  2. Interfacing 1990 US Census TIGER map files with New S graphics software. [Topologically Integrated Geographic Encoding and Referencing (TIGER)

    In 1990, the United States Bureau of the Census released detailed geographic base files known as TIGER/Line (Topologically Integrated Geographic Encoding and Referencing) which contain detail on the physical features and census tract boundaries of every county in the United States. The TIGER database is attractive for two reasons. First, it is publicly available through the Bureau of the Census on tape or cd-rom for a minimal fee. Second, it contains 24 billion characters of data which describe geographic features of interest to the Census Bureau such as coastlines, hydrography, transportation networks, political boundaries, etc. Unfortunately, the large TIGER database only provides raw alphanumeric data; no utility software, graphical or otherwise, is included. On the other hand New S, a popular statistical software package by AT T, has easily operated functions that permit advanced graphics in conjunction with data analysis. New S has the ability to plot contours, lines, segments, and points. However, of special interest is the New S function map and its options. Using the map function, which requires polygons as input, census tracts can be quickly selected, plotted, shaded, etc. New S graphics combined with the TIGER database has obvious potential. This paper reports on our efforts to use the TIGER map files with New S, especially to construct census tract maps of counties. While census tract boundaries are inherently polygonal, they are not organized as such in the TIGER database. This conversion of the TIGER line'' format into New S polygon/polyline'' format is one facet of the work reported here. Also we discuss the selection and extraction of auxiliary geographic information from TIGER files for graphical display using New S.

    This final report describes our efforts on the Three-Dimensional Massively Parallel CEM Technologies LDRD project (97-ERD-009). Significant need exists for more advanced time domain computational electromagnetics modeling. Bookkeeping details and modifying inflexible software constitute a vast majority of the effort required to address such needs. The required effort escalates rapidly as problem complexity increases. For example, hybrid meshes requiring hybrid numerics on massively parallel platforms (MPPs). This project attempts to alleviate the above limitations by investigating flexible abstractions for these numerical algorithms on MPPs using object-oriented methods, providing a programming environment insulating physics from bookkeeping. The three major design iterations during the project, known as TIGER-I to TIGER-III, are discussed. Each version of TIGER is briefly discussed along with lessons learned during the development and implementation. An Application Programming Interface (API) of the object-oriented interface for Tiger-III is included in three appendices. The three appendices contain the Utilities, Entity-Attribute, and Mesh libraries developed during the project. The API libraries represent a snapshot of our latest attempt at insulated the physics from the bookkeeping.

    The Office Special Projects within the Office of Environment, Safety, and Health (EH) has the responsibility to conduct Tiger Team Assessments for the Secretary of Energy. This report presents the assessment of the buildings, facilities, and activities under the DOE/Rockwell Contract No. DE-AM03-76SF00700 for the Energy Technology Engineering Center (ETEC) and of other DOE-owned buildings and facilities at the Santa Susana Field Laboratory (SSFL) site in southeastern Ventura County, California, not covered under Contract No. DE-AM03-76SF00700, but constructed over the years under various other contracts between DOE and Rockwell International. ETEC is an engineering development complex operated for DOE by the Rocketdyne Division of Rockwell International Corporation. ETEC is located within SSFL on land owned by Rockwell. The balance of the SSFL complex is owned and operated by Rocketdyne, with the exception of a 42-acre parcel owned by the National Aeronautics and Space Administration (NASA). The primary mission of ETEC is to provide engineering, testing, and development of components related to liquid metals technology and to conduct applied engineering development of emerging energy technologies.

  16. GIS INTERNET MAP SERVICE FOR DISPLAYING SELENIUM CONTAMINATION DATA IN THE SOUTHEASTERN IDAHO PHOSPHATE MINING RESOURCE AREA

    Selenium is present in waste rock/overburden that is removed during phosphate mining in southeastern Idaho. Waste rock piles or rock used during reclamation can be a source of selenium (and other metals) to streams and vegetation. Some instances (in 1996) of selenium toxicity in grazing sheep and horses caused public health and environmental concerns, leading to Idaho Department of Environmental Quality (DEQ) involvement. The Selenium Information System Project is a collaboration among the DEQ, the United States Forest Service (USFS), the Bureau of Land Management (BLM), the Idaho Mining Association (IMA), Idaho State University (ISU), and the Idaho National Laboratory (INL)2. The Selenium Information System is a centralized data repository for southeastern Idaho selenium data. The data repository combines information that was previously in numerous agency, mining company, and consultants’ databases and web sites. These data include selenium concentrations in soil, water, sediment, vegetation and other environmental media, as well as comprehensive mine information. The Idaho DEQ spearheaded a selenium area-wide investigation through voluntary agreements with the mining companies and interagency participants. The Selenium Information System contains the results of that area-wide investigation, and many other background documents. As studies are conducted and remedial action decisions are made the resulting data and documentation will be stored within the information system. Potential users of the information system are agency officials, students, lawmakers, mining company personnel, teachers, researchers, and the general public. The system, available from a central website, consists of a database that contains the area-wide sampling information and an ESRI ArcIMS map server. The user can easily acquire information pertaining to the area-wide study as well as the final area-wide report. Future work on this project includes creating custom tools to increase the

    This report documents the results of the Department of Energy's (DOE's) Tiger Team Assessment of the Lawrence Berkeley Laboratory (LBL) conducted from January 14 through February 15, 1991. The purpose of the assessment was to provide the Secretary of Energy with the status of environment, safety, and health (ES H) programs at LBL. The Tiger Team concluded that curtailment of cessation of any operations at LBL is not warranted. However, the number and breadth of findings and concerns from this assessment reflect a serious condition at this site. In spite of its late start, LBL has recently made progress in increasing ES H awareness at all staff levels and in identifying ES H deficiencies. Corrective action plans are inadequate, however, many compensatory actions are underway. Also, LBL does not have the technical expertise or training programs nor the tracking and followup to effectively direct and control sitewide guidance and oversight by DOE of ES H activities at LBL. As a result of these deficiencies, the Tiger Team has reservations about LBL's ability to implement effective actions in a timely manner and, thereby, achieve excellence in their ES H program. 4 figs., 24 tabs.

    This document contains the findings and associated root causes identified during the Tiger Team Assessment of the Department of Energy's (DOE) Pantex Plant in Amarillo, Texas. This assessment was conducted by the Department's Office of Environment, Safety and Health between October 2 and 31, 1989. The scope of the assessment of the Pantex Plant covered all areas of environment, safety and health (ES H) activities, including compliance with federal, state, and local regulations, requirements, permits, agreements, orders and consent decrees, and DOE ES H Orders. The assessment also included an evaluation of the adequacy of DOE and site contractor ES H management programs. The draft findings were submitted to the Office of Defense Programs, the Albuquerque Operations Office, the Amarillo Area Office, and regulatory agencies at the conclusion of the on-site assessment activities for review and comment on technical accuracy. Final modifications and any other appropriate changes have been incorporated in the final report. The Tiger Team Assessment of the Pantex Plant is part of the larger Tiger Team Assessment program which will encompass over 100 DOE operating facilities. The assessment program is part of a 10-point initiative announced by Secretary of Energy James D. Watkins on June 27, 1989, to strengthen environmental protection and waste management activities in the Department. The results of the program will provide the Secretary with information on the compliance status of DOE facilities with regard to ES H requirements, root causes for noncompliance, adequacy of DOE and site contractor ES H management programs, and DOE-wide ES H compliance trends.

    This report documents the results of the Department of Energy's (DOE) Tiger Team Assessment of the Argonne Illinois Site (AIS) (including the DOE Chicago Operations Office, DOE Argonne Area Office, Argonne National Laboratory-East, and New Brunswick Laboratory) and Site A and Plot M, Argonne, Illinois, conducted from September 17 through October 19, 1990. The Tiger Team Assessment was conducted by a team comprised of professionals from DOE, contractors, consultants. The purpose of the assessment was to provide the Secretary of Energy with the status of Environment, Safety, and Health (ES H) Programs at AIS. Argonne National Laboratory-East (ANL-E) is the principal tenant at AIS. ANL-E is a multiprogram laboratory operated by the University of Chicago for DOE. The mission of ANL-E is to perform basic and applied research that supports the development of energy-related technologies. There are a significant number of ES H findings and concerns identified in the report that require prompt management attention. A significant change in culture is required before ANL-E can attain consistent and verifiable compliance with statutes, regulations and DOE Orders. ES H activities are informal, fragmented, and inconsistently implemented. Communication is seriously lacking, both vertically and horizontally. Management expectations are not known or commondated adequately, support is not consistent, and oversight is not effective.

    This report documents the Tiger Team Assessment of the Idaho National Engineering Laboratory (INEL) located in Idaho Falls, Idaho. INEL is a multiprogram, laboratory site of the US Department of Energy (DOE). Overall site management is provided by the DOE Field Office, Idaho; however, the DOE Field Office, Chicago has responsibility for the Argonne National Laboratory-West facilities and operations through the Argonne Area Office. In addition, the Idaho Branch Office of the Pittsburgh Naval Reactors Office has responsibility for the Naval Reactor Facility (NRF) at the INEL. The assessment included all DOE elements having ongoing program activities at the site except for the NRF. Compliance with applicable federal, state, and local regulations; applicable DOE Orders; best management practices; and internal INEL site requirements was assessed.     The SuperTIGER (Super Trans-Iron Galactic Element Recorder) instrument was developed to measure the abundances of galactic cosmic-ray elements from {sub 10}Ne to {sub 40}Zr with individual element resolution and the high statistics needed to test models of cosmic-ray origins. SuperTIGER also makes exploratory measurements of the abundances of elements with 40 < Z ≤ 60 and measures the energy spectra of the more abundant elements for Z ≤ 30 from about 0.8 to 10 GeV/nucleon. This instrument is an enlarged and higher resolution version of the earlier TIGER instrument. It was designed to provide the largest geometric acceptance possible and to reach as high an altitude as possible, flying on a standard long-duration 1.11 million m{sup 3} balloon. SuperTIGER was launched from Williams Field, McMurdo Station, Antarctica, on 2012 December 8, and made about 2.7 revolutions around the South Pole in 55 days of flight, returning data on over 50 × 10{sup 6} cosmic-ray nuclei with Z ≥ 10, including ∼1300 with Z > 29 and ∼60 with Z > 49. Here, we describe the instrument, the methods of charge identification employed, the SuperTIGER balloon flight, and the instrument performance.

The BNL is a multiprogram laboratory operated by the Associated Universities, Inc., (AUI) for DOE.     The purpose of the Safety and Health (S H) Subteam assessment was to determine the effectiveness of representative safety and health programs at the Idaho National Engineering Laboratory (INEL) site. Four Technical Safety Appraisal (TSA) Teams were assembled for this purpose by the US Department of Energy (DOE), Deputy Assistant Secretary for Safety and Quality Assurance, Office of Safety Appraisals (OSA). Team No. 1 reviewed EG G Idaho, Inc. (EG G Idaho) and the Department of Energy Field Office, Idaho (ID) Fire Department. Team No. 2 reviewed Argonne National Laboratory-West (ANL-W). Team No. 3 reviewed selected contractors at the INEL; specifically, Morrison Knudsen-Ferguson of Idaho Company (MK-FIC), Protection Technology of Idaho, Inc. (PTI), Radiological and Environmental Sciences Laboratory (RESL), and Rockwell-INEL. Team No. 4 provided an Occupational Safety and Health Act (OSHA)-type compliance sitewide assessment of INEL. The S H Subteam assessment was performed concurrently with assessments conducted by Environmental and Management Subteams.     The Performance Engineering Institute (PERI) originally proposed a tiger team activity as a mechanism to target significant effort optimizing key Office of Science applications, a model that was successfully realized with the assistance of two JOULE metric teams. However, the Office of Science requested a new focus beginning in 2008: assistance in forming its ten year facilities plan. To meet this request, PERI formed the Architecture Tiger Team, which is modeling the performance of key science applications on future architectures, with S3D, FLASH and GTC chosen as the first application targets. In this activity, we have measured the performance of these applications on current systems in order to understand their baseline performance and to ensure that our modeling activity focuses on the right versions and inputs of the applications. We have applied a variety of modeling techniques to anticipate the performance of these applications on a range of anticipated systems. While our initial findings predict that Office of Science applications will continue to perform well on future machines from major hardware vendors, we have also encountered several areas in which we must extend our modeling techniques in order to fulfill our mission accurately and completely. In addition, we anticipate that models of a wider range of applications will reveal critical differences between expected future systems, thus providing guidance for future Office of Science procurement decisions, and will enable DOE applications to exploit machines in future facilities fully.

  10. TIGER -- A technology to improve the delivery capability of nuclear bombs and the survivability of the delivery aircraft

    The TIGER (Terminal guided and Extended-Range) Program was initiated in 1972 to study improved delivery capabilities for stockpiled tactical nuclear bombs. The Southeast Asia conflict fostered the development of air-delivered standoff conventional weapons utilizing terminal guidance systems. SNL initiated the TIGER program to determine if current nuclear bombs could be provided with a similarly accurate standoff capabilities. These conventional weapon delivery techniques, while allowing highly accurate attack, generally require entering the target area at high altitude to establish line of sight to the target. In parallel with the TIGER program, system studies analyzed this concept and showed marked improvement in aircraft and weapon survivability with moderate standoff (10--20 km) if low level deliveries (60 m) could be accomplished. As a result of this work, the TIGER program was redirected in early 1974 to demonstrate a standoff bomb with good accuracy (90 m CEP) when delivered from low flying aircraft. This program redirection resulted in the selection of an inertial guidance system to replace the earlier terminal guidance systems. This program was called the Extended-Range Bomb (ERB). In May 1974, a joint Air Force/DOE study identified the desirability of having a single tactical weapon which could be employed against either fixed, preselected targets, or mobile battlefield targets. Studies conducted on the ERB system showed that the inertially guided weapon could fly not only the standoff mission but also a return-to-target mission against the mobile battlefield targets whose locations are not known accurately enough to use a standoff delivery. The ERB program evolved from these initial investigations into an exploratory program to develop the hardware and demonstrate the technology required to fly standoff and return-to-target trajectories. The application of this technology in the form of field retrofit kits to the B61 bomb is called TIGER II.

The Integrated Tiger Series (ITS) is a powerful and user-friendly software package permitting state-of-the-art Monte Carlo solution of linear time-independent coupled electron/photon radiation transport problems, with or without the presence of macroscopic electric and magnetic fields of arbitrary spatial dependence. The goal has been to simultaneously maximize operational simplicity and physical accuracy. Through a set of preprocessor directives, the user selects onemore » of the many ITS codes. The ease with which the makefile system is applied combines with an input scheme based on order-independent descriptive keywords that makes maximum use of defaults and internal error checking to provide experimentalists and theorists alike with a method for the routine but rigorous solution of sophisticated radiation transport problems. Physical rigor is provided by employing accurate cross sections, sampling distributions, and physical models for describing the production and transport of the electron/photon cascade from 1.0 GeV down to 1.0 keV. The availability of source code permits the more sophisticated user to tailor the codes to specific applications and to extend the capabilities of the codes to more complex applications. Version 6, the latest version of ITS, contains (1) improvements to the ITS 5.0 codes, and (2) conversion to Fortran 95. The general user friendliness of the software has been enhanced through memory allocation to reduce the need for users to modify and recompile the code.« less

    Pacific Northwest National Laboratory created two maps for the Federal Energy Management Program (FEMP) to help federal agencies strategically identify U.S. locations that are conducive to rainwater harvesting projects. The first map shows the relative potential for capturing rainwater for any use. The second map specifically identifies areas that have potential for supplying rainwater for irrigation. This document describes the data and methodology used to create these maps for FEMP.

    Cartographic production laboratories produce large volumes of maps for diverse customers. Turnaround time and consistency are key concerns. The Rapid Mapping Tool is an ArcMap based tool that enables rapid creation of maps to meet customer needs. This tool was constructed using VB/VBA, ArcObjects, and ArcGIS templates. The core capability of ArcMap is extended for custom map production by storing specifications associated with a map or template in a companion XML document. These specifications include settings and preferences used to create custom maps. The tool was developed as a component of an enterprise GIS, which enables spatial data management and delivery using ArcSDE, ArcIMS, Oracle, and a web-based request tracking system.

The method consists of first randomizing the starting map and filling in missing reflections using multiple methods. This is followed by restricting the map to regions with convincing density and the application of sharpening. The final map is then created by combining a series of histogram-equalized intermediate maps.     A method is presented that modifies a 2mFobs-DFmodelσA-weighted map such that the resulting map can strengthen a weak signal, if present, and can reduce model bias and noise. The method consists of first randomizing the starting map and filling in missing reflections using multiple methods. This is followed by restricting the map to regions with convincing density and the application of sharpening. The final map is then created by combining a series of histogram-equalized intermediate maps. In the test cases shown, the maps produced in this way are found to have increased interpretability and decreased model bias compared with the starting 2mFobs-DFmodelσA-weighted map.

    Several hybridization-based methods used to delineate single copy or repeated DNA sequences in larger genomic intervals take advantage of the increased resolution and sensitivity of free chromatin, i.e., chromatin released from interphase cell nuclei. Quantitative DNA fiber mapping (QDFM) differs from the majority of these methods in that it applies FISH to purified, clonal DNA molecules which have been bound with at least one end to a solid substrate. The DNA molecules are then stretched by the action of a receding meniscus at the water-air interface resulting in DNA molecules stretched homogeneously to about 2.3 kb/{micro}m. When non-isotopically, multicolor-labeled probes are hybridized to these stretched DNA fibers, their respective binding sites are visualized in the fluorescence microscope, their relative distance can be measured and converted into kilobase pairs (kb). The QDFM technique has found useful applications ranging from the detection and delineation of deletions or overlap between linked clones to the construction of high-resolution physical maps to studies of stalled DNA replication and transcription.

    During the Northeast Quadrant Panel meeting of the Circum-Pacific Map Project held in Mexico City, February 1985, Central American panel members proposed and adopted plans for compiling a geologic map of Central America, probably at a scale of 1:500,000. A local group with participants from each country was organized and coordinated by Rolando Castillo, director, Central American School of Geology, University of Costa Rica, for the geologic aspects, and Fernando Rudin, director, Geographic Institute of Costa Rica, for the topographic base. In 1956, the US Geological Survey published a geologic map of the region at a scale of 1:1 million. Subsequent topographic and geologic mapping projects have provided a large amount of new data. The entire area is now covered by topographic maps at a scale of 1:50,000, and these maps have been used in several countries as a base for geologic mapping. Another regional map, the Metallogenic Map of Central America (scale = 1:2 million), was published in 1969 by the Central American Research Institute for Industry (ICAITI) with a generalized but updated geologic base map. Between 1969 and 1980, maps for each country were published by local institutions: Guatemala-Belize at 1:500,000, Honduras at 1:500,000, El Salvador at 1:100,000, Nicaragua at 1:1 million, Costa Rica at 1:200,000, and Panama at 1:1 million. This information, in addition to that of newly mapped areas, served as the base for the Central American part of the Geologic-Tectonic Map of the Caribbean Region (scale = 1:2.5 million), published by the US Geological Survey in 1980, and also fro the Northeast Quadrant Maps of the Circum-Pacific Region. The new project also involves bathymetric and geologic mapping of the Pacific and Caribbean margins of the Central American Isthmus. A substantial amount of new information of the Middle America Trench has been acquired through DSDP Legs 67 and 84.

    The energy-water nexus has been mapped for almost 12,000 watersheds distributed across the 21-economies comprising the Asia-Pacific Economic Cooperation. Water consumption for energy production was estimated for 9 different sectors including thermoelectric and hydroelectric power; energy extraction including coal, oil, natural gas, uranium and unconventional oil/gas; and, energy processing including oil and biofuels. Conversely, the energy consumed providing water services was mapped for three sectors, drinking water, waste water and seawater desalination. These measures of resource use were put in context by drawing comparison with published measures of water risk. The objective of the mapping was to quantify the energy-water nexus and its variability at the subnational level, pinpoint potential vulnerabilities, and identify opportunities for international collaboration.

    We have produced a new conformal map of the universe illustrating recent discoveries, ranging from Kuiper belt objects in the Solar system, to the galaxies and quasars from the Sloan Digital Sky Survey. This map projection, based on the logarithm map of the complex plane, preserves shapes locally, and yet is able to display the entire range of astronomical scales from the Earth s neighborhood to the cosmic microwave background. The conformal nature of the projection, preserving shapes locally, may be of particular use for analyzing large scale structure. Prominent in the map is a Sloan Great Wall of galaxies 1.37 billion light years long, 80 percent longer than the Great Wall discovered by Geller and Huchra and therefore the largest observed structure in the universe.

    Map labeling is of fundamental importance in cartography and geographical information systems and is one of the areas targeted for research by the ACM Computational Geometry Impact Task Force. Previous work on map labeling has focused on the problem of placing maximal uniform, axis-aligned, disjoint rectangles on the plane so that each point feature to be labeled lies at the corner of one rectangle. Here, we consider a number of variants of the map labeling problem. We obtain three general types of results. First, we devise constant-factor polynomial-time-approximation algorithms for labeling point features by rectangular labels, where the feature may lie anywhere on the boundary of its label region and where labeling rectangles may be placed in any orientation. These results generalize to the case of elliptical labels. Secondly, we consider the problem of labeling a map consisting of disjoint rectilinear fine segments. We obtain constant-factor polynomial-time approximation algorithms for the general problem and an optimal algorithm for the special case where all segments are horizontal. Finally, we formulate a bicriteria version of the map-labeling problem and provide bicriteria polynomial- time approximation schemes for a number of such problems.

    Numerical comparison of crystallographic contour maps is used extensively in structure solution and model refinement, analysis and validation. However, traditional metrics such as the map correlation coefficient (map CC, real-space CC or RSCC) sometimes contradict the results of visual assessment of the corresponding maps. This article explains such apparent contradictions and suggests new metrics and tools to compare crystallographic contour maps. The key to the new methods is rank scaling of the Fourier syntheses. The new metrics are complementary to the usual map CC and can be more helpful in map comparison, in particular when only some of their aspects, such as regions of high density, are of interest.

    The US electricity industry, dominated by vertically integrated, retail-monopoly, regulated utilities, is undergoing enormous changes. The industry, within the next few years, will evolve into a deintegrated, competitive-market dominated, less regulated industry. Part of this process involves unbundling electric generation from transmission, which raises the issue of ancillary services. Since the Federal Energy Regulatory Commission (FERC) published its March 1995 proposed rule on open-access transmission, ancillary services have been an important topic. Ancillary services are those functions performed by the equipment and people that generate, control, transmit, and distribute electricity to support the basic services of generating capacity, energy supply, and power delivery. These services cost US electricity consumers about $12 billion a year. This article examines the functions performed by the equipment and people that generate, control, transmit, and distribute electricity to support the basic services of generating capacity, energy supply, and power delivery.

The conference title was ``Human Brain Mapping and Modeling.`` The meeting was attended by 137 registered participants and 30 observers from 82 institutions representing 12 countries. The meeting focused on the technical issues associated with brain mapping and modeling. A total of 23 papers were presented covering the following topics: spatial normalization and registration; functional image analysis; metanalysis and modeling; and new horizons in biological databases. The full program with abstracts was available on the Research Imaging Center`s web site. A book will be published by John Wiley and Sons prior to the end of 1998.

    In studying geographic disease distributions, one normally compares rates among arbitrarily defined geographic subareas (e.g. census tracts), thereby sacrificing some of the geographic detail of the original data. The sparser the data, the larger the subareas must be in order to calculate stable rates. This dilemma is avoided with the technique of Density Equalizing Map Projections (DEMP){copyright}. Boundaries of geographic subregions are adjusted to equalize population density over the entire study area. Case locations plotted on the transformed map should have a uniform distribution if the underlying disease risk is constant. On the transformed map, the statistical analysis of the observed distribution is greatly simplified. Even for sparse distributions, the statistical significance of a supposed disease cluster can be calculated with validity. The DEMP algorithm was applied to a data set previously analyzed with conventional techniques; namely, 401 childhood cancer cases in four counties of California. The distribution of cases on the transformed map was analyzed visually and statistically. To check the validity of the method, the identical analysis was performed on 401 artificial cases randomly generated under the assumption of uniform risk. No statistically significant evidence for geographic non-uniformity of rates was found, in agreement with the original analysis performed by the California Department of Health Services.

The Rapid Mapping Tool is an ArcMap based tool that enables rapid creation of maps to meet customer needs. This tool was constructed using VB/VBA, ArcObjects, and ArcGIS templates. The core capability of ArcMap is extended for custom map production by storing specifications associated with a map or template in a companion XML document. These specifications include settings and preferences used to create custom maps. The tool was developed as a component of an enterprise GIS, which enables spatial data management and delivery using ArcSDE, ArcIMS, Oracle, and a web-based request tracking system.

    The Lakeview, Oregon, office of the U.S. Fish and Wildlife Service (USFWS) contracted Pacific Northwest National Laboratory to classify vegetation communities on Sheldon National Wildlife Refuge in northeastern Nevada. The objective of the mapping project was to provide USFWS refuge biologists and planners with detailed vegetation and habitat information that can be referenced to make better decisions regarding wildlife resources, fuels and fire risk, and land management. This letter report describes the datasets and methods used to develop vegetation cover type and shrub canopy cover maps for the Sheldon National Wildlife Refuge. The two map products described in this report are (1) a vegetation cover classification that provides updated information on the vegetation associations occurring on the refuge and (2) a map of shrub canopy cover based on high-resolution images and field data.

    Numerical comparison of crystallographic contour maps is used extensively in structure solution and model refinement, analysis and validation. However, traditional metrics such as the map correlation coefficient (map CC, real-space CC or RSCC) sometimes contradict the results of visual assessment of the corresponding maps. This article explains such apparent contradictions and suggests new metrics and tools to compare crystallographic contour maps. The key to the new methods is rank scaling of the Fourier syntheses. The new metrics are complementary to the usual map CC and can be more helpful in map comparison, in particular when only some of their aspects,more » such as regions of high density, are of interest.« less

ASPECT is a project of the U.S. U.S. Environmental Protection Agencys National Decontamination Team. Los Alamos National Laboratory leads a science and technology program supporting the EPA and the ASPECT aircraft. Casting about with a combination of airborne photography and infrared spectroscopy, the highly instrumented plane provides emergency responders on the ground with a clear concept of where danger lies, and the nature of the sometimes-invisible plumes that could otherwise kill them. ASPECT is the nations only 24/7 emergency response aircraft with chemical plume mapping capability. Bob Kroutil of Bioscience Division is the project leader, and while he said the team has put in long hours, both on the ground and in the air, its a worthwhile effort.     A method for the simultaneous identification of overlapping cosmid clones among multiple cosmid clones and the use of the method for mapping complex genomes are provided. A library of cosmid clones that contains the DNA to be mapped is constructed and arranged in a manner such that individual clones can be identified and replicas of the arranged clones prepared. In preferred embodiments, the clones are arranged in a two dimensional matrix. In such embodiments, the cosmid clones in a row are pooled, mixed probes complementary to the ends of the DNA inserts in the pooled clones are synthesized, hybridized to a first replica of the library. Hybridizing clones, which include the pooled row, are identified. A second portion of clones is prepared by pooling cosmid clones that correspond to a column in the matrix. The second pool thereby includes one clone from the first portion pooled clones. This common clone is located on the replica at the intersection of the column and row. Mixed probes complementary to the ends of the DNA inserts in the second pooled portion of clones are prepared and hybridized to a second replica of the library. The hybridization pattern on the first and second replicas of the library are compared and cross-hybridizing clones, other than the clones in the pooled column and row, that hybridize to identical clones in the first and second replicas are identified. These clones necessarily include DNA inserts that overlap with the DNA insert in the common clone located at the intersection of the pooled row and pooled column. The DNA in the entire library may be mapped by pooling the clones in each of the rows and columns of the matrix, preparing mixed end-specific probes and hybridizing the probes from each row or column to a replica of the library. Since all clones in the library are located at the intersection of a column and a row, the overlapping clones for all clones in the library may be identified and a physical map constructed.

    ITS is a powerful and user-friendly software package permitting state-of-the-art Monte Carlo solution of linear time-independent coupled electron/photon radiation transport problems, with or without the presence of macroscopic electric and magnetic fields of arbitrary spatial dependence. Our goal has been to simultaneously maximize operational simplicity and physical accuracy. Through a set of preprocessor directives, the user selects one of the many ITS codes. The ease with which the makefile system is applied combines with anmore » input scheme based on order-independent descriptive keywords that makes maximum use of defaults and intemal error checking to provide experimentalists and theorists alike with a method for the routine but rigorous solution of sophisticated radiation transport problems. Physical rigor is provided by employing accurate cross sections, sampling distributions, and physical models for describing the production and transport of the electron/photon cascade from 1.0 GeV down to 1.0 keV. The availability of source code permits the more sophisticated user to tailor the codes to specific applications and to extend the capabilities of the codes to more complex applications. Version 5.0, the latest version of ITS, contains (1) improvements to the ITS 3.0 continuous-energy codes, (2) multigroup codes with adjoint transport capabilities, (3) parallel implementations of all ITS codes, (4) a general purpose geometry engine for linking with CAD or other geometry formats, and (5) the Cholla facet geometry library. Moreover, the general user friendliness of the software has been enhanced through increased internal error checking and improved code portability.« less

    Speech processing is obtained that, given a probabilistic mapping between static speech sounds and pseudo-articulator positions, allows sequences of speech sounds to be mapped to smooth sequences of pseudo-articulator positions. In addition, a method for learning a probabilistic mapping between static speech sounds and pseudo-articulator position is described. The method for learning the mapping between static speech sounds and pseudo-articulator position uses a set of training data composed only of speech sounds. The said speech processing can be applied to various speech analysis tasks, including speech recognition, speaker recognition, speech coding, speech synthesis, and voice mimicry.

    The human is estimated to have at least 50,000 expressed genes (gene loci). Some information is available concerning about 5,000 of these gene loci and about 1,900 have been mapped, i.e., assigned to specific chromosomes (and in most instances particular chromosome regions). Progress has been achieved by a combination of physical mapping (e.g., study of somatic cell hybrids and chromosomal in situ hybridization) and genetic mapping (e.g., genetic linkage studies). New methods for both physical and genetic mapping are expanding the armamentarium. The usefulness of the mapping information is already evident; the spin-off from the Human Genome Project (HGP) begins immediately. the complete nucleotide sequence is the ultimate map of the human genome. Sequencing, although already under way for limited segments of the genome, will await further progress in gene mapping, and in particular creation of contig maps for each chromosome. Meanwhile the technology of sequencing and sequence information handling will be developed.

    This paper examines task mapping algorithms for non-contiguously allocated parallel jobs. Several studies have shown that task placement affects job running time for both contiguously and non-contiguously allocated jobs. Traditionally, work on task mapping either uses a very general model where the job has an arbitrary communication pattern or assumes that jobs are allocated contiguously, making them completely isolated from each other. A middle ground between these two cases is the mapping problem for non-contiguous jobs having a specific communication pattern. We propose several task mapping algorithms for jobs with a stencil communication pattern and evaluate them using experiments and simulations. Our strategies improve the running time of a MiniApp by as much as 30% over a baseline strategy. Furthermore, this improvement increases markedly with the job size, demonstrating the importance of task mapping as systems grow toward exascale.

    During the last 15 years, the Circum-Pacific Map Project Northwest Quadrant Panel (NWQP) has created a map inventory of geoscience data at a scale of 1:10,000,000. Now, for East Asia, a second set of thematic maps is being initiated cooperatively by the Circum-Pacific Council for Energy and Mineral Resources and the Committee for Coordination of Joint Prospecting for Mineral Resources in Asian Offshore Areas (CCOP). These new maps will constitute the East Asia Map Project, and they will present geoscience parameters at a scale of 1:2,000,000 that can be used to evaluate the potential for undiscovered resources with the application of new deposit modeling methodologies. The following map series are being compiled or are under consideration: geography, geotectonics, geophysics, mineral resources, energy resources, and hazards. The U.S, Geological Survey (USGS) is compiling the East Asia Geographic Map Series. Shorelines, rivers, and international boundaries have been computer plotted by the National Mapping Division from the most detailed version of the World Data Bank II (WDB II). This publicly available bank was hand digitized from a 1:3,000,000-scale global map compiled from a variety of sources. The East Asia series is composed of eight overlapping sheets with Lambert Azimuthal Equal-Area Projection having a common point of origin at 120{degree}E and 15{degree}N; neatlines for each sheet are 39{degree} {times} 54.4{degree}. Titles reflect each map's coverage: Sheet 1, Japan/Korea/Northeast China; Sheet 2, Southeast China; Sheet 3, Southeast Asia; Sheet 4, Philippines; Sheet 5, Malaysia/ West Indonesia; Sheet 6, East Indonesia; Sheet 7, Papua New Guinea/ Solomon Islands; and Sheet 8, Western Pacific Islands. Contours have been scribed by the USGS's Office of International Geology.

    In September 1989, a Memorandum of Agreement among DOE offices regarding the environmental management of DOE facilities was signed by appropriate Assistant Secretaries and Directors. This Memorandum of Agreement established the criteria for EM line responsibility. It stated that EM would be responsible for all DOE facilities, operations, or sites (1) that have been assigned to DOE for environmental restoration and serve or will serve no future production need; (2) that are used for the storage, treatment, or disposal of hazardous, radioactive, and mixed hazardous waste materials that have been properly characterized, packaged, and labelled, but are not used for production; (3) that have been formally transferred to EM by another DOE office for the purpose of environmental restoration and the eventual return to service as a DOE production facility; or (4) that are used exclusively for long-term storage of DOE waste material and are not actively used for production, with the exception of facilities, operations, or sites under the direction of the DOE Office of Civilian Radioactive Waste Management. As part of the implementation of the Memorandum of Agreement, Field Offices within DOE submitted their listings of facilities, systems, operation, and sites for which EM would have line responsibility. It is intended that EM facility listings will be revised on a yearly basis so that managers at all levels will have a valid reference for the planning, programming, budgeting and execution of EM activities.

    Spatially accurate geospatial information is required to support decision-making regarding sustainable future hydropower development. Under a memorandum of understanding among several federal agencies, a pilot study was conducted to map a subset of National Wild and Scenic Rivers (WSRs) at a higher resolution and provide a consistent methodology for mapping WSRs across the United States and across agency jurisdictions. A subset of rivers (segments falling under the jurisdiction of the National Park Service) were mapped at a high resolution using the National Hydrography Dataset (NHD). The spatial extent and representation of river segments mapped at NHD scale were compared with the prevailing geospatial coverage mapped at a coarser scale. Accurately digitized river segments were linked to environmental attribution datasets housed within the Oak Ridge National Laboratory s National Hydropower Asset Assessment Program database to characterize the environmental context of WSR segments. The results suggest that both the spatial scale of hydrography datasets and the adherence to written policy descriptions are critical to accurately mapping WSRs. The environmental characterization provided information to deduce generalized trends in either the uniqueness or the commonness of environmental variables associated with WSRs. Although WSRs occur in a wide range of human-modified landscapes, environmental data layers suggest that they provide habitats important to terrestrial and aquatic organisms and recreation important to humans. Ultimately, the research findings herein suggest that there is a need for accurate, consistent, mapping of the National WSRs across the agencies responsible for administering each river. Geospatial applications examining potential landscape and energy development require accurate sources of information, such as data layers that portray realistic spatial representations.

    The effect of a small amount of noise on the standard mapping is considered. Whenever the standard mapping possesses accelerator models (where the action increases approximately linearly with time), the diffusion coefficient contains a term proportional to the reciprocal of the variance of the noise term. At large values of the stochasticity parameter, the accelerator modes exhibit a universal behavior. As a result the dependence of the diffusion coefficient on stochasticity parameter also shows some universal behavior.

    The basic features of the Priority Service approach for unbundling the equality attributes of electric power service is described. This paper pointed out how this unbundling of service provides an effective tool for managing the risks faced by electric utilities in the next decade. It is also interesting to compare the features of Priority Service to those that result from deregulation of supply in other industries. In the transportation and communications industries, a primary result of deregulation has been a substantial increase in product differentiation and the tailoring of products to specific customer needs. Thus Priority Service, as a means of product differentiation, offers an opportunity to capture some of the benefits of deregulation without the associated uncertainties and instabilities that are often introduced by deregulating markets. 2 figures, 5 tables.

    Progress toward the construction of high density genetic maps of chromosomes 17 and X has been made by isolating and characterizing a relatively large set of polymorphic probes for each chromosome and using these probes to construct genetic maps. We have mapped the same polymorphic probes against a series of chromosome breakpoints on X and 17. The probes could be assigned to over 30 physical intervals on the X chromosome and 7 intervals on 17. In many cases, this process resulted in improved characterization of the relative locations of the breakpoints with respect to each other and the definition of new physical intervals. The strategy for isolation of the polymorphic clones utilized chromosome specific libraries of 1--15 kb segments from each of the two chromosomes. From these libraries, clones were screened for those detecting restriction fragment length polymorphisms. The markers were further characterized, the chromosomal assignments confirmed and in most cases segments of the original probes were subcloned into plasmids to produce probes with improved signal to noise ratios for use in the genetic marker studies. The linkage studies utilize the CEPH reference families and other well-characterized families in our collection which have been used for genetic disease linkage work. Preliminary maps and maps of portions of specific regions of 17 and X are provided. We have nearly completed a map of the 1 megabase Mycoplasma arthritidis genome by applying these techniques to a lambda phage library of its genome. We have found bit mapping to be an efficient means to organize a contiguous set of overlapping clones from a larger genome.

    Congress passed the Nuclear Waste Policy Act of 1982 (NWPA) and its amendments establishing the national policy for safely storing, transporting and disposing of spent nuclear fuel and high-level radioactive waste in a geologic repository. This legislation created the Office of Civilian Radioactive Waste Management (OCRWM) within the US Department of Energy (DOE) to develop an integrated system for the safe and efficient disposal of high-level radioactive waste. The NWPA, as amended, directs DOE to study in detail the Yucca Mountain site in Nevada as the only candidate site for the Nation`s geologic repository. This Information Services Directory is intended to facilitate dissemination of information. The Directory is produced by the Education and Information Division of OCRWM`s Office of External Relations and will be updated periodically. This is the third such update since its issuance in August 1986. It is a reference document that lists the sources of program information available to states, Indian tribes, and the public.

    The relational model developed for the Integrated Relational Model of Installed Systems (IRMIS) toolkit has been successfully used to capture the Advanced Photon Source (APS) control system software (EPICS process variables and their definitions). The relational tables are populated by a crawler script that parses each Input/Output Controller (IOC) start-up file when an IOC reboot is detected. User interaction is provided by a Java Swing application that acts as a desktop for viewing the process variable information. Mapping between the display objects and the relational tables was carried out with the Hibernate Object Relational Modeling (ORM) framework. Work is well underway at the APS to extend the relational modeling to include control system hardware. For this work, due in part to the complex user interaction required, the primary application development environment has shifted from the relational database view to the object oriented (Java) perspective. With this approach, the business logic is executed in Java rather than in SQL stored procedures. This paper describes the object model used to represent control system software, hardware, and interconnects in IRMIS. We also describe the services API used to encapsulate the required behaviors for creating and maintaining the complex data. In addition to the core schema and object model, many important concepts in IRMIS are captured by the services API. IRMIS is an ambitious collaborative effort for defining and developing a relational database and associated applications to comprehensively document the large and complex EPICS-based control systems of today's accelerators. The documentation effort includes process variables, control system hardware, and interconnections. The approach could also be used to document all components of the accelerator, including mechanical, vacuum, power supplies, etc. One key aspect of IRMIS is that it is a documentation framework, not a design and development tool.     This paper presents a new representation of the turbine performance maps oriented for turbocharger characterization. The aim of this plot is to provide a more compact and suited form to implement in engine simulation models and to interpolate data from turbocharger test bench. The new map is based on the use of conservative parameters as turbocharger power and turbine mass flow to describe the turbine performance in all VGT positions. The curves obtained are accurately fitted with quadratic polynomials and simple interpolation techniques give reliable results. Two turbochargers characterized in an steady flow rig were used for illustrating the representation. After being implemented in a turbocharger submodel, the results obtained with the model have been compared with success against turbine performance evaluated in engine tests cells. A practical application in turbocharger matching is also provided to show how this new map can be directly employed in engine design. (author)

  20. Molecular mapping of chromosomes 17 and X

    The basic aims of this project are the construction of high density genetic maps of chromosomes 17 and X and the utilization of these maps for the subsequent isolation of a set of physically overlapping DNA segment clones. The strategy depends on the utilization of chromosome specific libraries of small (1--15 kb) segments from each of the two chromosomes. Since the time of submission of our previous progress report, we have refined the genetic map of markers which we had previously isolated for chromosome 17. We have completed our genetic mapping in CEPH reference and NF1 families of 15 markers in the pericentric region of chromosome 17. Physical mapping results with three probes, were shown be in very close genetic proximity to the NF1 gene, with respect to two translocation breakpoints which disrupt the activity of the gene. All three of the probes were found to lie between the centromere and the most proximal translocation breakpoint, providing important genetic markers proximal to the NF1 gene. Our primary focus has shifted to the X chromosome. We have isolated an additional 30 polymorphic markers, bringing the total number we have isolated to over 80. We have invested substantial effort in characterizing the polymorphisms at each of these loci and constructed plasmid subclones which reveal the polymorphisms for nearly all of the loci. These subclones are of practical value in that they produce simpler and stronger patterns on human genomic Southern blots, thus improving the efficiency of the genetic mapping experiments. These subclones may also be of value for deriving DNA sequence information at each locus, necessary for establishing polymerase chain reaction primers specific for each locus. Such information would allow the use of each locus as a sequence tagged site.

    Connections between conformal mapping and matrix iterations have been known for many years. The idea underlying these connections is as follows. Suppose the spectrum of a matrix or operator A is contained in a Jordan region E in the complex plane with 0 not an element of E. Let {phi}(z) denote a conformal map of the exterior of E onto the exterior of the unit disk, with {phi}{infinity} = {infinity}. Then 1/{vert_bar}{phi}(0){vert_bar} is an upper bound for the optimal asymptotic convergence factor of any Krylov subspace iteration. This idea can be made precise in various ways, depending on the matrix iterations, on whether A is finite or infinite dimensional, and on what bounds are assumed on the non-normality of A. This paper explores these connections for a variety of matrix examples, making use of a new MATLAB Schwarz-Christoffel Mapping Toolbox developed by the first author. Unlike the earlier Fortran Schwarz-Christoffel package SCPACK, the new toolbox computes exterior as well as interior Schwarz-Christoffel maps, making it easy to experiment with spectra that are not necessarily symmetric about an axis.

    When an optimal measurement of (S{sub x},S{sub y},S{sub z}) is made on a qubit and what we call a mutually unbiased mixture of the resulting ensembles is taken, then the post-measurement density matrix is shown to be related to the premeasurement density matrix through a simple linear relation. It is also shown that the form of this relation is the same for all quantum systems. It is shown that for a general quantum system such a relation holds only when the measurements are made in mutually unbiased bases. The post-measurement density matrix is shown to be a normalized incoherent superposition of the identity map and the pin map of Gorini and Sudarshan. A pin map is one which maps all density matrices to a fixed density matrix which in our case turns out to be the unit matrix. The result is shown to be true irrespective of whether the initial state is pure or mixed. For spin-1/2 systems it is also shown explicitly that nonorthogonal measurements fail to give such a linear relation no matter how the ensembles are mixed.

    The service areas for electric power substations can be estimated using a Cellular Automata (CA) model. The CA model is a discrete, iterative process whereby substations acquire service area by claiming neighboring cells. The service area expands from a substation until a neighboring substation service area is met or the substation`s total capacity or other constraints are reached. The CA-model output is dependent on the rule set that defines cell interactions. The rule set is based on a hierarchy of quantitative metrics that represent real-world factors such as land use and population density. Together, the metrics determine the rate of cell acquisition and the upper bound for service area size. Assessing the CA-model accuracy requires comparisons to actual service areas. These actual service areas can be extracted from distribution maps. Quantitative assessment of the CA-model accuracy can be accomplished by a number of methods. Some are as simple as finding the percentage of cells predicted correctly, while others assess a penalty based on the distance from an incorrectly predicted cell to its correct service area. This is an initial report of a work in progress.
