phase toward the path to new discoveries and market opportunities. The Department of Energy believed its best research laboratories could meet this Grand Challenge and soon convinced the National Institute of Health to formally propose the Human Genome project to the federal government. The U.S. government accepted the risk and challenge to potentially create new healthcare and food discoveries that could benefit the world and the U.S. Industry.
