The metals analysis is performed using the Toxic Characteristic Leaching Procedure (TCLP) 1 . The 4QCY14 saltstone sample results show that the saltstone is Resource Conservation Recovery Act (RCRA) nonhazardous, but is greater than the universal treatment standard for land disposal. The Saltstone Production Facility (SPF) and SDF were in a maintenance outage during the 4QCY14. Thus no processing or disposal of saltstone, as characterized by this 4QCY14 sample, occurred.

    A posttest study of Semiscale Tests S-UT-6 and S-UT-7 has been completed to assess TRAC-PFl predictions of pressurized water-reactor (PWR) small-break transients. The comparisons of the TRAC calculations and experimental results show that the correct qualitative influence of upper-head injection (UHI) was predicted. The major phenomenological difference predicted was the mode of core voiding. The data show a slow boiloff from the top of the core resulting in a dryout near the top of the core only. TRAC predicted a more extensive voiding with fluid forced from the bottom of the core by a pressure increase in the upper vessel plenum. The pressure increase was the primary consequence of a failure to predict a complete clearance of the seal in the intact-loop pump-suction upflow leg. Further review of the interphasic drag correlations, entrainment correlations, and critical-flow model is recommended. 20 figures.

    The 2013 Ultrasonic Testing (UT) modeling benchmark concerns direct echoes from side drilled holes (SDH), flat bottom holes (FBH) and corner echoes from backwall breaking artificial notches inspected with a matrix phased array probe. This communication presents the results obtained with the models implemented in the CIVA software: the pencilmodel is used to compute the field radiated by the probe, the Kirchhoff approximation is applied to predict the response of FBH and notches and the SOV (Separation Of Variables) model is used for the SDH responses. The comparison between simulated and experimental results are presented and discussed.

    In March 1995, Tennessee Valley Authority (TVA) and Southwest Research Institute (SwRi) conducted testing of a multi-element ultrasonic probe designed to inspect economizer tubing in the Paradise power plant during the spring outage. This evaluation was to determine general loss of wall thickness due to erosion/corrosion and preferential inside diameter (ID) corrosion at butt welds in straight sections of the tube. The erosion/corrosion wall loss occurs during service while the butt weld corrosion occurs out-of-service when water collects in the weld groove during outages and results in localized pitting in the weld groove. The ultrasonic (UT) probe was designed to acquire thickness measurements from the ID of the economizer tubes and to be accurate, very rapid UT inspection. To attain a high rate of speed inside the tubes, an eight-element circular array of transducers were designed into the probe head. Thickness data and location data are collected automatically by a portable computer.

    Universidad del Turabo (UT), in a collaborative effort with Global Turn Key Services, Inc. (GTKS), proposed to develop a training program and a commercialization plan for the development of Commercial Building Operators (CBOs). The CBOs will operate energy efficient buildings to help maintain existing buildings up to their optimal energy performance level, and ensure that net-zero-energy buildings continuously operate at design specifications, thus helping achieve progress towards meeting BTP Strategic Goals of creating technologies and design approaches that enable net-zero-energy buildings at low incremental costs by 2025. The proposed objectives were then: (1) Develop a Commercial Building Operator (CBO) training program and accreditation that will in turn provide a certification to participants recognized by Accreditation Boards such as the North American Board of Certified Energy Practitioners (NABCEP) and Leadership in Energy & Environmental Designs (LEED). (2) Develop and implement a commercialization and sustainability plan that details marketing, deployment, financial characterization, job placement, and other goals required for long-term sustainability of the project after the funding period. (3) After program development and deployment, provide potential candidates with the knowledge and skill sets to obtain employment in the commercial building green energy (net-zero-energy building) job market. The developed CBO training program will focus on providing skills for participants, such as displaced and unemployed workers, to enter the commercial building green energy (net-zeroenergy building) job market. This course was designed to allow a participant with minimal to no experience in commercial building green technology to obtain the required skill sets to enter the job market in as little as 12 weeks of intensive multi-faceted learning. After completion of the course, the CBO staff concluded the participant will meet minimum established accreditation

    This document provides a technical description of the real-time imaging system developed for rapid flaw detection and characterization utilizing the synthetic aperture focusing technique for ultrasonic testing (SAFT-UT). The complete fieldable system has been designed to perform inservice inspection of light-water reactor components. Software was written on a DEC LSI 11/23 computer system to control data collection. The unprocessed data is transferred to a VAX 11/730 host computer to perform data processing and image display tasks. A parallel architecture peripheral to the host computer, referred to as the Real-Time SAFT Processor, rapidly performs the SAFT processing function. From the host's point of view, this device operates on the SAFT data in such a way that one may consider it to be a specialized or SAFT array processor. A guide to SAFT-UT theory and conventions is included, along with a detailed description of the operation of the software, how to install the software, and a detailed hardware description.

    This report documents work performed at the Pacific Northwest National Laboratory (PNNL) in Richland, Washington, and at the Electric Power Research Institute's (EPRI) Nondestructive Examination (NDE) Center in Charlotte, North Carolina, on evalutating a low frequency ultrasonic inspection technique used for examination of cast stainless steel (CSS) and dissimilar metal (DMW) reactor piping components. The technique uses a zone-focused, multi-incident angle, low frequency (250-450 kHz) inspection protocol coupled with the synthetic aperture focusing technique (SAFT). The primary focus of this work is to provide information to the United States Nuclear Regulatory Commission on the utility, effectiveness and reliability of ultrasonic testing (UT) inspection techniques as related to the inservice ultrasonic inspection of coarse grained primary piping components in pressurized water reactors (PWRs).

Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    A joint hydroelectric project, the Salto Grande Dam on the Uruguay River, serves six million people in Argentina and Uruguay. The construction day was continuous from April 1974 until the first turbine began on schedule in July 1979. Although planning began in 1890 by individual visionaries who saw the river's potential, serious efforts did not get underway for another 50 years. The project became a technical training school and has built up a recognized management team in the process. Financing became available only after the 1973 oil embargo. The benefits of regional cooperation to develop a common resource enables the two countries to provide water resources, electric power, navigable streams for commerce and recreation, a common highway, and an interconnecting railroad. The cooperative infrastructure established to meet the needs of project personnel has improved living conditions for the area. (DCK)

    Following a telephone interview with Materials and Systems Research, Inc. (MSRI) by members of the Hydrogen Safety Panel on December 4, 2008, a safety review team was dispatched to Salt Lake City, UT to perform a site-visit review. The major topic of concern was the presence of a hydrogen storage and dispensing shed on the MSRI premises close to both its own laboratory/office building and to the adjoining property. The metal shed contains 36 cylinders (two 18-cylinder "pods") of hydrogen all connected to a common manifold and used to supply hydrogen to a U.S. Department of Energy (DOE) fuel cell project plus several other projects using an entire pod as a common supply. In busy times, MSRI uses and replaces one pod per week. As a result of the site visit, the safety review team has raised some concern with the shed’s location, design, use, and safety features as well as other components of the facility, including the laboratory area.

    The Missisquoi River, in northwestern Vermont and southern Quebec, has become the focus of efforts to develop local community-based means to address environmental and cultural concerns affecting the region`s Native and non-Native peoples. The River flows through historical Abenaki territory, and is relied upon by tribal members for subsistence, cultural, and spiritual purposes. The River has been in a controversy involving aboriginal fishing and sovereignty rights, hydroelectric development, transboundary pollution problems, protection of Native cultural and historical sites, state resource management practices, and formal federal/state recognition of the Abenaki nation. The Missisquoi River Keepers Project is a cooperative program initiated by the Abenaki in 1993 to protect the River and its watershed by uniting often adversarial Native and non-Native communities in the region. This paper discusses how ecological monitoring, environmental and cultural education, community organizing, and outreach to federal, state and local officials are being utilized to identify the watershed`s problems and to resolve conflicts. The Project is working with different interest groups to develop consensus and to find creative means to reverse the degradation of the watershed. The Project has also provided legal and technical support in reviewing environmental permits, rule-making, and enforcement of federal, state and local statutes and regulations. The Project may serve as a useful model forlocal management of watershed protection programs.

    As part of this DOE`s demonstration program, a corrosion test panel was installed on the west sidewall of Dayton Power & Light Unit no.4 at the J. M. Stuart Station (JMSS4) during the burner retrofit outage in November 1991. The test panel consisted of four sections of commercial coatings separated by bare SA213-T2 tubing. During the retrofit outage, a UT survey was performed to document the baseline wall thicknesses of the test panel, as well as several furnace wall areas outside the test panel. The purpose of the UT survey was to generate the baseline data so that the corrosion wastage associated with the operation of Low NO{sub x} Cell Burners (LNCB{trademark} burner) could be quantitatively determined. The corrosion test panel in JMSS4 was examined in April 1993 after the first 15-month operation of the LNCB{trademark} burners. Details of the corrosion analysis and UT data were documented in the Long-Term Testing Report. The second JMSS4 outage following the LNCB{trademark} burner retrofit took place in September 1944. Up to this point, the test panel in JMSS4 had been exposed to the corrosive combustion environment for approximately 31 months under normal boiler operation of JMSS4. This test period excluded the down time for the April 1993 outage. During the September 1994 outage, 70 tube samples of approximately one-foot length were cut from the bottom of the test panel. These samples were evaluated by the Alliance Research Center of B&W using the same metallurgical techniques as those employed for the previous outage. In addition, UT measurements were taken on the same locations of the lower furnace walls in JMSS4 as those during the prior outages. Results of the metallurgical analyses and UT surveys from different exposure times were compared, and the long-term performance of waterwall materials was analyzed. The corrosion data obtained from the long-term field study at JMSS4 after 32 months of LNCB{trademark} burner operation are summarized in this report.

    In 2005, the US Department of Energy (DOE) launched the third generation of closure contracts, including the River Corridor Closure (RCC) Contract at Hanford. Over the past decade, significant progress has been made on cleaning up the river shore that bordes Hanford. However, the most important cleanup challenges lie ahead. In March 2005, DOE awarded the Hanford River Corridor Closure Contract to Washington Closure Hanford (WCH), a limited liability company owned by Washington Group International, Bechtel National and CH2M HILL. It is a single-purpose company whose goal is to safely and efficiently accelerate cleanup in the 544 km{sup 2} Hanford river corridor and reduce or eliminate future obligations to DOE for maintaining long-term stewardship over the site. The RCC Contract is a cost-plus-incentive-fee closure contract, which incentivizes the contractor to reduce cost and accelerate the schedule. At $1.9 billion and seven years, WCH has accelerated cleaning up Hanford's river corridor significantly compared to the $3.2 billion and 10 years originally estimated by the US Army Corps of Engineers. Predictable funding is one of the key features of the new contract, with funding set by contract at $183 million in fiscal year (FY) 2006 and peaking at $387 million in FY2012. Another feature of the contract allows for Washington Closure to perform up to 40% of the value of the contract and subcontract the balance. One of the major challenges in the next few years will be to identify and qualify sufficient subcontractors to meet the goal.

    In this paper, we explore the role of data science in the public policy lifecycle. We posit policy documents (bills, acts, regulations and directives) as forms of social objects and present a methodology to understand interactions between prior context in professional and personal social networks to a given public policy document release. We employ natural language processing tools along with recent advances in semantic reasoning to formulate document-level proximity metrics which we use to predict the relevance (and impact) of the policy artifacts. These metrics serve as a measure of excitation between people and the public policy initiatives.

    The protection of worker health and safety is of paramount concern at the Savannah River Site. Since the site is one of the largest nuclear sites in the nation, radiation safety is a key element in the protection program. This report is a compendium of the results in 1988 of the programs at the Savannah River Plant and the Savannah River Laboratory to protect the radiological health of employees. By any measure, the radiation protection performance at this site in 1988 was the best since the beginning of operations. This accomplishment was made possible by the commitment and support at all levels of the organizations to reduce radiation exposures to ALARA (As Low As Reasonably Achievable). The report provides detailed information about the radiation doses received by departments and work groups within these organizations. It also includes exposure data for recent years to allow Plant and Laboratory units to track the effectiveness of their ALARA efforts. Many of the successful practices and methods that reduced radiation exposure are described. A new goal for personnel contamination cases has been established for 1989. Only through continual and innovative efforts to minimize exposures can the goals be met. The radiation protection goals for 1989 and previous years are included in the report. 27 figs., 58 tabs.

    The Raft River Geothermal Site has been evaluated over the past eight years by the United States Geological Survey and the Idaho National Engineering Laboratory as a moderate-temperature geothermal resource. The geoscience data gathered in the drilling and testing of seven geothermal wells suggest that the Raft River thermal reservoir is: (a) produced from fractures found at the contact metamorphic zone, apparently the base of detached normal faulting from the Bridge and Horse Well Fault zones of the Jim Sage Mountains; (b) anisotropic, with the major axis of hydraulic conductivity coincident to the Bridge Fault Zone; (c) hydraulically connected to the shallow thermal fluid of the Crook and BLM wells based upon both geochemistry and pressure response; (d) controlled by a mixture of diluted meteoric water recharging from the northwest and a saline sodium chloride water entering from the southwest. Although the hydrogeologic environment of the Raft River geothermal area is very complex and unique, it is typical of many Basin and Range systems.

    The Columbia Ricer is one of the greatest natural resources in the western United States. The river and its tributaries touch the lives of nearly every resident of the Northwest-from providing the world-famous Pacific salmon to supplying the clean natural fuel for over 75 percent of the region's electrical generation. Since early in the century, public and private agencies have labored to capture the benefits of this dynamic river. Today, dozens of major water resource projects throughout the region are fed by the waters of the Columbia Basin river system. And through cooperative efforts, the floods that periodically threaten developments near the river can be controlled. This publication presents a detailed explanation of the planning and operation of the multiple-use dams and reservoirs of the Columbia River system. It describes the river system, those who operate and use it, the agreements and policies that guide system operation, and annual planning for multiple-use operation.

    IF YOU LIVE IN THE PACIFIC NORTHWEST, CHANCES ARE YOU USE ELECTRICITY THAT’S MARKETED BY THE BONNEVILLE POWER ADMINISTRATION OR IS TRANSMITTED OVER BPA POWER LINES. Headquartered in Portland, Ore., BPA is a federal agency that markets wholesale electricity and transmission to the region’s utilities as well as to some large industries. BPA provides about one-third of the electricity used in the Northwest and operates over three-fourths of the region’s high-voltage transmission. BPA does not rely on annual appropriations from Congress for its financing. Instead, the agency recovers all of its costs through sales of electricity and transmission services and repays the U.S. Treasury in full with interest for any money it borrows. BPA sells wholesale power at cost rather than charging market prices. The bulk of the power BPA sells is generated at federal hydroelectric dams on the Columbia River, thus providing some of the lowest-cost electricity in the nation. This low-cost, clean power has been a cornerstone of the Northwest economy for decades, stimulating growth and new jobs. As concerns about global climate change are placing a new premium on clean energy, the federal hydro system has become an increasingly valuable resource. In addition to being low cost, electricity produced by the federal hydro system has no greenhouse gas emissions. And this power source is renewable — replenished each year by the region’s rainfall and snowmelt.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50%" (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    This report is an update to the analysis, Assessment of SRS Radiological Liquid and Airborne Contaminants and Pathways, that was performed in 1997. An electronic version of this large original report is included in the attached CD to this report. During the operational history (1954 to the present) of the Savannah River Site (SRS), many different radionuclides have been released to the environment from the various production facilities. However, as will be shown by this updated radiological critical contaminant/critical pathway analysis, only a small number of the released radionuclides have been significant contributors to potential doses and risks to offsite people. The analysis covers radiological releases to the atmosphere and to surface waters, the principal media that carry contaminants offsite. These releases potentially result in exposure to offsite people. The groundwater monitoring performed at the site shows that an estimated 5 to 10% of SRS has been contaminated by radionuclides, no evidence exists from the extensive monitoring performed that groundwater contaminated with these constituents has migrated off the site (SRS 2011). Therefore, with the notable exception of radiological source terms originating from shallow surface water migration into site streams, onsite groundwater was not considered as a potential exposure pathway to offsite people. In addition, in response to the Department of Energy's (DOE) Order 435.1, several Performance Assessments (WSRC 2008; LWO 2009; SRR 2010; SRR 2011) and a Comprehensive SRS Composite Analysis (SRNO 2010) have recently been completed at SRS. The critical radionuclides and pathways identified in these extensive reports are discussed and, where applicable, included in this analysis.

    DOE's Office of River Protection (ORP) is readying itself to commence construction of a Waste Treatment Plant (WTP) that will start the process of turning Hanford tank waste into glass. The plant is state-of-the art and includes reasonable flexibility to improve operations as technology and operational understandings improve. During its 40 year design life the plant has the capability to treat half of the total volume of tank waste and reduce risk to the public by up to ninety percent. Looking beyond initial processing towards the project end state, however, it is apparent that ORP's baseline approach is part of the issue raised by the DOE Secretary when he said that $300 billion and 75 years is too costly and too long for DOE's environmental cleanups. ORP has reviewed its cost and schedule drivers and has started identifying areas where better technologies and risk-based strategies could substantially decrease its life cycle cost and schedule. Specific technologies under consideration will be discussed along with expected return on investment. ORP is totally committed to taking all steps necessary during cleanup to protect human health and the environment and to comply with appropriate regulations and commitments. But, ORP is also very conscious of the fact that the history of Hanford production and tank farm operations has resulted in very large tank-to-tank variabilities in the waste constituents. Not all tank wastes demand the same high level of rigor in treatment as provided by the WTP in order to protect people and the environment. Parallel treatment paths, keyed to the hazards and chemical challenges each tank presents, need to be developed. The WTP vitrification capabilities should be deployed for the higher risk wastes that require vitrification. By getting wastes in the proper paths for treatment based upon their chemical characteristics and inherent risks, ORP will be able to both accelerate the cleanup schedule and bring its life cycle and annual

    CH2M HILL Hanford Group, Inc. manages the high level nuclear waste tanks for the Department of Energy's Office of River Protection, at the Hanford site in southeastern Washington State. The Hanford tanks contain more than 53 million gallons of waste, 200 million curies (three times that released by Chernobyl), and 67 of the 177 tanks have leaked at some time in the past. The current company has been responsible for the tanks since fall 1996. Previous to 1996, there is a long history of the Hanford tank farms being the bane of DOE Environmental Management. One tank would periodically and spontaneously release large quantities of flammable gas. Another tank, which does not have double containment as now required by law, self-boiled and required the addition of more than 5,000 gallons of water per month to maintain temperatures within the design parameters of the tank. Only a single-wall steel pipe with limited leak detection was available to transfer waste the 7-mile route from the western-most tank farms to a waste evaporator. The regulators, public, and congress had little confidence that DOE or its contractors knew the chemical, physical, or nuclear characteristics of the tanks contents. The nuclear safety controls were so complex and varied for different tanks and different operations, that very few employees understood the hazards and the control requirements. In fact, in 1993, congress found it necessary to pass a law restricting the operations of 54 of the 177 tanks due to safety concerns--these tanks are known as ''watch list'' tanks. This was a bleak picture--DOE's most hazardous nuclear waste storage site--and no one really knew what was in the tanks and control measures were akin to bandaids and bailing wire. This is not the condition today. No tanks spontaneously belch gas above the flammability limit of hydrogen.     The People`s Republic of China (hereafter referred to as China) is the largest producer and consumer of coal in the world. Coal makes up 76% and 74% of China`s primary energy consumption and production, respectively. This heavy dependence on coal has come at a high price for China, accounting for a large share of its environmental problems. This report examines the dominance of coal in China`s energy balance, its impact on the environment, and the need for technical and financial assistance, specifically for two distinct aspects: the effect of coal use on the environment and the importance of coal to China`s economy. The results of the analysis are presented in two volumes. Volume 1 focuses on full fuel cycle coal emissions and the environmental effects of coal consumption.     The Surface Environmental Surveillance Project (SESP) is conducted by the Pacific Northwest Laboratory (PNL) for the US Department of Energy (DOE). This report presents the results of a special study conducted as part of the SESP to supplement the routine Columbia River monitoring program and provide information relative to the dispersion and distribution of Hanford origin contaminants entering the river through the seepage of ground water along the Hanford Site. Sampling was conducted along cross sections to determine the distribution of tritium within the Columbia River at Richland, Washington. The investigation was also designed to evaluate the relationship between the average tritium concentrations in the river water at this location and in water collected from the routine SESP river monitoring system located at the city of Richland drinking water intake (Richland Pumphouse). This study was conducted during the summers of 1987 and 1988. Water samples were collected along cross sections located at or near the Richland Pumphouse monitoring station.

    The Savannah River Site Environmental Report for 2009 (SRNS-STI-2010-00175) is prepared for the U.S. Department of Energy (DOE) according to requirements of DOE Order 231.1A,'Environment, Safety and Health Reporting,' and DOE Order 5400.5, 'Radiation Protection of the Public and Environment.' The annual SRS Environmental Report has been produced for more than 50 years. Several hundred copies are distributed each year to government officials, universities, public libraries, environmental and civic groups, news media, and interested individuals. The report's purpose is to: (1) present summary environmental data that characterize site environmental management performance; (2) confirm compliance with environmental standards and requirements; and (3) highlight significant programs and efforts. SRS maintained its record of environmental excellence in 2009, as its operations continued to result in minimal impact to the offsite public and the surrounding environment. The site's radioactive and chemical discharges to air and water were well below regulatory standards for environmental and public health protection; its air and water quality met applicable requirements; and the potential radiation dose from its discharges was less than the national dose standards. The largest radiation dose that an offsite, hypothetical, maximally exposed individual could have received from SRS operations during 2009 was estimated to be 0.12 millirem (mrem). (An mrem is a standard unit of measure for radiation exposure.) The 2009 SRS dose is just 0.12 percent of the DOE all-pathway dose standard of 100 mrem per year, and far less than the natural average dose of about 300 mrem per year (according to Report No. 160 of the National Council of Radiation Protection and Measurements) to people in the United States. This 2009 all-pathway dose of 0.12 mrem was the same as the 2008 dose. Environmental monitoring is conducted extensively within a 2,000-square-mile network extending 25 miles from SRS

The RPP mission is to retrieve and treat Hanford's tank waste and close the tank farms to protect the Columbia River. As a result, the ORP is responsible for the retrieval, treatment, and disposal of the approximately 57 million gallons of radioactive waste contained in the Hanford Site waste tanks and closure of all the tanks and associated facilities. The previous revision of the System Plan was issued in September 2003. ORP has approved a number of changes to the tank waste treatment strategy and plans since the last revision of this document, and additional changes are under consideration. The ORP has established contracts to implement this strategy to establish a basic capability to complete the overall mission. The current strategy for completion of the mission uses a number of interrelated activities. The ORP will reduce risk to the environment posed by tank wastes by: (1) Retrieving the waste from the single-shell tanks (SST) to double-shell tanks (DST) for treatment and disposal; (2) Constructing and operating the WTP, which will safely treat all of the high-level waste (HLW) and about half of the low-activity waste (LAW) contained in the tank farms, and maximizing its capability and capacity; (3) Developing and deploying supplemental treatment capability or a second WTP LAW Facility that can safely treat about half of the LAW contained in the tank farms; (4) Developing and deploying treatment and packaging capability for transuranic (TRU) tank waste for shipment to and disposal at the Waste Isolation Pilot Plant (WIPP); (5) Deploying interim storage capacity for the immobilized HLW and shipping that waste to Yucca Mountain for disposal; (6) Operating the Integrated Disposal Facility for the disposal of immobilized LAW, along with the associated secondary waste, (7) Closing the SST and DST tank farms, ancillary facilities, and al1 waste

    The Nez Perce Tribe has a desire and a goal to reintroduce and restore coho salmon to the Clearwater River Subbasin at levels of abundance and productivity sufficient to support sustainable runs and annual harvest. Consistent with the Clearwater Subbasin Plan (EcoVista 2003), the Nez Perce Tribe envisions developing an annual escapement of 14,000 coho salmon to the Clearwater River Subbasin. In 1994, the Nez Perce Tribe began coho reintroduction by securing eggs through U.S. v. Oregon; by 1998 this agreement provided an annual transfer of 550,000 coho salmon smolts from lower Columbia River hatchery facilities for release in the Clearwater River Subbasin. In 1998, the Northwest Power and Conservation Council authorized the Bonneville Power Administration to fund the development of a Master Plan to guide this reintroduction effort. This Master Plan describes the results of experimental releases of coho salmon in the Clearwater River Subbasin, which have been ongoing since 1995. These data are combined with results of recent coho reintroduction efforts by the Yakama Nation, general coho life history information, and historical information regarding the distribution and life history of Snake River coho salmon. This information is used to assess a number of alternative strategies aimed at restoring coho salmon to historical habitats in the Clearwater River subbasin. These data suggest that there is a high probability that coho salmon can be restored to the Clearwater River subbasin. In addition, the data also suggest that the re-establishment of coho salmon could be substantially aided by: (1) the construction of low-tech acclimation facilities; (2) the establishment of a 'localized' stock of coho salmon; and (3) the construction of hatchery facilities to provide a source of juvenile coho salmon for future supplementation activities. The Nez Perce Tribe recognizes that there are factors which may limit the success of coho reintroduction. As a result of these

    The New River Geothermal Exploration (DOE Award No. EE0002843) is located approximately 25km south of the Salton Sea, near town of Brawley in Imperial County and approximately 150km east of San Diego, California. A total of 182 MT Logger sites were completed covering the two separate Mesquite and New River grids. The data was collected over a frequency range of 320Hz to 0.001Hz with variable site spacing. A number of different inversion algorithms in 1D, 2D and 3D were used to produce resistivity-depth profiles and maps of subsurface resistivity variations over the survey area. For 2D inversions, a total of eighteen lines were constructed in east-west and north-south orientations crossing the entire survey area. For MT 3D inversion, the New River property was divided in two sub-grids, Mesquite and New River areas. The report comprises of two parts.     The environmental surveillance activities at and in the vicinity of the Savannah River Site (SRS) (formerly the Savannah River Plant (SRP)) comprise one of the most comprehensive and extensive environmental monitoring programs in the United States. This overview contains monitoring data from routine and nonroutine radiological and nonradiological environmental surveillance activities, summaries of environmental protection programs in progress, a summary of National Environmental Policy Act (NEPA) activities, and a listing of environmental permits (Appendix A) issued by regulatory agencies. This overview provides information about the impact of SRS operations on the public and the environment. The SRS occupies a large area of approximately 300 square miles along the Savannah River, principally in Aiken and Barnwell counties of South Carolina. SRS's primary function is the production of tritium, plutonium, and other special nuclear materials for national defense, for other governmental uses, and for some civilian purposes. From August 1950 to March 31, 1989, SRS was operated for the Department of Energy (DOE) by E. I. du Pont de Nemours Co. On April 1, 1989 the Westinghouse Savannah River Company assumed responsibility as the prime contractor for the Savannah River Site.

    The New River Geothermal Exploration (DOE Award No. EE0002843) is located approximately 25km south of the Salton Sea, near town of Brawley in Imperial County and approximately 150km east of San Diego, California. A total of 182 MT Logger sites were completed covering the two separate Mesquite and New River grids. The data was collected over a frequency range of 320Hz to 0.001Hz with variable site spacing. A number of different inversion algorithms in 1D, 2D and 3D were used to produce resistivity-depth profiles and maps of subsurface resistivity variations over the survey area. For 2D inversions, a total of eighteen lines were constructed in east-west and north-south orientations crossing the entire survey area. For MT 3D inversion, the New River property was divided in two sub-grids, Mesquite and New River areas. The report comprises of two parts.   4. Flood Forecasting in River System Using ANFIS

    The aim of the present study is to investigate applicability of artificial intelligence techniques such as ANFIS (Adaptive Neuro-Fuzzy Inference System) in forecasting flood flow in a river system. The proposed technique combines the learning ability of neural network with the transparent linguistic representation of fuzzy system. The technique is applied to forecast discharge at a downstream station using flow information at various upstream stations. A total of three years data has been selected for the implementation of this model. ANFIS models with various input structures and membership functions are constructed, trained and tested to evaluate efficiency of the models. Statistical indices such as Root Mean Square Error (RMSE), Correlation Coefficient (CORR) and Coefficient of Efficiency (CE) are used to evaluate performance of the ANFIS models in forecasting river flood. The values of the indices show that ANFIS model can accurately and reliably be used to forecast flood in a river system.

  5. Snake and Columbia Rivers Sediment Sampling Project

    The disposal of dredged material in water is defined as a discharge under Section 404 of the Clean Water Act and must be evaluated in accordance with US Environmental Protection Agency regulation 40 CFR 230. Because contaminant loads in the dredged sediment or resuspended sediment may affect water quality or contaminant loading, the US Army Corps of Engineers (USACE), Walla Walla District, has requested Battelle/Marine Sciences Laboratory to collect and chemically analyze sediment samples from areas that may be dredged near the Port Authority piers on the Snake and Columbia rivers. Sediment samples were also collected at River Mile (RM) stations along the Snake River that may undergo resuspension of sediment as a result of the drawdown. Chemical analysis included grain size, total organic carbon, total volatile solids, ammonia, phosphorus, sulfides, oil and grease, total petroleum hydrocarbons, metals, polynuclear aromatic hydrocarbons, pesticides, polychlorinated biphenyls, and 21 congeners of polychlorinated dibenzodioxins and dibenzofurans.

    Annual average river flow rates are required input to the LADTAP Computer Code for calculating offsite doses from liquid releases of radioactive materials to the Savannah River. The source of information on annual river flow rates used in dose calculations varies, depending on whether calculations are for retrospective releases or prospective releases. Examples of these types of releases are: Retrospective - releases from routine operations (annual environmental reports) and short term release incidents that have occurred. Prospective - releases that might be expected in the future from routine or abnormal operation of existing or new facilities (EIS`s, EID`S, SAR`S, etc.). This memorandum provides historical flow rates at the downstream gauging station at Highway 301 for use in retrospective dose calculations and derives flow rate data for the Beaufort-Jasper and Port Wentworth water treatment plants.

    Case study on high performance building features of the Twenty River Terrace, Battery Park City building. Breezes off the Hudson River waft through Battery Park City, a planned development of residential and commercial buildings and open space at the tip of lower Manhattan. A riverfront walkway and several connecting public parks sprinkled with public art flank Battery Park City on one side, and New York's busy financial district vibrates on the other. Construction continues on Battery Park's newest building, Twenty River Terrace, the first residential apartment building to embrace sustainable design in a systematic way, and the first to follow the Hugh L. Carey Battery Park City Authority Residential Environmental Guidelines. According to the guidelines, which all future Battery Park City development must follow, they ''establish a process for the creation of environmentally responsible residential buildings that are appreciably ahead of current standards and practices for development.'' As a result of the guidelines, and the architects' commitment to incorporating best practices, this 27-story apartment building operates 35% more efficiently than required by the New York State Energy Code, and generates some of its own electricity from building-integrated photovoltaics, especially in the summer when New York power plants struggle to keep up with air-conditioning demands. The Authority hopes the guidelines will be a good model for other developments, in Manhattan and across the world, for incorporating energy-efficient design and renewable energy. The principles of environmentally sound, people-centered planning and development addressed by Twenty River Terrace continue to be a focus of the redevelopment of lower Manhattan.
