  1. TX-100 manufacturing final project report.

    This report details the work completed under the TX-100 blade manufacturing portion of the Carbon-Hybrid Blade Developments: Standard and Twist-Coupled Prototype project. The TX-100 blade is a 9 meter prototype blade designed with bend-twist coupling to augment the mitigation of peak loads during normal turbine operation. This structural coupling was achieved by locating off axis carbon fiber in the outboard portion of the blade skins. The report will present the tooling selection, blade production, blade instrumentation, blade shipping and adapter plate design and fabrication. The baseline blade used for this project was the ERS-100 (Revision D) wind turbine blade. The molds used for the production of the TX-100 were originally built for the production of the CX-100 blade. The same high pressure and low pressure skin molds were used to manufacture the TX-100 skins. In order to compensate for the difference in skin thickness between the CX-100 and the TX-100, however, a new TX-100 shear web plug and mold were required. Both the blade assembly fixture and the root stud insertion fixture used for the CX-100 blades could be utilized for the TX-100 blades. A production run of seven TX-100 prototype blades was undertaken at TPI Composites during the month of October, 2004. Of those seven blades, four were instrumented with strain gauges before final assembly. After production at the TPI Composites facility in Rhode Island, the blades were shipped to various test sites: two blades to the National Wind Technology Center at the National Renewable Energy Laboratory in Boulder, Colorado, two blades to Sandia National Laboratory in Albuquerque, New Mexico and three blades to the United States Department of Agriculture turbine field test facility in Bushland, Texas. An adapter plate was designed to allow the TX-100 blades to be installed on existing Micon 65/13M turbines at the USDA site.     The State Energy Conservation Office has executed its first Fuel Cell Project which was awarded under a Department of Energy competitive grant process. The Texas LPG Fuel Processor Development and Fuel Cell Demonstration Program is a broad-based public/private partnership led by the Texas State Energy Conservation Office (SECO). Partners include the Alternative Fuels Research and Education Division (AFRED) of the Railroad Commission of Texas; Plug Power, Inc., Latham, NY, UOP/HyRadix, Des Plaines, IL; Southwest Research Institute (SwRI), San Antonio, TX; the Texas Natural Resource Conservation Commission (TNRCC), and the Texas Department of Transportation (TxDOT). The team proposes to mount a development and demonstration program to field-test and evaluate markets for HyRadix's LPG fuel processor system integrated into Plug Power's residential-scale GenSys(TM) 5C (5 kW) PEM fuel cell system in a variety of building types and conditions of service. The program's primary goal is to develop, test, and install a prototype propane-fueled residential fuel cell power system supplied by Plug Power and HyRadix in Texas. The propane industry is currently funding development of an optimized propane fuel processor by project partner UOP/HyRadix through its national checkoff program, the Propane Education and Research Council (PERC). Following integration and independent verification of performance by Southwest Research Institute, Plug Power and HyRadix will produce a production-ready prototype unit for use in a field demonstration. The demonstration unit produced during this task will be delivered and installed at the Texas Department of Transportation's TransGuide headquarters in San Antonio, Texas. Simultaneously, the team will undertake a market study aimed at identifying and quantifying early-entry customers, technical and regulatory requirements, and other challenges and opportunities that need to be addressed in planning commercialization of the units.     Gasification can be an attractive option for converting a variety of petroleum feedstocks to chemicals. Natural gas is commonly sued to produce acetic acid, isocyanates, plastics, and fibers. But low-cost, bottom-of-the-barrel feeds, such as vacuum resid, petroleum coke, and asphaltenes, also can be used. In any case, gasification products include synthesis gas, carbon monoxide, hydrogen, steam, carbon dioxide, and power. The more a gasification facility is integrated with utilities and other non-core operations of a production complex, the more economical the products are for all consumers. The paper discusses gasification of natural gas, light hydrocarbons (ethane, propanes, and butanes), and heavy hydrocarbons (distillates, heavy residues, asphalts, coals, petroleum coke). The paper then describes a Texas City Gasification Project, which gasifies methane to produce carbon monoxide, hydrogen, and alcohol. The plant is integrated with a cogeneration plant. Economics are discussed.

    Faculty and staff at the University of Texas at Austin collected solar resource measurements at their campus using equipment on loan from the National Renewable Energy Laboratory. The equipment was used to train students on the operation and maintenance of solar radiometers and was returned to NREL's Solar Radiation Research Laboratory upon completion of the CRADA. The resulting data augment the solar resource climatology information required for solar resource characterizations in the U.S. The cooperative agreement was also consistent with NREL's goal of developing an educated workforce to advance renewable energy technologies.

The tests were performed to determine if gaps had developed in the Boraflex neutron poison material and to determine size and location of any gaps identified. The testing was performed by HOLTEC International using a specially designed logging tool containing a {sup 252}Cf neutron source and four boron trifluoride (BF{sub 3}) thermal neutron detectors.

    In a study sponsored by the US Nuclear Regulatory Commission (NRC), Pacific Northwest Laboratory has developed and applied a methodology for deriving plant-specific risk-based inspection guidance for the auxiliary feedwater (AFW) system at pressurized water reactors that have not undergone probabilistic risk assessment (PRA). This methodology uses existing PRA results and plant operating experience information. Existing PRA-based inspection guidance information recently developed for the NRC for various plants was used to identify generic component failure modes. This information was then combined with plant-specific and industry-wide component information and failure data to identify failure modes and failure mechanisms for the AFW system at the selected plants. South Texas Project was selected as a plant for study. The product of this effort is a prioritized listing of AFW failures which have occurred at the plant and at other PWRs. This listing is intended for use by the NRC inspectors in preparation of inspection plans addressing AFW risk important components at the South Texas Project plant.

The project, funded by Sandia National Laboratories, involves prototype blades in both conventional (unidirectional spar fibers running along the blade span) and ''adaptive'' (carbon fibers in off-axis orientation to achieve bend-twist-coupling) configurations. After manufacture, laboratory testing is being conducted to determine the static and fatigue strength of the prototypes, in conjunction with field testing to evaluate the performance under operational conditions.

The TCEP will utilize coal gasification technology to convert Powder River Basin subbituminous coal delivered by rail from Wyoming into a synthetic gas (syngas) which will be cleaned and further treated so that at least 90 percent of the overall carbon entering the facility will be captured. The clean syngas will then be divided into two high-hydrogen (H2) concentration streams, one of which will be combusted as a fuel in a combined cycle power block for power generation and the other converted into urea fertilizer for commercial sale. The captured CO2 will be divided into two streams: one will be used in producing the urea fertilizer and the other will be compressed for transport by pipeline for offsite use in EOR and permanent underground sequestration. The TCEP was selected by the U.S. Department of Energy (DOE) Office of Fossil Energy (FE) for cost-shared co-funded financial assistance under Round 3 of its Clean Coal Power Initiative (CCPI).     The City of Houston is committed to achieving a sustainable solar infrastructure. In 2008, Houston was named a United States Department of Energy (DOE) Solar America City. As a Solar America City, Houston teamed with the Houston Advanced Research Center (HARC), Sandia National Laboratory (Sandia), industry, and academia, to implement the Solar Houston Initiative and prepare the Solar Houston Plan. The Solar Houston initiative was focused on identifying and overcoming barriers associated with establishing a solar infrastructure that is incorporated into the City of Houston’s overall energy plan. A broad group of Houston area stakeholders, facilitated by HARC, came together to develop a comprehensive solar plan that went beyond technology to address barriers and establish demonstrations, public outreach, education programs and other activities. The plan included proposed scopes of work in four program areas: policies, solar integration, public outreach, and education. Through the support of the DOE SunShot Rooftop Solar Challenge (RSC) grant to the Texas Collaboration (San Antonio, Austin, and Hosuton), Houston has been able to implement several of the recommendations of the Solar Houston Plan.     This report provides the results of the South Texas Project Allegations Review Team of the US Nuclear Regulatory Commission. This team was formed to obtain and review allegations from individuals represented by three attorneys who had contacted Congressional staff members. The allegers were employed in various capacities at South Texas Project Electric Generating Station, licensed by Houston Lighting and Power Company, et al.; therefore, the allegations are confined to this site. The South Texas Project Allegations Review Team reviewed, referred, and dispositioned concerns related to discriminatory issues (harassment and intimidation), falsification of records and omission of information, and various technical issues. The team was able to substantiate certain technical issues of minor safety significance or regulatory concern at the South Texas Project facility, but it did not find widespread discriminatory practices such as harassment and intimidation.

    The coring, logging and testing of Bennett Ranch Unit well No. 310 was a cooperative effort between Texas Pacific, owner of the well, and Gruy Federal, Inc. The requirements of the contract, which are summarized in Enclosure 1, Appendix A, include drilling and coring activities. The pressure-coring and associated logging and testing programs in selected wells are intended to provide data on in-situ oil saturation, porosity and permeability distribution, and other data needed for resource characterization of fields and reservoirs in which CO/sub 2/ injection might have a high probability of success. This report presents detailed information on the first such project. This project demonstrates the usefulness of integrating pressure core, log and production data to realistically evaluate a reservoir for carbon dioxide flood. The engineering of tests and analysis of such experimental data requires original thinking, but the reliability of the results is higher than data derived from conventional tests.

    Alternative fuels may be an effective means for decreasing America's dependence on imported oil; creating new jobs; and reducing emissions of greenhouse gases, exhaust toxics, and ozone-forming hydrocarbons. However, data regarding in-use fuel economy and maintenance characteristics of alternative fuel vehicles (AFVs) have been limited in availability. This study was undertaken to compare the operating and maintenance characteristics of bi-fuel vehicles (which use liquefied petroleum gas, or propane, as the primary fuel) to those of nominally identical gasoline vehicles. In Texas, liquefied petroleum gas is one of the most widely used alternative fuels. The largest fleet in Texas, operated by the Texas Department of Transportation (TxDOT), has hundred of bi-fuel (LPG and gasoline) vehicles operating in normal daily service. The project was conducted over a 2-year period, including 18 months (April 1997-September 1998) of data collection on operations, maintenance, and fuel consumption of the vehicles under study. This report summarizes the project and its results.

    In support of the DOE Low Wind Speed Turbine (LWST) program two of the three Micon 65/13M wind turbines at the USDA Agricultural Research Service (ARS) center in Bushland, Texas will be used to test two sets of experimental blades, the CX-100 and TX-100. The blade aerodynamic and structural characterization, meteorological inflow and wind turbine structural response will be monitored with an array of 75 instruments: 33 to characterize the blades, 15 to characterize the inflow, and 27 to characterize the time-varying state of the turbine. For both tests, data will be sampled at a rate of 30 Hz using the ATLAS II (Accurate GPS Time-Linked Data Acquisition System) data acquisition system. The system features a time-synchronized continuous data stream and telemetered data from the turbine rotor. This paper documents the instruments and infrastructure that have been developed to monitor these blades, turbines and inflow.

    This report describes the results of the final implementation and testing of a hybrid micro-grid system designed for off-grid applications in underserved Colonias along the Texas/Mexico border. The project is a federally funded follow-on to a project funded by the Texas State Energy Conservation Office in 2007 that developed and demonstrated initial prototype hybrid generation systems consisting of a proprietary energy storage technology, high efficiency charging and inverting systems, photovoltaic cells, a wind turbine, and bio-diesel generators. This combination of technologies provided continuous power to dwellings that are not grid connected, with a significant savings in fuel by allowing power generation at highly efficient operating conditions. The objective of this project was to complete development of the prototype systems and to finalize and engineering design; to install and operate the systems in the intended environment, and to evaluate the technical and economic effectiveness of the systems. The objectives of this project were met. This report documents the final design that was achieved and includes the engineering design documents for the system. The system operated as designed, with the system availability limited by maintenance requirements of the diesel gensets. Overall, the system achieved a 96% availability over the operation of the three deployed systems. Capital costs of the systems were dependent upon both the size of the generation system and the scope of the distribution grid, but, in this instance, the systems averaged $0.72/kWh delivered. This cost would decrease significantly as utilization of the system increased. The system with the highest utilization achieved a capitol cost amortized value of $0.34/kWh produced. The average amortized fuel and maintenance cost was $0.48/kWh which was dependent upon the amount of maintenance required by the diesel generator.     The State of Texas requires state agencies to purchase alternative fuel vehicles (AFVs). In 1996, Texas Department of Transportation (TxDOT) representatives added about 400 bi-fuel liquefied petroleum gas (LPG) pickup trucks to their fleet. The fleet managers were willing to share information about their fleets and the operation of these vehicles, so a study was launched to collect operations, maintenance, and cost data for selected LPG and gasoline vehicles (as controls) throughout 18 months of vehicle operation. This case study presents the results of that data collection and its subsequent analysis.

    The Big Hill SPR facility located in Jefferson County, Texas has been a permitted operating crude oil storage site since 1986 with benign environmental impacts. However, Congress has not authorized crude oil purchases for the SPR since 1990, and six storage caverns at Big Hill are underutilized with 70 million barrels of available storage capacity. On February 17, 1999, the Secretary of Energy offered the 70 million barrels of available storage at Big Hill for commercial use. Interested commercial users would enter into storage contracts with DOE, and DOE would receive crude oil in lieu of dollars as rental fees. The site could potentially began to receive commercial oil in May 1999. This Environmental Assessment identified environmental changes that potentially would affect water usage, power usage, and air emissions. However, as the assessment indicates, changes would not occur to a major degree affecting the environment and no long-term short-term, cumulative or irreversible impacts have been identified.

Based on an analysis of 30-year life-cycle costs, development of a propane vehicle program for the Texas Department of Transportation (TxDOT) would cost about $24.3 million (in 1991 dollars). These costs include savings from lower-priced LPG and differentials between propane and gasoline/diesel in infrastructure costs for a fueling station, vehicle costs, and operating costs. The 30-year life-cycle costs translate into an average annual vehicle cost increase of $308, or about 2.5 cents more per vehicle mile of travel. Sensitivity analyses are performed on the discount rate, price of propane, maintenance savings, vehicle utilization, diesel vehicles, extended vehicle life, original equipment manufacturer (OEM) vehicles, and operating and infrastructure costs. The best results are obtained when not converting diesel vehicles, converting only large fleets, and extending the period the vehicle is kept in service. Combining these factors yields results that are most cost-effective for TxDOT. This is volume one of two volumes.

    This Environmental Assessment (EA) addresses the U.S. Department of Energy (DOE) proposed action regarding an upgrade of the Pantex Plant Wastewater Treatment Facility (WWTF). Potential environmental consequences associated with the proposed action and alternative actions are provided. DOE proposes to design, build, and operate a new WWTF, consistent with the requirements of Title 30 of the Texas Administrative Code (TAC), Chapter 317, ''Design Criteria for Sewage Systems,'' capable of supporting current and future wastewater treatment requirements of the Plant. Wastewater treatment at Pantex must provide sufficient operational flexibility to meet Pantex Plant's anticipated future needs, including potential Plant mission changes, alternative effluent uses, and wastewater discharge permit requirements. Treated wastewater effluent and non-regulated water maybe used for irrigation on DOE-owned agricultural land. Five factors support the need for DOE action: (1) The current WWTF operation has the potential for inconsistent permit compliance. (2) The existing WWTF lies completely within the 100-year floodplain. (3) The Pantex Plant mission has the potential to change, requiring infrastructure changes to the facility. (4) The life expectancy of the existing facility would be nearing its end by the time a new facility is constructed. (5) The treated wastewater effluent and non-regulated water would have a beneficial agricultural use through irrigation. Evaluation during the internal scoping led to the conclusion that the following factors are present and of concern at the proposed action site on Pantex Plant: (1) Periodic wastewater effluent permit exceedances; (2) Wetlands protection and floodplain management; (3) Capability of the existing facility to meet anticipated future needs of Pantex (4) Existing facility design life; and (5) Use of treated wastewater effluent and non-regulated water for irrigation. Evaluation during the internal scoping led to the conclusion

    The Texas Hydrogen Education project builds on past interest in hydrogen and fuel cells to help create better informed leaders and stakeholders and thereby improve decision making and planning for inclusion of hydrogen and fuel cell technologies as energy alternatives in Texas. In past years in Texas, there was considerable interest and activities about hydrogen and fuel cells (2000-­‐2004). During that time, the Houston Advanced Research Center (HARC) created a fuel cell consortium and a fuel cell testing lab. Prior to 2008, interest and activities had declined substantially. In 2008, in cooperation with the Texas H2 Coalition and the State Energy Conservation Office, HARC conducted a planning process to create the Texas Hydrogen Roadmap. It was apparent from analysis conducted during the course of this process that while Texas has hydrogen and fuel cell advantages, there was little program and project activity as compared with other key states. Outreach and education through the provision of informational materials and organizing meetings was seen as an effective way of reaching decision makers in Texas. Previous hydrogen projects in Texas had identified the five major urban regions for program and project development. This geographic targeting approach was adopted for this project. The project successfully conducted the five proposed workshops in four of the target metropolitan areas: San Antonio, Houston, Austin, and the Dallas-­‐Ft. Worth area. In addition, eight outreach events were included to further inform state and local government leaders on the basics of hydrogen and fuel cell technologies. The project achieved its primary objectives of developing communication with target audiences and assembling credible and consistent outreach and education materials. The major lessons learned include: (1) DOE’s Clean Cities programs are a key conduit to target transportation audiences, (2) real-­‐world fuel cell applications (fuel cell buses, fuel cell

    The Light Initiated High Explosive (LIHE) Facility uses a robotic arm to spray explosive material onto test items for impulse tests. In 2007, the decision was made to replace the existing PUMA 760 robot with the Staubli TX-90XL. A qualification plan was developed and implemented to verify the safe operating conditions and failure modes of the new system. The robot satisfied the safety requirements established in the qualification plan. A performance issue described in this report remains unresolved at the time of this publication. The final readiness review concluded the qualification of this robot at the LIHE facility.

    Data for Texas abandoned oil fields were primarily derived from two sources: (1) Texas Railroad Commission (TRRC), and (2) Dwight's ENERGYDATA. For purposes of this report, abandoned oil fields are defined as those fields that had no production during 1977. The TRRC OILMASTER computer tapes were used to identify these abandoned oil fields. The tapes also provided data on formation depth, gravity of oil production, location (both district and county), discovery date, and the cumulative production of the field since its discovery. In all, the computer tapes identified 9211 abandoned fields, most of which had less than 250,000 barrel cumulative production. This report focuses on the 676 abandoned onshore Texas oil fields that had cumulative production of over 250,000 barrels. The Dwight's ENERGYDATA computer tapes provided production histories for approximately two-thirds of the larger fields abandoned in 1966 and thereafter. Fields which ceased production prior to 1966 will show no production history nor abandonment date in this report. The Department of Energy hopes the general availability of these data will catalyze the private sector recovery of this unproduced resource.

    Plans to explore the ruin of a Maya Pyramid in Belize using cosmic ray muon tomography will be described. Muon tomography was pioneered by Luis Alvarez in the 1960's to explore the Second Pyramid of Chephren in Egypt. Improvements in detector technology since the Alvarez experiment suggest that muon tomography may be a practical method for exploring and monitoring relatively large underground volumes when exposure times of order months are acceptable. A prototype detector based on Fermilab/MINOS scintillator strip/WLS fiber technology has been built and is being tested at UT Austin. Initial results using the detector will be discussed.

    A program of measurements and calculations to develop a method of measuring the fissionable material content of the large waste storage tanks at the Hanford, Washington, site is described in this report. These tanks contain radioactive waste from the processing of irradiated fuel elements from the plutonium-producing nuclear reactors at the Hanford site. Time correlation and noise analysis techniques, similar to those developed for and used in the Nuclear Weapons Identification System at the Y-12 Plant in Oak Ridge, Tennessee, will be used at the Hanford site. Both ``passive`` techniques to detect the neutrons emitted spontaneously from the waste in the tank and ``active`` techniques using AmBe and {sup 252}Cf neutron sources to induce fissions will be used. This work is divided into three major tasks: (1) development of high-sensitivity neutron detectors that can selectively count only neutrons in the high {gamma} radiation fields in the tanks, (2) Monte Carlo neutron transport calculations using both the KENO and MCNP codes to plan and analyze the measurements, and (3) the measurement of time-correlated neutrons by time and frequency analysis to distinguish spontaneous fission from sources inside the tanks. This report describes the development of the detector and its testing in radiation fields at the Radiation Calibration Facility at Oak Ridge National Laboratory and in tank TX-118 at the 200 W area at Westinghouse Hanford Company.

    WMA TX-TY contains underground, single-shell tanks that were used to store liquid waste that contained chemicals and radionuclides. Most of the liquid has been removed, and the remaining waste is regulated under the RCRA as modified in 40 CFR Part 265, Subpart F and Washington States Hazardous Waste Management Act . WMA TX-TY was placed in assessment monitoring in 1993 because of elevated specific conductance. A groundwater quality assessment plan was written in 1993 describing the monitoring activities to be used in deciding whether WMA TX-TY had affected groundwater. That plan was updated in 2001 for continued RCRA groundwater quality assessment as required by 40 CFR 265.93 (d)(7).     This report presents the results of Pacific Northwest National Laboratory's (PNNL) follow-on renewable energy (RE) assessment of Fort Hood. Fort Hood receives many solicitations from renewable energy vendors who are interested in doing projects on site. Based on specific requests from Fort Hood staff so they can better understand these proposals, and the results of PNNL's 2008 RE assessment of Fort Hood, the following resources were examined in this assessment: (1) Municipal solid waste (MSW) for waste-to-energy (WTE); (2) Wind; (3) Landfill gas; (4) Solar photovoltaics (PV); and (5) Shale gas. This report also examines the regulatory issues, development options, and environmental impacts for the promising RE resources, and includes a review of the RE market in Texas.

    Each year in Texas more than 1,500 acres of prime real estate and productive wetlands are destroyed along the Gulf shoreline and near the bay margins primarily as a result of coastal erosion and submergence. Wetland losses constitute about half of the total land losses. Historical analyses of maps and aerial photographs since the mid-1800s indicate that land losses are accelerating and that human activities are either directly or indirectly responsible for the increased losses, Natural decreases in sediment supply since the modern sea-level stillstand have been exacerbated by (1) river basin projects that reduce the volume of sediment transported to the coast and (2) coastal structures and navigation projects that prevent redistribution of littoral sediments along the coast. Erosion is primarily caused by high wave and current energy combined with an inadequate supply of sediment. Erosion is responsible for higher local rates of land loss than submergence, and the erosion losses are more perceptible, especially after major storms when the greatest losses occur. The principal components of submergence are subsidence and the eustatic rise in sea level. Together these components are recorded by tide gauges as a relative rise in sea level. Submergence converts uplands to wetlands and wetlands to open water. These surficial changes occur mostly on the coastal plain but are also observed on barrier islands and bayhead deltas and within entrenched valleys. Although compactional subsidence is a natural process operating in the Gulf Coast basin, most of the accelerated land-surface subsidence in Texas is attributed to extraction of shallow ground water or production of hydrocarbons at moderate depths. Faults activated by the withdrawal of these fluids concentrate the subsidence near the fault planes. Coastal land losses caused by dredging are less than those caused by erosion and submergence, but they constitute a growing percentage of total land losses.

    This addendum to the TX Tank Farm Report (GJO-97-13-TAR, GJO-HAN-11) published in September 1997 incorporates the results of high-rate and repeat logging activities along with shape factor analysis of the logging data. A high-rate logging system was developed and deployed in the TX Tank Farm to measure cesium-137 concentration levels in high gamma flux zones where the spectral gamma logging system was unable to collect usable data because of high dead times and detector saturation. This report presents additional data and revised visualizations of subsurface contaminant distribution in the TX Tank Farm at the DOE Hanford Site in the state of Washington.

    The Department of Energy's Office of Electricity has initiated a $60M program to assist the electric industry in interconnection-level analysis and planning. The objective of this effort is to facilitate the development or strengthening of capabilities in each of the three interconnections serving the lower 48 states of the United States, to prepare analyses of transmission requirements under a broad range of alternative futures and develop long-term interconnection-wide transmission expansion plans. The interconnections are the Western Interconnection, the Eastern Interconnection, and the Texas Interconnection. One element of this program address the support and development of an integrated energy-water Decision Support System (DSS) that will enable planners in the Western and Texas Interconnections to analyze the potential implications of water stress for transmission and resource planning (the Eastern Interconnection is not participating in this element). Specific objectives include: (1) Develop an integrated Energy-Water Decision Support System (DSS) that will enable planners in the Western and Texas Interconnections to analyze the potential implications of water stress for transmission and resource planning. (2) Pursue the formulation and development of the Energy-Water DSS through a strongly collaborative process between members of this proposal team and the Western Electricity Coordinating Council (WECC), Western Governors Association (WGA), the Electric Reliability Council of Texas (ERCOT) and their associated stakeholder teams.     Amount 61% of the water used by Texans is ground-water. Some areas, both municipal and rural, depend entirely on ground-water. In many areas long term withdrawal is lowering the water levels, causing surface land subsidence, salt-water encroachment, and reducing future reservoir availability. The increasing probability of seepage from radioactive and toxic wastes, herbicide residues, septic systems, and oilfield brines is threatening dangerous contamination of fresh ground-water reservoirs. The Texas Department of Water Resources, the Texas Department of Health, State and private colleges and universities, the US Geological Survey, the Environmental Protection Agency, various underground water districts, among others, are cooperating with concerned hydrologists in a concentrated program to increase the efficiency of ground-water use and development, preserve the aquifer reservoirs, and decrease the pollution potential. 88 references.

    Central Power and Light Company (CPL) intends to upgrade its existing transmission line ties with the Commision Federal de Electricidad (CFE) system in Mexico. CPL currently has a single 69-kilovolt (kV) transmission line in the Brownsville area which connects CPL`s system with the system of CFE. This existing line runs between the Brownsville Switching Station, located on Laredo Road in Brownsville, Cameron County, Texas, and an existing CFE 69-kV line at the Rusteberg Bend of the Rio Grande in Cameron County. Under current conditions of need, the existing 69-kV line does not possess sufficient capability to engage in appropriate power exchanges. Therefore, CPL is proposing to build a new line to link up with CFE. This proposed line would be a double-circuit line, which would (1) continue (on a slightly relocated route) the existing 69-kV tie from CPL`s Brownsville Switching Station to CFE`s facilities, and (2) add a 138-kV tie from the Military Highway Substation, located on Military Highway (US Highway 281), to CFE`s facilities. The proposed 138/69-kV line, which will be constructed and operated by CPL, will be built primarily on steel single-pole structures within an average 60-foot (ft) wide right-of-way (ROW). It will be approximately 6900--9200 ft (1.3--1.7 miles) in length, depending on the alternative route constructed.

    This report was revised in September 2008 to remove acid-extractable sodium data from Tables 4.8, 4.28,4.43, and 4.59. The sodium data was removed due to potential contamination introduced during the acid extraction process. The rest of the text remains unchanged from the original report issued in April 2004. The overall goal of the Tank Farm Vadose Zone Project, led by CH2M HILL Hanford Group, Inc., is to define risks from past and future single-shell tank farm activities at Hanford. To meet this goal, CH2M HILL Hanford Group, Inc. tasked scientists from Pacific Northwest National Laboratory to perform detailed analyses on vadose zone sediments from within Waste Management Area (WMA) T-TX-TY. This report is the first of two reports written to present the results of these analyses. Specifically, this report contains all the geologic, geochemical, and selected physical characterization data collected on vadose zone sediment recovered from boreholes C3830, C3831, and C3832 in the TX Tank Farm, and from borehole 299-W-10-27 installed northeast of the TY Tank Farm.
