  3. Exploration strategy in Keg River carbonates of northwestern Alberta, Canada

    The analysis of reservoir quality and seal capacity of the Middle Devonian Keg River carbonate reservoirs in northwestern Alberta requires facies studies of rock units of the Keg River Formation and of the overlying Muskeg and Sulphur Point formations. Using lithologic criteria, faunal type, and stratigraphic positions, the entire sequence is subdivided into ten major facies. The system used is that of standard facies belts with second-order modification to Wilson's terminology. These facies are (from basin to land): basin, open sea shelf, toe of slope, foreslope, organic buildup, shoal lime sand, open lagoon, restricted lagoon, tidal flats, and sabkha evaporites. The upper member of the Keg River Formation is the main hydrocarbon reservoir in the study area. It consists of floatstone, rudstone, and boundstone with wackestone, packstone, and grainstone matrix. The principal faunal constituents are crinoids, brachiopods, stromatoporoids, corals, and stachyodes. The reservoir porosity is of primary intergranular and intragranular and secondary vugular textures. The upper Keg River member is composed of two major facies: patch reefs and banks. Both facies are formed in an open lagoon environment fronted by Presqu'ile barrier to the west-northwest. Water depth was the main factor in controlling the distribution of the bank and patch reef facies. Patch reefs were developed in areas of deeper water, whereas banks were formed in shallower areas of the open lagoon. Recent analogs of the Keg River buildups are found on the Bermuda Platform and Belize Shelf. A direct relationship exists between the thickness of overlying anhydrites of the Muskeg Formation and hydrocarbon occurrences in the Keg River Formation. Generally in areas where patch reefs are developed, the thickness of the anhydrite is more than 30 ft. However, areas of bank are covered by less than 30 ft of anhydrite.

    The licensing requirements for the disposal of low-level radioactive waste (10 CFR 61) specify the performance objectives and technical requisites for federal and commercial land disposal facilities, the ultimate goal of which is to contain the buried wastes so that the general population is adequately protected from harmful exposure to any released radioactive materials. A major concern in the operation of existing and projected waste disposal sites is subterranean radionuclide transport by saturated or unsaturated flow, which could lead to the contamination of groundwater systems as well as uptake by the surrounding biosphere, thereby directly exposing the general public to such materials. Radionuclide transport in groundwater has been observed at numerous commercial and federal waste disposal sites [including several locations within the waste management area of Chalk River Laboratories (CRL)], yet the physico-chemical processes that lead to such migration are still not completely understood. In an attempt to assist in the characterization of these processes, an intensive study was initiated at CRL to identify and quantify the mobile radionuclide species originating from three separate disposal sites: (a) the Chemical Pit, which has received aqueous wastes containing various radioisotopes, acids, alkalis, complexing agents and salts since 1956, (b) the Reactor Pit, which has received low-level aqueous wastes from a reactor rod storage bay since 1956, and (c) the Waste Management Area C, a thirty-year-old series of trenches that contains contaminated solid wastes from CRL and various regional medical facilities. Water samples were drawn downgradient from each of the above sites and passed through a series of filters and ion-exchange resins to retain any particulate and dissolved or colloidal radionuclide species, which were subsequently identified and quantified via radiochemical separations and gamma spectroscopy.     Biorefineries or other biomass-dependent facilities require a predictable, dependable feedstock supplied over many years to justify capital investments. Determining inter-year variability in biomass availability is essential to quantifying the feedstock supply risk. Using a geographic information system (GIS) and historic crop yield data, average production was estimated for 10 sites in the Peace River region of Alberta, Canada. Four high-yielding potential sites were investigated for variability over a 20 year time-frame (1980 2000). The range of availability was large, from double the average in maximum years to nothing in minimum years. Biomass availability is a function of grain yield, the biomass to grain ratio, the cropping frequency, and residue retention rate to ensure future crop productivity. Storage strategies must be implemented and alternate feedstock sources identified to supply biomass processing facilities in low-yield years.

    Rouge Steel Company, located in Dearborn, Michigan, operates two blast furnaces. The smaller of the pair, ``B`` Furnace, has a hearth diameter of 20 feet and 12 tuyeres. It has averaged 2,290 NTHM (net ton of hot metal) per day of 8.2 NTHM per 100 cubic feet of working volume. ``C`` Furnace has a hearth diameter of 29 feet and 20 tuyeres. Both of these furnaces are single tap hole furnaces. Prior to its reline in 1991, ``C`` Furnace was producing at a rate of 3,300 NTHM/day or about 6.25 NTHM/100 cfwv. In November, 1994 it averaged 5,106 NTHM/day or 9.6 NTHM/100 cfwv. This paper discusses how the current production rates were achieved. Also, the areas that needed to be addressed as production increased will be described. These areas include casthouse arrangement and workload, hot metal ladle capacity, slag pot capacity and charging capability. Coupled with the high blast temperature capability, the furnace was provided with a new natural gas injection system that injected the gas through the blowpipes and a natural gas injection system to enrich the stove gas. Following the furnace reline, natural gas has been used in three ways: tuyere level control; combination injection; and stove gas enrichment. Coke consumption rate has also decreased per NTHM.

  7. Hybrid eolian dunes of William River Dune field, northern Saskatchewan, Canada

    A series of northwest-southeast aligned, large-scale (up to 30 m high) eolian dunes, occurring in a confined (600 km/sup 2/) desert area in northern Saskatchewan, Canada, was examined in the field. Observations were made of dune morphology and internal structure, and patterns of sand movement on the dunes were analyzed in relation to wind events during the summer of 1981. Present cross-sectional profiles exhibit steeper northeast slopes, the lower segment of which are intermittently covered by psammophilous grasses. Dune structure is dominated by northeast-dipping accretion laminae. Three /sup 14/C dates from organic material cropping out on the lower southwest slopes reveal that the dunes have migrated as transverse bed forms at rates of roughly 0.5 m/yr during the last few hundred years. However, a progressive increase in height, bulk, and symmetry along the dune axis from northwest to southeast, suggests an along-dune component of sand transport. This view is supported by (1) field measurements of airflow and along-dune sand transport patterns on 2 dunes, and (2) the present-day wind regime (1963-78). Dominated by north-northeast to northeast winds from January to June and by west-southwest winds from July to December, the resultant potential sand transport vector is toward the southeast, virtually identical to the dune axis.

  8. The Impact of Biomass Feedstock Supply Variability on the Delivered Price to a Biorefinery in the Peace River Region of Alberta, Canada

    Agricultural residue feedstock availability in a given region can vary significantly over the 20 25 year lifetime of a biorefinery. Since delivered price of biomass feedstock to a biorefinery is related to the distance travelled and equipment optimization, and transportation distance increases as productivity decreases, productivity is a primary determinant of feedstock price. Using the Integrated Biomass Supply Analysis and Logistics (IBSAL) modeling environment and a standard round bale harvest and delivery scenario, harvest and delivery price were modelled for minimum, average, and maximum yields at four potential biorefinery sites in the Peace River region of Alberta, Canada. Biorefinery capacities ranged from 50,000 to 500,000 tonnes per year. Delivery cost is a linear function of transportation distance and can be combined with a polynomial harvest function to create a generalized delivered cost function for agricultural residues. The range in delivered cost is substantial and is an important consideration for the operating costs of a biorefinery.

  10. An Investigation into the Transportation of Irradiated Uranium/Aluminum Targets from a Foreign Nuclear Reactor to the Chalk River Laboratories Site in Ontario, Canada - 12249

    This investigation required the selection of a suitable cask and development of a device to hold and transport irradiated targets from a foreign nuclear reactor to the Chalk River Laboratories in Ontario, Canada. The main challenge was to design and validate a target holder to protect the irradiated HEU-Al target pencils during transit. Each of the targets was estimated to have an initial decay heat of 118 W prior to transit. As the targets have little thermal mass the potential for high temperature damage and possibly melting was high. Thus, the primary design objective was to conceive a target holder to dissipate heat from the targets. Other design requirements included securing the targets during transportation and providing a simple means to load and unload the targets while submerged five metres under water. A unique target holder (patent pending) was designed and manufactured together with special purpose experimental apparatus including a representative cask. Aluminum dummy targets were fabricated to accept cartridge heaters, to simulate decay heat. Thermocouples were used to measure the temperature of the test targets and selected areas within the target holder and test cask. After obtaining test results, calculations were performed to compensate for differences between experimental and real life conditions. Taking compensation into consideration the maximum target temperature reached was 231 deg. C which was below the designated maximum of 250 deg. C. The design of the aluminum target holder also allowed generous clearance to insert and unload the targets. This clearance was designed to close up as the target holder is placed into the cavity of the transport cask. Springs served to retain and restrain the targets from movement during transportation as well as to facilitate conductive heat transfer. The target holder met the design requirements and as such provided data supporting the feasibility of transporting targets over a relatively long period of time

    The Dawson Creek Graben Complex was a 150 {times} 300 km, craton-perpendicular trough near the western North American craton margin. Sedimentary infill spanned 100 million years, and this tectonically controlled basin provides a comparison with other craton-marginal troughs or aulacogens, such as the Big Snowy, Uinta, Delaware, and Southern Oklahoma. The authors suspect that the graben complex was controlled by outboard, Antler-like orogeny and perhaps some strike-slip control. This syntectonic graben infill model provides a basis for developing new structural-stratigraphic plays in this mature basin. This extensional trough rests on a former basement arch and is centered in the broadly downwarped Peace River embayment. Sediment infill records several graben casting stages beginning with westernmost down-dropping, which then extended eastward and was accompanied by an increase in growth-type block faulting. Subsidence and faulting decay was followed by a retreat to western areas and tectonic stabilization. The complex was an arcuate half-graben, steep to the north, that widened asymmetrically and increased in depth to the west through time. The complex contained a principal half-graben with neighboring satellite grabens; throughout the complex are numerous kilometer-scale horst and graben blocks. The horsts subsided slower than neighboring grabens. This differential subsidence along block-bounding syn- and postdepositional growth-type normal faults controlled formation and bed thickness, as did inter- and intraformational unconformities.

    A big boost for wholesale electricity wheeling between Canada and the United States could be the consolidation and final approval of the Western Regional Transmission Association (WRTA), expected later this year, and the Northwest Regional Transmission Association (NWRTA). WRTA culd become the first US regional transmission group (RTG) approved by the ederal Energy Regulatory Commission (FERC). Several US utilities and independent energy players would be joined in this pioneering RTG by western Canadian firms - a major advance for Canada-US electricity cooperation and competition. Curently, British Columbia and Alberta are leading Canada toward open transmission access and wholesale electricity wheeling. WRTA and other RTGs may even become vehicles for greater inter-utility coopertion and open access within Canada. The opportunities for participation in Canada/US transmission groups seem likely, but there are still issues to resolve - including the unknown shape of the US electric industry as it changes. As these uncertainties are worked through both Canadian and US companies may find new opportunities in cross border power sales.

    Pacific Northwest National Laboratory (PNNL) has conducted several studies for the U.S. Department of Energy (DOE) to evaluate the status and condition of Canada geese on the Hanford Reach of the Columbia River. This report summarizes results of studies of Canada geese (Branta canadensis moffitti) at the Hanford Site dating back to the 1950s. Results include information on the nesting (reproductive) success of Canada geese using the Hanford Reach, review of the local and regional migration of this species using data from bird banding studies, and summary data describing monitoring and investigations of the accumulation of Hanford-derived and environmental contaminants by resident goose populations.

    The Canadian Senate voted late last week to ban use of the manganese-based fuel additive MMT, produced only in the US by Ethyl. MMT, which has been sold in Canada for the past 20 years and accounts for about half of Ethyl`s Canadian sales, has been criticized by environmentalists, who have raised public health concerns, and automakers, who say it harms emission control systems. {open_quotes}Canada`s vote is a great victory for public health and the environment,{close_quotes} says Environmental Defense Fund executive director Fred Krupp. {open_quotes}The US should move swiftly to follow suit and suspend sales of MMT until adequate toxicity testing on the additive is completed.{close_quotes} EPA had refused to approve MMT for sale because of health concerns but was compelled to do so by a December 1995 court ruling. Ethyl asserts the ban violates Canada`s obligations under Nafta and says it will file a damage claim with the Nafta arbitration panel.

    The Columbia River, the fourth largest river on the continent as measured by average annual flow, generates more power than any other river in North America. While its headwaters originate in British Columbia, only about 15 percent of the 259,500 square miles of the Columbia River Basin is actually located in Canada. Yet the Canadian waters account for about 38 percent of the average annual volume, and up to 50 percent of the peak flood waters, that flow by The Dalles Dam on the Columbia River between Oregon and Washington. In the 1940s, officials from the United States and Canada began a long process to seek a joint solution to the flooding caused by the unregulated Columbia River and to the postwar demand for greater energy resources. That effort culminated in the Columbia River Treaty, an international agreement between Canada and the United States for the cooperative development of water resources regulation in the upper Columbia River Basin. It was signed in 1961 and implemented in 1964.

    In 1997, the U.S. Environmental Protection Agency (EPA) established the ''Heat Island Reduction Initiative'' to quantify the potential benefits of Heat-Island Reduction (HIR) strategies (i.e., shade trees, reflective roofs, reflective pavements and urban vegetation) to reduce cooling-energy use in buildings, lower the ambient air temperature and improve urban air quality in cities, and reduce CO2 emissions from power plants. Under this initiative, the Urban Heat Island Pilot Project (UHIPP) was created with the objective of investigating the potential of HIR strategies in residential and commercial buildings in three initial UHIPP cities: Baton Rouge, LA; Sacramento, CA; and Salt Lake City, UT. Later two other cities, Chicago, IL and Houston, TX were added to the UHIPP. In an earlier report we summarized our efforts to calculate the annual energy savings, peak power avoidance, and annual CO2 reduction obtainable from the introduction of HIR strategies in the initial three cities. This report summarizes the results of our study for Chicago and Houston. In this analysis, we focused on three building types that offer the highest potential savings: single-family residence, office and retail store. Each building type was characterized in detail by vintage and system type (i.e., old and new building constructions, and gas and electric heat). We used the prototypical building characteristics developed earlier for each building type and simulated the impact of HIR strategies on building cooling- and heating-energy use and peak power demand using the DOE-2.1E model. Our simulations included the impact of (1) strategically-placed shade trees near buildings [direct effect], (2) use of high-albedo roofing material on the building [direct effect], (3) urban reforestation with high-albedo pavements and building surfaces [indirect effect] and (4) combined strategies 1, 2, and 3 [direct and indirect effects].     Nuclear legacy liabilities have resulted from more than 60 years of nuclear research and development carried out on behalf of Canada. The liabilities are located at Atomic Energy of Canada Limited's (AECL) Chalk River Laboratories in Ontario and Whiteshell Laboratories in Manitoba, as well as three shutdown prototype reactors in Ontario and Quebec that are being maintained in a safe storage state. Estimated at about $7.4 billion (current day dollars), these liabilities consist of disused nuclear facilities and associated infrastructure, a wide variety of buried and stored waste, and contaminated lands. In 2006, the Government of Canada adopted a long-term strategy to deal with the nuclear legacy liabilities and initiated a five-year, $520 million start-up phase, thereby creating the Nuclear Legacy Liabilities Program (NLLP). The Government of Canada renewed the NLLP in 2011 with a $439-million three-year second phase that ends March 31, 2014. The projects and activities carried out under the Program focus on infrastructure decommissioning, environmental restoration, improving the management of legacy radioactive waste, and advancing the long-term strategy. The NLLP is being implemented through a Memorandum of Understanding between Natural Resources Canada (NRCan) and AECL whereby NRCan is responsible for policy direction and oversight, including control of funding, and AECL is responsible for implementing the program of work and holding and administering all licences, facilities and lands.     Kerr Hydroelectric Dam is located at the south end of Flathead Lake, controls water levels on the lake and the Flathead River below the dam, and is currently operated as a load control facility. Current operation of Kerr Dam creates the greatest yearly water level fluctuations on both the lake and river during the Canada goose (Branta canadensis moffitti) brood and nesting period. Data collected from 1980-1982 indicated that goose nest numbers on the river were lower than during the 1950's, and that brood habitat on the lake may be limiting the goose population there. Our study was conducted from 1983-1987 to determine the effects of Kerr Dam operation on Canada goose populations and habitat on the south half of Flathead Lake and the Flathead River, and to formulate management and mitigation recommendations. Nesting geese on the river appeared to be negatively affected by a lack of nest sites free from predators, and responded to available artificial nest structures with an increase in nest numbers and nesting success. Under current dam operation, river channel depths and widths do not discourage access to nesting islands by mammalian predators during some years and high predation on ground nests occurs. Intensively used brood areas on the lake and river were identified and described. Brood habitat on the lake was lower in quality and quantity than on the river due to dam operations. Gosling mortality on the lake was high, almost 2 times higher than on the river. Lake broods expended more energy obtaining food than river broods. Losses of brood habitat in the form of wet meadow marshes were documented and mitigation options developed. Management/mitigation alternatives and monitoring methods for nesting and brooding geese were identified.

    The North American Free Trade Agreement has become a hotly debated topic all over the world, but especially in the countries involved: Mexico, United States, and Canada. Comments made by high ranking officials imply there are differences to reconcile before the agreement is passed. Toward seeing these countries in trio, this issue compares gasoline markets and some energy perspectives. The purpose of this article is to contribute to understanding of the three countries through their petroleum industry structure. Gasoline consumption and retail delivery infrastructure are compared and contrasted to illustrate the differences among the NAFTA countries.

    Under the Columbia River Treaty (Treaty or CRT) of 1964, Canada and the United States (U.S.) jointly regulate and manage the Columbia River as it flows from British Columbia into the U.S. The Treaty has provided substantial flood control and power generation benefits to both nations. The Treaty established Canadian and U.S. Entities as implementing agents for each government. British Columbia Hydro and Power Authority (BC Hydro) was designated as the Canadian Entity. The Bonneville Power Administration (BPA) Administrator and the U.S. Army Corps of Engineers (Corps) Division Engineer, Northwestern Division, were designated as the U.S. Entity. The Canadian and U.S. Entities are empowered by their respective governments with broad discretion to implement the existing Columbia River Treaty. They are not, however, authorized to terminate, renegotiate, or otherwise modify the Treaty. In the U.S., authority over international treaties rests with the President, assisted in foreign relations and international negotiations by the Department of State and subject in certain cases to the advice and consent of the U.S. Senate. In Canada, international treaties are within the prerogative of the executive branch of the federal government. Under current policy, treaties are tabled in the House of Commons, and are subject to a waiting period before the executive branch brings the treaty into effect. In the case of the Columbia River Treaty, Canada has assigned certain rights and obligations relating to the Treaty to British Columbia pursuant to the Canada-B.C. Agreement. The Phase 1 report is provided to those respective governmental bodies to support possible independent and/or joint decisions that may be made with respect to the future of the Treaty. The Treaty contains two important provisions that take effect on and after September 16, 2024, that could impact the current power and flood control benefits: 1.     The Columbia River Treaty of 1961 led to the development of three hydroelectric projects on the Columbia River in Canada and one in the United States. Canada sold its share of the downstream power generation benefits of these facilities to US utilities for 30 years. The administrator of the Bonneville Power Administration (BPA) of the US Department of Energy is the {open_quotes}United States Entity{close_quotes} under the Columbia River Treaty with Canada. BPA prepared the {open_quotes}Delivery of the Canadian Entitlement{close_quotes} Environmental Impact Statement (EIS) to evaluate alternative means for the US to return to Canada the Canadian share of the downstream benefits when these 30-year agreements expire. Alternatives on both sides of the US-Canada border included new high-voltage transmission lines; new generating and conservation resources; and power sales, exchanges, and other transactions. BPA developed an EIS methodology and graphical representation technique for comparing the diverse options associated with the Delivery of the Canadian Entitlement that were instrumental in helping managers understand the impacts of alternatives in a timely manner. A graphical, modular approach helped convey complex relationships in ways that were easy to read and understand. In addition, analysis of potential environmental impacts in Canada was developed in order to provide relevant information to US decision-makers, without compromising the Canadian environmental review process. As a result, environmental analysis was fully integrated into the decision process. The EIS approach used in this project has become a prototype for other Department of Energy NEPA documents, both site-specific and programmatic.

    The Kootenai River ecosystem in Idaho, Montana and British Columbia (B.C.) Canada has been severely degraded during the past 50 years. This aquatic ecosystem has changed from one that was culturally eutrophic, to one that is oligotrophic due to channelization, diking, impoundment (construction and operation of Libby Dam), and pollution abatement measures in the watershed. As a result of these influences, flow regimes, temperature patterns, and water quality were altered, resulting in changes in primary production and aquatic insect and fish populations. Construction of Libby Dam (creation of Lake Koocanusa) and closure of Cominco`s fertilizer plant resulted in decreased phosphorus load to the Kootenai River to below historical levels. Dissolved orthophosphorus concentrations averaged 0.383 mg/L in 1970 as compared to 0.039 mg/L in 1979. Total phosphorus concentrations followed a similar pattern. Both total phosphorus and soluble reactive phosphorus concentrations remained below 0.05 mg/L from 1976 to 1994, characterizing the river as oligotrophic. Post Libby Dam primary productivity levels in the river represent an ultra-oligotrophic to mesotrophic system. Since the construction and operation of Libby Dam, invertebrate densities immediately downstream from the dam increased, but species diversity decreased. Insect diversity increased with increasing distance from the dam, but overall species diversity was lower than would be expected in a free-flowing river. Fish species composition and abundance has also changed as a result of the changes in the river and its watershed.

    The policy of Canadianization must be included in any analysis of energy taxation in Canada, where energy resources are unevenly divided among the provinces. The provinces own most natural resources, but the oil and gas industry is dominated by foreign ownership and control. The Federal National Energy Program (NEP) of 1980 target of 50% Canadian ownership by 1990 conflicts with provincial practices by shifting incentives from depletion allowance to ownership grants for buy backs. The NEP compares unfavorably with US taxation, and that, combined with US deregulation, has shifted drilling activity to the US. The controversial tax elements do compare with those of the United Kingdom and other North Sea producers. Although recent controversy has caused investors to defer projects, Canadian investment is competitive with most countries. 5 references, 1 table. (DCK)

    A review is presented of the heavy oil upgrading industry in Canada. Up to now it has been based on the processing of bitumen extracted from oil sands mining operations at two sites, to produce a residue-free, low sulphur, synthetic crude. Carbon rejection has been the prime process technology with delayed coking being used by Suncor and FLUID COKING at Syncrude. Alternative processes for recovering greater amounts of synthetic crude are examined. These include a variety of hydrogen addition processes and combinations which produce pipelineable materials requiring further processing in downstream refineries with expanded capabilities. The Newgrade Energy Inc. upgrader now under construction in Regina, will use fixed-bed, catalytic, atmospheric-residue, hydrogen processing. Two additional projects, also based on hydrogenation, will use ebullated bed catalyst systems; the expansion of Syncrude, now underway, is using the LC Fining Process whereas the announced Husky Bi-Provincial upgrader is based on H-Oil.

    The construction of the James Bay hydroelectric power project in subarctic Canada started in 1972, but environmental information that would permit mitigation measures did not become available until about 1975. It is suggested that this pattern may be characteristic of large-scale development projects in remote areas where the time lags involved in obtaining environmental data, beyond the simply descriptive information, are such that engineering plans would proceed, for economic reasons, without such environmental data as a planning input. Some environmental and social impact case studies are presented in this paper with regard to the LaGrande Complex phase of the James Bay development. The environmental impact case study involves the subsystem of estuarine fisheries and the effect on it of changes in the flow regime of the LaGrande River, the relocation of the first dam (LG-1) on the LaGrande, saltwater encroachment up the river during the filling of the second dam (LG-2), and the changes in the thermal regime of the river. The social impact case study examines the effect of the road network associated with the hydro development, on the land tenure system of the native Cree Indians of the area. The behavior of developers, as they optimize their engineering plans over the years to develop as much power as is feasible, is contrasted with the behavior of the organizations representing the native peopleof the area, first opposing the project but later giving up the aboriginal title to the land in exchange for some legally recognized rights, and subsequently making additional concessions from their established rights in exchange for various community benefits. It is argued that this process has been resulting in an incremental erosion of the land and resource base of the Cree Indian people.

    Canada is rich in energy. Hydraulic power is the main source of electricity in Canada. The availability of natural resources and energy has guided the economic development of all the provinces. The Canadian Nuclear Association sponsored a survey of public attitudes in May of 1988. There appears to be less understanding of the actual supply of electricity and of the future natural resource availability. One out of five Canadians strongly opposes the use of nuclear energy. The CANDU type reactor proven to be a very economical and reliable choice in Canada. With the attention now being focused on the greenhouse effect and acid rain in Canada, opinion leaders, even in the traditionally antinuclear environmental community, are reconsidering the nuclear option. A significant hurdle has to be cleared in the relatively near future: a public review of the deep geologic high-level waste disposal concept. Groundwork has been laid to prepare for significant participation in a nuclear renaissance, across Canada and around the world.

    Beginning in 1983, Esso Resources Canada Ltd. will begin drilling the first of an estimated 9000 directional crude bitumen wells in the tar sands at Cold Lake, Alberta, Canada, the final wells being drilled in the year 2008. The area, covering 50 sq miles of extreme E. Alberta along the Saskatchewan border, contains one of the richest deposits of heavy oil sands in Canada. The company and future partners will drill the bitumen wells directionally into the shallow clearwater formation, which can be reached at approx. 100 m (330 ft). The formation contains an estimated 80 billion bbl of crude bitumen at a rate of 60,000 bpd for 25 yr. This volume of crude will be refined in an upgrading plant to 140,000 bpd of synthetic crude oil. When completed, the Cold Lake project will be one of the largest facilities for producing crude bitumen from wells in the world.

    Atomic Energy of Canada Limited's (AECL) Chalk River Laboratories (CRL) has been in operation for over 60 years. Radioactive, mixed, hazardous and non-hazardous wastes have been and continue to be generated at CRL as a result of research and development, radioisotope production, reactor operation and facility decommissioning activities. AECL has implemented several improvement initiatives at CRL to simplify the interface between waste generators and waste receivers: - Introduction of trained Waste Officers representing their facilities or activities at CRL; - Establishment of a Waste Management Customer Support Service as a Single-Point of Contact to provide guidance to waste generators for all waste management processes; and - Implementation of a streamlined approach for waste identification with emphasis on early identification of waste types and potential disposition paths. As a result of implementing these improvement initiatives, improvements in waste management and waste transfer efficiencies have been realized at CRL. These included: 1) waste generators contacting the Customer Support Service for information or guidance instead of various waste receivers; 2) more clear and consistent guidance provided to waste generators for waste management through the Customer Support Service; 3) more consistent and correct waste information provided to waste receivers through Waste Officers, resulting in reduced time and resources required for waste management (i.e., overall cost); 4) improved waste minimization and segregation approaches, as identified by in-house Waste Officers; and 5) enhanced communication between waste generators and waste management groups.     This report summarizes the electricity exchange between the United States and Mexico and Canada during Calendar Year 1985. The construction, opration and maintenance of any electric transmission facility which crosses an international border of the United States requires a Presidential permit which has been granted by DOE. During 1985, the US imported 45,900,563 MWh of electric energy at a cost of $1,041,908,785. Of this total, 45,659,944 MWh were imported from Canada and the remainder (240,619 MWh) were received from Mexico. During this same period, US exports of electric energy totaled 4,964,930 MWh with gross revenues of $25,215,549. Of this, 4,812,537 MWh representing $22,068,665 in revenues were delivered to Canada, and 152,393 MWh representing $3,146,884 in revenues were delivered to Mexico. On a net basis, the US was an importer of 40,935,633 MWh of electric energy. These 1985 values constitute an increase of 8.1% in gross imports and an increase of 94.1% in gross exports compared to 1984 levels.

    Historically, salmon stocks from the Columbia River and Snake River formed one of the most valuable fisheries on the west coast of North America. However, salmon and steelhead returns sharply declined during the 1980s and 1990s to reach nearly 1 million fish. Although several factors may be responsible for the decline of Columbia River salmon and steelhead, there is increasing evidence that these drastic declines were primarily attributable to persistently unfavorable ocean conditions. Hence, an understanding of the effects of ocean conditions on salmon production is required to forecast the return of salmon to the Columbia River basin and to assess the efficacy of mitigation measures such as flow regulation on salmon resources in this system. The Canadian Program on High Seas Salmon has been collecting juvenile salmon and oceanographic data off the west coast of British Columbia and Southeast Alaska since 1998 to assess the effects of ocean conditions on the distribution, migration, growth, and survival of Pacific salmon. Here, we present a summary of the work conducted as part of the Canada-USA Salmon Shelf Survival Study during the 2008 fiscal year and compare these results with those obtained from previous years. The working hypothesis of this research is that fast growth enhances the marine survival of salmon, either because fast growing fish quickly reach a size that is sufficient to successfully avoid predators, or because they accumulate enough energy reserves to better survive their first winter at sea, a period generally considered critical in the life cycle of salmon. Sea surface temperature decreased from FY05 to FY08, whereas, the summer biomass of phytoplankton increased steadily off the west coast of Vancouver Island from FY05 to FY08. As in FY07, zooplankton biomass was generally above average off the west coast of Vancouver Island in FY08.     The New Jersey Meadowlands are located within the heavily urbanized New York/New Jersey Harbor Estuary and have been subject to contamination due to effluent and runoff from industry, traffic, and homes along the Hackensack River and nearby waterways. These extensive wetlands, though heavily impacted by development and pollution, support a wide array of bird and other wildlife species. Persistent contaminants may pose threats to birds in these habitats, affecting reproduction, egg hatchability, nestling survival, and neurobehavioral development. Metals of concern in the Meadowlands include arsenic, cadmium, chromium, lead, and mercury. These metals were analyzed in eggs, feathers, muscle, and liver of Canada geese (Branta canadensis) breeding in four wetland sites. We sampled geese collected during control culling (n=26) and collected eggs from goose nests (n=34). Levels of arsenic were below the minimum quantification level (MQL) in most samples, and cadmium and mercury were low in all tissues sampled. Chromium levels were high in feather samples. Mercury levels in eggs of Canada geese, an almost exclusively herbivorous species, were lower (mean {+-}SE 4.29{+-}0.30 {mu}g/g wet weight) than in eggs of omnivorous mallards (Anas platyrhynchos), and insectivorous red-winged blackbirds (Agelaius phoeniceus) and marsh wrens (Cistothorus palustris) from the Meadowlands, consistent with trophic level differences. However, lead levels were higher in the goose eggs (161{+-}36.7 ng/g) than in the other species. Geese also had higher levels of lead in feathers (1910{+-}386 ng/g) than those seen in Meadowlands passerines. By contrast, muscle and liver lead levels were within the range reported in waterfowl elsewhere, possibly a reflection of metal sequestration in eggs and feathers. Elevated lead levels may be the result of sediment ingestion or ingestion of lead shot and sinkers. Finally, lead levels in goose liver (249{+-}44.7 ng/g) and eggs (161{+-}36.7 ng/g) may pose a

    Canada's historical energy consumption, its current consumption and its likely requirements by the turn of the century are reviewed. It is estimated that up to 50% more energy will be required in the year 2000 than is consumed now. Both non-renewable and renewable energy resources are reviewed in the light of these future energy requirements and the need to substitute alternative energy sources for conventional oil. Most of the increase in energy consumption and the substitution of oil are likely to be met by conventional energy sources, since their reserves are extensive and their technologies well-established. Use of these resources will help Canada to reduce and eventually eliminate its dependency on imported oil and achieve energy selfsufficiency in the future. It will also allow time to carefully assess nonconventional energy sources, the most successful of which could become a significant part of the energy picture in the next century. This use of established energy sources and the gradual development and incorporation of new energy sources will cause minimal disruption to society and will lay the foundation for a future society with its energy options secured.

    Construction of Atomic Energy of Canada Limited's (AECL's) Underground Research Laboratory (URL) began in 1982. The URL was designed to address the needs of the Canadian nuclear fuel waste management program. Over the years, a comprehensive program of geologic characterization and underground hydrogeologic, geotechnical and geomechanical projects have been performed, many of which are ongoing. The scientific work at the URL has evolved through a number of different phases to meet the changing needs of Canada's waste management program. The various phases of the URL have included siting, site evaluation, construction and operation. Collaboration with international organizations is encouraged at the URL, with the facility being a centre of excellence in an International Atomic Energy Agency (IAEA) network of underground facilities. One of AECL's major achievements of the past 20 year program has been the preparation and public defense of a ten-volume Environmental Impact Statement (EIS) for a conceptual deep geologic repository. Completion of this dissertation on the characterization, construction and performance modeling of a conceptual repository in the granite rock of the Canadian Shield was largely based on work conducted at the URL. Work conducted over the seven years since public defense of the EIS has been directed towards developing those engineering and performance assessment tools that would be required for implementation of a deep geologic repository. The URL continues to be a very active facility with ongoing experiments and demonstrations performed for a variety of Canadian and international radioactive waste management organizations.

    Canada has been a leader in tritium handling technologies as a result of the successful CANDU reactor technology used for power production. Over the last 50 to 60 years, capabilities have been established in tritium handling and tritium management in CANDU stations, tritium removal processes for heavy and light water, tritium measurement and monitoring, and understanding the effects of tritium on the environment. This paper outlines details of tritium-related work currently being carried out at Atomic Energy of Canada Limited (AECL). It concerns the CECE (Combined Electrolysis and Catalytic Exchange) process for detritiation, tritium-compatible electrolysers, tritium permeation studies, and tritium powered batteries. It is worth noting that AECL offers a Tritium Safe-Handling Course to national and international participants, the course is a mixture of classroom sessions and hands-on practical exercises. The expertise and facilities available at AECL is ready to address technological needs of nuclear fusion and next-generation nuclear fission reactors related to tritium handling and related issues.

The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    Pipeline construction activity in the US and Canada is expected to be down slightly during 1994 from 1993 mileage, even though natural gas pipeline work remains steady on both sides of the border. Pipeline and Gas Journal and Pipeline and Utilities Construction estimate that a total of 3.638 miles of new gas, crude oil and refined products pipeline will be installed during 1994 in the US, down from a total of 4.278 miles built in 1993. Canadian 1994 work remains essentially unchanged in 1994, with 1,094 new miles compared to 1,091 miles in 1993. This paper reviews the proposed construction by region and company.     This article is a summary article of petroleum activity in North America. It is pointed out that there is significant increase in activity in the U.S. and Canada and in general a drop of activity in Mexico. It is projected that U.S. drilling is anticipated to be up 31% over the same period of 1986. In addition, major operators and independents appear to be planning to increase by more than 100% the amount of Wildcat and Off Shore Holes. This significant increase is planned for the Gulf of Mexico area with a record of 625 wells being planned for the second half of 1987. An increase is also shown for Canadian operators but problems are pointed out with regard to natural gas. The article is accompanied by charts showing activity on a state-by-state basis.

Advantages are high operability and reliability, low capital and operating costs, high yields and good product quality, feedstock and independence, the use of conventional refinery equipment, and ready availability of high quality donor. Presents a schematic flow sheet of the DRB process showing how bitumen is upgraded sufficiently to allow easy pipelining to a central major upgrading plant.     This paper reviews thirty years of progress by the Low-Level Radioactive Waste Management Office (LLRWMO) in developing and implementing low-level radioactive waste (LLRW) remediation projects and environmentally safe co-existence strategies. It reports on the present status and the future of the national historic waste program in Canada. There are over two million cubic metres of historic LLRW in Canada. Historic LLRW is broadly defined as LLRW that was managed in the past in a manner that is no longer considered acceptable and for which the original owner cannot reasonably be held accountable. In many cases, the original owner can not be identified or no longer exists. The LLRWMO was established in 1982 as Canada's agent to carry out the responsibilities of the federal government for the management of historic LLRW. The LLRWMO is operated by Atomic Energy of Canada Limited (AECL) through a cost-recovery agreement with Natural Resources Canada (NRCan), the federal department that provides the funding and establishes national policy for radioactive waste management in Canada. The LLRWMO expertise includes project managers, environmental remediation specialists, radiation surveyors, communications staff and administrative support staff. The LLRWMO in providing all aspects of project oversight and implementation contracts additional resources supplementing core staff capacity as project/program demands require. (authors)

    In 2005, the US Department of Energy (DOE) launched the third generation of closure contracts, including the River Corridor Closure (RCC) Contract at Hanford. Over the past decade, significant progress has been made on cleaning up the river shore that bordes Hanford. However, the most important cleanup challenges lie ahead. In March 2005, DOE awarded the Hanford River Corridor Closure Contract to Washington Closure Hanford (WCH), a limited liability company owned by Washington Group International, Bechtel National and CH2M HILL. It is a single-purpose company whose goal is to safely and efficiently accelerate cleanup in the 544 km{sup 2} Hanford river corridor and reduce or eliminate future obligations to DOE for maintaining long-term stewardship over the site. The RCC Contract is a cost-plus-incentive-fee closure contract, which incentivizes the contractor to reduce cost and accelerate the schedule. At $1.9 billion and seven years, WCH has accelerated cleaning up Hanford's river corridor significantly compared to the $3.2 billion and 10 years originally estimated by the US Army Corps of Engineers. Predictable funding is one of the key features of the new contract, with funding set by contract at $183 million in fiscal year (FY) 2006 and peaking at $387 million in FY2012. Another feature of the contract allows for Washington Closure to perform up to 40% of the value of the contract and subcontract the balance. One of the major challenges in the next few years will be to identify and qualify sufficient subcontractors to meet the goal.

    Background: Several prospective studies have revealed that prenatal exposure to polychlorinated biphenyls (PCBs) and other organochlorine compounds (OCs) affect neurodevelopment during infancy. One of the mechanisms by which PCBs might interfere with neurodevelopment is a deficit in thyroid hormone (TH) concentrations. Objectives: We investigated the potential impact of transplacental exposure to PCBs and hexachlorobenzene (HCB) on TH concentrations in neonates from two remote coastal populations exposed to OCs through the consumption of seafood products. Methods: Blood samples were collected at birth from the umbilical cord of neonates from Nunavik (n=410) and the Lower North Shore of the St. Lawrence River (n=260) (Quebec, Canada) for thyroid parameters [thyroid-stimulating hormone (TSH), free T{sub 4} (fT{sub 4}), total T{sub 3} (tT{sub 3}), and thyroxine-binding globuline (TBG)] and contaminants analyses. Results: In multivariate models, umbilical cord plasma concentrations of PCB 153, the predominant PCB congener, were not associated with TH and TSH levels in both populations. Prenatal exposure to HCB was positively associated with fT{sub 4} levels at birth in both populations (Nunavik, {beta}=0.12, p=0.04; St. Lawrence, {beta}=0.19, p<0.01), whereas TBG concentrations were negatively associated with PCB 153 concentrations ({beta}=-0.13, p=0.05) in the St. Lawrence cohort. Conclusion: OCs levels were not associated to a reduction in THs in neonates from our two populations. Essential nutrients derived from seafood such as iodine may have prevented the negative effects of OCs on the thyroid economy during fetal development.

    The protection of worker health and safety is of paramount concern at the Savannah River Site. Since the site is one of the largest nuclear sites in the nation, radiation safety is a key element in the protection program. This report is a compendium of the results in 1988 of the programs at the Savannah River Plant and the Savannah River Laboratory to protect the radiological health of employees. By any measure, the radiation protection performance at this site in 1988 was the best since the beginning of operations. This accomplishment was made possible by the commitment and support at all levels of the organizations to reduce radiation exposures to ALARA (As Low As Reasonably Achievable). The report provides detailed information about the radiation doses received by departments and work groups within these organizations. It also includes exposure data for recent years to allow Plant and Laboratory units to track the effectiveness of their ALARA efforts. Many of the successful practices and methods that reduced radiation exposure are described. A new goal for personnel contamination cases has been established for 1989. Only through continual and innovative efforts to minimize exposures can the goals be met. The radiation protection goals for 1989 and previous years are included in the report. 27 figs., 58 tabs.

    Currently, the Federal government coordinates the planning and operation of the Federal Columbia River Power System (FCRPS) with projects owned and operated by the region`s non-Federal hydrogenerating utilities pursuant to the Pacific North-west Coordination Agreement (PNCA). The Bureau of Reclamation (Reclamation), the Corps of Engineers (Corps), and the Bonneville Power Administration (BPA) are parties to the PNCA on behalf of the government of the United States. The PNCA is a complex agreement that provides an opportunity for the region`s power producers to maximize the power system`s reliability and economy while meeting their multiple-use objectives. The PNCA does not dictate the operation of the resources it coordinates. It is essentially an accounting mechanism that exchanges the power produced among the parties in order to improve the reliability of the system and reduce regional power costs. Project owners retain complete autonomy to operate as needed to meet their multiple-use requirements. The PNCA was executed in 1964 as an important component of regional plans to maximize the Northwest`s hydro resource capability. Maximization also included the development of storage projects on the Columbia River in Canada pursuant to the terms of the 1964 Columbia River Treaty. Because of the link between power coordination and Treaty issues, the current parties to the PNCA, currently are contemplating entering into a replacement or renewed power coordination agreement. Because the power coordination agreement is a consensual arrangement, its ultimate provisions must be acceptable to all of its signatories. This Appendix R to the Final Environmental Impact Statement of the Columbia River System is a presentation of the Pacific North-west Coordination Agreement.

    The Raft River Geothermal Site has been evaluated over the past eight years by the United States Geological Survey and the Idaho National Engineering Laboratory as a moderate-temperature geothermal resource. The geoscience data gathered in the drilling and testing of seven geothermal wells suggest that the Raft River thermal reservoir is: (a) produced from fractures found at the contact metamorphic zone, apparently the base of detached normal faulting from the Bridge and Horse Well Fault zones of the Jim Sage Mountains; (b) anisotropic, with the major axis of hydraulic conductivity coincident to the Bridge Fault Zone; (c) hydraulically connected to the shallow thermal fluid of the Crook and BLM wells based upon both geochemistry and pressure response; (d) controlled by a mixture of diluted meteoric water recharging from the northwest and a saline sodium chloride water entering from the southwest. Although the hydrogeologic environment of the Raft River geothermal area is very complex and unique, it is typical of many Basin and Range systems.

    The Columbia Ricer is one of the greatest natural resources in the western United States. The river and its tributaries touch the lives of nearly every resident of the Northwest-from providing the world-famous Pacific salmon to supplying the clean natural fuel for over 75 percent of the region's electrical generation. Since early in the century, public and private agencies have labored to capture the benefits of this dynamic river. Today, dozens of major water resource projects throughout the region are fed by the waters of the Columbia Basin river system. And through cooperative efforts, the floods that periodically threaten developments near the river can be controlled. This publication presents a detailed explanation of the planning and operation of the multiple-use dams and reservoirs of the Columbia River system. It describes the river system, those who operate and use it, the agreements and policies that guide system operation, and annual planning for multiple-use operation.

    The Port Hope remediation project is a part of a larger initiative of the Canadian Federal Government the Port Hope Area Initiative (PHAI) which is based upon a community proposal. The Government of Canada, through Natural Resources Canada (NRCan) is investing $1.28 billion over 10 years to clean up historic low-level radioactive waste in the Port Hope Area and to provide long-term safe management of the low-level radioactive wastes in the Port Hope Area. These wastes arose from the activities of a former Federal Crown Corporation (Eldorado Nuclear) and its private sector predecessors. In Canada, historic waste are defined as low-level radioactive waste that was managed in a manner no longer considered acceptable, but for which the original producer cannot reasonably be held responsible or no longer exists and for which the Federal Government has accepted responsibility. In Canada, under the current regulatory framework, the environmental remediation is not considered as a distinct phase of the nuclear cycle. The regulatory approach for dealing with existing sites contaminated with radioactive residues is defined on the basis of risk and application of existing regulations. A unique regulatory approach was taken by the Canadian Nuclear Safety Commission (CNSC) to address the various licensing issues and to set out the requirements for licensing of the Port Hope Project within the current regulatory framework.     The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50%" (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.
