    The market for photovoltaics in the United States remains small relative to the nation's solar resource potential. Nonetheless, annual grid-connected PV installations have grown from just 4 MW in 2000 to over 100 MW in 2006, fast enough to the catch the attention of the global solar industry. The state of California deserves much of the credit for this growth. The State's historical rebate programs resulted in roughly 75% of the nation's grid-connected PV additions from 2000 through 2006 being located in California, and the $3 billion California Solar Initiative will ensure that the State remains a mainstay of the US solar industry for years to come. But California is not the only market for solar in the US; other states have recently developed policies that may rival those of the western state in terms of future growth potential. In particular, 25 states, as well as Washington, D.C., have established renewables portfolio standards (RPS), sometimes called quota systems in Europe, requiring electricity suppliers in those states to source a minimum portion of their need from renewable electricity. (Because a national RPS is not yet in place, my focus here is on state policies). Under many of these state policies, solar is not expected to fare particularly well: PV installations simply cannot compete on cost or scale with large wind plants in the US, at least not yet. In response, an expanding list of states have established solar or distributed generation (DG) set-asides within their RPS policies, effectively requiring that some fraction of RPS-driven supply derive from solar energy. The popularity of set-asides for solar and/or DG has increased dramatically in recent years. Already, 11 states and D.C. have developed such RPS set-asides. These include states with outstanding solar resources, such as Nevada, Arizona, Colorado, and New Mexico, as well as areas where the solar resource is less robust, including North Carolina, Maryland, Pennsylvania, New Jersey, New

The analysis investigates the impacts of the scheduled investment tax credit (ITC) reversion from 30 percent to 10 percent for certain solar photovoltaic projects. Specifically, it considers whether the reversion will result in increased use of alternative compliance payments (ACPs) in lieu of solar renewable energy credits (SRECs) for renewable portfolio standard (RPS) compliance. The analysis models the effect of a 10 percent ITC on power purchase agreement (PPA) prices for non-residential systems in the eight states with solar carve-outs and solar ACPs. Our preliminary results suggest that states will likely install sufficient capacity to meet long-term targets through SRECs rather than ACPs following the ITC reversion. However, the analysis shows that the ITC reversion could affect project economics such that capacity shortfalls in certain states could temporarily increase the use of ACPs.   15. Hydrogen-Enhanced Natural Gas Vehicle Program

    The project objective is to demonstrate the viability of HCNG fuel (30 to 50% hydrogen by volume and the remainder natural gas) to reduce emissions from light-duty on-road vehicles with no loss in performance or efficiency. The City of Las Vegas has an interest in alternative fuels and already has an existing hydrogen refueling station. Collier Technologies Inc (CT) supplied the latest design retrofit kits capable of converting nine compressed natural gas (CNG) fueled, light-duty vehicles powered by the Ford 5.4L Triton engine. CT installed the kits on the first two vehicles in Las Vegas, trained personnel at the City of Las Vegas (the City) to perform the additional seven retrofits, and developed materials for allowing other entities to perform these retrofits as well. These vehicles were used in normal service by the City while driver impressions, reliability, fuel efficiency and emissions were documented for a minimum of one year after conversion. This project has shown the efficacy of operating vehicles originally designed to operate on compressed natural gas with HCNG fuel incorporating large quantities of exhaust gas recirculation (EGR). There were no safety issues experienced with these vehicles. The only maintenance issue in the project was some rough idling due to problems with the EGR valve and piping parts. Once the rough idling was corrected no further maintenance issues with these vehicles were experienced. Fuel economy data showed no significant changes after conversion even with the added power provided by the superchargers that were part of the conversions. Driver feedback for the conversions was very favorable. The additional power provided by the HCNG vehicles was greatly appreciated, especially in traffic. The drivability of the HCNG vehicles was considered to be superior by the drivers. Most of the converted vehicles showed zero oxides of nitrogen throughout the life of the project using the State of Nevada emissions station.

    A Fossil Energy natural-gas topic has been a part of the DOE Small Business Innovation Research (SBIR) program since 1988. To date, 50 Phase SBIR natural-gas applications have been funded. Of these 50, 24 were successful in obtaining Phase II SBIR funding. The current Phase II natural-gas research projects awarded under the SBIR program and managed by METC are presented by award year. The presented information on these 2-year projects includes project title, awardee, and a project summary. The 1992 Phase II projects are: landfill gas recovery for vehicular natural gas and food grade carbon dioxide; brine disposal process for coalbed gas production; spontaneous natural as oxidative dimerization across mixed conducting ceramic membranes; low-cost offshore drilling system for natural gas hydrates; motorless directional drill for oil and gas wells; and development of a multiple fracture creation process for stimulation of horizontally drilled wells.The 1993 Phase II projects include: process for sweetening sour gas by direct thermolysis of hydrogen sulfide; remote leak survey capability for natural gas transport storage and distribution systems; reinterpretation of existing wellbore log data using neural-based patter recognition processes; and advanced liquid membrane system for natural gas purification.

    The U.S. Department of Energy (DOE) is sponsoring two major programs to develop high efficiency, natural gas fueled power generation technologies. These programs are the Advanced Turbine Systems (ATS) Program and the Fuel Cell Program. While natural gas is gaining acceptance in the electric power sector, the improved technology from these programs will make gas an even more attractive fuel, particularly in urban areas where environmental concerns are greatest. Under the auspices of DOE`s Office of Fossil Energy (DOE/FE) and Office of Energy Efficiency and Renewable Energy (DOE/EE), the 8-year ATS Program is developing and will demonstrate advanced gas turbine power systems for both large central power systems and smaller industrial-scale systems. The large-scale systems will have efficiencies significantly greater than 60 percent, while the industrial-scale systems will have efficiencies with at least an equivalent 15 percent increase over the best 1992-vintage technology. The goal is to have the system ready for commercial offering by the year 2000.

    As a means of lowering greenhouse gas emissions, increasing economic growth, and reducing the dependency on imported oil, the Department of Energy and Brookhaven National Laboratory (DOE/ BNL) is promoting the substitution of liquefied natural gas (LNG) in heavy-vehicles that are currently being fueled by diesel. Heavy vehicles are defined as Class 7 and 8 trucks (> 118,000 pounds GVVV), and transit buses that have a fuel usage greater than 10,000 gallons per year and driving range of more than 300 miles. The key in making LNG market-competitive with all types of diesel fuels is in improving energy efficiency and reducing costs of LNG technologies through systems integration. This paper integrates together the three LNG technologies of: (1) production from landfills and remote well sites; (2) cryogenic fuel delivery systems; and (3) state-of-the-art storage tank and refueling facilities, with market end-use strategies. The program's goal is to develop these technologies and strategies under a ''green'' and ''clean'' strategy. This ''green'' approach reduces the net contribution of global warming gases by reducing levels of methane and carbon dioxide released by heavy vehicles usage to below recoverable amounts of natural gas from landfills and other natural resources. Clean technology refers to efficient use of energy with low environmental emissions. The objective of the program is to promote fuel competition by having LNG priced between $0.40 - $0.50 per gallon with a combined production, fuel delivery and engine systems efficiency approaching 45%. This can make LNG a viable alternative to diesel.

    The study's official title is 'ISO Study of Operational Requirements and Market Impacts at 33% Renewable Portfolio Standard (RPS).' The stated objectives are twofold: (1) identifying operational requirements and resource options to reliably operate the ISO-controlled grid under a 33% RPS in 2020; and (2) inform market, planning, and policy/regulatory decisions by the ISO, state agencies, market participants, and other stakeholders. The first of these objectives requires the hourly estimates of integration requirements, measured in terms of operational ramp, load following and regulation capacity and ramp rates, as well as additional capacity to resolve operational violations. It also involves consideration of other variables that affect the results, such as the impact of different mixes of renewable technologies, and the impact of forecasting error and variability. The second objective entails supporting the CPUC to identify long-term procurement planning needs, costs, and options, as well as informing other decisions made by the CPUC and state agencies. For the ISO itself this includes informing state-wide transmission planning needs for renewables up to a 33% RPS, and informing design of wholesale markets for energy and ancillary services to facilitate provision of integration capacities. The study is designed in two phases. The first (current) phase is focused on operational requirements and addressing these requirements with existing and new conventional fossil generation; for instance, gas turbines and/or combined cycle units.     Feed-in tariff (FIT) policies are implemented in more than 40 countries around the world and are cited as the primary reason for the success of the German and Spanish renewable energy markets. As a result of that success, FIT policy proposals are starting to gain traction in several U.S. states and municipalities. Experience from Europe is also beginning to demonstrate that properly designed FITs may be more cost-effective than renewable portfolio standards (RPS), which make use of competitive solicitations. This article explores the design and operation of feed-in tariff policies, including a FIT policy definition, payment-structure options, and payment differentiation. The article also touches on the potential interactions between FIT policies and RPS policies at the state level.

    In 2008 Governor Schwarzenegger of California issued an executive order requiring that 33 percent of all electricity in the state in the year 2020 should come from renewable resources such as wind, solar, geothermal, biomass, and small hydroelectric facilities. This 33% renewable portfolio standard (RPS) was further codified and signed into law by Governor Brown in 2011. To assess the market impacts of such a requirement, the California Public Utilities Commission (CPUC) initiated a study to quantify the cost, risk, and timing of achieving a 33% RPS by 2020. The California Independent System Operator (CAISO) was contracted to manage this study. The production simulation model used in this study was developed using the PLEXOS software package, which allows energy planners to optimize long-term system planning decisions under a wide variety of system constraints. In this note we describe our observations on varying the optimality tolerance in the CAISO 33% RPS model. In particular, we observe that changing the optimality tolerance from .05% to .5% leads to solutions over 5 times faster, on average, producing very similar solutions with a negligible difference in overall distance from optimality.

    This report summarizes the results of wildlife surveys performed at Rocky Flats Environmental Technology Site (RFETS) from January through December of 1995 as compared with results from previous years. These surveys were performed as part of a long-term ecological monitoring program conducted under the Natural Resource Protection and Compliance Program (NRPCP). This program is essential in identifying and describing fluctuations of wildlife populations, wildlife habitat use, and changes in species using RFETS. The NRPCP provides support to the Department of Energy (DOE) in its role as Natural Resource Trustee, and provides data essential to accomplishing the goal of preserving the unique ecological values of RFETS in keeping with the Rocky Flats Vision presented in the Rocky Flats Cleanup Agreement Public Comment Draft. Wildlife population densities vary due to natural pressures and human influences, and only long-term monitoring can verify which factors influencing wildlife populations are the consequence of natural fluctuations, and which are due to human influences. The wildlife monitoring described in this report provides qualitative data that give an indication of the ecological health of RFETS. Monitoring numbers, habitat affinities, and apparent health of the wildlife populations makes it possible to evaluate the overall ecological health of the site. Monitoring and surveys such as those carried out by the NRPCP can indicate trends of this sort, and act as an {open_quotes}early warning system{close_quotes} for impending ecological problems.

With 167 species of birds, three big game species, nine species of carnivores, nine species of mid-sized mammals, and 15 small mammal species, the Site provides habitat to a surprising variety of wildlife. Many of these species are sensitive species or indicator organisms that by their presence or, more significantly, by their absence can indicate the ecological health of an area. Their presence at the Site indicates a very healthy ecosystem.

    Twenty-one states and the District of Columbia have adopted mandatory renewables portfolio standards (RPS) over the last ten years. Renewable energy attributes-such as the energy source, conversion technology, plant location and vintage, and emissions-are usually required to verify compliance with these policies, sometimes through attributes bundled with electricity, and sometimes with the attributes unbundled from electricity and traded separately as renewable energy certificates (RECs). This report summarizes the treatment of renewable energy attributes in state RPS rules. Its purpose is to provide a source of information for states considering RPS policies, and also to draw attention to certain policy issues that arise when renewable attributes and RECs are used for RPS compliance. Three specific issues are addressed: (1) the degree to which unbundled RECs are allowed under existing state RPS programs and the status of systems to track RECs and renewable energy attributes; (2) definitions of the renewable energy attributes that must be included in order to meet state RPS obligations, including the treatment of available emissions allowances; and (3) state policies on whether renewable energy or RECs sold through voluntary green power transactions may count towards RPS obligations.

    Indonesia depends heavily on revenues from the export of LNG and oil, the availability of which appears to be decreasing. It is therefore making a strong effort to accelerate development of a domestic natural gas industry. A high priority has been given to the conversion of power plants and city gas systems, including local industries and commercial facilities, from liquid fuels to natural gas. This will release more oil for export, help to meet the objectives of Repelita V, and provide substantial environmental benefits. The World Bank recently provided loans to the Indonesian Government for two projects that are aimed at substituting natural gas for oil and manufactured gas in domestic markets. One project involves expansion of the gas distribution systems of Indonesia's natural gas utility (PGN) in three cities: Jakarta and Bogor in Java, and Medan in Sumatra. The project also includes training programs for PGN staff and an energy pricing policy study to be carried out by Indonesia's Ministry of Mines and Energy. The second project involves expansion of the supply of natural gas for Surabaya and twelve other towns in its vicinity in East Java, and further expansion of Medan's supply system.     The ribosomal protein S6 (RPS6) is a downstream component of the signaling mediated by the target of rapamycin (TOR) kinase that acts as a central regulator of the key metabolic processes, such as protein translation and ribosome biogenesis, in response to various environmental cues. In our previous study, we identified a novel role of plant RPS6, which negatively regulates rDNA transcription, forming a complex with a plant-specific histone deacetylase, AtHD2B. Here we report that the Arabidopsis RPS6 interacts additionally with a histone chaperone, nucleosome assembly protein 1(AtNAP1;1). The interaction does not appear to preclude the association of RPS6 with AtHD2B, as the AtNAP1 was also able to interact with AtHD2B as well as with an RPS6-AtHD2B fusion protein in the BiFC assay and pulldown experiment. Similar to a positive effect of the ribosomal S6 kinase 1 (AtS6K1) on rDNA transcription observed in this study, overexpression or down regulation of the AtNAP1;1 resulted in concomitant increase and decrease, respectively, in rDNA transcription suggesting a positive regulatory role played by AtNAP1 in plant rDNA transcription, possibly through derepression of the negative effect of the RPS6-AtHD2B complex. - Highlights: • Nucleosome assembly protein 1 (AtNAP1) interacts with RPS6 as well as with AtHD2B. • rDNA transcription is regulated S6K1. • Overexpression or down regulation of AtNAP1 results in concomitant increase or decrease in rDNA transcription.

    Fueled on natural gas, the Stirling engine is an inherently clean, quiet, and efficient engine. With increasing environmental concern for air quality and the increasingly more stringent requirements for low engine exhaust emissions, the Stirling engine may be an attractive alternative to internal combustion (IC) engines. The study has demonstrated that ultra low emissions can be attained with a Stirling-engine-driven electric generator configured to burn natural gas. Combustion parameters were optimized to produce the lowest possible exhaust emissions for a flame-type combustor without compromising overall engine thermal efficiency. A market application survey and manufacturing cost analysis indicate that a market opportunity potentially exists in the volumes needed to economically manufacture a newly designed Stirling engine (Mod III) for stationary applications and hybrid vehicles. The translation of such potential markets into actual markets does, however, pose difficult challenges as substantial investments are required. Also, the general acceptance of a new engine type by purchasers requires a considerable amount of time.

In April 2011, Governor Jerry Brown approved the nation’s most ambitious renewable portfolio standard (RPS), which requires 33% of the state’s electricity to come from renewable energy sources by 2020. Policy changes that will support the RPS include expanded eligibility rules that fill previous gaps in incentives for certain sizes of on-site renewable energy systems. Program updates described in this document include: $200 million more in funding for California Solar Initiative rebates to commercial and industrial customers; an increase in the eligible system size for the Feed-In-Tariff (FIT) from 1.5MW to 3MW; and pending changes that may allow customer-side systems to sell tradable renewable energy credits (TRECs) to entities with RPS compliance obligations in California.

    As a result of US Department of Energy (DOE) monitoring activities, it was determined in 1983 that the potential existed for natural gas resources underlying the Naval Oil Shales Reserves Nos. 1 and 3 (NOSrs-1 3) to be drained by privately-owned gas wells that were being drilled along the Reserves borders. In 1985, DOE initiated a limited number of projects to protect the Government's interest in the gas resources by drilling its own offset production'' wells just inside the boundaries, and by formally sharing in the production, revenues and costs of private wells that are drilled near the boundaries ( communitize'' the privately-drilled wells). The scope of these protection efforts must be expanded. DOE is therefore proposing a Natural Gas Protection Program for NOSRs-1 3 which would be implemented over a five-year period that would encompass a total of 200 wells (including the wells drilled and/or communitized since 1985). Of these, 111 would be offset wells drilled by DOE on Government land inside the NOSRs' boundaries and would be owned either entirely by the Government or communitized with adjacent private land owners or lessees. The remainder would be wells drilled by private operators in an area one half-mile wide extending around the NOSRs boundaries and communitized with the Government. 23 refs., 2 figs., 6 tabs.

    This report contains an evaluation of the storage conditions required for several key components and/or systems of the Radioisotope Power Systems (RPS) Program at the Idaho National Laboratory (INL). These components/systems (transportation equipment, i.e., type ‘B’ shipping casks and the radioisotope thermo-electric generator transportation systems (RTGTS), the unfueled convertors, i.e., multi-hundred watt (MHW) and general purpose heat source (GPHS) RTGs, and fueled convertors of several types) are currently stored in several facilities at the Materials and Fuels Complex (MFC) site. For various reasons related to competing missions, inherent growth of the RPS mission at the INL and enhanced efficiency, it is necessary to evaluate their current storage situation and recommend the approach that should be pursued going forward for storage of these vital RPS components and systems. The reasons that drive this evaluation include, but are not limited to the following: 1) conflict with other missions at the INL of higher priority, 2) increasing demands from the INL RPS Program that exceed the physical capacity of the current storage areas and 3) the ability to enhance our current capability to care for our equipment, decrease maintenance costs and increase the readiness posture of the systems.

    Many of the buildings at the Rocky Flats Plant were designed and built before modern standards were developed, including standards for protection against extreme natural phenomenon such as tornadoes, earthquakes, and floods. The purpose of the SEP is to establish an integrated approach to assessing the design adequacy of specific high and moderate hazard Rocky Flats facilities from a safety perspective and to establish a basis for defining any needed facility improvements. The SEP is to be carried out in three Phases. In Phase 1, topics to be evaluated and an evaluation plan for each topic were developed. Any differences between Current Design Requirements (CDR) or acceptance criteria and the design of existing facilities, will be identified during Phase 2 and assessed using an integrated systematic approach during Phase 3. The integrated assessment performed during Phase 3 provides a process for evaluating the differences between existing facility design and CDRs so that decisions on corrective actions can be made on the basis of relative risk reduction and cost effectiveness. These efforts will ensure that a balanced and integrated level of safety is achieved for long-term operation of these buildings. Through appropriate selection of topics and identification of the structures, systems, and components to be evaluated, the SEP will address outstanding design issues related to the prevention and mitigation of design basis accidents, including those arising from natural phenomena. The objective of the SEP is not to bring these buildings into strict compliance with current requirements, but rather to ensure that an adequate level of safety is achieved in an economical fashion.

    This report presents results of Task 3 of the Westinghouse ATS Phase II program. Objective of Task 3 was to analyze and evaluate different cycles for the natural gas-fired Advanced Turbine Systems in order to select one that would achieve all ATS program goals. About 50 cycles (5 main types) were evaluated on basis of plant efficiency, emissions, cost of electricity, reliability-availability-maintainability (RAM), and program schedule requirements. The advanced combined cycle was selected for the ATS plant; it will incorporate an advanced gas turbine engine as well as improvements in the bottoming cycle and generator. Cost and RAM analyses were carried out on 6 selected cycle configurations and compared to the baseline plant. Issues critical to the Advanced Combined Cycle are discussed; achievement of plant efficiency and cost of electricity goals will require higher firing temperatures and minimized cooling of hot end components, necessitating new aloys/materials/coatings. Studies will be required in combustion, aerodynamic design, cooling design, leakage control, etc.

    The US Department of Energy (DOE) Office of Biological and Environmental Research (OBER), within the Office of Science (SC), proposes to add a Field Research Center (FRC) component to the existing Natural and Accelerated Bioremediation Research (NABIR) Program. The NABIR Program is a ten-year fundamental research program designed to increase the understanding of fundamental biogeochemical processes that would allow the use of bioremediation approaches for cleaning up DOE's contaminated legacy waste sites. An FRC would be integrated with the existing and future laboratory and field research and would provide a means of examining the fundamental biogeochemical processes that influence bioremediation under controlled small-scale field conditions. The NABIR Program would continue to perform fundamental research that might lead to promising bioremediation technologies that could be demonstrated by other means in the future. For over 50 years, DOE and its predecessor agencies have been responsible for the research, design, and production of nuclear weapons, as well as other energy-related research and development efforts. DOE's weapons production and research activities generated hazardous, mixed, and radioactive waste products. Past disposal practices have led to the contamination of soils, sediments, and groundwater with complex and exotic mixtures of compounds. This contamination and its associated costs and risks represents a major concern to DOE and the public. The high costs, long duration, and technical challenges associated with remediating the subsurface contamination at DOE sites present a significant need for fundamental research in the biological, chemical, and physical sciences that will contribute to new and cost-effective solutions. One possible low-cost approach for remediating the subsurface contamination of DOE sites is through the use of a technology known as bioremediation.     Cryenco and Los Alamos are collaborating to develop a natural-gas-powered natural-gas liquefier that will have no moving parts and require no electrical power. It will have useful efficiency, remarkable reliability, and low cost. The liquefaction of natural gas, which occurs at only 115 Kelvin at atmospheric pressure, has previously required rather sophisticated refrigeration machinery. The 1990 invention of the thermoacoustically driven orifice pulse-tube refrigerator (TA-DOPTR) provides cryogenic refrigeration with no moving parts for the first time. In short, this invention uses acoustic phenomena to produce refrigeration from heat. The required apparatus consists of nothing more than helium-filled heat exchangers and pipes, made of common materials, without exacting tolerances. In the Cryenco-Los Alamos collaboration, the authors are developing a version of this invention suitable for use in the natural-gas industry. The project is known as acoustic liquefier for short. The present program plans call for a two-phase development. Phase 1, with capacity of 500 gallon per day (i.e., approximately 40,000 scfd, requiring a refrigeration power of about 7 kW), is large enough to illuminate all the issues of large-scale acoustic liquefaction without undue cost, and to demonstrate the liquefaction of 60--70% of input gas, while burning 30--40%. Phase 2 will target versions of approximately 10{sup 6} scfd = 10,000 gallon per day capacity. In parallel with both, they continue fundamental research on the technology, directed toward increased efficiency, to build scientific foundations and a patent portfolio for future acoustic liquefiers.

Davies testified on why the administration made major budget cuts in nonnuclear health and environment programs when a 50% increase above the current $300 million budget is needed just to maintain the current reduced staff. Research on the health and environment effects and risk analyses associated with energy technologies were either scaled down or eliminated in the 1984 budget. Trivelpiece argued that programs were consolidated to eliminate duplication, and that the $210 million request will be adequate for data compilation and analysis. Davies reviewed DOE health and safety goals for the year, which will focus on personnel at DOE facilities. Both defended the administration's approach to such issues as acid rain, toxic wastes, and cancer research. An appendix with questions and answers for the record follows the testimony.

    Liquefied natural gas (LNG) is being developed as a heavy vehicle fuel. The reason for developing LNG is to reduce our dependency on imported oil by eliminating technical and costs barriers associated with its usage. The U.S. Department of Energy (DOE) has a program, currently in its third year, to develop and advance cost-effective technologies for operating and refueling natural gas-fueled heavy vehicles (Class 7-8 trucks). The objectives of the DOE Natural Gas Vehicle Systems Program are to achieve market penetration by reducing vehicle conversion and fuel costs, to increase consumer acceptance by improving the reliability and efficiency, and to improve air quality by reducing tailpipe emissions. One way to reduce fuel costs is to develop new supplies of cheap natural gas. Significant progress is being made towards developing more energy-efficient, low-cost, small-scale natural gas liquefiers for exploiting alternative sources of natural gas such as from landfill and remote gas sites. In particular, the DOE program provides funds for research and development in the areas of; natural gas clean up, LNG production, advanced vehicle onboard storage tanks, improved fuel delivery systems and LNG market strategies. In general, the program seeks to integrate the individual components being developed into complete systems, and then demonstrate the technology to establish technical and economic feasibility. The paper also reviews the importance of cryogenics in designing LNG fuel delivery systems.

    This paper discusses the broad problems presented by Naturally Occuring Radioactive Materials (NORM). Technologically Enhanced naturally occuring radioactive material includes any radionuclides whose physical, chemical, radiological properties or radionuclide concentration have been altered from their natural state. With regard to NORM in particular, radioactive contamination is radioactive material in an undesired location. This is a concern in a range of industries: petroleum; uranium mining; phosphorus and phosphates; fertilizers; fossil fuels; forestry products; water treatment; metal mining and processing; geothermal energy. The author discusses in more detail the problem in the petroleum industry, including the isotopes of concern, the hazards they present, the contamination which they cause, ways to dispose of contaminated materials, and regulatory issues. He points out there are three key programs to reduce legal exposure and problems due to these contaminants: waste minimization; NORM assesment (surveys); NORM compliance (training).

    In the mid-1980`s, the movement toward the use of dedicated mammography equipment provided significant improvement in breast cancer detection. However, several studies demonstrated that this change was not sufficient to ensure optimal image quality at a low radiation dose. In particular, the 1985 Nationwide Evaluation of X-ray Trends identified the wide variations in image quality and radiation dose, even from dedicated units. During this time period, the American Cancer Society (ACS) launched its Breast Cancer Awareness Screening Campaign. However, there were concerns about the ability of radiology to respond to the increased demand for optimal screening examinations that would result from the ACS program. To respond to these concerns, the ACS and the American College of Radiology (ACR) established a joint committee on mammography screening in 1986. After much discussion, it was decided to use the ACR Diagnostic Practice Accreditation Program as a model for the development of a mammography accreditation program. However, some constraints were required in order to make the program meet the needs of the ACS. This voluntary, peer review program had to be timely and cost effective. It was determined that the best way to address these needs would be to conduct the program by mail. Finally, by placing emphasis on the educational nature of the program, it would provide an even greater opportunity for improving mammographic quality. The result of this effort was that, almost six years ago, in May 1987, the pilot study for the ACR Mammography Accreditation Program (MAP) began, and in August of that year, the first applications were received. In November 1987, the first 3-year accreditation certificates were awarded.

  4. NATURAL CONVECTION IN ROOM GEOMETRIES

    Computer programs have been developed to numerically simulate natural convection in room geometries in two and three dimensions. The programs have been validated using published data from the literature, results from a full-scale experiment performed at Massachusetts Institute of Technology, and results from a small-scale experiment reported here. One of the computer programs has been used to study the influence of natural convection on the thermal performance of a single thermal zone in a direct-gain passive solar building. The results indicate that the building heating loads calculated by standard building energy analysis methods may be in error by as much as 50% as a result of their use of common assumptions regarding the convection processes which occur in an enclosure. It is also found that the convective heat transfer coefficients between the air and the enclosure surfaces can be substantially different from the values assumed in the standard building energy analysis methods, and can exhibit significant variations across a given surface.

    Natural gas combustion turbines are rapidly becoming the primary technology of choice for generating electricity. At least half of the new generating capacity added in the US over the next twenty years will be combustion turbine systems. The Department of Energy has cosponsored with Siemens Westinghouse, a program to maintain the technology lead in gas turbine systems. The very ambitious eight year program was designed to demonstrate a highly efficient and commercially acceptable power plant, with the ability to fire a wide range of fuels. The main goal of the Advanced Turbine Systems (ATS) Program was to develop ultra-high efficiency, environmentally superior and cost effective competitive gas turbine systems for base load application in utility, independent power producer and industrial markets. Performance targets were focused on natural gas as a fuel and included: System efficiency that exceeds 60% (lower heating value basis); Less than 10 ppmv NO{sub x} emissions without the use of post combustion controls; Busbar electricity that are less than 10% of state of the art systems; Reliability-Availability-Maintainability (RAM) equivalent to current systems; Water consumption minimized to levels consistent with cost and efficiency goals; and Commercial systems by the year 2000. In a parallel effort, the program was to focus on adapting the ATS engine to coal-derived or biomass fuels. In Phase 1 of the ATS Program, preliminary investigators on different gas turbine cycles demonstrated that net plant LHV based efficiency greater than 60% was achievable. In Phase 2 the more promising cycles were evaluated in greater detail and the closed-loop steam-cooled combined cycle was selected for development because it offered the best solution with least risk for achieving the ATS Program goals for plant efficiency, emissions, cost of electricity and RAM. Phase 2 also involved conceptual ATS engine and plant design and technology developments in aerodynamics, sealing

    This is the final report of a two-year, Laboratory-Directed Research and Development (LDRD) project at the Los Alamos National Laboratory (LANL). This project sought to develop a natural-gas-powered natural-gas liquefier that has absolutely no moving parts and requires no electrical power. It should have high efficiency, remarkable reliability, and low cost. The thermoacoustic natural-gas liquefier (TANGL) is based on our recent invention of the first no-moving-parts cryogenic refrigerator. In short, our invention uses acoustic phenomena to produce refrigeration from heat, with no moving parts. The required apparatus comprises nothing more than heat exchangers and pipes, made of common materials, without exacting tolerances. Its initial experimental success in a small size lead us to propose a more ambitious application: large-energy liquefaction of natural gas, using combustion of natural gas as the energy source. TANGL was designed to be maintenance-free, inexpensive, portable, and environmentally benign.

    In the United States, recent shale gas discoveries have generated renewed interest in using natural gas as a vehicular fuel, primarily in fleet applications, while outside the United States, natural gas vehicle use has expanded significantly in the past decade. In this report for the U.S. Department of Energy's Clean Cities Program - a public-private partnership that advances the energy, economic, and environmental security of the U.S. by supporting local decisions that reduce petroleum use in the transportation sector - we have examined the state of natural gas vehicle technology, current market status, energy and environmental benefits, implications regarding advancements in European natural gas vehicle technologies, research and development efforts, and current market barriers and opportunities for greater market penetration. The authors contend that commercial intracity trucks are a prime area for advancement of this fuel. Therefore, we examined an aggressive future market penetration of natural gas heavy-duty vehicles that could be seen as a long-term goal. Under this scenario using Energy Information Administration projections and GREET life-cycle modeling of U.S. on-road heavy-duty use, natural gas vehicles would reduce petroleum consumption by approximately 1.2 million barrels of oil per day, while another 400,000 barrels of oil per day reduction could be achieved with significant use of natural gas off-road vehicles. This scenario would reduce daily oil consumption in the United States by about 8%.

This document reflects the results of a planning cycle that began in early 1996 with the development of a scenario analysis for the programs, followed by the development of the coordinated strategic plan. The technology program plans, which are the most recent products of the planning cycle, expand on the program descriptions presented in the coordinated strategic plan, and represent an initial effort to coordinate the Oil and Gas Program exploration and production programs and budgets. Each technology program plan includes a `roadmap` that summarizes the progress of the program to the present and indicates its future direction. The roadmaps describe the program drivers, vision, mission, strategies, and measures of success. Both the individual technology program plans and the strategic plan are dynamic and are intended to be updated regularly.
