    This paper studied the slab solar collection (SSC) process, which is one of the essential compositions of road hydronic ice-snow melting (HISM) system that stores solar energy in summer to melt ice and snow on the road in winter. Its aim is to find out the heat transfer characteristic of the SSC and heat collecting efficiency and the influence of pipe spacing and flow rate by experiment. As shown in experimental results, the average heat collecting capacity is about 150-250 W/m{sup 2} in natural summer condition, while the solar radiation intensity is about 300-1000 W/m{sup 2}. It is shown that the increment of fluid flow results in the increment of heat collection efficiency, while the increment of pipe spacing results in the decrement of the efficiency in experiment modes. The results show that the road slab can obtain about 30% solar heat in summertime, and the solar collection can lower the pavement temperature and reduce the insolation weathering. (author)

    A system that detects damage on or below the surface of a paved structure or pavement is provided. A distributed road assessment system includes road assessment pods and a road assessment server. Each road assessment pod includes a ground-penetrating radar antenna array and a detection system that detects road damage from the return signals as the vehicle on which the pod is mounted travels down a road. Each road assessment pod transmits to the road assessment server occurrence information describing each occurrence of road damage that is newly detected on a current scan of a road. The road assessment server maintains a road damage database of occurrence information describing the previously detected occurrences of road damage. After the road assessment server receives occurrence information for newly detected occurrences of road damage for a portion of a road, the road assessment server determines which newly detected occurrences correspond to which previously detected occurrences of road damage.

    Disclosed is a rapid road repair vehicle capable of moving over a surface to be repaired at near normal posted traffic speeds to scan for and find an the high rate of speed, imperfections in the pavement surface, prepare the surface imperfection for repair by air pressure and vacuum cleaning, applying a correct amount of the correct patching material to effect the repair, smooth the resulting repaired surface, and catalog the location and quality of the repairs for maintenance records of the road surface. The rapid road repair vehicle can repair surface imperfections at lower cost, improved quality, at a higher rate of speed than was was heretofor possible, with significantly reduced exposure to safety and health hazards associated with this kind of road repair activities in the past.

    Disclosed are improvments to a rapid road repair vehicle comprising an improved cleaning device arrangement, two dispensing arrays for filling defects more rapidly and efficiently, an array of pre-heaters to heat the road way surface in order to help the repair material better bond to the repaired surface, a means for detecting, measuring, and computing the number, location and volume of each of the detected surface imperfection, and a computer means schema for controlling the operation of the plurality of vehicle subsystems. The improved vehicle is, therefore, better able to perform its intended function of filling surface imperfections while moving over those surfaces at near normal traffic speeds.

    DOE has determined that providing federal funding to conduct development activities including final engineering and design for a proposed 30 megawatt solar electricity generation facility, would not constitute a major federal action significantly affecting the environment, and therefore, DOE has adopted the EA, titled “Final Environmental Assessment for the To’Hajiilee Solar Project” (DOI SWCA project No. 16715) that was completed by the Department of the Interior Bureau of Indian Affairs (BIA) which analyzed the environmental impacts related to the construction, operation and maintenance of a 30-megawatt solar power plant. A Finding of No Significant Impact (FONSI) was issued on May 31, 2011 by the BIA for the solar project. The solar project would be located on tribal lands 2.5 miles northwest of the intersection of Interstate 40 and Rio Puerco Road – about 20 miles west of Albuquerque, New Mexico.

A solar melter is a passive component which requires little maintenance apart from regular cleaning. Many skilled workers know how to operate an electric-heating system.     The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Tower Road site in Aurora, Colorado, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site. This study did not assess environmental conditions at the site.

    Solar Two is a concentrating solar power plant that can supply electric power on demand to the local utility, Southern California Edison Company. It can do so because it operates not only during sunny parts of the day, but it can store enough thermal energy from the sun to operate during cloudy periods and after dark, for up to three hours, at its rated output of 10 megawatts (MW). For the first time ever, a utility scale solar power plant can supply electricity when the utility needs it most, to satisfy the energy requirements of its customers.

    Following the 1973 oil embargo, the US government initiated a program to develop and use solar energy. This led to individual programs devoted to developing various solar radiation energy conversion technologies: photovoltaic and solar-thermal conversion devices. Nearly concurrently, it was recognized that understanding the available insolation resources was required to develop and deploy solar energy devices and systems. It was also recognized that the insolation information available at that time (1973) was not adequate to meet the specific needs of the solar energy community. Federal efforts were initiated and conducted to produce new and more extensive information and data. The primary federal agencies that undertook such efforts were the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA). NOAA's efforts included activities performed by the National Weather Service (NWS) and the National Climatic Data Center (NCDC). This book has two man objectives: to report some of the insolation energy data, information, and products produced by the federal efforts and to describe how they were produced. Products include data bases, models and algorithms, monitoring networks, instrumentation, and scientific techniques. The scope of products and results does not include all those produced by past federal efforts. The book's scope and subject matter are oriented to support the intent and purpose of the other volumes in this series. In some cases, other pertinent material is presented to provide a more complete coverage of a given subject. 385 refs., 149 figs., 50 tabs.

    The prospect of studying the solar energy generation process directly by observing the solar neutrino radiation has been discussed for many years. The main difficulty with this approach is that the sun emits predominantly low energy neutrinos, and detectors for observing low fluxes of low energy neutrinos have not been developed. However, experimental techniques have been developed for observing neutrinos, and one can foresee that in the near future these techniques will be improved sufficiently in sensitivity to observe solar neutrinos. At the present several experiments are being designed and hopefully will be operating in the next year or so. We will discuss an experiment based upon a neutrino capture reaction that is the inverse of the electron-capture radioactive decay of argon-37. The method depends upon exposing a large volume of a chlorine compound, removing the radioactive argon-37 and observing the characteristic decay in a small low-level counter.

    We present in this article a stochastic queuing model for the raod traffic. The model is based on the M/G/c/c state dependent queuing model, and is inspired from the deterministic Godunov scheme for the road traffic simulation. We first propose a variant of M/G/c/c state dependent model that works with density-flow fundamental diagrams rather than density-speed relationships. We then extend this model in order to consider upstream traffic demand as well as downstream traffic supply. Finally, we show how to model a whole raod by concatenating raod sections as in the deterministic Godunov scheme.

    The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame. A thin film window is bonded to one planar side of the frame. An absorber of laminate construction is comprised of two thin film layers that are sealed perimetrically. The layers define a fluid-tight planar envelope of large surface area to volume through which a heat transfer fluid flows. Absorber is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    A reflective shutter rotates within a skylight housing in such a fashion as to control solar energy thereby providing a combination of heating, lighting, and ventilation. The skylight housing has three faces: a glazed southern face, a glazed northern face, and an open downwardly oriented face to the interior of the structure. Counter-weighted pivot arms support the shutter at either end causing the center of rotation to pass through the center of gravity. The shutter has three basic positions: In the first position, during the winter day, the shutter closes off the northern face, allowing solar energy to enter directly into the supporting structure providing heat gain and daylighting. In the second position, during the winter night, the shutter closes off the open face to the interior, providing insulation between the structure and the skylight housing. In the third position, during the non-heating season, the shutter closes off the southern face blocking unwanted heat gain but allowing diffuse northern light to penetrate for daylighting. In this last position, a means is provided for ventilating by natural convection. The apparatus can be operated either manually or by motor.

An absorber (24) of laminate construction is comprised of two thin film layers (24a, 24b) that are sealed perimetrically. The layers (24a, 24b) define a fluid-tight planar envelope (24c) of large surface area to volume through which a heat transfer fluid flows. Absorber (24) is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

The solar reflector system consists of an elongated side reflector panel means to be hinged relative to the solar receiving area, hinge means adjacent the solar receiving area for pivotally connecting the reflector panel means relative to the solar receiving area. The reflector panel means include a reflector surface comprised of a plurality of flat planar reflector panels that are each elongated parallel to the solar receiving area for about the length of the solar receiving area, with adjacent flat planar reflector panels comprising the reflector surface sharing a common edge that extends parallel to the solar receiving area and forming an angle appropriate to facilitate efficient performance of the overall reflector panel means in reflecting solar energy to the solar receiving area, means for adjusting one, some, or all of the angles formed by adjacent flat planar reflector panels comprising the reflector surface.     This developmental effort clearly shows that a Road Transportable Analytical Laboratory System is a worthwhile and achievable goal. The RTAL is designed to fully analyze (radioanalytes, and organic and inorganic chemical analytes) 20 samples per day at the highest levels of quality assurance and quality control. It dramatically reduces the turnaround time for environmental sample analysis from 45 days (at a central commercial laboratory) to 1 day. At the same time each RTAL system will save the DOE over $12 million per year in sample analysis costs compared to the costs at a central commercial laboratory. If RTAL systems were used at the eight largest DOE facilities (at Hanford, Savannah River, Fernald, Oak Ridge, Idaho, Rocky Flats, Los Alamos, and the Nevada Test Site), the annual savings would be $96,589,000. The DOE`s internal study of sample analysis needs projects 130,000 environmental samples requiring analysis in FY 1994, clearly supporting the need for the RTAL system. The cost and time savings achievable with the RTAL system will accelerate and improve the efficiency of cleanup and remediation operations throughout the DOE complex.

    A process including forming a photovoltaic solar cell on a substrate, the photovoltaic solar cell comprising an anchor positioned between the photovoltaic solar cell and the substrate to suspend the photovoltaic solar cell from the substrate. A surface of the photovoltaic solar cell opposite the substrate is attached to a receiving substrate. The receiving substrate may be bonded to the photovoltaic solar cell using an adhesive force or a metal connecting member. The photovoltaic solar cell is then detached from the substrate by lifting the receiving substrate having the photovoltaic solar cell attached thereto and severing the anchor connecting the photovoltaic solar cell to the substrate. Depending upon the type of receiving substrate used, the photovoltaic solar cell may be removed from the receiving substrate or remain on the receiving substrate for use in the final product.

    With the development of the shield support, the primary requirement for successful ground control in longwall mining is to provide stable gate road and bleeder entries. Wood cribbing has been the dominant form of secondary and supplemental support. However, the cost and limited availability of timber, along with the poor performance of softwood crib supports, has forced western U.S. mines to explore the utilization of support systems other than conventional wood cribbing. The recent success of cable bolts has engendered much interest from western operators. Eastern U.S. coal operators are also now experimenting with various intrinsic and freestanding alternative support systems that provide effective ground control while reducing material handling costs and injuries. These innovative freestanding support systems include (1) {open_quotes}The Can{close_quotes} support by Burrell Mining Products International, Inc., (2) Hercules and Link-N-Lock wood cribs and Propsetter supports by Strata Products (USA) Inc., (3) Variable Yielding Crib and Power Crib supports by Mountainland Support Systems, (4) the Confined Core Crib developed by Southern Utah Fuels Corporation; and (5) the MEGA prop by MBK Hydraulik. This paper assesses design considerations and compares the performance and application of these alternative secondary support systems. Support performance in the form of load-displacement behavior is compared to conventional wood cribbing. Much of the data was developed through full-scale tests conducted by the U.S. Bureau of Mines (USBM) at the Strategic Structures Testing Laboratory in the unique Mine Roof Simulator load frame at the Pittsburgh Research Center. A summary of current mine experience with these innovative supports is also documented.

    Transport infrastructure has a wide array of effects on terrestrial and aquatic ecosystems, and road and railway networks are increasingly being associated with a loss of biodiversity worldwide. Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) are two legal frameworks that concern physical planning, with the potential to identify, predict, mitigate and/or compensate transport infrastructure effects with negative impacts on biodiversity. The aim of this study was to review the treatment of ecological impacts in environmental assessment of transport infrastructure plans and projects. A literature review on the topic of EIA, SEA, biodiversity and transport infrastructure was conducted, and 17 problem categories on the treatment of biodiversity were formulated by means of a content analysis. A review of environmental impact statements and environmental reports (EIS/ER) produced between 2005 and 2013 in Sweden and the UK was then conducted using the list of problems as a checklist. The results show that the treatment of ecological impacts has improved substantially over the years, but that some impacts remain problematic; the treatment of fragmentation, the absence of quantitative analysis and that the impact assessment study area was in general delimited without consideration for the scales of ecological processes. Actions to improve the treatment of ecological impacts could include improved guidelines for spatial and temporal delimitation, and the establishment of a quantitative framework including tools, methods and threshold values. Additionally, capacity building and further method development of EIA and SEA friendly spatial ecological models can aid in clarifying the costs as well as the benefits in development/biodiversity tradeoffs. - Highlights: • The treatment of ecological impacts in EIA and SEA has improved. • Quantitative methods for ecological impact assessment were rarely used • Fragmentation effects were recognized

    This patent describes a solar energy collecting apparatus. It comprises: a light funneling trough including two flat light reflecting surfaces disposed in a face-to-face arrangement having an oblique angle therebetween; a two dimensional Fresnel lens covering the opening of the light funneling trough at the diverging extremity thereof; a photovoltaic panel facing the two dimensional Fresnel lens disposed adjacent to the converging extremity of the light funneling trough; and at least one dual-sided light reflecting planar member disposed radially intermediate the two light reflecting surfaces. The dual-sided light reflecting planar member extending from the converging extremity of the light funneling trough towards the diverging extremity thereof and terminated at a substantial distance away from the plane including the opening of the light funneling trough. Wherein the sunlight entering the light funneling trough through the two-dimensional Fresnel lens is refracted by the two dimensional Fresnel lens and funneled by the light funneling trough towards the converging extremity of the light funneling trough and irradiates the photovoltaic panel.

    This report provides data and analysis of the land use associated with utility-scale ground-mounted solar facilities, defined as installations greater than 1 MW. We begin by discussing standard land-use metrics as established in the life-cycle assessment literature and then discuss their applicability to solar power plants. We present total and direct land-use results for various solar technologies and system configurations, on both a capacity and an electricity-generation basis. The total area corresponds to all land enclosed by the site boundary. The direct area comprises land directly occupied by solar arrays, access roads, substations, service buildings, and other infrastructure. As of the third quarter of 2012, the solar projects we analyze represent 72% of installed and under-construction utility-scale PV and CSP capacity in the United States.

    This Solar Design Workbook presents solar building design applications for commercial buildir^s. The book is divided into four sections. The first section describes the variety of solar applications in buildings including conservation aspects, solar fundamentals, passive systems, active systems, daylighting, and other solar options. Solar system design evaluation techniques including considerations for building energy requirements, passive systems, active systems, and economics are presented in Section II. The third section attempts to assist the designer in the building design process for energy conservation and solar applications including options and considerations for pre-design, design, and post-design phases. The information required for the solar design proee^ has not been fully developed at this time. Therefore, Section III is incomplete, but an overview of the considerations with some of the design proces elements is presented.     The following Classic Paper was presented by Professor Howe at the first international Conference on Solar Energy at Tucson, Arizona, USA in 1955. That conference was sponsored by the Association of Applied solar Energy (AFASE), the precursor of ISES. Although this paper does not represent the many developments in solar distillation later applied by Professor Howe in the South Pacific, it is a classic paper because it presents Professor Howe's pioneering work in setting up the Seawater Conversion Laboratory in Richmond for the University of California at Berkeley, US. The research of Professor Howe and his colleagues at the Seawater Conversion Laboratory formed the foundation of contemporary solar energy desalination and distillation systems.

    Solar oscillations have been observed at three different spatial scales at Big Bear Solar Observatory during 1986-1987 and, using three data sets, a new and more accurate table of solar oscillation frequencies has been compiled. The oscillations, which are presented as functions of radial order n and spherical harmonic degree l, are averages over azimuthal order and therefore approximate the normal mode frequencies of a nonrotating, spherically symmetric sun, near solar minimum. The table contains frequencies for most of the solar p and f modes with l between 0 and 1860, n between 0 and 26, and oscillation mode frequencies between 1.0 and 5.3. 30 refs.

    Solar energy absorbing means in solar collectors are provided by a solar selective carbon surface. A solar selective carbon surface is a microporous carbon surface having pores within the range of 0.2 to 2 micrometers. Such a surface is provided in a microporous carbon article by controlling the pore size. A thermally conductive substrate is provided with a solar selective surface by adhering an array of carbon particles in a suitable binder to the substrate, a majority of said particles having diameters within the range of about 0.2-10 microns.

    A solar roof is disclosed for providing air heated by solar energy to the interior of a prefabricated building of the type having a relatively low pitched roof structure formed by a plurality of interlocking ribbed roof panels. A solar radiation transmissive glazing is attached between the roof panel ribs or other support members to form air passageways. A duct-like inlet plenum communicates with the inlet of each passageway for selectively directing air from inside or outside of the building passageways. A duct-like exhaust plenum communicates with the outlet of each passageway for directing heated air to the building interior. The roof surface may be provided with a darkened coating to increase the absorptivity of the surface and increase the collecting efficiency. The glazing material may be thin flexible solar radiation transmissive sheets or relatively rigid panels of solar radiation transmissive material. The solar roof may be retrofitted to an existing roof structure to provide supplemental solar heating capability.

    To address the lack of knowledge of local solar variability, we have developed and deployed a low-cost solar variability datalogger (SVD). While most currently used solar irradiance sensors are expensive pyranometers with high accuracy (relevant for annual energy estimates), low-cost sensors display similar precision (relevant for solar variability) as high-cost pyranometers, even if they are not as accurate. In this work, we present evaluation of various low-cost irradiance sensor types, describe the SVD, and present validation and comparison of the SVD collected data. In conclusion, the low cost and ease of use of the SVD will enable a greater understandingmore » of local solar variability, which will reduce developer and utility uncertainty about the impact of solar photovoltaic (PV) installations and thus will encourage greater penetrations of solar energy.« less

The piezoelectric actuators can be coupled through a displacement-multiplier linkage to provide an increased range of movement of each lens. Each lens in the solar concentrator can be supported on a frame (also termed a tilt plate) having three legs, with the movement of the legs being controlled by the piezoelectric actuators.

    Portable solar heater structure is described. A substantially rectangular frame has a back with openings therethrough for permitting air to be drawn into the solar heater. A layer of insulating materials is in contact with the back. A plurality of cupshaped solar collectors open toward the front of the solar heater structure are positioned adjacent the insulating material. A cover is over the front of the solar heater having openings therein adjacent the top thereof through which air heated by the solar heater is passed. A passage is between the openings in the back and cover of the solar heater through which relatively cool air is drawn through the openings in the back over the collectors to be heated for subsequent withdrawal through the openings in the cover.
