    This teacher education program will provide a model for recruiting, educating and retaining high ability students to become mathematics and science lead teachers in elementary schools. The quality experiences and support provided these students will help them develop the knowledge and attitudes necessary to provide leadership for elementary mathematics and science programs. Students will have research experiences at the Ames Laboratory, high quality field experiences with nationally recognized mathematics and science teachers in local schools and opportunities to meaningfully connect these two experiences. This program, collaboratively designed and implemented by scientists, teacher educators and classroom teachers, should provide a replicatable model for other teacher education institutions. In addition, materials developed for the project should help other laboratories interface more effectively with K-8 schools and help other teacher education programs incorporate real science and mathematics experience into their curriculum.

    Business, industry, parks, nature settings, government infrastructure, and people, can be invaluable resources for connecting STEM curriculum within context which results in conditions ideal for promoting purposeful learning of authentic STEM content. Thus, community-based STEM resources offer ideal context for teaching STEM content. A benefit of focusing teacher attention on these contextual, content aligned resources is that they are in every community; making place-based STEM education a possibility, regardless of the location of STEM teaching and learning. Further, associating STEM teaching and learning with local resources addresses workforce development and the STEM pipeline by exposing students to STEM careers and applications in their local communities. The desire to align STEM teaching and learning with local STEM related resources guided the design of our week-long integrated STEM K-12 teacher professional development (PD) program, i-STEM. We have completed four years of our i-STEM PD program and have made place-based STEM a major emphasis of our curriculum. This report focuses on the data collected in the fourth year of our program. Our week-long i-STEM PD served over 425 educators last summer (2013), providing them with in depth theme-based integrated STEM short courses which were limited to an average of 15 participants and whole group plenary sessions focused around placed based integrated STEM, inquiry, engineering design, standards and practices of Common Core and 21st Century skills. This state wide PD was distributed in five Idaho community colleges and took place over two weeks. The STEM short courses included topics on engineering for sustainability, using engineering to spark interest in STEM, municipal water systems, health, agriculture, food safety, mining, forestry, energy, and others. Integral to these short courses were field trips designed to connect the K-12 educators to the resources in their local communities that could be leveraged

    The Guidebook to Excellence is a State-by-State directory of Federal facilities and other resources for improving mathematics and science education. This directory, the first of its kind, is being published to assist educators, parents, and students across the country in attaining the National Education Goals, particularly Goal No. 4: By the year 2000, US students will be first in the world in science and mathematics achievement. Some of the larger research facilities in this directory, such as those of NASA, EPA and the Departments of Energy, Commerce, and the Interior, provide a wide range of education programs, and some offer students and teachers hands on experience with state-of-the-art research in world class facilities. Other sites, such as those of the Department of Transportation or Agriculture may be quite small, but can provide assistance in a single field of research or workforce expertise. Also listed are individuals responsible for State or regional coordination of major programs, such as the US Department of Education's Eisenhower Mathematics and Science Education Program, or the National Science Foundation's Statewide Systemic Initiative Program. In addition, each State listing includes facilities or coordinators providing regional assistance from neighboring States.

    Industry Initiatives for Science and Math Education (IISME) in the San Francisco Bay Area planned and convened the second national conference for representatives of scientific work experience programs for K-12 teachers (SWEPs) at Lawrence Hall of Science, University of California at Berkeley October 13-14, 1994. The goal of this conference was to further strengthen the growing community of SWEP managers and teacher participants by providing an opportunity for sharing expertise and strategies about the following: (1) How SWEPs can complement and stimulate systemic education reform efforts; (2) Assessment strategies piloted by the ambitious multi-site evaluation project funded by the U.S. Department of Energy (DOE) as well as smaller evaluation projects piloted by other SWEPs; (3) Expanding and strengthening the base of teachers served by SWEPs; (4) Ensuring that SWEPs adequately support teachers in affecting classroom transfer and offer {open_quotes}more than just a summerjob{close_quotes}; (5) Sustaining and expanding new programs. A special teacher strand focused on leadership development supporting teachers to become effective change agents in their classrooms and schools, and developing strong teacher communities.

    Teachers need help, not harassment. So do the establishments in which teachers practice their profession. Community resources must be marshalled to provide help to local schools and teachers. In 1990 the National Science Foundation (NSF) established a unique educational activity named the National Teacher Enhancement Program (NTEP). NSF took advantage of the Department of Energy (DOE) sponsored educational programs and resources at several large DOE contractor labs that had had prior experience with DOE supported teacher enhancement programs. While DOE concentrated on teacher enhancement activities for secondary teachers, the NSF concentrated on teachers from grades K-8. The Oak Ridge National Laboratory (ORNL) is the lead organization for both administering and coordinating the grant. Other participating laboratories are Argonne National Laboratory (ANL), Fermi National Accelerator Laboratory (FERMI), Battelle-Pacific Northwest Laboratory (PNL), Lawrence Livermore Laboratory (LLNL) with some support functions provided by Brookhaven National Laboratory (BNL) and the Oak Ridge Associated Universities (ORAU). The program calls for a three week duration workshop to be conducted at each lab followed by in-service training and other activities during the year. The NSF/NTEP protocol calls for networking among the participating organizations and some of the teachers. An assessment effort is also an integral part of the program. 2 refs.

    The Materials Science and Technology (MST) Handbook was developed by Pacific Northwest National Laboratory, in Richland, Washington, under support from the U.S. Department of Energy. Many individuals have been involved in writing and reviewing materials for this project since it began at Richland High School in 1986, including contributions from educators at the Northwest Regional Education Laboratory, Central Washington University, the University of Washington, teachers from Northwest Schools, and science and education personnel at Pacific Northwest National Laboratory. Support for its development was also provided by the U.S. Department of Education. This introductory course combines the academic disciplines of chemistry, physics, and engineering to create a materials science and technology curriculum. The course covers the fundamentals of ceramics, glass, metals, polymers and composites. Designed to appeal to a broad range of students, the course combines hands-on activities, demonstrations and long term student project descriptions. The basic philosophy of the course is for students to observe, experiment, record, question, seek additional information, and, through creative and insightful thinking, solve problems related to materials science and technology. The MST Teacher Handbook contains a course description, philosophy, student learning objectives, and instructional approach and processes. Science and technology teachers can collaborate to build the course from their own interests, strengths, and experience while incorporating existing school and community resources. The course is intended to meet local educational requirements for technology, vocational and science education.

  10. Expanding Geothermal Resource Utilization through Directed Research, Education, and Public Outreach

    The Great Basin Center for Geothermal Energy (GBCGE or the Center) was established at the University of Nevada, Reno (UNR) in May 2000 to promote research and utilization of geothermal resources. The Center received funding through this grant to promote increased geothermal development in the Great Basin, with most of the funding used for peerreviewed research. Funding to the Center and work under the contract were initiated in March 2002, with supplemental funding in subsequent years. The Center monitored the research projects that were competitively awarded in a series of proposal calls between 2002 and 2007. Peer-reviewed research promoted identification and utilization of geothermal resources in Nevada. Projects used geology, geochemistry, geophysics, remote sensing, and the synthesis of multi-disciplinary information to produce new models of geothermal systems in the Western U.S. and worldwide. Funds were also used to support graduate student research and training. Part of the grant was used to support public outreach activities, including webpages, online maps and data resources, and informational workshops for stakeholders.

    The importance of STEM education to our national prosperity and global competitiveness was recently reinforced by the Obama administration support for Change the Equation. Change the Equation is a multi-entity initiative formed in response to the rapidly increasing demand for STEM related careers and the potential lack of preparation by many Americans to be employed in these positions. To address the issue many are calling for increased emphasis on K-12 STEM education, as early preparation in STEM provides the foundation essential for further learning and competencies (National Research Council, 2007). Achieving and sustaining depth and breadth of K-12 STEM education is inextricably linked to ongoing professional development of K-12 educators. The need for teacher continuing education in STEM education and the link between teacher effectiveness and student preparation in STEM was the impetus behind our i- STEM professional development summer institute. The i-STEM initiative is a collaborative effort between business, industry, government, K-12, and higher education. Although the organization is working on a number of projects, including policy, research, communication, and collaborations, the i-STEM group has directed significant resources toward K-12 educator professional development opportunities in STEM. Our report focuses on the structure and impact of the intensive four-day i-STEM residential professional development institute which we designed to increase the capacity of grade 4-9 teachers to teach STEM content. We structured the summer institute using the outcome of a survey we conducted of grade 4-9 teachers’ to assess their STEM professional development needs, the extant literature on teacher development, the increasing need for a STEM informed society, and our desire to use evidence based practices to enhance teacher capacity to teach STEM content. We developed this investigation to determine if our summer institute influenced the participating teachers

    The Center for Energy Education (CEE) is a partnership linking the University of Oklahoma, Close Up Foundation and Department of Energy. Based upon the theme of energy, environment and public policy, the CEE`s main purposes are to: (1) educate teachers on energy sources, environmental issues and decisionmaking choices regarding public policy; (2) develop interdisciplinary curricula that are interactive in nature (see attachments); (3) disseminate energy education curricula; (4) serve as a resource center for a wide variety of energy education materials; (5) provide a national support system for teachers in energy education; and (6) conduct research in energy education. The CEE conducted its first two-week experimentially-based program for educators during the summer of 1993. Beginning at the University of Oklahoma, 57 teachers from across the country examined concepts and issues related to energy and environment, and how the interdependence of energy and environment significantly influences daily life. During the second week of the institute, participants went to Washington, D.C. to examine the processes used by government officials to make critical decisions involving interrelationships among energy, environment and public policy. Similar institutes were conducted during the summers of 1994 and 1995 resulting in nearly 160 science and social studies educators who had participated in the CEE programs. Collectively the participants represented 36 states, the Pacific Territories, Puerto Rico, and Japan.

    Funding from the Department of Energy and the Annenberg/CPB Math and Science Project have helped the Association of Science-technology Centers Incorporated (ASTC) to establish and sustain an on-line community of informal science educators nationwide. The Project, called the Informal Science Educators Network Project (ISEN), is composed primarily of informal science educators and exhibit developers from science centers, museums, zoos, aquariums, botanical gardens, parks, and nature centers. Although museum-based professionals represent the majority of subscribers to ISEN, also involved are some classroom teachers and teacher educators from colleges and universities. Common to all ISEN participants is a commitment to school and science education reform. Specifically, funding from the Department of Energy helped to boot strap the effort, providing Barrier Reduction Vouchers to 123 educators that enabled them participate in ISEN. Among the major accomplishments of the Project are these: (1) assistance to 123 informal science educators to attend Internet training sessions held in connection with the Project and/or purchase hardware and software that linked them to the Internet; (2) Internet training for 153 informal science educators; (3) development of a listserv which currently has over 180 subscribers--an all-time high; (4) opportunity to participate in four web chats involving informal science educators with noted researchers; (5) development of two sites on the World Wide Web linking informal science educators to Internet resources; (6) creation of an on-line collection of over 40 articles related to inquiry-based teaching and science education reform. In order to continue the momentum of the Project, ASTC has requested from the Annenberg/CPB Math and Science project a no/cost extension through December 1997.

    This paper examines the various energy sources, renewable and nonrenewable, in the context of developing and industrialised countries. Particular experiences and technical data are mentioned regarding the United States' experience in this area and the Public Utilities Commissions of various states. The author has gathered various technical information on energy generation and public policies on energy issues while associated with the Public Utility Commission as a staff member and having testified as expert witness in a number of electric energy rate cases in Pennsylvania, North Carolina and West Virginia. This paper surveys the available alternate energy technologies to meet the energe needs at the village level, with particular reference to their application in Pakistan. This paper concludes after analysing the various energy choices as to the resources, policies and energy education development. The author has proposed small workshops at the high school level for students and teachers, based on the same concepts developed by the Department of Energy. Development of advanced research and cooperation in ''renewable energy resources'' through A.I.D. programs is recommended.

    The collection, treatment, and disposal of domestic and industrial wastewater, garbage, and other wastes present considerable problems in urban and semiurban areas of developing countries. Major benefits of using integrated treatment and resource recovery systems include waste stabilization, recovering energy as biogas, producing food from algae and fish, irrigation, improved public health, and aquatic weed control and use. Information and research are needed, however, to assesss the appropriateness, benefits, and limitations of such technology on a large scale. System configuration depends on the types and quantities of wastes available for processing. There must be enough collectable waste for the system to be viable. Information should be gathered to asses whether there is a net public health benefit by implementing a waste treatment and resource recovery system. Benefits such as savings in medical expenses and increased worker productivity due to improved health may be difficult to quantify. The potential health risks created by implementing a resource recovery system should be studied. The most difficult issues to contend with are socioeconomic in nature. Often, the poor performance of a proven technology is attributed to a lack of proper understanding of its principles by the operators, lack of community interest, improper operator training, and poor management. Public education to motivate people to accept technologies that are beneficial to them is important.

    Following the 1973 oil embargo, the US government initiated a program to develop and use solar energy. This led to individual programs devoted to developing various solar radiation energy conversion technologies: photovoltaic and solar-thermal conversion devices. Nearly concurrently, it was recognized that understanding the available insolation resources was required to develop and deploy solar energy devices and systems. It was also recognized that the insolation information available at that time (1973) was not adequate to meet the specific needs of the solar energy community. Federal efforts were initiated and conducted to produce new and more extensive information and data. The primary federal agencies that undertook such efforts were the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA). NOAA's efforts included activities performed by the National Weather Service (NWS) and the National Climatic Data Center (NCDC). This book has two man objectives: to report some of the insolation energy data, information, and products produced by the federal efforts and to describe how they were produced. Products include data bases, models and algorithms, monitoring networks, instrumentation, and scientific techniques. The scope of products and results does not include all those produced by past federal efforts. The book's scope and subject matter are oriented to support the intent and purpose of the other volumes in this series. In some cases, other pertinent material is presented to provide a more complete coverage of a given subject. 385 refs., 149 figs., 50 tabs.

  12. National Information Infrastructure Education Forum: A summary report

    The National Information Infrastructure (NII) Education Forum was held on October 6-8, 1993, in Arlington, Virginia. The Forum was sponsored by the Office of Scientific Computing, U.S. Department of Energy (DOE). Its purpose was to discuss technology for K-12 education and what role DOE and its national laboratories could play in developing, disseminating, and using technology for K-12. The Forum brought together over 120 people from across the nation. Participants represented six groups: national laboratories; education research institutions; K-12 teachers and administrators; industry; federal agencies; and other institutions. The Forum consisted of a series of structured presentations from each of these six groups; technology demonstrations; and open, small group discussions. The presentations covered the following: important K-12 education and computing issues, national laboratory capabilities, other federal sector initiatives, and industry perspectives. The demonstration room had over 20 computers networked to the Internet. Workshop participants were shown (1) how to use the Internet to access resources anywhere in the world, (2) state-of-the-art network video teleconferencing technology, (3) multi-media technology, and (4) various other educational software systems.

    SUBMITTED AS A DOCTORAL DISSERTATION IN COMPLETION OF REQUIREMENTS FOR THE DEGREE OF ED.D THROUGH WASHINGTON STATE UNIVERSITY. The overall purpose of this action research study was to explore the experiences of ten middle school science teachers involved in a three-year partnership program between scientists and teachers at a Department of Energy national laboratory, including the impact of the program on their professional development, and to improve the partnership program by developing a set of recommendations based on the study’s findings. This action research study relied on qualitative data including field notes recorded at the summer academies and data from two focus groups with teachers and scientists. Additionally, the participating teachers submitted written reflections in science notebooks, participated in open-ended telephone interviews that were transcribed verbatim, and wrote journal summaries to the Department of Energy at the end of the summer academy. The analysis of the data, collaboratively examined by the teachers, the scientists, and the science education specialist acting as co-researchers on the project, revealed five elements critical to the success of the professional development of science teachers. First, scientist-teacher partnerships are a unique contribution to the professional development of teachers of science that is not replicated in other forms of teacher training. Second, the role of the science education specialist as a bridge between the scientists and teachers is a unique and vital one, impacting all aspects of the professional development. Third, there is a paradox for classroom teachers as they view the professional development experience from two different lenses – that of learner and that of teacher. Fourth, learning for science teachers must be designed to be constructivist in nature. Fifth, the principles of the nature of science must be explicitly showcased to be seen and understood by the classroom teacher.

    Since its formation in 1977, US DOE has been authorized to support education programs that help ensure an adequate supply of scientists, engineers, and technicians for energy-related research, production activities, and technology transfer. A national conference in 1989 produced a clear vision of the important role that DOE, its facilities, and its 169,000 Federal and contract employees can play in the educational life of their communities and the Nation. Many of the programs listed in this catalog are the result of this new vision; others have existed for many years. Purpose of this catalog is to make all DOE education efforts more widely known so that more teachers, students, and others can benefit. Supporting the hundreds of education programs (precollege, undergraduate, graduate, public) is the network of DOE national laboratories, technology centers, and other research facilities. Brief descriptions of each facility, its programs, and contact information for its education personnel are included.

  13. Integrative curriculum reform, domain dependent knowing, and teachers` epistemological theories: Implications for middle-level teaching

    Integrative curriculum as both a theoretical construct and a practical reality, and as a theme-based, problem-centered, democratic way of schooling, is becoming more widely considered as a feasible alternative to traditional middle-level curricula. Importantly for teaching and learning, domain dependence requires teachers to view one area of knowledge as fully interdependent with other areas of knowledge during the learning process. This requires teachers to adopt personal epistemological theories that reflect integrative, domain dependent knowing. This study explored what happened when teachers from highly traditional domain independent school settings encountered an ambitious college-level curriculum project that was designed to help the teachers understand the potential that integrative, domain dependent teaching holds for precollege settings. This study asked: What influence does an integrative, domain dependent curriculum project have on teachers` domain independent, epistemological theories for teaching and learning? Finding an answer to this question is essential if we, as an educational community, are to understand how integrative curriculum theory is transformed by teachers into systemic curriculum reform. The results suggest that the integrative curriculum project that teachers participated in did not explicitly alter their classroom practices in a wholesale manner. Personal epistemological theories of teachers collectively precluded teachers from making any wholesale changes in their individual classroom teaching. However, teachers became aware of integrative curriculum as an alternative, and they expressed interest in infusing integrative practices into their classrooms as opportunities arise.

    The purpose of this report is to summarize the scientific work that was performed to evaluate and assess the occurrence and economic potential of natural resources within the geologic setting of the Yucca Mountain area. The extent of the regional areas of investigation for each commodity differs and those areas are described in more detail in the major subsections of this report. Natural resource assessments have focused on an area defined as the ''conceptual controlled area'' because of the requirements contained in the U.S. Nuclear Regulatory Commission Regulation, 10 CFR Part 60, to define long-term boundaries for potential radionuclide releases. New requirements (proposed 10 CFR Part 63 [Dyer 1999]) have obviated the need for defining such an area. However, for the purposes of this report, the area being discussed, in most cases, is the previously defined ''conceptual controlled area'', now renamed the ''natural resources site study area'' for this report (shown on Figure 1). Resource potential can be difficult to assess because it is dependent upon many factors, including economics (demand, supply, cost), the potential discovery of new uses for resources, or the potential discovery of synthetics to replace natural resource use. The evaluations summarized are based on present-day use and economic potential of the resources. The objective of this report is to summarize the existing reports and information for the Yucca Mountain area on: (1) Metallic mineral and mined energy resources (such as gold, silver, etc., including uranium); (2) Industrial rocks and minerals (such as sand, gravel, building stone, etc.); (3) Hydrocarbons (including oil, natural gas, tar sands, oil shales, and coal); and (4) Geothermal resources. Groundwater is present at the Yucca Mountain site at depths ranging from 500 to 750 m (about 1,600 to 2,500 ft) below the ground surface. Groundwater resources are not discussed in this report, but are planned to be included in the hydrology

Funds from this Department of Energy grant supported three projects that involved K-16 science outreach: 1. Teaching Issues and Experiments in Ecology (TIEE). TIEE a peer-reviewed online journal and curriculum resource for postsecondary science teachers. 2. The Collaboration for Excellence in Science Education (CESE). CESE is a partnership with the Amherst, Massachusetts school system to foster the professional development of science teachers, and to perform research on student learning in the sciences and on teacher change. The project draws on Hampshire's long experience with inquiry-oriented and interdisciplinary education, as well as on its unique strengths in cognitive science. The project is run as design research, working with teachers to improve their practices and studying student and/or teacher outcomes. 3. Day in the Lab. Grant funds partially supported the expansion of the ongoing science outreach activities of the School of Natural Science. These activities are focused on local districts with large minority enrollments, including the Amherst, Holyoke and Springfield Public School Districts, and the Pioneer Valley Performing Arts Charter School (PVPA). Each of the three projects supported by the grant met or exceeded its goals. In part, the successes we met were due to continuity and communication among the staff of the programs. At the beginning of the CESE project, a science outreach coordinator was recruited. He worked throughout the grant period along with a senior researcher and the project's curriculum director. Additionally, the director and an undergraduate student conducted research on teacher change. The science outreach coordinator acted as a liaison among Hampshire College, the school districts, and a number of local businesses and agencies, providing organizational support, discussion facilitation, classroom support

    After a brief discussion of the traditional view of tax education, the author traces its explosive growth at the graduate level during the past decade. He analyzes the current status of graduate tax education, including natural resource taxation as a component of the curriculum. He recommends ways to integrate natural resource taxation topics into the curriculum of future professional tax accountants that will acknowledge the importance of natural resources to our nation's continued prosperity. An expanded private sector financial and moral support will be necessary. This could be in the form of course development grants, a faculty internship with a natural resource industrial firm, faculty research grants, and endowed professorships. The emergence of high-performance networks, as well as network operating systems, improved interoperability, and platform independence of applications will eliminate technical barriers to the use of data, increase the power and range of resources that can be used cooperatively, and open up a wealth of possibilities for new applications. The very scope of these prospects for the immediate future is a problem for the IT planner or administrator. Technology procurement and implementation, integration of new technologies into the existing infrastructure, cost recovery and usage of networks and networked resources, training issues, and security concerns such as data protection and access to experiments are just some of the issues that need to be considered in the emerging IT environment. As managers we must use technology to improve competitiveness. When procuring new systems, we must take advantage of scalable resources.     Storage Resource Managers (SRMs) are middleware components whose function is to provide dynamic space allocation and file management on shared storage components on the Grid[1,2]. SRMs support protocol negotiation and reliable replication mechanism. The SRM standard supports independent SRM implementations, allowing for a uniform access to heterogeneous storage elements. SRMs allow site-specific policies at each location. Resource Reservations made through SRMs have limited lifetimes and allow for automatic collection of unused resources thus preventing clogging of storage systems with ''orphan'' files. At Fermilab, data handling systems use the SRM management interface to the dCache Distributed Disk Cache [5,6] and the Enstore Tape Storage System [15] as key components to satisfy current and future user requests [4]. The SAM project offers the SRM interface for its internal caches as well.

    The rugged, mountainous country of Kyrgyzstan contains about one-half of the known coal resources of central Asia (a geographic and economic region that also includes Uzbekistan, Tadjikistan and Turkmenistan). Coal of Jurassic age is present in eight regions in Kyrgyzstan in at least 64 different named localities. Significant coal occurrences of about the same age are present in the central Asian countries of Kazakhstan, China, and Russia. Separation of the coal-bearing rocks into individual deposits results more than earth movements before and during formation of the present-day mountains and basins of the country than from deposition in separate basins.Separation was further abetted by deep erosion and removal of the coal-bearing rocks from many areas, followed by covering of the remaining coal-bearing rocks by sands and gravels of Cenozoic age. The total resources of coal in Kyrgyzstan have been reported as about 30 billion tons. In some of the reported localities, the coal resources are known and adequately explored. In other parts of the republic, the coal resources are inadequately understood or largely unexplored. The resource and reserve inventory of Kyrgyzstan is at best incomplete; for some purposes, such as short-term local and long-range national planning, it may be inadequate. Less than 8% of the total estimated resources are categorized as recoverable reserves, and the amount that is economically recoverable is unknown. The coal is largely of subbituminous and high-volatile C bituminous rank, most has low and medium ash and sulfur contents, and coals of higher rank (some with coking qualities) are present in one region. It is recommended that appropriate analyses and tests be made during planning for utilization.

    Ecological resources are resources that have functional value to ecosystems. Frequently, these functions are overlooked in terms of the value they provide to humans. Environmental economics is in search of an appropriate analysis framework for such resources. In such a framework, it is essential to distinguish between two related subsets of information: (1) ecological processes that have intrinsic value to natural ecosystems; and (2) ecological functions that are values by humans. The present study addresses these concerns by identifying a habitat that is being displaced by development, and by measuring the human and ecological values associated with the ecological resources in that habitat. It is also essential to determine which functions are mutually exclusive and which are, in effect, complementary or products of joint production. The authors apply several resource valuation tools, including contingent valuation methodology (CVM), travel cost methodology (TCM), and hedonic damage-pricing (HDP). One way to derive upper-limit values for more difficult-to-value functions is through the use of human analogs, because human-engineered systems are relatively inefficient at supplying the desired services when compared with natural systems. Where data on the relative efficiencies of natural systems and human analogs exist, it is possible to adjust the costs of providing the human analog by the relative efficiency of the natural system to obtain a more realistic value of the function under consideration. The authors demonstrate this approach in an environmental economic case study of the environmental services rendered by shrub-steppe habitats of Benton County, Washington State.

    The Montana Bureau of Mines and Geology has updated its inventory of low and moderate temperature resources for the state and has assisted the Oregon Institute of Technology - GeoHeat Center and the University of Utah Research Institute in prioritizing and collocating important geothermal resource areas. The database compiled for this assessment contains information on location, flow, water chemistry, and estimated reservoir temperatures for 267 geothermal well and springs in Montana. For this assessment, the minimum temperature for low-temperature resource is defined as 10{degree} C above the mean annual air temperature at the surface. The maximum temperature for a moderate-temperature resource is defined as greater than 50{degree} C. Approximately 12% of the wells and springs in the database have temperatures above 50{degree} C, 17% are between 30{degree} and 50{degree} C, 29% are between 20{degree} and 30{degree}C, and 42% are between 10{degree} and 20{degree} C. Low and moderate temperature wells and springs can be found in nearly all areas of Montana, but most are in the western third of the state. Information sources for the current database include the MBMG Ground Water Information Center, the USGS statewide database, the USGS GEOTHERM database, and new information collected as part of this program. Five areas of Montana were identified for consideration in future investigations of geothermal development. The areas identified are those near Bozeman, Ennis, Butte, Boulder, and Camas Prairie. These areas were chosen based on the potential of the resource and its proximity to population centers.

    The funds from the DOE Human Genome Program, for the project period 2/1/96 through 1/31/98, have provided major support for the curriculum development and field testing efforts for two high school level instructional units: Unit 1, ''Exploring Genetic Conditions: Genes, Culture and Choices''; and Unit 2, ''DNA Snapshots: Peaking at Your DNA''. In the original proposal, they requested DOE support for the partial salary and benefits of a Field Test Coordinator position to: (1) complete the field testing and revision of two high school curriculum units, and (2) initiate the education of teachers using these units. During the project period of this two-year DOE grant, a part-time Field-Test Coordinator was hired (Ms. Geraldine Horsma) and significant progress has been made in both of the original proposal objectives. Field testing for Unit 1 has occurred in over 12 schools (local and non-local sites with diverse student populations). Field testing for Unit 2 has occurred in over 15 schools (local and non-local sites) and will continue in 12-15 schools during the 96-97 school year. For both curricula, field-test sites and site teachers were selected for their interest in genetics education and in hands-on science education. Many of the site teachers had no previous experience with HGEP or the unit under development. Both of these first-year biology curriculum units, which contain genetics, biotechnology, societal, ethical and cultural issues related to HGP, are being implemented in many local and non-local schools (SF Bay Area, Southern California, Nebraska, Hawaii, and Texas) and in programs for teachers. These units will reach over 10,000 students in the SF Bay Area and continues to receive support from local corporate and private philanthropic organizations. Although HGEP unit development is nearing completion for both units, data is still being gathered and analyzed on unit effectiveness and student learning.     It is widely believed that oceans are vast storehouses of untapped food, energy, minerals, and even living space, but the author warns of a critical turning point in our stewardship of marine resources. The book opens with a history of thoughtless abuse and past mistakes which have eroded and polluted shorelines. Blind hopes for recovery of mineral wealth involve technology that may be prohibitively expensive or logistically impossible, and may have obscured real opportunities, notably the careful management and cultivation of valuable marine resources such as kelp, fish, and shellfish species. The author explores a broad spectrum of alternatives for safeguarding the oceans themselves by following wiser practices on land: methods of using biomass energy to lessen our dependence on offshore mineral development, and possibilities for recycling sewage rather than perceiving the ocean as the ultimate garbage dump. Two appendices present selected information on world fisheries and aquaculture and on the hazards of offshore oil. 319 references.

    There has been a substantial increase in recent years in the level of taxation imposed on mining firms by state and local governments. This increase can be attributed to three factors: (1) a heightened awareness that resources are limited in quantity; (2) environmental damage resulting from mining operations has brought demands for just compensations; and (3) significant price increases for some minerals have often been viewed by states as an opportunity to collect additional tax revenue. The broad aim of this book is to provide a comprehensive economic analysis of the effects of mining taxation on the extraction of mineral resources and to offer a set of recommendations for tax policy. The primary objective of this design is to minimize the distortionary incentives created by the taxation. From a practical standpoint, however, one must also recognize the degrees of difficulty in the administration of the various taxes. 90 references, 1 figure, 14 tables.

    A major issue facing the generation and application of environmental technology is that of educating and training the work force that is needed to resolve the problems of the past and those for the next few decades. By necessity, this professional level workforce must have multidisciplinary education combined with research experience at the leading edge of technology. In order to satisfy this critical need, a unique type of organization was created for education and technology development in environmental areas. The Waste-management Education and Research Consortium (WERC) was created in 1990 by a cooperative agreement with the U.S. Department of Energy as a partnership of New Mexico State University, The University of New Mexico, and the New Mexico Institute of Mining and Technology in collaboration with Los Alamos National Laboratory and Sandia National Laboratories; the Navajo Community College joined as an affiliate in 1991. WERC has conclusively demonstrated that such a partnership collaborating with industry can be an effective tool to expand the nation`s resources to address issues related to the management of all forms of waste, via education, technology development and information transfer. The WERC program has implemented the following items: (1) College education at the technologist, undergraduate and graduate level; (2) Pre-college programs to involve young students in environmental activities; (3) Professional development and restraining series by satellite TV; (4) Technology development projects for solutions at the leading edge; (5) Four measurement and testing laboratories; (6) Technology transfer for information to communities, industry and government; (7) A University Design Contest for interaction between universities; and (8) A First Response Training Academy for emergency personnel. Currently this program is serving over 2000 students and professionals on an international bases.

The yield tax is the most efficient, and unit and property taxes are the least efficient of current taxes. If the base price of the windfall profits tax is set close to extraction cost, the windfall profits tax can be even more efficient than the yield tax. All the tax burdens fall primarily upon owners.     Including renewable energy resources in integrated resource planning (IRP) requires that utility planning models properly consider the relevant attributes of the different renewable resources in addition to conventional supply-side and demand-side options. Otherwise, a utility`s resource plan is unlikely to have an appropriate balance of the various resource options. The current trend toward regulatory set-asides for renewable resources is motivated in part by the perception that the capabilities of current utility planning models are inadequate with regard to renewable resources. Adequate modeling capabilities and utility planning practices are a necessary prerequisite to the long-term penetration of renewable resources into the electric utility industry`s resource mix. This report presents a review of utility planning models conducted for the National Renewable Energy Laboratory (NREL). The review examines the capabilities of utility planning models to address key issues in the choice between renewable resources and other options. The purpose of this review is to provide a basis for identifying high priority areas for advancing the state of the art.

    Water is a plentiful, renewable resource if it is properly managed. The US allocates 82% of its water to agriculture, 10% to industries and utilities. American farmers are beginning to adopt water-conserving techniques long used in the world's arid regions because past profligate use and recent droughts lowered both water tables and farm productivity. Runoff and pollution are responsible for much of the waste of usable water. Because of local water shortages, there is interest in drip irrigation, setting aside more land for reservoirs, and other conservation techniques to ensure adequate supplies for industrial development and economic growth. American faith in technology has led to schemes for desalination, cloud seeding, iceberg towing, and aquifer recharging, as well as the existing system of dams.     The Berkeley Disk Resource Manager (B-DRM) is a middleware component whose function is to provide dynamic space allocation and file management of a shared disk system on the Grid. It provides space allocation and dynamic information on storage availability for the planning and execution of Grid jobs. The B-DRM manages two types of resources: space and files. Vi1en managing space, the B-DRM allocates space to the requesting client based on a default space quota, Then managing files, the B-DRM allocates space for files, invokes file transfer services to move files into the space, pins files for a certain lifetime, releases files upon the client?s request, and uses file replacement policies to optimize the use of the shared space. The B-DRM is designed to provide effective sharing of files, by monitoring the activity of shared files, and making dynamic decisions on which files to replace when space is needed. In addition, the B-DRM performs automatic garbage collection of unused files when space is needed by removing selected files that were released by the client or whose lifetime has expired. The BDRM supports requests to get multiple files in a single call, manages a queue of the requested files, brings in as many files as the space quota permits, and continues to reuse the space when files are released to stream files to the client until the entire request is satisfied. Similarly, the B-DRM supports requests to put multiple files into its space, streaming files into the allocated space and reusing the space if necessary.

    RPG1.06 is an (IRP) tool developed so that small public utilities would have a tool to complete an IRP that was in compliance with the Energy Policy Act of 1992. RPG1.06 is divided into three levels: Fast Track, Intermediate, and Detailed. Each level is designed to be completed independently. The Fast Track level is designed for users who want to complete a quick, simple planning study to identify applicable resource options. The Intermediate level ismore » designed for users who want to add their own data and apply weighting factors to the results after completing a quick, simple planning study. The Detailed level is designed for users who want to identify applicable resource options and spend a fair amount of time collecting the data, computing the calculations, and compiling the results. The Detailed level contains a production costing module and optimization algorithms. The software contains the worksheets that appear in the workbook version. Similar to the workbooks, the software worksheets are designed to be completed in numerical order. The software automatically saves the data entered into a worksheet, and carries the data from worksheet to worksheet, completing all calculations. RPG1.06 also contains three additional volumes. Getting Started is an introduction to RPG1.06. Getting Started helps the user understand the differences between the three workbooks and choose the workbook that best fits the users needs. Reference Data contains supply, demand, end-use, weather, and survey data that can be used in lieu of a utility''s own data. Reference Data is particulary helpful for a utility that does not have the time, staff, or money to gather all its own data.     This Technical Report is a detailed presentation of the actions Bonneville Power Administration (BPA) will take to develop new resources to meet the power requirements of its customers. The primary focus of this report is on what BPA will do in Fiscal Years (FY's) 1992 and 1993. However, much care has been taken to define near-term actions aimed at meeting BPA's long-term needs. An aggressive, steadily increasing conservation program forms the foundation of the 1990 Resource Program and resource acquisitions for FY's 1992 and 1993. BPA's commitment to a steady ramp-up of the conservation program is key to achieving the least-cost approach to resource development, and to making the conservation resource deliverable in the long run. By itself, conservation can meet much of the likely range of load growth that BPA faces. A diverse mix of generation resources in small increments is the second cornerstone of the 1990 Resource Program.     North Dakota has an outstanding resource--providing more available wind for development than any other state. According to U.S. Department of Energy (DOE) studies, North Dakota alone has enough energy from good wind areas, those of wind power Class 4 and higher, to supply 36% of the 1990 electricity consumption of the entire lower 48 states. At present, no more than a handful of wind turbines in the 60- to 100-kilowatt (kW) range are operating in the state. The first two utility-scale turbines were installed in North Dakota as part of a green pricing program, one in early 2002 and the second in July 2002. Both turbines are 900-kW wind turbines. Two more wind turbines are scheduled for installation by another utility later in 2002. Several reasons are evident for the lack of wind development. One primary reason is that North Dakota has more lignite coal than any other state. A number of relatively new minemouth power plants are operating in the state, resulting in an abundance of low-cost electricity. In 1998, North Dakota generated approximately 8.2 million megawatt-hours (MWh) of electricity, largely from coal-fired plants. Sales to North Dakota consumers totaled only 4.5 million MWh. In addition, the average retail cost of electricity in North Dakota was 5.7 cents per kWh in 1998. As a result of this surplus and the relatively low retail cost of service, North Dakota is a net exporter of electricity, selling approximately 50% to 60% of the electricity produced in North Dakota to markets outside the state. Keeping in mind that new electrical generation will be considered an export commodity to be sold outside the state, the transmission grid that serves to export electricity from North Dakota is at or close to its ability to serve new capacity.     As the penetration of variable generation (wind and solar) increases around the world, there is an accompanying growing interest and importance in accurately assessing the contribution that these resources can make toward planning reserve. This contribution, also known as the capacity credit or capacity value of the resource, is best quantified by using a probabilistic measure of overall resource adequacy. In recognizing the variable nature of these renewable resources, there has been interest in exploring the use of reliability metrics other than loss of load expectation. In this paper, we undertake some comparisons using data from the Western Electricity Coordinating Council in the western United States.

    CMS is using a tiered setup of dedicated computing resources provided by sites distributed over the world and organized in WLCG. These sites pledge resources to CMS and are preparing them especially for CMS to run the experiment's applications. But there are more resources available opportunistically both on the GRID and in local university and research clusters which can be used for CMS applications. We will present CMS' strategy to use opportunistic resources and prepare them dynamically to run CMS applications. CMS is able to run its applications on resources that can be reached through the GRID, through EC2 compliant cloud interfaces. Even resources that can be used through ssh login nodes can be harnessed. All of these usage modes are integrated transparently into the GlideIn WMS submission infrastructure, which is the basis of CMS' opportunistic resource usage strategy. Technologies like Parrot to mount the software distribution via CVMFS and xrootd for access to data and simulation samples via the WAN are used and will be described. We will summarize the experience with opportunistic resource usage and give an outlook for the restart of LHC data taking in 2015.

    This report summarizes activities of the Hanford Cultural Resources Laboratory (HCRL) during fiscal year 1989. The HCRL provides support for managing the archaeological, historical, and cultural resources of the Hanford Site, Washington, in a manner consistent with the National Historic Preservation Act of 1966, the Archaeological Resources Protection Act of 1979, and the American Indian Religious Freedom Act of 1978. A major task in FY 1989 was completion and publication of the Hanford Cultural Resources Management Plan, which prioritizes tasks to be undertaken to bring the US Department of Energy -- Richland Operations into compliance with federal statutes, relations, and guidelines. During FY 1989, six tasks were performed. In order of priority, these were conducting 107 cultural resource reviews, monitoring the condition of 40 known prehistoric archaeological sites, assessing the condition of artifact collections from the Hanford Site, evaluating three sites and nominating two of those to the National Register of Historic Places, developing an education program and presenting 11 lectures to public organizations, and surveying approximately 1 mi{sup 2} of the Hanford Site for cultural resources. 7 refs., 4 figs., 4 tabs.

    This report contains nine unconventional energy resource commodity summaries prepared by committees of the Energy Minerals Division (EMD) of the American Association of Petroleum Geologists. Unconventional energy resources, as used in this report, are those energy resources that do not occur in discrete oil or gas reservoirs held in structural or stratigraphic traps in sedimentary basins. These resources include coal, coalbed methane, gas hydrates, tight gas sands, gas shale and shale oil, geothermal resources, oil sands, oil shale, and uranium resources. Current U.S. and global research and development activities are summarized for each unconventional energy commodity in the topical sections of this report. Coal and uranium are expected to supply a significant portion of the world's energy mix in coming years. Coalbed methane continues to supply about 9% of the U.S. gas production and exploration is expanding in other countries. Recently, natural gas produced from shale and low-permeability (tight) sandstone has made a significant contribution to the energy supply of the United States and is an increasing target for exploration around the world. In addition, oil from shale and heavy oil from sandstone are a new exploration focus in many areas (including the Green River area of Wyoming and northern Alberta). In recent years, research in the areas of geothermal energy sources and gas hydrates has continued to advance. Reviews of the current research and the stages of development of these unconventional energy resources are described in the various sections of this report.

    The Hawaii Geothermal Resources Assessment Program was initiated in 1978. The preliminary phase of this effort identified 20 Potential Geothermal Resource Areas (PGRA's) using available geological, geochemical and geophysical data. The second phase of the Assessment Program undertook a series of field studies, utilizing a variety of geothermal exploration techniques, in an effort to confirm the presence of thermal anomalies in the identified PGRA's and, if confirmed, to more completely characterize them. A total of 15 PGRA's on four of the five major islands in the Hawaiian chain were subject to at least a preliminary field analysis. The remaining five were not considered to have sufficient resource potential to warrant study under the personnel and budget constraints of the program. The island of Kauai was not studied during the current phase of investigation. Geothermal field studies were not considered to be warranted due to the absence of significant geochemical or geophysical indications of a geothermal resource. The great age of volcanism on this island would further suggest that should a thermal resource be present, it would be of low temperature. The geothermal field studies conducted on Oahu focused on the caldera complexes of the two volcanic systems which form the island: Waianae volcano and Koolau volcano. The results of these studies and the interpreted probability for a resource are presented.

    While the role of science, technology, engineering, and mathematics (STEM) teachers in our education system is obvious, their role in our economic and national security system is less so. Our nation relies upon innovation and creativity applied in a way that generates new technologies for industry, health care, and the protection of our national assets and citizens. Often, it is our science teachers who generate the excitement that leads students to pursue science careers. While academia provides these teachers with the tools to educate, the rigors of a science and technology curriculum, coupled with the requisite teaching courses, often limit teacher exposure to an authentic research environment. As the single largest funding agency for the physical sciences, the US Department of Energy's (DOE) Office of Science plays an important role in filling this void. For STEM teachers, the DOE Academies Creating Teacher Scientists program (ACTS) bridges the worlds of research and education. The ACTS program at Brookhaven National Laboratory (BNL), one of several across the country, exemplifies the value of this program for participating teachers. Outcomes of the work at BNL as evidenced by the balance of this report, include the following: (1) Teachers have developed long-term relationships with the Laboratory through participation in ongoing research, and this experience has both built enthusiasm for and enriched the content knowledge of the participants. (2) Teachers have modified the way they teach and are more likely to engage students in authentic research and include more inquiry-based activities. (3) Teachers have reported their students are more interested in becoming involved in science through classes, extra-curricular clubs, and community involvement. (4) Teachers have established leadership roles within their peer groups, both in their own districts and in the broader teaching community.     This report has been prepared to make available and archive the background information on socioeconomic resources collected during the preparation of the Environmental Impact Statement (EIS) for Phases 3 and 4 of the Hawaii Geothermal Project (HGP) as defined by the state of Hawaii in its April 1989 proposal to Congress. The U.S. Department of Energy (DOE) published a notice in the Federal Register on May 17, 1994 (Fed. Regis. 5925638), withdrawing its Notice of Intent (Fed Regis. 57:5433), of February 14, 1992, to prepare the HGPEIS. Since the state of Hawaii is no longer pursuing or planning to pursue the HGP, DOE considers the project to be terminated. This document provides background information on socioeconomic resources in Hawaii County, with particular emphasis on the Puna District (Fig. 1). Information is being made available for use by others in conducting future socioeconomic impact assessments in this area. This report describes existing socioeconomic resources in the areas studied (i.e., the affected environment) and does not represent an assessment of environmental impacts. The socioeconomic resources described are primarily those that would be affected by employment and population growth associated with any future large-scale development. These resource categories are (1) population, (2) housing, (3) land use, (4) economic structure (primarily employment and income), (5) infrastructure and public services (education, ground transportation, police and fire protection, water, wastewater, solid waste disposal, electricity, and emergency planning), (6) local government revenues and expenditures, and (7) tourism and recreation.

    The Integrated Resource Planning Model (IRPM) is a decision-support software product for resource-and-capacity planning. Users can evaluate changing constraints on schedule performance, projected cost, and resource use. IRPM is a unique software tool that can analyze complex business situations from a basic supply chain to an integrated production facility to a distributed manufacturing complex. IRPM can be efficiently configured through a user-friendly graphical interface to rapidly provide charts, graphs, tables, and/or written results to summarize postulated business scenarios. There is not a similar integrated resource planning software package presently available. Many different businesses (from government to large corporations as well as medium-to-small manufacturing concerns) could save thousands of dollars and hundreds of labor hours in resource and schedule planning costs. Those businesses also could avoid millions of dollars of revenue lost from fear of overcommitting or from penalties and lost future business for failing to meet promised delivery by using IRPM to perform what-if business-case evaluations. Tough production planning questions that previously were left unanswered can now be answered with a high degree of certainty. Businesses can anticipate production problems and have solutions in hand to deal with those problems. IRPM allows companies to make better plans, decisions, and investments.

    As a federal agency, the US Department of Energy (DOE) has been directed by Congress and the President to provide leadership in the preservation of prehistoric, historical, and cultural resources on lands it administers, to manage these in a spirit of stewardship for future generations, and to protect and preserve the rights of Native Americans to religious freedom. The purpose of this document is to describe how the DOE-Richland Operations (DOE-RL) will meet those responsibilities on the Hanford Site, pursuant to guidelines for Agency Responsibilities under the Historic Preservation Act (FR 53:31, February 17, 1988). This document is intended for multiple uses. Among other things, the text is designed as a manual for cultural resource managers to follow and as an explanation of the process of cultural resource regulatory compliance for the DOE-RL and Site contractors. 10 refs., 17 figs., 11 tabs.
