    The non-intrusive inspection (NII) of consolidated air cargo carried on commercial passenger aircraft continues to be a technically challenging, high-priority requirement of the Department of Homeland Security's Science and Technology Directorate (DHS S&T), the Transportation Security Agency and the Federal Aviation Administration. The goal of deploying a screening system that can reliably and cost-effectively detect explosive threats in consolidated cargo without adversely affecting the flow of commerce will require significant technical advances that will take years to develop. To address this critical National Security need, the Battelle Memorial Institute (Battelle), under a Cooperative Research and Development Agreement (CRADA) with four of its associated US Department of Energy (DOE) National Laboratories (Oak Ridge, Pacific Northwest, Idaho, and Brookhaven), conducted a research and development initiative focused on identifying, evaluating, and integrating technologies for screening consolidated air cargo for the presence of explosive threats. Battelle invested $8.5M of internal research and development funds during fiscal years 2007 through 2009. The primary results of this effort are described in this document and can be summarized as follows: (1) Completed a gap analysis that identified threat signatures and observables, candidate technologies for detection, their current state of development, and provided recommendations for improvements to meet air cargo screening requirements. (2) Defined a Commodity/Threat/Detection matrix that focuses modeling and experimental efforts, identifies technology gaps and game-changing opportunities, and provides a means of summarizing current and emerging capabilities. (3) Defined key properties (e.g., elemental composition, average density, effective atomic weight) for basic commodity and explosive benchmarks, developed virtual models of the physical distributions (pallets) of three commodity types and three explosive

The most important responsibility is to direct and conduct efforts to meet the mission with an emphasis on safety, security, and quality. In this article, LANL Environmental, Safety, and Health (ESH) trainers discuss how their application and use of a kinetic learning module (learn by doing) with a unique fall arrest system is helping to address one the most common industrial safety challenges: slips and falls. A unique integration of Human Performance Improvement (HPI), Behavior Based Safety (BBS) and elements of the Voluntary Protection Program (VPP) combined with an interactive simulator experience is being used to address slip and fall events at Los Alamos.

    There has been a concerted effort since 2007 to establish a dashboard of metrics for the Science, Technology, and Engineering (ST&E) work at Sandia National Laboratories. These metrics are to provide a self assessment mechanism for the ST&E Strategic Management Unit (SMU) to complement external expert review and advice and various internal self assessment processes. The data and analysis will help ST&E Managers plan, implement, and track strategies and work in order to support the critical success factors of nurturing core science and enabling laboratory missions. The purpose of this SAND report is to provide a guide for those who want to understand the ST&E SMU metrics process. This report provides an overview of why the ST&E SMU wants a dashboard of metrics, some background on metrics for ST&E programs from existing literature and past Sandia metrics efforts, a summary of work completed to date, specifics on the portfolio of metrics that have been chosen and the implementation process that has been followed, and plans for the coming year to improve the ST&E SMU metrics process.

    Ten witnesses from various government agencies and programs, the National Academy of Sciences, and universities explored how the administration's proposal to secure sensitive technology and information will affect science and technology. At issue is information outside the realm of direct military significance and how a free society responds to censorship, particularly if it is excessive. Some argue that science and technological development depend on a free exchange of information and ideas, while others argue that national security demands limitations. Admiral Inman of the Central Intelligence Agency suggested that having the peer review process include national security needs would be a reasonalbe and fair approach to limiting the flow of sensitive information from the US to the Soviet military. Among other issues, a broadened classification system would force some research out of universities and would introduce controversial export regulations.     In 1957, Sandia National Laboratories (Sandia) initiated its first programs in fundamental science, in support of its primary nuclear weapons mission. In 1974, Sandia initiated programs in fundamental science supported by the Department of Energy's Office of Science (DOE-SC). These latter programs have grown to the point where, today in 2011, support of Sandia's programs in fundamental science is dominated by that Office. In comparison with Sandia's programs in technology and mission applications, however, Sandia's programs in fundamental science are small. Hence, Sandia's fundamental science has been strongly influenced by close interactions with technology and mission applications. In many instances, these interactions have been of great mutual benefit, with synergies akin to a positive 'Casimir's spiral' of progress. In this report, we review the history of Sandia's fundamental science programs supported by the Office of Science. We present: (a) a technical and budgetary snapshot of Sandia's current programs supported by the various suboffices within DOE-SC; (b) statistics of highly-cited articles supported by DOE-SC; (c) four case studies (ion-solid interactions, combustion science, compound semiconductors, advanced computing) with an emphasis on mutually beneficial interactions between science, technology, and mission; and (d) appendices with key memos and reminiscences related to fundamental science at Sandia.

    The Materials Science and Technology (MST) Handbook was developed by Pacific Northwest National Laboratory, in Richland, Washington, under support from the U.S. Department of Energy. Many individuals have been involved in writing and reviewing materials for this project since it began at Richland High School in 1986, including contributions from educators at the Northwest Regional Education Laboratory, Central Washington University, the University of Washington, teachers from Northwest Schools, and science and education personnel at Pacific Northwest National Laboratory. Support for its development was also provided by the U.S. Department of Education. This introductory course combines the academic disciplines of chemistry, physics, and engineering to create a materials science and technology curriculum. The course covers the fundamentals of ceramics, glass, metals, polymers and composites. Designed to appeal to a broad range of students, the course combines hands-on activities, demonstrations and long term student project descriptions. The basic philosophy of the course is for students to observe, experiment, record, question, seek additional information, and, through creative and insightful thinking, solve problems related to materials science and technology. The MST Teacher Handbook contains a course description, philosophy, student learning objectives, and instructional approach and processes. Science and technology teachers can collaborate to build the course from their own interests, strengths, and experience while incorporating existing school and community resources. The course is intended to meet local educational requirements for technology, vocational and science education.

While performing its tasks, EM found that many aspects of its large and complex decisions could not be achieved using existing science and technology or without incurring unreasonable costs, risks, or schedule impacts. Consequently, a process was developed to solicit needs from around the DOE complex and focus the science and technology resources of EM-50, the National Laboratories, private industry, and collages and universities on those needs.     The Department of Energy contributes to the future of the Nation by ensuring energy security, maintaining the safety, security and reliability of the nuclear weapons stockpile, cleaning up the environment from the legacy of the Cold War, and developing innovations in science and technology. After 25 years in existence, the Department now operates 24 preeminent research laboratories and facilities and four power marketing administrations, and manages the environmental cleanup from 50 years of nuclear defense activities that impacted two million acres in communities across the country. The Department has an annual budget of about $23 billion and employs about 14,500 Federal and 100,000 contractor employees. The Department of Energy is principally a national security agency and all of its missions flow from this core mission to support national security. That is true not just today, but throughout the history of the agency. The origins of the Department can be traced to the Manhattan Project and the race to develop the atomic bomb during World War II. Following the war, Congress engaged in a vigorous and contentious debate over civilian versus military control of the atom. The Atomic Energy Act of 1946 settled the debate by creating the Atomic Energy Commission, which took over the Manhattan Project’s sprawling scientific and industrial complex.

    The focus of this project is the demonstration and advancement of membrane-based separation and destruction technologies. The authors are exploring development of membrane systems for gas separations, selective metal ion recovery, and for separation or destruction of hazardous organics. They evaluated existing polymers and polymer formulations for recovery of toxic oxyanionic metals such as chromate and arsenate from selected waste streams and developed second-generation water-soluble polymeric systems for highly selective oxyanion removal and recovery. They optimized the simultaneous removal of radioactive strontium and cesium from aqueous solutions using the new nonhazardous separations agents, and developed recyclable, redox-active extractants that permitted recovery of the radioactive ions into a minimal waste volume. They produced hollow fibers and fabricated prototype hollow-fiber membrane modules for applications to gas separations and the liquid-liquid extraction and recovery of actinides and nuclear materials from process streams. They developed and fabricated cyclodextrin-based microporous materials that selectively absorb organic compounds in an aqueous environment; the resultant products gave pure water with organics at less than 0.05 parts per billion. They developed new, more efficient, membrane-based electrochemical reactors for use in organic destruction in process waste treatment. They addressed the need for advanced oxidation technologies based on molecular-level materials designs that selectively remove or destroy target species. They prepared and characterized surface-modified TiO{sub 2} thin films using different linking approaches to attach ruthenium photosensitizers, and they started the measurement of the photo-degradation products generated using surface modified TiO{sub 2} films in reaction with chlorophenol.

    A Beryllium Technology Update meeting was held at the Idaho National Laboratory on July 18, 2007. Participants came from the U.S., Japan, and Russia. There were two main objectives of this meeting. One was a discussion of current technologies for beryllium in fission reactors, particularly the Advanced Test Reactor and the Japan Materials Test Reactor, and prospects for material availability in the coming years. The second objective of the meeting was a discussion of a project of the International Science and Technology Center regarding treatment of irradiated beryllium for disposal.     The Laser Science and Technology (LS&T) Program Annual Report 2001 provides documentation of the achievements of the LLNL LS&T Program during the April 2001 to March 2002 period using three formats: (1) an Overview that is a narrative summary of important results for the year; (2) brief summaries of research and development activity highlights within the four Program elements: Advanced Lasers and Components (AL&C), Laser Optics and Materials (LO&M), Short Pulse Laser Applications and Technologies (SPLAT), and High-Energy Laser System and Tests (HELST); and (3) a compilation of selected articles and technical reports published in reputable scientific or technology journals in this period. All three elements (Annual Overview, Activity Highlights, and Technical Reports) are also on the Web: http://laser.llnl.gov/lasers/pubs/icfq.html. The underlying mission for the LS&T Program is to develop advanced lasers, optics, and materials technologies and applications to solve problems and create new capabilities of importance to the Laboratory and the nation. This mission statement has been our guide for defining work appropriate for our Program. A major new focus of LS&T beginning this past year has been the development of high peak power short-pulse capability for the National Ignition Facility (NIF). LS&T is committed to this activity.

    The framework for National Algal Biofuels Technology Roadmap was constructed at the Algal Biofuels Technology Roadmap Workshop, held December 9-10, 2008, at the University of Maryland-College Park. The Workshop was organized by the Biomass Program to discuss and identify the critical challenges currently hindering the development of a domestic, commercial-scale algal biofuels industry. This Roadmap presents information from a scientific, economic, and policy perspectives that can support and guide RD&D investment in algal biofuels. While addressing the potential economic and environmental benefits of using algal biomass for the production of liquid transportation fuels, the Roadmap describes the current status of algae RD&D. In doing so, it lays the groundwork for identifying challenges that likely need to be overcome for algal biomass to be used in the production of economically viable biofuels.

    This is a report by six US scientists and engineers concerning the current state of the art and projections of future Soviet satellite communications technologies. The panel members are experts in satellite stabilization, spacecraft environments, space power generation, launch systems, spacecraft communications sciences and technologies, onboard processing, ground stations, and other technologies that impact communications. The panel assessed the Soviet ability to support high-data-rate space missions at 128 Mbps by evaluating current and projected Soviet satellite communications technologies. A variety of space missions were considered, including Earth-to-Earth communications via satellites in geostationary or highly elliptical orbits, those missions that require space-to-Earth communications via a direct path and those missions that require space-to-Earth communications via a relay satellite. Soviet satellite communications capability, in most cases, is 10 years behind that of the United States and other industrialized nations. However, based upon an analysis of communications links needed to support these missions using current Soviet capabilities, it is well within the current Soviet technology to support certain space missions outlined above at rates of 128 Mbps or higher, although published literature clearly shows that the Soviet Union has not exceeded 60 Mbps in its current space system. These analyses are necessary but not sufficient to determine mission data rates, and other technologies such as onboard processing and storage could limit the mission data rate well below that which could actually be supported via the communications links. Presently, the Soviet Union appears to be content with data rates in the low-Earth-orbit relay via geostationary mode of 12 Mbps. This limit is a direct result of power amplifier limits, spacecraft antenna size, and the utilization of K{sub u}-band frequencies. 91 refs., 16 figs., 15 tabs.

    Western Research Institute established, and ACRC continues to maintain, the National Spill Technology database to provide support to the Liquified Gaseous Fuels Spill Test Facility (now called the National HAZMAT Spill Center) as directed by Congress in Section 118(n) of the Superfund Amendments and Reauthorization Act of 1986 (SARA). The Albany County Research Corporation (ACRC) was established to make publicly funded data developed from research projects available to benefit public safety. The founders since 1987 have been investigating the behavior of toxic chemicals that are deliberately or accidentally spilled, educating emergency response organizations, and maintaining funding to conduct the research at the DOEÆs HAZMAT Spill Center (HSC) located on the Nevada Test Site. ACRC also supports DOE in collaborative research and development efforts mandated by Congress in the Clean Air Act Amendments. The data files are results of spill tests conducted at various times by the Silicones Environmental Health and Safety Council (SEHSC) and DOE, ANSUL, Dow Chemical, the Center for Chemical Process Safety (CCPS) and DOE, Lawrence Livermore National Laboratory (LLNL), OSHA, and DOT; DuPont, and the Western Research Institute (WRI), Desert Research Institute (DRI), and EPA. Each test data page contains one executable file for each test in the test series as well as a file named DOC.EXE that contains information documenting the test series. These executable files are actually self-extracting zip files that, when executed, create one or more comma separated value (CSV) text files containing the actual test data or other test information.

    Selective dissemination of information (SDI) services, also referred to as current awareness searches, are usually provided by periodically running computer programs (personal profiles) against a cumulative database or databases. This concept of pushing relevant content to users has long been integral to librarianship. Librarians traditionally turned to information companies to implement these searches for their users in business, academia, and the science community. This paper describes how a push technology was implemented on a large scale for scientists and engineers at Argonne National Laboratory, explains some of the challenges to designers/maintainers, and identifies the positive effects that SDI seems to be having on users. Argonne purchases the Institute for Scientific Information (ISI) Current Contents data (all subject areas except Humanities), and scientists no longer need to turn to outside companies for reliable SDI service. Argonne's database and its customized services are known as ACCESS (Argonne-University of Chicago Current Contents Electronic Search Service).

    Many of the United States’ hazardous and radioactively contaminated waste sites will not be sufficiently remediated to allow unrestricted land use because funding and technology limitations preclude cleanup to pristine conditions. This means that after cleanup is completed, the Department of Energy will have long-term stewardship responsibilities to monitor and safeguard more than 100 sites that still contain residual contamination. Long-term stewardship encompasses all physical and institutional controls, institutions, information, and other mechanisms required to protect human health and the environment from the hazards remaining. The Department of Energy Long-Term Stewardship National Program is in the early stages of development, so considerable planning is still required to identify all the specific roles and responsibilities, policies, and activities needed over the next few years to support the program’s mission. The Idaho National Engineering and Environmental Laboratory was tasked with leading the development of Science and Technology within the Long-Term Stewardship National Program. As part of that role, a task was undertaken to identify the existing science and technology related requirements, identify gaps and conflicts that exist, and make recommendations to the Department of Energy for future requirements related to science and technology requirements for long-term stewardship. This work is summarized in this document.

    Lawrence Livermore National Laboratory (LLNL) is developing and fielding advanced strategies that dramatically improve the nation's capabilities to prevent, prepare for, detect, and respond to terrorist use of chemical, biological, radiological, nuclear, and explosive (CBRNE) weapons. The science, technology, and integrated systems we provide are informed by and developed with key partners and end users. LLNL's long-standing role as one of the two principle U.S. nuclear weapons design laboratories has led to significant resident expertise for health effects of exposure to radiation, radiation detection technologies, characterization of radioisotopes, and assessment and response capabilities for terrorist nuclear weapons use. This paper provides brief overviews of a number of technologies developed at LLNL that are being used to address national security needs to confront the growing threats of CBRNE terrorism.

The needs were developed by the Hanford Site Technology Coordination Group (STCG) with full participation and endorsement of site user organizations, stakeholders, and regulators. The purpose of this document is to: (a) provide a comprehensive listing of Hanford science and technology needs, and (b) identify partnering and commercialization opportunities with industry, other federal and state agencies, and the academic community. The Hanford STCG reviews and updates the needs annually. Once completed, the needs are communicated to DOE for use in the development and prioritization of their science and technology programs, including the Focus Areas, Cross-Cutting Programs, and the Environmental Management Science Program. The needs are also transmitted to DOE through the Accelerating Cleanup: 2006 Plan. The public may access the need statements on the Internet on: the Hanford Home Page (www.hanford.gov), the Pacific Rim Enterprise Center`s web site (www2.pacific-rim.org/pacific rim), or the STCG web site at DOE headquarters (em-52.em.doegov/ifd/stcg/stcg.htm). This page includes links to science and technology needs for many DOE sites. Private industry is encouraged to review the need statements and contact the Hanford STCG if they can provide technologies that meet these needs. On-site points of contact are included at the ends of each need statement. The Pacific Rim Enterprise Center (206-224-9934) can also provide assistance to businesses interested in marketing technologies to the DOE.

    This document contains a business plan for the National Security Technology Incubator (NSTI), developed as part of the National Security Preparedness Project (NSPP) and performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. This business plan describes key features of the NSTI, including the vision and mission, organizational structure and staffing, services, evaluation criteria, marketing strategies, client processes, a budget, incubator evaluation criteria, and a development schedule. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The vision of the NSTI is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety, security, and protection of the homeland. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program. The Arrowhead Center and its strategic partners will provide business incubation services, including hands-on mentoring in general business matters, marketing, proposal writing, management, accounting, and finance. Additionally, networking opportunities and technology development assistance will be provided.

    The Energy Science and Technology Database (EDB) is a multidisciplinary file containing worldwide references to basic and applied scientific and technical research literature. The information is collected for use by government managers, researchers at the national laboratories, and other research efforts sponsored by the U.S. Department of Energy, and the results of this research are transferred to the public. Abstracts are included for records from 1976 to the present. The EDB also contains the Nuclear Science Abstracts which is a comprehensive abstract and index collection to the international nuclear science and technology literature for the period 1948 through 1976. Included are scientific and technical reports of the U.S. Atomic Energy Commission, U.S. Energy Research and Development Administration and its contractors, other agencies, universities, and industrial and research organizations. Approximately 25% of the records in the file contain abstracts. Nuclear Science Abstracts contains over 900,000 bibliographic records. The entire Energy Science and Technology Database contains over 3 million bibliographic records. This database is now available for searching through the GOV. Research-Center (GRC) service. GRC is a single online web-based search service to well known Government databases. Featuring powerful search and retrieval software, GRC is an important research tool. The GRC web site is at http://grc.ntis.gov.

    Applied research activities at the National Wind Technology Center are divided into several technical disciplines. Not surprisingly, these engineering and science disciplines highlight the technology similarities between aircraft and wind turbine design requirements. More often than not, wind turbines are assumed to be a subset of the much larger and more comprehensive list of well understood aerospace engineering accomplishments and it is difficult for the general public to understand the poor performance history of wind turbines in sustained operation. Often overlooked are the severe environmental conditions and operational demands placed on turbine designs which define unique requirements beyond typical aerospace applications. It is the role of the National Wind Technology Center to investigate and quantify the underlying physical phenomena which make the wind turbine design problem unique and to provide the technology advancements necessary to overcome current operational limitations. This paper provides a brief overview of research areas involved with the design of wind turbines.

    This report documents the operations plan for developing the National Security Technology Incubator (NSTI) program for southern New Mexico. The NSTI program will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The NSTI program is being developed as part of the National Security Preparedness Project (NSPP), funded by Department of Energy (DOE)/National Nuclear Security Administration (NNSA).     The title of this paper might unfairly provoke readers if it conjures up visions of vast stores of high-tech gadgets in several hundred technology warehouses'' (also known as federal laboratories) around the country, open for browsing by those in search of a bargain. That vision, unfortunately, is a mirage. The term technology transfer'' is not really as accurate as is the term technology team-work,'' a process of sharing ideas and knowledge rather than widgets. In addition, instead of discussing the efforts of more than 700 federal labs in the US, I mean to address only those nine government-owned, contractor-operated multiprogram labs run by the Department of Energy. Nevertheless, the topic of technology team-work opportunities with DOE multiprogram national lab is of significance to those concerned with increasing economic competitiveness and finding technological solutions to a host of national problems. A significant fraction of US R D capabilities rests in the nine DOE multiprogram national laboratories -- and these labs have only just begun to join the other federal laboratories in these efforts due to the passage and recent implementation of the National Competitiveness Technology Transfer Act of 1989.

    Wind energy research began at the Rocky Flats test site in 1976 when Rockwell International subcontracted with the Energy Research and Development Administration (ERDA). The Rocky Flats Plant was competitively selected from a number of ERDA facilities primarily because it experienced high instantaneous winds and provided a large, clear land area. By 1977, several small wind turbines were in place. During the facility`s peak of operation, in 1979-1980, researchers were testing as many as 23 small wind turbines of various configurations, including commercially available machines and prototype turbines developed under subcontract to Rocky Flats. Facilities also included 8-kW, 40-kW, and 225-kW dynamometers; a variable-speed test bed; a wind/hybrid test facility; a controlled velocity test facility (in Pueblo, Colorado); a modal test facility, and a multimegawatt switchgear facility. The main laboratory building was dedicated in July 1981 and was operated by the Rocky Flats Plant until 1984, when the Solar Energy Research Institute (SERI) and Rocky Flats wind energy programs were merged and transferred to SERI. SERI and now the National Renewable Energy Laboratory (NREL) continued to conduct wind turbine system component tests after 1987, when most program personnel were moved to the Denver WEst Office Park in Golden and site ownership was transferred back to Rocky Flats. The Combined Experiment test bed was installed and began operation in 1988, and the NREL structural test facility began operation in 1990. In 1993, the site`s operation was officially transferred to the DOE Golden Field Office that oversees NREL. This move was in anticipation of NREL`s renovation and reoccupation of the facility in 1994.

    This review is published ten times a year to communicate, to a broad audience, Lawrence Livermore National Laboratory`s scientific and technological accomplishments in fulfilling its primary missions. The feature articles are `Taking Lasers beyond the National Ignition Facility` and `Jumpin` Jupiter! Metallic Hydrogen`. The first article describes the ultimate goal of laser fusion as the production of electricity by inertial confinement fusion. Advances in diode-laser technology promise to take another step closer to that goal. The latter article discusses a Laboratory team`s efforts to provide evidence for the metallization of hydrogen based on the team`s expertise in shock compression. A commentary on `The Next Frontiers of Advanced Lasers Research is provided, and a research highlight is given on `Modeling Human Joints and Prosthetic Implants.

    Broadly, this project involved the development and delivery of a new curriculum in wind energy engineering at the Pennsylvania State University; this includes enhancement of the Renewable Energy program at the Pennsylvania College of Technology. The new curricula at Penn State includes addition of wind energy-focused material in more than five existing courses in aerospace engineering, mechanical engineering, engineering science and mechanics and energy engineering, as well as three new online graduate courses. The online graduate courses represent a stand-alone Graduate Certificate in Wind Energy, and provide the core of a Wind Energy Option in an online intercollege professional Masters degree in Renewable Energy and Sustainability Systems. The Pennsylvania College of Technology erected a 10 kilowatt Xzeres wind turbine that is dedicated to educating the renewable energy workforce. The entire construction process was incorporated into the Renewable Energy A.A.S. degree program, the Building Science and Sustainable Design B.S. program, and other construction-related coursework throughout the School of Construction and Design Technologies. Follow-on outcomes include additional non-credit opportunities as well as secondary school career readiness events, community outreach activities, and public awareness postings.
