    About 5,000 Tcf of stranded gas reserves exist worldwide--gas that is not economically feasible to recover and move to market through pipelines. For oil producers, this is problematic for a number of reasons. What do you do with associated gas when environmental regulations worldwide are banning flaring due to concerns over greenhouse gas emissions? Reinjection is costly and may not be the best solution in every reservoir. While many producers have enormous gas reserves, they are of no value if that gas is just sitting in the ground with no potential markets at hand. How can you monetize these reserves? A potential solution to the problem of stranded gas reserves is GTL processing. This process takes methane and converts it to synthesis gas, uses the Fischer-Tropsch (FT) process to convert the synthesis gas to syncrude, and upgrades the syncrude to various hydrocarbon chains to produce a variety of refined products. Three recent developments favor commercial GTL development: environmental regulations are creating a premium for ultraclean fuels; new technology is lowering the capital costs and operating costs of GTL development; and world oil prices have risen above $20/bbl. Therefore, the oil and gas industry is taking a serious look at commercialization of GTL.

    Water is an important aspect of many facets in energy engineering. While the previous article detailed domestic related water-using equipment such as toilets and showerheads, this article focuses on various types of water-using equipment in commercial and industrial facilities, including commercial dishwashers and laundry, single-pass cooling equipment, boilers and steam generators, cooling towers, and landscape irrigation. Opportunities for water and energy conservation are explained, including both technology retrofits and operation and maintenance changes. Water management planning and leak detection are also included as they are essential to a successful water management program.

    Unlike siting new retail stores, utility companies face unique barriers to expanding their markets. Other than by merger and acquisition, utility companies can only expand into new markets by adding new transmission and/or pipelines to existing facilities. This situation lends itself to the use of corridor target marketing along the leading edge of existing markets to determine the best potential for expansion. This paper will detail how the Tennessee Valley Authority (TVA) utilized TARGETMASTER, a customized geographic information system (GIS), to locate and assess the potential to directly serve electrical power to commercial and industrial customers along a corridor.

    The need for gas distributors to implement revenue-generating strategies is clearly evident in the commercial sector - their fastest growing market. One strategy is A.G.A.'s commercial national accounts marketing program, designed to establish working relationships with national and regional food, hotel, and retail chains and with the firms that design energy systems for them. The program supplies these chains with information on gas industry services and research aimed at increasing energy utilization efficiency. Regular communications and coordinated sales calls by gas utility executives on chain headquarters often produce increased gas sales, even of traditionally all-electric chains, as illustrated by several case histories.

    The Ramsey County Commercial, Industrial, Institutional Waste Reduction and Recycling Program was developed (1) to raise awareness of waste reduction and recycling opportunities for businesses, (2) to make information available to businesses, (3) to provide technical assistance to small and medium sized businesses on waste reduction and recycling, and (4) to raise awareness of Ramsey County as a technical resource. Ramsey County was founded in 1849 and is named for Alexander Ramsey, the first governor of the Minnesota Territory. Ramsey County is the smallest, most urban of all 87 counties in Minnesota. With 170 square miles and a 1990 population of 485,000, Ramsey has the most people per square mile of any county in Minnesota. There are 19 cities within the County, the largest is Saint Paul with a 1990 population of 272,000. There are no unincorporated areas in Ramsey County. This report describes the efforts directed towards raising the awareness of the county waste management, recycling program.

    This scoping study summarizes the challenges with integrating wind and solar generation into the California's electricity grid. These challenges include: Smoothing intra-hour variability; - Absorbing excess renewable energy during over-generation periods; - Addressing morning and evening ramping periods. In addition, there are technical challenges to integrating retail demand response (DR) triggered by the wholesale conditions into the CAISO markets. The study describes the DR programs available to the consumers through the utilities in California and CAISO's ancillary services market because an integration of the wholesale and retail DR requires an understanding of these different offerings and the costs associated with acquiring them. Demand-side active and passive storage systems are proposed as technologies that may be used to mitigate the effects of intermittence due to renewable generation. Commercial building technologies as well as industrial facilities with storage capability are identified as targets for the field tests. Two systems used for ancillary services communications are identified as providing the triggers for DR enablement. Through the field tests, issues related to communication, automation and flexibility of demand-side resources will be explored and the performance of technologies that participate in the field tests will be evaluated. The major outcome of this research is identifying and defining flexibility of DR resources and optimized use of these resources to respond to grid conditions.

    This program developed the Kurchatov Institute’s CREBCOM (CRiteria and Experimentally Based COMbustion) code to the point where it could be commercialized and marketed for the special applications described above, as well as for general purpose combustion calculations. The CREBCOM code uses a different approach to model the explosion phenomenon. The code models, with full 3D gas dynamics, the development of an explosion in three characteristics regimes: a) slow flames, b) fast flames, and c) detonation. The transition from one regime to another is governed by a set of empirical criteria and correlations. As part of the commercialization, the code was validated with the use of experimental data. The experimental data covered a range of thermodynamic initial conditions and apparatus scale. Proprietary experimental data were provided to the Kurchatov Institute by the DuPont for this purpose. The flame acceleration and detonation data was obtained from experiments in methane and oxygen enriched air mixtures carried out in two vessels with diameters of 20 and 27 cm. The experimental data covers a wide spectrum of initial temperature (20-525C) and pressure (1-3 atm). As part of this program, the Kurchatov Institute performed experiments in a 52 cm vessel in mixtures of methane-air at room temperature and pressure to be used in the validation of the code. The objective of these tests was to obtain frame acceleration data at a scale close to that found in actual industrial processes. BNL was responsible for managing the DOE/IPP portion of the program, and for satisfying DOE reporting requirements. BNL also participated in an independent assessment of the CREBOM code. DuPont provided proprietary experimental data to the Kurchatov Institute on flame acceleration and detonation in high temperature methane and oxygen enriched air mixtures in addition to the matching fund. In addition, DuPont also supplied to KI instrumentation for pressure and temperature measurement

    Inevitably the greatest obstacles to deep energy savings and mainstream market transformation include complexity and cost. Currently there is a tremendous marketplace gap between the need for widespread integrated lighting solutions and the capacity of the market to provide them. This paper will describe how a new USDOE commercial lighting program provides a multi-faceted strategy to provide the needed how to guidance in support of the numerous mandates and programs that are reaching far beyond codes and standards. The program provides lighting energy-efficiency solutions using high performance products, daylighting, and lighting controls. These lighting solutions are widely applicable to common spaces and are delivered via an interactive webtool, making them scalable to the mainstream market. Complexity is reduced by providing pre-designed vignettes and controls strategies that can be reviewed and selected by the end user or design team. The webtool provides analysis and documentation to show performance against energy goals in support of end-user applications for incentives, which addresses the cost obstacle. Utilities and Energy Effiency Program Sponsors (EEPS) benefit by having actionable guidance for customers and energy analysis sufficient to create programs designed around kWh rather than LPD or component-based rebates. The program is organized around the major commercial market sectors: retail, commercial real estate (e.g., offices, developers, lodging), and institutional (e.g., healthcare, education). This allows design solutions to be developed specifically for each sector with the input of the appropriate end users. The partnership model for the program is robust (including end users, design professionals, manufacturers, Non-Governmental Organizations (NGOs), and EEPS) and provides the network by which feedback is gathered, lighting solutions are deployed, and performance is measured.

    Soft computing (SC) is an association of computing methodologies that includes as its principal members fuzzy logic, neurocomputing, evolutionary computing and probabilistic computing. The authors present a collection of methods and tools that can be used to perform diagnostics, estimation, and control. These tools are a great match for real-world applications that are characterized by imprecise, uncertain data and incomplete domain knowledge. The authors outline the advantages of applying SC techniques and in particular the synergy derived from the use of hybrid SC systems. They illustrate some combinations of hybrid SC systems, such as fuzzy logic controllers (FLC's) tuned by neural networks (NN's) and evolutionary computing (EC), NN's tuned by EC or FLC's, and EC controlled by FLC's. The authors discuss three successful real-world examples of SC applications to industrial equipment diagnostics, freight train control, and residential property valuation.

    In 2002, the United States Department of Energy (USDOE) published an energy efficiency assessment of U.S. industrial sector motor systems titled United States Industrial Electric Motor Systems Market Opportunities Assessment. The assessment advanced motor system efficiency by providing a greater understanding of the energy consumption, use characteristics, and energy efficiency improvement potential of industrial sector motor systems in the U.S. Since 2002, regulations such as Minimum Energy Performance Standards, cost reductions for motor system components such as variable frequency drives, system-integrated motor-driven equipment, and awareness programs for motor system energy efficiency have changed the landscape of U.S. motor system energy consumption. To capture the new landscape, the USDOE has initiated a three-year Motor System Market Assessment (MSMA), led by Lawrence Berkeley National Laboratory (LBNL). The MSMA will assess the energy consumption, operational and maintenance characteristics, and efficiency improvement opportunity of U.S. industrial sector and commercial building motor systems. As part of the MSMA, a significant effort is currently underway to conduct field assessments of motor systems from a sample of facilities representative of U.S. commercial and industrial motor system energy consumption. The Field Assessment Plan used for these assessments builds on recent LBNL research presented at EEMODS 2011 and EEMODS 2013 using methods for characterizing and determining regional motor system energy efficiency opportunities. This paper provides an update on the development and progress of the MSMA, focusing on the Field Assessment Plan and the framework for assessing the global supply chain for emerging motors and drive technologies.

Coupled with this, a growing population and increasing trends in consumer demand have resulted in national waste loads increasing. A possible solution to both issues is energy-from-waste (EfW) technologies. Many studies have focused on municipal solid waste (MSW) as a potential feedstock, but appear to overlook the potential benefits of commercial and industrial waste (C and IW). In this study, samples of C and IW were collected from three North West waste management companies and Lancaster University campus. The samples were tested for their gross and net calorific value, moisture content, ash content, volatile matter, and also elemental composition to determine their suitability in EfW systems. Intra-sample analysis showed there to be little variation between samples with the exception two samples, from waste management site 3, which showed extensive variation with regards to net calorific value, ash content, and elemental analysis. Comparisons with known fuel types revealed similarities between the sampled C and IW, MSW, and refuse derived fuel (RDF) thereby justifying its potential for use in EfW systems. Mean net calorific value (NCV) was calculated as 9.47 MJ/kg and concentrations of sulphur, nitrogen, and chlorine were found to be below 2%. Potential electrical output was calculated using the NCV of the sampled C and IW coupled with four differing energy generation

    We describe a method to generate statistical models of electricity demand from Commercial and Industrial (C&I) facilities including their response to dynamic pricing signals. Models are built with historical electricity demand data. A facility model is the sum of a baseline demand model and a residual demand model; the latter quantifies deviations from the baseline model due to dynamic pricing signals from the utility. Three regression-based baseline computation methods were developed and analyzed. All methods performed similarly. To understand the diversity of facility responses to dynamic pricing signals, we have characterized the response of 44 C&I facilities participating in a Demand Response (DR) program using dynamic pricing in California (Pacific Gas and Electric's Critical Peak Pricing Program). In most cases, facilities shed load during DR events but there is significant heterogeneity in facility responses. Modeling facility response to dynamic price signals is beneficial to the Independent System Operator for scheduling supply to meet demand, to the utility for improving dynamic pricing programs, and to the customer for minimizing energy costs.

    Changes in the electricity consumption of commercial buildings and industrial facilities (C&I facilities) during Demand Response (DR) events are usually estimated using counterfactual baseline models. Model error makes it difficult to precisely quantify these changes in consumption and understand if C&I facilities exhibit event-to-event variability in their response to DR signals. This paper seeks to understand baseline model error and DR variability in C&I facilities facing dynamic electricity prices. Using a regression-based baseline model, we present a method to compute the error associated with estimates of several DR parameters. We also develop a metric to determine how much observed DR variability results from baseline model error rather than real variability in response. We analyze 38 C&I facilities participating in an automated DR program and find that DR parameter errors are large. Though some facilities exhibit real DR variability, most observed variability results from baseline model error. Therefore, facilities with variable DR parameters may actually respond consistently from event to event. Consequently, in DR programs in which repeatability is valued, individual buildings may be performing better than previously thought. In some cases, however, aggregations of C&I facilities exhibit real DR variability, which could create challenges for power system operation.

    The objective of this paper is to share the challenges and opportunities as viewed from an industrial and commercial perspective that one encounters when performing therapeutic ultrasound research, development, manufacturing, and sales activities. Research in therapeutic ultrasound has become an active field in the last decade, spurred by technological advances in the areas of transducer materials, control electronics, treatment monitoring techniques, an ever increasing number of clinical applications, and private and governmental funding opportunities. The development of devices and methods utilizing therapeutic ultrasound to cure or manage disease is being pursued by startup companies and large established companies alike, driven by the promise of profiting at many levels from this new and disruptive technology. Widespread penetration within the clinical community remains elusive, with current approaches focusing on very specific applications and niche markets. Challenges include difficulties in securing capital to develop the technology and undertake costly clinical trials, a regulatory landscape that varies from country to country, resistance from established practitioners, and difficulties in assembling a team with the right mix of technological savvy and business expertise.     The Salida Geothermal Prospect (Poncha Hot Springs) was evaluated for industrial and commercial direct heat applications at Salida, Colorado, which is located approximately five miles east of Poncha Hot Springs. Chaffee Geothermal, Ltd., holds the geothermal leases on the prospect and the right-of-way for the main pipeline to Salida. The Poncha Hot Springs are located at the intersection of two major structural trends, immediately between the Upper Arkansas graben and the Sangre de Cristo uplift. Prominent east-west faulting occurs at the actual location of the hot springs. Preliminary exploration indicates that 1600 gpm of geothermal fluid as hot as 250/sup 0/F is likely to be found at around 1500 feet in depth. The prospective existing endusers were estimated to require 5.02 x 10/sup 10/ Btu per year, but the total annual amount of geothermal energy available for existing and future endusers is 28.14 x 10/sup 10/ Btu. The engineering design for the study assumed that the 1600 gpm would be fully utilized. Some users would be cascaded and the spent fluid would be cooled and discharged to nearby rivers. The economic analysis assumes that two separate businesses, the energy producer and the energy distributor, are participants in the geothermal project. The producer would be an existing limited partnership, with Chaffee Geothermal, Ltd. as one of the partners; the distributor would be a new Colorado corporation without additional income sources. Economic evaluations were performed in full for four cases: the Base Case and three alternate scenarios. Alternate 1 assumes a three-year delay in realizing full production relative to the Base Case; Alternate 2 assumes that the geothermal reservoir is of a higher quality than is assumed for the Base Case; and Alternate 3 assumes a lower quality reservoir. 11 refs., 34 figs., 40 tabs.

Over the last decade, dramatic advances have been achieved in the performance and cost of PEM fuel cell technologies for automotive applications. However, significant technical barriers remain to making fuel cell propulsion systems viable alternatives to the internal combustion engine. While not all of the activities have been funded by MARCEE, but through private investment, they would not have occurred had the MARCEE Project not been undertaken.     The substantial efficiency improvements which have been realized in residential refrigerators over the last twenty years due to implementation of the National Appliance Energy Conservation Act and changing consumer reactions to energy savings give an indication of the potential for improvement in the commercial sector, where few such efficiency improvements have been made to date. The purchase decision for commercial refrigerators is still focused primarily on first cost and product performance issues such as maximizing storage capacity, quick pulldown, durability, and reliability. The project applied techniques used extensively to reduce energy use in residential refrigeration to a commercial reach-in refrigerator. The results will also be applicable to other commercial refrigeration equipment, such as refrigerated vending machines, reach-in freezers, beverage merchandisers, etc. The project described in this paper was a collaboration involving the Appliance and Building Technology Sector of TIAX, the Delfield Company, and the U. S. Department of Energy's Office of Building Technologies. Funding was provided by DOE through Cooperative Agreement No. DE-FC26-00NT41000. The program plan and schedule were structured to assure successful integration of the TIAX work on development of efficient design concepts into Delfield's simultaneous development of the Vantage product line. The energy-saving design options evaluated as part of the development included brushless DC and PSC fan motors, high-efficiency compressors, variable-speed compressor technology, cabinet thermal improvement (particularly in the face frame area), increased insulation thickness, a trap for the condensate line, improved insulation, reduced-wattage antisweat heaters, non-electric antisweat heating, off-cycle defrost termination, rifled heat exchanger tubing, and system optimization (selection of heat exchangers, fans, and subcooling, superheat, and suction temperatures for efficient operation).     The Mid-Atlantic Recycling Center for End-of-Life Electronics (MARCEE) was set up in 1999 in response to a call from Congressman Alan Mollohan, who had a strong interest in this subject. A consortium was put together which included the Polymer Alliance Zone (PAZ) of West Virginia, West Virginia University (WVU), DN American and Ecolibrium. The consortium developed a set of objectives and task plans, which included both the research issues of setting up facilities to demanufacture End-of-Life Electronics (EoLE), the economics of the demanufacturing process, and the infrastructure development necessary for a sustainable recycling industry to be established in West Virginia. This report discusses the work of the MARCEE Project Consortium from November 1999 through March 2005. While the body of the report is distributed in hard-copy form the Appendices are being distributed on CD's.

(AMI) has collaborated with ORNL s Materials Processing Group s and this partnership has been instrumental in the development of our unique thermo-magnetic facilities and expertise. Consequently, AMI and ORNL have realized that the commercial implementation of the High Magnetic Field Processing (HMFP) technology will require the evolution of robust, automated superconducting (SC) magnet systems that will be cost-effective and easy to operate in an industrial environment. The goal of this project and CRADA is to significantly expedite the timeline for implementing this revolutionary and pervasive cross-cutting technology for future US produced industrial components. The successful completion of this project is anticipated to significantly assist in the timely commercialization and licensing of our HMFP intellectual property for a broad spectrum of industries; and to open up a new market for AMI. One notable outcome of this project is that the ThermoMagnetic Processing Technology WON a prestigious 2009 R&D 100 Awards. This award acknowledges and recognizes our TMP Technology as one of the top 100 innovative US technologies in 2009. By successfully establishing the design requirements for a commercial scale magnetic processing system, this project effort has accomplished a key first step in facilitating the building and demonstration of a superconducting magnetic processing coil, enabling the transition of the High Magnetic Field Processing Technology beyond a laboratory novelty into a commercially viable and industrially scalable Manufacturing Technology.

    Econoimc profiles of the industries most affected by the construction, deployment, and operation of Ocean Thermal Energy Conversion (OTEC) powerplants are presented. Six industries which will contribute materials and/or components to the construction of OTEC plants have been identified and are profiled here. These industries are: steel industry, concrete industry, titanium metal industry, fabricated structural metals industry, fiber glass-reinforced plastics industry, and electrical transmission cable industry. The economic profiles for these industries detail the industry's history, its financial and economic characteristics, its technological and production traits, resource constraints that might impede its operation, and its relation to OTEC. Some of the historical data collected and described in the profile include output, value of shipments, number of firms, prices, employment, imports and exports, and supply-demand forecasts. For most of the profiled industries, data from 1958 through 1980 were examined. In addition, profiles are included on the sectors of the economy which will actualy construct, deploy, and supply the OTEC platforms.

    We present ab-initio investigation of oxygen adsorption up to two monolayer coverage on the stoichiometric TiAl(100) surface to illustrate the initial oxidation stage. The formation of band gap near the Fermi level demonstrates the transformation from metal to oxide surface with increasing oxygen coverage. The oxidation of Ti rather than Al is observed from our electronic structure calculations. The energy barriers of oxygen diffusion between different sites on surface as well as in subsurface and bulk region are derived. It is shown that the diffusion of oxygen is much easier on the surface than that into the subsurface region.

    This chapter addresses past, ongoing, and short (to 2010) and medium-term (to 2030) future actions that can be taken to mitigate GHG emissions from the manufacturing and process industries. Globally, and in most countries, CO{sub 2} accounts for more than 90% of CO{sub 2}-eq GHG emissions from the industrial sector (Price et al., 2006; US EPA, 2006b). These CO{sub 2} emissions arise from three sources: (1) the use of fossil fuels for energy, either directly by industry for heat and power generation or indirectly in the generation of purchased electricity and steam; (2) non-energy uses of fossil fuels in chemical processing and metal smelting; and (3) non-fossil fuel sources, for example cement and lime manufacture. Industrial processes also emit other GHGs, e.g.: (1) Nitrous oxide (N{sub 2}O) is emitted as a byproduct of adipic acid, nitric acid and caprolactam production; (2) HFC-23 is emitted as a byproduct of HCFC-22 production, a refrigerant, and also used in fluoroplastics manufacture; (3) Perfluorocarbons (PFCs) are emitted as byproducts of aluminium smelting and in semiconductor manufacture; (4) Sulphur hexafluoride (SF{sub 6}) is emitted in the manufacture, use and, decommissioning of gas insulated electrical switchgear, during the production of flat screen panels and semiconductors, from magnesium die casting and other industrial applications; (5) Methane (CH{sub 4}) is emitted as a byproduct of some chemical processes; and (6) CH{sub 4} and N{sub 2}O can be emitted by food industry waste streams.     Accelerated market penetration of plug-in electric vehicles and deployment of grid-connected energy storage are restricted by the high cost of lithium-ion batteries. Research, development, and manufacturing are underway to lower material costs, enhance process efficiencies, and increase production volumes. A fraction of the battery cost may be recovered after vehicular service by reusing the battery where it may have sufficient performance for other energy-storage applications. By extracting post-vehicle additional services and revenue from the battery, the total lifetime value of the battery is increased. The overall cost of energy-storage solutions for both primary (automotive) and secondary (grid) customer could be decreased. This techno-economic analysis of battery second use considers effects of battery degradation in both automotive and grid service, repurposing costs, balance-of-system costs, the value of aggregated energy-storage to commercial and industrial end users, and competitive technology. Batteries from plug-in electric vehicles can economically be used to serve the power quality and reliability needs of commercial and industrial end users. However, the value to the automotive battery owner is small (e.g., $20-$100/kWh) as declining future battery costs and other factors strongly affect salvage value. Repurposed automotive battery prices may range from $38/kWh to $132/kWh.

    MSW can be converted to energy in two ways. One involves the direct burning of MSW to produce steam and electricity. The second converts MSW into refuse-derived fuel (RDF) by reducing the size of the MSW and separating metals, glass, and other inorganic materials. RDF can be densified or mixed with binders to form fuel pellets. As part of a program sponsored by DOE`s Office of Industrial Technologies, the National Renewable Energy Laboratory participated in a cooperative research and development agreement to examine combustion of binder-enhanced, densified refuse-derived fuel (b-d RDF) pellets with coal. Pelletized b-d RDF has been burned in coal combustors, but only in quantities of less than 3% in large utility systems. The DOE project involved the use of b-d RDF in quantities up to 20%. A major goal was to quantify the pollutants released during combustion and measure combustion performance.

    In recent years, TiAl-based intermetallic alloys are being increasingly considered for application in areas such as (i) automobile/transport sector (passenger cars, trucks and ships) (ii) aerospace industry (jet engines and High Speed Civil Transport propulsion system) and (iii) industrial gas turbines. These materials offer excellent (i) high temperature properties (at higher than 6000C) (ii) mechanical strength and (iii) resistance to corrosion and as a result have raised renewed interest. The combination of these properties make them possible replacement materials for traditional nickel-based super-alloys, which are nearly as twice as dense (than TiAl based alloys). Since the microstructures of these intermetallic alloys affect, to a significant extent, their ultimate performance, further improvements (by way of alteration/modification of these microstructures), have been the subject matter of intense research investigations. It has now been established that the presence of alloy additives, such as niobium, tantalum, manganese, boron, chromium, silicon, nickel and yttrium etc, in specific quantities, impart marked improvement to the properties, viz. fatigue strength, fracture toughness, oxidation resistance and room temperature ductility, of these alloys. From a number of possible alloy compositions, {gamma}-TiAl and Ti-Al-Nb-Cr have, of late, emerged as two promising engineering alloys/materials. . The conventional fabrication process of these alloys include steps such as melting, forging and heat treatment/annealing of the alloy compositions. However, an electrochemical process offers an attractive proposition to prepare these alloys, directly from the mixture of the respective oxides, in just one step. The experimental approach, in this new process, was, therefore, to try to electrochemically reduce the (mixed) oxide pellet to an alloy phase.     A handbook on ``A Method for the Assessment of Site-specific Econoomic Impacts of Industrial and Commercial Biomass Energy Facilities`` has been prepared by Resource Systems Group Inc. under contract to the Southeastern Regional Biomass Energy Program (SERBEP). The handbook includes a user-friendly Lotus 123 spreadsheet which calculates the economic impacts of biomass energy facilities. The analysis uses a hybrid approach, combining direct site-specific data provided by the user, with indirect impact multipliers from the US Forest Service IMPLAN input/output model for each state. Direct economic impacts are determined primarily from site-specific data and indirect impacts are determined from the IMPLAN multipliers. The economic impacts are given in terms of income, employment, and state and federal taxes generated directly by the specific facility and by the indirect economic activity associated with each project. A worksheet is provided which guides the user in identifying and entering the appropriate financial data on the plant to be evaluated. The WLAN multipliers for each state are included in a database within the program. The multipliers are applied automatically after the user has entered the site-specific data and the state in which the facility is located. Output from the analysis includes a summary of direct and indirect income, employment and taxes. Case studies of large and small wood energy facilities and an ethanol plant are provided as examples to demonstrate the method. Although the handbook and program are intended for use by those with no previous experience in economic impact analysis, suggestions are given for the more experienced user who may wish to modify the analysis techniques.

    Metastable phases such as metallic glass have been widely studied during the past few years. A number of techniques have been employed to synthesize these alloys, among which, mechanical alloying (MA) was considered to be a promising tool for large production and economical operation. However, the mechanism of formation of the metastable phases during mechanical alloying/ball milling have not been well determined. Previous studies of amorphization by mechanical alloying of pure elements or ball milling of intermetallics have proposed the following mechanics: rapid quenching of local melts produced by mechanical impacts, high density of defects generated by mechanical deformation which raises the free energy of compound to above that of the amorphous phase, effective local temperature rise at the collision site which gives rise to a solid-state reaction similar to thin film diffusion couples. Most of the studies have suggested that solid-state-type reactions are most likely to be responsible for vitrification during mechanical alloying, and the kinetics was controlled by the point and lattice defects generated by mechanical deformation. In the Zr-Al alloy system, however, another mechanisms was proposed by Fecht et al. based on a chemically induced catastrophic transition. The amorphization was interpreted with the elastic instability of crystal caused by the atomic mismatch of two components in supersaturated solid solution; when solute concentration reaches a critical value, the supersaturated solid solution becomes metastable and a polymorphous melting'' transition to a glass may occur. This hypothesis has been further examined by Ma and Atzmon with calorimeter measurements. In this paper, it will be shown experimentally that this mechanism may be valid in the Ti-Al binary system.

    In the Department of Energy (DOE) Implementation Plan (IP) for Defense Nuclear Facilities Safety Board's Recommendation 2009-1, the DOE committed to studying the use of quantitative risk assessment methodologies at government agencies and industry. This study consisted of document reviews and interviews of senior management and risk assessment staff at six organizations. Data were collected and analyzed on risk assessment applications, risk assessment tools, and controls and infrastructure supporting the correct usage of risk assessment and risk management tools. The study found that the agencies were in different degrees of maturity in the use of risk assessment to support the analysis of high hazard operations and to support decisions related to these operations. Agencies did not share a simple, 'one size fits all' approach to tools, controls, and infrastructure needs. The agencies recognized that flexibility was warranted to allow use of risk assessment tools in a manner that is commensurate with the complexity of the application. The study also found that, even with the lack of some data, agencies application of the risk analysis structured approach could provide useful insights such as potential system vulnerabilities. This study, in combination with a companion study of risk assessment programs in the DOE Offices involved in high hazard operations, is being used to determine the nature and type of controls and infrastructure needed to support risk assessments at the DOE.

    The inertial electrostatic confinement (IEC) fusion grade plasma devices are being developed as a commercial industrial product by Daimler-Benz Aerospace (DASA), Center Trauen, which has an exclusive license from the University of Illinois (UI) to manufacture the commercial implementation of the Miley et al. IEC inventions. DASA is funding the UI Fusion Studies Laboratory basic IEC research and the intellectual property protection process. The association of the DASA Space Infrastructure division with an apparently unrelated technology has arisen from the perception that IEC technology may benefit from certain aerospace technologies and eventually create a market for space infrastructure services. In addition, DASA Center Trauen has a number of environmental technology businesses.

    This paper discusses the need for a government-supported program to commercialize hydrogen production methods which use solar energy as the main source of energy. Current methods use hydrocarbons and generate large amounts of carbon dioxide. The paper describes results from a literature survey performed to identify technologies using direct solar energy that were likely to succeed on an industrial scale in the near term. Critical parameters included calculated efficiencies, measured efficiencies, and development status. The cost of solar collectors is cited as the reason most promising solar hydrogen research is not taken to the pilot plant stage. The author recommends use of existing DOE facilities already in operation for pilot plant testing. 14 refs. (CK)

    This report presents the status at the end of 1989 and the outlook for commercial nuclear capacity and generation for all countries in the world with free market economies (FME). The report provides documentation of the US nuclear capacity and generation projections through 2030. The long-term projections of US nuclear capacity and generation are provided to the US Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) for use in estimating nuclear waste fund revenues and to aid in planning the disposal of nuclear waste. These projections also support the Energy Information Administration's annual report, Domestic Uranium Mining and Milling Industry: Viability Assessment, and are provided to the Organization for Economic Cooperation and Development. The foreign nuclear capacity projections are used by the DOE uranium enrichment program in assessing potential markets for future enrichment contracts. The two major sections of this report discuss US and foreign commercial nuclear power. The US section (Chapters 2 and 3) deals with (1) the status of nuclear power as of the end of 1989; (2) projections of nuclear capacity and generation at 5-year intervals from 1990 through 2030; and (3) a discussion of institutional and technical issues that affect nuclear power. The nuclear capacity projections are discussed in terms of two projection periods: the intermediate term through 2010 and the long term through 2030. A No New Orders case is presented for each of the projection periods, as well as Lower Reference and Upper Reference cases. 5 figs., 30 tabs.

    Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

    In this paper we have considered commercial biomass energy in the context of overall agriculture and land-use change. We have described a model of energy, agriculture, and land-use and employed that model to examine the implications of commercial biomass energy or both energy sector and land-use change carbon emissions. In general we find that the introduction of biomass energy has a negative effect on the extent of unmanaged ecosystems. Commercial biomass introduces a major new land use which raises land rental rates, and provides an incentive to bring more land into production, increasing the rate of incursion into unmanaged ecosystems. But while the emergence of a commercial biomass industry may increase land-use change emissions, the overall effect is strongly to reduce total anthropogenic carbon emissions. Further, the higher the rate of commercial biomass energy productivity, the lower net emissions. Higher commercial biomass energy productivity, while leading to higher land-use change emissions, has a far stronger effect on fossil fuel carbon emissions. Highly productive and inexpensive commercial biomass energy technologies appear to have a substantial depressing effect on total anthropogenic carbon emissions, though their introduction raises the rental rate on land, providing incentives for greater rates of deforestation than in the reference case.

The niche was further defined by preservation of the ability to handle samples contaminated with radiological materials and those with classification concerns. These decisions enabled early marketing plans to be built on existing clientele and provided an identifiable group to which future marketing could be expanded. Finally, recruitment of key players with commercial laboratory experience proved to be a key factor for success. This experience base was valuable in avoiding early mistakes in the laboratory startup phase and provided some connection to a commercial client base. As the business has grown, professionals with commercial laboratory experience have been recruited and offered ownership in the business as an incentive for joining the group. If the process were to be repeated, early involvement of an individual with commercial sales experience would be helpful in broadening the base of commercial clients. An increased emphasis on research funding such as funding received from Small Business Innovative Research (SBIR) sources would be used to form a portion of the economic base for the business. More partnerships with businesses whose services compliment those of the laboratory would expand available client base. More flexible staffing arrangements would be negotiated early on as a cost-control measure. In conclusion, the re-industrialization concept can be successful. Candidates for re-industrialization must be chosen by matching services to be offered to market needs. Implementation is best accomplished by entrepreneurs who personally profit from a successful operation of the business.

    The ERC family of companies is anticipating market entry of their first commercial product, a 2.8-MW power plant, in the second quarter of 1999. The present Cooperative Agreement provides for: (1) Commercialization planning and organizational development, (2) Completion of the pre-commercial DFC technology development, (3) Systems and plant design, (4) Manufacturing processes` scale-up to full-sized stack components and assemblies, (5) Upgrades to ERC`s test facility for full-sized stack testing, (6) Sub-scale testing of a DFC Stack and BOP fueled with landfill gas. This paper discusses the first item, that of preparing for commercialization. ERC`s formal commercialization program began in 1990 with the selection of the 2-MW Direct Fuel Cell power plant by the American Public Power Association (APPA) for promotion to the over 2000 municipal utilities comprising APPA`s segment of the utility sector. Since that beginning, the APPA core group expanded to become the Fuel Cell Commercialization Group (FCCG) which includes representation from all markets - utilities and other power generation equipment buyers.

The RSC is a novel, motor-driven, rotating, finned heat exchanger technology. The RSC was evaluated for the residential, commercial, industrial, and transportation markets. Recommendations for commercialization were made based on assessments of the prototype RSC and the Sandia Cooler technology in general, as well as an in-depth analysis of the six most promising products for initial RSC commercialization.

    The Outreach Project was initiated in October 1994 with the objective of developing a multi-year plan for the U.S. Department of Energy (DOE) for targeted outreach activities for stakeholders in industry and the general public. This status report summarizes the work on industry outreach that has been completed since the inception of the project in October 1994. A three-pronged approach was taken to ascertain issues related to industry outreach. First, there was a review of on-going and past industry outreach activities at DOE and NHA. Next, a series of meetings with industry decision makers was arranged to get a better understanding of industry interests and concerns, and to discuss how DOE and industry could work collaboratively to develop hydrogen energy systems. Third, a workshop is scheduled where representatives from industry, DOE and other federal agencies can identify issues that would enhance partnering between the federal government and industry in the development of hydrogen energy systems. At this tiny, the review of on-going and past activities has been completed. Industry interviews are in progress and a majority of meetings have been held. Analysis of the information gained is in progress. The preliminary analysis of this information indicates that for appropriate near-term demonstration-type projects, the level of interest for collaboration between DOE and industry is high. The data also identifies issues industry is concerned with which impact the commercialization of hydrogen energy systems.

    The successful development of Magnetohydrodynamics (MHD) will provide an ultra clean, highly efficient alternative to other methods of coal-fired electric Power generation. A development path that could bring coal-fired MHD electric power plants to competitive commercial status is described in this paper. The paper discusses the scale-ups, the timing, and technical hurdles that face this technology as it progresses from its present status of small-scale demonstrations and begins its competition for electric utility acceptance. Coal-fired MHD power has at least four major markets: (1) New utility generation. (2) Utility retrofit/repowering applications. (3) New independent power production (IPP). (4) Large industrial cogeneration application. Of these, the largest market for MHD is expected to be the new electric utility/IPP generation market, those new units required to supply growth in power demand and to replace retired capacity. This market sector is the focus of this discussion. This paper describes the commercial pressures and inertias that motivate the entry of any new technology into the generation supply market. It then shows a development path that could bring coal-fired MHD electric power plants to competitive commercial status in the electric power industry.

    The purpose of the Power-One Aerocapacitor Commercialization Plan is to communicate to members of management and to all employees the overall objectives of the corporation. Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.

    This paper provides information and data on the present status of the Petrosix process, which has processed almost 4,000,000 tons of oil shale as of December 1984, in the 65 MTPH Irati prototype plant (UPI), attaining an operating factor of 92 percent. Based on the successful operation of the UPI and the proved reliability of the Petroxis process, Petrobras has decided to build a 260 MTPH industrial module (MI) with one retort. The assembling of this plant was initiated in 1983, and the operation startup is scheduled for 1987. Its construction and operation will allow optimizing of designs and will provide experience for commercial plants in the future.

    F2 Associates Inc. (F2) is a small, high-technology firm focused on developing and commercializing environmentally friendly laser ablation systems for industrial-rate removal of surface coatings from metals, concrete, and delicate substrates such as composites. F2 has a contract with the US Department of Energy Federal Energy Technology Center (FETC) to develop and test a laser-based technology for removing contaminated paint and other contaminants from concrete and metal surfaces. Task 4.1 in Phase 2 of the Statement of Work for this DOE contract requires that F2 ``document its plans for commercializing and marketing the stationary laser ablation system. This document shall include a discussion of prospects for commercial customers and partners and may require periodic update to reflect changing strategy. This document shall be submitted to the DOE for review.`` This report is being prepared and submitted in fulfillment of that requirement. This report describes the laser-based technology for cleaning and coatings removal, the types of laser-based systems that have been developed by F2 based on this technology, and the various markets that are emerging for this technology. F2`s commercialization and marketing plans are described, including how F2`s organization is structured to meet the needs of technology commercialization, F2`s strategy and marketing approach, and the necessary steps to receive certification for removing paint from aircraft and DOE certification for D and D applications. The future use of the equipment built for the DOE contract is also discussed.

    Savannah River Site (SRS), particularly the Savannah River Technology Center (SRTC) with the experience from the first successful Integrated Technology Demonstration, can provide an excellent foundation for meeting DOE-EM`s objectives with the new DOE-EM five focus area approach. With this in mind, SRTC established an activity to pursue full commercialization of environmental technologies. This report is an assessment of the status of commercialization at SRS and provides recommendations for enhancement as well as some tools critical to implementation. A review was made of the current situation at SRS with regards to taking technology development to commercial fruition. This was done from the perspective of comparing it to known commercialization models and processes. It was found that SRTC already works through many of the steps in these processes. With integration and action-oriented efforts of the inclusion of business and market factors, SRTC could become an aggressive, successful developer of commercialized technologies. Commercial success criteria tools were developed with regards to integrating them with SRTC selection criteria to ensure that all critical factors are covered in technology commercialization project evaluations. Private investors are very clear that their interest lies in funding commercial enterprises, not merely technologies. Mobilizing private capital is critical to real job growth and long-term economic development. Also, potential industry partners were identified that are willing to be involved with SRS` technology applications and regional development efforts. As another important component to success, regional support organizations were reviewed and evaluated.

    This study presents findings from survey and interview data investigating replication efforts of Commercial Building Partnership (CBP) partners that worked directly with the Pacific Northwest National Laboratory (PNNL). PNNL partnered directly with 12 organizations on new and retrofit construction projects, which represented approximately 28 percent of the entire U.S. Department of Energy (DOE) CBP program. Through a feedback survey mechanism, along with personal interviews, PNNL gathered quantitative and qualitative data relating to replication efforts by each organization. These data were analyzed to provide insight into two primary research areas: 1) CBP partners’ replication efforts of technologies and approaches used in the CBP project to the rest of the organization’s building portfolio (including replication verification), and, 2) the market potential for technology diffusion into the total U.S. commercial building stock, as a direct result of the CBP program. The first area of this research focused specifically on replication efforts underway or planned by each CBP program participant. Factors that impact replication include motivation, organizational structure and objectives firms have for implementation of energy efficient technologies. Comparing these factors between different CBP partners revealed patterns in motivation for constructing energy efficient buildings, along with better insight into market trends for green building practices. The second area of this research develops a diffusion of innovations model to analyze potential broad market impacts of the CBP program on the commercial building industry in the United States.

To fulfill this mission, INL encourages its scientific, engineering, and technical staff to disclose new inventions and creations to ensure the resulting intellectual property is captured, protected, and made available to others who might benefit from it. As part of the mission, intellectual property is licensed to industrial partners for commercialization, creating jobs and delivering the benefits of federally funded technology to consumers. In other cases, unique capabilities are made available to other federal agencies or to regional small businesses to solve specific technical challenges. In other interactions, INL employees work cooperatively with researchers and other technical staff of our partners to further develop emerging technologies. This report is a catalog of selected INL technology transfer and commercialization transactions during this past year. The size and diversity of INL technical resources, coupled with the large number of relationships with other organizations, virtually ensures that a report of this nature will fail to capture all interactions. Recognizing this limitation, this report focuses on transactions that are specifically authorized by technology transfer legislation (and corresponding contractual provisions) or involve the transfer of legal rights to technology to other parties. This report was compiled from primary records, which were readily available to the INL’s Office of Technology Transfer & Commercialization.     The objective of this report is to develop a vision of the future steelmaking industry including its general characteristics and technologies. In addition, the technical obstacles and research and development opportunities for commercialization of these technologies are identified. The report is being prepared by the Sloan Steel Industry Competitiveness Study with extensive input from the industry. Industry input has been through AISI (American Iron and Steel Institute), SMA (Steel Manufacturers Association) and contacts with individual company executives and technical leaders. The report identifies the major industry drivers which will influence technological developments in the industry for the next 5--25 years. Initially, the role of past drivers in shaping the current industry was examined to help understand the future developments. Whereas this report concentrates on future technologies other major factors such as national and international competition, human resource management and capital concerns are examined to determine their influence on the future industry. The future industry vision does not specify specific technologies but rather their general characteristics. Finally, the technical obstacles and the corresponding research and development required for commercialization are detailed.

    ITP conducted a study on energy use and potential savings, or "bandwidth" study, in major steelmaking processes. Intended to provide a realistic estimate of the potential amount of energy that can be saved in an industrial process, the "bandwidth" refers to the difference between the amount of energy that would be consumed in a process using commercially available technology versus the minimum amount of energy needed to achieve those same results based on the 2nd law of thermodynamics. The Steel Industry Energy Bandwidth Study (PDF133 KB) also estimates steel industry energy use in the year 2010, and uses that value as a basis for comparison against the minimum requirements. This energy savings opportunity for 2010 will aid focus on longer term R&D.

    This report summarizes key technical accomplishments resulting from the three year PIER-funded R&D program, ''High Performance Commercial Building Systems'' (HPCBS). The program targets the commercial building sector in California, an end-use sector that accounts for about one-third of all California electricity consumption and an even larger fraction of peak demand, at a cost of over $10B/year. Commercial buildings also have a major impact on occupant health, comfort and productivity. Building design and operations practices that influence energy use are deeply engrained in a fragmented, risk-averse industry that is slow to change. Although California's aggressive standards efforts have resulted in new buildings designed to use less energy than those constructed 20 years ago, the actual savings realized are still well below technical and economic potentials. The broad goal of this program is to develop and deploy a set of energy-saving technologies, strategies, and techniques, and improve processes for designing, commissioning, and operating commercial buildings, while improving health, comfort, and performance of occupants, all in a manner consistent with sound economic investment practices. Results are to be broadly applicable to the commercial sector for different building sizes and types, e.g. offices and schools, for different classes of ownership, both public and private, and for owner-occupied as well as speculative buildings. The program aims to facilitate significant electricity use savings in the California commercial sector by 2015, while assuring that these savings are affordable and promote high quality indoor environments. The five linked technical program elements contain 14 projects with 41 distinct R&D tasks.     Fuel cell technologies for stationary power are set to play a role in power generation applications worldwide. The worldwide fuel cell vision is to provide powerplants for the emerging distributed generation and on-site markets. Progress towards commercialization has occurred in all fuel cell development areas. Around 100 ONSI phosphoric acid fuel cell (PAFC) units have been sold, with significant foreign sales in Europe and Japan. Fuji has apparently overcome its PAFC decay problems. Industry-driven molten carbonate fuel cell (MCFC) programs in Japan and the U.S. are conducting megawatt (MW)-class demonstrations, which are bringing the MCFC to the verge of commercialization. Westinghouse Electric, the acknowledged world leader in tubular solid oxide fuel cell (SOFC) technology, continues to set performance records and has completed construction of a 4-MW/year manufacturing facility in the U.S. Fuel cells have also taken a major step forward with the conceptual development of ultra-high efficiency fuel cell/gas turbine plants. Many SOFC developers in Japan, Europe, and North America continue to make significant advances.

    The purpose of this analysis is to specify and document the total and respirable fractions for radioactive materials that could be potentially released from an accident at the repository involving commercial spent nuclear fuel (SNF) in a dry environment. The total and respirable release fractions are used to support the preclosure licensing basis for the repository. The total release fraction is defined as the fraction of total commercial SNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. Radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses; this subset of the total release fraction is referred to as the respirable release fraction. Accidents may involve waste forms characterized as: (1) bare unconfined intact fuel assemblies, (2) confined intact fuel assemblies, or (3) canistered failed commercial SNF. Confined intact commercial SNF assemblies at the repository are contained in shipping casks, canisters, or waste packages. Four categories of failed commercial SNF are identified: (1) mechanically and cladding-penetration damaged commercial SNF, (2) consolidated/reconstituted assemblies, (3) fuel rods, pieces, and debris, and (4) nonfuel components. It is assumed that failed commercial SNF is placed into waste packages with a mesh screen at each end (CRWMS M&O 1999). In contrast to bare unconfined fuel assemblies, the

    The exploration and production segment of the U.S. oil and gas industry generates millions of barrels of nonhazardous oil field wastes annually. In most cases, operators can dispose of their oil fields wastes at a lower cost on-site than off site and, thus, will choose on-site disposal. However, a significant quantity of oil field wastes are still sent to off-site commercial facilities for disposal. This paper provides information on the availability of commercial disposal companies in different states, the treatment and disposal methods they employ, and how much they charge. There appear to be two major off-site disposal trends. Numerous commercial disposal companies that handle oil field wastes exclusively are located in nine oil-and gas-producing states. They use the same disposal methods as those used for on-site disposal. In addition, the Railroad Commission of Texas has issued permits to allow several salt caverns to be used for disposal of oil field wastes. Twenty-two other oil- and gas-producing states contain few or no disposal companies dedicated to oil and gas industry waste. The only off-site commercial disposal companies available handle general industrial wastes or are sanitary landfills. In those states, operators needing to dispose of oil field wastes off-site must send them to a local landfill or out of state. The cost of off-site commercial disposal varies substantially, depending on the disposal method used, the state in which the disposal company is located, and the degree of competition in the area.

  13. Recovery Act: Training Program Development for Commercial Building Equipment Technicians

    The overall goal of this project has been to develop curricula, certification requirements, and accreditation standards for training on energy efficient practices and technologies for commercial building technicians. These training products will advance industry expertise towards net-zero energy commercial building goals and will result in a substantial reduction in energy use. The ultimate objective is to develop a workforce that can bring existing commercial buildings up to their energy performance potential and ensure that new commercial buildings do not fall below their expected optimal level of performance. Commercial building equipment technicians participating in this training program will learn how to best operate commercial buildings to ensure they reach their expected energy performance level. The training is a combination of classroom, online and on-site lessons. The Texas Engineering Extension Service (TEEX) developed curricula using subject matter and adult learning experts to ensure the training meets certification requirements and accreditation standards for training these technicians. The training targets a specific climate zone to meets the needs, specialized expertise, and perspectives of the commercial building equipment technicians in that zone. The combination of efficient operations and advanced design will improve the internal built environment of a commercial building by increasing comfort and safety, while reducing energy use and environmental impact. Properly trained technicians will ensure equipment operates at design specifications. A second impact is a more highly trained workforce that is better equipped to obtain employment. Organizations that contributed to the development of the training program include TEEX and the Texas Engineering Experiment Station (TEES) (both members of The Texas A&M University System).   14. Commercialization of oil shale with the Petrosix process

    Brazil, because of domestic crude oil shortage, took an interest in oil shale between 1940 and 1950. Petrobras, created in 1954, included in its charter the responsibility to develop a modern oil shale industry. An outgrowth has been the Petrosix process incorporated in a commercial unit in the State of Parana that has operated successfully more than 65,000 hours. Because of the maturity of the Petrosix process in this plant and the similarity of the Brazilian Irati oil shale to many other shales, interest has developed to apply the Petrosix process to producing shale oil and high BTU gas from these oil shales. A comparison of the characteristics has been developed between Irati and other oil shales. An evaluation of a commercial plant design has been completed for Irati, Kentucky, and Indiana oil shale projects. The technological and commercial aspects of producing shale oil using the Petrosix technology are discussed.

    In 2008 the US Department of Energy (DOE) launched the Commercial Buildings Partnership (CBP) project to accelerate market adoption of commercially available energy saving technologies into the design process for new and upgraded commercial buildings. The CBP represents a unique collaboration between industry leaders and DOE to develop high performance buildings as a model for future construction and renovation. CBP was implemented in two stages. This paper focuses on lessons learned at Pacific Northwest National Laboratory (PNNL) in the first stage and discusses some partner insights from the second stage. In the first stage, PNNL and the National Renewable Energy Laboratory recruited CBP partners that own large portfolios of buildings. The labs provide assistance to the partners' design teams and make a business case for energy investments.

    This report examines the commercialization and use of R and D results funded by DOE's Office of Buildings and Community Systems (OBCS), an office that is dedicated to improving the energy efficiency of the nation's buildings. Three goals guided the research described in this report: to improve understanding of the factors that hinder or facilitate the transfer of OBCS R and D results, to determine which technology transfer strategies are most effective and under what circumstances each is appropriate, and to document the market penetration and energy savings achieved by successfully-commercialized innovations that have received OBCS support. Twelve successfully-commercialized innovations are discussed here. The methodology employed involved a review of the literature, interviews with innovation program managers and industry personnel, and data collection from secondary sources. Six generic technology transfer strategies are also described. Of these, contracting R and D to industrial partners is found to be the most commonly used strategy in our case studies. The market penetration achieved to date by the innovations studied ranges from less than 1% to 100%. For the three innovations with the highest predicted levels of energy savings (i.e., the flame retention head oil burner, low-E windows, and solid-state ballasts), combined cumulative savings by the year 2000 are likely to approach 2 quads. To date the energy savings for these three innovations have been about 0.2 quads. Our case studies illustrate the important role federal agencies can play in commercializing new technologies.

    The storage of coolness'' has been in use in limited applications for more than a half century. Recently, because of high electricity costs during utilities' peak power periods, thermal storage for cooling has become a prime target for load management strategies. Systems with cool storage shift all or part of the electricity requirement from peak to off-peak hours to take advantage of reduced demand charges and/or off-peak rates. Thermal storage technology applies equally to industrial, commercial, and residential sectors. In the industrial sector, because of the lack of economic incentives and the custom design required for each application, the penetration of this technology has been limited to a few industries. The penetration rate in the residential sector has been also very limited due to the absence of economic incentives, sizing problems, and the lack of compact packaged systems. To date, the most promising applications of these systems, therefore, appear to be for commercial cooling. In this report, the current and potential use of thermal energy storage systems for cooling commercial buildings is investigated. In addition, a general overview of the technology is presented and the applicability and cost-effectiveness of this technology for developed and developing countries are discussed. 28 refs., 12 figs., 1 tab.

    ORPC Maine, LLC, a wholly-owned subsidiary of Ocean Renewable Power Company, LLC (collectively ORPC), submits this Final Technical Report for the TidGen® Power System Commercialization Project (Project), partially funded by the U.S. Department of Energy (DE-EE0003647). The Project was built and operated in compliance with the Federal Energy Regulatory Commission (FERC) pilot project license (P-12711) and other permits and approvals needed for the Project. This report documents the methodologies, activities and results of the various phases of the Project, including design, engineering, procurement, assembly, installation, operation, licensing, environmental monitoring, retrieval, maintenance and repair. The Project represents a significant achievement for the renewable energy portfolio of the U.S. in general, and for the U.S. marine hydrokinetic (MHK) industry in particular. The stated Project goal was to advance, demonstrate and accelerate deployment and commercialization of ORPC’s tidal-current based hydrokinetic power generation system, including the energy extraction and conversion technology, associated power electronics, and interconnection equipment capable of reliably delivering electricity to the domestic power grid. ORPC achieved this goal by designing, building and operating the TidGen® Power System in 2012 and becoming the first federally licensed hydrokinetic tidal energy project to deliver electricity to a power grid under a power purchase agreement in North America. Located in Cobscook Bay between Eastport and Lubec, Maine, the TidGen® Power System was connected to the Bangor Hydro Electric utility grid at an on-shore station in North Lubec on September 13, 2012. ORPC obtained a FERC pilot project license for the Project on February 12, 2012 and the first Maine Department of Environmental Protection General Permit issued for a tidal energy project on January 31, 2012.     Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. Mowers consume 1.2 billion gallons of gasoline annually, about 1% of U.S. motor gasoline consumption. Commercial mowing accounts for about 35% of this total and is the highest-intensity use. Large property owners and mowing companies cut lawns, sports fields, golf courses, parks, roadsides, and other grassy areas for 7 hours per day and consume 900 to 2,000 gallons of fuel annually depending on climate and length of the growing season. In addition to gasoline, commercial mowing consumes more than 100 million gallons of diesel annually. Alternative fuel mowers are one way to reduce the energy and environmental impacts of commercial lawn mowing. They can reduce petroleum use and emissions compared with gasoline- and diesel-fueled mowers. They may also save on fuel and maintenance costs, extend mower life, reduce fuel spillage and fuel theft, and promote a 'green' image. And on ozone alert days, alternative fuel mowers may not be subject to the operational restrictions that gasoline mowers must abide by. To help inform the commercial mowing industry about product options and potential benefits, Clean Cities produced this guide to alternative fuel commercial lawn equipment.   14. Commercialization effort in support of electroslag-casting technology

    This report summarizes the results of an effort to revive interest in the electroslag casting (ESC) of components in the United States. The ESC process is an extension of a well established electroslag-remelting (ESR) process. Both processes use the electrode of a material that is continuously melted and cast in a water-cooled copper mold. For simple shapes, the mold can be movable, allowing the continuous casting of long lengths. In an effort to revive US industries` interest in ESC, the following approaches were taken: (1) US industries with prior experience in ESC or currently operating an ESR unit were contacted, followed up with telephone conversation, and/or sent copies of prior published reports on the topic, and, in some cases, personal visits were made; (2) with two companies, a potential interest in ESC was worked out by initially conducting ESR; and (3) to further strengthen the industrial interest, the newly developed iron-aluminide alloy, FA-129, was chosen as the material of choice for this study. The two industrial companies that worked with ORNL were Special Metals Corporation (New Hartford, New York) and Precision Rolled Products, Inc. (PRP) [Florham Park, New Jersey]. Even with its advantages, a survey of the industry indicated that ESC technology has a very limited chance of advancement in the United States. However, the processing of rounds and slabs by the ESR process is a well established commercial technology and will continue to expand. 16 figs, 3 tabs, 12 refs.

    The Consortium for Algal Biofuel Commercialization (CAB-Comm) was established in 2010 to conduct research to enable commercial viability of alternative liquid fuels produced from algal biomass. The main objective of CAB-Comm was to dramatically improve the viability of algae as a source of liquid fuels to meet US energy needs, by addressing several significant barriers to economic viability. To achieve this goal, CAB-Comm took a diverse set of approaches on three key aspects of the algal biofuels value chain: crop protection; nutrient utilization and recycling; and the development of genetic tools. These projects have been undertaken as collaboration between six academic institutions and two industrial partners: University of California, San Diego; Scripps Institution of Oceanography; University of Nebraska, Lincoln; Rutgers University; University of California, Davis; Johns Hopkins University; Sapphire Energy; and Life Technologies.
