    The objective of this Electric Infrastructure Technology, Training and Assessment Program was to enhance the reliability of electricity delivery through engineering integration of real-time technologies for wide-area applications enabling timely monitoring and management of grid operations. The technologies developed, integrated, tested and demonstrated will be incorporated into grid operations to assist in the implementation of performance-based protection/preventive measures into the existing electric utility infrastructure. This proactive approach will provide benefits of reduced cost and improved reliability over the typical schedule-based and as needed maintenance programs currently performed by utilities. Historically, utilities have relied on maintenance and inspection programs to diagnose equipment failures and have used the limited circuit isolation devices, such as distribution main circuit breakers to identify abnormal system performance. With respect to reliable problem identification, customer calls to utility service centers are often the sole means for utilities to identify problem occurrences and determine restoration methodologies. Furthermore, monitoring and control functions of equipment and circuits are lacking; thus preventing timely detection and response to customer outages. Finally, the two-way flow of real-time system information is deficient, depriving decision makers of key information required to effectively manage and control current electric grid demands to provide reliable customer service in abnormal situations. This Program focused on advancing technologies and the engineering integration required to incorporate them into the electric grid operations to enhance electrical system reliability and reduce utility operating costs.

    The THINK city Electric Vehicle (EV) Demonstration Program Project, initiated late 2001, has been successfully completed as of April 2005. US. Partners include Federal, State and Municipal agencies as well as commercial partners. Phase I, consisting of placement of the vehicles in demonstration programs, was completed in 2002. Phase II, the monitoring of these programs was completed in 2004. Phase III, the decommissioning and/or exporting of vehicles concluded in 2005. Phase I--the Program successfully assigned 192 EV's with customers (including Hertz) in the state of California, 109 in New York (including loaner and demo vehicles), 16 in Georgia, 7 to customers outside of the US and 52 in Ford's internal operations in Dearborn Michigan for a total of 376 vehicles. The Program was the largest operating Urban EV Demonstration Project in the United States. Phase II--the monitoring of the operational fleet was ongoing and completed in 2004, and all vehicles were returned throughout 2004 and 2005. The Department of Energy (DOE) was involved with the monitoring of the New York Power Authority/THINK Clean Commute Program units through partnership with Electric Transportation Engineering Corporation (ETEC), which filed separate reports to DOE. The remainder of the field fleet was monitored through Ford's internal operations. Vehicles were retired from lease operation throughout the program for various operator reasons. Some of the vehicles were involved in re-leasing operations. At the end of the program, 376 vehicles had been involved, 372 of which were available for customer use while 4 were engineering prototype and study vehicles. Phase III--decommissioning and/or export of vehicles. In accordance with the NHTSA requirement, City vehicles could not remain in the United States past their three-year allowed program timeframe. At the end of leases, City vehicles have been decommissioned and/or exported to KamKorp in Norway.

    Activities during the second quarter included the second meeting of the Site Operators in Phoenix, AZ in late April. The meeting was held in conjunction with the Solar and Electric 500 Race activities. Delivery of vehicles ordered previously has begun, although two of the operators are experiencing some delays in receiving their vehicles. Public demonstration activities continue, with an apparent increasing level of awareness and interest being displayed by the public. Initial problems with the Site Operator Database have been corrected and revised copies of the program have been supplied to the Program participants. Operating and Maintenance data is being supplied and submitted to INEL on a monthly basis. Interest in the Site Operator Program is being reflected in requests for information from several organizations from across the country, representing a wide diversity of interests. These organizations have been referred to existing Site Operators with the explanation that the program will not be adding new participants, but that most of the existing organizations are willing to work with other groups. The exception to this was the addition of Potomac Electric Power Company (PEPCO) to the program. PEPCO has been awarded a subcontract to operate and maintain the DOE owned G-Van and Escort located in Washington, DC. They will provide data on these vehicles, as well as a Solectria Force which PEPCO has purchased. The Task Force intends to be actively involved in the infrastructure development in a wide range of areas. These include, among others, personnel development, safety, charging, and servicing. Work continues in these areas. York Technical College (YORK) has completed the draft outline for the EV Technician course. This is being circulated to organizations around the country for comments. Kansas State University (KSU) is working with a private sector company to develop a energy dispensing meter for opportunity charging in public areas.

    The intent of this paper is to demonstrate an electrical safety program that incorporates all workers into the program, not just the electrical workers. It is largely in response to a paper presented at the 2012 ESW by Lanny Floyd entitled "Facilitating Application of Electrical Safety Best Practices to "Other" Workers" which requested all attendees to review their electrical safety program to assure that non-electrical workers were protected as well as electrical workers. The referenced paper indicated that roughly 50% of electrical incidents involve workers whose primary function is not electrical in nature. It also encouraged all to "address electrical safety for all workers and not just workers whose job responsibilities involve working on or near energized electrical circuits." In this paper, a program which includes specific briefings to non-electrical workers as well as to workers who may need to perform their normal activities in proximity to energized electrical conductors is presented. The program uses a targeted approach to specific areas such as welding, excavating, rigging, chart reading, switching, cord and plug equipment and several other general areas to point out hazards that may exist and how to avoid them. NFPA 70E-2004 was incorporated into the program several years ago and with it the need to include the "other" workers became apparent. The site experience over the years supports the assertion that about half of the electrical incidents involve non-electrical workers and this prompted us to develop specific briefings to enhance the knowledge of the non-electrical worker regarding safe electrical practices. The promotion of "May is Electrical Safety Month" and the development of informative presentations which are delivered to the general site population as well as electrical workers have greatly improved the hazards awareness status of the general worker on site.

    Activities during the first quarter centered around integrating the new participants into the program. A meeting of the Site Operators, in conjunction with the first meeting of the Electric Vehicle Users Task Force, was held in October. A second meeting of the Task Force was held in December. During these meetings the new contractual requirements were explained to the participants. The Site Operator Data Base was distributed and explained. The Site Operators will begin using the data base in December 1991 and will supply the operating and maintenance data to the INEL on a monthly basis. The Operators requested that they be able to have access to the data of the other Operators and it was agreed that they would be provided this on floppy disk monthly from the INEL. Presentations were made to the DOE sponsored Automotive Technology Development-Contractors Coordination Meeting in October. An overview of the program was given by EG G. Representatives from Arizona Public Service, Texas A M University, and York Technical College provided details of their programs and the results and future goals. Work was begun on commercializing the Versatile Data Acquisition System (VDAS). A Scope of Work has been written for a Cooperative Research and Development Agreement (CRADA) to be submitted to the USABC. If implemented, the CRADA will provide funds for the development and commercialization of the VDAS. Participants in the Site Operator Program will test prototypes of the system within their fleets, making the data available to the USABC and other interested organizations. The USABC will provide recommendations on the data to be collected. Major activities by the majority of the Operators were involved with the continued operation and demonstration of existing vehicles. In addition, several of the operators were involved in identifying and locating vehicles to be added to their fleets. A list of the vehicles in each Site Operator fleet is included as Appendix A to this report.

    As the share of hybrid, plug-in hybrid (PHEV), electric (EV) and fuel-cell (FCV) vehicles grows in the national automotive fleet, an entirely new set of diagnostic and technical skills needs to be obtained by the maintenance workforce. Electrically-powered vehicles require new diagnostic tools, technique and vocabulary when compared to existing internal combustion engine-powered models. While the manufacturers of these new vehicles train their own maintenance personnel, training for students, independent working technicians and fleet operators is less focused and organized. This DOE-funded effort provided training to these three target groups to help expand availability of skills and to provide more competition (and lower consumer cost) in the maintenance of these hybrid- and electric-powered vehicles. Our approach was to start locally in the San Francisco Bay Area, one of the densest markets in the United States for these types of automobiles. We then expanded training to the Los Angeles area and then out-of-state to identify what types of curriculum was appropriate and what types of problems were encountered as training was disseminated. The fact that this effort trained up to 800 individuals with sessions varying from 2- day workshops to full-semester courses is considered a successful outcome. Diverse programs were developed to match unique time availability and educational needs of each of the three target audiences. Several key findings and observations arising from this effort include: • Recognition that hybrid and PHEV training demand is immediate; demand for EV training is starting to emerge; while demand for FCV training is still over the horizon • Hybrid and PHEV training are an excellent starting point for all EV-related training as they introduce all the basic concepts (electric motors, battery management, controllers, vocabulary, testing techniques) that are needed for all EVs, and these skills are in-demand in today’s market. • Faculty

    Turbo diesel engine use in passenger cars in Europe has resulted in 30-50% improvement in fuel economy. Diesel engine application is particularly suitable for US because of vehicle size and duty cycle patterns. Adopting this technology for use in the US presents two issues--emissions and driveability. Emissions reduction technology is being well addressed with advanced turbocharging, fuel injection and catalytic aftertreatment systems One way to address driveability is to eliminate turbo lag and increase low speed torque. Electrically assisted turbocharging concepts incorporated in e-Turbo{trademark} designs do both The purpose of this project is to design and develop an electrically assisted turbocharger, e-Turbo{trademark}, for diesel engine use in the US. In this report, early design and development of electrical assist technology is described together with issues and potential benefits. In this early phase a mathematical model was developed and verified. The model was used in a sensitivity study. The results of the sensitivity study together with the design and test of first generation hardware was fed into second generation designs. In order to fully realize the benefits of electrical assist technology it was necessary to expand the scope of work to include technology on the compressor side as well as electronic controls concepts. The results of the expanded scope of work are also reported here. In the first instance, designs and hardware were developed for a small engine to quantify and demonstrate benefits. The turbo size was such that it could be applied in a bi-turbo configuration to an SUV sized V engine. Mathematical simulation was used to quantify the possible benefits in an SUV application. It is shown that low speed torque can be increased to get the high performance expected in US, automatic transmission vehicles. It is also shown that e-Turbo{trademark} can be used to generate modest amounts of electrical power and supplement the alternator under

    The Modular Electric Vehicle Program (MEVP) was an EV propulsion system development program in which the technical effort was contracted by DOE to Ford Motor Company. The General Electric Company was a major subcontractor to Ford for the development of the electric subsystem. Sundstrand Power Systems was also a subcontractor to Ford, providing a modified gas turbine engine APU for emissions and performance testing as well as a preliminary design and producibility study for a Gas Turbine-APU for potential use in hybrid/electric vehicles. The four-year research and development effort was cost-shared between Ford, General Electric, Sundstrand Power Systems and DOE. The contract was awarded in response to Ford`s unsolicited proposal. The program objective was to bring electric vehicle propulsion system technology closer to commercialization by developing subsystem components which can be produced from a common design and accommodate a wide range of vehicles; i.e., modularize the components. This concept would enable industry to introduce electric vehicles into the marketplace sooner than would be accomplished via traditional designs in that the economies of mass production could be realized across a spectrum of product offerings. This would eliminate the need to dedicate the design and capital investment to a limited volume product offering which would increase consumer cost and/or lengthen the time required to realize a return on the investment.

    The Site Operator Program was initially established by the Department of Energy (DOE) to incorporate the electric vehicle activities dictated by the Electric and Hybrid Vehicle Research, Development and Demonstration Act of 1976. In the ensuing years, the Program has evolved in response to new legislation and interests. The Program currently includes twelve sites located in diverse geographic, metrologic, and metropolitan areas across the United States. Information is shared reciprocally with a thirteenth site, not under Program contract. The vehicles are operator-owned. The Mission Statement of the Site Operator Program includes three major activities: (1) Advancement of electric vehicle technologies; (2) Development of infrastructure elements necessary to support significant electric vehicle use; and (3) Increasing the awareness and acceptance of electric vehicles (EVs) by the public. The current participants in the Site Operator Program are shown. Table 1 indicates the EVs in each of the Site Operator fleets. Table 2 provides baseline information on several EVs currently in use by the Site Operators, or which have evolved to the point that they may be introduced in the near future. The Program is currently managed by personnel of the Electric and Hybrid Vehicle Program at the Idaho National Engineering Laboratory (INEL). The current principal management functions include: Coordination of Site Operator efforts in the areas of public awareness and infrastructure development (program-related meetings, and educational presentations).

    The number, scope, effects, and costs of electric-utility demand-site management programs are growing rapidly in the United States. Utilities, their regulators, and energy policy makers need reliable information on the costs of, participation in, and energy and load effects of these programs to make informed decisions. In particular, information is needed on the ability of these programs to cost-effectively provide energy and capacity resources that are alternatives to power plants. This handbook addresses the need for additional and better information in two ways. First, it discusses the key concepts associated with DSM-program types, participation, energy and load effects, and costs. Second, the handbook offers definitions and a sample reporting form for utility DSM programs. The primary purpose in developing these definitions and this form is to encourage consistency in the collection and reporting of data on DSM programs. To ensure that the discussions, reporting formats, and definitions will be useful and used, development of this handbook was managed by a committee, with membership from electric utilities, state regulatory commissions, and the US Department of Energy. Also, this data-collection form was pretested by seven people from six utilities, who completed the form for nine DSM programs.

    Goals of the site operator program include field evaluation of electric vehicles (EVs) in real-world applications and environments, advancement of electric vehicle technologies, development of infrastructure elements necessary to support significant EV use, and increasing the awareness and acceptance of EVs by the public. The site operator program currently consists of 11 participants under contract and two other organizations with data-sharing agreements with the program. The participants (electric utilities, academic institutions, Federal agencies) are geographically dispersed within US and their vehicles see a broad spectrum of service conditions. Current EV inventories of the site operators exceeds 250 vehicles. Several national organizations have joined DOE to further the introduction and awareness of EVs, including: (1) EVAmerica (a utility program) and DOE conduct performance and evaluation tests to support market development for EVs; (2) DOE, DOT, the Electric Transportation Coalition, and the Electric Vehicle Association of the Americas are conducting a series of workshops to encourage urban groups in Clean Cities (a DOE program) to initiate the policies and infrastructure development necessary to support large-scale demonstrations, and ultimately the mass market use, of EVs. Current focus of the program is collection and dissemination of EV operations and performance data to aid in the evaluation of real- world EV use. This report contains several sections with vehicle evaluation as a focus: EV testing results, energy economics of EVs, and site operators activities.

    The Site Operator Program has evolved substantially since its inception in response to the Electric Vehicle Research and Demonstration Act of 1976. In its original form, a commercialization effort was intended but this was not feasible for lack of vehicle suppliers and infrastructure. Nonetheless, with DOE sponsorship and technical participation, a few results (primarily operating experience and data) were forthcoming. The current Program comprises eleven sites and over 200 vehicles, of which about 50 are latest generation vehicles. DOE partially funds the Program participant expenditures and the INEL receives operating and maintenance data for the DOE-owned, and participant-owned or monitored vehicles, as well as Program reports. As noted elsewhere in this report, participants represent several widely differing categories: electric utilities, academic institutions, and federal agencies. While both the utilities and the academic institutions tend to establish beneficial relationships with the industrial community.

    During the term of the above mentioned agreement, the Los Angeles Department of Water and Power (LADWP), a municipal utility serving the citizens of Los Angeles, marked its tenth year of involvement in testing and promoting electric vehicles as part of Los Angeles` overall air quality improvement program, and as a means of improving the regions` economic competitiveness through the creation of new industries. LADWP maintained and operated twenty electric vehicles (EVs) during the test period. Colorado State University Ventures (CSUV), as the prime contractor, plays a key program management and co–ordination role. CSUV is an affiliate of Colorado State University (CSU) and is a separate 501(c)(3) company. The Team consists of CSUV acting as the prime contractor subcontracted to Arapahoe Community College (ACC), CSU, Motion Reality Inc. (MRI), Georgia Institute of Technology (Georgia Tech) and Ricardo. Collaborators are Douglas County Educational Foundation/School District and Gooru (www.goorulearning.org), a nonprofit web–based learning resource and Google spin–off.

    Electric transmission lines are the lifeline of the electric utility industry, delivering its product from source to consumer. This critical infrastructure is often constrained such that there is inadequate capacity on existing transmission lines to efficiently deliver the power to meet demand in certain areas or to transport energy from high-generation areas to high-consumption regions. When this happens, the cost of the energy rises; more costly sources of power are used to meet the demand or the system operates less reliably. These economic impacts are known as congestion, and they can amount to substantial dollars for any time frame of reference: hour, day or year. There are several solutions to the transmission constraint problem, including: construction of new generation, construction of new transmission facilities, rebuilding and reconductoring of existing transmission assets, and Dynamic Line Rating (DLR). All of these options except DLR are capital intensive, have long lead times and often experience strong public and regulatory opposition. The Smart Grid Demonstration Program (SGDP) project co-funded by the Department of Energy (DOE) and Oncor Electric Delivery Company developed and deployed the most extensive and advanced DLR installation to demonstrate that DLR technology is capable of resolving many transmission capacity constraint problems with a system that is reliable, safe and very cost competitive. The SGDP DLR deployment is the first application of DLR technology to feed transmission line real-time dynamic ratings directly into the system operation’s State Estimator and load dispatch program, which optimizes the matching of generation with load demand on a security, reliability and economic basis. The integrated Dynamic Line Rating (iDLR)1 collects transmission line parameters at remote locations on the lines, calculates the real-time line rating based on the equivalent conductor temperature, ambient temperature and influence of wind and solar

  1. The DOE Solar Thermal Electric Program Concentrator Technology Project

    The project comprises the development of concentrating solar collectors, heliostats and dishes, and the development of optical materials. Because the solar concentrator represents from 40 to 60% of the cost of a solar thermal electric system, the continued development of high-performance concentrators is very important to the commercial viability of these systems. The project is currently testing two large area heliostats, the SPECO 200 m{sup 2} heliostat and the ATS 150 m{sup 2} heliostat and also trying to reduce the cost of the heliostats through the development of stretched-membrane heliostats. Stretched-membrane heliostats are made by attaching thin metal membranes to the two sides of a circular, metal ring. A slight vacuum in the plenum between the two membranes is used to focus the heliostat. The optical surface is provided by a silver-acrylic film, ECP 305. A prototype 100 m{sup 2} commercial unit has been built and is currently being tested. Parabolic dish concentrators are under development for use on dish-Stirling electric systems. The state-of-the-art dish is the McDAC/SCE faceted glass concentrator. Because of the success of stretched-membrane technology for heliostats, the project applied the technology to parabolic dish development and is currently designing a near-term, faceted, stretched-membrane dish. The current thrust of the program in optical materials development is the development of a low-cost, high-performance, silver-acrylic film. 3M's ECP 305 has demonstrated substantial improvement over previous films in its resistance to corrosion, longer life. An experimental film, developed at SERI, has promise for further improving the lifetime of the ECP 305. The project is currently investigating solutions to the problem of separation between the silver and acrylic layers of the film in the presence of water.

    A single nuclear detonation several hundred kilometers above the central United States will subject much of the nation to a high-altitude electromagnetic pulse (BENT). This pulse consists of an intense steep-front, short-duration transient electromagnetic field, followed by a geomagnetic disturbance with tens of seconds duration. This latter environment is referred to as the magnetohydrodynamic electromagnetic pulse (NMENT). Both the early-time transient and the geomagnetic disturbance could impact the operation of the nation`s power systems. Since 1983, the US Department of Energy has been actively pursuing a research program to assess the potential impacts of one or more BENT events on the nation`s electric energy supply. This report summarizes the results of that program and provides recommendations for enhancing power system reliability under HENT conditions. A nominal HENP environment suitable for assessing geographically large systems was developed during the program and is briefly described in this report. This environment was used to provide a realistic indication of BEMP impacts on electric power systems. It was found that a single high-altitude burst, which could significantly disturb the geomagnetic field, may cause the interconnected power network to break up into utility islands with massive power failures in some areas. However, permanent damage would be isolated, and restoration should be possible within a few hours. Multiple bursts would likely increase the blackout areas, component failures, and restoration time. However, a long-term blackout of many months is unlikely because major power system components, such as transformers, are not likely to be damaged by the nominal HEND environment. Moreover, power system reliability, under both HENT and normal operating conditions, can be enhanced by simple, and often low cost, modifications to current utility practices.

    Activities during the first quarter centered around integrating the new participants into the program. A meeting of the Site Operators, in conjunction with the first meeting of the Electric Vehicle Users Task Force, was held in October. A second meeting of the Task Force was held in December. During these meetings the new contractual requirements were explained to the participants. The Site Operator Data Base was distributed and explained. The Site Operators will begin using the data base in December 1991 and will supply the operating and maintenance data to the INEL on a monthly basis. The Operators requested that they be able to have access to the data of the other Operators and it was agreed that they would be provided this on floppy disk monthly from the INEL. Presentations were made to the DOE sponsored Automotive Technology Development-Contractors Coordination Meeting in October. An overview of the program was given by EG&G. Representatives from Arizona Public Service, Texas A&M University, and York Technical College provided details of their programs and the results and future goals. Work was begun on commercializing the Versatile Data Acquisition System (VDAS). A Scope of Work has been written for a Cooperative Research and Development Agreement (CRADA) to be submitted to the USABC. If implemented, the CRADA will provide funds for the development and commercialization of the VDAS. Participants in the Site Operator Program will test prototypes of the system within their fleets, making the data available to the USABC and other interested organizations. The USABC will provide recommendations on the data to be collected. Major activities by the majority of the Operators were involved with the continued operation and demonstration of existing vehicles. In addition, several of the operators were involved in identifying and locating vehicles to be added to their fleets. A list of the vehicles in each Site Operator fleet is included as Appendix A to this report.

    SERICPAC is a computer program developed to calculate average avoided cost rates for decentralized power producers and cogenerators that sell electricity to electric utilities. SERICPAC works in tandem with SERICOST, a program to calculate avoided costs, and determines the appropriate rates for buying and selling of electricity from electric utilities to qualifying facilities (QF) as stipulated under Section 210 of PURA. SERICPAC contains simulation models for eight technologies including wind, hydro, biogas, and cogeneration. The simulations are converted in a diversified utility production which can be either gross production or net production, which accounts for an internal electricity usage by the QF. The program allows for adjustments to the production to be made for scheduled and forced outages. The final output of the model is a technology-specific average annual rate. The report contains a description of the technologies and the simulations as well as complete user's guide to SERICPAC.

    This project titled 'Demonstration of the New MorElectric{trademark} Technology as an Idle Reduction Solution' is one of four demonstration projects awarded by the US Department of Energy in 2002. The goal of these demonstration and evaluation projects was to gather objective in-use information on the performance of available idle reduction technologies by characterizing the cost; fuel, maintenance, and engine life savings; payback; and user impressions of various systems and techniques. In brief, the Caterpillar Inc. project involved applying electrically driven accessories for cab comfort during engine-off stops and for reducing fuel consumption during on-highway operation. Caterpillar had equipped and operated five new trucks with the technology in conjunction with International Truck and Engine Corporation and COX Transfer. The most significant result of the project was a demonstrated average idle reduction of 13.8% for the 5 truck MEI fleet over the control fleet. It should be noted that the control fleet trucks were also equipped with an idle reduction device that would start and stop the main engine automatically in order to maintain cab temperature. The control fleet idle usage would have been reduced by 3858 hours over the 2 year period with the MEI system installed, or approximately 2315 gallons of fuel less (calculations assume a fuel consumption of 0.6 gallons per hour for the 13 liter engine at idle). The fuel saved will be significantly larger for higher displacement engines without idle reduction equipment such as the engine auto start/stop device used by COX Transfer. It is common for engines to consume 1.0 gallons per hour which would increase the fuel savings to approximately 1260 gallons per truck per year of typical idling (1800 hours idle/yr).

    The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 (enacted October 24, 1992) to determine whether or not exposure to EMF produced by the generation, transmission, and use of electric energy affects human health. Two Federal agencies, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS), have primary responsibility for the program, but other Federal agencies are key participants as well. This program requires that Federal appropriations be matched by contributions from non-Federal sources. The authorized level of funding for the program was $65 million over a 5-year period (fiscal years 1993-1997 inclusive). For EMF RAPID to be a fully funded program, $32.5 million over 5 years will have to be appropriated by Congress and matched by non-Federal contributions.

    The U.S. Department of Energy’s Field Operations Program evaluates advanced technology vehicles in real-world applications and environments. Advanced technology vehicles include pure electric, hybrid electric, hydrogen, and other vehicles that use emerging technologies such as fuel cells. Information generated by the Program is targeted to fleet managers and others considering the deployment of advanced technology vehicles. As part of the above activities, the Field Operations Program has initiated the testing of the Toyota Prius hybrid electric vehicle (HEV), a technology increasingly being considered for use in fleet applications. This report describes the Pomona Loop testing of the Prius, providing not only initial operational and performance information, but also a better understanding of HEV testing issues. The Pomona Loop testing includes both Urban and Freeway drive cycles, each conducted at four operating scenarios that mix minimum and maximum payloads with different auxiliary (e.g., lights, air conditioning) load levels.

    In September 1986 a contract was signed between Chloride Silent Power Limited (CSPL) and Sandia National Laboratories (SNL) entitled ``Sodium Sulfur Electric Vehicle Battery Engineering Program``. The aim of the cost shared program was to advance the state of the art of sodium sulfur batteries for electric vehicle propulsion. Initially, the work statement was non-specific in regard to the vehicle to be used as the design and test platform. Under a separate contract with the DOE, Ford Motor Company was designing an advanced electric vehicle drive system. This program, called the ETX II, used a modified Aerostar van for its platform. In 1987, the ETX II vehicle was adopted for the purposes of this contract. This report details the development and testing of a series of battery designs and concepts which led to the testing, in the US, of three substantial battery deliverables.

    Navistar with the Department of Energy’s assistance undertook this effort to achieve the project objectives as listed in the next section. A wholly owned subsidiary of Navistar, Workhorse Sales Corporation was the original grant awardee and upon their discontinuation as a standalone business entity, Navistar assumed the role of principal investigator. The intent of the effort, as part of the American Recovery and Reinvestment Act (ARRA) was to produce zero emission vehicles that could meet the needs of the marketplace while reducing carbon emissions to zero. This effort was predicated upon the assumption that concurrent development activities in the lithium ion battery industry investigations would significantly increase their production volumes thus leading to substantial reductions in their manufacturing costs. As a result of this development effort much was learned about the overall system compatibility between the electric motor, battery pack, and charging capabilities. The original system was significantly revised and improved during the execution of this development effort. The overall approach that was chosen was to utilize a British zero emissions, class 2 truck that had been developed for their market, homologate it and modify it to meet the product requirements as specified in the grant details. All of these specific goals were achieved. During the course of marketing and selling the product valuable information was obtained as relates to customer expectations, price points, and product performance expectations, specifically those customer expectations about range requirements in urban delivery situations. While the grant requirements specified a range of 100 miles on a single charge, actual customer usage logs indicate a range of 40 miles or less is typical for their applications. The price point, primarily due to battery pack costs, was significantly higher than the mass market could bear. From Navistar’s and the overall industry’s perspective

    The US Department of Energy (DOE) Site Operator Program was initially established to meet the requirements of the Electric and Hybrid Vehicle Research, Development, and Demonstration Act of 1976. The Program has since evolved in response to new legislation and interests. The goals of the Site Operator Program include the field evaluation of electric vehicles (EVs) in real-world applications and environments; the advancement of electric vehicle technologies; the development of infrastructure elements necessary to support significant electric vehicle use; and increasing the awareness and acceptance of EVs by the public. The Site Operator Program currently consists of eleven participants under contract and two other organizations that have data-sharing agreements with the Program (Table ES-1). Several national organizations have joined DOE to further the introduction and awareness of electric vehicles, including: (1) EVAmerica (a utility program) and DOE conduct performance and evaluation tests to support market development for electric vehicles; and (2) DOE, the Department of Transportation, the Electric Transportation Coalition, and the Electric Vehicle Association of the Americas are conducting a series of workshops to encourage urban groups in Clean Cities (a DOE program) to initiate the policies and infrastructure development necessary to support large-scale demonstrations, and ultimately the mass market use, of electric vehicles. The current focus of the Program is the collection and dissemination of EV operations and performance data to aid in the evaluation of real-world EV use. This report contains several sections with vehicle evaluation as a focus.

In addition to informing the Congress of the progress and plans of the Department of Energy Electric and Hybrid Vehicles Program, this report is intended to serve as a communication link between the Department and all of the public and private interests involved in making the program a success. The Annual Report represents the major summary of the Electric and Hybrid Vehicles Program activities; since July 1981, DOE has ceased publication of the EHV Quarterly Reports with Congressional approval. The fourth quarter activities for FY 1981 are included in this report. During FY 1981, significant progress was made toward implementing the policies established by Congress in the Act. There has been a noticeable increase in interest shown by both the automobile manufacturing and the supply sectors of our economy in electric and hybrid vehicles. This year, the emphasis in the Electric and Hybrid Vehicles Program shifted from vehicle demonstration and preparation for production readiness to research, development, test, and evaluation of advanced technologies to achieve the attributes necessary to make electric and hybrid vehicles a practical transportation alternative. Research and development efforts in batteries and propulsion components, as well as total vehicle systems, continue to reveal significant progress toward providing industry with technology options that will result in vehicles with greater public acceptance.

  16. Electric-utility DSM programs: 1990 data and forecasts to 2000

    In April 1992, the Energy Information Administration (EIA) released data on 1989 and 1990 electric-utility demand-site management (DMS) programs. These data represent a census of US utility DSM programs, with reports of utility expenditures, energy savings, and load reductions caused by these programs. In addition, EIA published utility estimates of the costs and effects of these programs from 1991 to 2000. These data provide the first comprehensive picture of what utilities are spending and accomplishing by utility, state, and region. This report presents, summarizes, and interprets the 1990 data and the utility forecasts of their DSM-program expenditures and impacts to the year 2000. Only utilities with annual sales greater than 120 GWh were required to report data on their DSM programs to EIA. Of the 1194 such utilities, 363 reported having a DSM program that year. These 363 electric utilities spent $1.2 billion on their DSM programs in 1990, up from $0.9 billion in 1989. Estimates of energy savings (17,100 GWh in 1990 and 14,800 GWh in 1989) and potential reductions in peak demand (24,400 MW in 1990 and about 19,400 MW in 1989) also showed substantial increases. Overall, utility DSM expenditures accounted for 0.7% of total US electric revenues, while the reductions in energy and demand accounted for 0.6% and 4.9% of their respective 1990 national totals. The investor-owned utilities accounted for 70 to 90% of the totals for DSM costs, energy savings, and demand reductions. The public utilities reported larger percentage reductions in peak demand and energy smaller percentage DSM expenditures. These averages hide tremendous variations across utilities. Utility forecasts of DSM expenditures and effects show substantial growth in both absolute and relative terms.

    The 1996 High-Temperature Superconducting Wire Development Workshop was held on January 31--February 1 at the Crown Plaza Tampa Westshore in Tampa, Florida. The meeting was hosted by Tampa Electric Company and sponsored by the Department of Energy`s Superconductivity Program for Electric Systems. The meeting focused on recent high-temperature superconducting wire development activities in the Department of Energy`s Superconductivity Systems program. Tampa Electric`s Greg Ramon began the meeting by giving a perspective on the changes now occurring in the utility sector. Major program wire development accomplishments during the past year were then highlighted, particularly the world record achievements at Los Alamos and Oak Ridge National Laboratories. The meeting then focussed on three priority technical issues: thallium conductors; AC losses in HTS conductors; and coated conductors on textured substrates. Following in-depth presentations, working groups were formed in each technology area to discuss and critique the most important current research and development issues. The working groups identified research areas that have the potential for greatly enhancing the wire development effort. These areas are discussed in the summary reports from each of the working groups. This document is a compilation of the workshop proceedings including all general session presentations and summary reports from the working groups.

    This environmental assessment (EA) focuses on the long-term (1985-2000) impacts of the US Department of Energy (DOE) electric and hybrid vehicle (EHV) program. This program has been designed to accelerate the development of EHVs and to demonstrate their commercial feasibility as required by the Electric and Hybrid Vehicle Research, Development and Demonstration Act of 1976 (P.L. 94-413), as amended (P.L. 95-238). The overall goal of the program is the commercialization of: (1) electric vehicles (EVs) acceptable to broad segments of the personal and commercial vehicle markets, (2) hybrid vehicles (HVs) with range capabilities comparable to those of conventional vehicles (CVs), and (3) advanced EHVs completely competitive with CVs with respect to both cost and performance. Five major EHV projects have been established by DOE: market demonstration, vehicle evaluation and improvement, electric vehicle commercialization, hybrid vehicle commercialization, and advanced vehicle development. Conclusions are made as to the effects of EV and HV commercialization on the: consumption and importation of raw materials; petroleum and total energy consumption; ecosystems impact from the time of obtaining raw material through vehicle use and materials recycling; environmental impacts on air and water quality, land use, and noise; health and safety aspects; and socio-economic factors. This general purpose simulation program is useful for performing parametric studies of electric vehicle performance on user input driving cycles. The program is run interactively and guides the user through all of the necessary inputs. Driveline components and the traction battery are described and defined by ASCII files which may be customized by the user. Scaling of these components is also possible. Detailed simulation results are plotted on the PC monitor and may also be printed on a printer attached to the PC.   4. The Impact of Energy Efficiency and Demand Response Programs on the U.S. Electricity Market

    This study analyzes the impact of the energy efficiency (EE) and demand response (DR) programs on the grid and the consequent level of production. Changes in demand caused by EE and DR programs affect not only the dispatch of existing plants and new generation technologies, the retirements of old plants, and the finances of the market. To find the new equilibrium in the market, we use the Oak Ridge Competitive Electricity Dispatch Model (ORCED) developed to simulate the operations and costs of regional power markets depending on various factors including fuel prices, initial mix of generation capacity, and customer response to electricity prices. In ORCED, over 19,000 plant units in the nation are aggregated into up to 200 plant groups per region. Then, ORCED dispatches the power plant groups in each region to meet the electricity demands for a given year up to 2035. In our analysis, we show various demand, supply, and dispatch patterns affected by EE and DR programs across regions.

    The process of industrialization in the Czech Republic, which is more intensive than in other parts of central Europe, has been under way since the mid-nineteenth century. Over the last 40 years, large-scale industrial activity was based on extensive use of domestic primary energy sources, especially brown-coal/lignite. The escalation of this usage inflicted heavy devastation to large portions of industrial zones and, as a result, worsened living conditions through atmospheric pollution and other environmental impacts in large regions of central Europe. The Czech electricity industry and CEZ, a.s. (the nation`s principal electricity generator, responsible for meeting eighty percent of national electricity demand, and operator of the nationwide EHV transmission system) has been challenged to cope with all environmental issues by the end of 1997, in compliance with the strict limits set by the Clean Air Act of 1991, which are comparable to standard implemented in advanced industrial countries. A review of the critical environmental issues is presented and the role of the individual and of the State is analyzed. The approach of CEZ, a.s., towards a better natural environment and its response to legal environment provisions have been incorporated into the company`s development program.     The Site Operator Program was initially established by the Department of Energy (DOE) to incorporate the electric vehicle activities dictated by the Electric and Hybrid Vehicle Research, Development and Demonstration Act of 1976. In the ensuing years, the Program has evolved in response to new legislation and interests. The Program currently includes twelve sites located in diverse geographic, metrologic, and metropolitan areas across the US. Information is shared reciprocally with a thirteenth site, not under Program contract. The vehicles are operator-owned, except for two Griffon vans. The Mission Statement of the Site Operator Program includes three major activities: advancement of electric vehicle technologies; development of infrastructure elements necessary to support significant electric vehicle use; and increasing the awareness and acceptance of electric vehicles (EVs) by the public. The current participants in the Site Operator Program are shown. The ultimate thrust of program activities varies among sites, reflecting not only the Operator`s business interests but also geographic and climate-related operating conditions. It puts the problem of utility and other public policy formulation in the industrial conservation field into the context of ongoing economic and trade liberalization in Costa Rica, as well as the financial and political pressures with which the country`s utilities must contend. The need to bolster utility financial performance and the perennial political difficulty of adjusting power rates for inflation and devaluation, not to mention maintaining efficient real levels, puts a premium on controlling the costs of utility conservation programs and increasing the degree of cost recovery over time.     In May 1993, Public Service Electric and Gas (PSE&G), the largest investor-owned utility in New Jersey, initiated the Standard Offer program, an innovative approach to acquiring demand-side management (DSM) resources. In this program, PSE&G offers longterm contracts with standard terms and conditions to project sponsors, either customers or third-party energy service companies (ESCOs), on a first-come, first-serve basis to fill a resource block. The design includes posted, time-differentiated prices which are paid for energy savings that will be verified over the contract term (5, 10, or 15 years) based on a statewide measurement and verification (M&V) protocol. The design of the Standard Offer differs significantly from DSM bidding programs in several respects. The eligibility requirements and posted prices allow ESCOs and other energy service providers to market and develop projects among customers with few constraints on acceptable end use efficiency technologies. In contrast, in DSM bidding, ESCOs typically submit bids without final commitments from customers and the utility selects a limited number of winning bidders who often agree to deliver a pre-specified mix of savings from various end uses in targeted markets. The major objectives of the LBNL evaluation were to assess market response and customer satisfaction; analyze program costs and cost-effectiveness; review and evaluate the utility`s administration and delivery of the program; examine the role of PSE&G`s energy services subsidiary (PSCRC) in the program and the effect of its involvement on the development of the energy services industry in New Jersey; and discuss the potential applicability of the Standard Offer concept given current trends in the electricity industry (i.e., increasing competition and the prospect of industry restructuring).

    The VEILLE program (French acronym for study on long-term irradiation aging of electrical cables) was implemented in 1988 by the Institute of Protection and Nuclear Safety (IPSN) in collaboration with the US Nuclear Regulatory Commission (NRC) for a period of six years. It is intended to validate the assumptions put forward as regards aging of electrical cables and to develop criteria for early detection of degradation likely to lead to functional failures. The tests were carried out partly at the Sandia National Laboratories in the United States, partly in France in the CIS bio international Laboratories at the Saclay Nuclear Research Centre. The study focused on the radiation effects from cobalt 60 on electrical cables made up of various polymers for two temperatures and at various dose rates. Other tests were also performed using a device laid under water in the OSIRIS reactor pool at Saclay to test cables under irradiation and temperature conditions close to those found in nuclear power plant operation. Subsequently the aged cables were subjected to containment accident conditions (irradiation and thermodynamic profile) in order to show any degradation due to aging. The study showed the significant effect of radiation doses on EPR and EPDM cable insulations as well as synergy between radiation dose rates and temperature on the mechanical properties of the Hypalon sheath. Correlation between the mechanical properties and the function of cables is difficult to establish as electrical characteristics are preserved whatever the type of mechanical degradation observed. Finally, the performance of electrical cables after an accident remains a key criterion to define the materials likely to be used when manufacturing cables intended to ensure safety functions.

    The Oak Ridge National Laboratory (ORNL) Superconducting Technology Program is conducted as part of a national effort by the US Department of Energy`s Office of Energy Efficiency and Renewable Energy to develop the technology base needed by US industry for commercial development of electric power applications of high-temperature superconductivity. The two major elements of this program are conductor development and applications development. This document describes the major research and development activities for this program together with related accomplishments. The technical progress reported was summarized from information prepared for the FY 1993 Annual Program Review held July 28--29, 1993. This ORNL program is highly leveraged by the staff and other resources of US industry and universities. In fact, nearly three-fourths of the ORNL effort is devoted to industrial competitiveness projects with private companies. Interlaboratory teams are also in place on a number of industry-driven projects. Patent disclosures, working group meetings, staff exchanges, and joint publications and presentations ensure that there is technology transfer to US industry. Working together, the collaborative teams are making rapid progress in solving the scientific and technical issues necessary for the commercialization of long lengths of practical high-temperature superconductor wire and wire products.

    The Electric and Magnetic Fields (EMF) Research and Public Information Dissemination (RAPID) Program was authorized by the Energy Policy Act of 1992 as a near-term effort to expand and accelerate the research needed to address the EMF issue. As required by this legislation, the EMF Interagency Committee, the National EMF Advisory Committee (NEMFAC), and the National Academy of Sciences (NAS) are providing valued input and advice for the direction of this program. With this input and advice, the Department of Energy (DOE) and the National Institute of Environmental Health Sciences (NIEHS) have developed and are implementing five-year program plans. Multi-year health effects research projects and related EMF measurement and exposure assessment projects are underway using funds appropriated in fiscal years 1994, 1995, and 1996 together with voluntary non-Federal contributions. The results of these research projects, along with the results of other EMF research, will be used as input to the hazard evaluation effort, which is the focus of the EMF RAPID Program. A coordinated interagency program is underway to communicate needed information on the EMF issue in a clear manner to the public and other decision makers.

The new partnership replaces and builds upon the Partnership for a New Generation of Vehicles initiative that ran from 1993 through 2001. The Advanced Power Electronics and Electric Machines (APEEM) subprogram within the Vehicle Technologies Program provides support and guidance for many cutting-edge automotive technologies now under development. Research is focused on understanding and improving the way the various new components of tomorrow's automobiles will function as a unified system to improve fuel efficiency. In supporting the development of hybrid propulsion systems, the APEEM effort has enabled the development of technologies that will significantly improve advanced vehicle efficiency, costs, and fuel economy.     A single nuclear detonation several hundred kilometers above the central United States will subject much of the nation to a high-altitude electromagnetic pulse (BENT). This pulse consists of an intense steep-front, short-duration transient electromagnetic field, followed by a geomagnetic disturbance with tens of seconds duration. This latter environment is referred to as the magnetohydrodynamic electromagnetic pulse (NMENT). Both the early-time transient and the geomagnetic disturbance could impact the operation of the nation's power systems. Since 1983, the US Department of Energy has been actively pursuing a research program to assess the potential impacts of one or more BENT events on the nation's electric energy supply. This report summarizes the results of that program and provides recommendations for enhancing power system reliability under HENT conditions. A nominal HENP environment suitable for assessing geographically large systems was developed during the program and is briefly described in this report. This environment was used to provide a realistic indication of BEMP impacts on electric power systems. It was found that a single high-altitude burst, which could significantly disturb the geomagnetic field, may cause the interconnected power network to break up into utility islands with massive power failures in some areas. However, permanent damage would be isolated, and restoration should be possible within a few hours. Multiple bursts would likely increase the blackout areas, component failures, and restoration time. However, a long-term blackout of many months is unlikely because major power system components, such as transformers, are not likely to be damaged by the nominal HEND environment. Moreover, power system reliability, under both HENT and normal operating conditions, can be enhanced by simple, and often low cost, modifications to current utility practices.

    The Electric-drive Vehicle Engineering (EVE) MS degree and graduate certificate programs have been continuing to make good progress, thanks to the funding and the guidance from DOE grant management group, the support from our University and College administrations, and to valuable inputs and feedback from our Industrial Advisory Board as well as our project partners Macomb Community College and NextEnergy. Table 1 below lists originally proposed Statement of Project Objectives (SOPO), which have all been completed successfully. Our program and course enrollments continue to be good and increasing, as shown in later sections. Our graduating students continue to get good job offers from local EV-related companies. Following the top recommendation from our Industrial Advisory Board, we were fortunate enough to be accepted into the prestigious EcoCAR2 (http://www.ecocar2.org/) North America university design competition, and have been having some modest success with the competition. But most importantly, EcoCAR2 offers the most holistic educational environment for integrating real-world engineering and design with our EVE graduate curriculum. Such integrations include true real-world hands-on course projects based on EcoCAR2 related tasks for the students, and faculty curricular and course improvements based on lessons and best practices learned from EcoCAR2. We are in the third and last year of EcoCAR2, and we have already formed a core group of students in pursuit of EcoCAR”3”, for which the proposal is due in early December.

    The Department remains focused on the technologies that are critical to making electric and hybrid vehicles commercially viable and competitive with current production gasoline-fueled vehicles in performance, reliability, and affordability. During Fiscal Year 1994, significant progress was made toward fulfilling the intent of Congress. The Department and the United States Advanced Battery Consortium (a partnership of the three major domestic automobile manufacturers) continued to work together and to focus the efforts of battery developers on the battery technologies that are most likely to be commercialized in the near term. Progress was made in industry cost-shared contracts toward demonstrating the technical feasibility of fuel cells for passenger bus and light duty vehicle applications. Two industry teams which will develop hybrid vehicle propulsion technologies have been selected through competitive procurement and have initiated work, in Fiscal Year 1994. In addition, technical studies and program planning continue, as required by the Energy Policy Act of 1992, to achieve the goals of reducing the transportation sector dependence on imported oil, reducing the level of environmentally harmful emissions, and enhancing industrial productivity and competitiveness.

    Investigations of the impact of high-altitude electromagnetic pulse (HEMP) on electric power systems and electrical equipment have revealed that HEMP creates both misoperation and failures. These events result from both the early time E{sub 1} (steep-front pulse) component and the late time E{sub 3} (geomagnetic perturbations) component of HEMP. In this report a HEMP event is viewed in terms of its marginal impact over classical power system disturbances by considering the unique properties and consequences of HEMP. This report focuses on system-wide electrical component failures and their potential consequences from HEMP. In particular, the effectiveness of planning and operating procedures for electric systems is evaluated while under the influence of HEMP. This assessment relies on published data and characterizes utilities using the North American Electric Reliability Council`s regions and guidelines to model electric power system planning and operations. Key issues addressed by the report include how electric power systems are affected by HEMP and what actions electric utilities can initiate to reduce the consequences of HEMP. The report also reviews the salient features of earlier HEMP studies and projects, examines technology trends in the electric power industry which are affected by HEMP, characterizes the vulnerability of power systems to HEMP, and explores the capability of electric systems to recover from a HEMP event.

    The Platte River Power Authority (Platte River) is a political subdivision of the state of Colorado, owned by the four municipalities of Fort Collins, Loveland, Longmont and Estes Park, Colorado. Platte River is a non-profit, publicly owned, joint-action agency formed to construct, operate and maintain generating plants, transmission systems and related facilities for the purpose of delivering to the four municipalities electric energy for distribution and resale. Platte River, as a participant in the US Department of Energy (DOE) Site Operator Program, worked to accomplish the Site Operator Program goals and objectives to field test and evaluate electric and electric-hybrid vehicles and electric vehicle systems in a real world application/environment. This report presents results of Platte River`s program (Program) during the five-years Platte River participated in the DOE Site Operator Program. Platte River participated in DOE Site Operator Program from July 3, 1991 through August 31, 1996. During its Program, Platte River conducted vehicle tests and evaluations, and electric vehicle demonstrations in the Front Range region of Northern Colorado. Platte River also investigated electric vehicle infrastructure issues and tested infrastructure components. Platte River`s Program objectives were as follows: evaluate the year round performance, operational costs, reliability, and life cycle costs of electric vehicles in the Front Range region of Northern Colorado; evaluate an electric vehicle`s usability and acceptability as a pool vehicle; test any design improvements or technological improvements on a component level that may be made available to PRPA and which can be retrofit into vehicles; and develop, test and evaluate, and demonstrate components to be used in charging electric vehicles.

    Activities during the second quarter included the second meeting of the Site Operators in Phoenix, AZ in late April. The meeting was held in conjunction with the Solar and Electric 500 Race activities. Delivery of vehicles ordered previously has begun, although two of the operators are experiencing some delays in receiving their vehicles. Public demonstration activities continue, with an apparent increasing level of awareness and interest being displayed by the public. Initial problems with the Site Operator Database have been corrected and revised copies of the program have been supplied to the Program participants. Operating and Maintenance data is being supplied and submitted to INEL on a monthly basis. Interest in the Site Operator Program is being reflected in requests for information from several organizations from across the country, representing a wide diversity of interests. These organizations have been referred to existing Site Operators with the explanation that the program will not be adding new participants, but that most of the existing organizations are willing to work with other groups. The exception to this was the addition of Potomac Electric Power Company (PEPCO) to the program. PEPCO has been awarded a subcontract to operate and maintain the DOE owned G-Van and Escort located in Washington, DC. They will provide data on these vehicles, as well as a Solectria Force which PEPCO has purchased. The Task Force intends to be actively involved in the infrastructure development in a wide range of areas. These include, among others, personnel development, safety, charging, and servicing. Work continues in these areas. York Technical College (YORK) has completed the draft outline for the EV Technician course. This is being circulated to organizations around the country for comments. Kansas State University (KSU) is working with a private sector company to develop a energy dispensing meter for opportunity charging in public areas.

  3. Customer response to day-ahead wholesale market electricity prices: Case study of RTP program experience in New York

    There is growing interest in policies, programs and tariffs that encourage customer loads to provide demand response (DR) to help discipline wholesale electricity markets. Proposals at the retail level range from eliminating fixed rate tariffs as the default service for some or all customer groups to reinstituting utility-sponsored load management programs with market-based inducements to curtail. Alternative rate designs include time-of-use (TOU), day-ahead real-time pricing (RTP), critical peak pricing, and even pricing usage at real-time market balancing prices. Some Independent System Operators (ISOs) have implemented their own DR programs whereby load curtailment capabilities are treated as a system resource and are paid an equivalent value. The resulting load reductions from these tariffs and programs provide a variety of benefits, including limiting the ability of suppliers to increase spot and long-term market-clearing prices above competitive levels (Neenan et al., 2002; Boren stein, 2002; Ruff, 2002). Unfortunately, there is little information in the public domain to characterize and quantify how customers actually respond to these alternative dynamic pricing schemes. A few empirical studies of large customer RTP response have shown modest results for most customers, with a few very price-responsive customers providing most of the aggregate response (Herriges et al., 1993; Schwarz et al., 2002). However, these studies examined response to voluntary, two-part RTP programs implemented by utilities in states without retail competition.1 Furthermore, the researchers had limited information on customer characteristics so they were unable to identify the drivers to price response. In the absence of a compelling characterization of why customers join RTP programs and how they respond to prices, many initiatives to modernize retail electricity rates seem to be stymied.

    In 1981, discussions between Ford and General Electric (GE) evolved a concept for an advanced electric vehicle powertrain. The concept involved a combination of technology from Ford and GE that would result in a unique powertrain based on a motor and transmission concentric with the drive wheel axis, a concept originally proposed for use with Wankel engines, and based on the use of a ''hermetic,'' three-phase, alternating current (ac) motor, which is currently in high volume production in the necessary horsepower range. An additional benefit of this configuration is the ability to use a single fluid for cooling of the motor and lubrication of the transaxle. This volume describes the powertrain portion of the ETX-I program.

    At the same time that the electric utility industry is in the midst of deregulation, it could be hit with numerous additional regulatory burdens. For example, EPA now plans to decide by July 1997 whether to make major changes to the current ozone and particulate matter ambient standards -- changes which could force utilities to reduce significantly both their nitrogen oxide (NO{sub x}) and sulfur dioxide (SO{sub 2}) emissions. Even if EPA does not adopt new ambient standards, though, many electric utilities still face the prospect of making additional NO{sub x} reductions if they are found to be contributing to ozone levels in areas that are not meeting the current ozone ambient standards. Several multi-state groups -- notably the Ozone Transport Assessment Group (OTAG) and the Northeast Ozone Transport Commission (OTC) -- are evaluating programs that could lead to calls for additional NO{sub x} reductions from power plants in ozone nonattainment areas and from plants located outside the nonattainment areas but found to be contributing to ozone levels in those areas. And these multi-state groups are motivated not only by pollution levels they see now, but also by what they fear will be increased pollution levels as a result of deregulation. This paper examines the status of the major rulemakings now underway that could force substantial additional reductions in electric utility NO{sub x} and SO{sub 2} emissions. It also discusses the impacts that deregulation could have in those rulemakings.

In support of this mission, OE conducts a portfolio of research and development (R&D) activities to advance technologies to enhance electric power delivery. Multiple benefits are anticipated to result from the deployment of these technologies, including higher quality and more reliable power, energy savings, and lower cost electricity.     The Oak Ridge National Laboratory (ORNL) Superconducting Technology Program is conducted as part of a national effort by the US Department of Energy`s Office of Energy Efficiency and Renewable Energy to develop the technology base needed by US industry for commercial development of electric power applications of high-temperature superconductivity. The three major elements of this program are conductor development, applications development, and the Superconductivity Partnership Initiative. This document describes the major research and development activities for this program together with related accomplishments. The technical progress reported was summarized from information prepared for the FY 1994 Annual Program Review held July 19--20, 2994. This ORNL program is highly leveraged by the staff and other resources of US industry and universities. In fact, nearly three-fourths of the ORNL effort is devoted to industrial competitiveness projects with private companies. Interlaboratory teams are also in place on a number of industry-driven projects. Patent disclosures, working group meetings, staff exchanges, and joint publications and presentations ensure that there is technology transfer with US industry. Working together, the collaborative teams are making rapid progress in solving the scientific and technical issues necessary for the commercialization of long lengths of practical high-temperature superconductor wire and wire products.

Efficient fuel cell technology, which uses hydrogen to power automobiles without air pollution, is a very promising pathway to achieving the ultimate vision. The new partnership replaces and builds upon the Partnership for a New Generation of Vehicles initiative that ran from 1993 through 2001. The Advanced Power Electronics and Electric Machines (APEEM) subprogram within the FreedomCAR and Vehicle Technologies Program provides support and guidance for many cutting-edge automotive technologies now under development. Research is focused on understanding and improving the way the various new components of tomorrow's automobiles will function as a unified system to improve fuel efficiency.     Utility load management programs--including direct load control and interruptible load programs--were employed by utilities in the past as system reliability resources. With electricity industry restructuring, the context for these programs has changed; the market that was once controlled by vertically integrated utilities has become competitive, raising the question: can existing load management programs be modified so that they can effectively participate in competitive energy markets? In the short run, modified and/or improved operation of load management programs may be the most effective form of demand-side response available to the electricity system today. However, in light of recent technological advances in metering, communication, and load control, utility load management programs must be carefully reviewed in order to determine appropriate investments to support this transition. This report investigates the feasibility of and options for modifying an existing utility load management system so that it might provide reliability services (i.e. ancillary services) in the competitive markets that have resulted from electricity industry restructuring. The report is a case study of Southern California Edison's (SCE) load management programs. SCE was chosen because it operates one of the largest load management programs in the country and it operates them within a competitive wholesale electricity market. The report describes a wide range of existing and soon-to-be-available communication, control, and metering technologies that could be used to facilitate the evolution of SCE's load management programs and systems to provision of reliability services. The fundamental finding of this report is that, with modifications, SCE's load management infrastructure could be transitioned to provide critical ancillary services in competitive electricity markets, employing currently or soon-to-be available load control technologies.

    The first U.S. demonstration of the NGK sodium/sulfur battery technology was launched in August 2002 when a prototype system was installed at a commercial office building in Gahanna, Ohio. American Electric Power served as the host utility that provided the office space and technical support throughout the project. The system was used to both reduce demand peaks (peak-shaving operation) and to mitigate grid power disturbances (power quality operation) at the demonstration site. This report documents the results of the demonstration, provides an economic analysis of a commercial sodium/sulfur battery energy storage system at a typical site, and describes a side-by-side demonstration of the capabilities of the sodium/sulfur battery system, a lead-acid battery system, and a flywheel-based energy storage system in a power quality application.

    The Bonneville Power Administration began the End-Use Load and Consumer Assessment Program (ELCAP) in 1983 to obtain metered hourly end-use consumption data for a large sample of new and existing residential and commercial buildings in the Pacific Northwest. Loads and load shapes from the first 3 years of data fro each of several ELCAP residential studies representing various segments of the housing population have been summarized by Pratt et al. The analysis reported here uses the ELCAP data to investigate in much greater detail the relationship of key occupant and tank characteristics to the consumption of electricity for water heating. The hourly data collected provides opportunities to understand electricity consumption for heating water and to examine assumptions about water heating that are critical to load forecasting and conservation resource assessments. Specific objectives of this analysis are to: (A) determine the current baseline for standby heat losses by determining the standby heat loss of each hot water tank in the sample, (B) examine key assumptions affecting standby heat losses such as hot water temperatures and tank sizes and locations, (C) estimate, where possible, impacts on standby heat losses by conservation measures such as insulating tank wraps, pipe wraps, anticonvection valves or traps, and insulating bottom boards, (D) estimate the EF-factors used by the federal efficiency standards and the nominal R-values of the tanks in the sample, (E) develop estimates of demand for hot water for each home in the sample by subtracting the standby load from the total hot water load, (F) examine the relationship between the ages and number of occupants and the hot water demand, (G) place the standby and demand components of water heating electricity consumption in perspective with the total hot water load and load shape.

    The restructuring of regional and national electricity markets in the U.S. and around the world has been accompanied by numerous problems, including generation capacity shortages, transmission congestion, wholesale price volatility, and reduced system reliability. These problems have created new opportunities for technologies and business approaches that allow load serving entities and other aggregators to control and manage the load patterns of wholesale and retail end-users they serve. Demand Response Programs, once called Load Management, have re-emerged as an important element in the fine-tuning of newly restructured electricity markets. During the summers of 1999 and 2001 they played a vital role in stabilizing wholesale markets and providing a hedge against generation shortfalls throughout the U.S.A. Demand Response Programs include ''traditional'' capacity reservation and interruptible/curtailable rates programs as well as voluntary demand bidding programs offered by either Load Serving Entities (LSEs) or regional Independent System Operators (ISOs). The Lawrence Berkeley National Lab (LBNL) has been monitoring the development of new types of Demand Response Programs both in the U.S. and around the world. This paper provides a survey and overview of the technologies and program designs that make up these emerging and important new programs.

    This report describes the second phase of a project entitled ''Innovative Business Cases for Energy Storage in a Restructured Electricity Marketplace''. During part one of the effort, nine ''Stretch Scenarios'' were identified. They represented innovative and potentially significant uses of electric energy storage. Based on their potential to significantly impact the overall energy marketplace, the five most compelling scenarios were identified. From these scenarios, five specific ''Storage Market Opportunities'' (SMOs) were chosen for an in-depth evaluation in this phase. The authors conclude that some combination of the Power Cost Volatility and the T&D Benefits SMOs would be the most compelling for further investigation. Specifically, a combination of benefits (energy, capacity, power quality and reliability enhancement) achievable using energy storage systems for high value T&D applications, in regions with high power cost volatility, makes storage very competitive for about 24 GW and 120 GWh during the years of 2001 and 2010.

    This battery test procedure manual was prepared for the United States Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy (EERE), Vehicle Technologies Office. It is based on technical targets for commercial viability established for energy storage development projects aimed at meeting system level DOE goals for Plug-in Hybrid Electric Vehicles (PHEV). The specific procedures defined in this manual support the performance and life characterization of advanced battery devices under development for PHEV’s. However, it does share some methods described in the previously published battery test manual for power-assist hybrid electric vehicles. Due to the complexity of some of the procedures and supporting analysis, future revisions including some modifications and clarifications of these procedures are expected. As in previous battery and capacitor test manuals, this version of the manual defines testing methods for full-size battery systems, along with provisions for scaling these tests for modules, cells or other subscale level devices. The DOE-United States Advanced Battery Consortium (USABC), Technical Advisory Committee (TAC) supported the development of the manual. Technical Team points of contact responsible for its development and revision are Renata M. Arsenault of Ford Motor Company and Jon P. Christophersen of the Idaho National Laboratory. The development of this manual was funded by the Unites States Department of Energy, Office of Energy Efficiency and Renewable Energy, Vehicle Technologies Office. Technical direction from DOE was provided by David Howell, Energy Storage R&D Manager and Hybrid Electric Systems Team Leader. Comments and questions regarding the manual should be directed to Jon P.     Oak Ridge National Laboratory was requested by the Regional Office for Central America and Panama to conduct a mid-term evaluation of the Cares Project, which is being implemented by the National Rural Electric Cooperative Association. This evaluation was conducted over a three week period by a four person team. Overall, the project has had numerous successes and is highly valued by local counterpart utilities and USAID Missions. Notwithstanding the significant results of the project, changes can be made in certain operating procedures and in the direction of some programmatic activities that can lead to an even more effective project.

    A large nuclear detonation at altitudes of several hundred kilometers above the earth distorts the earth`s magnetic field and produces a strong magnetohydrodynamic electromagnetic pulse (MHD-EMP). This can adversely affect electrical power systems. In this report, the effects of this nuclear environment on critical facilities connected to the commercial power system are considered. Methods of mitigating the MHD-EMP impacts are investigated, and recommended protection schemes are presented. Guidelines for testing facilities to determine the effects of MHD-EMP and to validate the mitigation methods also are discussed.

    Many common scrap substitutes such as direct reduced iron pellets (DRI), hot briquetted iron (HBI), iron carbide, etc., contain significantly higher levels of phosphorus steelmaking for the production of higher quality steels, control of phosphorus levels in the metal will become a concern. This study has developed a more complete understanding of the behavior of phosphorus in DRI during EAF steelmaking, through a thorough investigation of the kinetics and thermodynamics of phosphorus transfer in the EAF based upon laboratory and plant experiments and trials. Laboratory experiments have shown that phosphorus mass transfer between oxide and metallic phases within commercial direct reduced iron pellets occurs rapidly upon melting according to the local equilibrium for these phases. Laboratory kinetic experiments indicate that under certain conditions, phosphorus mass transfer between slag and metal is influenced by dynamic phenomena, which affect the mass transfer coefficient for the reaction and/or the slag metal interfacial area. Plant trials were conducted to directly evaluate the conditions of mass transfer in the electric furnace and to determine the effects of different scrap substitute materials upon the slag chemistry, the behavior of phosphorus in the steel, and upon furnace yield. The data from these trials were also used to develop empirical models for the slag chemistry and furnace temperature as functions of time during a single heat.     Time-based rate programs1, enabled by utility investments in advanced metering infrastructure (AMI), are increasingly being considered by utilities as tools to reduce peak demand and enable customers to better manage consumption and costs. There are several customer systems that are relatively new to the marketplace and have the potential for improving the effectiveness of these programs, including in-home displays (IHDs), programmable communicating thermostats (PCTs), and web portals. Policy and decision makers are interested in more information about customer acceptance, retention, and response before moving forward with expanded deployments of AMI-enabled new rates and technologies. Under the Smart Grid Investment Grant Program (SGIG), the U.S. Department of Energy (DOE) partnered with several utilities to conduct consumer behavior studies (CBS). The goals involved applying randomized and controlled experimental designs for estimating customer responses more precisely and credibly to advance understanding of time-based rates and customer systems, and provide new information for improving program designs, implementation strategies, and evaluations. The intent was to produce more robust and credible analysis of impacts, costs, benefits, and lessons learned and assist utility and regulatory decision makers in evaluating investment opportunities involving time-based rates. To help achieve these goals, DOE developed technical guidelines to help the CBS utilities estimate customer acceptance, retention, and response more precisely.

Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries.     Per Executive Order 13031, “Federal Alternative Fueled Vehicle Leadership,” the U.S. Department of Energy’s (DOE’s) Advanced Vehicle Testing Activity provided $998,300 in incremental funding to support the deployment of 220 electric vehicles in 36 Federal fleets. The 145 electric Ford Ranger pickups and 75 electric Chrysler EPIC (Electric Powered Interurban Commuter) minivans were operated in 14 states and the District of Columbia. The 220 vehicles were driven an estimated average of 700,000 miles annually. The annual estimated use of the 220 electric vehicles contributed to 39,000 fewer gallons of petroleum being used by Federal fleets and the reduction in emissions of 1,450 pounds of smog-forming pollution. Numerous attempts were made to obtain information from all 36 fleets. Information responses were received from 25 fleets (69% response rate), as some Federal fleet personnel that were originally involved with the Incremental Funding Project were transferred, retired, or simply could not be found. In addition, many of the Department of Defense fleets indicated that they were supporting operations in Iraq and unable to provide information for the foreseeable future. It should be noted that the opinions of the 25 fleets is based on operating 179 of the 220 electric vehicles (81% response rate). The data from the 25 fleets is summarized in this report. Twenty-two of the 25 fleets reported numerous problems with the vehicles, including mechanical, traction battery, and charging problems. Some of these problems, however, may have resulted from attempting to operate the vehicles beyond their capabilities. The majority of fleets reported that most of the vehicles were driven by numerous drivers each week, with most vehicles used for numerous trips per day. The vehicles were driven on average from 4 to 50 miles per day on a single charge. However, the majority of the fleets reported needing gasoline vehicles for missions beyond the capabilities of the electric

    An electrical stator of an electromagnetic pump includes first and second spaced apart coils each having input and output terminals for carrying electrical current. An elongate electrical connector extends between the first and second coils and has first and second opposite ends. The connector ends include respective slots receiving therein respective ones of the coil terminals to define respective first and second joints. Each of the joints includes a braze filler fixedly joining the connector ends to the respective coil terminals for carrying electrical current therethrough.

    This report describes a methodology for estimating the power and energy capacities for electricity energy storage systems that can be used to defer costly upgrades to fully overloaded, or nearly overloaded, transmission and distribution (T&D) nodes. This ''sizing'' methodology may be used to estimate the amount of storage needed so that T&D upgrades may be deferred for one year. The same methodology can also be used to estimate the characteristics of storage needed for subsequent years of deferral.

    Electric steel production from scrap metal continues to grow both in total quantity and in market share. The economics of electric-steel production in general, and of electric minimills in particular, seem clearly established. The trend towards electric steelmaking provides significant economic and competitive advantages for producers and important overall economic, environmental, and energy advantages for the United States at large. Conversion to electric steelmaking offers up to a 4-to-1 advantage in terms of the overall energy used to produce a ton of steel, and s similar savings in energy cost for the producer. The amount of old scrap used to produce a ton of steel has doubled since 1967 because of the use of electric furnaces.

    A recursive verification protocol to reduce the time variance due to delays in the network by putting the subject node at most one hop from the verifier node provides for an efficient manner to test wireless sensor nodes. Since the software signatures are time based, recursive testing will give a much cleaner signal for positive verification of the software running on any one node in the sensor network. In this protocol, the main verifier checks its neighbor, who in turn checks its neighbor, and continuing this process until all nodes have been verified. This ensures minimum time delays for the software verification. Should a node fail the test, the software verification downstream is halted until an alternative path (one not including the failed node) is found. Utilizing techniques well known in the art, having a node tested twice, or not at all, can be avoided.

    This report describes Phase III of a project entitled Innovative Applications of Energy Storage in a Restructured Electricity Marketplace. For this study, the authors assumed that it is feasible to operate an energy storage plant simultaneously for two primary applications: (1) energy arbitrage, i.e., buy-low-sell-high, and (2) to reduce peak loads in utility ''hot spots'' such that the utility can defer their need to upgrade transmission and distribution (T&D) equipment. The benefits from the arbitrage plus T&D deferral applications were estimated for five cases based on the specific requirements of two large utilities operating in the Eastern U.S. A number of parameters were estimated for the storage plant ratings required to serve the combined application: power output (capacity) and energy discharge duration (energy storage). In addition to estimating the various financial expenditures and the value of electricity that could be realized in the marketplace, technical characteristics required for grid-connected distributed energy storage used for capacity deferral were also explored.

    Plug-in hybrid electric vehicles (PHEVs) are under evaluation by various stake holders to better understand their capability and potential benefits. PHEVs could allow users to significantly improve fuel economy over a standard HEV and in some cases, depending on daily driving requirements and vehicle design, have the ability to eliminate fuel consumption entirely for daily vehicle trips. The cost associated with providing charge infrastructure for PHEVs, along with the additional costs for the on-board power electronics and added battery requirements associated with PHEV technology will be a key factor in the success of PHEVs. This report analyzes the infrastructure requirements for PHEVs in single family residential, multi-family residential and commercial situations. Costs associated with this infrastructure are tabulated, providing an estimate of the infrastructure costs associated with PHEV deployment.
