    The Las Vegas 1/sup 0/ x 2/sup 0/ quadrangle, Nevada, Arizona, and California, contains rocks and structures from Precambrian through Holocene in age. It lies within the Basin and Range physiographic province adjacent to the westernmost portion of the Colorado Plateau. Miocene nonmarine sedimentary rocks of the Horse Spring Formation contain in excess of 100 tons U/sub 3/O/sub 8/ in deposits at a grade of 0.01% or greater, and therefore meet National Uranium Resource Evaluation base criteria for uranium favorability. One favorable area lies in the South Virgin Mountains at the type locality of the Horse Spring Formation, although the favorable environment extends into the unevaluated Lake Mead National Recreation Area and Desert National Wildlife Range. Environments within the Las Vegas Quadrangle considered unfavorable for uranium include the Shinarump Conglomerate member of the Triassic Chinle Formation, Mesozoic sediments of the Glen Canyon Group, Precambrian pegmatites, Pliocene and Quaternary calcrete, Laramide thrust faults, and a late Precambrian unconformity.

The meeting was hosted by the Department of Energy (DOE) Office of Indian Policy and Programs (DOE Office of Indian Energy) and facilitated by JR Bluehouse, Program Manager, Udall Foundations U.S. Institute for Environmental Conflict Resolution (U.S. Institute). Mr. Bluehouse was assisted by Tamara, Underwood, Program Assistant, U.S. Institute.Tribal leaders and representatives from multiple tribal governments and communities attended the roundtable. Tracey LeBeau, newly appointed Director of the Office of Indian Energy attended. LaMont Jackson from DOEs Office of Electricity attended. Also attending from the administration and federal agencies were Kim Teehee, Senior Policy Advisor for Native American Affairs, The White House; Charlie Galbraith, Associate Director of the Office of Public Engagement and Deputy Associate Director of the Office of Intergovernmental Affairs, The White House; Jodi Gillette, Deputy Assistant Secretary for Policy and Economic Development, the Bureau of Indian Affairs.

  20. SOURCE AND PATHWAY DETERMINATION FOR BERYLLIUM FOUND IN BECHTEL NEVADA NORTH LAS VEGAS FACILITIES

    In response to the report ''Investigation of Beryllium Exposure Cases Discovered at the North Las Vegas Facility of the National Nuclear Security Administration'', published by the U.S. Department of Energy (DOE), National Nuclear Security Administration (NNSA) in August 2003, Bechtel Nevada (BN) President and General Manager Dr. F. A. Tarantino appointed the Beryllium Investigation & Assessment Team (BIAT) to identify both the source and pathway for the beryllium found in the North Las Vegas (NLV) B-Complex. From September 8 to December 18, 2003, the BIAT investigated the pathway for beryllium and determined that a number of locations existed at the Nevada Test Site (NTS) which could have contained sufficient quantities of beryllium to result in contamination if transported. Operations performed in the B-1 Building as a result of characterization activities at the Engine Maintenance, Assembly, and Disassembly (EMAD); Reactor Maintenance, Assembly, and Disassembly (RMAD); Test Cells A and C; and the Central Support Facility in Area 25 had the greatest opportunity for transport of beryllium. Investigative monitoring and sampling was performed at these sites with subsequent transport of sample materials, equipment, and personnel from the NTS to the B-1 Building. The timeline established by the BIAT for potential transport of the beryllium contamination into the B-1 Building was from September 1997 through November 2002. Based on results of recently completed swipe sampling, no evidence of transport of beryllium from test areas has been confirmed. Results less than the DOE beryllium action level of 0.2 ???g/100 cm2 were noted for work support facilities located in Area 25. All of the identified sites in Area 25 worked within the B-1 tenant's residency timeline have been remediated. Legacy contaminants have either been disposed of or capped with clean borrow material. As such, no current opportunity exists for release or spread of beryllium contamination. Historical

    In 2009, the state of Nevada received nearly $40 million in Neighborhood Stabilization Funds from the Department of Housing and Urban Development to use to stabilize communities that have suffered from foreclosures and abandonment. In order to provide guidance to local officials and maximize how effectively this NSP funding is used in retrofitting homes, the CARB team provided design specifications, energy modeling, and technical support for the BARA team and its local partners—Better Building Performance, Nevada Energy Star Partners Green Alliance, and Home Free Nevada—for two retrofit test homes. One home demonstrated a modest retrofit and the other a deep energy retrofit. This report describes the retrofit packages, which were used as an educational experience for home performance professionals, building trades, remodelers, and the general public.

    In 2009, the state of Nevada received nearly forty million dollars in Neighborhood Stabilization Funds from the Department of Housing and Urban Development. The purpose of this funding was to stabilize communities that have suffered from foreclosures and abandonment. In an effort to provide guidance to local officials and maximize how effectively this NSP funding is utilized in retrofitting homes, CARB provided design specifications, energy modeling, and technical support for the Building America Retrofit Alliance (BARA) team and its local partners - Better Building Performance, Nevada Energy Star Partners Green Alliance, and Home Free Nevada - for two retrofit test homes. One home was to demonstrate a modest retrofit and the other a deep energy retrofit. Through this project, CARB has provided two robust solution packages for retrofitting homes built in this region between the 1980s and early 1990s without substantially inconveniencing the occupants. The two test homes, the Carmen and Sierra Hills, demonstrate how cost-effectively energy efficient upgrades can be implemented in the hot, dry climate of the Southwest. In addition, the homes were used as an educational experience for home performance professionals, building trades, remodelers, and the general public. In-field trainings on air-sealing, HVAC upgrades, and insulating were provided to local contractors during the retrofit and BARA documented these retrofits through a series of video presentations, beginning with a site survey and concluding with the finished remodel and test out.

    RW Aur is a multiple T Tauri system consisting of an early-K type primary (A) and a K5 companion (B) at a separation of 1.''4. RW Aur A drives a bipolar optical jet that is well characterized optically. We present results of a sensitive Chandra observation whose primary objective was to search for evidence of soft extended X-ray emission along the jet, as has been seen for a few other nearby T Tauri stars. The binary is clearly resolved by Chandra and both stars are detected as X-ray sources. The X-ray spectra of both stars reveal evidence for cool and hot plasma. Surprisingly, the X-ray luminosity of the less-massive secondary is at least twice that of the primary and is variable. The disparity is attributed to the primary whose X-ray luminosity is at the low end of the range for classical T Tauri stars of similar mass based on established correlations. Deconvolved soft-band images show evidence for slight outward elongation of the source structure of RW Aur A along the blueshifted jet axis inside the central arcsecond. In addition, a faint X-ray emission peak is present on the redshifted axis at an offset of 1.''2 0.''2 from the star. Deprojected jet speeds determined from previous optical studies are too low to explain this faint emission peak as shock-heated jet plasma. Thus, unless flow speeds in the redshifted jet have been underestimated, other mechanisms such as magnetic jet heating may be involved.

    The primary objective of this part of the project is to develop and implement a method that compensates for the inefficiency of the green LED. The proposed engineering solution which will be the backbone of this project will be to use RGBW combination in every pixel to save energy. Two different RGBW geometrical pixel configurations will be implemented and compared against traditional LED configurations. These configurations will be analyzed for energy efficiency while keeping the quality of the display the same.     RW Aur A is a classical T Tauri star, believed to have undergone a reconfiguration of its circumstellar environment as a consequence of a recent flyby of its stellar companion, RW Aur B. This interaction stripped away part of the circumstellar disk of RW Aur A, leaving a tidally disrupted ''arm'' and a short truncated circumstellar disk. We present photometric observations of the RW Aur system from the Kilodegree Extremely Little Telescope survey showing a long and deep dimming that occurred from 2010 September until 2011 March. The dimming has a depth of ?2 mag, a duration of ?180 days, and was confirmed by archival observations from American Association of Variable Star Observers. We suggest that this event is the result of a portion of the tidally disrupted disk occulting RW Aur A, specifically a fragment of the tidally disrupted arm. The calculated transverse linear velocity of the occulter is in excellent agreement with the measured relative radial velocity of the tidally disrupted arm. Using simple kinematic and geometric arguments, we show that the occulter cannot be a feature of the RW Aur A circumstellar disk, and we consider and discount other hypotheses. We also place constraints on the thickness and semimajor axis of the portion of the arm that occulted the star.

    In this paper, the RW Aur A microjet is studied from the point of view of X-wind models. The archived Hubble Space Telescope/STIS spectra of the optical forbidden lines [O I], [S II], and [N II] from RW Aur A, taken in Cycle 8 with seven parallel slits along the jet axis, spaced at 0.''07 apart, were analyzed. Images, position-velocity diagrams, and line ratios among the species were constructed, and compared with synthetic observations generated by selected solutions of the X-wind. Prominent features arising in a steady-state X-wind could be identified within the convolved images and position-velocity diagrams, including FWHM and high-velocity peaks on both of the redshifted and blueshifted jets. The well-known asymmetric velocity profiles of the opposite jets were built into the selected models. We discuss model selections within the existing uncertainties of the stellar parameters and inclination angle of the system. In this framework, the mass-loss rates that were inferred to be decreasing along the jet axis in the literature are the results of slowly decreasing excitation conditions and electron density profiles. Despite the apparent asymmetry in the terminal velocities, line intensities and mass-loss rates, the average linear momenta from the opposite sides of the jet are actually balanced. These previously hard-to-explain features of the asymmetric RW Aur A jet system can now be interpreted in a different but self-consistent manner within the X-wind framework.

    We report on a pilot imaging line survey (36.0-37.0 GHz, with {approx}1 km s{sup -1} spectral channels) with the Expanded Very Large Array for two asymptotic giant branch stars, RW LMi (= CIT6, which has a carbon-rich circumstellar envelope, CSE) and IK Tau (=NML Tau, with an oxygen-rich CSE). Radio continuum emission consistent with photospheric emission was detected from both stars. From RW LMi we imaged the HC{sub 3}N (J = 4{yields}3) emission. The images show several partial rings of emission; these multiple shells trace the evolution of the CSE from 400 to 1200 years. SiS (J = 2{yields}1) emission was detected from both RW LMi and IK Tau. For both stars the SiS emission is centrally condensed with the peak line emission coincident with the stellar radio continuum emission. In addition, we have detected weak HC{sub 7}N (J = 32{yields}31) emission from RW LMi.

    We report on high contrast near-infrared ({approx}2.2 {mu}m) observations of Vega obtained with the Palomar Fiber Nuller, a dual sub-aperture rotating coronagraph installed at the Palomar Hale telescope. The data show consistent astrophysical null depth measurements at the {approx_equal} 10{sup -3} level or below for three different baseline orientations spanning 60 deg in azimuth, with individual 1{sigma} uncertainties {<=}7 x 10{sup -4}. These high cancellation and accuracy levels translate into a dynamic range greater than 1000:1 inside the diffraction limit of the 5 m telescope beam. Such high contrast performance is unprecedented in the near-infrared and provides improved constraints on Vega's immediate ({approx_equal}20 to 250 mas, or {approx_equal}0.15 to 2 AU) environment. In particular, our measurements rule out any potential companion in the [0.25-1 AU] region contributing more than 1% of the overall near-infrared stellar flux, with limits as low as 0.2% near 0.6 AU. These are the best upper limits established so far by direct detection for a companion to Vega in this inner region. We also conclude that any dust population contributing a significant ({>=}1%) near-infrared thermal excess can arise only within 0.2 AU of the star, and that it must consist of much smaller grains than in the solar zodiacal cloud. Dust emission from farther than {approx_equal}2 AU is also not ruled out by our observations, but would have to originate in strong scattering, pointing again to very small grains.

    A superposition of the monochromatic charts transmitted by Vega 2's three-channel spectrometer during its approach of Comet P/Halley in March, 1986, has yielded composite images of the inner coma with moderate spatial resolution which cover a sector of angle 50 deg converging to the nucleus. Images of the CN, C3, C2 Delta-v = 1 and C2 Delta-v = 0 emissions show evidence of two well-contrasted jets, one of which is in the direction of the sun while the other lies in the perpendicular direction; they are separated by a valley-shaped low-intensity zone.     Since the 2009 American Recovery and Reinvestment Act the U.S. Department of Energy’s Geothermal Technologies Office has funded $33.7 million for multiple data digitization and aggregation projects focused on making vast amounts of geothermal relevant data available to industry for advancing geothermal exploration. These projects are collectively part of the National Geothermal Data System (NGDS), a distributed, networked system for maintaining, sharing, and accessing data in an effort to lower the levelized cost of electricity (LCOE). Determining “who owns” and “who maintains” the NGDS and its data nodes (repositories in the distributed system) is yet to be determined. However, the invest- ment in building and populating the NGDS has been substantial, both in terms of dollars and time; it is critical that this investment be protected by ensuring sustainability of the data, the software and systems, and the accessibility of the data. Only then, will the benefits be fully realized. To keep this operational system sustainable will require four core elements: continued serving of data and applications; maintenance of system operations; a governance structure; and an effective business model. Each of these presents a number of challenges. Data being added to the NGDS are not strictly geothermal but data considered relevant to geothermal exploration and develop- ment, including vast amounts of oil and gas and groundwater wells, among other data. These are relevant to a broader base of users. By diversifying the client base to other users and other fields, the cost of maintaining core infrastructure can be spread across an array of stakeholders and clients. It is presumed that NGDS will continue to provide free and open access to its data resources. The next-phase NGDS operation should be structured to eventually pursue revenue streams to help off-set sustainability expenses as necessary and appropriate, potentially including income from: grants and contracts (agencies, foundations, pri- vate sector), membership, fees for services (consulting, training, customization, ‘app’ development), repository services (data, services, apps, models, documents, multimedia), advertisements, fees for premier services or applications, subscriptions to value added services, licenses, contributions and donations, endow- ments, and sponsorships.

    Inyo County completed the first year of the U.S. Department of Energy Grant Agreement No. DE-RW0000233. This report presents the results of research conducted within this Grant agreement in the context of Inyo County's Yucca Mountain oversight program goals and objectives. The Hydrodynamics Group, LLC prepared this report for Inyo County Yucca Mountain Repository Assessment Office. The overall goal of Inyo County's Yucca Mountain research program is the evaluation of far-field issues related to potential transport, by ground water, of radionuclide into Inyo County, including Death Valley, and the evaluation of a connection between the Lower Carbonate Aquifer (LCA) and the biosphere. Data collected within the Grant is included in interpretive illustrations and discussions of the results of our analysis. The centeral elements of this Grant prgoram was the drilling of exploratory wells, geophysical surveys, geological mapping of the Southern Funeral Mountain Range. The cullimination of this research was 1) a numerical ground water model of the Southern Funeral Mountain Range demonstrating the potential of a hydraulic connection between the LCA and the major springs in the Furnace Creek area of Death Valley, and 2) a numerical ground water model of the Amargosa Valley to evaluate the potential for radionuclide transport from Yucca Mountain to Inyo County, California. The report provides a description of research and activities performed by The Hydrodynamics Group, LLC on behalf of Inyo County, and copies of key work products in attachments to this report.

    Engineers and water resource professionals are challenged with protecting facilities from flood events within environmental resource protection, regulatory, and economic constraints. One case in point is the Arroyo Las Positas (ALP), an intermittent stream that traverses the Lawrence Livermore National Laboratory (LLNL) in Livermore, California. Increased runoff from post-drought rainfall, upstream development, and new perennial discharges from LLNL activities have resulted in increased dry weather flows and wetland vegetation. These new conditions have recently begun to provide improved habitat for the federally threatened California red-legged frog (Rana aurora draytonii; CRLF), but the additional vegetation diminishes the channel's drainage capacity and increases flood risk. When LLNL proposed to re-grade the channel to reestablish the 100-year flood capacity, traditional dredging practices were no longer being advocated by environmental regulatory agencies. LLNL therefore designed a desilting maintenance plan to protect LLNL facility areas from flooding, while minimizing impacts to wetland resources and habitat. The result was a combination of structural upland improvements and the ALP Five Year Maintenance Plan (Maintenance Plan), which includes phased desilting in segments so that the entire ALP is desilted after five years. A unique feature of the Maintenance Plan is the variable length of the segments designed to minimize LLNL's impact on CRLF movement. State and federal permits also added monitoring requirements and additional constraints on desilting activities. Two years into the Maintenance Plan, LLNL is examining the lessons learned on the cost-effectiveness of these maintenance measures and restrictions and reevaluating the direction of future maintenance activities.

    The formation of a crack-free between 300 series stainless steel and a glass-ceramic is difficult owing to the high coefficients of thermal expansion of the stainless steels. Lithia-alumina-silica (LAS) glass-ceramics were successfully developed and sealed to 304L stainless steel. These crack-free seals were fabricated by two techniques: by adjusting the parent glass composition (reducing the Al{sub 2}O{sub 3} content), or by adjusting the sealing/crystallization cycle. All seals were hermetic, with leak rates < 10{sup -8} cc/sec STP helium. CTE and alloy yield strengths are given which show the feasibility of using these materials to make feedthroughs, pyrotechnic components, etc. Metallography, SEM, and wavelength dispersive spectroscopy show the quality and integrity of the glass-ceramic/stainless steel interface. These data are compared to those on the Inconel 718/LAS-glass seal system.

    For the justification of engineering solutions and practical testing of the radiochemical component of the perspective nuclear power complex with on-site variant of nuclear fuel cycle (NFC), it is planned to establish a multi-functional research-development complex (MFCRC) for radiochemical processing of spent nuclear fuels (SNF) from fast reactors. MFCRC is being established at the NIIAR site, it comprises technological process lines, where innovation pyro-electrochemical and hydrometallurgical technologies are realized, with an option for closing the inter-chain material flows for testing the combined radiochemically converted materials. The technological flowchart for processing at the MFCRC is subdivided into 3 segments: -) complex of the lead operations for dismantling the fuel elements (FE) and fuel assemblies (FA), -) pyrochemical extraction flowchart for processing SNF, and -) hydrometallurgical flowchart for processing SNF. The engineered solutions for the management and disposition of the radioactive wastes from MFCRC are reviewed.

The facility will become the benchmark for validating new natural gas-based hydrogen systems, PEM fuel cell power generation systems, and numerous new technologies for the safe and reliable delivery of hydrogen as a fuel to vehicles. Most important, this facility will serve as a demonstration of hydrogen as a safe and clean energy alternative. Las Vegas provides an excellent real-world performance and durability testing environment.

Coral reefs, seagrass communities, and mangroves were affected. The area of the spill was also the location of the Smithsonian Tropical Research Institute's Galeta Laboratory where resident and visiting scientists have been studying the ecology of the Bahia Las Minas and the adjacent areas for over 15 years. Because this was a unique opportunity to assess the immediate biological effects following a major spill in the Caribbean region and to monitor the subsequent recovery, the U.S. Department of the Interior Minerals Management Service supported a 5-year environmental study. The objectives of the study are to identify any long-term changes in the marine environment that may have resulted from the spill and to understand the ecological processes causing such changes. This is the first report from the study and addresses the effects observed during the first two years of the effort.

    Elementary students are using the internet to experience virtual field trips to learn about areas that they are not able to experience in person. This poster presentation describes a virtual field trip taken by Mendoza Elementary School, Las Vegas, Nevada classes during the summer of 2003. The authors, who are DataStreme Learning Implementation Team members, drove from Las Vegas to Seattle for the annual DataStreme Summer Workshop. During the trip and in Seattle, the authors communicated through the internet with classrooms in Las Vegas. Weather information, pictures, and pertinent information about Seattle or the enroute area were sent to the classes each day. The students then compared the weather in Las Vegas with the weather and clouds from the communication. Fourth grade students were studying about volcanoes and were excited to hear about, and see pictures of, Mt. Shasta, Mt. Lassen, Mt. St. Helen and Mt. Rainier during the virtual field trip. Classes were able to track the route taken on a map during the virtual field trip.

    The U.S. Department of Energy (DOE) Office of Legacy Management conducted annual sampling at the Rulison, Colorado, Site for the Long-Term Hydrologic Monitoring Program (LTHMP) on May 11 and 12, 2009. Samples were analyzed by the U.S. Environmental Protection Agency (EPA) Radiation&Indoor Environments National Laboratory in Las Vegas, Nevada. Samples were analyzed for gamma-emitting radionuclides by high-resolution gamma spectroscopy and for tritium using the conventional and enriched methods.
