    Natural gas is currently produced from the Upper Cretaceous Niobrara Formation in northeastern Colorado, northwestern Kansas, and several small fields in Nebraska. As a part of studies of low-permeability gas reservoirs in the northern Great Plains, the regional geologic setting of the Niobrara has been investigated in North Dakota, South Dakota, and Nebraska. Structural contours of the Ardmore Bentonite Bed suggest that the area of thin Niobrara strata presently approximates the south flank of the Williston basin and north flank of the Denver and Kennedy basins. Chalk tongues are interpreted as low-angle shelf surfaces, known as carbonate ramps, which sloped gently to the northwest and southeast off a paleotectonic high. The paleotectonic high cut obliquely across the seaway and was close to the position of the Transcontinental arch that influenced Paleozoic sedimentation. As a result, the present-day stratigraphy and structural setting of the Niobrara are different north and south of the arch crest. 58 references, 13 figures, 1 table.

    The Energy & Environmental Research Center (EERC) evaluated the water demand response/vulnerability to climate change factors of regional economic sectors in the northern Great Plains. Regardless of the cause of climatic trends currently observed, the research focused on practical evaluation of climate change impact, using water availability as a primary factor controlling long-term regional economic sustainability. Project results suggest that the Upper Missouri, Red River, and Upper Mississippi Watersheds exhibit analogous response to climate change, i.e., extended drought influences water availability in the entire region. The modified trend suggests that the next period for which the Red River Basin can expect a high probability of below normal precipitation will occur before 2050. Agriculture is the most sensitive economic sector in the region; however, analyses confirmed relative adaptability to changing conditions. The price of agricultural commodities is not a good indicator of the economic impact of climate change because production and price do not correlate and are subject to frequent and irregular government intervention. Project results confirm that high water demand in the primary economic sectors makes the regional economy extremely vulnerable to climatic extremes, with a similar response over the entire region. Without conservation-based water management policies, long-term periods of drought will limit socioeconomic development in the region and may threaten even the sustainability of current conditions.

  7. Potential Agricultural Uses of Flue Gas Desulfurization Gypsum in the Northern Great Plains

    Flue gas desulfurization gypsum (FGDG) is a byproduct from the combustion of coal for electrical energy production. Currently, FGDG is being produced by 15 electrical generating stations in Alabama, Florida, Indiana, Iowa, Kentucky, Ohio, North Carolina, South Carolina, Tennessee, Texas, and Wisconsin. Much of this byproduct is used in the manufacturing of wallboard. The National Network for Use of FGDG in Agriculture was initiated to explore alternative uses of this byproduct. In the northern Great Plains (North Dakota, South Dakota, and Montana), FGDG has the potential to be used as a Ca or S fertilizer, as an acid soil ameliorant, and for reclaiming or mitigating sodium-affected soils. Greater than 1.4 million Mg of FGDG could initially be used in these states for these purposes. Flue gas desulfurization gypsum can be an agriculturally important resource for helping to increase the usefulness of problem soils and to increase crop and rangeland production. Conducting beneficial use audits would increase the public awareness of this product and help identify to coal combustion electrical generating stations the agriculturally beneficial outlets for this byproduct.

  8. EVALUATING SHORT-TERM CLIMATE VARIABILITY IN THE LATE HOLOCENE OF THE NORTHERN GREAT PLAINS

    This literature study investigated methods and areas to deduce climate change and climate patterns, looking for short-term cycle phenomena and the means to interpret them. Many groups are actively engaged in intensive climate-related research. Ongoing research might be (overly) simplified into three categories: (1) historic data on weather that can be used for trend analysis and modeling; (2) detailed geological, biological (subfossil), and analytical (geochemical, radiocarbon, etc.) studies covering the last 10,000 years (about since last glaciation); and (3) geological, paleontological, and analytical (geochemical, radiometric, etc.) studies over millions of years. Of importance is our ultimate ability to join these various lines of inquiry into an effective means of interpretation. At this point, the process of integration is fraught with methodological troubles and misconceptions about what each group can contribute. This project has met its goals to the extent that it provided an opportunity to study resource materials and consider options for future effort toward the goal of understanding the natural climate variation that has shaped our current civilization. A further outcome of this project is a proposed methodology based on ''climate sections'' that provides spatial and temporal correlation within a region. The method would integrate cultural and climate data to establish the climate history of a region with increasing accuracy with progressive study and scientific advancement (e. g., better integration of regional and global models). The goal of this project is to better understand natural climatic variations in the recent past (last 5000 years). The information generated by this work is intended to provide better context within which to examine global climate change. The ongoing project will help to establish a basis upon which to interpret late Holocene short-term climate variability as evidenced in various studies in the northern Great Plains, northern

    Calcareous nodules and concretions from Franciscan melange matrix and parts of the Great Valley sequence outliers of northern California yielded well-preserved, diverse assemblages of fossil dinoflagellate cysts of late Albian age. Age interpretation of the samples is based on worldwide ranges of known dinoflagellate species. The melange samples are younger than most previously reported Franciscan melange matrix. Impagidinium-type gonyaulacoid cysts are dominant as opposed to spiniferites types, and species apparently related to shallow-water environments are scarce, which suggests that these assemblages represent an open-ocean environment. Assemblages have few species in common with assemblages of the same age from the Mid-Continent of North America, and more species in common with assemblages of the same age from the eastern Atlantic. Paleoenvironmental considerations probably account for this pattern, rather than paleogeography. Assemblages contain numerous previously undescribed species. Thirteen new species are presented.

    Air pollution is a serious problem in the region of the Great Smoky Mountains. The U.S. Environmental Protection Agency (EPA) may designate non-attainment areas by 2003 for ozone. Pollutants include nitrogen oxides (NO{sub x}), sulfur dioxide (SO{sub 2}), carbon monoxide (CO), volatile organic compounds (VOCs), lead, and particulate matter (PM), which are health hazards, damage the environment, and limit visibility. The main contributors to this pollution are industry, transportation, and utilities. Reductions from all contributors are needed to correct this problem. While improvements are projected in each sector over the next decades, the May 2000 Interim Report issued by the Southern Appalachian Mountains Initiative (SAMI) suggests that the percentage of NO{sub x} emissions from transportation may increase.

    This history examines the symbiotic relationship between three transcontinental railroads-the Union Pacific, Northern Pacific, and Great Northern-and coal mining in Montana, North Dakota, and Wyoming through 1920. Throughout their dual existence, American railroads and the coal industry enjoyed a mutually beneficial association. On the Northern Plains, however, this partnership assumed new dimensions. There, the coal and rails exerted unique influences upon one another. The location of deposits determined many of the transcontinentals' early decisions, especially route selection. The native fuel also was used to promote settlement on railroad lands. Two of the roads, the Union Pacific and Northern Pacific, held land grants containing valuable deposits. The Great Northern, having no such subsidy, acquired coal lands in northern Montana. On these properties, the three railroads pioneered the region's commercial coal mining industry. Eventually, each formed subsidiaries to direct their coal operations. While much of their production supplied steam locomotives, some was sold to the public. Furthermore, the policies of the Northern Pacific and Great Northern especially enabled their coal to stimulate non-railroad enterprises. In addition, all three provided the transportation which made exploitation by others economically feasible.

    A system that detects damage on or below the surface of a paved structure or pavement is provided. A distributed road assessment system includes road assessment pods and a road assessment server. Each road assessment pod includes a ground-penetrating radar antenna array and a detection system that detects road damage from the return signals as the vehicle on which the pod is mounted travels down a road. Each road assessment pod transmits to the road assessment server occurrence information describing each occurrence of road damage that is newly detected on a current scan of a road. The road assessment server maintains a road damage database of occurrence information describing the previously detected occurrences of road damage. After the road assessment server receives occurrence information for newly detected occurrences of road damage for a portion of a road, the road assessment server determines which newly detected occurrences correspond to which previously detected occurrences of road damage.

    Disclosed are improvments to a rapid road repair vehicle comprising an improved cleaning device arrangement, two dispensing arrays for filling defects more rapidly and efficiently, an array of pre-heaters to heat the road way surface in order to help the repair material better bond to the repaired surface, a means for detecting, measuring, and computing the number, location and volume of each of the detected surface imperfection, and a computer means schema for controlling the operation of the plurality of vehicle subsystems. The improved vehicle is, therefore, better able to perform its intended function of filling surface imperfections while moving over those surfaces at near normal traffic speeds.

The government of this only recently independent country puts great emphasis on petroleum development and welcomes foreign companies. The major portion of the production comes from the fields in the Cabinda area. In the future, the reserves in the Congo basin will become more important. Exploration activity is intense and concentrated on the near offshore area of the country. The gas reserves are still not entirely known; present production serves only the needs of petroleum production, including a gas injection project in the Cabinda area and the production of LPG. A map of the offshore concession blocks also is shown.

    The Horseshoe Road site is an area of approximately 15 acres located on Horseshoe Road near the Raritan River in northern Sayreville, Middlesex County, New Jersey. The site consists of distinct areas that have been grouped together and are considered one site on the National Priorities List (NPL). These areas include: (1) Atlantic Resources, which also includes The Horseshoe Road Dump area; (2) Atlantic Development; and (3) The Sayreville Pesticide Dump. The heaviest contamination appears to be closer to the buildings and inside the fences. There is, however significant areas of contamination outside restricted areas. Of particular concern in these accessible areas are: PCB`s pesticides, eg., DDD, DDT, aldrin, endosulfan, and heptachlor; PAH`s, eg., benzo(g,h,i)perylene; and metals, e.g., arsenic, chromium, and lead. Although there are presently no completed human exposure pathways at the site, trespassers constitute a potential exposure pathway.

This project is owned and operated by Edison Energy Services, and was implemented on a fast-track basis by Raytheon Engineers and Constructors, Babcock Material Handling, and Babcock and Wilcox. This paper presents important process issues, basic design criteria, an the challenges of engineering and building a state-of-the-art PCI facility in two existing plants. Pulverized coal is prepared at the River Rouge Power Plant of Detroit Edison, is pneumatically conveyed 6,000 feet to a storage silo at Great Lakes Steel, and is injected into three blast furnaces.

    Semi-arid woodlands have dominated the middle elevations of Great Basin mountain ranges during the Holocene where subalpine woodlands prevailed during the Pleistocene. Ancient woodrat middens, and in a few cases pollen records indicate in the late Pleistocene and early Holocene woodland history lowered elevation of subalpine woodland species. After a middle Holocene retrenchment at elevations in excess of 500 meters above today, Juniper-dominated semi-arid woodland reached its late Holocene maximum areal extent during the Neoglacial (2 to 4 ka). These records, along with others indicate contracting semi-arid woodland after the Neoglacial about 1.9 ka. Desert shrub community expansion coupled with increased precariousness of wetland areas in the southern Great Basin between 1.9 and 1.5 ka coincide with shrinking wet-lands in the west-central and northern Great Basin. Coincident greater grass abundance in northern Great Basin sagebrush steppe, reaching its maximum between 1.5 and 1.2 ka, corresponds to dramatic increases in bison remains in the archaeological sites of the northern Intermontane West. Pollen and woodrat midden records indicate that this drought ended about 1.5 ka. Succeeding ameliorating conditions resulted in the sudden northward and downward expansion of pinon into areas that had been dominated by juniper during the Neoglacial. Maximum areal extent of pinon dominated semi-arid woodland in west-central Nevada was centered at 1.2 ka. This followed by 100 years the shift in dominance from juniper to pinon in southern Nevada semi-arid woodlands. Great Basin woodlands suffered from renewed severe droughts between .5 to .6 ka. Effectively wetter conditions during the {open_quotes}Little Ice Age{close_quotes} resulted in re-expansion of semi-arid woodland. Activities related to European settlement in the Great Basin have modified prehistoric factors or imposed new ones that are affecting woodland response to climate.

    We present in this article a stochastic queuing model for the raod traffic. The model is based on the M/G/c/c state dependent queuing model, and is inspired from the deterministic Godunov scheme for the road traffic simulation. We first propose a variant of M/G/c/c state dependent model that works with density-flow fundamental diagrams rather than density-speed relationships. We then extend this model in order to consider upstream traffic demand as well as downstream traffic supply. Finally, we show how to model a whole raod by concatenating raod sections as in the deterministic Godunov scheme.

    The goal of the Road Transportable Analytical Laboratory (RTAL) Project is the development and demonstration of a system to meet the unique needs of the DOE for rapid, accurate analysis of a wide variety of hazardous and radioactive contaminants in soil, groundwater, and surface waters. This laboratory system has been designed to provide the field and laboratory analytical equipment necessary to detect and quantify radionuclides, organics, heavy metals and other inorganic compounds. The laboratory system consists of a set of individual laboratory modules deployable independently or as an interconnected group to meet each DOE site`s specific needs.

USDA Forest Service, Savannah River, Aiken, SC. 28 pp. Abstract - This paper explains the rationale and results of a 1991 road erosion inventory conducted by members of the USDA Forest Service – Savannah River (FS-SR) and USDA Natural Resources Conservation Service (NRCS). The inventory provided information for the Department of Energy - Savannah River (DOE-SR) to justify the need for developing an erosion and sediment control program with appropriate funding, personnel, and equipment. Federally managed since the early 1950’s, the SRS is located on 198,344 acres (80,301 hectares) in the South Carolina counties of Aiken, Barnwell, and Allendale. Located along the eastern border of the Savannah River, the SRS is located within the Upper and Lower Coastal Plains of South Carolina.

    The nexus between thermoelectric power production and water use is not uniform across the U.S., but rather differs according to regional physiography, demography, power plant fleet composition, and the transmission network. That is, in some regions water demand for thermoelectric production is relatively small while in other regions it represents the dominate use. The later is the case for the Great Lakes region, which has important implications for the water resources and aquatic ecology of the Great Lakes watershed. This is today, but what about the future? Projected demographic trends, shifting lifestyles, and economic growth coupled with the threat of global climate change and mounting pressure for greater U.S. energy security could have profound effects on the region's energy future. Planning for such an uncertain future is further complicated by the fact that energy and environmental planning and regulatory decisionmaking is largely bifurcated in the region, with environmental and water resource concerns generally taken into account after new energy facilities and technologies have been proposed, or practices are already in place. Based on these confounding needs, the objective of this effort is to develop Great Lakes-specific methods and tools to integrate energy and water resource planning and thereby support the dual goals of smarter energy planning and development, and protection of Great Lakes water resources. Guiding policies for this planning are the Great Lakes and St. Lawrence River Basin Water Resources Compact and the Great Lakes Water Quality Agreement. The desired outcome of integrated energy-water-aquatic resource planning is a more sustainable regional energy mix for the Great Lakes basin ecosystem.

    This developmental effort clearly shows that a Road Transportable Analytical Laboratory System is a worthwhile and achievable goal. The RTAL is designed to fully analyze (radioanalytes, and organic and inorganic chemical analytes) 20 samples per day at the highest levels of quality assurance and quality control. It dramatically reduces the turnaround time for environmental sample analysis from 45 days (at a central commercial laboratory) to 1 day. At the same time each RTAL system will save the DOE over $12 million per year in sample analysis costs compared to the costs at a central commercial laboratory. If RTAL systems were used at the eight largest DOE facilities (at Hanford, Savannah River, Fernald, Oak Ridge, Idaho, Rocky Flats, Los Alamos, and the Nevada Test Site), the annual savings would be $96,589,000. The DOE`s internal study of sample analysis needs projects 130,000 environmental samples requiring analysis in FY 1994, clearly supporting the need for the RTAL system. The cost and time savings achievable with the RTAL system will accelerate and improve the efficiency of cleanup and remediation operations throughout the DOE complex.

    Early theories concerning geothermal recharge in the Great Basin implied recharge was by recent precipitation. Physical, chemical, and isotopic differences between thermal and non-thermal fluids and global paleoclimatic indicators suggest that recharge occurred during the late Pleistocene. Polar region isotopic studies demonstrate that a depletion in stable light-isotopes of precipitation existed during the late Pleistocene due to the colder, wetter climate. Isotopic analysis of calcite veins and packrat midden megafossils confirm the depletion event occurred in the Great Basin. Isotopic analysis of non-thermal springs is utilized as a proxy for local recent precipitation. Contoured plots of deuterium concentrations from non-thermal and thermal water show a regional, systematic variation. Subtracting contoured plots of non-thermal water from plots of thermal water reveals that thermal waters on a regional scale are generally isotopically more depleted. Isolated areas where thermal water is more enriched than non-thermal water correspond to locations of pluvial Lakes Lahontan and Bonneville, suggesting isotopically enriched lake water contributed to fluid recharge. These anomalous waters also contain high concentrations of sodium chloride, boron, and other dissolved species suggestive of evaporative enrichment. Carbon-age date and isotopic data from Great Basin thermal waters correlate with the polar paleoclimate studies. Recharge occurred along range bounding faults. 151 refs., 62 figs., 15 tabs.

    The Northern Cheyenne Tribe, located in Rosebud and Bighorn counties in southeastern Montana, plans to conduct preconstruction activities for a 30-MW wind facility. The tribe was awarded a feasibility study grant in FY2002 for wind resource monitoring, and is accelerating the study and proceeding with development after the collected resource data was correlated to long-term wind resource data from a nearby site, and the resources confirmed. Activities include permitting, avian and cultural assessments, and the transmission and interconnection studies needed to obtain financing and power purchase agreements.

    With the development of the shield support, the primary requirement for successful ground control in longwall mining is to provide stable gate road and bleeder entries. Wood cribbing has been the dominant form of secondary and supplemental support. However, the cost and limited availability of timber, along with the poor performance of softwood crib supports, has forced western U.S. mines to explore the utilization of support systems other than conventional wood cribbing. The recent success of cable bolts has engendered much interest from western operators. Eastern U.S. coal operators are also now experimenting with various intrinsic and freestanding alternative support systems that provide effective ground control while reducing material handling costs and injuries. These innovative freestanding support systems include (1) {open_quotes}The Can{close_quotes} support by Burrell Mining Products International, Inc., (2) Hercules and Link-N-Lock wood cribs and Propsetter supports by Strata Products (USA) Inc., (3) Variable Yielding Crib and Power Crib supports by Mountainland Support Systems, (4) the Confined Core Crib developed by Southern Utah Fuels Corporation; and (5) the MEGA prop by MBK Hydraulik. This paper assesses design considerations and compares the performance and application of these alternative secondary support systems. Support performance in the form of load-displacement behavior is compared to conventional wood cribbing. Much of the data was developed through full-scale tests conducted by the U.S. Bureau of Mines (USBM) at the Strategic Structures Testing Laboratory in the unique Mine Roof Simulator load frame at the Pittsburgh Research Center. A summary of current mine experience with these innovative supports is also documented.

    Transport infrastructure has a wide array of effects on terrestrial and aquatic ecosystems, and road and railway networks are increasingly being associated with a loss of biodiversity worldwide. Environmental Impact Assessment (EIA) and Strategic Environmental Assessment (SEA) are two legal frameworks that concern physical planning, with the potential to identify, predict, mitigate and/or compensate transport infrastructure effects with negative impacts on biodiversity. The aim of this study was to review the treatment of ecological impacts in environmental assessment of transport infrastructure plans and projects. A literature review on the topic of EIA, SEA, biodiversity and transport infrastructure was conducted, and 17 problem categories on the treatment of biodiversity were formulated by means of a content analysis. A review of environmental impact statements and environmental reports (EIS/ER) produced between 2005 and 2013 in Sweden and the UK was then conducted using the list of problems as a checklist. The results show that the treatment of ecological impacts has improved substantially over the years, but that some impacts remain problematic; the treatment of fragmentation, the absence of quantitative analysis and that the impact assessment study area was in general delimited without consideration for the scales of ecological processes. Actions to improve the treatment of ecological impacts could include improved guidelines for spatial and temporal delimitation, and the establishment of a quantitative framework including tools, methods and threshold values. Additionally, capacity building and further method development of EIA and SEA friendly spatial ecological models can aid in clarifying the costs as well as the benefits in development/biodiversity tradeoffs. - Highlights: • The treatment of ecological impacts in EIA and SEA has improved. • Quantitative methods for ecological impact assessment were rarely used • Fragmentation effects were recognized

    The purpose of an Environmental Assessment (EA) is to provide the DOE with sufficient evidence and analysis to determine whether to prepare an Environmental Impact Statement (EIS) or a Finding of No Significant Impact (FONSI). Additional considerations (such as costs, timing, or non-environmental legal issues) that influence DOE decisions are not analyzed in this EA. As part of its initiative to fulfill its responsibilities to provide support for the County of Los Alamos (the County), in northern New Mexico, the US Department of Energy (DOE) proposes to transfer ownership of the undeveloped, so called, DP Road property to the County. Transfer of this tract would permanently reduce the size of Los Alamos National Laboratory (LANL) by approximately 0.1%. Approximately 12 hectares (28 acres) would be changed from an undeveloped to a developed status. This would result in an equivalent loss of wildlife habitat. A hypothetical accident was analyzed that evaluated potential radiological dose to the public at the DP Road tract from LANL operations. The dose to the hypothetical worker population of 450 new employees could result in an increase of approximately three latent cancer fatalities in the population. The DOE finds that there would be no significant impact from proceeding with the transfer of the 28-acre tract for development and use as a business park or for light industrial purposes.

    Maywood Chemical Works (MCW) of Maywood, New Jersey, generated process wastes and residues associated with the production and refining of thorium and thorium compounds from monazite ores from 1916 to 1956. MCW supplied rare earth metals and thorium compounds to the Atomic Energy Commission and various other government agencies from the late 1940s to the mid-1950s. Area residents used the sandlike waste from this thorium extraction process mixed with tea and cocoa leaves as mulch in their yards. Some of these contaminated wastes were also eroded from the site into Lodi Brook. At the request of the US Department of Energy (DOE), a group from Oak Ridge National Laboratory conducts investigative radiological surveys of properties in the vicinity of MCW to determine whether a property is contaminated with radioactive residues, principally {sup 232}Th, derived from the MCW site. The survey typically includes direct measurement of gamma radiation levels and soil sampling for radionuclide analyses. The survey of this site, 28 Long Valley Road, Lodi, New Jersey (LJ047), was conducted during 1985, 1986, 1987. Some radionuclide measurements were greater than typical background levels in the northern New Jersey area. MCW supplied rare earth metals and thorium compounds to the Atomic Energy Commission and various other government agencies from the late 1940s to the mid-1950s. Area residents used the sandlike waste from this thorium extraction process mixed with tea and cocoa leaves as mulch in their yards. Some of these contaminated wastes were also eroded from the site into Lodi Brook. At the request of the US Department of Energy (DOE), a group from Oak Ridge National Laboratory conducts investigative radiological surveys of properties in the vicinity of MCW to determine whether a property is contaminated with radioactive residues, principally {sup 232}Th, derived from the MCW site. The survey typically includes direct measurement of gamma radiation levels and soil sampling for radionuclide analyses.   13. Lunette dunes and yardangs of the Carson desert, Nevada: Implications for Holocene eolian activity in the northern Great Basin

    A large complex of lunette dunes consisting of two and locally three ridges up to 40 m high occurs on the northeast margin of the Carson Sink playa. The outer, or north-easterly, ridge consists of a core of fine and coarse and partially cemented by saline clay and silt (Unit 1) with avalanche face cross-beds dipping to the north-east at 25--30[degree], as well as planar sets of wind ripple laminae with dips to both the northeast and west at 2--5[degree]. Overlying this unit on the crest and lee side of the ridge is 2--5 m of mobile poorly sorted, very fine and coarse sand that forms an active avalanche face up to 25 m high on the east side of the ridge (Unit 3). At a number of localities, the indurated core of the larger dune ridge is carved into yardanges, or streamlined small hills with a lemniscate shape that result from wind erosion of homogeneous sediments. The dunes overlie, with an erosional contact, Late Pleistocene saline lacustrine clays of paleolake Lahontan. They represent at least two episodes of mid- to late-Holocene deflation of sediments from the Carson Sink playa. Erosion of the dunes and yardang formation suggests: (1) termination of sediment supply from the playa as a result of reduced sediment supply and runoff from the Carson River, (2) cementation of the dunes by clay and silt accumulation, and (3) modern eolian erosion through flow acceleration on dune windward slopes.

    In fiscal year 2005, the Energy & Environmental Research Center (EERC) received funding from the U.S. Department of Energy (DOE) to undertake a broad array of tasks to either directly or indirectly address the barriers that faced much of the Great Plains states and their efforts to produce and transmit wind energy at the time. This program, entitled Great Plains Wind Energy Transmission Development Project, was focused on the central goal of stimulating wind energy development through expansion of new transmission capacity or development of new wind energy capacity through alternative market development. The original task structure was as follows: Task 1 - Regional Renewable Credit Tracking System (later rescoped to Small Wind Turbine Training Center); Task 2 - Multistate Transmission Collaborative; Task 3 - Wind Energy Forecasting System; and Task 4 - Analysis of the Long-Term Role of Hydrogen in the Region. As carried out, Task 1 involved the creation of the Small Wind Turbine Training Center (SWTTC). The SWTTC, located Grand Forks, North Dakota, consists of a single wind turbine, the Endurance S-250, on a 105-foot tilt-up guyed tower. The S-250 is connected to the electrical grid on the 'load side' of the electric meter, and the power produced by the wind turbine is consumed locally on the property. Establishment of the SWTTC will allow EERC personnel to provide educational opportunities to a wide range of participants, including grade school through college-level students and the general public. In addition, the facility will allow the EERC to provide technical training workshops related to the installation, operation, and maintenance of small wind turbines. In addition, under Task 1, the EERC hosted two small wind turbine workshops on May 18, 2010, and March 8, 2011, at the EERC in Grand Forks, North Dakota.     The U. S. Department of Energy, Idaho Operations Office is considering options for construction of a multipurpose haul road to transport materials and wastes between the Materials and Fuels Complex (MFC) and other Idaho National Laboratory (INL) Site facilities. The proposed road will be closed to the public and designed for limited year-round use. Two primary options are under consideration: a new route south of the existing T-25 power line road and an upgrade to road T-24. In the Spring of 2010, archaeological field surveys and initial coordination and field reconnaissance with representatives from the Shoshone-Bannock Tribes were completed to identify any resources that may be adversely affected by the proposed road construction and to develop recommendations to protect any listed or eligible for listing on the National Register of Historic Places. The investigations showed that 24 archaeological resources and one historic marker are located in the area of potential effects for road construction and operation south of the T-25 powerline road and 27archaeological resources are located in the area of potential effects for road construction and operation along road T-24. Generalized tribal concerns regarding protection of natural resources were also documented in both road corridors. This report outlines recommendations for additional investigations and protective measures that can be implemented to minimize adverse impacts to the identified resources.

During this reconnaissance, several archaeological sites of National Register quality were discovered and recorded including a large quarry, site 26Ny4892, and a smaller lithic scatter, site 26Ny4894. Analysis of the debitage at 26Ny4892 indicates that this area was used primarily as a quarry for relatively small cobbles of obsidian found in the alluvium. Lithic reduction techniques used here are designed for efficiently reducing small pieces of toolstone and are oriented towards producing flake blanks from small cores and bifacially reducing exhausted cores. Projectile point cross references indicate that the area has seen at least casual use for about 10,000 years and more sustained use for the last 3,000 years. Initial obsidian hydration measurements indicate sustained use of the quarry for about the last 3,000 years although the loci of activities appear to change over time. Based on this study, the DRI recommends that quarrying activities in the area of 26Ny4892 are sufficiently sampled and that additional investigations into that aspect of prehistoric activity in the area are not necessary. This does not apply to other aspects of prehistoric use. DRI recommends that preconstruction surveys continue to identify nonquarrying, prehistoric utilization of the area. With the increased traffic on the Buckboard Mesa Road, there is a greater potential for vandalism to sites of National Register-quality located near the road. The DRI recommends that during the orientation briefing the workers at the Test Site be educated about the importance of cultural resources and the need for their protection. 202 refs., 41 figs., 52 tabs.

    The Road Transportable Analytical Laboratory (RTAL) has been used in support of US Department of Energy (DOE) site and waste characterization and remediation planning at Fernald Environmental Management Project (FEMP) and is being considered for implementation at other DOE sites, including the Paducah Gaseous Diffusion Plant. The RTAL laboratory system consists of a set of individual laboratory modules deployable independently or as an interconnected group to meet each DOE site`s specific analysis needs.     There are four Jurassic to Recent basin-forming periods in northern Central America (honduras, Honduran Borderlands, Belize, Guatemala, northern Nicaragua): (1) Middle Jurassic-Early Cretaceous rifting and subsidence along normal faults in Honduras and Guatemala; rifts are suggested but are not well defined in Honduras by the distribution of clastic sediments and associated volcanic rocks. Rifting is attributed to the separation of Central America from the southern margin of the North American plate; (2) Cretaceous subsidence recorded by the development of a Cretaceous carbonate platform in Honduras, Guatemala, and Belize; subsidence is attributed to thermal subsidence of the rifted margins of the various blocks; (3) Late Cretaceous-Recent development of a volcanic arc along the western margin of Middle America and the northern margin of Honduras; (4) Late Cretaceous large-scale folding in Honduras, ophiolite obduction, and formation of a foredeep basin in Guatemala (Sepur trough); deformation is attributed to the collision between a north-facing arc in northern Honduras and the Nicaraguan Rise and the passive margin of Guatemala and Belize; and (5) Eocene to Recent strike-slip faulting along the present-day North American-Caribbean plate boundary in Guatemala, northern Honduras, and Belize. Strike-slip faults and basins form a California-type borderlands characterized by elongate basins that appear as half-grabens in profile. Counterclockwise rotation of the central honduras plateau, a thicker and topographically higher-than-average block within the plate boundary zone, is accommodated by rifting or strike-slip faults at its edges.

    The Northern Counties Area Development Plan evaluated the regional market potential for utilizing geothermal energy. This study identified five potential geothermal resource areas, four of which have low temperature (<90{sup 0}C, 194{sup 0}F) potential and one possible igneous system. The average population growth rate in the Northern Counties is expected to be five percent per year over the next 40 years, with Mohave and Yavapai Counties growing the fastest. Rapid growth is anticipated in all major employment sectors, including trade, service, manufacturing, mining and utilities. A regional energy use analysis is included, containing information on current energy use patterns for all user classes. Water supplies are expected to be adequate for expected growth generally, though Yavapai and Gila Counties will experience water deficiencies. A preliminary district heating analysis is included for the towns of Alpine and Springerville. Both communities are believed located on geothermal resource sites. The study also contains a section identifying potential geothermal resource users in northern Arizona.

    Methods have been developed to measure in situ the dynamic impact of both road and rail vehicles on the infrastructure and the environment. The resulting data sets have been analysed to quantify the environmental impacts in a transparent manner across both modes. A primary concern is that a small number of vehicles are being operated outside safe or regulatory limits which can have a disproportionate large impact. The analysis enables the various impacts to be ranked across both modes so enabling one to discern the benefits of intermodal transport. The impact of various policy options is considered and how to identify vehicles which can be classified as environmentally friendly. This would require European agreement as many heavy goods vehicle operate across country borders.

    The Irish National Roads Authority (NRA) recently completed over twenty post environmental impact assessment evaluations of noise chapters prepared as part of Environmental Impact Statements (EISs) for new national road schemes in Ireland. The study focused on a range of issues including a review of noise monitoring procedures, noise prediction methodologies and an assessment of the effectiveness of noise mitigation measures currently in use on national road schemes. This review was carried out taking cognisance of best international practices for noise assessment and methodologies used to mitigate road traffic noise. The primary focus of the study was to assess the actual noise impacts of national road scheme developments and to revise, where necessary, methodologies recommended in the current NRA guidance document describing the treatment of noise on national road schemes. This paper presents a summary of the study and identifies a number of key areas that should be considered prior to the development of future guidance documents. - Highlights: Black-Right-Pointing-Pointer Presents a post-EIS evaluation of noise assessments for national roads in Ireland.     This report is about the market for airline travel in northern New Mexico. Interest in developing a northern New Mexico regional airport has periodically surfaced for a number of years. The New Mexico State Legislature passed a memorial during the 1998 Second Session calling for the conduct of a study to determine the feasibility of building a new regional airport in NNM. This report is a study of the passenger market feasibility of such an airport. In addition to commercial passenger market feasibility, there are other feasibility issues dealing with siting, environmental impact, noise, economic impact, intermodal transportation integration, region-wide transportation services, airport engineering requirements, and others. These other feasibility issues are not analyzed in any depth in this report although none were discovered to be show-stoppers as a by-product of the authors doing research on the passenger market itself. Preceding the need for a detailed study of these other issues is the determination of the basic market need for an airport with regular commercial airline service in the first place. This report is restricted to an in-depth look at the market for commercial passenger air service in NNM. 20 figs., 8 tabs.

    The Atmospheric Radiation Measurement (ARM) Program is aimed at supplying improved predictive capability of climate change, particularly the prediction of cloud-climate feedback. The objective will be achieved by measuring the atmospheric radiation and physical and meteorological quantities that control solar radiation in the earth`s atmosphere and using this information to test global climate and related models. The proposed action is to construct and operate a Cloud and Radiation Testbed (CART) research site in the southern Great Plains as part of the Department of Energy`s Atmospheric Radiation Measurement Program whose objective is to develop an improved predictive capability of global climate change. The purpose of this CART research site in southern Kansas and northern Oklahoma would be to collect meteorological and other scientific information to better characterize the processes controlling radiation transfer on a global scale. Impacts which could result from this facility are described.

    - The resulting along?fault and fault?to?fault variation in slip or dilation potential is a proxy for along fault and fault?to?fault variation in fluid flow conduit potential. Stress Magnitudes and directions were calculated across the entire Great Basin. Stress field variation within each focus area was approximated based on regional published data and the world stress database (Hickman et al., 2000; Hickman et al., 1998 Robertson?Tait et al., 2004; Hickman and Davatzes, 2010; Davatzes and Hickman, 2006; Blake and Davatzes 2011; Blake and Davatzes, 2012; Moeck et al., 2010; Moos and Ronne, 2010 and Reinecker et al., 2005). The minimum horizontal stress direction (Shmin) was contoured, and spatial bins with common Shmin directions were calculated. Based on this technique, we subdivided the Great Basin into nine regions (Shmin <070, 070140). Slip and dilation tendency were calculated using 3DStress for the faults within each region using the mean Shmin for the region. Shmin variation throughout Great Basin are shown on Figure 3. For faults within the Great Basin proper, we applied a normal faulting stress regime, where the vertical stress (sv) is larger than the maximum horizontal stress (shmax), which is larger than the minimum horizontal stress (sv>shmax>shmin). Based on visual inspection of the limited stress magnitude data in the Great Basin, we used magnitudes such that shmin/shmax = .527 and shmin/sv= .46. These values are consistent with stress magnitude data at both Dixie Valley (Hickman et al., 2000) and Yucca Mountain (Stock et al., 1985). For faults within the Walker Lane/Eastern California Shear Zone, we applied a strike?slip faulting stress, where shmax > sv > shmin. Upon visual inspection of limited stress magnitude data from the Walker Lane and Eastern California Shear zone, we chose values such that SHmin/SHmax = .46 and Shmin/Sv= .527

Stress field variation within each focus area was approximated based on regional published data and the world stress database (Hickman et al., 2000; Hickman et al., 1998 Robertson?Tait et al., 2004; Hickman and Davatzes, 2010; Davatzes and Hickman, 2006; Blake and Davatzes 2011; Blake and Davatzes, 2012; Moeck et al., 2010; Moos and Ronne, 2010 and Reinecker et al., 2005). The minimum horizontal stress direction (Shmin) was contoured, and spatial bins with common Shmin directions were calculated. Based on this technique, we subdivided the Great Basin into nine regions (Shmin <070, 070140). Slip and dilation tendency were calculated using 3DStress for the faults within each region using the mean Shmin for the region. Shmin variation throughout Great Basin are shown on Figure 3. For faults within the Great Basin proper, we applied a normal faulting stress regime, where the vertical stress (sv) is larger than the maximum horizontal stress (shmax), which is larger than the minimum horizontal stress (sv>shmax>shmin). Based on visual inspection of the limited stress magnitude data in the Great Basin, we used magnitudes such that shmin/shmax = .527 and shmin/sv= .46. These values are consistent with stress magnitude data at both Dixie Valley (Hickman et al., 2000) and Yucca Mountain (Stock et al., 1985). For faults within the Walker Lane/Eastern California Shear Zone, we applied a strike?slip faulting stress, where shmax > sv > shmin. Upon visual inspection of limited stress magnitude data from the Walker Lane and Eastern California Shear zone, we chose values such that SHmin/SHmax = .46 and Shmin/Sv= .527

    Alternative compression ignition engine fuels are of interest both to reduce emissions and to reduce U.S. petroleum fuel demand. A Malaysian Fischer-Tropsch gas-to-liquid fuel was compared with California No.2 diesel by characterizing emissions from over the road Class 8 tractors with Caterpillar 3176 engines, using a chassis dynamometer and full scale dilution tunnel. The 5-Mile route was employed as the test schedule, with a test weight of 42,000 lb. Levels of oxides of nitrogen (NO{sub x}) were reduced by an average of 12% and particulate matter (PM) by 25% for the Fischer-Tropsch fuel over the California diesel fuel. Another distillate fuel produced catalytically from Fischer-Tropsch products originally derived from natural gas by Mossgas was also compared with 49-state No.2 diesel by characterizing emissions from Detroit Diesel 6V-92 powered transit buses, three of them equipped with catalytic converters and rebuilt engines, and three without. The CBD cycle was employed as the test schedule, with a test weight of 33,050 lb. For those buses with catalytic converters and rebuilt engines, NO x was reduced by 8% and PM was reduced by 31% on average, while for those buses without, NO x was reduced by 5% and PM was reduced by 20% on average. It is concluded that advanced compression ignition fuels from non-petroleum sources can offer environmental advantages in typical line haul and city transit applications.

    Slip and dilation tendency on the Great Basin fault surfaces (from the USGS Quaternary Fault Database) were calculated using 3DStress (software produced by Southwest Research Institute). Slip and dilation tendency are both unitless ratios of the resolved stresses applied to the fault plane by the measured ambient stress field. - Values range from a maximum of 1 (a fault plane ideally oriented to slip or dilate under ambient stress conditions) to zero (a fault plane with no potential to slip or dilate). - Slip and dilation tendency values were calculated for each fault in the Great Basin. As dip is unknown for many faults in the USGS Quaternary Fault Database, we made these calculations using the dip for each fault that would yield the maximum slip or dilation tendency. As such, these results should be viewed as maximum slip and dilation tendency. - The resulting along‐fault and fault‐to‐fault variation in slip or dilation potential is a proxy for along fault and fault‐to‐fault variation in fluid flow conduit potential.     The Great Basin Center for Geothermal Energy, part of the University of Nevada, Reno, conducts research towards the establishment of geothermal energy as an economically viable energy source within the Great Basin. The Center specializes in collecting and synthesizing geologic, geochemical, geodetic, geophysical, and tectonic data, and using Geographic Information System (GIS) technology to view and analyze this data and to produce favorability maps of geothermal potential. The interactive maps are built with layers of spatial data that are also available as direct file downloads (see DDE00299). The maps allow analysis of these many layers, with various data sets turned on or off, for determining potential areas that would be favorable for geothermal drilling or other activity. They provide information on current exploration projects and leases, Bureau of Land Management land status, and map presentation of each type of scientific spatial data: geothermal, geophysical, geologic, geodetic, groundwater, and geochemical.

    The Great Western Malting Company recently constructed a barley malting facility in Pocatello, Idaho, designed to produce 6.0 million bushels per year of brewing malt. This facility uses natural gas to supply the energy for germination and kilning processes. The escalating cost of natural gas has prompted the company to look at alternate and more economical sources of energy. Trans Energy Systems has investigated the viabiity of using geothermal energy at the new barley processing plant. Preliminary investigations show that a geothermal resource probably exists, and payback on the installation of a system to utilize the resource will occur in under 2 years. The Great Western Malting plant site has geological characteristics which are similar to areas where productive geothermal wells have been established. Geological investigations indicate that resource water temperatures will be in the 150 to 200/sup 0/F range. Geothermal energy of this quality will supply 30 to 98% of the heating requirements currently supplied by natural gas for this malting plant. Trans Energy Systems has analyzed several systems of utilizing the geothermal resource at the Great Western barley malting facility. These systems included: direct use of geothermal water; geothermal energy heating process water through an intermediary heat exchanger; coal or gas boosted geothermal systems; and heat pump boosted geothermal system. The analysis examined the steps that are required to process the grain.

    The Council of Great Lakes Governors administered the Great Lakes Biomass State and Regional Partnership (GLBSRP) under contract with the U. S. Department of Energy (DOE). This Partnership grew out of the existing Regional Biomass Energy Program which the Council had administered since 1983. The GLBSRP includes the States of Illinois, Indiana, Iowa, Michigan, Minnesota, Ohio and Wisconsin. The GLBSRP's overall goal is to facilitate the increased production and use of bioenergy and biobased products throughout the region. The GLBSRP has traditionally addressed its goals and objectives through a three-pronged approach: providing grants to the States; undertaking region-wide education, outreach and technology transfer projects; and, providing in-house management, support and information dissemination. At the direction of US Department of Energy, the primary emphasis of the GLBSRP in recent years has been education and outreach. Therefore, most activities have centered on developing educational materials, hosting workshops and conferences, and providing technical assistance. This report summarizes a selection of activities that were accomplished under this cooperative agreement.

  1. Structural investigations of Great Basin geothermal fields: Applications and implications

    Because fractures and faults are commonly the primary pathway for deeply circulating hydrothermal fluids, structural studies are critical to assessing geothermal systems and selecting drilling targets for geothermal wells. Important tools for structural analysis include detailed geologic mapping, kinematic analysis of faults, and estimations of stress orientations. Structural assessments are especially useful for evaluating geothermal fields in the Great Basin of the western USA, where regional extension and transtension combine with high heat flow to generate abundant geothermal activity in regions having little recent volcanic activity. The northwestern Great Basin is one of the most geothermally active areas in the USA. The prolific geothermal activity is probably due to enhanced dilation on N- to NNE-striking normal faults induced by a transfer of NW-directed dextral shear from the Walker Lane to NW-directed extension. Analysis of several geothermal fields suggests that most systems occupy discrete steps in normal fault zones or lie in belts of intersecting, overlapping, and/or terminating faults. Most fields are associated with steeply dipping faults and, in many cases, with Quaternary faults. The structural settings favoring geothermal activity are characterized by subvertical conduits of highly fractured rock along fault zones oriented approximately perpendicular to the WNW-trending least principal stress. Features indicative of these settings that may be helpful in guiding exploration for geothermal resources include major steps in normal faults, interbasinal highs, groups of relatively low discontinuous ridges, and lateral jogs or terminations of mountain ranges.

  16. Rubber friction on road surfaces: Experiment and theory for low sliding speeds

    We study rubber friction for tire tread compounds on asphalt road surfaces. The road surface topographies are measured using a stylus instrument and atomic force microscopy, and the surface roughness power spectra are calculated. The rubber viscoelastic modulus mastercurves are obtained from dynamic mechanical analysis measurements and the large-strain effective modulus is obtained from strain sweep data. The rubber friction is measured at different temperatures and sliding velocities, and is compared to the calculated data obtained using the Persson contact mechanics theory. We conclude that in addition to the viscoelastic deformations of the rubber surface by the road asperities, there is an important contribution to the rubber friction from shear processes in the area of contact. The analysis shows that the latter contribution may arise from rubber molecules (or patches of rubber) undergoing bonding-stretching-debonding cycles as discussed in a classic paper by Schallamach.
