    Another valuable homeland security asset at the NNSS is the T-1 training area, which covers more than 10 acres and includes more than 20 separate training venues. Local, County, and State first responders who train here encounter a variety of realistic disaster scenarios. A crashed 737 airliner lying in pieces across the desert, a helicopter and other small aircraft, trucks, buses, and derailed train cars are all part of the mock incident scene. After formal classroom education, first responders are trained to take immediate decisive action to prevent or mitigate the use of radiological or nuclear devices by terrorists. The Counterterrorism Operations Support Center for Radiological Nuclear Training conducts the courses and exercises providing first responders from across the nation with the tools they need to protect their communities. All of these elements provide a training experience that cannot be duplicated anywhere else in the country.

    The U.S. government has been assisting the Russian Federation (RF) Ministry of Defense (MOD) for many years with nuclear weapons transportation security (NWTS) through the provision of specialized guard escort railcars and cargo railcars with integrated physical security and communication systems, armored transport vehicles, and armored escort vehicles. As a natural continuation of the NWTS program, a partnership has been formed to construct a training center that will provide counterterrorism training to personnel in all branches of the RF MOD. The Abramovo Counterterrorism Training Center (ACTC) is a multinational, multiagency project with funding from Canada, RF and the U.S. Departments of Defense and Energy. ACTC will be a facility where MOD personnel can conduct basic through advanced training in various security measures to protect Category IA material against the threat of terrorist attack. The training will enhance defense-in-depth principles by integrating MOD guard force personnel into the overall physical protection systems and improving their overall response time and neutralization capabilities. The ACTC project includes infrastructure improvements, renovation of existing buildings, construction of new buildings, construction of new training facilities, and provision of training and other equipment. Classroom training will be conducted in a renovated training building. Basic and intermediate training will be conducted on three different security training areas where various obstacles and static training devices will be constructed. The central element of ACTC, where advanced training will be held, is the 'autodrome,' a 3 km road along which various terrorist events can be staged to challenge MOD personnel in realistic and dynamic nuclear weapons transportation scenarios. This paper will address the ACTC project elements and the vision for training development and integrating this training into actual nuclear weapons transportation operations.

    The Joint Research Center as part of its support program to Euratom safeguards, is developing a line of unattended systems for fresh fuel assemblies in fabrication plants (low enrichment and mixed oxide). These systems combine neutron coincidence counting in the form of a neutron collar and a vision system for identification of the fuel assembly. The system is unattended, i.e. it is integrated into the production flow of the facility, and there is no inspector presence during verification measurement. The facility operator loads the assembly into the unattended measurement station which then automatically starts its predefined measurement cycle without the intervention of the facility operator. The station positions the collar according to a programming strategy for each assembly type and loads/unloads its own AmLi source for active and passive measurements. This paper is a discussion of the training requirements for such a system and the development of multimedia training aids to meet these requirements.

    A Computerized Training Management System (CTMS) is disclosed for providing a procedurally defined process that is employed to develop accreditable performance based training programs for job classifications that are sensitive to documented regulations and technical information. CTMS is a database that links information needed to maintain a five-phase approach to training-analysis, design, development, implementation, and evaluation independent of training program design. CTMS is designed using R-Base{trademark}, an-SQL compliant software platform. Information is logically entered and linked in CTMS. Each task is linked directly to a performance objective, which, in turn, is linked directly to a learning objective; then, each enabling objective is linked to its respective test items. In addition, tasks, performance objectives, enabling objectives, and test items are linked to their associated reference documents. CTMS keeps all information up to date since it automatically sorts, files and links all data; CTMS includes key word and reference document searches. 18 figs.

    The breacher's training aid described in this report was designed to simulate features of magazine and steel-plate doors. The training aid enables breachers to practice using their breaching tools on components that they may encounter when attempting to enter a facility. Two types of fixtures were designed and built: (1) a large fixture incorporates simulated hinges, hasps, lock shrouds, and pins, and (2) a small fixture simulates the cross section of magazine and steel-plate doors. The small fixture consists of steel plates on either side of a structural member, such as an I-beam. The report contains detailed descriptions and photographs of the training aids, assembly instructions, and drawings.

    We develop, analyze, and test a training algorithm for support vector machine cla.'>sifiers without offset. Key features of this algorithm are a new stopping criterion and a set of working set selection strategies that, although inexpensive, do not lead to substantially more iterations than the optimal working set selection strategy. For these working set strategies, we establish convergence rates that coincide with the best known rates for SYMs with offset. We further conduct various experiments that investigate both the run time behavior and the performed iterations of the new training algorithm. It turns out, that the new algorithm needs less iterations and run-time than standard training algorithms for SYMs with offset.

    Over the past 25 years extensive federal legislation involving the handling and transport of hazardous materials/waste has been passed that has resulted in numerous overlapping regulations administered and enforced by different federal agencies. The handling and transport of hazardous materials/waste involves a significant number of workers who are subject to a varying degree of risk should an accident occur during handling or transport. Effective transportation training can help workers address these risks and mitigate them, and at the same time enable ORNL to comply with the federal regulations concerning the transport of hazardous materials/waste. This presentation will outline how the Environmental and Health Protection Division's Technical Resources and Training Section at the Oak Ridge National Laboratory, working with transportation and waste disposal personnel, have developed and implemented a comprehensive transportation safety training program to meet the needs of our workers while satisfying appropriate federal regulations. 8 refs., 3 tabs.

    Two solitons in an optical fiber can form pairs in which the double-humped shape is maintained even when the pair is shifted in frequency by the Raman effect. We show here analytically that this is possible even when the two solitons have unequal power. We discuss the forces that cause relative motion of the two solitons, and determine a condition for balance, i.e., for a pair to maintain their separation while the phase keeps evolving. At a specific parameter point we find a solution in which even the phase profile of the pulse pair is maintained. We then discuss that this special point exists also for multipeak structures, or soliton trains. These trains can move as an entity due to Raman shifting. The results are tested by numerical simulation. A comparison to literature reveals that both the rotating phase pair and the constant phase soliton pair apparently have been seen before by others in numerical simulations. Our treatment provides the general framework.

When the identified training requirements for specific jobs are entered into the system, the employees manager or responsible training person assigns jobs to an employee. TRAIN-UNIX will then assemble an Individual Training Plan (ITP) with all courses required. ITP''s can also be modified to add any special training directed or identified by management, bestmore » business practices, procedures, etc. TRAIN-UNIX also schedules and tracks conferences, seminars, and required reading. TRAIN-UNIX is a secure database system on a server accessible via the network. Access to the user functions (scheduling, data entry, ITP modification etc.) within TRAIN-UNIX are granted by function, as needed, by the system administrator. An additional level of security allows those who access TRAIN-UNIX to only add, modify or view information for the organizations to which they belong. TRAIN-UNIX scheduling function allows network access to scheduling of students. As a function of the scheduling process, TRAIN-UNIX checks to insure that the student is a valid employee, not double booked, and the instructor and classroom are not double booked. TRAIN-UNIX will report pending lapse of courses or qualifications. This ability to know the lapse of training along with built in training requesting function allows the training deliverers to forecast training needs.« less

    ROVER (Roll Over Vehicle for Emergency Response) is a specially designed and constructed unit built to allow emergency response personnel and LPG industry employees to get ``up close and personal`` with the type of equipment used for the highway transportation of liquefied petroleum gas (LPG). This trailer was constructed to simulate an MC 331 LPG trailer. It has all the valves, piping and emergency fittings found on highway tankers. What makes this unit different is that it rolls over and opens up to allow program attendees to climb inside the trailer and see it in a way they have never seen one before. The half-day training session is composed of a classroom portion during which attendees will participate in a discussion of hazardous material safety, cargo tank identification and construction. The specific properties of LPG, and the correct procedures for dealing with an LPG emergency. Attendees will then move outside to ROVER, where they will participate in a walkaround inspection of the rolled over unit. All fittings and piping will be representative of both modern and older equipment. Participants will also be able to climb inside the unit through a specially constructed hatch to view cutaway valves and interior construction. While the possibility of an LPG emergency remains remote, ROVER represents Amoco`s continuing commitment to community, education, and safety.

    Particle based simulations of accelerator beam-lines, especially in six dimensional phase space, generate vast amounts of data. Even though a subset of statistical information regarding phase space or analysis needs to be preserved, reading and writing such enormous restart files on massively parallel supercomputing systems remains challenging. H5Part is a very simple data storage schema and provides an API that simplifies the reading/writing of the data to the HDF5 file format. An important foundation formore » a stable visualization and data analysis environment is a stable and portable file storage format and its associated APIs. The presence of a "common file storage format," including associated APIs, will help foster a fundamental level of interoperability across the project’s software infrastructure. It will also haip ensure that key data analysis capabilities are present during the earliest phases of the software development effort. H5Part is built on top of the HDF5 (Hierarchical Data Format). HDF5 offers a self.describing machine-independent binary file format that supports scalable parallel I/O performance for MPI codes on a variety of supercomputlng systems, and works equally well on laptop computers. The API Is available (or C, C++, and Fortran codes. The H5Part file format and APIs enable disparate research groups with different simulation implementations to transparently share datasets and data analysis tools. For instance, the common file format will enable groups that depend on completely different simulation implementations to share data analysis tools like PartView and AVS/Express without any additional programming.« less

    An investigation was conducted by the U.S. Army Research Laboratory (ARL) and funded by the Physiological and Psychological Effects of the Nuclear, Biological, and Chemical (NBC) Environment and Sustained Operations on Systems in Combat (P2NBC2) program to assess the psychological reactions of soldiers in mission-oriented protective posture (MOPP) IV participating in training in a simulated chemical agent environment and in a toxic agent environment. A total of 155 soldiers who participated in the basic course (junior enlisted) and the advanced courses (officer and noncommissioned officer NCO groups) as part of their military occupational specialty (MOS) training volunteered for the study. The junior enlisted group reported significant increases in anxiety during four sessions as they approached the toxic agent portion of the training. The more experienced groups showed a small, but significant increase in anxiety during sessions. Their level of hostility, a component of stress that usually relates to levels of personal frustration, decreased significantly from the time of their initial testing to just before the training began. Since the initial session occurred 1 to 2 weeks before the U.S. Army Chemical Defense Training Facility (CDTF) training, the elevated frustration level may be a reflection of their overall experiences within the intensive chemical defense training program. A significant drop in reported fatigue between the pre- and post-training sessions may indicate a certain level of vigilance gained by participating in the training.

    Currently, a website dedicated to enhancing communication and dissemination of criticality safety information is sponsored by the U.S. Department of Energy (DOE) Nuclear Criticality Safety Program (NCSP). This website was developed as part of the DOE response to the Defense Nuclear Facilities Safety Board (DNFSB) Recommendation 97-2, which reflected the need to make criticality safety information available to a wide audience. The website is the focal point for DOE nuclear criticality safety (NCS) activities, resources and references, including hyperlinks to other sites actively involved in the collection and dissemination of criticality safety information. The website is maintained by the Lawrence Livermore National Laboratory (LLNL) under auspices of the NCSP management. One area of the website contains a series of Nuclear Criticality Safety Engineer Training (NCSET) modules. During the past few years, many users worldwide have accessed the NCSET section of the NCSP website and have downloaded the training modules as an aid for their training programs. This trend was remarkable in that it points out a continuing need of the criticality safety community across the globe. It has long been recognized that training of criticality safety professionals is a continuing process involving both knowledge-based training and experience-based operations floor training. As more of the experienced criticality safety professionals reach retirement age, the opportunities for mentoring programs are reduced. It is essential that some method be provided to assist the training of young criticality safety professionals to replenish this limited human expert resource to support on-going and future nuclear operations. The main objective of this paper is to present the features of the NCSP website, including its mission, contents, and most importantly its use for the dissemination of training modules to the criticality safety community.     The present invention provides methods for preventing low train voltages and managing interference, thereby improving the efficiency, reliability, and passenger comfort associated with commuter trains. An algorithm implementing neural network technology is used to predict low voltages before they occur. Once voltages are predicted, then multiple trains can be controlled to prevent low voltage events. Further, algorithms for managing inference are presented in the present invention. Different types of interference problems are addressed in the present invention such as "Interference. During Acceleration", "Interference Near Station Stops", and "Interference During Delay Recovery." Managing such interference avoids unnecessary brake/acceleration cycles during acceleration, immediately before station stops, and after substantial delays. Algorithms are demonstrated to avoid oscillatory brake/acceleration cycles due to interference and to smooth the trajectories of closely following trains. This is achieved by maintaining sufficient following distances to avoid unnecessary braking/accelerating. These methods generate smooth train trajectories, making for a more comfortable ride, and improve train motor reliability by avoiding unnecessary mode-changes between propulsion and braking. These algorithms can also have a favorable impact on traction power system requirements and energy consumption.

    This handbook is approved for use by all DOE Components and contractors. The handbook was prepared primarily for DOE nuclear facilities, but the information can be effectively used by any other type of facility. DOE nuclear, DOE non-nuclear, commercial nuclear reactor, fuel fabrication, chemical processing, or other types of facilities may also apply the principles of this approach and find it useful and applicable to local needs. The handbook provides DOE and contractor operating organizations with concepts and guidance regarding the use of alternative techniques to implement a systematic approach to training (SAT). The techniques described in this handbook are endorsed by DOE and use of the guidance in this handbook is appropriate for establishment of technical training programs at DOE nuclear facilities. The use of guidance on selection and implementation of appropriate training approaches after consideration of job complexity, the consequences of error based on risk/hazard potential, and available training media should result in effective and efficient training programs. The information presented in this handbook can be used to grade the level of effort and formality used in developing training programs.

The Operator's introductory (Concepts) On-the-Job-Training (OJT) gives him or her an overview of the laboratory, teaches the basic facts about all the accelerators, and it also teaches the new operator the training process used for all the rest of their OJT training. The Concepts OJT takes about four to six months for most people to complete.     Training programs at DOE facilities should provide well-trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor nuclear facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically determined job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two companion manuals provide additional information to assist contractors in their efforts to accredit training programs.

    The LLNL work smart standard requires us to provide ongoing laser safety training for a large number of persons on a three-year cycle. In order to meet the standard, it was necessary to find a cost and performance effective method to perform this training. This paper discusses the scope of the training problem, specific LLNL training needs, various training methods used at LLNL, the advantages and disadvantages of these methods and the rationale for selecting web-based laser safety training. The tools and costs involved in developing web-based training courses are also discussed, in addition to conclusions drawn from our training operating experience. The ILSC lecture presentation contains a short demonstration of the LLNL web-based laser safety-training course.

    Training is crucial to the success of any organization. It is also expensive, with some estimates exceeding $50 billion annually spent on training by U.S. corporations. Nuclear training, like that of many other highly technical organizations, is both crucial and costly. It is unlikely that the amount of training can be significantly reduced. If anything, current trends indicate that training needs will probably increase as the industry and workforce ages and changes. With the advent of energy deregulation in the United States, greater pressures will surface to make the costs of energy more cost-competitive. This in turn will drive businesses to more closely examine existing costs and find ways to do things in a more cost-effective way. The commercial nuclear industry will be no exception, and nuclear training will be equally affected. It is time for nuclear training and indeed the entire nuclear industry to begin using more aggressive techniques to reduce costs. This includes the need for nuclear training to find alternatives to traditional methods for the delivery of cost-effective high-quality training that meets regulatory requirements and produces well-qualified personnel capable of working in an efficient and safe manner. Computer-based and/or Web-based training are leading emerging technologies.

    This report serves to document contract deliverables considered to be of continuing interest associated with two workshops conducted as part of an initial assessment of Material Protection, Control, and Accounting (MPC&A) training needs of the Newly Independent and Baltic States (NIS/Baltics). These workshops were held in Kiev, Ukraine, ca. 2003-2004, with the assistance of personnel from the George Kuzmycz Training Center (GKTC) of the Kiev Institute of Nuclear Research (KINR). Because of the dominant role Ukraine plays in the region in terms of the nuclear industry, one workshop focused exclusively on Ukrainian training needs, with participants attending from twelve Ukrainian organizations (plus U.S. DOE/NNSA representatives). The second workshop included participation by a further ten countries from the NIS/Baltics region. In addition, the training needs data developed during the workshop were supplemented by the outcomes of surveys and studies conducted by the GKTC.

  3. Audit of construction of protective force training facilities at the Pantex Plant

    A goal of the Department of Energy project management system is to ensure that projects are necessary to fulfill mission needs and are cost effective. This requires that the Department justify each project and explore competitive alternatives. The objective of this audit was to assess the need to construct protective force training facilities at the Department`s Pantex Plant. Our audit disclosed that (1) construction of a physical training facility was not necessary to fulfill mission needs, and (2) the Department did not consider all viable alternatives to constructing a weapons tactics and training facility. These conditions occurred, in part, because a Justification for New Start was never prepared and approved for the Security Enhancements Major System Acquisition, which included these two projects. We recommended that the Manager, Albuquerque Operations Office, cancel construction of the physical training facility, make needed repairs and upgrades to the existing facilities, and reduce the cost of the Security Enhancements Major System Acquisition accordingly. Implementation of this recommendation will save about $1.7 million. We also recommended that the Manager direct Mason & Hanger to perform economic analyses of all viable alternatives to constructing a weapons tactics and training facility before proceeding with construction. Such analyses could lead to cancellation or rescoping of the proposed facility and result in savings to the Department. Albuquerque management did not agree to cancel construction of the physical training facility, but did agree to perform economic analyses of all viable alternatives to the proposed weapons tactics and training facility before proceeding with construction.

    The on-site inspection provisions in many current and proposed arms control agreements require extensive preparation and training on the part of both the Inspected Party and the Inspection Team. Current training techniques include table-top inspections and practice inspections. The Augmented Computer Exercise for Inspection Training (ACE-IT), an interactive computer training tool, increases the utility of table-top inspections. ACE-IT has been designed to provide training for a hypothetical challenge inspection under the Chemical Weapons Convention (CWC); however, this training tool can be modified for other inspection regimes. Although ACE-IT provides training from notification of an inspection through post-inspection activities, the primary emphasis of ACE-IT is in the inspection itself--particularly with the concept of managed access. ACE-IT also demonstrates how inspection provisions impact compliance determination and the protection of sensitive information. The Exercise Manual supplements the ACE-IT software by providing general information on on-site inspections and detailed information for the CWC challenge inspection exercise. The detailed information includes the pre-inspection briefing, maps, list of sensitive items, medical records, and shipping records.

    Once the safe voltage limits for step and touch are determined, the design of a grounding system can be initiated. The criteria for determining these limits were already defined in Part I. This paper sets forth the fundamental aspects of a grounding design which are common to all substations and shows the differences between conventional and gas-insulated equipment installations. Other topics include: Characteristics of a combined grid - rod system, a general formula and tables for sizing of conductors and joints and methods for calculation of a ground resistance. Potentials of GIS enclosures during fault conditions, properties of concrete-encased electrodes and the use of bentonite are also discussed. The presented material of Part II is a preliminary version of updated information, proposed to replace Sections 7 - 12 of IEEE Std. 80/1976. Paragraphs 6.3 and 6.4 complement Section 6 of Part I, presented in the first report (Paper 80 SM 652-8).

    This is a report on the Student Science Enrichment Training Program, with special emphasis on chemical and computer science fields. The residential summer session was held at the campus of Claflin College, Orangeburg, SC, for six weeks during 1993 summer, to run concomitantly with the college`s summer school. Fifty participants selected for this program, included high school sophomores, juniors and seniors. The students came from rural South Carolina and adjoining states which, presently, have limited science and computer science facilities. The program focused on high ability minority students, with high potential for science engineering and mathematical careers. The major objective was to increase the pool of well qualified college entering minority students who would elect to go into science, engineering and mathematical careers. The Division of Natural Sciences and Mathematics and engineering at Claflin College received major benefits from this program as it helped them to expand the Departments of Chemistry, Engineering, Mathematics and Computer Science as a result of additional enrollment. It also established an expanded pool of well qualified minority science and mathematics graduates, which were recruited by the federal agencies and private corporations, visiting Claflin College Campus. Department of Energy`s relationship with Claflin College increased the public awareness of energy related job opportunities in the public and private sectors.

    The burden of stopping a nuclear smuggling attempt at the border rests most heavily on the front-line customs inspector. He needs to know how to use the technological tools at his disposal, how to discern tell-tale anomalies in export documents and manifests, how to notice psychological signs of a smuggler's tension, and how to search anything that might hide nuclear material. This means that assistance in the counter-nuclear smuggling training of customs officers is one of the most critical areas of help that the United States can provide. This paper discusses the various modes of specialized training, both in the field and in courses, as well as the types of assistance that can be provided. Training for nuclear customs specialists, and supervisors and managers of nuclear smuggling detection systems is also important, and differs from front-line inspector training in several aspects. The limitations of training and technological tools such as expert centers that will overcome these limitations are also discussed. Training assistance planned by DOE/NN-43 to Russia within the Second Line of Defense program is discussed in the light of these options, and future possibilities for such training are projected.

    ACE-IT is a computer-based training tool developed to simulate an on-site inspection of a facility. Inspectors and hosts practice realistic scenarios to prepare for inspections, to supplement tabletop and mock inspections, and for general training in managed access techniques. A training exercise is conducted between interconnected computer workstations.     We report the existence of transversely stable soliton trains in optics. These stable soliton trains are found in two-dimensional square photonic lattices when they bifurcate from X-symmetry points with saddle-shaped diffraction inside the first Bloch band and their amplitudes are above a certain threshold. We also show that soliton trains with low amplitudes or bifurcated from edges of the first Bloch band ({Gamma} and M points) still suffer transverse instability.     ACE-IT is a computer-based training tool developed to simulate an on-site inspection of a facility. Inspectors and hosts practice realistic scenarios to prepare for inspections, to supplement tabletop and mock inspections, and for general training in managed access techniques. A training exercise is conducted between interconnected computer workstations. Participants at each workstation play a role, such as inspector or host, and the exercise permits team-specific actions at each stage of the inspection.     This document and accompanying files are intended as a first training package on how to analyze slitting data. The end goal is to have Idaho National Laboratory (INL) personnel trained to analyze future slitting data taken in the INL Hot Cell on clad, Low-Enriched Uranium (LEU) fuel plates. This first data package will cover data analysis for a monolithic material (as compared to a layered material like the clad fuel plates). The additional issues for layered specimens will be covered in a future training package.
