    The traveler participated in a conference on environmental technology in Paris, sponsored by the US Embassy-Paris, US Environmental Protection Agency (EPA), the French Environmental Ministry, and others. The traveler sat on a panel for environmental aspects of energy technology and made a presentation on the potential contributions of Oak Ridge National Laboratory (ORNL) to a planned French-American Environmental Technologies Institute in Chattanooga, Tennessee, and Evry, France. This institute would provide opportunities for international cooperation on environmental issues and technology transfer related to environmental protection, monitoring, and restoration at US Department of Energy (DOE) facilities. The traveler also attended the Fourth International Conference on Environmental Contamination in Barcelona. Conference topics included environmental chemistry, land disposal of wastes, treatment of toxic wastes, micropollutants, trace organics, artificial radionuclides in the environment, and the use biomonitoring and biosystems for environmental assessment. The traveler presented a paper on The Fate of Radionuclides in Sewage Sludge Applied to Land.'' Those findings corresponded well with results from studies addressing the fate of fallout radionuclides from the Chernobyl nuclear accident. There was an exchange of new information on a number of topics of interest to DOE waste management and environmental restoration needs.

    The Office of Waste Processing identifies and reduces engineering and technical risks and uncertainties of the waste processing programs and projects of the Department of Energy's Environmental Management (EM) mission through the timely development of solutions to technical issues. The risks, and actions taken to mitigate those risks, are determined through technology readiness assessments, program reviews, technology information exchanges, external technical reviews, technical assistance, and targeted technology development and deployment. The Office of Waste Processing works with other DOE Headquarters offices and project and field organizations to proactively evaluate technical needs, identify multi-site solutions, and improve the technology and engineering associated with project and contract management. Participants in this program are empowered with the authority, resources, and training to implement their defined priorities, roles, and responsibilities. The Office of Waste Processing Multi-Year Program Plan (MYPP) supports the goals and objectives of the U.S. Department of Energy (DOE) - Office of Environmental Management Engineering and Technology Roadmap by providing direction for technology enhancement, development, and demonstration that will lead to a reduction of technical risks and uncertainties in EM waste processing activities. The MYPP summarizes the program areas and the scope of activities within each program area proposed for the next five years to improve safety and reduce costs and environmental impacts associated with waste processing; authorized budget levels will impact how much of the scope of activities can be executed, on a year-to-year basis.     The mission of the Department of Energy's (DOE's) Office of Environmental Management (EM) is to clean up the environmental legacy of nuclear weapons research and production during the Cold War. That mission includes cleaning up nuclear waste, contaminated groundwater and soil, nuclear materials, and contaminated facilities covering two million acres of land in thirty-five states. EM's principal program goals include timely completion of tank waste treatment facilities, reduction of the life-cycle costs and acceleration of the cleanup of the Cold War legacy, and reduction of the EM footprint. The mission of the EM Technology Innovation and Development program is to transform science and innovation into practical solutions to achieve the EM mission. During fiscal year 2010 (October 2009-September 2010), EM focused upon accelerating environmental cleanup by expeditiously filling identified gaps in available knowledge and technology in the EM program areas. This report describes some of the approaches and transformational technologies in tank waste processing, groundwater and soil remediation, nuclear materials disposition, and facility deactivation and decommissioning developed during fiscal year 2010 that will enable EM to meet its most pressing program goals.

    This report provides an annual identification and summarization of environmental control RD and D activities and associated funding conducted by DOE in conjunction with developing environmentally acceptable energy technologies. Environmental control technology is an integral part of the DOE energy technology R, D, and D effort. As the third in a series of annual reports on environmental control R, D, and D activities within DOE, this report may serve as a basis for evaluating program trends. The report presents background material that contributes to the capability to evaluate and assess the environmental control accomplishments, issues, gaps, and overlaps associated with energy development within DOE, in conjunction with other agencies, and in the private sector. A measure of the change in emphasis in the environmental control technology activities within DOE is also presented, indicating shifts, if any, in funding levels for each of the energy technologies. Total DOE FY 1979 budget outlay allocated to environmental control activities was $421,533,000, or 5.0% of the total FY 1979 DOE budget. This report summarizes the inputs received from the energy technology areas. These inputs were submitted in accordance with a description of environmental control related activities, which are those activities directed at research, development, and demonstration of processes, procedures, systems, subsystems, and strategies that directly or indirectly eliminate, minimize, or mitigate environmental impacts. 25 references, 10 figures, 40 tables.

    The Environmental Management (EM) mission is to complete the safe cleanup of the environmental legacy brought about from five decades of nuclear weapons development and government-sponsored nuclear energy research. The EM program has embraced a mission completion philosophy based on reducing risk and environmental liability over a 40-50 year lifecycle. The Department has made great progress toward safely disposing of its legacy nuclear waste. EM Research and Development (R&D) program management strategies have driven numerous technology and engineering innovations to reduce risk, minimize cleanup costs, and reduce schedules. Engineering and technology investments have provided the engineering foundation, technical assistance, approaches, and technologies that have contributed to moving the cleanup effort forward. These successes include start-up and operation of several waste treatment facilities and processes at the sites.

    The American Recovery and Reinvestment Act of 2009 emphasizes energy efficiency and conservation as critical to the Nation's economic vitality; its goal of reducing dependence on foreign energy sources; and, related efforts to improve the environment. The Act highlights the significant use of various forms of energy in the Federal sector and promotes efforts to improve the energy efficiency of Federal operations. One specific area of interest is the increasing demand for Federal sector computing resources and the corresponding increase in energy use, with both cost and environmental implications. The U.S. Environmental Protection Agency reported that, without aggressive conservation measures, data center energy consumption alone is expected to double over the next five years. In our report on Management of the Department's Data Centers at Contractor Sites (DOE/IG-0803, October 2008) we concluded that the Department of Energy had not always improved the efficiency of its contractor data centers even when such modifications were possible and practical. Despite its recognized energy conservation leadership role, the Department had not always taken advantage of opportunities to reduce energy consumption associated with its information technology resources. Nor, had it ensured that resources were managed in a way that minimized impact on the environment. In particular: (1) The seven Federal and contractor sites included in our review had not fully reduced energy consumption through implementation of power management settings on their desktop and laptop computers; and, as a consequence, spent $1.6 million more on energy costs than necessary in Fiscal Year 2008; (2) None of the sites reviewed had taken advantage of opportunities to reduce energy consumption, enhance cyber security, and reduce costs available through the use of techniques, such as 'thin-client computing' in their unclassified environments; and, (3) Sites had not always taken the necessary steps to reduce

    The Department of Energy contributes to the future of the Nation by ensuring energy security, maintaining the safety, security and reliability of the nuclear weapons stockpile, cleaning up the environment from the legacy of the Cold War, and developing innovations in science and technology. After 25 years in existence, the Department now operates 24 preeminent research laboratories and facilities and four power marketing administrations, and manages the environmental cleanup from 50 years of nuclear defense activities that impacted two million acres in communities across the country. The Department has an annual budget of about $23 billion and employs about 14,500 Federal and 100,000 contractor employees. The Department of Energy is principally a national security agency and all of its missions flow from this core mission to support national security. That is true not just today, but throughout the history of the agency. The origins of the Department can be traced to the Manhattan Project and the race to develop the atomic bomb during World War II. Following the war, Congress engaged in a vigorous and contentious debate over civilian versus military control of the atom. The Atomic Energy Act of 1946 settled the debate by creating the Atomic Energy Commission, which took over the Manhattan Project’s sprawling scientific and industrial complex.

    The Energy & Environmental Research Center (EERC), a contract-supported organization focused on technology research, development, demonstration, and commercialization (RDD&C), is entering its second year of a Cooperative Agreement with the U.S. Department of Energy (DOE) Morgantown Energy Technology Center (METC) to facilitate the development, demonstration, and commercialization of innovative environmental management (EM) technologies in support of the activities of DOE`s Office of Environmental Science and Technology (EM-50) under DOE`s EM Program. This paper reviews the concept and approach of the program under the METC-EERC EM Cooperative Agreement and profiles the role the program is playing in the commercialization of five EM technologies.

    The Energy & Environmental Research Center (EERC), a contract-supported organization focused on technology research, development, demonstration, and commercialization (RDD&C), is entering its second year of a Cooperative Agreement with the U.S. Department of Energy (DOE) Morgantown Energy Technology Center (METC) to facilitate the development, demonstration, and commercialization of innovative environmental management (EM) technologies in support of the activities of DOE`s Office of Environmental Science and Technology (EM-50) under DOE`s EM Program. This paper reviews the concept and approach of the program under the METC-EERC EM Cooperative Agreement and profiles the role the program is playing in the commercialization of five EM technologies.

    The Deactivation and Decommissioning (D&D) Technology Assessment Program (TAP) was developed to provide detailed, comparable data for environmental technologies and to disseminate this data to D&D professionals in a manner that will facilitate the review and selection of technologies to perform decontamination and decommissioning. The objectives for this project include the following: Determine technology needs through review of the Site Technology Coordination Group (STCG) information and other applicable websites and needs databases; Perform a detailed review of industries that perform similar activities as those required in D&D operations to identify additional technologies; Define the technology assessment program for characterization and waste management problem sets; Define the data management program for characterization, dismantlement, and waste management problem sets; Evaluate baseline and innovative technologies under standard test conditions at Florida International University's Hemispheric Center for Environmental Technology (FIU-HCET) and other locations and collect data in the areas of performance, cost, health and safety, operations and maintenance, and primary and secondary waste generation; Continue to locate, verify, and incorporate technology performance data from other sources into the multimedia information system; and Develop the conceptual design for a dismantlement technology decision analysis tool for dismantlement technologies.

    The final data package has been completed for the Mississippi State University, DIAL FTP Wall Depth Removal Characterization Technology. The package has been sent to DIAL for comments. Work is progressing on completing the transfer of glove boxes and tanks from Rocky Flats to FIU-HCET for the purpose of performing size reduction technology assessments. Vendors are being identified and security measures are being put in place to meet the High Risk Property criteria required by Rocky Flats. The FIU-HCET Technology Assessment Program has been included as one of 11 verification programs across the US and Canada described in the Interstate Technology Regulatory Cooperation (ITRC) document, ''Multi-state Evaluation of Elements Important to the Verification of Remediation Technologies'', dated January 1999. FIU-HCET will also participate in a panel discussion on technology verification programs at the International Environmental Technology Expo '99.

    The U.S. Department of Energy (DOE) has prepared an environmental assessment (EA) on the proposed Processing and Environmental Technology Laboratory (PETC) at Sandia National Laboratories/New Mexico (SNL/NM). This facility is needed to integrate, consolidate, and enhance the materials science and materials process research and development (R&D) currently in progress at SNL/NM. Based on the analyses in the EA, DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969. Therefore, an environmental impact statement is not required, and DOE is issuing this Finding of No Significant Impact (FONSI).

    The programming and website for the advanced Technology Information System (TIS) have been completed. Over and above the LSDDP-TIS, the new system provides information on DOE's baseline technologies, technology data contained in DOE's databases, technologies assessed at FIU-HCET Technology Assessment Program (TAP), as well as links to other selected D&D sites with valuable technology information. The new name for the website is Gateway for Environmental Technology (GET). A super-vacuum type blasting system was tested for decontamination of 12-in pipe internal surfaces. The system operates on compressed air and propels grit media at high speed at wall surfaces. It is equipped with a vacuum system for collecting grit, dust, and debris. This technology was selected for further development. The electret ion chamber (EIC) system for measurement of alpha contamination on surfaces has been calibrated and is ready for demonstration and deployment. FIU-HCET is working with representatives from Fernald, Oak Ridge, Rocky Flats, and Savannah River to procure a demonstration and deployment site. Final arrangements are ongoing for the mock-up design for the glove box and tank size reduction technology assessments, including designing of support bases for tanks, a piping support system, and a mobilization plan for glove boxes and tanks from storage site to the PermaCon.

    A vendor was selected for the diamond wire technology demonstration scheduled for this summer at Princeton Plasma Physics Laboratory (PPPL). A team consisting of personnel from FIU-HCET, PPPL, and AEA Technology reviewed the submitted bids. FIU-HCET will contract this vendor. At the SRS Ninth ICT teleconference, the ICT team discussed the status of the following demonstrations: LRAD; x-ray, K-edge; Strippable Coatings; Thermal Spray Vitrification; Cutting/Shearing/Dismantlement/Size Reduction; and Electrets. The LRAD demo is complete, and the x-ray/K-edge, Strippable Coatings, and Electrets demos are ongoing. The Asbestos and Thermal Spray Vitrification demos require more laboratory testing. The Cutting/Shearing/Dismantlement/Size Reduction demo is undergoing procurement. Five FIU-HCET staff members took the 1S0 14000 environmental auditor training course February 22-26, 1999, given by ASC. The test plan for the Facility Dismantlement Technology Assessment is finished and ready for internal review.

    The U.S. Department of Energy (DOE) Office of Industrial Technology`s (OIT`s) Technology Benefits Recording System (TBRS) was developed by Pacific Northwest Laboratory (PNL). The TBRS is used to organize and maintain records of the benefits accrued from the use of technologies developed with the assistance of OIT. OIT has had a sustained emphasis on technology deployment. While individual program managers have specific technology deployment goals for each of their ongoing programs, the Office has also established a separate Technology Deployment Division whose mission is to assist program managers and research and development partners commercialize technologies. As part of this effort, the Technology Deployment Division developed an energy-tracking task which has been performed by PNL since 1977. The goal of the energy-tracking task is to accurately assess the energy savings impact of OIT-developed technologies. In previous years, information on OIT-sponsored technologies existed in a variety of forms--first as a hardcopy, then electronically in several spreadsheet formats that existed in multiple software programs. The TBRS was created in 1993 for OIT and was based on information collected in all previous years from numerous industrial contacts, vendors, and plants that have installed OIT-sponsored technologies. The TBRS contains information on technologies commercialized between 1977 and the present, as well as information on emerging technologies in the late development/early commercialization stage of the technology life cycle. For each technology, details on the number of units sold and the energy saved are available on a year-by-year basis. Information regarding environmental benefits, productivity and competitiveness benefits, or impact that the technology may have had on employment is also available.

    This document has been prepared by the DOE Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation activities funded through the Western Environmental Technology Office (WETO) in Butte, Montana. Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. WETO`s environmental technology research and testing activities focus on the recovery of useable resources from waste. Environmental technology development and commercialization activities will focus on mine cleanup, waste treatment, resource recovery, and water resource management. Since the site has no record of radioactive material use and no history of environmental contamination/remediation activities, DOE-EM can concentrate on performing developmental and demonstration activities without the demands of regulatory requirements and schedules. Thus, WETO will serve as a national resource for the development of new and innovative environmental technologies.

    This report summarizes the current view of the most important technology needs for the US Department of Energy (DOE) facilities operated by Martin Marietta Energy Systems, Inc. These facilities are the Oak Ridge National Laboratory, the Oak Ridge K-25 Site, the Oak Ridge Y-12 Plant, the Paducah Gaseous Diffusion Plant, and the Portsmouth Gaseous Diffusion Plant. The sources of information used in this assessment were a survey of selected representatives of the Environmental Restoration (ER) programs at each facility, results from a questionnaire distributed by Geotech CWM, Inc., for DOE, and associated discussions with individuals from each facility. This is not a final assessment, but a brief look at an ongoing assessment; the needs will change as the plans for restoration change and, it is hoped, as some technical problems are solved through successful development programs.

    This Annual Site Environmental Report (ASER) for 2014 describes the environmental conditions related to work performed for the DOE at Area IV of the Santa Susana Field Laboratory (SSFL). The ETEC, a government-owned, company-operated test facility, was located in Area IV. The operations in Area IV included development, fabrication, operation and disassembly of nuclear reactors, reactor fuel, and other radioactive materials. Other activities in the area involved the operation of large-scale liquid metal facilities that were used for testing non-nuclear liquid metal fast breeder reactor components. All nuclear work was terminated in 1988, and all subsequent radiological work has been directed toward environmental restoration and decontamination and decommissioning (D&D) of the former nuclear facilities and their associated sites. Liquid metal research and development ended in 2002. Since May 2007, the D&D operations in Area IV have been suspended by the DOE, but the environmental monitoring and characterization programs have continued. Results of the radiological monitoring program continue to indicate that there are no significant releases of radioactive material from Area IV of SSFL. All potential exposure pathways are sampled and/or monitored, including air, soil, surface water, groundwater, direct radiation, transfer of property (land, structures, waste), and recycling.

    FIU-HCET participated in an ICT meeting at Mound during the second week of December and presented a brief videotape of the testing of the Robotic Climber technology. During this meeting, FIU-HCET proposed the TechXtract technology for possible testing at Mound and agreed to develop a five-page proposal for review by team members. FIU-HCET provided assistance to Bartlett Inc. and General Lasertronics Corporation in developing a proposal for a Program Opportunity Notice (PON). The proposal was submitted by these companies on January 5, 1999. The search for new equipment dismantlement technologies is continuing. The following vendors have responded to requests for demonstration: LUMONICS, Laser Solutions technology; CRYO-BEAM, Cryogenic cutting technology; Waterjet Technology Association, Waterjet Cutting technology; and DIAJET, Waterjet Cutting technology. Based on the tasks done in FY98, FIU-HCET is working closely with Numatec Hanford Corporation (NHC) and Pacific Northwest National Laboratory (PNNL) to revise the plan and scope of work of the pipeline plugging project in FY99, which involves activities of lab-scale flow loop experiments and a large-scale demonstration test bed.

    To enhance the measurement capability of EICs to alpha spectrometry, measurements at FIU-HCET were performed on different energy alpha sources, and response factors of ST electrets in 960-mL chamber were determined. Earlier, EIC was considered as only a charge-integrating device without spectrometric capability. This is a potentially significant development accomplished by FIU-HCET. It could appreciably lower the current cost of spectral characterization. FIU-HCET has been invited to participate in the Operating Engineers' National Hazmat program's assessment of the Mini Mitter, commercially known as the VitalSense{trademark} Telemetric Monitoring System. This evaluation is scheduled for early July 1999. Additional health and safety technology evaluations, in which FIU-HCET will also participate, are also scheduled for later in the summer. The Technology Information System (TIS), MISD, and DASD are now complete and accessible through the Internet website http://www.DandD.org/tis.

    The Online Measurement of Decontamination project team received a commitment for a demonstration in May from the Sacramento (California) Municipal Utility District (SMUD) Rancho Seco site. Since this site is a member of the DOE Commercial Utilities Consortium, the demonstration will fulfill the DOE and commercial technology demonstration requirements. Discussion on deployment of the Integrated Vertical and Overhead Decontamination (IVOD) System at Rancho Seco was conducted; date for deployment tentatively scheduled for early spring. Based upon fictional requirements from SRS for a shiny monitor in a high-level waste tank, FIU-HCET developed and delivered a draft slurry monitor design and draft test plan. Experiments measuring slurry settling time for SRS slurry simulant at 10 wt% have been completed on FIU-HCET'S flow loop with SRS dip. The completed design package of the test mockup for evaluating Non-Intrusive Location of Buried Items Technologies was sent to Fluor Fernald and the Operating Engineers National Hazmat Program for review. Comments are due at the end of January. Preliminary experiments to determine size distribution of aerosols generated during metal cutting were performed. A 1/4-inch-thick iron plate was cut using a plasma arc torch, and the size distribution of airborne particles was measured using a multistage impactor. Per request of DOE-Ohio, FIU-HCET participated in a weeklong value engineering study for the characterization, decontamination, and dismantlement of their critical path facility.

    The author outlines what he considers to be the key environmental issues affecting Clean Coal Technology (CCT) deployment both in the US and internationally. Since the international issues are difficult to characterize given different environmental drivers in various countries and regions, the primary focus of his remarks is on US deployment. However, he makes some general remarks, particularly regarding the environmental issues in developing vs. developed countries and how these issues may affect CCT deployment. Further, how environment affects deployment depends on which particular type of clean coal technology one is addressing. It is not the author`s intention to mention many specific technologies other than to use them for the purposes of example. He generally categorizes CCTs into four groups since environment is likely to affect deployment for each category somewhat differently. These four categories are: Precombustion technologies such as coal cleaning; Combustion technologies such as low NOx burners; Postcombustion technologies such as FGD systems and postcombustion NOx control; and New generation technologies such as gasification and fluidized bed combustion.

    In this paper the authors will discuss the waste stream minimization that future commercially operated clean coal technologies can effect. They will explore the ability of these now-beginning-to-mature technologies to reduce those aspects of the emission streams that have greatest potential for what the authors term as environmental liability. Environmental liability is manifested in a variety of forms. There are both current liabilities and future liabilities. In addition, uncertainties may reside in future anticipated regulatory compliance and the costs of such compliance. Exposure to liability translates into perceived risk which creates an air of uncertainty to the power industry and its lenders who provide the capital to build new power plants. In the context of electric power generation, newer, high efficiency power generation technologies developed in the course of the Clean Coal Technology Program of the US Department of Energy result in reduced waste stream emissions when compared against more aging conventional combustion technologies. This paper will discuss how the introduction of new clean coal technologies will help balance the conflict between adverse environmental impact and the global demand for increased energy. The authors will discuss how clean coal technologies will facilitate compliance with future air standards that may otherwise expose power producers to modification and cleanup costs, noncompliance penalties, or premature shut down.

    The Western Environmental Technology Office (WETO) is a multi-purpose engineering test facility located in Butte, Montana, and is managed by MSE, Inc. WETO seeks to contribute to environmental research by emphasizing projects to develop heavy metals removal and recovery processes, thermal vitrification systems, and waste minimization/pollution prevention technologies. WETO`s environmental technology research and testing activities focus on the recovery of usable resources from waste. In one of WETO`s areas of focus, groundwater contamination, water from the Berkeley Pit, located near the WETO site, is being used in demonstrations directed toward the recovery of potable water and metal from the heavy metal-bearing water. The Berkeley Pit is part of an inactive copper mine near Butte that was once part of the nation`s largest open-pit mining operation. The Pit contains approximately 25 billion gallons of Berkeley Pit groundwater and surface water containing many dissolved minerals. As part of DOE/OST`s Resource Recovery Project (RRP), technologies are being demonstrated to not only clean the contaminated water but to recover metal values such as copper, zinc, and iron with an estimated gross value of more than $100 million. When recovered, the Berkeley Pit waters could benefit the entire Butte valley with new water resources for fisheries, irrigation, municipal, and industrial use. At WETO, the emphasis is on environmental technology development and commercialization activities, which will focus on mine cleanup, waste treatment, resource recovery, and water resource management.

    Closure of the Rocky Flats Environmental Technology Site (RFETS) has been completed. The future land use of the site is designated as a National Wildlife Refuge. A joint effort between Kaiser-Hill, Department of Energy, U.S. Fish and Wildlife Service, Environmental Protection Agency, State of Colorado, and other stakeholders was initiated to provide direction for developing the final land configuration. Through early identification of issues and developing mutually agreeable solutions, the final land configuration of the site was successfully completed. (authors)

    The Department of Energy created the Office of Environmental Management (EM) to conduct a 30-year plus, multi-billion dollar program to manage the wastes and cleanup the legacy from over fifty years of nuclear material production. Across the DOE System there are thousands of sites containing millions of metric tons of buried wastes and contaminated soils and groundwater. Additionally, there are nearly 400,000 m{sup 3} of highly radioactive wastes in underground storage tanks, over 1,400 different mixed-waste streams, and thousands of contaminated surplus facilities, some exceeding 200,000 m{sup 2} in size. Costs to remediate all these problems have been estimated to be as much as several hundred billion dollars. The tremendous technical challenges with some of the problems and the high costs of using existing technologies has led the Department to create the Office of Technology Development (TD) to lead an aggressive, integrated national program to develop and deploy the needed advanced, cost-effective technologies. This program is developing technologies for all major cleanup steps: assessment, characterization, retrieval, treatment, final stabilization, and disposal. Work is focused on the Department`s five major problem areas: High-Level Waste Tank Remediation; Contaminant Plume Containment and Remediation; Mixed Waste Characterization, Treatment, and Disposal; Contaminated Soils and Buried Wastes Facility Transitioning, Decommissioning, and Final Disposal.

    Distributed Utility (DU) is an emerging concept in which modular generation and storage technologies sited near customer loads in distribution systems and specifically targeted demand-side management programs are used to supplement conventional central station generation plants to meet customer energy service needs. Research has shown that implementation of the DU concept could provide substantial benefits to utilities. This report summarizes the cost, performance, and environmental and siting characteristics of existing and emerging modular generation and storage technologies that are applicable under the DU concept.     The rapid commercialization of biomass gasification and pyrolysis technologies will raise questions concerning the environmental impacts of these systems and the associated costs for appropriate control technologies. This study concentrates on characterizing the effluent emissions and control technologies for a dual fluid-bed pyrolysis unit run by Arizona State University, Tempe, Arizona. The ASU system produces a raw product gas that is passed through a catalytic liquefaction system to produce a fuel comparable to No. 2 fuel oil. Argonne National Laboratory is conducting a program that will survey several biomass systems to standardize the sampling techniques, prioritize standard analyses and develop a data base so that environmental issues later may be addressed before they limit or impede the commercialization of biomass gasification and pyrolysis technologies. Emissions will be related to both the current and anticipated emissions standards to generate material balances and set design parameters for effluent treatment systems. This will permit an estimate to be made of the capital and operating costs associated with these technologies.

    The Environmental Restoration Department (ERD) at the Savannah River Site (SRS) has the responsibility to remediate waste sites and groundwater to standards as determined by Federal and State Authorities. This mission requires that certain programmatic interfaces within the ERD, Savannah River Technology Center (SRTC, formerly Savannah River Laboratory (SRL)), the Department of Energy Headquarters (DOE-HQ) Office of Technology Development (OTD), and outside commercial contractors be utilized to ensure cost-effective remediation technologies are utilized.     The Department of Energy (DOE) has prepared an Environmental Assessment (EA), DOE/EA-1039, for radioactive solution removal and processing at Rocky Flats Environmental Technology Site, Golden, Colorado. The proposal for solution removal and processing is in response to independent safety assessments and an agreement with the State of Colorado to remove mixed residues at Rocky Flats and reduce the risk of future accidents. Monthly public meetings were held during the scoping and preparation of the EA. The scope of the EA included evaluations of alternative methods and locations of solution processing. A comment period from February 20, 1995 through March 21, 1995 was provided to the public and the State of Colorado to offer written comment on the EA. Comments were received from the State of Colorado and the U.S. Environmental Protection Agency. A response to the agency comments is included in the Final EA.

    Environmental Data Energy Technology Characterizations are publications which are intended to provide policy analysts and technical analysts with basic environmental data associated with key energy technologies. This publication provides documentation on synthetic fuels (coal-derived and oil shale). The transformation of the energy in coal and oil shale into a more useful form is described in this publication in terms of major activity areas in the synthetic fuel cycles, that is, in terms of activities which produce either an energy product or a fuel leading to the production of an energy product in a different form. The activities discussed in this document are coal liquefaction, coal gasification, in-situ gasification, and oil shales. These activities represent both well-documented and advanced activity areas. The former activities are characterized in terms of actual operating data with allowance for future modification where appropriate. Emissions are assumed to conform to environmental standards. The advanced activity areas examined are those like coal liquefaction and in-situ retorting of oil shale. For these areas, data from pilot or demonstration plants were used where available; otherwise, engineering studies provided the data. The organization of the chapters in this volume is designed to support the tabular presentation in the summary volume. Each chapter begins with a brief description of the activity under consideration. The standard characteristics, size, availability, mode of functioning and place in the fuel cycle are presented. Next, major legislative and/or technological factors influencing the commercial operation of the activity are offered. Discussions of resources consumed, residuals produced, and economics follow. To aid in comparing and linking the different activity areas, data for each area are normalized to 10/sup 12/ Btu of energy output from the activity.
