    Distributed object and software agent technologies are two integration methods for connecting enterprises. The two technologies have overlapping goals--interoperability and architectural support for integrating software components--though to date little or no integration of the two technologies has been made at the enterprise level. The primary difference between these two technologies is that distributed object technologies focus on the problems inherent in connecting distributed heterogeneous systems whereas software agent technologies focus on the problems involved with coordination and knowledge exchange across domain boundaries. This paper addresses the integration of these technologies in support of enterprise integration across organizational and geographic boundaries. The authors discuss enterprise integration issues, review their experiences with both technologies, and make recommendations for future work. Neither technology is a panacea. Good software engineering techniques must be applied to integrate an enterprise because scalability and a distributed software development team are realities.

  4. Examining Technology, Structure and Identity During an Enterprise System Implementation

    This paper presents a longitudinal study of an Enterprise System (ES) implementation by critically examining the discursive context in which an ES implementation unfolds. The findings show that users strongly supported the ES in the earlier stage of implementation when the technology was an imaginary phenomenon. However, in later stages, when the technology is in use, user support was not consistent. In this phase the ES produces loss of control and an inability to function as an arbiter of fairness (in allocating resources associated with the system) thereby directly challenging existing professional identities and roles. These outcomes, in turn, generate acts of resistance on the part of workers. Users reach inside the technology and reshape it by devising creative workarounds that produce a sense of reskilling to counter the deskilling produced by the loss of control and power. The analysis also shows that an ES is a complex social phenomenon that is intricately linked to and complicit in shaping organizational structure and identity. In particular this study shows how technology, structure, and identity are in a mutually constitutive relationship.

    The Savannah River Site (SRS) is repurposing its vast array of assets to solve future national issues regarding environmental stewardship, national security, and clean energy. The vehicle for this transformation is Enterprise SRS which presents a new, strategic view of SRS as a united endeavor for “all things nuclear” as opposed to a group of distinct and separate entities with individual missions and organizations. Key among the Enterprise SRS strategic initiatives is the integration of research into facilities in conjunction with ongoing missions to provide researchers from other national laboratories, academic institutions, and commercial entities the opportunity to demonstrate their technologies in a relevant environment and scale prior to deployment. To manage that integration of research demonstrations into site facilities, The DOE Savannah River Operations Office, Savannah River Nuclear Solutions, and the Savannah River National Laboratory (SRNL) have established a center for applied nuclear materials processing and engineering research (hereafter referred to as the Center). The key objective of this initiative is to bridge the gap between promising transformational nuclear materials management advancements and large-scale deployment of the technology by using SRS assets (e.g. facilities, staff, and property) for those critical engineering-scale demonstrations necessary to assure the successful deployment of new technologies. The Center will coordinate the demonstration of R&D technologies and serve as the interface between the engineering-scale demonstration and the R&D programs, essentially providing cradle-to-grave support to the R&D team during the demonstration. While the initial focus of the Center will be on the effective use of SRS assets for these demonstrations, the Center also will work with research teams to identify opportunities to perform R&D demonstrations at other facilities.     An increasing number of institutions are challenged with implementing robust geographic information system (GIS) capabilities for a large number of individuals through information sharing and interconnected networks. In the past, numerous technological roadblocks hampered successful implementation of enterprise GIS (EGIS). With the advent of high-speed networks, increasingly fast computers, intelligent spatial data serving technologies, improved data architecture, and advances in GIS software, the newest challenge involves integration of the various technological and institutional components. This integration can be viewed as an inevitable stage in the evolution of GIS. Successful EGIS design depends on three elements: (1) distinct stakeholder roles, (2) a complete geospatial data cycle, and (3) proven data warehouse concepts.

    Highlights: • We analyse ICT equipment reuse operations of socio-economic enterprises. • Most common ICT products dealt with are computers and related equipment. • In the UK in 2010, ∼143,750 appliances were reused. • Marketing and legislative difficulties are the common hurdles to reuse activities. • Socio-economic enterprises can significantly contribute to resource efficiency. - Abstract: In Europe, socio-economic enterprises such as charities, voluntary organisations and not-for-profit companies are involved in the repair, refurbishment and reuse of various products. This paper characterises and analyses the operations of socio-economic enterprises that are involved in the reuse of Information and Communication Technology (ICT) equipment. Using findings from a survey, the paper specifically analyses the reuse activities of socio-economic enterprises in the UK from which Europe-wide conclusions are drawn. The amount of ICT products handled by the reuse organisations is quantified and potential barriers and opportunities to their operations are analysed. By-products from reuse activities are discussed and recommendations to improve reuse activities are provided. The most common ICT products dealt with by socio-economic enterprises are computers and related equipment. In the UK in 2010, an estimated 143,750 appliances were reused. However, due to limitations in data, it is difficult to compare this number to the amount of new appliances that entered the UK market or the amount of waste electrical and electronic equipment generated in the same period. Difficulties in marketing products and numerous legislative requirements are the most common barriers to reuse operations. Despite various constraints, it is clear that organisations involved in reuse of ICT could contribute significantly to resource efficiency and a circular economy. It is suggested that clustering of their operations into “reuse parks” would enhance both their profile and their

    Rental car customers may be able to breathe a little easier during their next trip to the airport. Alamo Rent A Car, Enterprise Rent-A-Car, and National Car Rental, all brands operated by the subsidiaries of Enterprise Holdings, are converting their airport shuttle buses to run on biodiesel fuel. The move is a good one for the environment, and will ultimately reduce the company’s carbon emissions. “We are saving 420,000 gallons of petroleum diesel,”  says Lee Broughton, director of corporate identity and sustainability for Enterprise Holdings.

    We describe an enterprise middleware system that integrates, from a user’s perspective, data located on disparate data storage devices without imposing additional requirements upon those storage mechanisms. The system provides advanced search capabilities by exploiting a repository of metadata that describes the integrated data. This search mechanism integrates information from a collection of XML metadata documents with diverse schema. Users construct queries using familiar search terms, and the enterprise system uses domain representations and vocabulary mappings to translate the user’s query, expanding the search to include other potentially relevant data.     Abstract. The idea that resilience is a tangible, measureable, and desirable system attribute has grown rapidly over the last decade beyond is origins in explaining ecological, physiological, psychological, and social systems. Operational enterprise resilience requires two types of measurement. First, the system must monitor various operational conditions in order to respond to disruptions. These measurements are part of one or more observation, orientation, decision, and action (OODA) loops The OODA control processes that implement a resilience strategy use these measurements to provide robustness, rapid recovery and reconstitution. In order to assess the effectiveness of the resilience strategy, a different class of measurements is necessary. This second type consists of measurements about how well the OODA processes cover critical enterprise functions and the hazards to which the enterprise is exposed. They allow assessment of how well enterprise management processes anticipate, mitigate, and adapt to a changing environment and the degree to which the system is fault tolerant. This paper nominates a theoretical framework, in the form of definitions, a model, and a syntax, that accounts for this important distinction, and in so doing provides a mechanism for bridging resilience management process models and the many proposed cyber-defense metric enumerations.

    The Northeast Waste Management Enterprise was created in response to Dr. Clyde Frank`s vision of a new partnership between research, industrial, and financial sectors, with the goal of speeding development and use (particularly at U.S. Department of Energy [DOE] facilities) of environmental remediation technologies. It was anticipated that this partnership would also strengthen the international competitiveness of the U.S. environmental industry. Brookhaven National Laboratory`s (BNL) response to Dr. Frank was a proposal to create the Northeast Waste Management Alliance, later renamed the Northeast Waste Management Enterprise (NEWME). Recognizing the need to supplement its own technical expertise with acumen in business, financial management, and venture capital development, BNL joined forces with the Long Island Research Institute (LIRI). Since its inception at the end of FY 1993, NEWME has achieved several significant accomplishments in pursuing its original business and strategic plans. However, its successes have been constrained by a fundamental mismatch between the time scales required for technology commercialization, and the immediate need for available environmental technologies of those involved with ongoing environmental remediations at DOE facilities.

    The Savannah River Site (SRS) is re-purposing its vast array of assets (including H Canyon - a nuclear chemical separation plant) to solve issues regarding advanced nuclear fuel cycle technologies, nuclear materials processing, packaging, storage and disposition. The vehicle for this transformation is Enterprise SRS which presents a new, radical view of SRS as a united endeavor for 'all things nuclear' as opposed to a group of distinct and separate entities with individual missions and organizations. Key among the Enterprise SRS strategic initiatives is the integration of research into SRS facilities but also in other facilities in conjunction with on-going missions to provide researchers from other national laboratories, academic institutions, and commercial entities the opportunity to demonstrate their technologies in a relevant environment and scale prior to deployment. To manage that integration of research demonstrations into site facilities, a center for applied nuclear materials processing and engineering research has been established in SRS.

    While wide-area Internet traffic has been heavily studied for many years, the characteristics of traffic inside Internet enterprises remain almost wholly unexplored. Nearly all of the studies of enterprise traffic available in the literature are well over a decade old and focus on individual LANs rather than whole sites. In this paper we present a broad overview of internal enterprise traffic recorded at a medium-sized site. The packet traces span more than 100 hours, over which activity from a total of several thousand internal hosts appears. This wealth of data--which we are publicly releasing in anonymized form--spans a wide range of dimensions. While we cannot form general conclusions using data from a single site, and clearly this sort of data merits additional in-depth study in a number of ways, in this work we endeavor to characterize a number of the most salient aspects of the traffic. Our goal is to provide a first sense of ways in which modern enterprise traffic is similar to wide-area Internet traffic, and ways in which it is quite different.

    The SRS is re-purposing its vast array of assets to solve future national issues regarding environmental stewardship, national security, and clean energy. The vehicle for this transformation is Enterprise SRS which presents a new, strategic view of SRS as a united endeavor for 'all things nuclear' as opposed to a group of distinct and separate entities with individual missions and organizations. Key among the Enterprise SRS strategic initiatives is the integration of research into facilities in conjunction with ongoing missions to provide researchers from other national laboratories, academic institutions, and commercial entities the opportunity to demonstrate their technologies in a relevant environment and scale prior to deployment. To manage that integration of research demonstrations into site facilities, The DOE Savannah River Operations Office, Savannah River Nuclear Solutions, and the Savannah River National Laboratory (SRNL) have established the Center for Applied Nuclear Materials Processing and Engineering Research (CANMPER). The key objective of this initiative is to bridge the gap between promising transformational nuclear materials management advancements and large-scale deployment of the technology by leveraging SRS assets (e.g. facilities, staff, and property) for those critical engineering-scale demonstrations necessary to assure the successful deployment of new technologies. CANMPER will coordinate the demonstration of R and D technologies and serve as the interface between the engineering-scale demonstration and the R and D programs, essentially providing cradle-to-grave support to the R and D team during the demonstration. While the initial focus of CANMPER will be on the effective use of SRS assets for these demonstrations, CANMPER also will work with research teams to identify opportunities to perform R and D demonstrations at other facilities. Unique to this approach is the fact that these SRS assets will continue to accomplish DOE's critical

    The national energy strategy (NES) developed at President Bush's direction provides a focus for the US Department of Energy (DOE) future policy and funding initiatives including those of the uranium enrichment enterprise. The NES identifies an important and continuing role for nuclear energy as part of a balanced array of energy sources for meeting US energy needs, especially the growing demand for electricity. For many years, growth in US electricity demand has exhibited a strong correlation with growth in gross national product. NEW projections indicate that the US will need between 190 and 275 GW of additional system capacity by 2010. In order to unable nuclear power to help meet this need, the NEW establishes basic objectives for nuclear power. These objectives are to have a first order of a new nuclear power plant by 1995 and to have such a plant operational by 2000. The expansion of nuclear power anticipated in the NEW affirms a continuing need for a strong domestic uranium enrichment services supply capability. In terms of the future outlook for uranium enrichment, the atomic vapor laser isotope separation (AVLIS) technology continues to hold great promise for commercial application. If AVLIS efforts are successful, significant financial benefits from the commercial use of AVLIS will be realized by customers and the AVLIS deployment entity by approximately the year 2000 and thereafter.

(U.S.A.) a subsidiary of Pacific Enterprises, Los Angeles. Hunt will pay $371 million for leases mainly in Texas, Wyoming, Louisiana, and Mississippi. The acquired properties will add oil and gas reserves of about 63 million bbl of oil equivalent and nearly 1.4 million gross leasehold acres to Hunt's exploration and production assets. Included in the assets to be acquired are several oil and gas fields on the Burnett Ranch in King County, Tex., and a subsidiary corporation that has production interests in Colombia.

    This paper describes the Strategic Research & Development (SR&D) program of the Electric Power Research Institute (EPRI). The intent of the program is to anticipate and shape the scientific and technological future of the electricity enterprise. SR&D serves those industry R&D needs that are more exploratory, precompetitive, and longer-term. To this end, SR&D seeks to anticipate technological change and, where possible, shape that change to the advantage of the electric utility enterprise and its customers. SR&D`s response to this challenge is research and development program that addresses the most probable future of the industry, but at the same time is robust against alternative futures. The EPRI SR&D program is organized into several vectors, each with a mission that relates directly to one or more EPRI industry goals, which are summarized in the paper. 1 fig., 2 tabs.

    Classified removable electronic media (CREM) are tracked in several different ways at the Laboratory. To ensure greater security for CREM, we are creating a single, Laboratory-wide system to track CREM. We are researching technology that can be used to electronically tag and detect CREM, designing a database to track the movement of CREM, and planning to test the system at several locations around the Laboratory. We focus on affixing ''smart tags'' to items we want to track and installing gates at pedestrian portals to detect the entry or exit of tagged items. By means of an enterprise database, the system will track the entry and exit of tagged items into and from CREM storage vaults, vault-type rooms, access corridors, or boundaries of secure areas, as well as the identity of the person carrying an item. We are considering several options for tracking items that can give greater security, but at greater expense.

    Between 1980 and 2000, China's energy efficiency policiesresulted in a decoupling of the traditionally linked relationship betweenenergy use and gross domestic product (GDP) growth, realizing a four-foldincrease in GDP with only a doubling of energy use. However, during Chinas transition to a market-based economy in the 1990s, many of thecountry's energy efficiency programs were dismantled and between 2001 and2005 China's energy use increased significantly, growing at about thesame rate as GDP. Continuation of this one-to-one ratio of energyconsumption to GDP given China's stated goal of again quadrupling GDPbetween 2000 and 2020 will lead to significant demand for energy, most ofwhich is coal-based. The resulting local, national, and globalenvironmental impacts could be substantial.In 2005, realizing thesignificance of this situation, the Chinese government announced anambitious goal of reducing energy consumption per unit of GDP by 20percent between 2005 and 2010. One of the key initiatives for realizingthis goal is the Top-1000 Energy-Consuming Enterprises program. Thecomprehensive energy consumption of these 1000 enterprises accounted for33 percent of national and 47 percent of industrial energy usage in 2004.Under the Top-1000 program, 2010 energy consumption targets wereannounced for each enterprise. Activities to be undertaken includebenchmarking, energy audits, development of energy saving action plans,information and training workshops, and annual reporting of energyconsumption. This paper will describe the program in detail, includingthe types of enterprises included and the program activities, and willprovide an analysis of the progress and lessons learned todate.

This paper estimates the impact of rebates on the probability of installing a device and the resultant energy saving. Under reasonable ranges for energy costs and rates of return on devices, the benefits of a rebate program, calculated as the value of the energy savings that are attributable to the program, exceed the costs of the program and devices.

    As data sources and data size proliferate, knowledge discovery from "Big Data" is starting to pose several challenges. In this paper, we address a specific challenge in the practice of enterprise knowledge management while extracting actionable nuggets from diverse data sources of seemingly-related information. In particular, we address the challenge of archiving knowledge gained through collaboration, dissemination and visualization as part of the data analysis, inference and decision-making lifecycle. We motivate the implementation of an enterprise data-discovery and knowledge recorder tool, called SEEKER based on real world case-study. We demonstrate SEEKER capturing schema and data-element relationships, tracking the data elements of value based on the queries and the analytical artifacts that are being created by analysts as they use the data. We show how the tool serves as digital record of institutional domain knowledge and a documentation for the evolution of data elements, queries and schemas over time. As a knowledge management service, a tool like SEEKER saves enterprise resources and time by avoiding analytic silos, expediting the process of multi-source data integration and intelligently documenting discoveries from fellow analysts.

Nowadays, the enterprise`s operational range comprises: consulting and training services related with ecology; study on environmental contamination; participation in the US program of low emission elimination in Cracow; designing, consulting in the realization of projects {open_quotes}GEF{close_quotes} (Global Environmental Facility); designing, construction, servicing, operating the sewerage and water treatment plants, boiler-houses, incinerators etc.; and designing of heat networks, exchanger junctions, central heating and household hot water installations. Since 1991 employees have individually participated in making the program and in testing boilers and fuels verified in the boiler houses covered by the Polish - US program of reduction of low emission sources in Cracow. We have actively joined the program of elimination of heating network boiler houses (industrial and local) by designing (for the Cracow cogeneration plant and MPEC) new connections among some structures and the municiple thermal distribution network and exchangers stations. In 1994, 47 such designs were made and have been working on successive projects to be carried out in Cracow.

    In the last three decades, there has been an exponential growth in the area of information technology providing the information processing needs of data-driven businesses in government, science, and private industry in the form of capturing, staging, integrating, conveying, analyzing, and transferring data that will help knowledge workers and decision makers make sound business decisions. Data integration across enterprise warehouses is one of the most challenging steps in the big data analytics strategy. Several levels of data integration have been identified across enterprise warehouses: data accessibility, common data platform, and consolidated data model. Each level of integration has its own set of complexities that requires a certain amount of time, budget, and resources to implement. Such levels of integration are designed to address the technical challenges inherent in consolidating the disparate data sources. In this paper, we present a methodology based on industry best practices to measure the readiness of an organization and its data sets against the different levels of data integration. We introduce a new Integration Level Model (ILM) tool, which is used for quantifying an organization and data system s readiness to share data at a certain level of data integration. It is based largely on the established and accepted framework provided in the Data Management Association (DAMA-DMBOK). It comprises several key data management functions and supporting activities, together with several environmental elements that describe and apply to each function. The proposed model scores the maturity of a system s data governance processes and provides a pragmatic methodology for evaluating integration risks. The higher the computed scores, the better managed the source data system and the greater the likelihood that the data system can be brought in at a higher level of integration.

    In 2005, the Chinese government announced an ambitious goal of reducing energy consumption per unit of GDP by 20% between 2005 and 2010. One of the key initiatives for realizing this goal is the Top-1000 Energy-Consuming Enterprises program. The energy consumption of these 1000 enterprises accounted for 33% of national and 47% of industrial energy usage in 2004. Under the Top-1000 program, 2010 energy consumption targets were determined for each enterprise. The objective of this paper is to evaluate the program design and initial results, given limited information and data, in order to understand the possible implications of its success in terms of energy and carbon dioxide emissions reductions and to recommend future program modifications based on international experience with similar target-setting agreement programs. Even though the Top-1000 Program was designed and implemented rapidly, it appears that--depending upon the GDP growth rate--it could contribute to somewhere between approximately 10% and 25% of the savings required to support China's efforts to meet a 20% reduction in energy use per unit of GDP by 2010.

    The Savannah River Site (SRS) is repurposing its vast array of assets to solve future national issues regarding environmental stewardship, national security, and clean energy. The vehicle for this transformation is Enterprise SRS which presents a new, radical view of SRS as a united endeavor for ''all things nuclear'' as opposed to a group of distinct and separate entities with individual missions and organizations. Key among the Enterprise SRS strategic initiatives is the integration of research into facilities in conjunction with on-going missions to provide researchers from other national laboratories, academic institutions, and commercial entities the opportunity to demonstrate their technologies in a relevant environment and scale prior to deployment. To manage that integration of research demonstrations into site facilities, The Department of Energy, Savannah River Operations Office, Savannah River Nuclear Solutions, the Savannah River National Laboratory (SRNL) have established a center for applied nuclear materials processing and engineering research (hereafter referred to as the Center). The key proposition of this initiative is to bridge the gap between promising transformational nuclear fuel cycle processing discoveries and large commercial-scale-technology deployment by leveraging SRS assets as facilities for those critical engineering-scale demonstrations necessary to assure the successful deployment of new technologies. The Center will coordinate the demonstration of R&D technologies and serve as the interface between the engineering-scale demonstration and the R&D programs, essentially providing cradle-to-grave support to the research team during the demonstration. While the initial focus of the Center will be on the effective use of SRS assets for these demonstrations, the Center also will work with research teams to identify opportunities to perform research demonstrations at other facilities. Unique to this approach is the fact that these SRS

    This paper presents an enterprise plan for introducing solar power in a rural market, while providing economic development, and hence the ability of the user to pay for the power source. This plan is based on a product called GEEP - a solar sewing machine conversion kit. This kit can be retrofit onto pedal sewing machines and marketed to village tailors in India, as part of a marketing program which includes increased demand for tailored products which will allow the tailors to be able to finance the conversion kits.

    To enhance the measurement capability of EICs to alpha spectrometry, measurements at FIU-HCET were performed on different energy alpha sources, and response factors of ST electrets in 960-mL chamber were determined. Earlier, EIC was considered as only a charge-integrating device without spectrometric capability. This is a potentially significant development accomplished by FIU-HCET. It could appreciably lower the current cost of spectral characterization. FIU-HCET has been invited to participate in the Operating Engineers' National Hazmat program's assessment of the Mini Mitter, commercially known as the VitalSense{trademark} Telemetric Monitoring System. This evaluation is scheduled for early July 1999. Additional health and safety technology evaluations, in which FIU-HCET will also participate, are also scheduled for later in the summer. The needs were developed by the Hanford Site Technology Coordination Group (STCG) with full participation and endorsement of site user organizations, stakeholders, and regulators. The purpose of this document is to: (a) provide a comprehensive listing of Hanford science and technology needs, and (b) identify partnering and commercialization opportunities with industry, other federal and state agencies, and the academic community. The Hanford STCG reviews and updates the needs annually. Once completed, the needs are communicated to DOE for use in the development and prioritization of their science and technology programs, including the Focus Areas, Cross-Cutting Programs, and the Environmental Management Science Program. The needs are also transmitted to DOE through the Accelerating Cleanup: 2006 Plan. Technology '90 is divided into three sections: Overview, Technologies, and Laboratories. The purpose of the NSPP is to promote national security technologies through business incubation, technology demonstration and validation, and workforce development. The NSTI will focus on serving businesses with national security technology applications by nurturing them through critical stages of early development. The vision of the NSTI is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety, security, and protection of the homeland. The NSTI is operated and managed by the Arrowhead Center, responsible for leading the economic development mission of New Mexico State University (NMSU). The Arrowhead Center will recruit business with applications for national security technologies recruited for the NSTI program. The Arrowhead Center and its strategic partners will provide business incubation services, including hands-on mentoring in general business matters, marketing, proposal writing, management, accounting, and finance.     The international leadership in nuclear technology development and deployment long held by the United States has eroded due to the lack of clear national strategies for advanced reactor fuel cycle concepts and for nuclear materials management, as well as to the recent policy decision that halts work on the nuclear fuel repository at Yucca Mountain. Although no national consensus on strategy has yet been reached, a number of recent high-profile reviews and workshops have clearly highlighted a national need for robust research, development and deployment (RD and D) programs in key areas of nuclear technology, especially nuclear separations science and engineering. Collectively, these reviews and workshops provide a picture of the nuclear separations mission needs for three major program offices: Department of Energy Office of-Environmental Management), DOE Office of Nuclear Energy), and the National Nuclear Security Administration (NNSA). While the individual program needs differ significantly in detail and timing, they share common needs in two critical areas of RD and D: - The need for access to and use of multi-purpose engineering-scale demonstration test facilities that can support testing with radioactive material, and - The need for collaborative research enterprises that encompass government research organizations (i.e., national laboratories), commercial industry and the academic community. Such collaborative enterprises effectively integrate theory and modeling with the actual experimental work at all scales, as well as strengthen the technical foundation for research in critical areas. The arguments for engineering-scale collaborative research facilities are compelling. Processing history has shown that test programs and demonstrations conducted with actual nuclear materials are essential to program success. It is widely recognized, however, that such facilities are expensive to build and maintain; creating an imposing, if not prohibitive, financial burden

In the stage of transferring from planning economy to market economy, the energy conservation technology services industry in China has met new challenges. Over the past ten to fifteen years, there has developed a new mechanism for financing energy efficiency investments in market economies. The process is simple. After inspecting an enterprise or an entity for energy saving opportunities, an Energy Service Company (ESCO) which business aimed at making money will review the recommended energy conservation opportunities with the enterprise or the entity (user) and implement those measures acceptable to the user at no front end cost to the user.     The traveler participated in a conference on environmental technology in Paris, sponsored by the US Embassy-Paris, US Environmental Protection Agency (EPA), the French Environmental Ministry, and others. The traveler sat on a panel for environmental aspects of energy technology and made a presentation on the potential contributions of Oak Ridge National Laboratory (ORNL) to a planned French-American Environmental Technologies Institute in Chattanooga, Tennessee, and Evry, France. This institute would provide opportunities for international cooperation on environmental issues and technology transfer related to environmental protection, monitoring, and restoration at US Department of Energy (DOE) facilities. The traveler also attended the Fourth International Conference on Environmental Contamination in Barcelona. Conference topics included environmental chemistry, land disposal of wastes, treatment of toxic wastes, micropollutants, trace organics, artificial radionuclides in the environment, and the use biomonitoring and biosystems for environmental assessment. The traveler presented a paper on The Fate of Radionuclides in Sewage Sludge Applied to Land.'' Those findings corresponded well with results from studies addressing the fate of fallout radionuclides from the Chernobyl nuclear accident. There was an exchange of new information on a number of topics of interest to DOE waste management and environmental restoration needs.

One advantage of the process is that destruction of wastes can be carried out on site. Systems in several countries use the excess thermal energy for district heating.

    Strategic Technology Resources, L.L.C. (STR) provided work for Los Alamos National Laboratory (LANL) in response to Request for Proposal 005BZ0019-35. The objectives of the work in this project were to: (1) support the completion of the Advanced Reservoir Management (ARM) cooperative research and development agreement (CRADA) LA9502037, and (2) support the development of a field demonstration of the LANL-developed Global Weapons Information System (GWIS) model for virtual enterprises. The second objective was contingent upon DOE approval of the Advanced Information Management (AIM) CRADA. At the request of the LANL Technical Representative, the project was granted a no-cost extension to November 30, 1999. As part of the project, STR provided managerial support for the ARM CRADA by: (1) assessing the data resources of the participating companies, (2) facilitating the transfer of technical data to LANL, (3) preparing reports, (4) managing communications between the parties to the ARM CRADA, and (5) assisting with the dissemination of information between the parties to technical professional societies and trade associations. The first phase of the current project was to continue to engage subcontractors to perform tasks in the ARM CRADA for which LANL expertise was lacking. All of the ARM field studies required of the project were completed, and final reports for all of the project studies are appended to this final report. The second phase of the current project was to support the field demonstration of the GWIS model for virtual enterprises in an oilfield setting. STR developed a hypertext Webpage that describes the concept and implementation of a virtual enterprise for reservoir management in the petroleum industry. Contents of the hypertext document are included in this report on the project.

  6. Proposal for Creating a Pocket of Innovation and Adaptability Within a Bureaucratic Enterprise

    A conceptual framework is developed that is based on a behavioral model for organizations that rely upon innovation and adaptability for their survival in the market place. The model supports the assertion that change efforts aimed at performance improvement need a systems approach because contributions to an organization's performance cross functional lines and are systemic in nature. The model implies four conclusions for a unit trying to effectuate change within a greater bureaucracy. First, the desired behaviors are currently neither evaluated nor rewarded enough by either the enterprise or the local unit. Second, the model has to be applied to the local unit, treating the unit as a distinct enterprise itself. Third, a misalignment between the unit's new form and that of the rest of the enterprise will invariably be created. Fourth, this misalignment has to be minimized enough by the local unit to avoid the larger enterprise from responding negatively to the change effort. The mode l results in a change approach that constrains localized behavior modification by the need to remain aligned with the overall structure of the complete enterprise. The conceptual framework is used to develop a proposal for effectuating behavioral change within the High-Level Waste (HLW) Program at the Idaho National Engineering and Environmental Laboratory (INEEL). A ''strawman'' involving a set of critical systems, performance and evaluation measures, and tactics is presented as a starting point for further discussion and development within the Program organization.

    Three years ago, the author presented a report on power generation technologies which in summary said 'no technology available today has the potential of becoming transformational or disruptive in the next five to ten years'. In 2006 the company completed another strategic view research report covering the electric power, oil, gas and unconventional energy industries and manufacturing industry. This article summarises the strategic view findings and then revisits some of the scenarios presented in 2003. The cost per megawatt-hour of the alternatives is given for plants ordered in 2005 and then in 2025. The issue of greenhouse gas regulation is dealt with through carbon sequestration and carbon allowances or an equivalent carbon tax. Results reveal substantial variability through nuclear power, hydro, wind, geothermal and biomass remain competitive through every scenario. Greenhouse gas scenario analysis shows coal still be viable, albeit less competitive against nuclear and renewable technologies. A carbon tax or allowance at $24 per metric ton has the same effect on IGCC cost as a sequestration mandate. However, the latter would hurt gas plants much more than a tax or allowance. Sequestering CO{sub 2} from a gas plant is almost as costly per megawatt-hour as for coal. 5 refs., 5 figs., 5 tabs.

This program, referred to as the Global Environmental Technology Enterprise (GETE) is an experiment to bring together the public and private sectors to identify, formulate, promote and refine methods to develop more cost-effective clean-up treatments. Working closely with Department of Energy officials, National Laboratory representatives, business people, academia, community groups, and other stakeholders, this program attempts to commercialize innovative, DOE-developed technologies. The methodology to do so incorporates three elements: business assistance, information, and outreach. A key advance this year was the development of a commercialization guidance document which can be used to diagnose the commercialization level and needs for innovative technologies.

    This paper deals with the creation of appropriate conditions aimed at developing social services for reuse and recycling of waste electrical and electronic equipment (WEEE), by the inclusion of handicapped and Roma people in the workforce. Application areas for the project are the Hellenic (Greek) regions of Thessaly and North Aegean, where these groups suffer from professional and social exclusion. The efforts to reduce unemployment in the two aforementioned groups, together with the efforts to implement related Greek and European legislation for sustainable WEEE management, are examined here. Furthermore, networking and cooperation at local, regional and central levels between small enterprises, entrepreneurships and local authorities are examined, so that these social enterprises and their corresponding investments may support the development of the Greek alternative WEEE recycling system.

The vision of the National Security Technology Incubator program is to be a successful incubator of technologies and private enterprise that assist the NNSA in meeting new challenges in national safety and security. The plan defines important aspects of developing the incubator, such as defining the target market, marketing goals, and creating strategies to reach the target market while meeting those goals. The three main marketing goals of the incubator are: 1) developing marketing materials for the incubator program; 2) attracting businesses to become incubator participants; and 3) increasing name recognition of the incubator program on a national level.

    The electronic components business within the Nuclear Weapons Complex spans organizational and Department of Energy contractor boundaries. An assessment of the current processes indicates a need for fundamentally changing the way electronic components are developed, procured, and manufactured. A model is provided based on a virtual enterprise that recognizes distinctive competencies within the Nuclear Weapons Complex and at the vendors. The model incorporates changes that reduce component delivery cycle time and improve cost effectiveness while delivering components of the appropriate quality.

    The U.S. Department of Energy Strategic Petroleum Reserve stores crude oil in caverns solution-mined in salt domes along the Gulf Coast of Louisiana and Texas. The CaveMan software program has been used since the late 1990s as one tool to analyze pressure mea- surements monitored at each cavern. The purpose of this monitoring is to catch potential cavern integrity issues as soon as possible. The CaveMan software was written in Microsoft Visual Basic, and embedded in a Microsoft Excel workbook; this method of running the CaveMan software is no longer sustainable. As such, a new version called CaveMan Enter- prise has been developed. CaveMan Enterprise version 1.0 does not have any changes to the CaveMan numerical models. CaveMan Enterprise represents, instead, a change from desktop-managed work- books to an enterprise framework, moving data management into coordinated databases and porting the numerical modeling codes into the Python programming language. This document provides a report of the code validation and verification testing.

    The success of data-driven business in government, science, and private industry is driving the need for seamless integration of intra and inter-enterprise data sources to extract knowledge nuggets in the form of correlations, trends, patterns and behaviors previously not discovered due to physical and logical separation of datasets. Today, as volume, velocity, variety and complexity of enterprise data keeps increasing, the next generation analysts are facing several challenges in the knowledge extraction process. Towards addressing these challenges, data-driven organizations that rely on the success of their analysts have to make investment decisions for sustainable data/information systems and knowledge discovery. Options that organizations are considering are newer storage/analysis architectures, better analysis machines, redesigned analysis algorithms, collaborative knowledge management tools, and query builders amongst many others. In this paper, we present a concept of operations for enabling knowledge discovery that data-driven organizations can leverage towards making their investment decisions. We base our recommendations on the experience gained from integrating multi-agency enterprise data warehouses at the Oak Ridge National Laboratory to design the foundation of future knowledge nurturing data-system architectures.
