    A key element of the Hanford waste management strategy is the construction of a new facility, the Hanford Waste Vitrification Plant (HWVP), to vitrify existing and future liquid high-level waste produced by defense activities at the Hanford Site. The HWVP mission is to vitrify pretreated waste in borosilicate glass, cast the glass into stainless steel canisters, and store the canisters at the Hanford Site until they are shipped to a federal geological repository. The HWVP Technical Manual (Manual) documents the technical bases of the current HWVP process and provides a physical description of the related equipment and the plant. The immediate purpose of the document is to provide the technical bases for preparation of project baseline documents that will be used to direct the Title 1 and Title 2 design by the A/E, Fluor. The content of the Manual is organized in the following manner. Chapter 1.0 contains the background and context within which the HWVP was designed. Chapter 2.0 describes the site, plant, equipment and supporting services and provides the context for application of the process information in the Manual. Chapter 3.0 provides plant feed and product requirements, which are primary process bases for plant operation. Chapter 4.0 summarizes the technology for each plant process. Chapter 5.0 describes the engineering principles for designing major types of HWVP equipment. Chapter 6.0 describes the general safety aspects of the plant and process to assist in safe and prudent facility operation. Chapter 7.0 includes a description of the waste form qualification program and data. Chapter 8.0 indicates the current status of quality assurance requirements for the Manual. The Appendices provide data that are too extensive to be placed in the main text, such as extensive tables and sets of figures. The Manual is a revision of the 1987 version.

    This report documents an Independent Technical Review (ITR) of the facilities, organizations, plans, and activities required to transition particular elements of the Mound Plant from Defense Program (DP) funded operation as appropriate either to community developed reuse or safe deactivation leading to decontamination and decommissioning (D&D). The review was conducted at the request of the Dr. Willis Bixby, Deputy Assistant Secretary, U.S. Department of Energy EM-60, Office of Facility Transition and Management and is a consensus of the nine member ITR Team. Information for the review was drawn from documents provided to the ITR Team by the Miamisburg Area Office (MB) of the DOE, EG&G, the City of Miamisburg, and others; and from presentations, discussions, interviews, and facility inspections at the Mound Plant during the weeks of March 14 and March 28, 1994. During the week of April 25, 1994, the ITR Team met at Los Alamos, New Mexico to develop consensus recommendations. A presentation of the core recommendations was made at the Mound Plant on May 5, 1994. This is an independent assessment of information available to, and used by, the Mound Plant personnel. Repetition of the information is not meant to imply discovery by the ITR Team. Team members, however, acting as independent reviewers, frequently assess the information from a perspective that differs significantly from that of the Mound Plant personnel. The report is based on information obtained and conditions observed during the March 1994 review interval. The ITR process and normal site work often initiate rapid, beneficial changes in understanding and organization immediately following the review. These changes frequently alter conditions observed during the review, but the report does not address changes subsequent to the review interval.

    The Geo-Heat Center (GHC) staff provided responses to 1442 technical support requests during the contract period (April 1, 2006 to September 30, 2007), which were six quarters under this contract. Our website, consisting of 1900 files, also contributes to our technical assistance activity. Downloaded files were 1,889,323 (3,448 per day) from our website, the total number of users was 1,365,258 (2,491 per day), and the total number of hits were 6,008,500 (10,064 per day). The GHC staff attended 60 workshops, short course and professional meeting and made 29 technical presentations. The staff also prepared and mailed out 2,000 copies of each of five issues of the GHC Quaterly Bulletin which contained 26 articles. We also mailed out approximately 5,000 papers and publications to interested individuals and organizations.

    SENTECH is a small energy and environmental consulting firm providing technical, analytical, and communications solutions to technology management issues. The activities proposed by SENTECH focused on gathering and developing communications materials and information, and various dissemination activities to present the benefits of hydrogen energy to a broad audience while at the same time establishing permanent communications channels to enable continued two-way dialog with these audiences in future years. Effective communications and information dissemination is critical to the acceptance of new technology. Hydrogen technologies face the additional challenge of safety preconceptions formed primarily as a result of the crash of the Hindenburg. Effective communications play a key role in all aspects of human interaction, and will help to overcome the perceptual barriers, whether of safety, economics, or benefits. As originally proposed SENTECH identified three distinct information dissemination activities to address three distinct but important audiences; these formed the basis for the task structure used in phases 1 and 2. The tasks were: (1) Print information--Brochures that target the certain segment of the population and will be distributed via relevant technical conferences and traditional distribution channels. (2) Face-to-face meetings--With industries identified to have a stake in hydrogen energy. The three industry audiences are architect/engineering firms, renewable energy firms, and energy companies that have not made a commitment to hydrogen (3) Educational Forums--The final audience is students--the future engineers, technicians, and energy consumers. SENTECH will expand on its previous educational work in this area. The communications activities proposed by SENTECH and completed as a result of this cooperative agreement was designed to compliment the research and development work funded by the DOE by presenting the technical achievements and validations

    accidents would be an inherent part of the Probabilistic Safety Assessment for the plant and their evaluation would be probabilistic. Other first year accomplishments include (1) the conversion of an NRC database for cross-referencing NRC criteria and industry codes and standards to Microsoft 2000 software, (2) an assessment of the NRC's hearing process which concluded that the normal cross-examination during public hearings is not actually required by the U.S. Administrative Procedures Act, (3) the identification and listing of reliability data sources, and (4) interfacing with other industry groups (e.g., NEI and IAEA) and NRC at workshops for risk-informing regulations. The major accomplishments during the second year consisted of (1) issuance of the final report for Subtask 1.1, ''Identify Current Applicable Regulatory Requirements [and Industry Standards],'' (2) issuance of the final report for Subtask 1.2,'' Identify Structures, Systems, and Components and Their Associate d Costs for a Typical Plant,'' (3) extension of the new, highly risk-informed design and regulatory framework to non-light-water-reactor technology, (4) completion of more detailed thermal-hydraulic and probabilistic analyses of advanced conceptual reactor system/component designs, (6) initial evaluation and recommendations for improvement of the NRC design review process, and (7) initial development of the software format, procedures and statistical routines needed to store, analyze and retrieve the available reliability data. Final reports for Subtasks 1.1 (regulatory and design criteria) and 1.2 (costs for structures, systems, and components) were prepared and issued. A final report for Subtask 1.3 (Regulatory Framework) was drafted with the aim to issue it in Phase 3 (Year 3). One technical report was produced for Subtask 1.4 (methods development) and two technical reports were produced for Subtask 1.6 (sample problem analysis).     produce transportation fuels and produce pulp at the same time. This has the added advantage of reducing or eliminating the need for a recovery boiler. The recovery boiler is an extremely expensive unit operation in the Kraft process and is key to the chemical recovery system that makes the Kraft process successful. Going to a gasification process with potentially higher energy efficiency, improve the pulping process and be more efficient with the use of wood. At the same time a renewable fuel product can be made. Cellulosic Based Black Liquor Gasification and Fuels Plant progressed with the design of the mill as Chemrec continued to work on their pilot plant data gathering. The design information helped to guide the pilot plant and vice versa. In the end, the design details showed that the process was technically feasible. However, at the relatively small size of this plant the specific capital cost was very high and could only be considered if the pulp operation needed to replace the recovery boiler. Some of the reasons for the costs being high are attributed to the many constraints that needed to be addressed in the pulping process. Additionally, the Methanol product did not have a vehicle fuel supply chain to enter into. A different product selection could have eliminated this issue. However, with the selected design, the installation at Escanaba Paper Mill was not economically feasible and the project was not pursued further.

    LNG demand is growing due to the nuclear setback and environmental issues spurred by concern about the greenhouse effect and acid rain, especially in the Far East. However, LNG is expensive compared with other energy sources. Efforts continue to minimize capital and operating costs and to increase LNG plant availability and safety. Technical trends in the LNG industry aim at reducing plant costs in pursuit of a competitive LNG price on an energy value basis against the oil price. This article reviews key areas of technical development. Discussed are train size, liquefaction processes, acid gas removal, heavy end removal, nitrogen rejection, refrigeration compressor and drivers, expander application, cooling media selection, LNG storage and loading system, and plant availability.

    This report provides the results of a Technical Safety Appraisal (TSA) of the Rocky Flats Plant (RFP) conducted November 14 to 18 and November 28 to December 9, 1988. This appraisal covered the effectiveness and improvements in the RFP safety program across the site, evaluating progress to date against standards of accepted practice. The appraisal included coverage of the timeliness and effectiveness of actions taken in response to the recommendations/concerns in three previous Technical Safety Appraisals (TSAs) of RFP Bldg. 707 conducted in July 1986, Bldgs. 771/774 conducted in October/November 1986, and Bldgs. 776/777 conducted in January/February 1988. Results of this appraisal are given in Section IV for each of 14 technical safety areas at RFP. These results include a discussion, conclusions and any new safety concerns for each technical safety area. Appendix A contains a description of the system for categorizing concerns, and the concerns are tabulated in Appendix B. Appendix C reports on the evaluation of the contractor's actions and the current status of each of the 230 recommendations and concerns contained in the three previous TSA reports.

  17. Regression analysis of technical parameters affecting nuclear power plant performances

    Since the 80's many studies have been conducted in order to explicate good and bad performances of commercial nuclear power plants (NPPs), but yet no defined correlation has been found out to be totally representative of plant operational experience. In early works, data availability and the number of operating power stations were both limited; therefore, results showed that specific technical characteristics of NPPs were supposed to be the main causal factors for successful plant operation. Although these aspects keep on assuming a significant role, later studies and observations showed that other factors concerning management and organization of the plant could instead be predominant comparing utilities operational and economic results. Utility quality, in a word, can be used to summarize all the managerial and operational aspects that seem to be effective in determining plant performance. In this paper operational data of a consistent sample of commercial nuclear power stations, out of the total 433 operating NPPs, are analyzed, mainly focusing on the last decade operational experience. The sample consists of PWR and BWR technology, operated by utilities located in different countries, including U.S. (Japan)) (France)) (Germany)) and Finland. Multivariate regression is performed using Unit Capability Factor (UCF) as the dependent variable; this factor reflects indeed the effectiveness of plant programs and practices in maximizing the available electrical generation and consequently provides an overall indication of how well plants are operated and maintained. Aspects that may not be real causal factors but which can have a consistent impact on the UCF, as technology design, supplier, size and age, are included in the analysis as independent variables.     SP-100 is the designation for a nuclear reactor-based power plant being developed for both civil and military missions beginning in the 1990s for such potential space applications as communication satellites, space radar, electric propulsion and space stations. Typically, a system using the SP-100 along with a selected upper stage system would be launched by the National Space Transportation System (NSTS) Space Shuttle System into a near-earth orbit, deployed, and through upper stage propulsion burn(s) be inserted/transferred to its mission orbit.     The focus of this contract (in the summer and fall of 2001) was originally to help the California Energy Commission (CEC) locate and evaluate potential sites for electric power generation facilities and to assist the CEC in addressing areas of congestion on transmission lines and natural gas supply line corridors. Subsequent events have reduced the immediate urgency, although not the ultimate need for such analyses. Software technology for deploying interactive geographic information systems (GIS) accessible over the Internet have developed to the point that it is now practical to develop and publish GIS web sites that have substantial viewing, movement, query, and even map-making capabilities. As part of a separate project not funded by the CEC, the GIS Center at LLNL, on an experimental basis, has developed a web site to explore the technical difficulties as well as the interest in such a web site by agencies and others concerned with energy research. This exploratory effort offers the potential or developing an interactive GIS web site for use by the CEC for energy research, policy analysis, site evaluation, and permit and regulatory matters. To help ground the geospatial capabilities in the realistic requirements and needs of the CEC staff, the CEC requested that the GIS Center conduct interviews of several CEC staff persons to establish their current and envisioned use of spatial data and requirements for geospatial analyses. This survey will help define a web-accessible central GIS database for the CEC, which will augment the well-received work of the CEC Cartography Unit. Individuals within each siting discipline have been contacted and their responses to three question areas have been summarized. The web-based geospatial data and analytical tools developed within this project will be available to CEC staff for initial area studies, queries, and informal, small-format maps.   7. Technical safety appraisal: Buildings 776/777 Rocky Flats Plant

    Buildings 776/777 at the Rocky Flats Plant are major components of the production complex at the plant site. They have been in operation since 1957. The operations taking place in the buildings are nuclear weapons production support, processing of weapons assemblies returned from Pantex, waste processing, research and development in support of production, special projects, and those generated by support groups, such as maintenance. The appraisal team identified nine deficiencies that it believed required prompt attention. DOE management for EH, the program office (Defense Programs), and the field office analyzed the information provided by the appraisal team and instituted compensatory measures for closer monitoring of contractor activities by knowledgeable DOE staff and staff from other sites. Concurrently, the contractor was requested to address both short-term and long-term remedial measures to correct the identified issues as well as the underlying problems. The contractor has provided his action plan, which is included. This plan was under evaluation by EH and the DOE program office at the time this report was prepared. In addressing the major areas of concern identified above, a well as the specific deficiencies identified by the appraisal team, the contractor and the field office are cautioned to search for the root causes for the problems and to direct corrective actions to those root causes rather than solely to the symptoms to assure the sustainability of the improvements being made. The results of prior TSAs led DOE to conclude that previous corrective actions were not sufficient in that a large number of the individual findings are recurrent. Pending completion of remedial actions over the next few months, enhanced DOE oversight of the contractor is warranted.

    This report describes the conceptual design of an 842-MW(t) process heat very high temperature reactor (VHTR) plant having a core outlet temperature of 850/sup 0/C (1562/sup 0/F). The reactor is a variation of the high-temperature gas-cooled reactor (HTGR) power plant concept. The report includes a description of the nuclear heat source (NHS) and of the balance of reactor plant (BORP) requirements. The design of the associated chemical process plant is not covered in this report. The reactor design is similar to a previously reported VHTR design having a 950/sup 0/C (1742/sup 0/F) core outlet temperature.

    This study was funded by the U.S. Trade and Development Agency on behalf of the Ryazan Power Plant Joint Stock Company to assess the feasibility of rehabilitating the Ryazan Power Plant in Novomichurinsk, Russia. The scope of this study includes reviewing plant equipment and operations as well as making recommendations for upgrade to present day plant standards. The main emphasis of the report is on boiler analysis, but also includes all equipment from coal entering the plant to electrical power leaving the plant. This is the second of two volumes and is divided into the following sections: (C) Technical - Sections 6-18; (D) Commercial; (E) Socioeconomic Considerations; (F) Conclusions.

    This report documents the results of the combined effort of the NRC and the industry to produce improved Standard Technical Specifications (STS), Revision 1 for Combustion Engineering Plants. The changes reflected in Revision 1 resulted from the experience gained from license amendment applications to convert to these improved STS or to adopt partial improvements to existing technical specifications. This NUREG is the result of extensive public technical meetings and discussions between the Nuclear Regulatory Commission (NRC) staff and various nuclear power plant licensees, Nuclear Steam Supply System (NSSS) Owners Groups, NSSS vendors, and the Nuclear Energy Institute (NEI). The improved STS were developed based on the criteria in the Final Commission Policy Statement on Technical Specifications Improvements for Nuclear Power Reactors, dated July 22, 1993. The improved STS will be used as the basis for individual nuclear power plant licensees to develop improved plant-specific technical specifications. This report contains three volumes. Volume 1 contains the Specifications for all chapters and sections of the improved STS. Volume 2 contains the Bases for Chapters 2.0 and 3.0, and Sections 3.1--3.3 of the improved STS. Volume 3 contains the Bases for Sections 3.4--3.9 of the improved STS.

    Successful application of adaptive management to rebuilding the Columbia Basin`s anadromous fish resources requires that available information and experience be organized and shared between numerous organizations and individuals. Much of this knowledge exists only in unpublished form in agency and individual files. Even that information which is published in the form of technical and contract reports receives only limited distribution and is often out of print and unavailable after a few years. Only a small fraction of the basin`s collective knowledge is captured in permanent and readily available databases and recognized journals. State, tribal, and federal fishery managers have recognize these information management problems and have committed to a program, the Coordinated Information System Project, to capture and share more easily the core data and other information upon which management decisions are based. That project is now completing the process of scoping and identification of information needs. Construction of prototype systems will begin in 1992. This report is one in a series of seven describing the results of the Coordinated Information on System scoping and needs identification phase.

    One of the great challenges of designing and licensing the Very High Temperature Reactor (VHTR) is to confirm that the intended VHTR analysis tools can be used confidently to make decisions and to assure all that the reactor systems are safe and meet the performance objectives of the Generation IV Program. The research and development (R&D) projects defined in the Next Generation Nuclear Plant (NGNP) Design Methods Development and Validation Program will ensure that the tools used to perform the required calculations and analyses can be trusted. The Methods R&D tasks are designed to ensure that the calculational envelope of the tools used to analyze the VHTR reactor systems encompasses, or is larger than, the operational and transient envelope of the VHTR itself. The Methods R&D focuses on the development of tools to assess the neutronic and thermal fluid behavior of the plant. The fuel behavior and fission product transport models are discussed in the Advanced Gas Reactor (AGR) program plan. Various stress analysis and mechanical design tools will also need to be developed and validated and will ultimately also be included in the Methods R&D Program Plan. The calculational envelope of the neutronics and thermal-fluids software tools intended to be used on the NGNP is defined by the scenarios and phenomena that these tools can calculate with confidence. The software tools can only be used confidently when the results they produce have been shown to be in reasonable agreement with first-principle results, thought-problems, and data that describe the “highly ranked” phenomena inherent in all operational conditions and important accident scenarios for the VHTR.

Various stress analysis and mechanical design tools will also need to be developed and validated and will ultimately also be included in the Methods R&D Program Plan. The calculational envelope of the neutronics and thermal-fluids software tools intended to be used on the NGNP is defined by the scenarios and phenomena that these tools can calculate with confidence.     Before disposing of transuranic radioactive waste in the Waste Isolation Pilot Plant (WIPP), the United States Department of Energy (DOE) must evaluate compliance with applicable long-term regulations of the United States Environmental Protection Agency (EPA). Sandia National Laboratories is conducting iterative performance assessments (PAs) of the WIPP for the DOE to provide interim guidance while preparing for a final compliance evaluation. This volume, Volume 2, contains the technical basis for the 1992 PA. Specifically, it describes the conceptual basis for consequence modeling and the PA methodology, including the selection of scenarios for analysis, the determination of scenario probabilities, and the estimation of scenario consequences using a Monte Carlo technique and a linked system of computational models. Additional information about the 1992 PA is provided in other volumes. Volume I contains an overview of WIPP PA and results of a preliminary comparison with the long-term requirements of the EPA`s Environmental Protection Standards for Management and Disposal of Spent Nuclear Fuel, High-Level and Transuranic Radioactive Wastes (40 CFR 191, Subpart B). Volume 3 contains the reference data base and values for input parameters used in consequence and probability modeling. Volume 4 contains uncertainty and sensitivity analyses related to the preliminary comparison with 40 CFR 191B. Volume 5 contains uncertainty and sensitivity analyses of gas and brine migration for undisturbed performance. Finally, guidance derived from the entire 1992 PA is presented in Volume 6.

The Preliminary Construction Schedule was delivered to the Government on October 3, 1980, constituting an early delivery of the construction schedule called for in the scope of work for Task VI. The major work activity continues to be the effort in Task VI, Demonstration Plant Definitive Design, with two 30% Design Review meetings being held with the Government. Work in Task VII, Construction Planning, was initiated. Work has progressed satisfactorily in the other tasks in support of the Demonstration Plant Program. A Cost Change Proposal was submitted because of an increase in the scope of work and an extension of the schedule for Phase I to 47 months.

    This project assessed the feasibility of a Power Ultra-Uprate on an existing nuclear plant. The study determined the technical and design limitations of the current components, both inside and outside the containment. Based on the identified plant bottlenecks, the design changes for major pieces of equipment required to meet the Power Ultra-Uprate throughput were determined. Costs for modified pieces of equipment and for change-out and disposal of the replaced equipment were evaluated. These costs were then used to develop capital, fuel and operating and maintenance cost estimates for the Power Ultra-Uprate plant. The cost evaluation indicates that the largest cost components are the replacement of power (during the outage required for the uprate) and the new fuel loading. Based on these results, the study concluded that, for a standard 4-loop plant, the proposed Power Ultra-Uprate is technically feasible. However, the power uprate is likely to be more expensive than the cost (per Kw electric installed) of a new plant when large capacity uprates are considered (>25%). Nevertheless, the concept of the Power Ultra-Uprate may be an attractive option for specific nuclear power plants where a large margin exists in the steam and power conversion system or where medium power increases (~600 MWe) are needed. The results of the study suggest that development efforts on fuel technologies for current nuclear power plants should be oriented towards improving the fuel performance (fretting-wear, corrosion, uranium load, manufacturing, safety) required to achieve higher burnup rather focusing on potential increases in the fuel thermal output.

    As part of the design certification process, probabilistic safety assessments (PSAS) are performed at the design stage for each advanced nuclear power plant. Among other usages, these PSAs are important inputs in defining the Technical Specifications (TSs) for these plants. Knowledge gained from their use in improving the TSs for operating nuclear power plants is providing methods and insights for using PSAs at this early stage. Evaluating the safety or the risk significance of the TSs to be defined for an advanced plant encompasses diverse aspects: (a) determining the basic limiting condition for operation (LCO); (b) structuring conditions associated with the LCO; (c) defining completion times (equivalent to allowed outage times in the TS for conventional plants); and, (d) prescribing required actions to be taken within the specified completion times. In this paper, we consider the use of PSA in defining the TSs for an advanced nuclear plant, namely General Electric`s Advanced Boiling Water Reactor (ABWR). Similar approaches are being taken for ABB-CE`s System 80+ and Westinghouse`s AP-600. We discuss the general features of an advanced reactor`s TS, how PSA is being used in reviewing the TSs, and we give an example where the TS submittal was reviewed using a PSA-based analysis to arrive at the requirements for the plant.

    This analysis of advanced wastewater treatment systems for coal gasification plants highlights the three coal gasification demonstration plants proposed by the US Department of Energy: The Memphis Light, Gas and Water Division Industrial Fuel Gas Demonstration Plant, the Illinois Coal Gasification Group Pipeline Gas Demonstration Plant, and the CONOCO Pipeline Gas Demonstration Plant. Technical risks exist for coal gasification wastewater treatment systems, in general, and for the three DOE demonstration plants (as designed), in particular, because of key data gaps. The quantities and compositions of coal gasification wastewaters are not well known; the treatability of coal gasification wastewaters by various technologies has not been adequately studied; the dynamic interactions of sequential wastewater treatment processes and upstream wastewater sources has not been tested at demonstration scale. This report identifies key data gaps and recommends that demonstration-size and commercial-size plants be used for coal gasification wastewater treatment data base development. While certain advanced treatment technologies can benefit from additional bench-scale studies, bench-scale and pilot plant scale operations are not representative of commercial-size facility operation. It is recommended that coal gasification demonstration plants, and other commercial-size facilities that generate similar wastewaters, be used to test advanced wastewater treatment technologies during operation by using sidestreams or collected wastewater samples in addition to the plant's own primary treatment system. Advanced wastewater treatment processes are needed to degrade refractory organics and to concentrate and remove dissolved solids to allow for wastewater reuse. Further study of reverse osmosis, evaporation, electrodialysis, ozonation, activated carbon, and ultrafiltration should take place at bench-scale.

    Managing technical references for projects that have long histories is hampered by the large collection of documents, each of which might contain discrete pieces of information relevant to the site conceptual model. A database application has been designed to improve the efficiency of retrieving technical information for a project. Although many databases are currently used for accessing analytical and geo-referenced data, applications designed specifically to manage technical reference material for projects are scarce. Retrieving site data from the array of available references becomes an increasingly inefficient use of labor. The electronic-Knowledge Information Tool (e-KIT) is designed as a project-level resource to access and communicate technical information. The e-KIT is a living tool that grows as new information becomes available, and its value to the project increases as the volume of site information increases. Having all references assembled in one location with complete reference citations and links to elements of the site conceptual model offers a way to enhance communication with outside groups. The published and unpublished references are incorporated into the e-KIT, while the compendium of references serves as a complete bibliography for the project. (authors)

    Repowering involves replacement of the reactor by a fossil fuel source of steam. This source can be a conventional fossil fueled boiler or the heat recovery steam generator (HRSG) on a gas turbine exhaust. The existing steam turbine plant is used to the extent possible. Alternative fuels for repowering a nuclear plant are coal, natural gas and oil. In today`s world oil is not usually an alternative. Selection of coal or natural gas is largely a matter of availability of the fuel near the location of the plant. Both the fossil boiler and the HRSG produce steam at higher pressures and temperatures than the throttle conditions for a saturated steam nuclear turbine. It is necessary to match the steam conditions from the new source to the existing turbine as closely as possible. Technical approaches to achieve a match range from using a topping turbine at the front end of the cycle to attemperation of the throttle steam with feedwater. The electrical output from the repowered plant is usually greater than that of the original nuclear fueled design. This requires consideration of the ability to use the excess electricity. Interfacing of the new facility with the existing turbine plant requires consideration of facility layout and design. Site factors must also be considered, especially for a coal fired boiler, since rail and coal handling facilities must be added to a site for which these were not considered. Additional site factors that require consideration are ash handling and disposal.

    Human performance models (HPMs) are simulations of human behavior with which we can predict human performance. Designers use them to support their human factors engineering (HFE) programs for a wide range of complex systems, including commercial nuclear power plants. Applicants to U.S. Nuclear Regulatory Commission (NRC) can use HPMs for design certifications, operating licenses, and license amendments. In the context of nuclear-plant safety, it is important to assure that HPMs are verified and validated, and their usage is consistent with their intended purpose. Using HPMs improperly may generate misleading or incorrect information, entailing safety concerns. The objective of this research was to develop guidance to support the NRC staff's reviews of an applicant's use of HPMs in an HFE program. The guidance is divided into three topical areas: (1) HPM Verification, (2) HPM Validation, and (3) User Interface Verification. Following this guidance will help ensure the benefits of HPMs are achieved in a technically sound, defensible manner. During the course of developing this guidance, I identified several issues that could not be addressed; they also are discussed.

    nformation foraging theory articulates the role of the human as an 'informavore' that seeks information and follows optimal foraging strategies (i.e., the 'information scent') to find meaningful information. This paper briefly reviews the findings from information foraging theory outside the nuclear domain and then discusses the types of information foraging strategies operators employ for normal and off-normal operations in the control room. For example, operators may employ a predatory 'wolf' strategy of hunting for information in the face of a plant upset. However, during routine operations, the operators may employ a trapping 'spider' strategy of waiting for relevant indicators to appear. This delineation corresponds to information pull and push strategies, respectively. No studies have been conducted to determine explicitly the characteristics of a control room interface that is optimized for both push and pull information foraging strategies, nor has there been empirical work to validate operator performance when transitioning between push and pull strategies. This paper explores examples of control room operators as wolves vs. spiders and con- cludes by proposing a set of research questions to investigate information foraging in control room settings.

    This document presents the technical site information for the Superconducting Super Collider project. The Ellis County, Texas site was selected by the Department of Energy in 1989. After assembling the initial staff at temporary facilities in Dallas, the SSC Laboratory began site-specific design work. The resulting design for the SSC accelerators, experimental areas, and laboratory facilities were described in the Site-Specific Conceptual Design Report of July 1990. Since then, design specifications for the technical components and conventional facilities have been formulated. In fact, a very significant amount of surface and underground construction has been initiated and many buildings have been completed. Testing of prototypes for most technical components is advanced. The construction phase of the SSC project is approximately 20% complete. At this time, it is appropriate to capture the conventional design work which has taken place since 1990. This documents records regional and physical information used in site studies, summarizes the site studies for conventional facilities, and presents site layouts for buildings and utilities as they would have been at the end of the construction project. As such, this documents summarizes and complements the work of many groups in the SSC laboratory, the Texas National Research Laboratory Commission (TNRLC), and several subcontractors to the SSC project. The document contains extensive references to their work contained in other drafts and final reports. In particular, it borrows heavily from the Site Development Plan (released in draft form in January, 1992) which has, to date, guided aspects of site development.

    As risk-informed applications (RIAs) are actively implanted in the nuclear industry, an issue associated with technical adequacy of Probabilistic Safety Assessment (PSA) arises in its modeling and data sourcing. In Korea, PSA for all Korean NPPs has been completed and KHNP(Korea Hydro and Nuclear Power Plant Company) developed the database called the Plant Reliability Data Information System (PRinS). It has several characteristics that distinguish it from other database system such as NPRDs (INPO,1994), PRIS (IAEA), and SRDF (EdF). This database has the function of systematic data management such as automatic data-gathering, periodic data deposition and updating, statistical analysis including Bayesian method, and trend analysis of failure rate or unavailability. In recent PSA for CANDU reactor, the component failure data of EPRI ALWR URD and Component Reliability Database were preferentially used as generic data set. The error factor for most component failure data was estimated by using the information NUREG/CR-4550 and NUREG/CR-4639. Also, annual trend analysis was performed for the functional losses of components using the statistical analysis and chart module of PRinS. Furthermore, the database has been updated regularly and maintained as a living program to reflect the current status. This paper presents the failure data analysis using PRinS which provides Bayesian analysis on main components in the CANDU reactor. (authors)

    Staff of the King County Wastewater Treatment Division (WTD) have concern about the aftermath of a radiological dispersion event (RDE) leading to the introduction of significant quantities of radioactive material into the combined sanitary and storm sewer system in King County, Washington. Radioactive material could come from the use of a radiological dispersion device (RDD). RDDs include "dirty bombs" that are not nuclear detonations but are explosives designed to spread radioactive material (National Council on Radiation Protection and Measurements (NCRP) 2001). Radioactive material also could come from deliberate introduction or dispersion of radioactive material into the environment, including waterways and water supply systems. This document, Volume 3 of PNNL-15163 is the technical basis for the Annex to the West Point Treatment Plant (WPTP) Emergency Response Plan related to responding to a radiological emergency at the WPTP. The plan primarily considers response to radioactive material that has been introduced in the other combined sanitary and storm sewer system from a radiological dispersion device, but is applicable to any accidental or deliberate introduction of materials into the system.

    Executive Summary This Final Report for the "Development of Molten-Salt Heat Transfer Fluid (HTF) Technology for Parabolic Trough Solar Power Plants” describes the overall project accomplishments, results and conclusions. Phase 1 analyzed the feasibility, cost and performance of a parabolic trough solar power plant with a molten salt heat transfer fluid (HTF); researched and/or developed feasible component options, detailed cost estimates and workable operating procedures; and developed hourly performance models. As a result, a molten salt plant with 6 hours of storage was shown to reduce Thermal Energy Storage (TES) cost by 43.2%, solar field cost by 14.8%, and levelized cost of energy (LCOE) by 9.8% - 14.5% relative to a similar state-of-the-art baseline plant. The LCOE savings range met the project’s Go/No Go criteria of 10% LCOE reduction. Another primary focus of Phase 1 and 2 was risk mitigation. The large risk areas associated with a molten salt parabolic trough plant were addressed in both Phases, such as; HTF freeze prevention and recovery, collector components and piping connections, and complex component interactions. Phase 2 analyzed in more detail the technical and economic feasibility of a 140 MWe,gross molten-salt CSP plant with 6 hours of TES. Phase 2 accomplishments included developing technical solutions to the above mentioned risk areas, such as freeze protection/recovery, corrosion effects of applicable molten salts, collector design improvements for molten salt, and developing plant operating strategies for maximized plant performance and freeze risk mitigation. Phase 2 accomplishments also included developing and thoroughly analyzing a molten salt, Parabolic Trough power plant performance model, in order to achieve the project cost and performance targets. The plant performance model and an extensive basic Engineering, Procurement, and Construction (EPC) quote were used to calculate a real levelized cost of energy (LCOE) of 11.50

    The work documented in this report was performed in support of the US Nuclear Regulatory Commission to examine the technical basis for candidate guidelines that could be considered in reviewing and evaluating high integrity computer software used in the safety systems of nuclear power plants. The framework for the work consisted of the following software development and assurance activities: requirements specification; design; coding; verification and validation, including static analysis and dynamic testing; safety analysis; operation and maintenance; configuration management; quality assurance; and planning and management. Each activity (framework element) was subdivided into technical areas (framework subelements). The report describes the development of approximately 200 candidate guidelines that span the entire range of software life-cycle activities; the assessment of the technical basis for those candidate guidelines; and the identification, categorization and prioritization of research needs for improving the technical basis. The report has two volumes: Volume 1, Executive Summary, includes an overview of the framework and of each framework element, the complete set of candidate guidelines, the results of the assessment of the technical basis for each candidate guideline, and a discussion of research needs that support the regulatory function; Volume 2 is the main report.

    The Waste Isolation Pilot Plant (WIPP) is a DOE facility located in the desert outside Carlsbad, New Mexico. Its mission is to safely dispose of defense-related transuranic radioactive waste. Disposal ôroomsö are carved out of the Permian Salt Formation deep below the desertÆs surface. The WIPP Waste Information Service (WWIS) was established in accordance with an Agreement between the United States Department of Energy and the New Mexico Environment Department, dated February 11, 2005, Docket Number HWB 04-07 (CO). The service provides information the containers emplaced at WIPP and the waste products they hold. The public may query by shipment number, location of waste stream or location of the container after it is placed at WIPP, date placed, and Haz Codes or other information about the waste stream profiles. For example, choosing the waste stream identified as ID-SDA-SLUDGE reveals that it may contain more than 20 chemical waste products, including arsenic, spent halogenated solvents, potassium cyanide, and chloroform. The system then tells you each numbered container that has this kind of sludge. Container data is available within 14 days after the containerÆs emplacement in the WIPP Repository.

    In August 2007, Secretary of Energy Samuel W. Bodman approved the final seismic and ground motion criteria for the Waste Treatment and Immobilization Plant (WTP) at the Department of Energy's (DOE) Hanford Site. Construction of the WTP began in 2002 based on seismic design criteria established in 1999 and a probabilistic seismic hazard analysis completed in 1996. The design criteria were reevaluated in 2005 to address questions from the Defense Nuclear Facilities Safety Board (DNFSB), resulting in an increase by up to 40% in the seismic design basis. DOE announced in 2006 the suspension of construction on the pretreatment and high-level waste vitrification facilities within the WTP to validate the design with more stringent seismic criteria. In 2007, the U.S. Congress mandated that the Secretary of Energy certify the final seismic and ground motion criteria prior to expenditure of funds on construction of these two facilities. With the Secretary's approval of the final seismic criteria in the summer of 2007, DOE authorized restart of construction of the pretreatment and high-level waste vitrification facilities. The technical basis for the certification of seismic design criteria resulted from a two-year Seismic Boreholes Project that planned, collected, and analyzed geological data from four new boreholes drilled to depths of approximately 1400 feet below ground surface on the WTP site. A key uncertainty identified in the 2005 analyses was the velocity contrasts between the basalt flows and sedimentary interbeds below the WTP. The absence of directly-measured seismic shear wave velocities in the sedimentary interbeds resulted in the use of a wider and more conservative range of velocities in the 2005 analyses. The Seismic Boreholes Project was designed to directly measure the velocities and velocity contrasts in the basalts and sediments below the WTP, reanalyze the ground motion response, and assess the level of conservatism in the 2005 seismic design criteria

    This report describes the environmental radiological monitoring program conducted by TVA in the vicinity of Browns Ferry Nuclear Plant (BFN) in 1992. The program includes the collection of samples from the environment and the determination of the concentrations of radioactive materials in the samples. Samples are taken from stations in the general area of the plant and from areas not influenced by plant operations. Station locations are selected after careful consideration of the weather patterns and projected radiation doses to the various areas around the plant. Material sampled includes air, water, milk, foods, vegetation, soil, fish, sediment, and direct radiation levels. Results from stations near the plant are compared with concentrations from control stations and with preoperational measurements to determine potential impacts of plant operations. Small amounts of Co-60 and Cs-134 were found in sediment samples downstream from the plant. This activity in stream sediment would result in no measurable increase over background in the dose to the general public.

    The guidance manual provides guidance to municipal personnel in understanding hazardous waste requirements of the Resource Conservation and Recovery Act (RCRA) and the implications of these RCRA requirements for the wastewater treatment plant operated by your municipality, for your local pretreatment program, and for local industries served by the treatment plant. The primary purpose of the manual is the RCRA notification requirement specified in the General Pretreatment Regulations. The manual focuses on Subtitle C requirements. (Subtitle C is directly applicable to industries since this program regulates generators, transporters, and disposers of hazardous waste). The manual also provides a general understanding of how federal RCRA requirements for hazardous waste affect industrial users. The manual also will be helpful in complying with any applicable federal requirements incumbent upon your POTW under Subtitle C of RCRA. The appendices contain lists of hazardous wastes regulated by federal requirements; selected EPA-approved forms for hazardous waste facilities to use; RCRA information brochure which briefly outlines the Act's impact on industries that generate or transport hazardous wastes; and EPA pamphlets summarizing information for generators of small quantities of hazardous waste.

    The Department of Energy (DOE) is constructing the Waste Treatment and Immobilization Plant (WTP) at the Hanford site in Washington to treat and immobilize approximately 114 million gallons of high level radioactive waste (after all retrievals are accomplished). In order for the WTP to be designed and operated successfully, close coordination between the WTP engineering, procurement, and construction contractor, Bechtel National, Inc. and the tank farms operating contractor (TOC), Washington River Protection Solutions, LLC, is necessary. To develop optimal solutions for DOE and for the treatment of the waste, it is important to deal with the fact that two different prime contractors, with somewhat differing contracts, are tasked with retrieving and delivering the waste and for treating and immobilizing that waste. The WTP and the TOC have over the years cooperated to manage the technical interface. To manage what is becoming a much more complicated interface as the WTP design progresses and new technical issues have been identified, an organizational change was made by WTP and TOC in November of 2011. This organizational change created a co-located integrated project team (IPT) to deal with mutual and interface issues. The Technical Organization within the One System IPT includes employees from both TOC and WTP. This team has worked on a variety of technical issues of mutual interest and concern. Technical issues currently being addressed include: - The waste acceptance criteria; - Waste feed delivery and the associated data quality objectives (DQO); - Evaluation of the effects of performing a riser cut on a single shell tank on WTP operations; - The disposition of secondary waste from both TOC and WTP; - The close coordination of the TOC double shell tank mixing and sampling program and the Large Scale Integrated Test (LSIT) program for pulse jet mixers at WTP along with the associated responses to the Defense Nuclear Facilities Safety Board (DNFSB) Recommendation

    This report describes the preoperational environmental radiological monitoring program conducted by TVA in the vicinity of the Watts Bar Nuclear Plant (WBN) in 1992. The program includes the collection of samples from the environment and the determination of the concentrations of radioactive materials in the samples. Samples are taken from stations in the general area of the plant and from areas that will not be influenced by plant operations. Material sampled includes air, water, milk, foods, vegetation, soil, fish, sediment, and direct radiation levels. During plant operations, results from stations near the plant will be compared with concentrations from control stations and with preoperational measurements to determine potential impacts to the public. Exposures calculated from environmental samples were contributed by naturally occurring radioactive materials, from materials commonly found in the environment as a result of atmospheric fallout, or from the operation of other nuclear facilities in the area. Since WBN has not operated, there has been no contribution of radioactivity from the plant to the environment.

    Progress was made toward the long-term goal of growing macroalgae in the sea as a future source of substitute natural gas. The annual report discusses progress made to: (1) measure macroalgal yield, (2) enhance yield by row planting and selective harvesting, (3) genetically breed high-producing plants, (4) devise methods for planting kelps and (5) maintain and extend collaborative research efforts and communication with scientists working on macroalgal biomass production in Japan, China and elsewhere. The report discusses kelp biology and macroalgal mariculture in general terms, the theories that have been proposed and the existing data base in the scientific literature. Particular attention is given to new techniques used to make in-the-sea hydrodynamic and light-climate measurements and microspectrophotometric measurements of DNA levels in kelp sporophytes and gametophytes.

    Mitochondria have a central role in the production of cellular energy. The biogenesis and functioning of mitochondria depends on the expression of both mitochondrial and nuclear genes. One approach to investigating the role of nuclear-mitochondrial cooperation in plant growth and development is to identify combinations of nuclear and mitochondrial genomes that result in altered but sublethal phenotypes. Plants that have certain maize nuclear genotypes in combination with cytoplasmic genomes from more distantly-related teosintes can exhibit incompatible phenotypes, such as reduced plant growth and yield and cytoplasmic male sterility, as well as altered mitochondrial gene expression. The characterization of these nuclear-cytoplasmic interactions was the focus of this grant. The authors were investigating the effects of two maize nuclear genes, RcmI and Mct, on mitochondrial function and gene expression. Plants with the teosinte cytoplasms and homozygous for the recessive rcm allele are small (miniature) and-slow-growing and the kernels are reduced in size. The authors mapped this locus to molecular markers on chromosome 7 and attempted to clone this locus by transposon tagging. The effects of the nuclear-cytoplasmic interaction on mitochondrial function and mitochondrial protein profiles were also studied.

    A comprehensive study has been completed to determine the feasibility of constructing and operating gasification and reforming plants which convert Wyoming fossil resources (coal and natural gas) into the higher value products of power, transportation fuels, and chemical feedstocks, such as ammonia and methanol. Detailed plant designs, simulation models, economic models and well-to-wheel greenhouse gas models were developed, validated by national-level engineering firms, which were used to address the following issues that heretofore have prevented these types of projects from going forward in Wyoming, as much as elsewhere in the United States: 1. Quantification of plant capital and operating expenditures 2. Optimization of plant heat integration 3. Quantification of coal, natural gas, electricity, and water requirements 4. Access to raw materials and markets 5. Requirements for new infrastructure, such as electrical power lines and product pipelines 6. The possible cost-benefit tradeoffs of using natural gas reforming versus coal gasification 7. The extent of labor resources required for plant construction and for permanent operations 8. Options for managing associated CO2 emissions, including capture and uses in enhanced oil recovery and sequestration 9. Options for reducing water requirements such as recovery of the high moisture content in Wyoming coal and use of air coolers rather than cooling towers 10. Permitting requirements 11. Construction, and economic impacts on the local communities This paper will summarize the analysis completed for two major synfuels production pathways, methanol to gasoline and Fischer-Trosph diesel production, using either coal or natural gas as a feedstock.

    ''Station Blackout,'' which is the complete loss of alternating current (AC) electrical power in a nuclear power plant, has been designated as Unresolved Safety Issue A-44. Because many safety systems required for reactor core decay heat removal and containment heat removal depend on AC power, the consequences of a station blackout could be severe. This report documents the findings of technical studies performed as part of the program to resolve this issue. The important factors analyzed include: the fequency of loss of offsite power; the probability that emergency or onsite AC power supplies would be unavailable; the capability and reliability of decay heat removal systems independent of AC power; and the likelihood that offsite power would be restored before systems that cannot operate for extended periods without AC power fail, thus resulting in core damage. This report also addresses effects of different designs, locations, and operational features on the estimated frequency of core damage resulting from station blackout events.

    Public law reflects a United States national commitment to the rapid development of Ocean Thermal Energy Conversion (OTEC) as an alternate energy source. OTEC plants extract the stored solar energy from the world's tropical seas and in so doing pose a potential for altering the character of the ambient noise there. The sources of noise from an OTEC plant are analyzed in the context of four configurations, two of which were built and tested, and two which are concepts for future full-scale moored facilities. The analysis indicates that the noise resulting from the interaction of turbulence with the sea-water pumps is expected to dominate in the frequency range 10 Hz to 1 kHZ. Measured radiated noise data from the OTEC-I research plant, located near the island of Hawaii, are compared with the analysis. The measured data diverge from the predicted levels at frequencies above about 60 Hz because of dominant non-OTEC noise sources on this platform. However, at low frequency, the measured broadband noise is comparable to that predicted.

The inspection was performed by the OA Office of Environment, Safety and Health Evaluations. OA reports to the Director of the Office of Security and Safety Performance Assurance, who reports directly to the Secretary of Energy. This volume of the report provides four technical appendices (C through F) containing detailed results of the OA review.     This paper describes information system of rice planting calendar to help farmers in determining the time for rice planting. The information includes rainfall prediction in ten days (dasarian) scale overlaid to map of rice field to produce map of rice planting in village level. The rainfall prediction was produced by stochastic modeling using Fast Fourier Transform (FFT) and Non-Linier Least Squares methods to fit the curve of function to the rainfall data. In this research, the Fourier series has been modified become non-linear function to follow the recent characteristics of rainfall that is non stationary. The results have been also validated in 4 steps, including R-Square, RMSE, R-Skill, and comparison with field data. The development of information system (cyber extension) provides information such as rainfall prediction, prediction of the planting time, and interactive space for farmers to respond to the information submitted. Interfaces for interactive response will be critical to the improvement of prediction accuracy of information, both rainfall and planting time. The method used to get this information system includes mapping on rice planting prediction, converting the format file, developing database system, developing website, and posting website. Because of this map was overlaid with the Google map, the map files must be converted to the .kml file format.

    The State of North Carolina has been designated to host the second commercial low level radioactive waste disposal facility for the Southeast Compact. The North Carolina facility is to be operational on January 1, 1993, concurrent with the closing of the present facility in Barnwell, South Carolina. The NC Low Level Radioactive Waste Management Authority and its contractor, Ebasco Services Incorporated, initiated the site selection process in July of 1988. The present schedule calls for the identification of two or more sites for detailed characterization in the latter half of 1989. The site selection process is following two concurrent and parallel paths. The first is the technical site screening process, which is focusing the search for a suitable site by the systematic application of state and federal laws and regulations regarding exclusion and suitability factors. In a parallel effort, the NCLL Radioactive Waste Management Authority has embarked on an extensive public information program. In addition to newsletters, fact sheets, brochures, video tapes, and news releases, a total of six regional meetings and 26 public forums have been held across the state. A total of 4,764 people attended the forums, 1,241 questions were asked, and 243 public statements were made. The combination of a systematic, defensible technical siting process and the concurrent release of information and numerous statewide public meetings and forums is proving to be an effective strategy for the eventual identification of sites that are both technically suitable and publicly acceptable.

    The sample problem devised in this study is to calculate core damage frequencies for different allowed outage times (AOTs) from an accident sequence using the three methods: (1) static fault tree approach, (2) time-dependent unavailability analysis, and (3) Markov analysis. The results obtained in this study give useful insights and lend confidence to the conclusion that the static fault tree approach can be used by NRC for the AOT problem when the quantified higher level measures, e.g., core damage frequency and health risks, turn out to be unequivocally below the criteria (e.g., the safety goals). However, when the higher level measures corresponding to the proposed AOTs are in the range of the criteria, the Markov analysis or the time-dependent unavailability analysis would be attractive to owners of the plants who bear the burden of proof in AOT relaxation. 7 refs., 2 figs.

    This report is an assessment of chemical and radiological effluents that are expected to be released to the atmosphere from the Hanford Waste Vitrification Plant (HWVP). The report is divided into two sections. In the first section, the impacts of carbon monoxide (CO) and nitrogen oxides as NO{sub 2} have been estimated for areas within the Hanford Site boundary. A description of the dispersion model used to-estimate CO and NO{sub 2} average concentrations and Hanford Site meteorological data has been included in this section. In the second section, calculations were performed to estimate the potential radiation doses to a maximally exposed off-site individual. The model used to estimate the horizontal and vertical dispersion of radionuclides is also discussed.

    One of the great challenges of designing and licensing the Very High Temperature Reactor (VHTR) is to confirm that the intended VHTR analysis tools can be used confidently to make decisions and to assure all that the reactor systems are safe and meet the performance objectives of the Generation IV Program. The research and development (R&D) projects defined in the Next Generation Nuclear Plant (NGNP) Design Methods Development and Validation Program will ensure that the tools used to perform the required calculations and analyses can be trusted. The Methods R&D tasks are designed to ensure that the calculational envelope of the tools used to analyze the VHTR reactor systems encompasses, or is larger than, the operational and transient envelope of the VHTR itself. The Methods R&D focuses on the development of tools to assess the neutronic and thermal fluid behavior of the plant. The fuel behavior and fission product transport models are discussed in the Advanced Gas Reactor (AGR) program plan. Various stress analysis and mechanical design tools will also need to be developed and validated and will ultimately also be included in the Methods R&D Program Plan. The calculational envelope of the neutronics and thermal-fluids software tools intended to be used on the NGNP is defined by the scenarios and phenomena that these tools can calculate with confidence. The software tools can only be used confidently when the results they produce have been shown to be in reasonable agreement with first-principle results, thought-problems, and data that describe the “highly ranked” phenomena inherent in all operational conditions and important accident scenarios for the VHTR.

    In August 2007, Secretary of Energy Samuel W. Bodman approved the final seismic and ground motion criteria for the Waste Treatment and Immobilization Plant (WTP) at the Department of Energys (DOE) Hanford Site. Construction of the WTP began in 2002 based on seismic design criteria established in 1999 and a probabilistic seismic hazard analysis completed in 1996. The design criteria were re-evaluated in 2005 to address questions from the Defense Nuclear Facilities Safety Board (DNFSB), resulting in an increase by up to 40% in the seismic design basis. DOE announced in 2006 the suspension of construction on the pretreatment and high-level waste vitrification facilities within the WTP to validate the design with more stringent seismic criteria. In 2007, the U.S. Congress mandated that the Secretary of Energy certify the final seismic and ground motion criteria prior to expenditure of funds on construction of these two facilities. With the Secretarys approval of the final seismic criteria this past summer, DOE authorized restart of construction of the pretreatment and high-level waste vitrification facilities.

    Test G-14A was completed; Test G-15 was initiated and also completed. During the latter part of G-14A, solids feed and pressure control remained stable but problems in the slag removal and spray drying areas limited further completion of objectives. Test G-15 also had very stable solids feed but problems with the gas washer and slag tap burner interrupted testing. Accomplishments during operation were: control of Stage I temperature with fuel gas flow; operation at reduced fuel gas rates to the A and C char burners; operation with three char burners of the new design; and collection of material balance data. The BI-GAS staged concept of gasification was developed by Bituminous Coal Research primarily to maximize the yield of methane as the coal is devolitized by the hot, hydrogen rich gas in Stage II. At present, the major developmental effort is concentrated on gasification. Current goals are to assess the viability of the process from an operating and cost standpoint, determine possible improvements, and obtain design data for a full scale plant.

    Barr Engineering Co. was retained by the Institute for Energy Studies (IES) at University of North Dakota (UND) to conduct a technical and economic feasibility analysis of an innovative hybrid sorbent technology (CACHYS™) for carbon dioxide (CO2) capture and separation from coal combustion–derived flue gas. The project team for this effort consists of the University of North Dakota, Envergex LLC, Barr Engineering Co., and Solex Thermal Science, along with industrial support from Allete, BNI Coal, SaskPower, and the North Dakota Lignite Energy Council. An initial economic and feasibility study of the CACHYS™ concept, including definition of the process, development of process flow diagrams (PFDs), material and energy balances, equipment selection, sizing and costing, and estimation of overall capital and operating costs, is performed by Barr with information provided by UND and Envergex. The technology—Capture from Existing Coal-Fired Plants by Hybrid Sorption Using Solid Sorbents Capture (CACHYS™)—is a novel solid sorbent technology based on the following ideas: reduction of energy for sorbent regeneration, utilization of novel process chemistry, contactor conditions that minimize sorbent-CO2 heat of reaction and promote fast CO2 capture, and a low-cost method of heat management. The technology’s other key component is the use of a low-cost sorbent.

The current efforts of the PrepCom are focussed on preparations for the Entry-Into-Force (EIF) of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons (often referred to as the {open_quotes}Chemical Weapons Convention{close_quotes} (CWC)). EIF of the CWC is expected in 1995, and shortly thereafter the PrepCom will cease to exist, with the OPCW taking over responsibilities under the CWC.
