  18. Intensive archaeological survey of the proposed Central Sanitary Wastewater Treatment Facility, Savannah River Site, Aiken and Barnwell Counties, South Carolina

    The project area for the proposed Central Sanitary Wastewater Treatment Facility on the Savannah River Site includes a six-acre tract along Fourmile Branch and 18 mi of trunk line corridors. Archaeological investigations of the six-acre parcel resulted in the discovery of one small prehistoric site designated 38AK465. This cultural resource does not have the potential to add significantly to archaeological knowledge of human occupation in the region. The Savannah River Archaeological Research Program (SRARP) therefore recommends that 38AK465 is not eligible for nomination to the National Register of Historic Places (NRHP) and further recommends a determination of no effect. Archaeological survey along the trunk line corridors implicated previously recorded sites 38AK92, 38AK145, 38AK415, 38AK417, 38AK419, and 38AK436. Past disturbance from construction had severely disturbed 38AK92 and no archaeological evidence of 38AK145, 38AK419, and 38AK436 was recovered during survey. Lacking further evidence for the existence of these sites, the SRARP recommends that 38AK92, 38AK145, 38AK419, and 38AK436 are not eligible for nomination to the NRHP and thus warrant a determination of no effect. Two of these sites, 38Ak415 and 38AK417, required further investigation to evaluate their archaeological significance. Both of the sites have the potential to yield significant data on the prehistoric period occupation of the Aiken Plateau and the SRARP recommends that they are eligible for nomination to the NRHP. The Savannah River Archaeological Research Program recommends that adverse effects to sites 38AK415 and 38AK417 from proposed construction can be mitigated through avoidance.

Abstract: In recent years concern over widespread losses in biodiversity has grown to include a possible decline of many native pollinators, primarily bees. Factors such as habitat fragmentation, agricultural practices, use of pesticides, the introduction of invasive species, or changes in land use may negatively impact these vital organisims. Most reported studies show that human impacts on pollinators are overwhelmingly negative. Reductions in pollinator populations may profoundly impact plant population dynamics and ecosystem function. Little baseline data exists on the diversity and relative abundance of bees and wasps in southern forests. The objective of this study was to develop a simple, effective method of surveying cavity-nesting bees and wasps and to determine species diversity in mature forests of loblolly pine, the most widely planted tree species in the southern United States.

    The Burma Road Rubble Pit (BRRP) unit (231-4F) is listed as a Resource Conservation and Recovery Act (RCRA) 3004(u) solid waste management unit/Comprehensive Environmental Response, Compensatin and Liability Act (CERCLA) unit in Appendix C of the Federal Facility Agreement (FFA) for the Savannah River Site. Only non-hazardous, inert material (e.g., wood, trash, wire, bottles, plastic, rubble, foam, concrete, etc.) was placed at the BRRP source unit. Based on the results of the remedial investigation, no action is necessary at the BRRP unit soils to ensure the protection of human health and the environment.

    The Westinghouse Savannah River Company operates the Savannah River Site for the US Department of Energy (Department) under a cost-plus-award-fee contract. Department policies require contractors to ensure a high level of performance in operating Department facilities by establishing operating standards, assessing performance against such standards, and holding contractor employees accountable for their performance. The purpose of the audit was to review Westinghouse`s policies and practices for determining staffing requirements. Since assuming responsibility for the Savannah River Site in 1989, Westinghouse increased its staffing by over 4,000 employees. The Department had undertaken some actions to reduce the number of contractor employees at the Savannah River Site. Our audit showed that the use of industry and federal performance work standards in its construction and management activities could enable Westinghouse to further reduce its staff by over 1,800 employees. The potential savings in salaries and benefits associated with such action could be about $399 million over a 5-year period. Additional staffing reductions could be attained through the use of engineered time standards in the maintenance and fabrication shops. In addition, Westinghouse significantly understated, in periodic reports to the Department, the personnel resources applied to accomplish contract requirements. Of course, the actual staffing reductions realized would be largely determined by the manner in which the work standards are implemented and the levels of proficiency attained by the workforce.

    This report presents the results of a baseline mapping project conducted for the Environmental Restoration Department at Savannah River Site. The purpose of this report is to map the distribution of mud (clay and silt-sized material) within each hydrogeologic unit from the surface down to the top of the Crouch Branch aquifer beneath the A/M Area. The distribution of mud layers and variations in the percentage of clay and silt within the strata is extremely important in order to fully characterize the extent of DNAPL beneath the A/M Area and determine the geometry of the contaminant plumes emanating from them. Precision mapping of these layers can aid in locating areas where contamination is most likely to have migrated into the saturated zone. In addition, this information can be used to refine the current remediation systems or assist in designing new remedial systems.

    As the operator of the Department`s Savannah River Site, Westinghouse Savannah River Company (Westinghouse) receives three types of fees: (1) award fees commensurate with the overall performance rating, (2) Performance Based Incentive (PBI) fees for achieving measurable goals or defined tasks as specified in annual operating plans, and (3) Cost Reduction Incentive Program (CRIP) fees for making improvements in site operations that reduce total contract costs. The Department`s Contracting Officer notifies Westinghouse when fees are earned, and Westinghouse withdraws the authorized amounts from the Department`s letter-of-credit account. The audit objective was to determine whether Westinghouse withdrew the appropriate amount of fees from the letter-of-credit account in Fiscal Years (FY) 1997 an 1998.

    A series of gamma radiation surveys was conducted over Par Pond at the Savannah River Site (SRS) in August 1993, October 1991, and August 1992 as part of an effort to monitor the radiological changes around Par Pond as its water level was lowered. The results of an April 1989 survey, which was about one-half the area of those surveys listed above, were used as baseline data for the comparison. Gamma energy spectrum analysis revealed that the only man-made gamma ray emitter detected during the four surveys in the Par Pond area was cesium-137. The comparisons revealed that: (1) significant change in the radiological environment occurred along the Par Pond shoreline as the water levels were lowered, (2) the activity in Lower Three Runs Creek varied slightly as the level/flow rate changed during the pumping process, (3) minor changes occurred in areas adjacent to the Par Pond, and (4) little or no change occurred between surveys in the spatial distribution or kind of sources detected. All changes were directly related to the moisture variations (Par Pond water lowering, rainfall, waterway flow rates) between the survey periods. The distribution, kind, and activity of sources detected beyond the pond bed were consistent between surveys. 60 figs., 14 tabs.

    During the first five years of its contract with the Department of Energy, Westinghouse Savannah River Company was paid over $130 million in fees to manage and operate the Savannah River Site. Fees paid to Westinghouse steadily increased over the five year period. For example, fees paid for the last six months of this five year period were over three times as large as fees paid for the first six months. The purpose of this inspection was to review the Department`s annual negotiation of total available fees with Westinghouse, and to examine the reasons for the growth in fees over this five year period. The review disclosed that, after Fiscal Year 1989, the Department used an increasing number of fee bases in calculating Westinghouse Savannah River Company`s fixed-fee-equivalents from the maximum fee schedules within the Department of Energy Acquisition Regulation. The authors found that the Department had significantly increased the percentage of the dollar value of subcontracts being placed in Westinghouse`s fee bases for fee calculation purposes. They found that the Department had effectively increased Westinghouse`s fixed-fee-equivalents by approximately $3 million in both Fiscal Year 1993 and 1994 to, in large part, fund an unallowable employee incentive compensation program. They found that Westinghouse`s total paid fees for the five year period increased significantly over what they would have been had the terms resulting from the original competitive negotiations been maintained. The authors recommended that the Deputy Assist Secretary for Procurement and Assistance Management require that changes in either the number or composition of fee bases used in calculating fees from the maximum fee schedules be submitted to the Department`s Procurement Executive for approval.

    The environmental surveillance activities at and in the vicinity of the Savannah River Site (SRS) (formerly the Savannah River Plant (SRP)) comprise one of the most comprehensive and extensive environmental monitoring programs in the United States. This overview contains monitoring data from routine and nonroutine radiological and nonradiological environmental surveillance activities, summaries of environmental protection programs in progress, a summary of National Environmental Policy Act (NEPA) activities, and a listing of environmental permits (Appendix A) issued by regulatory agencies. This overview provides information about the impact of SRS operations on the public and the environment. The SRS occupies a large area of approximately 300 square miles along the Savannah River, principally in Aiken and Barnwell counties of South Carolina. SRS's primary function is the production of tritium, plutonium, and other special nuclear materials for national defense, for other governmental uses, and for some civilian purposes. From August 1950 to March 31, 1989, SRS was operated for the Department of Energy (DOE) by E. I. du Pont de Nemours Co. On April 1, 1989 the Westinghouse Savannah River Company assumed responsibility as the prime contractor for the Savannah River Site.

The inventory provided information for the Department of Energy - Savannah River (DOE-SR) to justify the need for developing an erosion and sediment control program with appropriate funding, personnel, and equipment. Federally managed since the early 1950’s, the SRS is located on 198,344 acres (80,301 hectares) in the South Carolina counties of Aiken, Barnwell, and Allendale.     The Savannah River Site (SRS) is a Department of Energy (DOE) facility located in Aiken, South Carolina that is operated by the Westinghouse Savannah River Company (WSRC). At SRS Draeger tubes are used to identify the amount and type of a particular chemical constituent in the atmosphere. Draeger tubes rely on a chemical reaction to identify the nature and type of a particular chemical constituent in the atmosphere. Disposal practices for these tubes were identified by performing a hazardous waste evaluation per the Resource Conservation and Recovery Act (RCRA). Additional investigations were conducted to provide guidance for their safe handling, storage and disposal. A list of Draeger tubes commonly used at SRS was first evaluated to determine if they contained any material that could render them as a RCRA hazardous waste. Disposal techniques for Draeger tubes that contained any of the toxic contaminants listed in South Carolina Hazardous Waste Management Regulations (SCHWMR) R.61-79. 261.24 (b) and/or contained an acid in the liquid form were addressed.

    This report summarizes the Department of Energy Voluntary Protection Program (DOE-VPP) Initial and Update Review Teams` findings from the onsite evaluations of the Westinghouse Savannah River Site (SRS), conducted February 24--March 7, 1997, and June 15-19, 1998. The site was evaluated against the program requirements contained in US Department of Energy Voluntary Protection Program, Part 1: Program Elements to determine its success in implementing the five tenets of DOE-VPP. The Initial Review Team concluded that WSRC met or surpassed all DOE-VPP requirements, with the exception of 12 minor findings and 5 recommendations. WSRC was asked to resolve the findings within 90 days. During a follow-up visit in January 1996, representatives of the Team verified that all 90-day actions were completed. The Update Team detected though that the program did not demonstrate thorough and meaningful employee involvement. The ability to attain and sustain VPP-level performance on employee involvement is a significant challenge. Large companies with multiple layers of management and geographically disperse personnel have particular difficulty.

    This guidebook is a resource to help field personnel (nonbotanists) identify plants on the Savannah River Site (SRS) premises. Although not a complete flora guide, this publication contains information about 123 plant species found on the SRS. Plants are listed by their common names and arranged by the color of the flower. The SRS supports a diverse array of plant communities. Land use history, the establishment of the SRS, and current land management practices have shaped the flora presently found on the SRS. Located south of Aiken, SC, SRS spans 198,344 acres with land covering Aiken, Allendale, and Barnwell Counties. Situated on the Upper Coastal Plain and Sandhills physiographic provinces, the SRS has more than 50 distinct soil types. The topography is rolling to flat with elevation ranges from 50 to 400 feet above sea level.

    The iodine isotopes I-132, 1-133, I-134, and I-135, which have half-lives ranging from 53 minutes to 21 hours, are measured in the atmospheric effluent from the Savannah River Technology Center (SRTC) at the Savannah River Site (SRS) near Aiken, South Carolina. SRS is operated by Westinghouse Savannah River Company for the US Department of Energy (DOE). The isotopes` release rates range from 10 to 300 microcuries per week compared to the rate. The resulting annual dose from all iodine isotopes is minor; it comprises 0.01 percent of the total offsite dose due to atmospheric releases from SRS in 1990. Circumstantial evidence indicates the radioiodine originates from traces of unencapsulated Cf-252. The determination that spontaneous fission of Cf-252 is the source of the radioiodine has several ramifications. Radioactive fission-product isotopes of the noble gas elements krypton and xenon must also be released. Noble gases are more volatile and mobile than iodine. Also, the released iodine isotopes decay to xenon isotopes. The noble gases decay to non-gaseous elements that are transported along with radioiodine to the terrestrial environment by deposition from the SRTC plume. Only Sr-89 is believed to accumulate sufficiently in the environment to approach detectable levels. Given similar conditions in earlier years, releases of short-lived radioiodine have occurred undetected in routine monitoring since the early 1970s. Release rates 20 years ago would have been 200 times greater than current release rates. This report documents preliminary experiments conducted by SRTC and Environmental Monitoring Section (EMS) scientists. The release process and the environmental impact of fission products from Cf-252 should be thoroughly researched.

    The Savannah River Site (SRS), located in Aiken, Allendale, and Barnwell Counties, South Carolina, is a nuclear production facility operated for the U.S. Department of Energy (DOE) by Westinghouse Savannah River Company (WSRC). To facilitate future human health and ecological risk assessments, treatability studies, remedial investigations, and feasibility studies for its wetland areas, SRS needs a database of background geochemical and physical properties of wetland soils. These data are needed for comparison to data collected from wetland soils that may have been affected by SRS operations. SRS contains 36,000 acres of wetlands and an additional 5,000 acres of bottom land soils subject to flooding. Recent studies of wetland soils near various waste units at SRS show that some wetlands have been impacted by releases of contaminants resulting from SRS operations (WSRC, 1992). Waste waters originating from the operations facilities typically have been discharged into seepage basins located in upland soils, direct discharge of waste water to wetland areas has been minimal. This suggests that impacted wetland areas have been affected indirectly as a result of transport mechanisms such as surface runoff, groundwater seeps, fluvial or sediment transport, and leaching. Looney et al. (1990) conducted a study to characterize the geochemical and physical properties of upland soils and shallow sediments on the SRS. A primary objective of the upland study was to collect the data needed to assess the qualitative and quantitative impacts of SRS operations on the environment. By comparing the upland soils data to data collected from waste units located in similar soils, SRS impacts could be assessed. The data were also intended to aid in selection of remediation alternatives. Because waste units at SRS have historically been located in upland areas, wetland soils were not sampled.     The South Carolina Department of Natural Resources, Water Resources Division (SCWRD), in collaboration with the United States Department of Energy (USDOE) is conducting a hydrogeologic investigation of the ground-water system(s) peripheral to the Savannah River Site. The study area is located in the Southeastern Coastal Plain hydrogeologic province in Aiken, Allendale and Barnwell Counties, South Carolina. Ground-water movement, quality, and availability are being evaluated in order to better protect and manage this valuable regional resource. The investigation involves a well-cluster system comparable to the one constructed on the SRS. Cluster sites are situated outside the SRS on the basis of study objectives, proximity to the plant`s borders, land availability, and for the optimization of hydrogeologic control. One to three wells are completed into each major aquifer, and at each cluster site, at least one borehole is continuously cored and geophysically logged from land surface to at least 10 feet into unweathered bedrock. Data collected from the ongoing study include 146 paleontologic and palynologic age dates, 100 x-ray diffraction analyses of clay and bulk mineralogy, 442 sieve analyses, 6,040 feet of detailed core description, mineral composition and porosity determined from thin-section analyses, and continuous water-level data. This report is a compilation and interpretation of the {open_quotes}C-well{close_quotes} data that have been generated from the project and that will be used to model and characterize the aquifers and confining units in the region.

    Hazardous waste site inspection is a labor intensive, time consuming job, performed primarily on the ground using visual inspection and instrumentation. It is an expensive process to continually monitor hazardous waste and/or landfill sites to determine if they are maintaining their integrity. In certain instances, it may be possible to monitor aspects of the hazardous waste sites and landfills remotely. The utilization of multispectral data was suggested for the mapping of clays and iron oxides associated with contaminated groundwater, vegetation stress, and methane gas emissions (which require longer wavelength detectors). The Savannah River Site (SRS) near Aiken, S.C. is a United States Department of Energy facility operated by the Westinghouse Savannah River Company. For decades the SRS was responsible for developing weapons grade plutonium and other materials for the nation's nuclear defense. Hazardous waste was generated during this process. Waste storage site inspection is a particularly important issue at the SRS because there are over 100 hazardous waste sites scattered throughout the 300 mile complex making it difficult to continually monitor all of the facilities. The goal is to use remote sensing technology to identify surface anomalies on the hazardous waste sites as early as possible so that remedial work can take place rapidly to maintain the integrity of the storage sites. The anomalous areas are then targeted for intensive in situ human examination and measurement. During the 1990s, many of the hazardous waste sites were capped with protective layers of polyethelene sheeting and soil, and planted with bahia grass and/or centipede grass. This research investigated hyperspectral remote sensing technology to determine if it can be used to measure accurately and monitor possible indicators of change on vegetated hazardous waste sites. The scope of the audit at SREL was comprehensive, addressing environmental activities in the technical areas of air; surface water/drinking water; groundwater/soil, sediment, and biota; waste management; toxic and chemical materials; inactive Waste sites; radiation; quality assurance; and environmental management. Specifically assessed was the compliance of SREL operations and activities with Federal, state, and local regulations; DOE Orders; and best management practices.

ISO14001 is an internationally recognized standard that delineates the elements of an effective environmental management system (EMS) and enhances environmental stewardship. SRS preparations for ISO14001 certification involved a comparison of existing programs to the requirements of the standard. Gaps in the program were identified and work initiated to fill those gaps. Primarily, these deficiencies were related to documentation of the SRS EMS and employee training. Certification was granted after an extensive review by a team of independent auditors. The review included personnel interviews, documentation reviews, and work practice observations. An overview of the preparation process as well as the independent review will be presented.

    The purpose of this inspection was to determine whether procurements by Westinghouse Savannah River Company and Bechtel Savannah River Inc. from their parent companies or other affiliated divisions were being effectively administered. Many of Bechtel`s procurements have been improperly burdened with indirect costs not permitted under the subcontract terms with Westinghouse, resulting in overcharges to DOE. It is recommended that the manager of Savannah River Operations office review the procurements to recover unallowable indirect costs, and strength administrative controls over this area. The DOE contract with Westinghouse and the subcontract with Bechtel have been found to contain conflicting contractual provisions regarding required competition. Recommendations are given.

    A team comprised of governmental, academic and industrial partners led by the Savannah River National Laboratory developed and demonstrated a regenerative fuel cell system for backup power applications. Recent market assessments have identified emergency response and telecommunication applications as promising near-term markets for fuel cell backup power systems. The Regenerative Fuel Cell System (RFC) consisted of a 2 kg-per-day electrolyzer, metal-hydride based hydrogen storage units and a 5 kW fuel cell. Coupling these components together created a system that can produce and store its own energy from the power grid much like a rechargeable battery. A series of test were conducted to evaluate the performance of the RFC system under both steady-state and transit conditions that might be encountered in typical backup power applications. In almost all cases the RFC functioned effectively. Test results from the demonstration project will be used to support recommendations for future fuel cell and hydrogen component and system designs and support potential commercialization activities. In addition to the work presented in this report, further testing of the RFC system at the Center for Hydrogen Research in Aiken County, SC is planned including evaluating the system as a renewable system coupled with a 20kW-peak solar photovoltaic array.

    The Defense Waste Processing Facility (DWPF) at the Savannah River Site (SRS) in Aiken, SC mg began immobilizing high-level radioactive waste in borosilicate glass in 1996. Currently, the radioactive glass is being produced as a ``sludge-only`` composition by combining washed high-level waste sludge with glass frit. The glass is poured in stainless steel canisters which will eventually be disposed of in a permanent, geological repository. To date, DWPF has produced about 100 canisters of vitrified waste. Future processing operations will, be based on a ``coupled`` feed of washed high-level waste sludge, precipitated cesium, and glass frit. This paper provides an update of the processing activities completed to date, operational/flowsheet problems encountered, and programs underway to increase production rates.

    The Savannah River Site (SRS) is a 310-square-mile Department of Energy site located near Aiken, South Carolina. With a workforce of over 10,000 employees and subcontractors, SRS emergency personnel must be able to respond to an emergency event in a timely and effective manner, in order to ensure the safety and security of the Site. Geographic Information Systems (GIS) provides the technology needed to give managers and emergency personnel the information they need to make quick and effective decisions. In the event of a site evacuation, knowing the number of on-site personnel to evacuate from a given area is an essential piece of information for emergency staff. SRS has developed a GIS Dynamic Population Model Tool to quickly communicate real-time information that summarizes employee populations by facility area and building and then generates dynamic maps that illustrate output statistics.

    In 2005, the US Department of Energy (DOE) launched the third generation of closure contracts, including the River Corridor Closure (RCC) Contract at Hanford. Over the past decade, significant progress has been made on cleaning up the river shore that bordes Hanford. However, the most important cleanup challenges lie ahead. In March 2005, DOE awarded the Hanford River Corridor Closure Contract to Washington Closure Hanford (WCH), a limited liability company owned by Washington Group International, Bechtel National and CH2M HILL. It is a single-purpose company whose goal is to safely and efficiently accelerate cleanup in the 544 km{sup 2} Hanford river corridor and reduce or eliminate future obligations to DOE for maintaining long-term stewardship over the site. The RCC Contract is a cost-plus-incentive-fee closure contract, which incentivizes the contractor to reduce cost and accelerate the schedule. At $1.9 billion and seven years, WCH has accelerated cleaning up Hanford's river corridor significantly compared to the $3.2 billion and 10 years originally estimated by the US Army Corps of Engineers. Predictable funding is one of the key features of the new contract, with funding set by contract at $183 million in fiscal year (FY) 2006 and peaking at $387 million in FY2012. Another feature of the contract allows for Washington Closure to perform up to 40% of the value of the contract and subcontract the balance. One of the major challenges in the next few years will be to identify and qualify sufficient subcontractors to meet the goal.

This is a follow-on project, funded by CH2M Hill Plateau Remediation Company, LLC (CHPRC), to the Fluor Hanford, Inc. Columbia River Protection Project. The work scope consists of a number of CHPRC funded, related projects that are managed under a master project (project number 55109). All contract releases associated with the Fluor Hanford Columbia River Project (Fluor Hanford, Inc. Contract 27647) and the CHPRC Columbia River Project (Contract 36402) will be collected under this master project. Each project within the master project is authorized by a CHPRC contract release that contains the project-specific statement of work.     Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. During the project, Kodak developed and tested a tandem hybrid IES device made with a fluorescent blue emitter, a phosphorescent yellow emitter, and a phosphorescent red emitter in a stacked structure. The challenge was to find low voltage materials that do not absorb excessive amounts of emitted light when the extraction enhancement structure is applied. Because an extraction enhancement structure forces the emitted light to travel several times through the OLED layers before it is emitted, it exacerbates the absorption loss. A variety of ETL and HTL materials was investigated for application in the low voltage SSL device structure. Several of the materials were found to successfully yield low operating device voltages without incurring excessive absorption loss when the extraction enhancement structure was applied

    This Environmental Assessment (EA) has been prepared by the Department of Energy (DOE) to assess the potential environmental impacts associated with the construction, operation and decontamination and decommissioning (D&D) of the Waste Segregation Facility (WSF) for the sorting, shredding, and compaction of low-level radioactive waste (LLW) at the Savannah River Site (SRS) located near Aiken, South Carolina. The LLW to be processed consists of two waste streams: legacy waste which is currently stored in E-Area Vaults of SRS and new waste generated from continuing operations. The proposed action is to construct, operate, and D&D a facility to process low-activity job-control and equipment waste for volume reduction. The LLW would be processed to make more efficient use of low-level waste disposal capacity (E-Area Vaults) or to meet the waste acceptance criteria for treatment at the Consolidated Incineration Facility (CIF) at SRS.

    The Savannah River Ecology Laboratory (SREL) is a research unit of the University of Georgia (UGA). The overall mission of the Laboratory is to acquire and communicate knowledge of ecological processes and principles. SREL conducts basic and applied ecological research, as well as education and outreach programs, under a contract with the U.S. Department of Energy (DOE) at the Savannah River Site (SRS) near Aiken, South Carolina. Significant accomplishments were made during the past year in the areas of research, education and service. The Laboratory`s research mission was fulfilled with the publication of two books and 143 journal articles and book chapters by faculty, technical and students, and visiting scientists. An additional three books and about 80 journal articles currently are in press. Faculty, technician and students presented 193 lectures, scientific presentations, and posters to colleges and universities, including minority institutions. Dr. J Vaun McArthur organized and conducted the Third Annual SREL Symposium on the Environment: New Concepts in Strewn Ecology: An Integrative Approach. Dr. Michael Newman conducted a 5-day course titled Quantitative Methods in Ecotoxicology, and Dr. Brian Teppen of The Advanced Analytical Center for Environmental Sciences (AACES) taught a 3-day short course titled Introduction to Molecular Modeling of Environmental Systems. Dr. I. Lehr Brisbin co-hosted a meeting of the Crocodile Special Interest Group. Dr. Rebecca Sharitz attended four symposia in Japan during May and June 1996 and conducted meetings of the Executive Committee and Board of the International Association for Ecology (ENTECOL).

    Designated as the first of seven National Environmental Research Parks (NERPs) by the Atomic Energy Commission (now the Department of Energy), the Savannah River Site (SRS) is an important ecological component of the Southeastern Mixed Forest Ecoregion located along the Savannah River south of Aiken, South Carolina. Integral to the Savannah River Site NERP are the DOE Research Set-Aside Areas. Scattered across the SRS, these thirty tracts of land have been set aside for ecological research and are protected from public access and most routine Site maintenance and forest management activities. Ranging in size from 8.5 acres (3.44 ha) to 7,364 acres (2,980 ha), the thirty Set-Aside Areas total 14,005 acres (5,668 ha) and comprise approximately 7% of the Site`s total area. This system of Set-Aside Areas originally was established to represent the major plant communities and habitat types indigenous to the SRS (old-fields, sandhills, upland hardwood, mixed pine/hardwood, bottomland forests, swamp forests, Carolina bays, and fresh water streams and impoundments), as well as to preserve habitats for endangered, threatened, or rare plant and animal populations. Many long-term ecological studies are conducted in the Set-Asides, which also serve as control areas in evaluations of the potential impacts of SRS operations on other regions of the Site. The purpose of this document is to give an historical account of the SRS Set-Aside Program and to provide a descriptive profile of each of the Set-Aside Areas. These descriptions include a narrative for each Area, information on the plant communities and soil types found there, lists of sensitive plants and animals documented from each Area, an account of the ecological research conducted in each Area, locator and resource composition maps, and a list of Site-Use permits and publications associated with each Set-Aside.

    The Reactor Maintenance's Machinery Vibration Monitoring Program (MVMP) plays an essential role in ensuring the safe operation of the three Production Reactors at the Westinghouse Savannah River Company (WRSC) Savannah River Site (SRS). This program has increased machinery availability and reduced maintenance cost by the early detection and determination of machinery problems. This paper presents the Reactor Maintenance's Machinery Vibration Monitoring Program, which has been documented based on Electric Power Research Institute's (EPRI) NP-5311, Utility Machinery Monitoring Guide, and some examples of the successes that it has enjoyed.
