    This volume contains the Proceedings of the Fourth International Reservoir Characterization Technical Conference held March 2-4, 1997 in Houston, Texas. The theme for the conference was Advances in Reservoir Characterization for Effective Reservoir Management. On March 2, 1997, the DOE Class Workshop kicked off with tutorials by Dr. Steve Begg (BP Exploration) and Dr. Ganesh Thakur (Chevron). Tutorial presentations are not included in these Proceedings but may be available from the authors. The conference consisted of the following topics: data acquisition; reservoir modeling; scaling reservoir properties; and managing uncertainty. Selected papers have been processed separately for inclusion in the Energy Science and Technology database.

    In 2004 a team from the University of Pennsylvania, Princeton University, and the Institute for Advanced Study proposed to host the 2008 International Conference on High Energy Physics (ICHEP) on the campus of the University of Pennsylvania in Philadelphia. The proposal was approved later that year by the C-11 committee of the International Union of Pure and Applied Physics. The Co-Chairs were Nigel S. Lockyer (U. Penn/TRIUMF) and A.J. Stewart Smith (Princeton); Joe Kroll of U. Penn served as Deputy Chair from 2007 on. Highlights of the proposal included 1. greatly increased participation of young scientists, women scientists, and graduate students 2. new emphasis on formal theory 3. increased focus on astrophysics and cosmology 4. large informal poster session (170 posters) in prime time 5. convenient, contiguous venues for all sessions and lodging 6. landmark locations for the reception and banquet. The conference program consisted of three days of parallel sessions and three days of plenary talks.

    The Energy Options technical conference proceedings contains 265 papers, of which 17 were selected for the database. The conference was split into two primary topics: cogeneration and retail wheeling. Subtopics under cogeneration included: the state of cogeneration in the United States, case studies in facility ownership, fuels considerations for tomorrow, and plant design considerations for cogeneration systems. Retail wheeling alternatives subtopics included U.S. Federal Energy Regulatory Commission rulings, end-user options for retail wheeling, deregulation issues, and forecasting of electricity generating costs. Papers not selected for the database, while clearly pertinent topics of interest, consisted of viewgraphs which were judged not to have sufficient technical information and coherence without the corresponding presentation. However, some papers which did consist of viewgraphs were included.

    The Sixth Clean Coal Technology Conference focused on the ability of clean coal technologies (CCTs) to meet increasingly demanding environmental requirements while simultaneously remaining competitive in both international and domestic markets. Conference speakers assessed environmental, economic, and technical issues and identified approaches that will help enable CCTs to be deployed in an era of competing, interrelated demands for energy, economic growth, and environmental protection. Recognition was given to the dynamic changes that will result from increasing competition in electricity and fuel markets and industry restructuring, both domestically and internationally. Volume 2 contains 28 papers related to fluidized-bed combustion, coal gasification for combined cycle power plants, the Liquid Phase Methanol Process, use of coal in iron making, air pollution control of nitrogen oxides, coke making, and hot gas cleanup.

    The Western Photosynthesis Conference is a regional conference that is held on an annual basis to bring together researchers primarily from the Western United States to share their newest research advances on photosynthetic processes. The 23rd conference was focused on both fundamental and more applied research on the biological conversion of solar energy to various energy storage forms. Several particular areas of solar energy conversion were emphasized in this conference (see below). Some of these topics, such as carbon limitations on photosynthesis, biomimicry and phenotyping, have traditionally not been incorporated extensively in the Western Photosynthesis Conference. We found that these topics have substantially broadened of the scope of this meeting.

    The project will identify promising locations for photovoltaic installations and create a roadmap for commercial and residential system developers. The roadmap, published as the Solar Developers Guide to Philadelphia, will be used to promote and attract solar energy investment. Philadelphia’s long-term goal for solar energy is to fully utilize the potential of solar energy to safely, reliably, and cost-effectively displace the use of energy generated by fossil fuels. To achieve its solar energy goals, the City of Philadelphia must add large commercial scale (> 500 kW) solar installations to its ongoing efforts on the smaller scale (we note that a new 1 MW PV installation will be installed at the Philadelphia Navy Yard by the end of 2008).

    The 1994 BOC Priestly Conference was held at Bucknell University in Lewisburg, PA, from June 24 through June 27, 1994. This conference, managed by the American Chemical Society (ACS), was a joint celebration with the Royal Society of Chemistry (RSC) commemorating Joseph Priestley`s arrival in the US and his discovery of oxygen. There were 120 attendees. The basic theme of the conference was Oxidants and Oxidation in the Earth`s Atmosphere, with a keynote lecture on the history of ozone. A distinguished group of US and international atmospheric chemists addressed the issues dominating current research and policy agendas. Topics crucial to the atmospheric chemistry of global change and local and regional air pollution were discussed. The program for the conference included four technical sessions on the following topics: Oxidative fate of atmospheric pollutants; Photochemical smog and ozone; Stratospheric ozone; and, Global tropospheric ozone.

  8. EPRI-DOE Conference on Environmentally- Enhanced Hydropower Turbines: Technical Papers

    The EPRI-DOE Conference on Environmentally-Enhanced Hydropower Turbines was a component of a larger project. The goal of the overall project was to conduct the final developmental engineering required to advance the commercialization of the Alden turbine. As part of this effort, the conference provided a venue to disseminate information on the status of the Alden turbine technology as well as the status of other advanced turbines and research on environmentally-friendly hydropower turbines. The conference was also a product of a federal Memorandum of Understanding among DOE, USBR, and USACE to share technical information on hydropower. The conference was held in Washington, DC on May 19 and 20, 2011 and welcomed over 100 attendees. The Conference Organizing Committee included the federal agencies with a vested interest in hydropower in the U.S. The Committee collaboratively assembled this conference, including topics from each facet of the environmentally-friendly conventional hydropower research community. The conference was successful in illustrating the readiness of environmentally-enhanced hydropower technologies. Furthermore, the topics presented illustrated the need for additional deployment and field testing of these technologies in an effort to promote the growth of environmentally sustainable hydropower in the U.S. and around the world

    Linear algebra plays a central role in mathematics and applications. The analysis and solution of problems from an amazingly wide variety of disciplines depend on the theory and computational techniques of linear algebra. In turn, the diversity of disciplines depending on linear algebra also serves to focus and shape its development. Some problems have special properties (numerical, structural) that can be exploited. Some are simply so large that conventional approaches are impractical. New computer architectures motivate new algorithms, and fresh ways to look at old ones.     The present conference on CFD methods considers upwind schemes for the solution of the Navier-Stokes (N-S) equations, separated flow simulations using the vortex method on a hypercube, a hybrid expert system for complex CFD problems, three-dimensional hypersonic flow simulations with an implicit upwind N-S method, conservation cells for finite volume calculations, three-dimensional mesh generation, and an extended grid-embedding scheme for viscous flows. Attention is also given to unsteady incompressible flow algorithms based on artificial compressibility, difference schemes for the three-dimensional Euler equations, combustor flow computations in general coordinates, a multigrid Euler method for fighter configurations, a prediction method for supersonic/hypersonic inviscid flow, adaptive methods for high Mach number reacting flow, low Mach number compressible flow solutions in constricted ducts, and the evaluation of flow topology for numerical data.

    Although the cost of the petroleum crude has not increased much within the last decade, the drive to develop internal combustion engines is still continuing. The basic motivation of this drive is to reduce both emissions and costs. Recent developments in computer chip production and information management technology have opened up new applications in engine controls and monitoring. The development of new information is continuing at a rapid pace. Some of these research and development results were presented at the 1996 Spring Technical Conference of the ASME Internal Combustion Engine Division in Youngstown, Ohio, April 21--24, 1996. The papers presented covered various aspects of the design, development, and application of compression ignition and spark ignition engines. The conference was held at the Holiday Inn Metroplex Complex and hosted by Altronic Incorporated of Girard, Ohio. The written papers submitted to the conference have been published in three conference volumes. Volume 2 includes the papers on the topics of engine design, engine systems, and engine user experience.

    For this demonstration assessment, 10 different groups of LED luminaires were installed at three sites in Philadelphia, PA. Each of the three sites represented a different set of conditions, most importantly with regard to the incumbent HPS luminaires, which were nominally 100 W, 150 W, and 250 W. The performance of each product was evaluated based on manufacturer data, illuminance calculations, field measurements of illuminance, and the subjective impressions of both regular and expert observers.

With respect to speakers, 29 were established faculty members and 13 were graduate students or postdoctoral fellows. With respect to gender representation, among speakers, 13 were female and 28 were male, and among all participants 43 were female and 58 were male. Program these included the following topics: Cancer Pathways and Networks (Day 1), Metabolic Disease Networks (Day 2), Day 3 ? Organs, Pathways and Stem Cells (Day 3), and Day 4 ? Inflammation, Immunity, Microbes and the Environment (Day 4). Proceedings of the Conference were not published.

    The objective of this study is to assess the technical and economic feasibility of producing, distributing, selling, and using fuel gas for industrial applications in Philadelphia. The primary driving force for the assessment is the fact that oil users are encountering rapidly escalating fuel costs, and are uncertain about the future availability of low sulfur fuel oil. The situation is also complicated by legislation aimed at reducing oil consumption and by difficulties in assuring a long term supply of natural gas. Early in the gasifier selection study it was decided that the level of risk associated with the gasification process sould be minimal. It was therefore determined that the process should be selected from those commercially proven. The following processes were considered: Lurgi, KT, Winkler, and Wellman-Galusha. From past experience and a knowledge of the characteristics of each gasifier, a list of advantages and disadvantages of each process was formulated. It was concluded that a medium Btu KT gas can be manufactured and distributed at a lower average price than the conservatively projected average price of No. 6 oil, provided that the plant is operated as a base load producer of gas. The methodology used is described, assumptions are detailed and recommendations are made. (LTN)

    Alaska remains, even at the beginning of the 21st century, a place with many widely scattered, small, remote communities, well beyond the end of both the road system and the power grid. These communities have the highest energy costs of any place in the United States, despite the best efforts of the utilities that service them. This is due to the widespread dependence on diesel electric generators, which require small capital investments, but recent increases in crude oil prices have resulted in dramatic increases in the cost of power. In the enabling legislation for the Arctic Energy Office in 2001, specific inclusion was made for the study of ways of reducing the cost of electrical power in these remote communities. As part of this mandate, the University of Alaska has, in conjunction with the US Department of Energy, the Denali Commission and the Alaska Energy Authority, organized a series of rural energy conferences, held approximately every 18 months. The goal of these meeting was to bring together rural utility operators, rural community leaders, government agency representatives, equipment suppliers, and researchers from universities and national laboratories to discuss the current state of the art in rural power generation, to discuss current projects, including successes as well as near successes. Many of the conference presenters were from industry and not accustomed to writing technical papers, so the typical method of organizing a conference by requesting abstracts and publishing proceedings was not considered viable. Instead, the organizing committee solicited presentations from appropriate individuals, and requested that (if they were comfortable with computers) prepare Power point presentations that were collected and posted on the web. This has become a repository of many presentations, and may be the best single source of information about current projects in the state of Alaska.

    As part of the 1999 NARSTO Northeast Oxidant and Particulate Study (NE-OPS) field campaign, the DOE G-1 aircraft sampled trace gases and aerosols in and around the Philadelphia metropolitan area. Twenty research flights were conducted between July 25 and August 11. The overall goals of these flights were to obtain a mechanistic understanding of O{sub 3} production; to characterize the spatial and temporal behavior of photo-oxidants and aerosols; and to study the evolution of aerosol size distributions, including the process of new particle formation. Within the NE-OPS program, other groups provided additional trace gas, aerosol, and meteorological observations using aircraft, balloon, remote sensing, and surface based instruments (Phillbrick et al., 2000). In this article we provide an overview of the G-1 observations related to O{sub 3} production, focusing on the vertical distribution of pollutants. Ozone production rates are calculated using a box model that is constrained by observed trace gas concentrations. Highest O{sub 3} concentrations were observed on July 31, which we present as a case study. On that day, O{sub 3} concentrations above the 1-hour 120 ppb standard were observed downwind of Philadelphia and also in the plume of a single industrial facility located on the Delaware River south of the city.

Initial decisions to accept papers were made during a comprehensive conference call with the Area Chairs, and several papers underwent a further evaluation by additional Area Chairs before acceptance decisions were finalized. We appreciate that in several cases reviewers' opinions might have changed with additional input or further clarifications from the authors; because the ISMB/ECCB 2011 timeline did not allow for a second round of reviews, however, only papers where referees suggested minor revisions could be accepted. For several papers where referee comments might have been unclear to the authors, Area Chairs added additional comments and explanations. In total, 48 papers were conditionally accepted, pending revision. After acceptance notices were sent, the authors had 2 weeks to modify their papers according to the suggestions made by the reviewers and to respond to the reviewers' comments. Modified papers and authors' responses were reexamined during the next week to ensure each paper was modified appropriately in response to the reviewers' comments. We were pleased that all 48 conditionally accepted papers were finally accepted for the conference. The final acceptance rate was 19%, similar to the rates of 20% and 19% in the two prior years. Collectively, the 48 accepted papers had 185 authors from 18 countries across 6 continents, with 82 authors from North America, 54 from Europe, 25 from Asia (excluding Israel), 10 from Israel, 9 from Australia, 4 from South America and 1 author from Africa.     Load-bearing brick-masonry multifamily buildings are prevalent in urban areas across much of the Northeast and mid-Atlantic. In most instances, these buildings are un-insulated unless they have been renovated within the past two decades. Affordable housing capital budgets typically limit what can be spent and energy improvements often take a back seat to basic capital improvements such as interior finish upgrades and basic repairs. The Consortium for Advanced Residential Buildings (CARB) is researching cost effective solution packages for significant energy efficiency and indoor air-quality improvements in these urban buildings. To explore how these low-cost retrofits can effectively integrate energy efficiency upgrades, CARB partnered with Columbus Property Management and Development, Inc. on a community-scale gut rehabilitation project located at 56th Street and Walnut Street in Philadelphia, consisting of 32 units in eleven 3-story buildings. These buildings were built in the early 1900s using stone foundations and solid brick-masonry walls. They were renovated in the 1990s to have interior light gauge metal framing with R-13 batt in the above-grade walls, induced-draft furnaces, and central air conditioning.

    Aerogel materials posses such a wide variety of exceptional properties that a striking number of applications have developed for them. Many of the commercial applications of aerogels such as catalysts, thermal insulation, windows, and particle detectors are still under development and new application as have been publicized since the ISA4 Conference in 1994: e.g.; supercapacitors, insulation for heat storage in automobiles, electrodes for capacitive deionization, etc. More applications are evolving as the scientific and engineering community becomes familiar with the unusual and exceptional physical properties of aerogels, there are also scientific and technical application, as well. This paper discusses a variety of applications under development at Lawrence Livermore National Laboratory for which several types of aerogels are formed in custom sizes and shapes. Particular discussions will focus on the uses of aerogels for physics experiments which rely on the exceptional, sometimes unique, properties of aerogels.

Background The forty-fourth Anomalous Absorption Conference was held in Estes Park, Colorado from June 5-8, 2014 (aac2014.ucsd.edu). The first Anomalous Absorption Conference was held in 1971 to assemble experts in the poorly understood area of laser-plasma absorption. The goal of that conference was to address the anomalously large laser absorption seen in plasma experiments with respect to the laser absorption predicted by linear plasma theory. Great progress in this research area has been made in the decades since that first meeting, due in part to the scientific interactions that have occurred annually at this conference. Specifically, this includes the development of nonlinear laser-plasma theory and the simulation of laser interactions with plasmas.     The International Conference on Climate Change Adaptation Assessments was held in St. Petersburg, Russian Federation, from May 22--25, 1995. Sponsored by the Russian Federal Service for Hydrometeorology and Environmental Monitoring, the US Country Studies Program, and the directorate General for International Cooperation of the Netherlands Government, it was the first international conference focusing exclusively on adaptation to climate change. More than 100 people from 29 countries on five continents participated. The conference primarily addressed measures to anticipate the potential effects of climate change to minimize negative effects and take advantage of any positive effects. The focus was on what governments, institutions, and individuals can do to prepare for climate change. The conference dealt with two major topics: What adaptation options are most effective and efficient in anticipating climate change and what methods should be used to assess the effectiveness and efficiency of adaptation options. Brief summaries are given from the following sessions on agriculture; Water resources; coastal resources; ecosystems and forests; fisheries; human settlements; water and agriculture; and the panel session on international adaptation in national communications and other development plans and needs for technical assistance.

    The GRC series on Membranes: Materials and Processes have gained significant international recognition, attracting leading experts on membranes and other related areas from around the world. It is now known for being an interdisciplinary and synergistic meeting. The next summer's edition will keep with the past tradition and include new, exciting aspects of material science, chemistry, chemical engineering, computer simulation with participants from academia, industry and national laboratories. This edition will focus on cutting edge topics of membranes for addressing several grand challenges facing our society, in particular, energy, water, health and more generally sustainability. During the technical program, we want to discuss new membrane structure and characterization techniques, the role of advanced membranes and membrane-based processes in sustainability/environment (including carbon dioxide capture), membranes in water processes, and membranes for biological and life support applications. As usual, the informal nature of the meeting, excellent quality of the oral presentations and posters, and ample opportunity to meet many outstanding colleagues make this an excellent conference for established scientists as well as for students. A Gordon Research Seminar (GRS) on the weekend prior to the GRC meeting will provide young researchers an opportunity to present their work and network with outstanding experts. It will also be a right warm-up for the conference participants to join and enjoy the main conference.

    The US Department of Energy Office of Fossil Energy has recognized the need for materials research and development to assure the adequacy of materials of construction for advanced fossil energy systems. The principal responsibility for identifying needed materials research and for establishing a program to address these needs resides within the Office of Technical Coordination. That office has established the Advanced Research and Technology Development (AR and TD) Fossil Energy Materials Program to fulfill that responsibility. In addition to the AR and TD Materials Program, which is designed to address in a generic way the materials needs of fossil energy systems, specific materials support activities are also sponsored by the various line organizations such as the Office of Coal Gasification. A conference was held at Oak Ridge, Tennessee on May 19-21, 1987, to present and discuss the results of program activities during the past year. The conference program was organized in accordance with the research thrust areas we have established. These research thrust areas include structural ceramics (particularly fiber-reinforced ceramic composites), corrosion and erosion, and alloy development and mechanical properties. Eighty-six people attended the conference. Papers have been entered individually into EDB and ERA. (LTN)

    Qualified Energy Conservation Bonds (QECBs) are federally-subsidized bonds that enable state, tribal, and local government issuers to borrow money to fund a range of energy conservation projects, including public building upgrades that reduce energy use by at least 20 percent, at very attractive borrowing rates and long terms. As part of the American Recovery and Reinvestment Act (ARRA), the City of Philadelphia received a $15 million QECB award from the U.S. Department of the Treasury (Treasury). The city leveraged $6.25 million of its QECB allocation to finance half of a $12.6 million initiative to upgrade the energy efficiency of City buildings. The upgrades to four city facilities are expected to deliver over $10 million of net savings, and are a major step towards achieving the city’s goal of reducing government energy consumption by 30 percent by 2015.

    The University of Pennsylvania SolaRow house, an urban row home retrofitted for comfort and domestic hot water heating, was extensively instrumented for performance monitoring and acquisition of weather and solar radiation data. This report describes the heating and instrumentation systems, provides the details for instrumentation, piping and valve identification, and specifies the operation and maintenance of the heating and data acquisition systems. The following are included: (1) system flow diagrams; (2) valve and cable identification tables; (3) wiring diagrams; and (4) start-up, normal operation, shut-down, maintenance and trouble-shooting procedures. It thus provides the necessary technical information to permit system operation and monitoring, overall system performance analysis and optimization, and acquisition of climatological data.

    The Second SIAM Conference on Computational Science and Engineering was held in San Diego from February 10-12, 2003. Total conference attendance was 553. This is a 23% increase in attendance over the first conference. The focus of this conference was to draw attention to the tremendous range of major computational efforts on large problems in science and engineering, to promote the interdisciplinary culture required to meet these large-scale challenges, and to encourage the training of the next generation of computational scientists. Computational Science & Engineering (CS&E) is now widely accepted, along with theory and experiment, as a crucial third mode of scientific investigation and engineering design. Aerospace, automotive, biological, chemical, semiconductor, and other industrial sectors now rely on simulation for technical decision support. For federal agencies also, CS&E has become an essential support for decisions on resources, transportation, and defense. CS&E is, by nature, interdisciplinary. It grows out of physical applications and it depends on computer architecture, but at its heart are powerful numerical algorithms and sophisticated computer science techniques. From an applied mathematics perspective, much of CS&E has involved analysis, but the future surely includes optimization and design, especially in the presence of uncertainty. Another mathematical frontier is the assimilation of very large data sets through such techniques as adaptive multi-resolution, automated feature search, and low-dimensional parameterization.     The principal meeting attended during this trip was the Japan International Tribology Conference Nagoya 1990. The conference encompassed a wide range of topics, including the tribology of ceramics, the tribology in high-performance automobiles, and many aspects of lubrication technology. Associated forums were also held on the tribology of advanced ceramics, on solid lubrication, and on automotive lubricants. Presentations made during the latter forum discussed anticipated trends in engine development and anticipated improvements in lubricants required for the next generation of engines. In addition to meetings, site visits were made to five industrial organizations to discuss ceramic tribology. Nippon Steel Corporation and Toshiba Corporation are both very active in the ceramic area, Nippon Steel from their interest in research on new materials and Toshiba from both an interest in new materials and in support of their work in electronic devices. Two engine manufacturers were also visited, Toyota Motor Corporation, and Nissan Motor Co., Ltd. These companies were somewhat reserved in their discussion of progress in the utilization of ceramics in automobile engines.

    This volume of the final report is a compilation of the estimated capital and operating costs for the project. Using the definitive design as a basis, capital and operating costs were developed by obtaining quotations for equipment delivered to the site. Tables 1.1 and 1.2 provide a summary of the capital and operating costs estimated for the PGW Coal Gasification Project. In the course of its Phase I Feasibility Study of a medium-Btu coal-gas facility, Philadelphia Gas Works (PGW) identified the financing mechanism as having great impact on gas cost. Consequently, PGW formed a Financial/Legal Task Force composed of legal, financial, and project analysis specialists to study various ownership/management options. In seeking an acceptable ownership, management, and financing arrangement, certain ownership forms were initially identified and classified. Several public ownership, private ownership, and third party ownership options for the coal-gas plant are presented. The ownership and financing forms classified as base alternatives involved tax-exempt and taxable financing arrangements and are discussed in Section 3. Project implementation would be initiated by effectively planning the methodology by which commercial operation will be realized. Areas covered in this report are sale of gas to customers, arrangements for feedstock supply and by-product disposal, a schedule of major events leading to commercialization, and a plan for managing the implementation.

    Welcome to the 33rd Actinide Separations Conference hosted this year by the Lawrence Livermore National Laboratory. This annual conference is centered on the idea of networking and communication with scientists from throughout the United States, Britain, France and Japan who have expertise in nuclear material processing. This conference forum provides an excellent opportunity for bringing together experts in the fields of chemistry, nuclear and chemical engineering, and actinide processing to present and discuss experiences, research results, testing and application of actinide separation processes. The exchange of information that will take place between you, and other subject matter experts from around the nation and across the international boundaries, is a critical tool to assist in solving both national and international problems associated with the processing of nuclear materials used for both defense and energy purposes, as well as for the safe disposition of excess nuclear material. Granlibakken is a dedicated conference facility and training campus that is set up to provide the venue that supports communication between scientists and engineers attending the 33rd Actinide Separations Conference. We believe that you will find that Granlibakken and the Lake Tahoe views provide an atmosphere that is stimulating for fruitful discussions between participants from both government and private industry.     This report documents the Proceedings of the 1997 Oil Heat Technology Conference and Workshop, held on April 3--4 at Brookhaven National Laboratory (BNL), and sponsored by the US Department of Energy--Office of Building Technologies, State and Community programs (DOE-BTS), in cooperation with the Petroleum Marketers Association of America (PMAA). This Conference is a key technology transfer activity supported by the ongoing Combustion Equipment Technology (Oil-Heat R and D) program at BNL, and is aimed at providing a forum for the exchange of information among international researchers, engineers, manufacturers, and marketers of oil-fired space-conditioning equipment. The objectives of the Conference were to: identify and evaluate the state-of-the-art and recommend new initiatives for higher efficiency, a cleaner environment, and to satisfy consumer needs cost-effectively, reliably, and safely: and foster cooperation among federal and industrial representatives with the common goal of sustained national economic growth and energy security via energy conservation. The 1997 Oil Technology Conference comprised: (a) five plenary sessions devoted to presentations and summations by public and private sector industry representatives from the US, and Canada, and (b) four workshops which focused on mainstream issues in oil-heating technology. This book contains 14 technical papers and four summaries from the workshops. Selected papers have been indexed separately for inclusion in the Energy Science and Technology Database.

    The Third Conference on Radiation Protection and Dosimetry was held during October 21--24, 1991, at the Sheraton Plaza Hotel in Orlando, Florida. This meeting was designed with the objectives of promoting communication among applied, research, regulatory, and standards personnel involved in radiation protection, and providing them with sufficient information to evaluate their programs. To meet these objectives, a technical program consisting of more than 75 invited and contributed oral presentations encompassing all aspects of radiation protection was prepared. General topics considered in the technical session included external dosimetry, internal dosimetry, instruments, accident dosimetry, regulations and standards, research advances, and applied program experience.     The Sixth Annual Conference on Fossil Energy Materials was held in Oak Ridge, Tennessee, on May 12--14, 1992. The meeting was sponsored by the US Department of Energy's Office of Fossil Energy through the Advanced Research and Technology Development (AR TD) Materials Program, and ASM International. The objective of the AR TD Materials Program is to conduct research and development on materials for longer-term fossil energy applications as well as for generic needs of various fossil fuel technologies. The management of the Program has been decentralized to the DOE Field Office, Oak Ridge with Oak Ridge National Laboratory (ORNL) as the technical support contractor. The research is performed by staff members at ORNL and by a substantial number of researchers at other national laboratories, universities, and in private industry. The work is divided into the following categories: (1) ceramics, (2) development and corrosion resistance of iron aluminide, advanced austenitic and chromium-niobium alloys, and (3) technology assessment and technology transfer. This conference is held each year to review the work on all of the projects of the Program. The agenda for the meeting is given in Appendix A, and a list of attendees is presented in Appendix B. ASM International cosponsored the conference, for which we are especially grateful.

    The objectives of the conference were to review, document and transfer technology on all aspects of cycle chemistry. To meet these objectives, papers were presented and are included in these proceedings in ten technical areas: Boiler Related Chemistry; Feedwater Related Chemistry; International Cycle Chemistry; Instrumentation and Diagnostics; Steam; Ion Exchange and Condensate Polishing; Chemical Cleaning; Oxygenated Treatment; Cycle Effects; and Cycle Chemistry Improvement and Management Programs. Each topic at the conference was discussed in a separate session and these discussions are also included in the proceedings following each paper. The mix of international and domestic papers were chosen to indicate the marked differences in practices and to stimulate discussion. The working group summaries provided some of this flavor; they also indicate the current needs and deficiencies and outline R and D required to improve/upgrade cycle chemistry. The results of a comprehensive survey conducted at the conference are also included. Selected papers are indexed separately for inclusion in the Energy Science and Technology Database.

    About 30 specialists in non-proliferation participated in a workshop to explore ideas for US Government preparatory steps leading to the 1995 Nuclear Non-Proliferation Treaty (NPT) Extension Conference. To that end, workshop sessions were devoted to reviewing the lessons learned from previous Review Conferences, discussing the threats to the non-proliferation regime together with ways of preserving and strengthening it, and examining the management of international nuclear commerce. A fundamental premise shared by workshop participants was that extension of the NPT is immensely important to international security. The importance of stemming proliferation and, more specifically, extending the Treaty, is growing as a result of the significant changes in the world. If the conferees of the Extension Conference decide on no extension or extension for a short limited duration, some technically advanced states that have foregone development of nuclear weapons may begin to rethink their options. Also, other arms control measures, such as the Chemical Weapons Convention, could start to unravel. The US must provide strong international leadership to ensure that the Extension Conference is a success, resulting in Treaty extension, perhaps through successive terms, into the indefinite future. Workshop participants were struck by the urgent need for the US to take organizational steps so that it is highly effective in its advance preparations for the Extension Conference. Moreover, the Extension Conference provides both a challenge and an opportunity to mold a cohesive set of US policy actions to define the future role of nuclear weapons and combat their proliferation.

    The 1994 Nuclear Industry Conference, held in London United Kingdom, September 14--15, 1994, was the first serious nuclear energy conference to take place for more than 12 years. It had a challenging agenda, no less than whether the industry would sustain its role into the twenty-fist century. The conference focused on the world`s nuclear industry, which is in a crucial period of development, with few new reactors being built in Western Europe and none in the US. Attention in the industry is moving eastward to the troubled legacy of eastern Europe and to the dynamic new markets of the Far East. The immediate future of the reactor builders lies in these regions, for without new orders, the industry will decline. At the same time, the industry faces challenges at home. The end of the Cold War has brought a new appraisal of the fuel cycle, the ever-present dangers of proliferation, and the problems of long-term waste-disposal and decommissioning remain. New challenges include the role for nuclear energy as privatization of power utilities and liberalization of electricity markets takes place. Whether short-term market trends will dominate new orders for power plants or whether supply security considerations count was also discussed.

    In an evaluation of the Department of Energy (DOE) Occupational Safety and Health programs for government-owned contractor-operated (GOCO) activities, the Department of Labor`s Occupational Safety and Health Administration (OSHA) recommended a technical information exchange program. The intent was to share written safety and health programs, plans, training manuals, and materials within the entire DOE community. The OSH Technical Reference (OTR) helps support the secretary`s response to the OSHA finding by providing a one-stop resource and referral for technical information that relates to safe operations and practice. It also serves as a technical information exchange tool to reference DOE-wide materials pertinent to specific safety topics and, with some modification, as a training aid. The OTR bridges the gap between general safety documents and very specific requirements documents. It is tailored to the DOE community and incorporates DOE field experience.
