    The Savannah River Plant and Laboratory employ more than 16,000 people. When the separate Publications Divisions of the Plant and Laboratory were combined it was determined that a single source of information for using terms was needed, and that the source would take the form of a word list. The Word List was issued to more than 5000 employees onsite. In addition, the Word List is being added to the site computer network as a reference document and as an online spelling checker where more than 2000 employees will have access to it through their personal computers.

    The Geo-Heat Center (GHC) staff provided responses to 1442 technical support requests during the contract period (April 1, 2006 to September 30, 2007), which were six quarters under this contract. Our website, consisting of 1900 files, also contributes to our technical assistance activity. Downloaded files were 1,889,323 (3,448 per day) from our website, the total number of users was 1,365,258 (2,491 per day), and the total number of hits were 6,008,500 (10,064 per day). The GHC staff attended 60 workshops, short course and professional meeting and made 29 technical presentations. The staff also prepared and mailed out 2,000 copies of each of five issues of the GHC Quaterly Bulletin which contained 26 articles. We also mailed out approximately 5,000 papers and publications to interested individuals and organizations.

    SENTECH is a small energy and environmental consulting firm providing technical, analytical, and communications solutions to technology management issues. The activities proposed by SENTECH focused on gathering and developing communications materials and information, and various dissemination activities to present the benefits of hydrogen energy to a broad audience while at the same time establishing permanent communications channels to enable continued two-way dialog with these audiences in future years. Effective communications and information dissemination is critical to the acceptance of new technology. Hydrogen technologies face the additional challenge of safety preconceptions formed primarily as a result of the crash of the Hindenburg. Effective communications play a key role in all aspects of human interaction, and will help to overcome the perceptual barriers, whether of safety, economics, or benefits. As originally proposed SENTECH identified three distinct information dissemination activities to address three distinct but important audiences; these formed the basis for the task structure used in phases 1 and 2. The tasks were: (1) Print information--Brochures that target the certain segment of the population and will be distributed via relevant technical conferences and traditional distribution channels. (2) Face-to-face meetings--With industries identified to have a stake in hydrogen energy. The three industry audiences are architect/engineering firms, renewable energy firms, and energy companies that have not made a commitment to hydrogen (3) Educational Forums--The final audience is students--the future engineers, technicians, and energy consumers. SENTECH will expand on its previous educational work in this area. The communications activities proposed by SENTECH and completed as a result of this cooperative agreement was designed to compliment the research and development work funded by the DOE by presenting the technical achievements and validations

    Successful application of adaptive management to rebuilding the Columbia Basin`s anadromous fish resources requires that available information and experience be organized and shared between numerous organizations and individuals. Much of this knowledge exists only in unpublished form in agency and individual files. Even that information which is published in the form of technical and contract reports receives only limited distribution and is often out of print and unavailable after a few years. Only a small fraction of the basin`s collective knowledge is captured in permanent and readily available databases and recognized journals. State, tribal, and federal fishery managers have recognize these information management problems and have committed to a program, the Coordinated Information System Project, to capture and share more easily the core data and other information upon which management decisions are based. That project is now completing the process of scoping and identification of information needs. Construction of prototype systems will begin in 1992. This report is one in a series of seven describing the results of the Coordinated Information on System scoping and needs identification phase.

    SP-100 is the designation for a nuclear reactor-based power plant being developed for both civil and military missions beginning in the 1990s for such potential space applications as communication satellites, space radar, electric propulsion and space stations. Typically, a system using the SP-100 along with a selected upper stage system would be launched by the National Space Transportation System (NSTS) Space Shuttle System into a near-earth orbit, deployed, and through upper stage propulsion burn(s) be inserted/transferred to its mission orbit. The nature of the advanced design SP-100 payloads using this power plant are physically and functionally compatible with the NSTS and meet the safety requirements thereof. The purpose of this document is to define and present the requirements and interface provisions that, when satisfied, will ensure technical compatibility between SP-100 systems and the NSTS.

    Managing technical references for projects that have long histories is hampered by the large collection of documents, each of which might contain discrete pieces of information relevant to the site conceptual model. A database application has been designed to improve the efficiency of retrieving technical information for a project. Although many databases are currently used for accessing analytical and geo-referenced data, applications designed specifically to manage technical reference material for projects are scarce. Retrieving site data from the array of available references becomes an increasingly inefficient use of labor. The electronic-Knowledge Information Tool (e-KIT) is designed as a project-level resource to access and communicate technical information. The e-KIT is a living tool that grows as new information becomes available, and its value to the project increases as the volume of site information increases. Having all references assembled in one location with complete reference citations and links to elements of the site conceptual model offers a way to enhance communication with outside groups. The published and unpublished references are incorporated into the e-KIT, while the compendium of references serves as a complete bibliography for the project. (authors)

    This document presents the technical site information for the Superconducting Super Collider project. The Ellis County, Texas site was selected by the Department of Energy in 1989. After assembling the initial staff at temporary facilities in Dallas, the SSC Laboratory began site-specific design work. The resulting design for the SSC accelerators, experimental areas, and laboratory facilities were described in the Site-Specific Conceptual Design Report of July 1990. Since then, design specifications for the technical components and conventional facilities have been formulated. In fact, a very significant amount of surface and underground construction has been initiated and many buildings have been completed. Testing of prototypes for most technical components is advanced. The construction phase of the SSC project is approximately 20% complete. At this time, it is appropriate to capture the conventional design work which has taken place since 1990. This documents records regional and physical information used in site studies, summarizes the site studies for conventional facilities, and presents site layouts for buildings and utilities as they would have been at the end of the construction project. As such, this documents summarizes and complements the work of many groups in the SSC laboratory, the Texas National Research Laboratory Commission (TNRLC), and several subcontractors to the SSC project. The document contains extensive references to their work contained in other drafts and final reports. In particular, it borrows heavily from the Site Development Plan (released in draft form in January, 1992) which has, to date, guided aspects of site development.

    Currently, U.S. organizations provide technical support to the U.S. Delegation for its work as part of the Preparatory Commission (PrepCom) of the Organization for the Prohibition of Chemical Weapons (OPCW) in The Hague. The current efforts of the PrepCom are focussed on preparations for the Entry-Into-Force (EIF) of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons (often referred to as the {open_quotes}Chemical Weapons Convention{close_quotes} (CWC)). EIF of the CWC is expected in 1995, and shortly thereafter the PrepCom will cease to exist, with the OPCW taking over responsibilities under the CWC.     The Advanced Scientific Computing Advisory Committee (ASCAC) was charged to form a standing subcommittee to review the Department of Energy’s Office of Scientific and Technical Information (OSTI) and to begin by assessing the quality and effectiveness of OSTI’s recent and current products and services and to comment on its mission and future directions in the rapidly changing environment for scientific publication and data. The Committee met with OSTI staff and reviewed available products, services and other materials. This report summaries their initial findings and recommendations.

    The State of North Carolina has been designated to host the second commercial low level radioactive waste disposal facility for the Southeast Compact. The North Carolina facility is to be operational on January 1, 1993, concurrent with the closing of the present facility in Barnwell, South Carolina. The NC Low Level Radioactive Waste Management Authority and its contractor, Ebasco Services Incorporated, initiated the site selection process in July of 1988. The present schedule calls for the identification of two or more sites for detailed characterization in the latter half of 1989. The site selection process is following two concurrent and parallel paths. The first is the technical site screening process, which is focusing the search for a suitable site by the systematic application of state and federal laws and regulations regarding exclusion and suitability factors. In a parallel effort, the NCLL Radioactive Waste Management Authority has embarked on an extensive public information program. In addition to newsletters, fact sheets, brochures, video tapes, and news releases, a total of six regional meetings and 26 public forums have been held across the state. A total of 4,764 people attended the forums, 1,241 questions were asked, and 243 public statements were made. The combination of a systematic, defensible technical siting process and the concurrent release of information and numerous statewide public meetings and forums is proving to be an effective strategy for the eventual identification of sites that are both technically suitable and publicly acceptable.

    With aggressive help from the Federal Energy Regulatory Commission (FERC), the industry is moving quickly toward the development of a separate generation sector. At a minimum, a functional unbundling of generation from transmission and distribution through cost accounting procedures is likely. The National Independent Energy Producers (NIEP) has gone even further, calling for traditional utilities to divest themselves of generation assets. NIEP argues that utilities gain a competitive advantage from the current market structure which places the utility on both the buy and sell sides of the generation transaction, giving it access to valuable information about capacity and resouce needs that may not be available to independent competition. Since a utility`s profit is largely based in its plant investments, there is a strong incentive to favor self-build options over capacity purchases under the current regulatory climate.     Purpose of this study is to explore the status of R and D in Japan and the ability of US researchers to keep abreast of Japanese technical advances. US researchers familiar with R and D activities in Japan were interviewed in ten fields that are relevant to the more efficient use of energy: amorphous metals, biotechnology, ceramics, combustion, electrochemical energy storage, heat engines, heat transfer, high-temperature sensors, thermal and chemical energy storage, and tribology. The researchers were questioned about their perceptions of the strengths of R and D in Japan, comparative aspects of US work, and the quality of available information sources describing R and D in Japan. Of the ten related fields, the researchers expressed a strong perception that significant R and D is under way in amorphous metals, biotechnology, and ceramics, and that the US competitive position in these technologies will be significantly challenged. Researchers also identified alternative emphases in Japanese R and D programs in these areas that provide Japan with stronger technical capabilities. For example, in biotechnology, researchers noted the significant Japanese emphasis on industrial-scale bioprocess engineering, which contrasts with a more meager effort in the US. In tribology, researchers also noted the strength of the chemical tribology research in Japan and commented on the effective mix of chemical and mechanical tribology research. This approach contrasts with the emphasis on mechanical tribology in the US.

    The guidance manual provides guidance to municipal personnel in understanding hazardous waste requirements of the Resource Conservation and Recovery Act (RCRA) and the implications of these RCRA requirements for the wastewater treatment plant operated by your municipality, for your local pretreatment program, and for local industries served by the treatment plant. The primary purpose of the manual is the RCRA notification requirement specified in the General Pretreatment Regulations. The manual focuses on Subtitle C requirements. (Subtitle C is directly applicable to industries since this program regulates generators, transporters, and disposers of hazardous waste). The manual also provides a general understanding of how federal RCRA requirements for hazardous waste affect industrial users. The manual also will be helpful in complying with any applicable federal requirements incumbent upon your POTW under Subtitle C of RCRA.     When the field of modern publishing was on a collision course with telecommunications, publishing organizations had to come up to speed in fields that were, heretofore, completely foreign and technologically forbidding to them. For generations, the technology of publishing centered on offset lithography, typesetting, and photography--fields that saw evolutionary and incremental change from the time of Guttenberg. But publishing now includes making information available over the World Wide Web--Internet publishing--with its ever-accelerating rate of technological change and dependence on computers and networks. Clearly, we need a methodology to help anyone in the field of Internet publishing plan for the future, and there is a well-known, well-tested technique for just this purpose--Scenario Planning. Scenario Planning is an excellent tool to help organizations make better decisions in the present based on what they identify as possible and plausible scenarios of the future. Never was decision making more difficult or more crucial than during the years of this study, 1996-1999. This thesis takes the position that, by applying Scenario Planning, the Technical Information Department at LLNL, a large government laboratory (and organizations similar to it), could be confident that moving into the telecommunications business of Internet publishing stood a very good chance of success.

    It is estimated that over 3700 hazardous waste sites are under the jurisdiction of the Department of Energy (DOE). These sites were primarily generated from 45 years worth of environmental pollution from the design and manufacture of nuclear materials and weapons, and contain numerous types of wastes including: (1) volatile, low-volatile and nonvolatile organics, (2) radionuclides (e.g., uranium, plutonium and cesium), (3) nonradioactive heavy metals (e.g., chromium, nickel, and lead), and (4) toxic chemicals. These contaminants affect several media including soils (saturated and unsaturated), groundwater, vegetation, and air. Numerous and diverse DOE hazardous waste sites can be enumerated from soils contaminated by organics such as trichloroethylene (TCE) and perchloroethylene (PCE) at the Savannah River site to biota and vegetation contaminated by radionuclides such as radiocesium and radiostrontium at the Oak Ridge site. Over the next 30 years, the Department of Energy (DOE) is committed to bringing all its facilities into compliance with applicable Federal, State, and local environmental laws and regulations. This clean-up task is quite complex involving numerous sites containing various radioactive, organic and inorganic contaminants. To perform this clean-up effort in the most efficient manner at each site will require that DOE managers have access to all available information on pertinent technologies; i.e., to aid in maximum technology transfer. The purpose of this effort is to systematically develop a databast of those currently available and emerging clean-up technologies.

    The Bonneville Power Administration (BPA) contracted with the Pacific Northwest National Laboratory (PNNL) to provide technical analytical support for system-wide fish passage information (BPA Project No. 2006-010-00). The goal of this project was to produce rigorous technical analysis products using independent analysts and anonymous peer reviewers. This project provided an independent technical source for non-routine fish passage analyses while allowing routine support functions to be performed by other well-qualified entities. The Independent Technical Analysis Process (ITAP) was created to provide non-routine analysis for fish and wildlife agencies and tribes in particular and the public in general on matters related to juvenile and adult salmon and steelhead passage through the mainstem hydrosystem. The process was designed to maintain the independence of analysts and reviewers from parties requesting analyses, to avoid potential bias in technical products. The objectives identified for this project were to administer a rigorous, transparent process to deliver unbiased technical assistance necessary to coordinate recommendations for storage reservoir and river operations that avoid potential conflicts between anadromous and resident fish. Seven work elements, designated by numbered categories in the Pisces project tracking system, were created to define and accomplish project goals as follows: (1) 118 Coordination - Coordinate technical analysis and review process: (a) Retain expertise for analyst/reviewer roles. (b) Draft research directives. (c) Send directive to the analyst. (d) Coordinate two independent reviews of the draft report. (e) Ensure reviewer comments are addressed within the final report. (2) 162 Analyze/Interpret Data - Implement the independent aspects of the project. (3) 122 Provide Technical Review - Implement the review process for the analysts.     In an evaluation of the Department of Energy (DOE) Occupational Safety and Health programs for government-owned contractor-operated (GOCO) activities, the Department of Labor`s Occupational Safety and Health Administration (OSHA) recommended a technical information exchange program. The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary`s response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice. It also serves as a technical information exchange tool to reference DOE-wide materials pertinent to specific safety topics and, with some modification, as a training aid. The OTR bridges the gap between general safety documents and very specific requirements documents. It is tailored to the DOE community and incorporates DOE field experience.

    Safety is central to the design, licensing, operation, and economics of Nuclear Power Plants (NPPs). As the current Light Water Reactor (LWR) NPPs age beyond 60 years, there are possibilities for increased frequency of Systems, Structures, and Components (SSCs) degradations or failures that initiate safety-significant events, reduce existing accident mitigation capabilities, or create new failure modes. Plant designers commonly “over-design” portions of NPPs and provide robustness in the form of redundant and diverse engineered safety features to ensure that, even in the case of well-beyond design basis scenarios, public health and safety will be protected with a very high degree of assurance. This form of defense-in-depth is a reasoned response to uncertainties and is often referred to generically as “safety margin.” Historically, specific safety margin provisions have been formulated, primarily based on “engineering judgment.”

    At the direction of the Technical Steering Panel (TSP) of the Hanford Environmental Dose Reconstruction (HEDR) Project, Battelle staff have reviewed and analyzed available data regarding possible historical radiation doses to individuals resulting from radionuclide releases to the Columbia River. The objective of this review was to recommend to the TSP the spatial and temporal scope and level of effort on Columbia River work to most effectively extend work performed in Phase I of the project to meet the project objectives. Four stretches of the Columbia River and adjacent Pacific coastal waters were defined and investigated for four time periods. Radiation doses arising from ten potentially major exposure pathways were evaluated for each of the time/location combinations, and several alternative methods were defined for estimating the doses from each pathway. Preliminary cost estimates were also developed for implementing dose estimation activities for each of the possible combinations. The number of combinations of the alternatives is obviously very large. A ``value of information`` (VOI) decision analysis tool was developed and applied to the problem of selecting a few ``optimal`` sets of alternatives to consider. This VOI analysis relies on both available data and the judgement of technical experts. Input data and the algorithms used are described.

    This paper has three goals. The first is to review Shannon's theory of information and the subsequent advances leading to today's statistics-based text analysis algorithms, showing that the semantics of the text is neglected. The second goal is to propose an extension of Shannon's original model that can take into account semantics, where the 'semantics' of a message is understood in terms of the intended or actual changes on the recipient of a message. The third goal is to propose several lines of research that naturally fall out of the proposed model. Each computational approach to solving some problem rests on an underlying model or set of models that describe how key phenomena in the real world are represented and how they are manipulated. These models are both liberating and constraining. They are liberating in that they suggest a path of development for new tools and algorithms. They are constraining in that they intentionally ignore other potential paths of development. Modern statistical-based text analysis algorithms have a specific intellectual history and set of underlying models rooted in Shannon's theory of communication. For Shannon, language is treated as a stochastic generator of symbol sequences. Shannon himself, subsequently Weaver, and at least one of his predecessors are all explicit in their decision to exclude semantics from their models. This rejection of semantics as 'irrelevant to the engineering problem' is elegant and combined with developments particularly by Salton and subsequently by Latent Semantic Analysis, has led to a whole collection of powerful algorithms and an industry for data mining technologies. However, the kinds of problems currently facing us go beyond what can be accounted for by this stochastic model. Today's problems increasingly focus on the semantics of specific pieces of information. And although progress is being made with the old models, it seems natural to develop or extend information theory to account for

    Tank Characterization Technical Sampling Basis (this document) is the first step of an in place working process to plan characterization activities in an optimal manner. This document will be used to develop the revision of the Waste Information Requirements Document (WIRD) (Winkelman et al. 1997) and ultimately, to create sampling schedules. The revised WIRD will define all Characterization Project activities over the course of subsequent fiscal years 1999 through 2002. This document establishes priorities for sampling and characterization activities conducted under the Tank Waste Remediation System (TWRS) Tank Waste Characterization Project. The Tank Waste Characterization Project is designed to provide all TWRS programs with information describing the physical, chemical, and radiological properties of the contents of waste storage tanks at the Hanford Site. These tanks contain radioactive waste generated from the production of nuclear weapons materials at the Hanford Site. The waste composition varies from tank to tank because of the large number of chemical processes that were used when producing nuclear weapons materials over the years and because the wastes were mixed during efforts to better use tank storage space. The Tank Waste Characterization Project mission is to provide information and waste sample material necessary for TWRS to define and maintain safe interim storage and to process waste fractions into stable forms for ultimate disposal. This document integrates the information needed to address safety issues, regulatory requirements, and retrieval, treatment, and immobilization requirements. Characterization sampling to support tank farm operational needs is also discussed.

    Heater experiments were conducted in a granite body adjacent to a recently abandoned iron ore mine at Stripa, Sweden, to investigate the response of a hard rock mass to thermal loading. Heating commenced in June, 1978 and lasted for approximately one year. The rock was heavily instrumented to measure the temperature, displacement, and stress fields. Monitoring of the rock response continued for half a year after the heaters were deactivated. In-situ post-experiment calibrations of instrumentation were completed by June 1980. The enormous data base (approximately 50 million measurements), recorded by a computer-based data acquisition system, has now been structured, verified, and converted to engineering units. This report describes the types of data available and the procedures used for data acquisition, transfer, encoding-decoding, reorganization, storage, processing, and verification. Information is given on data structure and format and how potential users can access the computer-readable data.

    Nanocrystalline and nanostructured materials offer unique microstructure-dependent properties that are superior to coarse-grained materials. These materials have been shown to have very high hardness, strength, and wear resistance. However, most current methods of producing nanostructured materials in weapons-relevant materials create powdered metal that must be consolidated into bulk form to be useful. Conventional consolidation methods are not appropriate due to the need to maintain the nanocrystalline structure. This research investigated new ways of creating nanocrystalline material, new methods of consolidating nanocrystalline material, and an analysis of these different methods of creation and consolidation to evaluate their applicability to mesoscale weapons applications where part features are often under 100 {micro}m wide and the material's microstructure must be very small to give homogeneous properties across the feature.
