    Accommodating both a 126 GeV mass and standard model (SM)-like couplings for the Higgs has a fine-tuning price in supersymmetric models. Examples are the minimal supersymmetric standard model, in which SM-like couplings are natural, but raising the Higgs mass to 126 GeV requires a considerable tuning, and the nonminimal supersymmetric standard model, in which the situation is reversed: the Higgs is naturally heavier, but being SM-like requires some tuning. Finally, we show that models with nondecoupling D terms alleviate this tension—a 126 GeV SM-like Higgs comes out basically with no fine-tuning cost. In addition, the analysis of the fine-tuning of the extended gaugemore » sector shows that naturalness requires the heavy gauge bosons to likely be within the reach of LHC run II.« less

    This report describes the Yakima Fisheries Project facilities (Cle Elum Hatchery and acclimation satellites) which provide the mechanism to conduct state-of-the-art research for addressing questions about spring chinook supplementation strategies. The definition, descriptions, and specifications for the Yakima spring chinook supplementation program permit evaluation of alternative fish culture techniques that should yield improved methods and procedures to produce wild-like fish with higher survival that can be used to rebuild depleted spring chinook stocks of the Columbia River Basin. The definition and description of three experimental treatments, Optimal Conventional (OCT), Semi-Natural (SNT), Limited Semi-Natural (LSNT), and the biological specifications for facilities have been completed for the upper Yakima spring chinook salmon stock of the Yakima Fisheries Project. The task was performed by the Biological Specifications Work Group (BSWG) represented by Yakama Indian Nation, Washington Department of Fish and Wildlife, National Marine Fisheries Service, and Bonneville Power Administration. The control and experimental variables of the experimental treatments (OCT, SNT, and LSNT) are described in sufficient detail to assure that the fish culture facilities will be designed and operated as a production scale laboratory to produce and test supplemented upper Yakima spring chinook salmon. Product specifications of the treatment groups are proposed to serve as the generic templates for developing greater specificity for measurements of product attributes. These product specifications will be used to monitor and evaluate treatment effects, with respect to the biological response variables (post release survival, long-term fitness, reproductive success and ecological interactions).

  1. A Long Term Field Emissions Study of Natural Gas Fueled Refuse Haulers in New York City

    New York City Department of Sanitation has operated natural gas fueled refuse haulers in a pilot study: a major goal of this study was to compare the emissions from these natural gas vehicles with their diesel counterparts. The vehicles were tandem axle trucks with GVW (gross vehicle weight) rating of 69,897 pounds. The primary use of these was for street collection and transporting the refuse to a landfill. West Virginia University Transportable Heavy Duty Emissions Testing Laboratories have been engaged in monitoring the tailpipe emissions from these trucks for seven-years. In the later years of testing the hydrocarbons were speciated for non-methane and methane components. Six of these vehicles employed the older technology (mechanical mixer) Cummins L-10 lean burn natural gas engines. Five trucks were equipped with electronically controlled Detroit Diesel Series 50 lean burn engines, while another five were powered by Caterpillar stoichiometric burn 3306 natural gas engines, The Ca terpillar engines employed an exhaust oxygen sensor feedback and three way catalysts. Since the refuse haulers had automatic Allison transmissions, and since they were employed in stop-and-go city service, initial emissions measurements were made using the Central Business Cycle (SAE Jl376) for buses at 42,000 pound test weight. Some additional measurements were made using an ad hoc cycle that has been designed to be more representative of the real refuse hauler use that included several compaction cycles. The Cummins powered natural gas vehicles showed oxides of nitrogen and carbon monoxide emission variations typically associated with variable fuel mixer performance. In the first Year of testing, the stoichiometric Caterpillar engines yielded low emission levels, but in later years two of these refuse haulers had high carbon monoxide attributed to failure of the feedback system.     Natural accumulations of CO{sub 2} occur in the Duperow and other Devonian strata on the western flank of the Williston Basin in lithologies very similar to those into which anthropogenic CO{sub 2} is being injected as part of an EOR program in the Weyburn-Midale pool. Previous workers have established the stratgraphic and petrographic similarities between the Duperow and Midale beds (Lake and Whittaker, 2004 and 2006). As the CO{sub 2} accumulations in the Devonian strata may be as old as 50 Ma, this similarity provides confidence in the efficacy of long-term geologic sequestration of CO{sub 2} in the Midale-Weyburn pool. Here we attempt to extend this comparison with whole rock and mineral chemistry using the same sample suite used by Lake and Whittaker. We provide XRD, XRF, and electron microprobe analysis of major constituent minerals along with extensive backscattered electron and x-ray imaging to identify trace phases and silicate minerals. LPNORM analysis is used to quantify modal concentrations of minerals species. Samples from depth intervals where CO{sub 2} has been observed are compared to those where CO{sub 2} was absent, with no systematic differences in mineral composition observed. Gas accumulation can be correlated with sample porosity. In particular gas-bearing samples from the Eastend region are more porous than the overlying gas-free samples. Silicate minerals are rare in the Duperow carbonates, never exceeding 3 wt%. As such, mineral trapping is precluded in these lithologies. The geochemical data presented here will be used for comparison with a similar geochemical-mineralogical study of the Midale (Durocher et al., 2003) in a subsequent report.

    The subject of this paper is the definition of species based on the assumption that genome is the fundamental level for the origin and maintenance of biological diversity. For this view to be logically consistent it is necessary to assume the existence and operation of the new law which we call genome law. For this reason the genome law is included in the explanation of species phenomenon presented here even if its precise formulation and elaboration are left for the future. The intellectual underpinnings of this definition can be traced to Goldschmidt. We wish to explore some philosophical aspects of the definition of species in terms of the genome. The point of proposing the definition on these grounds is that any real advance in evolutionary theory has to be correct in both its philosophy and its science.

    This document provides definitions and metrics of building geometry for use in building energy evaluation. Building geometry is an important input in the analysis process, yet there are no agreed-upon standard definitions of these terms for use in energy analysis. The metrics can be used for characterizing building geometry, for calculating energy performance metrics, and for conducting energy simulations.

    Public constituencies frequently are criticized by technical experts as being irrational in response to low-probability risks. This presentation argued that most people are concerned with a variety of risk attributes other than probability and that is rather irrational to exclude these from the definition and analysis of technological risk. Risk communication, which is at the heart of the right-to-know concept, is described as the creation of shared meaning rather than the mere transmission of information. A case study of utilities, public utility commissions, and public interest groups illustrates how the diversity of institutional cultures in modern society leads to problems for the creation of shared meanings in establishing trust, distributing liability, and obtaining consent to risk. This holistic approach to risk analysis is most appropriate under conditions of high uncertainty and/or decision stakes. 1 fig., 5 tabs.

    Potential economic distortions are associated with rigid pricing and output contingency clauses in long term natural gas contracts. High take-or-pay provisions may give rise to sub-optimal production and consumption patterns and result in misallocation of resources. The inefficiency of existing inflexible take-or-pay contracts and the liabilities they have engendered have been recognized by FERC as a major impediment to competition. Assuming that market pressure will induce producers and pipelines to renegotiate their take-or-pay contracts, FERC relied on its certification authority and enforcement power to promote competition through the establishment of an open access transportation system. But because FERC's market approach to take-or-pay problems does not comport with its duty to protect consumers and pipelines, the Commission resorted to the prudence review process to achieve its dual goal of resolving take-or-pay problems and unbundling gas services. FERC's use of the prudence review process in a dispositive manner as well as an incentive to induce compliance with the new rules aimed at furthering competition raises many legal and policy questions. It lacks clearly established definitional, procedural, and substantive rules regarding the applicability of the prudence test to the pipelines' purchasing practices. Also lacking is a definition of the relationship between prudence, and price and output stipulations in non-jurisdictional producer-pipeline contracts. Consequently, the uncertainties concerning the application of prudence to the purchasing practices of the pipelines may be a significant factor in delaying commitments to the development of reserves for future natural gas supply. Furthermore, the current prudence practice may carry the risk of backdoor regulation of natural gas production.

By extension, this property is attributed to the common features of DNA in the chromosomes of members of a given species and is called (species) genome. The definition of species based on chromosomes, genes, or genome common to its member organisms has been implied or mentioned in passing numerous times. Some population biologists think that members of species have similar ``homeostatic genotypes,`` which are to a degree resistant to mutation or environmental change in the production of a basic phenotype.

    To quantify metal natural attenuation processes in terms of environmental availability, sequential extraction experiments were carried out on subsurface soil samples impacted by a low pH, high sulfate, metals (Be, Ni, U, As) plume associated with the long-term operation of a coal plant at the Savannah River Site in South Carolina. Despite significant heterogeneity resulting both from natural and anthropogenic factors, sequential extraction results demonstrate that pH is a controlling factor in the prediction of the distribution of metal contaminants within the solid phases in soils at the site as well as the contaminant partitioning between the soil and the soil solution. Results for beryllium, the most mobile metal evaluated, exhibit increasing attenuation along the plume flow path which corresponds to an increasing plume pH. These laboratory- and field-scale studies provide mechanistic information regarding partitioning of metals to soils at the site (one of the major attenuation mechanisms for the metals at the field site). Subsequently, these data have been used in the definition of the contaminant source terms and contaminant transport factors in risk modeling for the site.

    In contrast to the monitoring and prevention of occupational radiation risk caused by enhanced natural radioactivity, relatively little attention has been paid to the environmental impact associated with residues containing enhanced activity concentration of naturally occurring radionuclides. Such materials are often deposited directly into the environment, a practice which is strictly forbidden in the management of other types of radioactive waste. In view of the new trends in radiation protection, the need to consider the occurrence of anthropogenically enhanced natural radioactivity as a particular unique case of environmental hazard is quite apparent. Residues containing high activity concentrations of some natural radionuclides differ from radioactive materials arising from the nuclear industry. In addition, the radiation risk is usually combined with the risk caused by other pollutants. As such and to date, there are no precise regulations regarding this matter and moreover, the non-nuclear industry is often not aware of potential environmental problems caused by natural radioactivity. This article discusses aspects of environmental radiation risks caused by anthropogenically enhanced natural radioactivity stored at unauthorised sites. Difficulties and inconclusiveness in the application of recommendations and models for radiation risk assessment are explored.     The results of the system definition studies conducted by NASA as a part of the Department of Energy/National Aeronautics and Space Administration SPS Concept Development and Evaluation Program are summarized. The purpose of the system definition efforts was to identify and define candidate SPS concepts and to evaluate the concepts in terms of technical and cost factors. Although the system definition efforts consisted primarily of evaluation and assessment of alternative technical approaches, a reference system was also defined to facilitate economic, environmental, and societal assessments by the Department of Energy. This reference system was designed to deliver 5 GW of electrical power to the utility grid. Topics covered include system definition; energy conversion and power management; power transmission and reception; structures, controls, and materials; construction and operations; and space transportation.

    The purpose of this report is to summarize the scientific work that was performed to evaluate and assess the occurrence and economic potential of natural resources within the geologic setting of the Yucca Mountain area. The extent of the regional areas of investigation for each commodity differs and those areas are described in more detail in the major subsections of this report. Natural resource assessments have focused on an area defined as the ''conceptual controlled area'' because of the requirements contained in the U.S. Nuclear Regulatory Commission Regulation, 10 CFR Part 60, to define long-term boundaries for potential radionuclide releases. New requirements (proposed 10 CFR Part 63 [Dyer 1999]) have obviated the need for defining such an area. However, for the purposes of this report, the area being discussed, in most cases, is the previously defined ''conceptual controlled area'', now renamed the ''natural resources site study area'' for this report (shown on Figure 1). Resource potential can be difficult to assess because it is dependent upon many factors, including economics (demand, supply, cost), the potential discovery of new uses for resources, or the potential discovery of synthetics to replace natural resource use. The evaluations summarized are based on present-day use and economic potential of the resources. The objective of this report is to summarize the existing reports and information for the Yucca Mountain area on: (1) Metallic mineral and mined energy resources (such as gold, silver, etc., including uranium); (2) Industrial rocks and minerals (such as sand, gravel, building stone, etc.); (3) Hydrocarbons (including oil, natural gas, tar sands, oil shales, and coal); and (4) Geothermal resources. Groundwater is present at the Yucca Mountain site at depths ranging from 500 to 750 m (about 1,600 to 2,500 ft) below the ground surface. Groundwater resources are not discussed in this report, but are planned to be included in the hydrology

    An optically active bio-material is created by blending natural silk fibers with photoisomerizable chromophore molecules—azobenzenebromide (AzBr). The material converts the energy of unpolarized light directly into mechanical work with a well-defined direction of action. The feasibility of the idea to produce optically driven microsized actuators on the basis of bio-material (silk) is proven. The switching behavior of the embedded AzBr molecules was studied in terms of UV/Vis spectroscopy. To test the opto-mechanical properties of the modified fibers and the structural changes they undergo upon optically induced switching, single fiber X-ray diffraction with a micron-sized synchrotron radiation beam was combined in situ with optical switching as well as with mechanical testing and monitoring. The crystalline regions of silk are not modified by the presence of the guest molecules, hence occupy only the amorphous part of the fibers. It is shown that chromophore molecules embedded into fibers can be reversibly switched between the trans and cis conformation by illumination with light of defined wavelengths. The host fibers respond to this switching with a variation of the internal stress. The amplitude of the mechanical response is independent of the applied external stress and its characteristic time is shorter than the relaxation time of the usual mechanical response of silk.

  2. Toward Understanding the Nature of Internal Rotation Barriers with a New Energy Partition Scheme: Ethane and n-Butane

    Based on an alternative energy partition scheme where density-based quantification of the steric effect was proposed [S.B. Liu, J. Chem. Phys. 126, 244103 (2007)], the origin of the internal rotation barrier between the eclipsed and staggered conformers of ethane and n-butane is systematically investigated in this work. The new definition is repulsive, exclusive, and extensive, and is intrinsically related to Baders atoms in molecules approach. Two kinds of differences, adiabatic (with optimal structure) and vertical (with fixed geometry), are considered in this work. We find that in the adiabatic case the eclipsed conformer possesses a larger steric repulsion than the staggered conformer for both molecules, but in the vertical cases the staggered conformer retains a larger steric repulsion. For ethane, a strong correlation between the total energy difference and the fermionic quantum energy difference is discovered. This linear relationship, however, does not hold for n-butane, whose behaviors in energy component differences are found to be more complicated. The impact of basis set and density functional choices on energy components from the new energy partition scheme has been investigated, as has its comparison with another definition of the steric effect in the literature in terms of the natural bond orbital analysis through the Pauli Exclusion Principle. Profiles of conceptual DFT reactivity indices as a function of dihedral angle changes have also been examined. Put together, these results suggest that the new energy partition scheme provides insights from a different perspective of internal rotation barriers.

    Natural radionuclides have been subject to trafficking worldwide, involving natural uranium ore (U 238), processed uranium (yellow cake), low enriched uranium (<20% U 235) or highly enriched uranium (>20% U 235), radium (Ra 226), polonium (Po 210), and natural thorium ore (Th 232). An important prerequisite to successful illicit trafficking activities is access to a suitable logistical infrastructure enabling an undercover shipment of radioactive materials and, in case of trafficking natural uranium or thorium ore, capable of transporting large volumes of material. Covert en route diversion of an authorised uranium transport, together with covert diversion of uranium concentrate from an operating or closed uranium mines or mills, are subject of case studies. Such cases, involving Israel, Iran, Pakistan and Libya, have been analyzed in terms of international actors involved and methods deployed. Using international incident data contained in the Database on Nuclear Smuggling, Theft and Orphan Radiation Sources (DSTO) and international experience gained from the fight against drug trafficking, a generic Trafficking Pathway Model (TPM) is developed for trafficking of natural radionuclides. The TPM covers the complete trafficking cycle, ranging from material diversion, covert material transport, material concealment, and all associated operational procedures. The model subdivides the trafficking cycle into five phases: (1) Material diversion by insider(s) or initiation by outsider(s); (2) Covert transport; (3) Material brokerage; (4) Material sale; (5) Material delivery. An Action Plan is recommended, addressing the strengthening of the national infrastructure for material protection and accounting, development of higher standards of good governance, and needs for improving the control system deployed by customs, border guards and security forces.

    This is the final report of a two-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). This project sought to develop a natural-gas-powered natural-gas liquefier that has absolutely no moving parts and requires no electrical power. It should have high efficiency, remarkable reliability, and low cost. The thermoacoustic natural-gas liquefier (TANGL) is based on our recent invention of the first no-moving-parts cryogenic refrigerator. In short, our invention uses acoustic phenomena to produce refrigeration from heat, with no moving parts. The required apparatus comprises nothing more than heat exchangers and pipes, made of common materials, without exacting tolerances. Its initial experimental success in a small size lead us to propose a more ambitious application: large-energy liquefaction of natural gas, using combustion of natural gas as the energy source. TANGL was designed to be maintenance-free, inexpensive, portable, and environmentally benign.

    The direct irradiance received on a plane normal to the sun, called direct normal irradiance (DNI), is of particular relevance to concentrated solar technologies, including concentrating solar thermal plants and concentrated photovoltaic systems. Following various standards from the International Organization for Standardization (ISO), the DNI definition is related to the irradiance from a small solid angle of the sky, centered on the position of the sun. Half-angle apertures of pyrheliometers measuring DNI have varied over time, up to ≈10°. The current recommendation of the World Meteorological Organization (WMO) for this half-angle is 2.5°. Solar concentrating collectors have an angular acceptance function that can be significantly narrower, especially for technologies with high concentration ratios. The disagreement between the various interpretations of DNI, from the theoretical definition used in atmospheric physics and radiative transfer modeling to practical definitions corresponding to specific measurements or conversion technologies is significant, especially in the presence of cirrus clouds or large concentration of aerosols. Under such sky conditions, the circumsolar radiation—i.e. the diffuse radiation coming from the vicinity of the sun—contributes significantly to the DNI ground measurement, although some concentrating collectors cannot utilize the bulk of it. These issues have been identified in the EU-funded projects MACC-II (Monitoring Atmospheric Composition and Climate-Interim Implementation) and SFERA (Solar Facilities for the European Research Area), and have been discussed within a panel of international experts in the framework of the Solar Heating and Cooling (SHC) program of the International Energy Agency’s (IEA’s) Task 46 “Solar Resource Assessment and Forecasting”.     In the United States, recent shale gas discoveries have generated renewed interest in using natural gas as a vehicular fuel, primarily in fleet applications, while outside the United States, natural gas vehicle use has expanded significantly in the past decade. In this report for the U.S. Department of Energy's Clean Cities Program - a public-private partnership that advances the energy, economic, and environmental security of the U.S. by supporting local decisions that reduce petroleum use in the transportation sector - we have examined the state of natural gas vehicle technology, current market status, energy and environmental benefits, implications regarding advancements in European natural gas vehicle technologies, research and development efforts, and current market barriers and opportunities for greater market penetration. The authors contend that commercial intracity trucks are a prime area for advancement of this fuel. Therefore, we examined an aggressive future market penetration of natural gas heavy-duty vehicles that could be seen as a long-term goal. Under this scenario using Energy Information Administration projections and GREET life-cycle modeling of U.S. on-road heavy-duty use, natural gas vehicles would reduce petroleum consumption by approximately 1.2 million barrels of oil per day, while another 400,000 barrels of oil per day reduction could be achieved with significant use of natural gas off-road vehicles. This scenario would reduce daily oil consumption in the United States by about 8%.

    The Nuclear Safety Management final rule, 10 CFR 830, provides an undefined term, margin of safety (MOS). Safe harbors listed in 10 CFR 830, Table 2, such as DOE-STD-3009 use but do not define the term. This lack of definition has created the need for the definition. This paper provides a definition of MOS and documents examples of MOS as applied in a U.S. Department of Energy (DOE) approved safety basis for an existing nuclear facility. If we understand what MOS looks like regarding Technical Safety Requirements (TSR) parameters, then it helps us compare against other parameters that do not involve a MOS. This paper also documents parameters that are not MOS. These criteria could be used to determine if an MOS exists in safety basis documents. This paper helps DOE, including the National Nuclear Security Administration (NNSA) and its contractors responsible for the safety basis improve safety basis documents and the unreviewed safety question (USQ) process with respect to MOS.

    Entropy of distribution P can be defined in at least three different ways: 1) as the expectation of the Kullback-Leibler (KL) divergence of P from elementary δ-measures (in this case, it is interpreted as expected surprise); 2) as a negative KL-divergence of some reference measure ν from the probability measure P; 3) as the supremum of Shannon’s mutual information taken over all channels such that P is the output probability, in which case it is dual of some transportation problem. In classical (i.e. commutative) probability, all three definitions lead to the same quantity, providing only different interpretations of entropy. In non-commutative (i.e. quantum) probability, however, these definitions are not equivalent. In particular, the third definition, where the supremum is taken over all entanglements of two quantum systems with P being the output state, leads to the quantity that can be twice the von Neumann entropy. It was proposed originally by V. Belavkin and Ohya [1] and called the proper quantum entropy, because it allows one to define quantum conditional entropy that is always non-negative. Here we extend these ideas to define also quantum counterpart of proper cross-entropy and cross-information. We also show inequality for the values of classical and quantum information.
