    As part of an ongoing program, Lawrence Livermore National Laboratory (LLNL) is directing the Natural Phenomena Hazards Modeling Project (NPHMP) on behalf of the Department of Energy (DOE). A major part of this effort is the development of probabilistic definitions of natural phenomena hazards; seismic, wind, and flood. In this report the first phase of the evaluation of flood hazards at DOE sites is described. Unlike seismic and wind events, floods may not present a significant threat to the operations of all DOE sites. For example, at some sites physical circumstances may exist that effectively preclude the occurrence of flooding. As a result, consideration of flood hazards may not be required as part of the site design basis. In this case it is not necessary to perform a detailed flood hazard study at all DOE sites, such as those conducted for other natural phenomena hazards, seismic and wind. The scope of the preliminary flood hazard analysis is restricted to evaluating the flood hazards that may exist in proximity to a site. The analysis does involve an assessment of the potential encroachment of flooding on-site at individual facility locations. However, the preliminary flood hazard assessment does not consider localized flooding at a site due to precipitation (i.e., local run-off, storm sewer capacity, roof drainage). These issues are reserved for consideration by the DOE site manager. 11 refs., 84 figs., 61 tabs.

    This technical memorandum presents Preliminary Remediation Goals (PRGs) for use in human health risk assessment efforts under the United States Department of Energy, Oak Ridge Operations Office Environmental Restoration (ER) Division. This document provides the ER Division with standardized PRGs which are integral to the Remedial Investigation/Feasibility Study process. They are used during project scooping (Data Quality Objectives development), in screening level risk assessments to support early action or No Further Investigation decisions, and in the baselines risk assessment where they are employed in the selection of chemicals of potential concern. The primary objective of this document is to standardize these values and eliminate any duplication of effort by providing PRGs to all contractors involved in risk activities. In addition, by managing the assumptions and systems used in PRG derivation, the ER Risk Assessment Program will be able to control the level of quality assurance associated with these risk-based guideline values.

The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual participants for the Survey team are being supplied by an private contractor. The objective of the survey is to identify environmental problems and areas of environmental risk associated with DOE activities at SSFL. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data, observations of the operations performed at SSFL, and interviews with site personnel. 90 refs., 17 figs., 28 tabs.

    The Pennsylvania Department of Environmental Protection (DEP) has undertaken a path to build''high performance green'' buildings as part of the objectives of the Governors Green Government Council. The first building, completed in 1998, is used as the DEPs regional headquarters in Harrisburg. The Cambria office, located in Ebensburg, is DEPs second building. Many of the lessons learned from the first building were successfully applied to this building, which was completed in 2000. The objective was to provide a comfortable and productive work environment while minimizing its short- and long-term environmental impacts.

    Quenched nonisothermal pyrolysis studies have been conducted on a Tipton Member, Green River Formation oil shale from Wyoming and a Parachute Creek Member, Green River Formation oil shale from Colorado. These shales have been designated as western reference oil shales by the US Department of Energy. The conversion of kerogen to bitumen and volatiles (oil + gas) was obtained for heating rates of 2 and 10 K/min in the temperature range of 573 to 773 K using a modified thermogravimetric analyzer. Particular attention was paid to the formation of the intermediate bitumen during decomposition of the shale. The maximum amount of extractable bitumen increases with temperature and heating rate. This observation is consistent with an oil shale decomposition model in which the activation energy for kerogen decomposition is greater than the activation energy of bitumen decomposition. This is also consistent with previous isothermal decomposition studies on the same oil shales. A nonlinear least-squares program was used to fit the quenched nonisothermal data to a simple model that incorporates bitumen formation, bitumen decomposition, and volatiles evolution. Although seemingly good fits were obtained the parameter statistics were poor and showed a high degree of linear dependency. 18 refs., 11 figs., 3 tabs.

    This volume documents model parameters chosen as of July 1992 that were used by the Performance Assessment Department of Sandia National Laboratories in its 1992 preliminary performance assessment of the Waste Isolation Pilot Plant (WIPP). Ranges and distributions for about 300 modeling parameters in the current secondary data base are presented in tables for the geologic and engineered barriers, global materials (e.g., fluid properties), and agents that act upon the WIPP disposal system such as climate variability and human-intrusion boreholes. The 49 parameters sampled in the 1992 Preliminary Performance Assessment are given special emphasis with tables and graphics that provide insight and sources of data for each parameter.

    Tabled execution is a generalization of memorization developed by the logic programming community. It not only saves results from tabled predicates, but also stores the set of currently active calls to them; tabled execution can thus provide meaningful semantics for programs that seemingly contain infinite recursions with the same arguments. In logic programming, tabled execution is used for many purposes, both for improving the efficiency of programs, and making tasks simpler and more direct to express than with normal logic programs. However, tabled execution is only infrequently applied in mainstream functional languages such as Scheme. We demonstrate an elegant implementation of tabled execution in Scheme, using a mix of continuation-passing style and mutable data. We also show the use of tabled execution in Scheme for a problem in formal language and automata theory, demonstrating that tabled execution can be a valuable tool for Scheme users.

    A table for use in a hot cell or similar controlled environment for use in examining specimens. The table has a movable table top that can be moved relative to a table frame. A shaft is fixedly mounted to the frame for axial rotation. A shaft traveler having a plurality of tilted rollers biased against the shaft is connected to the table top such that rotation of the shaft causes the shaft traveler to roll along the shaft. An electromagnetic drive is connected to the shaft and the frame for controllably rotating the shaft.

    The purpose of this Handbook is to establish general training program guidelines for training personnel in developing training for operation, maintenance, and technical support personnel at Department of Energy (DOE) nuclear facilities. TTJA is not the only method of job analysis; however, when conducted properly TTJA can be cost effective, efficient, and self-validating, and represents an effective method of defining job requirements. The table-top job analysis is suggested in the DOE Training Accreditation Program manuals as an acceptable alternative to traditional methods of analyzing job requirements. DOE 5480-20A strongly endorses and recommends it as the preferred method for analyzing jobs for positions addressed by the Order.

    This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE) Sandia National Laboratories conducted August 17 through September 4, 1987. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with Sandia National Laboratories-Albuquerque (SNLA). The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data, observations of the operations carried on at SNLA, and interviews with site personnel. 85 refs., 49 figs., 48 tabs.

    The Table of Tables' application system captures in a set of SYBASE tables the basic design specification for a database schema. Specification of tables, columns (including the related defaults and rules for the stored values) and keys is provided. The feature which makes this application specifically useful for SYBASE is the ability to automatically generate SYBASE triggers. A description field is provided for each database object. Based on the data stored, SQL scripts for creating complete schema including the tables, their defaults and rules, their indexes, and their SYBASE triggers, are written by TOT. Insert, update and delete triggers are generated from TOT to guarantee integrity of data relations when tables are connected by single column foreign keys. The application is written in SYBASE's APT-SQL and includes a forms based data entry system. Using the features of TOT we can create a complete database schema for which the data integrity specified by our design is guaranteed by the SYBASE triggers generated by TOT. 3 refs.

These elements were again listed in the Atomic Weights Table with no further information, i.e., with no mass number or atomic weight value. For the elements, which have no stable characteristic terrestrial isotopic composition, the data on the half-lives and the relative atomic masses for the nuclides of interest for those elements have been evaluated. The values of the half-lives with their uncertainties are listed in the table. The uncertainties are given for the last digit quoted of the half-life and are given in parentheses. A half-life entry for the Table having a value and an uncertainty of 7 {+-} 3 is listed in the half-life column as 7 (3). The criteria to include data in this Table, is to be the same as it has been for over sixty years. It is the same criteria, which are used for all data that are evaluated for inclusion in the Standard Table of Atomic Weights. If a report of data is published in a peer-reviewed journal, that data is evaluated and considered for inclusion in the appropriate table of the biennial report of the Atomic Weights Commission. As better data becomes available in the future, the information that is contained in either of the Tables of Standard Atomic Weights or in the Table of Radioactive Elements may be modified. It should be noted that the appearance of any datum in the Table of the Radioactive Elements is merely for the purposes of calculating an atomic mass value for any sample of a radioactive material, which might have a variety of isotopic compositions and it has no implication as to the priority for claiming discovery of a given element and is not intended to. The atomic mass values have been taken primarily from the 2003 Atomic Mass Table. Mass values for those radioisotopes that do not appear in the 2003 Atomic mass Table have been taken from preliminary data of the Atomic Mass Data Center

    The purpose of this report is to provide information to the US Environmental Protection agency (EPA) on existing technology for the control of radionuclide emissions into the air from US Department of Energy (DOE) facilities, and to provide EPA with information on possible additional control technologies that could be used to further reduce these emissions. Included in this report are generic discussions of emission control technologies for particulates, iodine, rare gases, and tritium. Also included are specific discussions of existing emission control technologies at 25 DOE facilities. Potential additional emission control technologies are discussed for 14 of these facilities. The facilities discussed were selected by EPA on the basis of preliminary radiation pathway analyses. 170 references, 131 figures, 104 tables.

    This Preliminary Hazards Analysis (PHA) for the Plasma Hearth Process (PHP) follows the requirements of United States Department of Energy (DOE) Order 5480.23 (DOE, 1992a), DOE Order 5480.21 (DOE, 1991d), DOE Order 5480.22 (DOE, 1992c), DOE Order 5481.1B (DOE, 1986), and the guidance provided in DOE Standards DOE-STD-1027-92 (DOE, 1992b). Consideration is given to ft proposed regulations published as 10 CFR 830 (DOE, 1993) and DOE Safety Guide SG 830.110 (DOE, 1992b). The purpose of performing a PRA is to establish an initial hazard categorization for a DOE nuclear facility and to identify those processes and structures which may have an impact on or be important to safety. The PHA is typically performed during and provides input to project conceptual design. The PRA then is followed by a Preliminary Safety Analysis Report (PSAR) performed during Title I and II design. This PSAR then leads to performance of the Final Safety Analysis Report performed during construction, testing, and acceptance and completed before routine operation. Radiological assessments indicate that a PHP facility, depending on the radioactive material inventory, may be an exempt, Category 3, or Category 2 facility. The calculated impacts would result in no significant impact to offsite personnel or the environment. Hazardous material assessments indicate that a PHP facility will be a Low Hazard facility having no significant impacts either onsite or offsite to personnel and the environment.

    Preliminary remediation goals (PRGs) are useful for risk assessment and decision making at Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites. PRGs are upper concentration limits for specific chemicals in specific environmental media that are anticipated to protect human health or the environment. They can be used for multiple remedial investigations at multiple facilities. In addition to media and chemicals of potential concern, the development of PRGs generally requires some knowledge or anticipation of future land use. In Preliminary Remediation Goals for Use at the U.S. Department of Energy Oak Ridge Operations Office (Energy Systems 1995), PRGs intended to protect human health were developed with guidance from Risk Assessment Guidance for Superfund: Volume I - Human Health Evaluation Manual, Part B (RAGS) (EPA 1991). However, no guidance was given for PRGs based on ecological risk. The numbers that appear in this volume have, for the most part, been extracted from toxicological benchmarks documents for Oak Ridge National Laboratory (ORNL) and have previously been developed by ORNL. The sources of the quantities, and many of the uncertainties associated with their derivation, are described in this technical memorandum.

    CH2M HILL Hanford Group, Inc. (CHG) is currently performing many core business functions including, but not limited to, work control, planning, scheduling, cost estimating, procurement, training, and human resources. Other core business functions are managed by or dependent on Project Hanford Management Contractors including, but not limited to, payroll, benefits and pension administration, inventory control, accounts payable, and records management. In addition, CHG has business relationships with its parent company CH2M HILL, U.S. Department of Energy, Office of River Protection and other River Protection Project contractors, government agencies, and vendors. The Business Systems Planning (BSP) Project, under the sponsorship of the CH2M HILL Hanford Group, Inc. Chief Information Officer (CIO), have recommended information system solutions that will support CHG business areas. The Preliminary System Design was developed using the recommendations from the Alternatives Analysis, RPP-6499, Rev 0 and will become the design base for any follow-on implementation projects. The Preliminary System Design will present a high-level system design, providing a high-level overview of the Commercial-Off-The-Shelf (COTS) modules and identify internal and external relationships. This document will not define data structures, user interface components (screens, reports, menus, etc.), business rules or processes. These in-depth activities will be accomplished at implementation planning time.

The Quality Assurance Plan defines the management approach, organization, interfaces, and controls that will be used in order to provide adequate confidence that the AVLIS Production Plant design, procurement, construction, fabrication, installation, start-up, and operation are accomplished within established goals and objectives.
