    Geothermal energy is the natural heat of the earth, and can be tapped as a clean, safe, economical alternative source of energy. Much of the geothermal energy resource is recoverable with current or near-current technology and could make a significant contribution both to increasing domestic energy supplies and to reducing the US dependence on imported oil. Geothermal energy can be used for electric power production, residential and commercial space heating and cooling, industrial process heat, and agricultural process applications. This report describes the progress for fiscal year 1980 (FY80) of the Federal Geothermal Program. It also summarizes the goals, strategy, and plans which form the basis for the FY81 and FY82 program activities and reflects the recent change in national policy affecting Federal research, development and demonstration programs. The Interagency Geothermal Coordinating Council (IGCC) believes that substantial progress can and will be made in the development of geothermal energy. The IGCC goals are: (1) reduce the institutional barriers so that geothermal projects can be on-line in one-half the current time; (2) make moderate temperature resources an economically competitive source of electricity; (3) remove the backlog of noncompetitive lease applications; (4) competitive lease all KGRA lands; and (5) cut the cost of hydrothermal technology by 25%.

    The United Nations (U.N.) Security Council unanimously passed Resolution 1540 in April 2004. This landmark measure legally charges all U.N. Member States to enact and enforce effective measures to prevent the proliferation of weapons of mass destruction and their means of delivery by preventing illicit trafficking of chemical, biological, radiological, and nuclear (CBRN) materials and related technologies. Revelations regarding the expansiveness of the A.Q. Khan network provided a clear impetus for the Resolution. Resolution 1540 is distinctive because it is the first time the U.N. Security Council has required all Member States to act to prevent the illicit trafficking of CBRN materials and their means of delivery. It is also unique in that it specifically addresses prevention of CBRN proliferation and trafficking among non-state actors. The Resolution has a direct impact on the management of nuclear materials and nonproliferation policy in the future. Consequently, the INMM Nonproliferation and Arms Control Technical Division and the INMM Northeast Chapter initiated a professional workshop on March 15, 2005 to engage topical experts in a discussion of U.N. Security Council Resolution 1540. Although Resolution 1540 is now one year old and the Committee established to monitor its implementation has begun its work, many in the nonproliferation and nuclear materials management communities have not learned of the Resolution or have not yet recognized its significance. This article provides a summary of and perspectives on the workshop discussion that was conducted on a not-for-attribution basis.

    During the last three years, the Marine Board of the National Research Council (NRC) has published four study reports that focused on enhancing safety in offshore oil and gas activities and in the marine and maritime fields. The objective of these studies was to provide recommendations for actions that will reduce or eliminate deaths and injuries, reduce pollution from accidents and operations, and protect resources and structures from loss. Several recurring themes are woven through many of these reports. The themes deal with using technology already available and demonstrated, using risk analyses to establish priorities for use of resources (such as inspection facilities and personnel) despite the lack of data for decision making, using advanced tools for inspection and monitoring, and using long-term monitoring to gauge performance. One report about improving marine pipeline safety describes the safety challenges associated with designing, regulating, and monitoring over 20,000 miles of underwater pipelines in federal and state waters. The report on the restoration and protection of marine habitats comments on the institutional, regulatory, and managerial impediments to the wider application of the best engineering technologies and practices and the ways to deal with these impediments. The report on assessment techniques for removing offshore structures provides guidance on the use of technologies and their associated hazards and the development of strategies to mitigate environmental damage when offshore structures must be removed.     This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

    This report is one of four that the Pacific Northwest National Laboratory (PNNL) staff prepared to address Measure 7.1A in the Northwest Power Planning Council's (Council) Fish and Wildlife Program (Program) dated december 1994 (NPPC 1994). Measure 7.1A calls for the Bonneville Power Administration (BPA) to fund an evaluation of salmon survival, ecology, carrying capacity, and limiting factors in freshwater, estuarine, and marine habitats. Additionally, the Measure asks for development of a study plan based on critical uncertainties and research needs identified during the evaluation. This report deals with the evaluation of carrying capacity. It describes the analysis of different views of capacity as it relates to salmon survival and abundance. The report ends with conclusions and recommendations for studying carrying capacity.

    The Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers in 1994 as a national not-for-profit organization to address the increasingly urgent need to improve the technology-transfer process in the U.S. upstream petroleum industry. Coordinated from a Headquarters (HQ) office in Houston, PTTC maintains an active grassroots program executed by 10 Regional Lead Organizations (RLOs) and two satellite offices (Figure 1). Regional Directors interact with domestic oil and gas producers through technology workshops, resource centers, websites, newsletters, technical publications and cooperative outreach efforts. HQ facilitates inter-regional technology transfer and implements a comprehensive communications program. Active volunteers on the National Board and in Producer Advisory Groups (PAGs) in each of the 10 regions focus effort in areas that will create the most impact for domestic producers. Focused effort by dedicated individuals across the country has enabled PTTC to achieve the milestones outlined in Appendix A.

    The purpose of this booklet is to briefly describe ongoing and completed projects being carried out by Bonneville Power Administration's (BPA) Industrial Technology Section. In the Pacific Northwest, the industrial sector is the largest of the four consuming sectors. It accounted for thirty-nine percent of the total firm demand in the region in 1987. It is not easy to asses the conservation potential in the industrial sector. Recognizing this, the Northwest Power Planning Council established an objective to gain information on the size, cost, and availability of the conservation resource in the industrial sector, as well as other sectors, in its 1986 Power Plan. Specifically, the Council recommended that BPA operate a research and development program in conjunction with industry to determine the potential costs and savings from efficiency improvements in industrial processes which apply to a wide array of industrial firms.'' The section, composed of multidisciplinary engineers, provides technical support to the Industrial Programs Branch by designing and carrying out research relating to energy conservation in the industrial sector. The projects contained in this booklet are arranged by sector --industrial, utility, and agricultural -- and, within each sector, chronologically from ongoing to completed, with those projects completed most recently falling first. For each project the following information is given: its objective approach, key findings, cost, and contact person. Completed projects also include the date of completion, a report title, and report number.

    The EMS Energy Institute at The Pennsylvania State University (Penn State) has managed the Gas Storage Technology Consortium (GSTC) since its inception in 2003. The GSTC infrastructure provided a means to accomplish industry-driven research and development designed to enhance the operational flexibility and deliverability of the nation's gas storage system, and provide a cost-effective, safe, and reliable supply of natural gas to meet domestic demand. The GSTC received base funding from the U.S. Department of Energy's (DOE) National Energy Technology Laboratory (NETL) Oil & Natural Gas Supply Program. The GSTC base funds were highly leveraged with industry funding for individual projects. Since its inception, the GSTC has engaged 67 members. The GSTC membership base was diverse, coming from 19 states, the District of Columbia, and Canada. The membership was comprised of natural gas storage field operators, service companies, industry consultants, industry trade organizations, and academia. The GSTC organized and hosted a total of 18 meetings since 2003. Of these, 8 meetings were held to review, discuss, and select proposals submitted for funding consideration. The GSTC reviewed a total of 75 proposals and committed co-funding to support 31 industry-driven projects. The GSTC committed co-funding to 41.3% of the proposals that it received and reviewed. The 31 projects had a total project value of $6,203,071 of which the GSTC committed $3,205,978 in co-funding. The committed GSTC project funding represented an average program cost share of 51.7%. Project applicants provided an average program cost share of 48.3%. In addition to the GSTC co-funding, the consortium provided the domestic natural gas storage industry with a technology transfer and outreach infrastructure. The technology transfer and outreach were conducted by having project mentoring teams and a GSTC website, and by working closely with the Pipeline Research Council International (PRCI) to jointly host

However it is stated in the Council Regulations that if the IPPE Director General or his Deputy responsible for NM control and accounting approves Council recommendations, the recommendations become obligatory. In this paper, the experience of the Council and its initial activities are presented and discussed in, as are possible activities and roles the Council could play in the future.

    Nuclear energy generates significant reliable baseload electricity, yet many citizens in countries with nuclear power do not know the facts and benefits this clean energy source provides. For much of its history, the nuclear energy industry has been perceived as secretive and protective. Anti-nuclear activists use this general lack of public knowledge to sensationalise events, spread misinformation, and play on people's emotions. Yet, the nuclear energy industry has done little to combat these falsehoods imposed on the general public. Support for nuclear energy, or lack thereof, is even more pronounced after the extraordinary natural disasters and ensuing nuclear incident in Japan earlier this year, making proactive outreach to restore public trust even more important than before. The industry must inform and educate at all levels to dispel the falsehoods and enable clear, rational decision-making by government officials, business leaders and the general public, if it wants to grow and provide clean energy for the future. AREVA understands that this community outreach and education are just the first steps toward helping clean energy sources grow. We know that energy demand and security means we need to utilize every clean energy source available. We must start the education process from pre-school age to encourage children to enter science, technology, engineering and math curriculums. We must maintain regular community dialog and open discussions and operate in a safe manner, because in the long run, it is these community members who will help ensure energy security for the country. These stakeholders have a strong voice, a voice that can be heard locally, and if necessary, a voice that can impact the future of nuclear energy worldwide.     This report, Analysis of Potential Energy Corridors Proposed by the Western Electricity Coordinating Council (WECC), was prepared by the Environmental Science Division of Argonne National Laboratory (Argonne). The intent of WECC’s work was to identify planning-level energy corridors that the Department of Energy (DOE) and its affiliates could study in greater detail. Argonne was tasked by DOE to analyze the WECC Proposed Energy Corridors in five topic areas for use in reviewing and revising existing corridors, as well as designating additional energy corridors in the 11 western states. In compliance with Section 368 of the Energy Policy Act of 2005 (EPAct), the Secretaries of Energy, Agriculture, and the Interior (Secretaries) published a Programmatic Environmental Impact Statement in 2008 to address the proposed designation of energy transport corridors on federal lands in the 11 western states. Subsequently, Records of Decision designating the corridors were issued in 2009 by the Bureau of Land Management (BLM) and the U.S. Forest Service (USFS). The 2012 settlement of a lawsuit, brought by The Wilderness Society and others against the United States, which identified environmental concerns for many of the corridors requires, among other things, periodic reviews of the corridors to assess the need for revisions, deletions, or additions. A 2013 Presidential Memorandum requires the Secretaries to undertake a continuing effort to identify and designate energy corridors. The WECC Proposed Energy Corridors and their analyses in this report provide key information for reviewing and revising existing corridors, as well as designating additional energy corridors in the 11 western states. Load centers and generation hubs identified in the WECC analysis, particularly as they reflect renewable energy development, would be useful in reviewing and potentially updating the designated Section 368 corridor network.     Federal agencies are under pressure to do more with less--to improve the services they provide to the public, with greater accountability for achieving results, more quickly and at lower cost. In a 1994 study of leading organizations, the General Accounting Office (GAO) identified 11 strategic information management (SIM) practices, which became the foundation of the Clinger-Cohen Act of 1996. In 1997, the Federal Chief Information Officers (CIO) Council and the Industry Advisory Council prepared 20 case studies demonstrating the use of information technology to achieve a positive return on investment within the federal government. Focusing on these 20 case studies, this research first looked for evidence that supported or refuted each of GAO's SIM practices. Second, the research looked for best practices that may be unique to a federal environment. Third, the study identified other best practices.

This document, Technology '90, is the latest in a series that is intended to communicate some of the many opportunities available for US industry and universities to work with the DOE and its laboratories in the vital activity of improving technology transfer to meet national needs.     Gas storage is a critical element in the natural gas industry. Producers, transmission and distribution companies, marketers, and end users all benefit directly from the load balancing function of storage. The unbundling process has fundamentally changed the way storage is used and valued. As an unbundled service, the value of storage is being recovered at rates that reflect its value. Moreover, the marketplace has differentiated between various types of storage services and has increasingly rewarded flexibility, safety, and reliability. The size of the natural gas market has increased and is projected to continue to increase towards 30 trillion cubic feet (TCF) over the next 10 to 15 years. Much of this increase is projected to come from electric generation, particularly peaking units. Gas storage, particularly the flexible services that are most suited to electric loads, is crucial in meeting the needs of these new markets. To address the gas storage needs of the natural gas industry, an industry-driven consortium was created - the Gas Storage Technology Consortium (GSTC). The objective of the GSTC is to provide a means to accomplish industry-driven research and development designed to enhance the operational flexibility and deliverability of the nation's gas storage system, and provide a cost-effective, safe, and reliable supply of natural gas to meet domestic demand. This report addresses the activities for the quarterly period of January1, 2007 through March 31, 2007.     In Citizens Coal Council v. EPA, an en banc panel for the Sixth Circuit Court of Appeals considered a challenge to EPA regulations promulgated pursuant to the Clean Water Act (CWA). The EPA promulgated the regulations in an attempt to incentivize coal companies to remine once abandoned mine sites. Petitioners, two nonprofit environmental organizations, claimed that the regulations violated the Clean Water Act and Administrative Procedure Act by allowing coal companies to remine without adhering to any enforceable pollution limitations. The EPA countered that more remining would improve water quality at abandoned sites. The Sixth Circuit rejected Petitioners' claims, finding that the EPA's regulations were reasonably consistent with the CWA's goal of restoring the integrity of the nation's waters. In so holding, the court struggled to understand the meaning of the CWA's complex procedural and technical language, and allowed the EPA to justify the rule based on the CWA's broad statement of purpose. Such superficial judicial review sets a dangerous precedent in environmental law, because it exacerbates the risk of agency capture. A captured agency promulgates regulations that benefit-industry, not the environment. Without the judiciary acting as a meaningful check against agency capture, the public loses a valuable tool in the fight against major-industrial polluters like the domestic coal industry. Citizens Coal Council therefore stands as a cautionary tale, a warning sign that the judiciary may be unable to identify agency capture where the regulations at issue are promulgated pursuant to a complex statute like the Clean Water Act.

    This document is adapted from an actual February 2008 deliverable memo and report delivered by the National Renewable Energy Laboratory (NREL) to the City Council of New Orleans, the office of the Mayor of New Orleans, the Chairperson of the Citizen Stakeholders Group (New Orleans Energy Task Force) and the Department of Energy Project Officer in February of 2008. In January 2008, the New Orleans Utility Committee requested review, commentary, and suggestions for Utility Committee next steps related to the Energy Efficiency Resolution (the Resolution) passed by the City Council in December 2007. The suggestions are reprinted here as: (1) An illustration of opportunities for other local governments for the development and implementation of effective energy efficiency ordinances and resolutions; and (2) An example of the type of policy technical assistance that DOE/NREL provides to communities. Based on experience in other communities and energy efficiency policies and programs, NREL found the Resolution to be a solid framework for increasing the responsible use of energy efficiency and reaping the associated economic and environmental benefits in the city of New Orleans. The remainder of this document provides the requested suggestions for next steps in implementing the word and spirit of the resolution. These suggestions integrate the extensive work of other entities, including the New Orleans Mayor's office, the New Orleans Energy Advisory Committee, the Energy Efficiency Initiative, and the U.S. Environmental Protection Agency's National Action Plan for Energy Efficiency. In general, three actions were suggested for funding mechanisms, two for near-term successes, and two for longer-term success.

    The Southern States Energy Board's (SSEB) 'Regional Effort to Deploy Clean Coal Technologies' program began on June 1, 2003, and was completed on January 31, 2009. The project proved beneficial in providing state decision-makers with information that assisted them in removing barriers or implementing incentives to deploy clean coal technologies. This was accomplished through two specific tasks: (1) domestic energy security and diversity; and (2) the energy-water interface. Milestones accomplished during the project period are: (1) Presentations to Annual Meetings of SSEB Members, Associate Member Meetings, and the Gasification Technologies Council.     Gas storage is a critical element in the natural gas industry. Producers, transmission and distribution companies, marketers, and end users all benefit directly from the load balancing function of storage. The unbundling process has fundamentally changed the way storage is used and valued. As an unbundled service, the value of storage is being recovered at rates that reflect its value. Moreover, the marketplace has differentiated between various types of storage services, and has increasingly rewarded flexibility, safety, and reliability. The size of the natural gas market has increased and is projected to continue to increase towards 30 trillion cubic feet (TCF) over the next 10 to 15 years. Much of this increase is projected to come from electric generation, particularly peaking units. Gas storage, particularly the flexible services that are most suited to electric loads, is critical in meeting the needs of these new markets. In order to address the gas storage needs of the natural gas industry, an industry-driven consortium was created--the Gas Storage Technology Consortium (GSTC). The objective of the GSTC is to provide a means to accomplish industry-driven research and development designed to enhance operational flexibility and deliverability of the Nation's gas storage system, and provide a cost effective, safe, and reliable supply of natural gas to meet domestic demand. To accomplish this objective, the project is divided into three phases that are managed and directed by the GSTC Coordinator. The first phase, Phase 1A, was initiated on September 30, 2003, and was completed on March 31, 2004. Phase 1A of the project included the creation of the GSTC structure, development and refinement of a technical approach (work plan) for deliverability enhancement and reservoir management.     The traveler participated in a conference on environmental technology in Paris, sponsored by the US Embassy-Paris, US Environmental Protection Agency (EPA), the French Environmental Ministry, and others. The traveler sat on a panel for environmental aspects of energy technology and made a presentation on the potential contributions of Oak Ridge National Laboratory (ORNL) to a planned French-American Environmental Technologies Institute in Chattanooga, Tennessee, and Evry, France. This institute would provide opportunities for international cooperation on environmental issues and technology transfer related to environmental protection, monitoring, and restoration at US Department of Energy (DOE) facilities. The traveler also attended the Fourth International Conference on Environmental Contamination in Barcelona. Conference topics included environmental chemistry, land disposal of wastes, treatment of toxic wastes, micropollutants, trace organics, artificial radionuclides in the environment, and the use biomonitoring and biosystems for environmental assessment. The traveler presented a paper on The Fate of Radionuclides in Sewage Sludge Applied to Land.'' Those findings corresponded well with results from studies addressing the fate of fallout radionuclides from the Chernobyl nuclear accident. There was an exchange of new information on a number of topics of interest to DOE waste management and environmental restoration needs.

    The smartDESKTOP Initiative at the Indiana Humanities Council received critical support in building and delivering a digital desktop for Indiana educators through the Department of Energy Grant DE-FG02-06ER64282. During the project period September 2006 through October of 2007, the number of Indiana educators with accounts on the smartDESKTOP more than tripled from under 2,000 to more than 7,000 accounts. An external review of the project conducted for the purposes of understanding the impact of the service in Indiana schools revealed that the majority of respondents felt that using the smartDESKTOP did reduce the time they spent managing paper. The same study revealed the challenges of implementing a digital desktop meant to help teachers leverage technology to improve their teaching and ultimately student learning. The most significant outcome of this project is that the Indiana Department of Education expressed interest in assuming responsibility for sustaining this project. The transition of the smartDESKTOP to the Indiana Department of Education was effective on November 1, 2007.

    Three years ago, the author presented a report on power generation technologies which in summary said 'no technology available today has the potential of becoming transformational or disruptive in the next five to ten years'. In 2006 the company completed another strategic view research report covering the electric power, oil, gas and unconventional energy industries and manufacturing industry. This article summarises the strategic view findings and then revisits some of the scenarios presented in 2003. The cost per megawatt-hour of the alternatives is given for plants ordered in 2005 and then in 2025. The issue of greenhouse gas regulation is dealt with through carbon sequestration and carbon allowances or an equivalent carbon tax. Results reveal substantial variability through nuclear power, hydro, wind, geothermal and biomass remain competitive through every scenario. Greenhouse gas scenario analysis shows coal still be viable, albeit less competitive against nuclear and renewable technologies. A carbon tax or allowance at $24 per metric ton has the same effect on IGCC cost as a sequestration mandate. However, the latter would hurt gas plants much more than a tax or allowance. Sequestering CO{sub 2} from a gas plant is almost as costly per megawatt-hour as for coal. 5 refs., 5 figs., 5 tabs.

    The Department of Energy awarded the South Middlesex Opportunity Council (SMOC) a planning grant to enable SMOC and a consortium of community based organizations known as the Community Energy Partnership (CEP) to explore their future business opportunities and expand their energy activities. The original members of CEP had preexisting federal and state Weatherization Assistance Program grants and had joined together in July, 1985 to provide energy audits and related arranging services for residential consumers as contractors to three eastern Massachusetts utilities under the aegis of the Residential Conservation Service (RCS). SMOC and the other community-based organization which comprised CEP formulated four goals which guided their planning activities under the DOE grant: (1) to expand the scope of the existing energy program activities carried on by member agencies; (2) to add more community based organizations to their membership, eventually achieving a statewide service capability; (3) to diversify their funding base; and (4) to provide a wider variety of energy conservation services to low and moderate income households.

    The US Department of Energy (DOE) has completed an environmental assessment (DOE/EA-1113) for the proposed lease of 957.16 acres of the Oak Ridge Reservation (ORR) to the East Tennessee Economic Council (ETEC), a non-profit community organization, for a period of 10 years, with an option for renewal. ETEC proposes to develop an industrial park on the leased site to provide employment opportunities for DOE and contractor employees affected by decreased federal funding. Based on the results of the analysis reported in the EA and implementation of mitigation measures defined in this Finding of No Significant Impact (FONSI), DOE has determined that the proposed action is not a major Federal action that would significantly affect the quality of the human environment within the context of the National Environmental Policy Act of 1969 (NEPA). Therefore, preparation of an environmental impact statement (EIS) is not necessary, and DOE is issuing this mitigated FONSI. DOE will implement a Mitigation Action Plan for this project and provide annual reports on mitigation and monitoring.

    Development of a new technology for commercial application can be significantly accelerated by leveraging related technologies used in other markets. Synergies across multiple application domains attract research and development (R and D) talent - widening the innovation pipeline - and increases the market demand in common components and subsystems to provide performance improvements and cost reductions. For these reasons, driver development plans for inertial fusion energy (IFE) should consider the non-fusion technology base that can be lveraged for application to IFE. At this time, two laser driver technologies are being proposed for IFE: solid-state lasers (SSLs) and KrF gas (excimer) lasers. This document provides a brief survey of organizations actively engaged in these technologies. This is intended to facilitate comparison of the opportunities for leveraging the larger technical community for IFE laser driver development. They have included tables that summarize the commercial organizations selling solid-state and KrF lasers, and a brief summary of organizations actively engaged in R and D on these technologies.

    The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of assisting U.S. independent oil and gas producers with timely, informed technology decisions during Fiscal Year 2004 (FY04). PTTC has active grassroots programs through its 10 Regional Lead Organizations (RLOs) and 2 satellite offices. They bring research and academia to the table via their association with geological surveys and engineering departments. The regional directors interact with independent oil and gas producers through technology workshops, resource centers, websites, newsletters, technical publications and other cooperative outreach efforts. PTTC's Headquarters (HQ) staff receives direction from a National Board of Directors predominantly comprised of American natural gas and oil producers to plan and manage the overall technology transfer program. PTTC HQ implements a comprehensive communications program by interconnecting the talents of the National Board, 10 Regional Producer Advisory Groups (PAG) and the RLOs with industry across the U.S. PTTC effectively combines federal funding through the Department of Energy's (DOE) Office of Fossil Energy, namely the Strategic Center for Natural Gas and Oil with state and industry contributions to share application of upstream technologies. Ultimately, these efforts factor in to provide a safe, secure and reliable energy supply for American consumers. This integrated resource base, combined with industry volunteers guiding PTTC's activities and the dedication of national and regional staff, are achieving notable results regarding domestic production figures. PTTC is increasingly recognized as a critical resource for information and access to technologies by providing direct contact with research, development and demonstration (RD&D) results.   3. Geothermal energy technology: issues, R and D needs, and cooperative arrangements

    In 1986, the National Research Council, through its Energy Engineering Board, formed the Committee on Geothermal Energy Technology. The committee's study addressed major issues in geothermal energy technology, made recommendations for research and development, and considered cooperative arrangements among government, industry, and universities to facilitate RandD under current severe budget constraints. The report addresses four types of geothermal energy: hydrothermal, geopressured, hot dry rock, and magma systems. Hydrothermal systems are the only type that are now economically competitive commercially. Further technology development by the Department of Energy could make the uneconomical hydrothermal resources commercially attractive to the industry. The economics are more uncertain for the longer-term technologies for extracting energy from geopressured, hot dry rock, and magma systems. For some sites, the cost of energy derived from geopressured and hot dry rock systems is projected within a commercially competitive range. The use of magma energy is too far in the future to make reasonable economic calculations.

    This report contains the proceedings of a workshop held during 1995 in Portland, Oregon. The objective of the workshop was to assemble a group of experts that could help us define carrying capacity for Columbia River Basin salmonids. The workshop was one activity designed to answer the questions asked in Measure 7.1A of the Council`s Fish and Wildlife Program. Based, in part, on the information we learned during the workshop we concluded that the approach inherent in 7.1A will not increase understanding of ecology, carrying capacity, or limiting factors that influence salmon under current conditions. Measure 7.1A requires a definition of carrying capacity and a list of determinants (limiting factors) of capacity. The implication or inference then follows that by asking what we know and do not know about the determinants will lead to research that increases our understanding of what is limiting salmon survival. It is then assumed that research results will point to management actions that can remove or repair the limiting factors. Most ecologists and fisheries scientists that have studied carrying capacity clearly conclude that this approach is an oversimplification of complex ecological processes. To pursue the capacity parameter, that is, a single number or set of numbers that quantify how many salmon the basin or any part of the basin can support, is meaningless by itself and will not provide useful information.

  5. Enhanced Attenuation Technologies: Passive Soil Vapor Extraction

    Passive soil vapor extraction (PSVE) is an enhanced attenuation (EA) approach that removes volatile contaminants from soil. The extraction is driven by natural pressure gradients between the subsurface and atmosphere (Barometric Pumping), or by renewable sources of energy such as wind or solar power (Assisted PSVE). The technology is applicable for remediating sites with low levels of contamination and for transitioning sites from active source technologies such as active soil vapor extraction (ASVE) to natural attenuation. PSVE systems are simple to design and operate and are more cost effective than active systems in many scenarios. Thus, PSVE is often appropriate as an interim-remedial or polishing strategy. Over the past decade, PSVE has been demonstrated in the U.S. and in Europe. These demonstrations provide practical information to assist in selecting, designing and implementing the technology. These demonstrations indicate that the technology can be effective in achieving remedial objectives in a timely fashion. The keys to success include: (1) Application at sites where the residual source quantities, and associated fluxes to groundwater, are relatively low; (2) Selection of the appropriate passive energy source - barometric pumping in cases with a deep vadose zone and barrier (e.g., clay) layers that separate the subsurface from the atmosphere and renewable energy assisted PSVE in other settings and where higher flow rates are required. (3) Provision of sufficient access to the contaminated vadose zones through the spacing and number of extraction wells. This PSVE technology report provides a summary of the relevant technical background, real-world case study performance, key design and cost considerations, and a scenario-based cost evaluation. The key design and cost considerations are organized into a flowchart that dovetails with the Enhanced Attenuation: Chlorinated Organics Guidance of the Interstate Technology and Regulatory Council (ITRC). SwRI{reg_sign} is conducting this project for DOE in conjunction with Pipeline Research Council International, Gas Machinery Research Council, El Paso Pipeline, Cooper Compression, and Southern Star, under DOE contract number DE-FC26-02NT41646. The objective of Task 15.0 was to investigate the perceived imbalance in airflow between power cylinders in two-stroke integral compressor engines and develop solutions via manifold redesign. The overall project objective is to develop and substantiate methods for operating integral engine/compressors in gas pipeline service, which reduce fuel consumption, increase capacity, and enhance mechanical integrity.

Private sector businesses were educated so as to increase their awareness of the vast amount of technologies that are available, with an initial focus on technology applications that are related to the Hydrogen, Fuel Cells and Infrastructure Technologies (Hydrogen) Program of the U.S. Department of Energy. Specifically, the project worked to increase industry awareness of the vast technology resources available to them that have been developed with taxpayer funding. NAVSEA-Carderock and the Houston Advanced Research Center teamed with Nicholls State University to catalog NAVSEA-Carderock unclassified technologies, rated the level of readiness of the technologies and established a web based catalog of the technologies. In particular, the catalog contains technology descriptions, including testing summaries and overviews of related presentations.

    Lawrence Livermore National Laboratory's Engineering Directorate has two primary discretionary avenues for its investment in technologies: the Laboratory Directed Research and Development (LDRD) program and the ''Tech Base'' program. This volume summarizes progress on the projects funded for technology-base efforts in FY2004. The Engineering Technical Reports exemplify Engineering's more than 50-year history of researching and developing (LDRD), and reducing to practice (technology-base) the engineering technologies needed to support the Laboratory's missions. Engineering has been a partner in every major program and project at the Laboratory throughout its existence, and has prepared for this role with a skilled workforce and technical resources. This accomplishment is well summarized by Engineering's mission: ''Enable program success today and ensure the Laboratory's vitality tomorrow''. LDRD is the vehicle for creating those technologies and competencies that are cutting edge. These require a significant level of research or contain some unknown that needs to be fully understood. Tech Base is used to apply those technologies, or adapt them to a Laboratory need. The term commonly used for Tech Base projects is ''reduction to practice''.     The Petroleum Technology Transfer Council (PTTC) was established by domestic crude oil and natural gas producers, working in conjunction with the Independent Petroleum Association of America (IPAA), the U.S. Department of Energy (DOE) and selected universities, in 1994 as a national not-for-profit organization. Its goal is to transfer Exploration and Production (E&P) technology to the domestic upstream petroleum industry, in particular to the small independent operators. PTTC connects producers, technology providers and innovators, academia, and university/industry/government research and development (R&D) groups. From inception PTTC has received federal funding through DOE's oil and natural gas program managed by the National Energy Technology Laboratory (NETL). With higher funding available in its early years, PTTC was able to deliver well more than 100 workshops per year, drawing 6,000 or more attendees per year. Facing the reality of little or no federal funding in the 2006-2007 time frame, PTTC and the American Association of Petroleum Geologists (AAPG) worked together for PTTC to become a subsidiary organization of AAPG. This change brings additional organizational and financial resources to bear for PTTC's benefit. PTTC has now been 'powered by AAPG' for two full fiscal years. There is a clear sense that PTTC has stabilized and is strengthening its regional workshop and national technology transfer programs and is becoming more entrepreneurial in exploring technology transfer opportunities beyond its primary DOE contract. Quantitative accomplishments: PTTC has maintained its unique structure of a national organization working through Regional Lead Organizations (RLOs) to deliver local, affordable workshops. During the contract period PTTC consolidated from 10 to six regions efficiency and alignment with AAPG sections.     We present a representative review of existing, emerging, and future technology options in each of five hardware and systems areas in envelope and lighting technologies: lighting systems, glazing systems, shading systems, daylighting optical systems, and dynamic curtain wall systems. The term technology is used here to describe any design choice for energy efficiency, ranging from individual components to more complex systems to general design strategies. The purpose of this task is to characterize the state of the art in envelope and lighting technologies in order to identify those with promise for advanced integrated systems, with an emphasis on California commercial buildings. For each technology category, the following activities have been attempted to the extent possible: Identify key performance characteristics and criteria for each technology. Determine the performance range of available technologies. Identify the most promising technologies and promising trends in technology advances. Examine market forces and market trends. Develop a continuously growing in-house database to be used throughout the project. A variety of information sources have been used in these technology characterizations, including miscellaneous periodicals, manufacturer catalogs and cut sheets, other research documents, and data from previous computer simulations. We include these different sources in order to best show the type and variety of data available, however publication here does not imply our guarantee of these data. Within each category, several broad classes are identified, and within each class we examine the generic individual technologies that fall into that class.

  14. Mitigation Action Plan: Lease of Parcel ED-1 of the Oak Ridge Reservation by the East Tennessee Economic Council

    In April 1996, the U.S. Department of Energy (DOE) completed an environmental assessment (EA) (DOE/EA-1113) for the proposed lease of 957-16 acres (Parcel ED-1) of the Oak Ridge (Tennessee) Reservation (ORR) by the East Tennessee Economic Council (ETEC) for industrial development. DOE plans to issue a Finding of No Significant Impact (FONSI) for the proposed action, conditional upon the implementation of mitigation and monitoring to protect environmental resources. According to DOE`s National Environmental Policy Act (NEPA) regulations (10 CFR 1021.322), a FONSI shall include {open_quotes}any commitments to mitigations that are essential to render the impacts of the proposed action not significant, beyond those mitigations that are integral elements of the proposed action, and a reference to the Mitigation Action Plan prepared under 10 CTR 1021.331{close_quotes}. Terms of the lease offer DOE the option of terminating the lease with ETEC should the lessee and/or sublessees fail to implement the mitigation defined in the FONSI.

    The Petroleum Technology Transfer Council (PTTC) continued pursuing its mission of helping U.S. independent oil and natural gas producers make timely, informed technology decisions. PTTC's Board made a strategic decision to relocate the Headquarters (HQ) office from Washington, DC to Houston, Texas. Driving force behind relocation was to better connect with independent producers, but cost savings could also be realized. Relocation was accomplished in late December 2000, with the HQ office being fully operational by January 2001. Early indications are that the HQ relocation is, in fact, enabling better networking with senior executives of independents in the Houston oil community. New Board leadership, elected in March 2001, will continue to effectively guide PTTC.

    The technology items in this report were selected on the basis of technological readiness and applicability to current technology transfer thrusts. The items include technologies that are considered to be within 2 to 3 years of being transferred. While the catalog does not profess to be entirely complete, it does represent an initial attempt at archiving innovative geothermal technologies with ample room for additions as they occur. The catalog itself is divided into five major functional areas: Exploration; Drilling, Well Completion, and Reservoir Production; Materials and Brine Chemistry; Direct Use; and Economics.     The nuclear industry has been slow to incorporate digital sensor technology into nuclear plant designs due to concerns with digital qualification issues. However, the benefits of digital sensor technology for nuclear plant instrumentation are substantial in terms of accuracy, reliability, availability, and maintainability. This report demonstrates these benefits in direct comparisons of digital and analog sensor applications. It also addresses the qualification issues that must be addressed in the application of digital sensor technology.
