    Against the backdrop of more than 20 years of increasingly stringent environmental regulation, ever-expanding exploration and development moratoria on the Outer Continental Shelf (OCS), and reductions in producer tax incentives, oil and natural gas exploration companies active in deep waters of the Gulf of Mexico recently won a significant legislative victory. On Nov. 28, 1995, President Clinton signed into law S.395, the Alaska Power Administration Sale Act. Title 3 of S.395 embodies the Outer Continental Shelf Deep Water Royalty Relief Act. This landmark legislation provides substantial incentives for oil and natural gas production in the gulf of Mexico by temporarily eliminating royalties on certain deepwater leases. It is the first direct incentive for oil and gas production enacted at the federal level in many years. This paper reviews the elements used to arrive at this successful legislation including the congressional leadership. It describes debates, cabinet level discussions, and use of parlimentary procedures.

    Brookhaven National Laboratory was established in 1947 on the site of the former Army Camp Upton. Brookhaven is a multidisciplinary Laboratory that carries out basic and applied research in the physical, biomedical and environmental sciences, and in selected energy technologies. Associated Universities, Inc. managed the Laboratory, under contract with the US Department of Energy until April 30, 1998. On March 1, 1998, Brookhaven Science Associates LLC (BSA) was awarded a contract by the US Department of Energy to manage the Laboratory. Brookhaven Science Associates has taken responsibility for all aspects of the existing Royalty Use Program from the prior contractor, AUI. This report is limited to FY 1998 activities of the Royalty Use Program that were funded by royalty income from prior fiscal years. Any FY 1998 royalty income allocated in FY 1998 shall be reported in the FY 1999 Royalty Use Program Report.

  4. New program sizes pressure-relief drums

    In accordance with API Recommended Practice 521, a new procedure has been developed for the design of relief drums. The calculation method determines by convergence the most economical length-to-diameter ratio for gas-liquid separation vessels. Drum sizing is based on the separation of a two-phase stream, taking into account the special condition of intermittent flow. Design parameters such as settling velocity and residence time also must be calculated to determine an optimum design. A new program based on a programmable algorithm can be converted from basic language to any other computer language to facilitate vessel-design computations. The program quickly and efficiently computes design values for relief systems used in refineries and petrochemical plants.

    This volume contains the appendices for the ''Impact of Geothermal Technology Improvements on Royalty Collections on Federal Lands, Final Report, Volume I.'' The material in this volume supports the conclusions presented in Volume I and details each Known Geothermal Resource Area's (KGRA's) royalty estimation. Appendix A details the physical characteristics of each KGRA considered in Volume I. Appendix B supplies summary narratives on each state which has a KGRA. The information presented in Appendix C shows the geothermal power plant area proxies chosen for each KGRA considered within the report. It also provides data ranges which fit into the IMGEO model for electric energy cost estimates. Appendix D provides detailed cost information from the IMGEO model if no Geothermal Program RandD goals were completed beyond 1987 and if all the RandD goals were completed by the year 2000. This appendix gives an overall electric cost and major system costs, which add up to the overall electric cost. Appendix E supplies information for avoided cost projections for each state involved in the study that were used in the IMGEO model run to determine at what cost/kWh a 50 MWe plant could come on line. Appendix F supplies the code used in the determination of royalty income, as well as, tabled results of the royalty runs (detailed in Appendix G). The tabled results show royalty incomes, assuming a 10% discount rate, with and without RandD and with and without a $0.01/kWh transmission cost. Individual data sheets for each KGRA royalty income run are presented in Appendix G.

    An improved battery stack design for an electrochemical system having at least one cell from which a gas is generated and an electrolyte in communication with the cell is described. The improved battery stack design features means for defining a substantially closed compartment for containing the battery cells and at least a portion of the electrolyte for the system, and means in association with the compartment means for selectively venting gas from the interior of the compartment means in response to the level of the electrolyte within the compartment means. The venting means includes a relief valve having a float member which is actuated in response to the level of the electrolyte within the compartment means. This float member is adapted to close the relief valve when the level of the electrolyte is above a predetermined level and open the relief valve when the level of electrolyte is below this predetermined level.

    A passive fluid pressure relief and check valve allows the relief pressure to be slaved to a reference pressure independently of the exhaust pressure. The pressure relief valve is embodied by a submerged vent line in a sealing fluid, the relief pressure being a function of the submerged depth. A check valve is embodied by a vertical column of fluid (the maximum back pressure being a function of the height of the column of fluid). The pressure is vented into an exhaust system which keeps the exhaust out of the area providing the reference pressure.

    The Saskatchewan Uranium Royalty System, in operation since 1976, is the provincial government's prime policy vehicle towards the uranium industry. The enunciated objectives of the royalty system are (Sask., 1977): (a) to ensure a minimum return to the province from the extraction of uranium; (b) to capture a fair share of the ''excess'' profits; (c) to provide the producers with an adequate rate of return on investment; and (d) to leave marginal production decisions unaffected. The purpose of this paper is to evaluate the royalty system in light of these objectives. This article evaluates neutral taxation and how it effects the Saskatchwan Royalty System.

The relief device 5 will open at a first predetermined pressure by lifting the solid plate 13. In the event the seal between solid plate 13 and annular plate 12 should stick the relief device 5 will open at a second slightly higher, predetermined pressure by lifting the annular plate 12 and solid plate 13 together. Hinging means 6 are provided to reclose the pressure relief device 5 when conditions return to normal.

    Last year proved to be one of carnage in the oil industry, with only the large, vertically integrated, international oil companies showing strength during the oil price collapse. Independent producers and the manufacturing/service sector watched 50% or greater reductions in income. And this year holds little prospect for significant relief during its first half, although the last half could be better if and when Opec decides to once again test its strength. An Iranian victory in the Iran/Iraq war could also cause an upward movement in price. However, price instability should be less than in 1986, as the business heads toward a consensus price via political factors. The U.S. economy again showed improvement through 1986, with moderate growth of 2.6% in Gross National Product (GNP). The ongoing expansion has lasted four years and is already 17 months longer than the average peacetime expansion. However, important energy components did not show strength, and industrial production continued at level rates for the past two years.

    As stipulated by NFPA 58, all LPG storage containers must be equipped with one or more pressure relief devices. These devices are sized to prevent rupture of a normally charged container when exposed to fire. This paper describes in detail the functioning of the spring-loaded relief valve. The author discusses how the venting of LPGs can produce unacceptable risks and how training is a necessary part of controlling such a situation.

    This article will present the steps necessary to perform a comprehensive analysis of complex pressure relief systems. The goal is not to discuss detailed calculations for proper valve sizing and selection, but rather to analyze and verify existing system configurations. Sizing and selection have been covered in detail by the American Petroleum Institute (API) RP 520, API RP 521, various AIChE Design Institute for Emergency Relief Systems (DIERS) publications, and other sources. In their work with industry, the authors have noticed a tendency for some engineers to proceed with detailed calculations without first preparing an overall strategy and implementation plan to make sure that the calculations yield the desired results. They have seen detailed pressure relief system analyses costing hundreds of thousands of dollars which, for any number of reasons, are incorrect. The old adage GIGO (garbage in/garbage out) certainly applies to pressure relief system analysis. They will address the thought processes and actions necessary to correctly and efficiently evaluate complex pressure relief systems.

The pressure relief can be vented into an exhaust system and the relieving pressure is only slightly influenced by the varying pressure in the exhaust system. The check valve is embodied by a ball which floats on the mercury column and contacts a seat whenever vacuum exists within the glovebox enclosure. Alternatively, the check valve is embodied by a vertical column of mercury, the maximum back pressure being a function of the height of the column of mercury.

    This paper is based on the review of a large database of requests for relief from enservice testing (1ST) requirements for pumps and valves. From the review, the paper identifies areas where enhancements to either the relief request process or the applicable test codes can improve IST of pumps and valves. Certain types of requests occur frequently. The paper examines some frequent requests and considers possible changes to the requirements to determine if the frequent requests can be eliminated. Recommended changes and their bases will be discussed. IST of safety-related pumps and valves at commercial nuclear power plants is done according to the American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (the Code), Section XI. Because of the design and function of some safety systems in nuclear plants, performing Code testing of certain pumps and valves is impractical or a hardship without a compensating increase in the level of safety. Deviations from the Code are allowed by law, as reviewed and approved by the United States Nuclear Regulatory Commission (NRC), through the relief request process. Because of similarities in plant design and system function, many problems encountered in testing components are similar from plant to plant. Likewise, there are often common problems associated with test methods or equipment. Therefore, many relief requests received by the NRC from various plants are similar. Identifying and addressing the root causes for these common requests will greatly improve IST.

  11. Selectively reducing offshore royalty rates in the Gulf of Mexico could increase oil production and federal government revenue

    The US government leases large areas in the Outer Continental Shelf in the Gulf of Mexico for the development of oil resources and receives royalties on the oil produced. Conventional methods of oil recovery have recovered or are expected to recover about half of the 16 billion barrels of oil discovered in this area. Other oil recovery methods, collectively known as enhanced oil recovery (EOR), could potentially increase production by about 1 billion barrels of oil. EOR in the Gulf is expensive and does not appear to be economically justified in most cases. Under existing economic conditions and federal policies, GAO's review indicates that utilizing EOR methods will probably produce only about 10 percent of the additional recoverable oil. However, financial incentives in the form of royalty reductions could increase both oil production and federal government revenue if applied on a project-by-project basis. Universal applications of royalty reduction for EOR, however, while achieving increased oil production, would not increase federal government revenue. GAO recommends that the Department of the Interior's Minerals Management Service initiate action that would allow for selective royalty reductions for EOR projects in the Gulf in instances where both total oil production and federal government revenue will increase. 6 figs., 1 tab.

    A method using of a magnetic field to affect residual stress relief or phase transformations in a metallic material is disclosed. In a first aspect of the method, residual stress relief of a material is achieved at ambient temperatures by placing the material in a magnetic field. In a second aspect of the method, retained austenite stabilization is reversed in a ferrous alloy by applying a magnetic field to the alloy at ambient temperatures.

    Risk-based inspection methods enable estimation of the probability of failure on demand for spring-operated pressure relief valves at the United States Department of Energy's Savannah River Site in Aiken, South Carolina. This paper presents a statistical performance evaluation of soft seat spring operated pressure relief valves. These pressure relief valves are typically smaller and of lower cost than hard seat (metal to metal) pressure relief valves and can provide substantial cost savings in fluid service applications (air, gas, liquid, and steam) providing that probability of failure on demand (the probability that the pressure relief valve fails to perform its intended safety function during a potentially dangerous over pressurization) is at least as good as that for hard seat valves. The research in this paper shows that the proportion of soft seat spring operated pressure relief valves failing is the same or less than that of hard seat valves, and that for failed valves, soft seat valves typically have failure ratios of proof test pressure to set pressure less than that of hard seat valves.

    The purpose of this article was to describe the experience of relieving tension pneumomediastinum by a fluoroscopic-guided percutaneous method. We inserted a percutaneous drainage catheter with a Heimlich valve under fluoroscopic guidance to relieve the tension pneumomediastinum in a 2-year-old girl who suffered from dermatomyositis with lung involvement. This allowed immediate relief without the need for surgery. The procedure was repeated for relapsed tension pneumomediastinum. Good immediate results were achieved in each attempt. We conclude that percutaneous relief of pneumomediastinum under fluoroscopic guidance can be performed safely and rapidly in patients not fit for surgery.

    The conceptual design of pressure relief systems is an important aspect in the early phase of any cryogenic system design, because a prudent and responsible evaluation of relief systems involves much more than just relief devices. The conceptual design consists of various steps: At first, hazard scenarios must be considered and the worst-case scenario identified. Next, a staged interaction against pressure increase is to be defined. This is followed by the selection of the general type of pressure relief device for each stage, such as safety valve and rupture disc, respectively. Then, a decision concerning their locations, their capacities and specific features must be taken. Furthermore, it is mandatory to consider the inlet pressure drop and the back pressure in the exhaust line for sizing the safety devices. And last but not least, economic and environmental considerations must be made in case of releasing the medium to the atmosphere. The development of the system's safety concept calls for a risk management strategy based on identification and analysis of hazards, and consequent risk mitigation using a system-based approach in compliance with the standards.

    A series of azobenzene funtionalized polymers has been synthesized by post polymerization azo coupling reaction. Photo-fabrication of surface relief gratings were studied on the polymer films. Epoxy based azo polymers were prepared by post azo coupling reaction to form polymers containing donor-acceptor type azo chromophores. The azo chromophores were designed to contain ionizable groups to impart self-assembling and photoprocessing capabilities to the polymers. The polymers containing 4-(4-(carboxylic acid)phenylazo)aniline chromophores can be directly photofabricated to form surface relief gratings with large surface modulations. Charge interactions had a strong influence on the details of the writing process. A new soluble polydiacetylene, post-functionalized with azobenzene groups was also prepared. Large amplitude surface gratings could be fabricated on this polydiacetylene film as well.

    Highly stressed alloy 600 is susceptible to intergranular stress corrosion cracking (IGSCC) in high-purity water at nuclear steam generator (NSG) operating temperatures. Two regions in recirculating steam generators (RSG) are particularly prone to primary-side-initiated SCC: tube expansion transitions of the tube in the tubesheet and tight radii tube bends. One remedial measure to improve IGSCC in these regions is to heat the tubes and thus relieve the residual stresses that contribute significantly to the cracking problem. This article describes a corrosion test program using the accelerated SCC environments of sodium tetrathionate and sodium hydroxide to qualify an in situ stress-relief process for the most SCC-susceptible U-bends in an RSG.

    A high voltage electric bushing comprises a hollow elongated dielectric weathershed which encloses a high voltage conductor. A collar formed of high voltage dielectric material is positioned over the weathershed and is bonded thereto by an interface material which precludes moisture-like contaminants from entering between the bonded portions. The collar is substantially thicker than the adjacent weathershed which it surrounds, providing relief of the electric stresses which would otherwise appear on the outer surface of the weathershed. The collar may include a conductive ring or capacitive foil to further relieve electric stresses experienced by the bushing.

    The Department of Energy has completed the Environmental Assessment (EA) of Urgent-Relief Acceptance of Foreign Research Reactor Spent Nuclear Fuel and issued a Finding of No Significant Impact (FONSI) for the proposed action. The EA and FONSI are enclosed for your information. The Department has decided to accept a limited number of spent nuclear fuel elements (409 elements) containing uranium that was enriched in the United States from eight research reactors in Austria, Denmark, Germany, Greece, the Netherlands, Sweden, and Switzerland. This action is necessary to maintain the viability of a major US nuclear weapons nonproliferation program to limit or eliminate the use of highly enriched uranium in civil programs. The purpose of the EA is to maintain the cooperation of the foreign research reactor operators with the nonproliferation program while a more extensive Environmental Impact Statement (EIS) is prepared on a proposed broader policy involving the acceptance of up to 15,000 foreign research reactor spent fuel elements over a 10 to 15 year period. Based on an evaluation of transport by commercial container liner or chartered vessel, five eastern seaboard ports, and truck and train modes of transporting the spent fuel overland to the Savannah River Sits, the Department has concluded that no significant impact would result from any combination of port and made of transport. In addition, no significant impacts were found from interim storage of spent fuel at the Savannah River Site.

    Origins of large-scale relief along eolian-marine unit contacts, which form significant stratigraphic traps for hydrocarbons, can be recognized as inherited, reworked, and/or erosional. The Permian Rotliegende-Weissliegende Sandstone and Yellow Sands of Europe may best exemplify inherited relief in that dunes are preserved largely intact. Reworked relief, which shows significant destruction of original dune topography but with remnants of the bedforms preserved, is shown by relict Holocene dunes of coastal Australia, the Jurassic Entrada Sandstone of the San Juan basin, and the Pennsylvanian-Permian Minnelusa Formation of Wyoming. Erosional relief results from post-eolian processes and is exemplified by the Jurassic Entrada Sandstone of northeastern Utah. 11 figs., 1 tab.

    The intergranular stress corrosion cracking (IGSCC) of Alloy 600 tubing in the primary side of operating steam generators is the subject of this investigation. The objective of the program was to examine the feasibility of heat treatment to alleviate the IGSCC problem. In addition to this, tests were also performed to examine the IGSCC susceptibility of nuclear grade Alloy 600 tubing obtained from various sources. Examination of temperature-time combinations that may hold potential for improved IGSCC resistance of the transition regions of tubes expanded into tube sheet holes was done. The combinations fall in two categories. One is of short duration and relatively high temperature, where induction is the best method of heating because the treatment only lasts from some tens of seconds to a few minutes. The other is carried out in a lower temperature range and lasts for several hours. This latter combination of temperatures and times is considered for the so-called global heat treatment of entire tube sheet. To assess the effect of these treatments, reverse U-bend testing in high purity deaerated water containing an overpressure of hydrogen was employed and several heats of Alloy 600 were compared in tests at 365{degrees}C, which is well above actual operating temperatures of steam generators, but provides an accelerated test procedure. Results of furnace heating in the range of 550-610{degrees}C indicated improvement in IGSCC resistance, with best performance after a heat treatment at 610{degrees}C for nine hours. In addition to stress relief, carbide precipitation can also occur, and their relative contributions to the improvement is discussed.

    The steel industry's Technology Roadmap Program (TRP) is a collaborative R&D effort jointly sponsored by the steel industry and the United States Department of Energy. The TRP program was designed to develop new technologies to save energy , increase competitiveness, and improve the environment. TRP ran from July, 1997 to December, 2008, with a total program budget of $38 million dollars. During that period 47 R&D projects were performed by 28 unique research organizations; co-funding was provided by DOE and 60 industry partners. The projects benefited all areas of steelmaking and much know-how was developed and transferred to industry. The American Iron and Steel Institute is the owner of all intellectual property developed under TRP and licenses it at commercial rates to all steelmakers. TRP technologies are in widespread use in the steel industry as participants received royalty-free use of intellectual property in return for taking the risk of funding this research.

    This report presents an assessment study for the use of the code RELAP 5/MOD3/5M5 in the calculation of transient hydrodynamic loads on safety and relief discharge pipes. Its predecessor, RELAP 5/MOD1, was found adequate for this kind of calculations by EPRI. The hydrodynamic loads are very important for the discharge piping design because of the fast opening of the valves and the presence of liquid in the upstream loop seals. The code results are compared to experimental load measurements performed at the Combustion Engineering Laboratory in Windsor (US). Those measurements were part of the PWR Valve Test Program undertaken by EPRI after the TMI-2 accident. This particular kind of transients challenges the applicability of the following code models: two-phase choked discharge; interphase drag in conditions with large density gradients; heat transfer to metallic structures in fast changing conditions; two-phase flow at abrupt expansions. The code applicability to this kind of transients is investigated. Some sensitivity analyses to different code and model options are performed. Finally, the suitability of the code and some modeling guidelines are discussed.

    Over the past several years, there have been a number of operating reactor events involving performance of primary and secondary safety and relief valves in U.S. Light Water Reactors. There are several different types of safety and relief valves installed for overpressure protection of various safety systems throughout a typical nuclear power plant. The following discussion is limited to those valves in the reactor coolant systems (RCS) and main steam systems of pressurized water reactors (PWR) and in the RCS of boiling water reactors (BWR), all of which are self-actuating having a setpoint controlled by a spring-loaded disk acting against system fluid pressure. The following discussion relates some of the significant recent experience involving operating reactor events or various testing data. Some of the more unusual and interesting operating events or test data involving some of these designs are included, in addition to some involving a number of similar events and those which have generic applicability.

  5. Investigation Of Adhesion Formation In New Stainless Steel Trim Spring Operated Pressure Relief Valves

    Examination of proof test data for new (not previously installed) stainless steel (SS) trim spring operated pressure relief valves (SOPRV) reveals that adhesions form between the seat and disc in about 46% of all such SOPRV. The forces needed to overcome these adhesions can be sufficiently large to cause the SOPRV to fail its proof test (FPT) prior to installation. Furthermore, a significant percentage of SOPRV which are found to FPT are also found to ''fail to open'' (FTO) meaning they would not relief excess pressure in the event of an overpressure event. The cases where adhesions result in FTO or FPT appear to be confined to SOPRV with diameters < 1 in and set pressures < 150 psig and the FTO are estimated to occur in 0.31% to 2.00% of this subpopulation of SS trim SOPRV. The reliability and safety implications of these finding for end-users who do not perform pre-installation testing of SOPRV are discussed.

    This report provides information on the economic, energy, and environmental impacts of inventions supported by the Energy-Related Inventions Program (ERIP) - a technology commercialization program jointly operated by the U.S. Department of Energy (DOE) and the National Institute of Standards and Technology (NIST). It describes the results of the latest in a series of ERIP evaluation projects that have been completed since 1980. The period of interest is 1980 through 1994. The evaluation is based on data collected in 1995 through mail and telephone surveys of 211 program participants, and historical data collected during previous evaluations for an additional 253 participants. As of September 1993, a total of 609 inventions had been recommended to DOE by NIST, which screens all submitted inventions for technical merit, potential for commercial success, and potential energy impact. By the end of 1994, at least 144 (or 24%) of these inventions had entered the market, generating total cumulative sales of $961 million (in 19944). It is estimated that in 1994 ERIP inventors earned royalties of $2.3 million, and over the lifetime of the program, royalties total $28.2 million. With $47.5 million in grants awarded from 1975 through 1994 and $124 million in program appropriations over the same period, ERIP has generated a 20:1 return in terms of sales values to grants, and an 8:1 return in sales versus program appropriations. Further, it is estimated that at least 757 job-years of employment were supported by ERIP technologies in 1994, and that this resulted in a return of approximately $3.4 million in individual income taxes to the U.S. Treasury. Finally, approximately $334 million of energy expenditures were saved in 1994 as a result of the commercial success of five ERIP projects. These energy savings resulted in reduced emissions of 2.1 million metric tons of carbon in 1994 alone.

    Stress corrosion cracking is the most common cause of defects in steam generator tubing. Methods of averting tubing damage are constantly under review. This paper concentrates on the problem of intergranular stress corrosion cracking, initiated on the primary side, in the expansion transition region of roller expanded Alloy 600 tubing. In general it is believed that residual stresses, arising from the expansion process, are the cause of the problem. The work reported here discusses the identification and implementation of an optimal, in-situ stress relief treatment.

    We report the observation of surface relief gratings (SRGs) on polymer dispersed liquid crystal films after polarization holographic recording, demonstrating the formation of SRGs in systems without azo compounds, where photoisomerization and chromophore reorientation processes do not occur. Permanent SRGs, several hundred nanometers deep, are recorded on the surface of a polymeric material containing oriented liquid crystal droplets. The results suggest that SRG growth under uniform intensity irradiation is not exclusively related to the photoisomerization, but is a more general phenomenon which can involve different photoinduced chemical and physical mechanisms sensitive to the light polarization state. These effects contribute to the formation of anisotropic structures during the recording process.

    Pressure relief devices (PRDs) are viewed as essential safety measures for high-pressure gas storage and distribution systems. These devices are used to prevent the over-pressurization of gas storage vessels and distribution equipment, except in the application of certain toxic gases. PRDs play a critical role in the implementation of most high-pressure gas storage systems and anyone working with these devices should understand their function so they can be designed, installed, and maintained properly to prevent any potentially dangerous or fatal incidents. As such, the intention of this report is to introduce the reader to the function of the common types of PRDs currently used in industry. Since high-pressure hydrogen gas storage systems are being developed to support the growing hydrogen energy infrastructure, several recent failure incidents, specifically involving hydrogen, will be examined to demonstrate the results and possible mechanisms of a device failure. The applicable codes and standards, developed to minimize the risk of failure for PRDs, will also be reviewed.     In this paper, we evaluated the occurrence of perching and interflow over and within a sandy clay loam argillic horizon within first-order, low-relief, forested catchments at the Savannah River Site (SRS) in the Upper Coastal Plain of South Carolina. We measured soil hydraulic properties, depths to the argillic layer, soil moisture, shallow groundwater behavior, interflow interception trench flows, and streamflow over a 4-year period to explore the nature and variability of soil hydraulic characteristics, the argillic “topography”, and their influence on interflow generation. Perching occurred frequently within and above the restricting argillic horizons during our monitoring period, but interflow wasmore » infrequent due to microtopographic relief and associated depression storage on the argillic layer surface. High percolation rates through the argillic horizon, particularly through soil anomalies, also reduced the importance of interflow. Interflow generation was highly variable across eleven segments of a 121 m interception trench. Hillslopes were largely disconnected from stream behavior during storms. Hillslope processes were consistent with the fill-and-spill hypothesis and featured a sequence of distinct thresholds: vertical wetting front propagation to the argillic layer; saturation of the argillic followed by local perching; filling of argillic layer depressions; and finally connectivity of depressions leading to interflow generation. Lastly, analysis of trench flow data indicated a cumulative rainfall threshold of 60 mm to generate interflow, a value at the high end of the range of thresholds reported elsewhere.« less

    During the Cassini Radioisotope Thermoelectric Generator (RTG) program, the heritage RTG design was reviewed and modified to incorporate lessons learned. Design changes were made both to resolve problems as they occurred and to correct difficulties noted in earlier missions. Topics addressed in this paper included problems experienced previously at the launch facility in attaching the pressure relief device to the generators, and the open circuit conditions that occurred at times in the resistance temperature device wiring harness. Also discussed is a problem caused by mistakes in software configuration management.     The time and geographic sources of streamwater in low-relief watersheds are poorly understood. This is partly due to the difficult combination of low runoff coefficients and often damped streamwater isotopic signals precluding traditional hydrograph separation and convolution integral approaches. Here we present a dual-isotope approach involving 18O and 2H of water in a low-angle forested watershed to determine streamwater source components and then build a conceptual model of streamflow generation. We focus on three headwater lowland sub-catchments draining the Savannah River Site in South Carolina, USA. Our results for a 3-year sampling period show that the slopes of the meteoricmore » water lines/evaporation water lines (MWLs/EWLs) of the catchment water sources can be used to extract information on runoff sources in ways not considered before. Our dual-isotope approach was able to identify unique hillslope, riparian and deep groundwater, and streamflow compositions. Thus, the streams showed strong evaporative enrichment compared to the local meteoric water line (δ2H = 7.15 · δ18O +9.28‰) with slopes of 2.52, 2.84, and 2.86. Based on the unique and unambiguous slopes of the EWLs of the different water cycle components and the isotopic time series of the individual components, we were able to show how the riparian zone controls baseflow in this system and how the riparian zone "resets" the stable isotope composition of the observed streams in our low-angle, forested watersheds. Although this approach is limited in terms of quantifying mixing percentages between different end-members, our dual-isotope approach enabled the extraction of hydrologically useful information in a region with little change in individual isotope time series.« less

    The N-type untwinning surface relief associated with the fcc {r_reversible} fct martensitic transformation (MT) was observed in the Mn{sub 81.5}Fe{sub 14.0}Cu{sub 4.5} antiferromagnetic high-temperature shape memory alloy (SMA) by in situ atomic force microscopy. The measured untwinning relief angles ({theta}{sub {alpha}} Double-Vertical-Line {theta}{sub {beta}}) at the ridge and at the valley were different, and both angles were less than the conventional values. The surface relief exhibited good reversibility during heating and cooling because of the crystallographic reversibility of thermal-elastic SMAs. Untwinning shear was proposed as the main mechanism of the N-type surface relief. The order of the reverse MT was discussed based on the experimental measurements.

    The objective of the bureau of Land Management's (BLM) drainage program is to prevent loss of oil and gas by drainage from jurisdictional lands. When such loss is not prevented, the BLM must ensure that the federal and Indian lessors are fully compensated. These objectives may be met by several alternatives, including drilling a protective well, leasing unleased parcels with drainage stipulations, paying compensatory royalties, or entering into an agreement. Relinquishment of the lease is an extreme solution but is allowed by regulation. Detailed geologic and engineering studies result in technical review, showing whether drainage is or has occurred. The authors then notify the lessee and allow them to submit data showing drainage is not occurring. If they concur, the case is closed. If they still believe drainage is occurring or the lessee does not respond, a decision letter is sent. The decision letter may be reviewed by the BLM state director for technical and procedural quality assurance. If the decision is upheld, the lessee may appeal to the Interior Board of Land Appeals (IBLA). The lessee must submit a statement of reasons, clearly outlining his objections to the bureau's decision. The BLM technical staff must answer the statement or request that the case be remanded from IBLA.     The Savannah River Site operates a Relief Valve Repair Shop certified by the National Board of Pressure Vessel Inspectors to NB-23, The National Board Inspection Code. Local maintenance forces perform inspection, testing, and repair of approximately 1200 spring-operated relief valves (SORV) each year as the valves are cycled in from the field. The Site now has over 7000 certified test records in the Computerized Maintenance Management System (CMMS); a summary of that data is presented in this paper. In previous papers, several statistical techniques were used to investigate failure on demand and failure rates including a quantal response method for predicting the failure probability as a function of time in service. The non-conservative failure mode for SORV is commonly termed 'stuck shut'; industry defined as the valve opening at greater than or equal to 1.5 times the cold set pressure. Actual time to failure is typically not known, only that failure occurred some time since the last proof test (censored data). This paper attempts to validate the assumptions underlying the statistical lifetime prediction results using Monte Carlo simulation. It employs an aging model for lift pressure as a function of set pressure, valve manufacturer, and a time-related aging effect. This paper attempts to answer two questions: (1) what is the predicted failure rate over the chosen maintenance/ inspection interval; and do we understand aging sufficient enough to estimate risk when basing proof test intervals on proof test results?

    Quantitative neutron studies of cultural heritage objects provide access to microscopic, mesoscopic, and macroscopic structures in a nondestructive manner. In this paper we present a neutron diffraction investigation of a Ghiberti Renaissance gilded bronze relief devoted to the measurement of cavities and inhomogeneities in the bulk of the sample, along with the bulk phase composition and residual strain distribution. The quantitative measurements allowed the determination of the re-melting parts extension, as well as improving current knowledge about the manufacturing process. The study provides significant and unique information to conservators and restorators about the history of the relief.

    Risk-based inspection methods enable estimation of the probability of spring-operated relief valves failing on demand at the United States Department of Energy's Savannah River Site (SRS) in Aiken, South Carolina. The paper illustrates an approach based on application of the Frechet and Weibull distributions to SRS and Center for Chemical Process Safety (CCPS) Process Equipment Reliability Database (PERD) proof test results. The methodology enables the estimation of ANSI/ISA-84.00.01 Safety Integrity Levels (SILs) as well as the potential change in SIL level due to modification of the maintenance schedule. Current SRS practices are reviewed and recommendations are made for extending inspection intervals. The paper compares risk-based inspection with specific SILs as maintenance intervals are adjusted. Groups of valves are identified in which maintenance times can be extended as well as different groups in which an increased safety margin may be needed.

    The feasibility of preventing primary side roll transition cracking has been investigated, using induction heating to attain stress relief of expanded Ni-Cr-Fe Alloy 600 steam generator tubing. Work on rolled tubing and U-bends has shown that temperatures with which stress relief can be obtained range from 700 to 850/sup 0/C, with lower temperatures in this range requiring longer times at temperature to provide the requisite reduction in residual stresses. No work has yet been done outside this range. Preliminary tests, using induction heating, have been carried out on a mock tube sheet assembly, designed to the dimensions of a typical steam generator, and have identified the type of heating/cooling cycle that would occur in the tube sheet during a stress relief operation. Preliminary results show that the times to reach the higher temperatures in the range observed to give stress relief, of the order of 850/sup 0/C, can be as short as 8 seconds, and less with optimum coil design and power control.

    Targets made of ITER-grade 316L(N)-IG stainless steel and Russian-grade 12Cr18Ni10Ti stainless steel with a close composition were exposed at the QSPA-T plasma gun to plasma photonic radiation pulses simulating conditions of disruption mitigation in ITER. After a large number of pulses, modification of the stainless-steel surface was observed, such as the formation of a wavy structure, irregular roughness, and cracks on the target surface. X-ray and optic microscopic analyses of targets revealed changes in the orientation and dimensions of crystallites (grains) over a depth of up to 20 μm for 316L(N)-IG stainless steel after 200 pulses and up to 40 μm for 12Cr18Ni10Ti stainless steel after 50 pulses, which is significantly larger than the depth of the layer melted in one pulse (∼10 μm). In a series of 200 tests of ITER-grade 316L(N)-IG ITER stainless steel, a linear increase in the height of irregularity (roughness) with increasing number of pulses at a rate of up to ∼1 μm per pulse was observed. No alteration in the chemical composition of the stainless-steel surface in the series of tests was revealed. A model is developed that describes the formation of wavy irregularities on the melted metal surface with allowance for the nonlinear stage of instability of the melted layer with a vapor/plasma flow above it. A decisive factor in this case is the viscous flow of the melted metal from the troughs to tops of the wavy structure. The model predicts saturation of the growth of the wavy structure when its amplitude becomes comparable with its wavelength. Approaches to describing the observed stochastic relief and roughness of the stainless-steel surface formed in the series of tests are considered. The recurrence of the melting-solidification process in which mechanisms of the hill growth compete with the spreading of the material from the hills can result in the formation of a stochastic relief.

    This paper identifies significant changes to the ANSI/ASME OM-1 1981, Part 1, and ASME Omc Code-1994 and ASME OM Code-1995, Appendix I, {open_quotes}Inservice Testing of Pressure Relief Devices in Light-Water Reactor Power Plants{close_quotes}. The paper describes changes to different Code editions and presents insights into the direction of the code committee and selected topics to be considered by the ASME O&M Working Group on pressure relief devices. These topics include scope issues, thermal relief valve issues, as-found and as-left set-pressure determinations, exclusions from testing, and cold setpoint bench testing. The purpose of this paper is to describe some significant issues being addressed by the O&M Working Group on Pressure Relief Devices (OM-1). The writer is currently the chair of OM-1 and the statements expressed herein represents his personal opinion.

    The Emergency Management Performance Grant (EMPG) Program provides federal funds to assist state, local, tribal and territorial governments in preparing for all hazards, as authorized by Section 662 of the Post Katrina Emergency Management Reform Act (6 U.S.C. sect. 762) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C. sect. 5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the federal government and the states and their political subdivisions. The FY 2015 EMPG will provide federal funds to assist state, local, tribal and territorial emergency management agencies to obtain the resources required to support the National Preparedness Goal's (NPG's) associated mission areas and core capabilities. The federal government, through the EMPG Program, provides necessary direction, coordination, and guidance, and provides necessary assistance, as authorized in this title, to support a comprehensive all hazards emergency preparedness system.

    The objective of the semiannual progress report is to summarize the technical results obtained during the latest reporting period. The information presented herein will include evaluated test data, design evaluations, the results of analyses and the significance of results. The program objective is to demonstrate the technology readiness of a TFE suitable for use as the basic element in a thermionic reactor with electric power output in the 0.5 to 5.0 MW(e) range, and a full-power life of 7 years. The TF Verification Program builds directly on the technology and data base developed in the 1960s and 1970s in an AEC/NASA program, and in the SP-100 program conducted in 1983, 1984 and 1985. In the SP-100 program, the attractive but concern was expressed over the lack of fast reactor irradiation data. The TFE Verification Program addresses this concern. The general logic and strategy of the program to achieve its objectives is shown on Fig. 1-1. Five prior programs form the basis for the TFE Verification Program: (1) AEC/NASA program of the 1960s and early 1970; (2) SP-100 concept development program;(3) SP-100 thermionic technology program; (4) Thermionic irradiations program in TRIGA in FY-86; (5) and Thermionic Technology Program in 1986 and 1987. 18 refs., 64 figs., 43 tabs.

    The Savannah River Site (SRS) spring operated pressure relief valve (SORV) maintenance intervals were evaluated using an approach provided by the American Petroleum Institute (API RP 581) for risk-based inspection technology (RBI). In addition, the impact of extending the inspection schedule was evaluated using Monte Carlo Simulation (MCS). The API RP 581 approach is characterized as a Weibull analysis with modified Bayesian updating provided by SRS SORV proof testing experience. Initial Weibull parameter estimates were updated as per SRS's historical proof test records contained in the Center for Chemical Process Safety (CCPS) Process Equipment Reliability Database (PERD). The API RP 581 methodology was used to estimate the SORV's probability of failing on demand (PFD), and the annual expected risk. The API RP 581 methodology indicates that the current SRS maintenance plan is conservative. Cost savings may be attained in certain mild service applications that present low PFD and overall risk. Current practices are reviewed and recommendations are made for extending inspection intervals. The paper gives an illustration of the inspection costs versus the associated risks by using API RP 581 Risk Based Inspection (RBI) Technology. A cost effective maintenance frequency balancing both financial risk and inspection cost is demonstrated.

    AISI with co-funding from DOE has initiated a research and development program aimed at the development of a new process for direct steelmaking, and the program is discussed in this document. The project is expected to cost about $30 million over a three-year period, with the government providing approximately 77 percent of the funds and AISI the balance. In contrast to current steelmaking processes which are largely open and batch, the direct steelmaking process would be closed and continuous. Further, it would use coal directly, thereby avoiding the need for coke ovens. The second year of the Direct Steelmaking Program (November 29, 1989, through November 28, 1990) was a year of significant accomplishment. The various research programs proceeded essentially on schedule and the pilot plant, the centerpiece of the program, was completed about three months behind schedule but began operation in almost a picture-perfect manner.     The oceans are the world's largest solar energy collector and storage system. Covering 71{percent} of the earth's surface, this stored energy is realized as waves, currents, and thermal salinity gradients. The purpose of the federal Ocean Energy Technology (OET) Program is to develop techniques that harness this ocean energy in a cost-effective and environmentally acceptable manner. The OET Program seeks to develop ocean energy technology to a point where the commercial sector can assess whether applications of the technology are viable energy conversion alternatives or supplements to systems. Past studies conducted by the US Department of Energy (DOE) have identified ocean thermal energy conversion (OTEC) as the largest potential contributor to United States energy supplies from the ocean resource. As a result, the OET Program concentrates on research to advance OTEC technology. Current program emphasis has shifted to open-cycle OTEC power system research because the closed-cycle OTEC system is at a more advanced stage of development and has already attracted industrial interest. During FY 1989, the OET Program focused primarily on the technical uncertainties associated with near-shore open-cycle OTEC systems ranging in size from 2 to 15 MW{sub e}. Activities were performed under three major program elements: thermodynamic research and analysis, experimental verification and testing, and materials and structures research. These efforts addressed a variety of technical problems whose resolution is crucial to demonstrating the viability of open-cycle OTEC technology.     Our analysis program LULU has proven very useful in all stages of experiment analysis, from prerun detector debugging through final data reduction. It has solved our problem of having arbitrary word length events and is easy enough to use that many separate experimenters are now analyzing with LULU. The ability to use the same software for all stages of experiment analysis greatly eases the programming burden. We may even get around to making the graphics elegant someday.

    In the mid-1980`s, the movement toward the use of dedicated mammography equipment provided significant improvement in breast cancer detection. However, several studies demonstrated that this change was not sufficient to ensure optimal image quality at a low radiation dose. In particular, the 1985 Nationwide Evaluation of X-ray Trends identified the wide variations in image quality and radiation dose, even from dedicated units. During this time period, the American Cancer Society (ACS) launched its Breast Cancer Awareness Screening Campaign. However, there were concerns about the ability of radiology to respond to the increased demand for optimal screening examinations that would result from the ACS program. To respond to these concerns, the ACS and the American College of Radiology (ACR) established a joint committee on mammography screening in 1986. After much discussion, it was decided to use the ACR Diagnostic Practice Accreditation Program as a model for the development of a mammography accreditation program. However, some constraints were required in order to make the program meet the needs of the ACS. This voluntary, peer review program had to be timely and cost effective. It was determined that the best way to address these needs would be to conduct the program by mail. Finally, by placing emphasis on the educational nature of the program, it would provide an even greater opportunity for improving mammographic quality. The result of this effort was that, almost six years ago, in May 1987, the pilot study for the ACR Mammography Accreditation Program (MAP) began, and in August of that year, the first applications were received. In November 1987, the first 3-year accreditation certificates were awarded.

    Despite claims that the government is reducing the amount of environmental regulation, the sheer amount of regulatory language has actually increased yearly. Yet based on media reports and citizen claims, pollution appears to go unchecked. Citizens condemn a perceived lack of government regulation of industrial pollution, while industries find themselves mired in increasingly complex regulatory programs that are sometimes far removed from real world situations. US Environmental Protection Agency (EPA) decision-makers have responded to these concerns by designing regulatory programs that abandon traditional command-and-control regulatory schemes as ill-suited to today`s pollution problems and the interests of these stakeholders. This paper analyzes the use of voluntary pollution control programs in place of command-and-control regulation. It is proposed that voluntary programs may serve as carrots to entice regulated entities to reduce pollution, but that there are a number of hurdles to their effective implementation that preclude them from being embraced as effective environmental regulatory tools. This paper reviews why agencies have moved from command-and-control regulation and examines current voluntary pollution control programs. This paper also contemplates the future of such programs.

    This document summarizes the work performed by Pacific Northwest Laboratory (PNL) from January 1 through March 31, 1981, for the Division of Reactor Safety Research within the U.S. Nuclear Regulatory Commission (NRC). Evaluations of nondestructive examination (NDE) techniques and instrumentation are reported; areas of investigation include demonstrating the feasibility of determining the strength of structural graphite, evaluating the feasibility of detecting and analyzing flaw growth in reactor pressure boundary systems, examining NDE reliability and probabilistic fracture mechanics, and assessing the integrity of pressurized water reactor (PWR) steam generator tubes where service-induced degradation has been indicated. Experimental data and analytical models are being provided to aid in decision-making regarding pipeto- pipe impacts following postulated breaks in high-energy fluid system piping. Core thermal models are being developed to provide better digital codes to compute the behavior of full-scale reactor systems under postulated accident conditions. Fuel assemblies and analytical support are being provided for experimental programs at other facilities. These programs include loss-ofcoolant accident (LOCA) simulation tests at the NRU reactor, Chalk River, Canada; fuel rod deformation, severe fuel damage, and postaccident coolability tests for the ESSOR reactor Super Sara Test Program, Ispra, Italy; the instrumented fuel assembly irradiation program at Halden, Norway; and experimental programs at the Power Burst Facility, Idaho National Engineering Laboratory (INEL). These programs will provide data for computer modeling of reactor system and fuel performance during various abnormal operating conditions.

    Over the past fifteen months, the Systems Chemistry Group of the Reactor Engineering Department has undertaken a comprehensive study of the Department`s moderator chemistry program at Savannah River Site (SRS). An internal review was developed to formalize and document this program. Objectives were as outlined in a mission statement and action plan. In addition to the mission statement and action plan, nine separate task reports have been issued during the course of this study. Each of these task reports is included in this document as a chapter. This document is an organized compilation of the individual reports issued by the Systems Chemistry Group in assessment of SRS moderator chemistry to determine if there were significant gaps in the program as ft existed in October, 1989. While these reviews found no significant gaps in that mode of operation, or any items that adversely affected safety, items were identified that could be improved. Many of the items have already been dear with or are in the process of completion under this Moderator Chemistry Program and other Reactor Restart programs. A complete list of the items of improvement found under this assessment is found in Chapter 9, along with a proposed time table for correcting remaining items that can be improved for the chemistry program of SRS reactors. An additional external review of the moderator chemistry processes, recommendations, and responses to/from the Reactor Corrosion Mitigation Committee is included as Appendix to this compilation.

    This document is a users manual and applications guide for the software package SGA. This package comprises four computer programs, namely SOMIP, SMECC, SGSYS, and TGRND. The first three programs are analysis models which are to be used in the design process of substation grounding systems. The fourth program, TGRND, is an analysis program for determining the transient response of a grounding system. This report, Volume 5, is an applications guide of the three computer programs. SOMIP, SMECC, and SGSYS, for the purpose of designing a safe substation grounding system. The applications guide utilizes four example substation grounding systems for the purpose of illustrating the application of the programs, SOMIP, SMECC, and SGSYS. The examples are based on data provided by four contributing utilities, namely, Houston Lighting and Power Company, Southern Company Services, Puget Sound Power and Light Company, and Arizona Public Service Company. For the purpose of illustrating specific capabilities of the computer programs, the data have been modified. As a result, the final designs of the four systems do not necessarily represent actual grounding system designs by these utilities. The example system 1 is a 138 kV/35 kV distribution substation. The example system 2 is a medium size 230 kV/115 kV transmission substation. The third example system is a generation substation while the last is a large 525 kV/345 kV/230 kV transmission substation. The four examples cover most of the practical problems that a user may encounter in the design of substation grounding systems.
