The investigation focuses upon implementation - the organization and administrative processes required to convert a law into a viable program. Eleven financial and 12 RD and D programs were investigated. Results indicate that four conditions are common to successful implementation of both types of incentive programs: the opportunity to use solar energy as a heating source; characteristics of the agency selected to complement the law; involvement of outside groups in program implementation; and the specificity of guidance given to those responsible for implementation. Other conditions specific to the implementation of each type of program are discussed as well as the implications of these findings for state and federal policy makers.

    We process solar flare observations of Nobeyama Radio Polarimeters with an improved maximum likelihood method developed recently by Clauset et al. The method accurately extracts power-law behaviors of the peak fluxes in 486 radio bursts at six frequencies (1-35 GHz) and shows an excellent performance in this study. The power-law indices on 1-35 GHz given by this study vary around 1.74-1.87, which is consistent with earlier statistics in different solar cycles and very close to the simulations of the avalanche model by Lu.

    A phenomenological turbulence model for kinetic Alfvén waves in a magnetized collisionless plasma that is able to reproduce the non-universal power-law spectra observed at the sub-ion scales in the solar wind and the terrestrial magnetosphere is presented. The process of temperature homogenization along distorted magnetic field lines, induced by Landau damping, affects the turbulence transfer time and results in a steepening of the sub-ion power-law spectrum of critically balanced turbulence, whose exponent is sensitive to the ratio between the Alfvén wave period and the nonlinear timescale. Transition from large-scale weak turbulence to smaller scale strong turbulence is captured and nonlocal interactions, relevant in the case of steep spectra, are accounted for.

    The nature of quasi-periodic pulsations (QPPs) in solar and stellar flares remains debated. Recent work has shown that power-law-like Fourier power spectra are an intrinsic property of solar and stellar flare signals, a property that many previous studies of this phenomenon have not accounted for. Hence a re-evaluation of the existing interpretations and assumptions regarding QPPs is needed. We adopt a Bayesian method for investigating this phenomenon, fully considering the Fourier power-law properties of flare signals. Using data from the PROBA2/Large Yield Radiometer, Fermi/Gamma-ray Burst Monitor, Nobeyama Radioheliograph, and Yohkoh/HXT instruments, we study a selection of flares from the literature identified as QPP events. Additionally, we examine optical data from a recent stellar flare that appears to exhibit oscillatory properties. We find that, for all but one event tested, an explicit oscillation is not required to explain the observations. Instead, the flare signals are adequately described as a manifestation of a power law in the Fourier power spectrum. However, for the flare of 1998 May 8, strong evidence for an explicit oscillation with P ≈ 14-16 s is found in the 17 GHz radio data and the 13-23 keV Yohkoh/HXT data. We conclude that, most likely, many previously analyzed events in the literature may be similarly described by power laws in the flare Fourier power spectrum, without invoking a narrowband, oscillatory component. Hence the prevalence of oscillatory signatures in solar and stellar flares may be less than previously believed. The physical mechanism behind the appearance of the observed power laws is discussed.

    In this study we measure physical parameters of the same set of 155 M- and X-class solar flares observed with AIA/SDO as analyzed in Paper I, by performing a differential emission measure analysis to determine the flare peak emission measure EM{sub p} , peak temperature T{sub p} , electron density n{sub p} , and thermal energy E{sub th}, in addition to the spatial scales L, areas A, and volumes V measured in Paper I. The parameter ranges for M- and X-class flares are log (EM{sub p}) = 47.0-50.5, T{sub p} = 5.0-17.8 MK, n{sub p} = 4 × 10{sup 9}-9 × 10{sup 11} cm{sup –3}, and thermal energies of E{sub th} = 1.6 × 10{sup 28}-1.1 × 10{sup 32} erg. We find that these parameters obey the Rosner-Tucker-Vaiana (RTV) scaling law T{sub p}{sup 2}∝n{sub p} L and H∝T {sup 7/2} L {sup –2} during the peak time t{sub p} of the flare density n{sub p} , when energy balance between the heating rate H and the conductive and radiative loss rates is achieved for a short instant and thus enables the applicability of the RTV scaling law. The application of the RTV scaling law predicts power-law distributions for all physical parameters, which we demonstrate with numerical Monte Carlo simulations as well as with analytical calculations. A consequence of the RTV law is also that we can retrieve the size distribution of heating rates, for which we find N(H)∝H {sup –1.8}, which is consistent with the magnetic flux distribution N(Φ)∝Φ{sup –1.85} observed by Parnell et al. and the heating flux scaling law F{sub H} ∝HL∝B/L of Schrijver et al.. The fractal-diffusive self-organized criticality model in conjunction with the RTV scaling law reproduces the observed power-law distributions and their slopes for all geometrical and physical parameters and can be used to predict the size distributions for other flare data sets, instruments, and detection algorithms.

This quantifies the handedness of the magnetic field; namely, it can be related to the polarization of the magnetic field fluctuations (right or left hand). The measure results to be sign-singular; that is, we do not observe any scale-dependent effect at the ion- and at electron-cyclotron frequencies. Cancellations between right- and left-hand polarizations go on in the dispersive or dissipative range, beyond the electron-cyclotron frequency. This means that the mechanism responsible for the generation of the dispersive or dissipative range is rather insensitive to the polarization of the magnetic field fluctuations.

    In a world with water resources severely impacted bytechnology, science must actively contribute to water law. To this end,this paper is an earth scientist s attempt to comprehend essentialelements of water law, and to examine their connections to science.Science and law share a common logical framework of starting with apriori prescribed tenets, and drawing consistent inferences. In science,observationally established physical laws constitute the tenets, while inlaw, they stem from social values. The foundations of modern water law inEurope and the New World were formulated nearly two thousand years ago byRoman jurists who were inspired by Greek philosophy of reason.Recognizing that vital natural elements such as water, air, and the seawere governed by immutable natural laws, they reasoned that theseelements belonged to all humans, and therefore cannot be owned as privateproperty. Legally, such public property was to be governed by jusgentium, the law of all people or the law of all nations. In contrast,jus civile or civil law governed private property. Remarkably, jusgentium continues to be relevant in our contemporary society in whichscience plays a pivotal role in exploiting vital resources common to all.This paper examines the historical roots of modern water law, followstheir evolution through the centuries, and examines how the spirit ofscience inherent in jus gentium is profoundly influencing evolving waterand environmental laws in Europe, the United States and elsewhere. In atechnological world, scientific knowledge has to lie at the core of waterlaw. Yet, science cannot formulate law. It is hoped that a philosophicalunderstanding of the relationships between science and law willcontribute to their constructively coming together in the service ofsociety.

    We analyze the temperature relaxation phenomena of systems in contact with a thermal reservoir that undergoes a non-Markovian diffusion process. From a generalized Langevin equation, we show that the temperature is governed by a law of cooling of the Newton’s law type in which the relaxation time depends on the velocity autocorrelation and is then characterized by the memory function. The analysis of the temperature decay reveals the existence of an anomalous cooling in which the temperature may oscillate. Despite this anomalous behavior, we show that the variation of entropy remains always positive in accordance with the second law of thermodynamics.

Two main types of solar collectors are described: flat plate collectors and concentrating collectors. Efficiency of air and hydronic collectors among the flat plate types are compared. Also several concentrators are described, including their sun tracking mechanisms. Descriptions of some recent solar installations are presented and a list representing the cross section of solar collector manufacturers is furnished.

    Following the 1973 oil embargo, the US government initiated a program to develop and use solar energy. This led to individual programs devoted to developing various solar radiation energy conversion technologies: photovoltaic and solar-thermal conversion devices. Nearly concurrently, it was recognized that understanding the available insolation resources was required to develop and deploy solar energy devices and systems. It was also recognized that the insolation information available at that time (1973) was not adequate to meet the specific needs of the solar energy community. Federal efforts were initiated and conducted to produce new and more extensive information and data. The primary federal agencies that undertook such efforts were the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA). NOAA's efforts included activities performed by the National Weather Service (NWS) and the National Climatic Data Center (NCDC). This book has two man objectives: to report some of the insolation energy data, information, and products produced by the federal efforts and to describe how they were produced. Products include data bases, models and algorithms, monitoring networks, instrumentation, and scientific techniques. The scope of products and results does not include all those produced by past federal efforts. The book's scope and subject matter are oriented to support the intent and purpose of the other volumes in this series. In some cases, other pertinent material is presented to provide a more complete coverage of a given subject. 385 refs., 149 figs., 50 tabs.

    The prospect of studying the solar energy generation process directly by observing the solar neutrino radiation has been discussed for many years. The main difficulty with this approach is that the sun emits predominantly low energy neutrinos, and detectors for observing low fluxes of low energy neutrinos have not been developed. However, experimental techniques have been developed for observing neutrinos, and one can foresee that in the near future these techniques will be improved sufficiently in sensitivity to observe solar neutrinos. At the present several experiments are being designed and hopefully will be operating in the next year or so. We will discuss an experiment based upon a neutrino capture reaction that is the inverse of the electron-capture radioactive decay of argon-37. The method depends upon exposing a large volume of a chlorine compound, removing the radioactive argon-37 and observing the characteristic decay in a small low-level counter.

    The field of this invention is solar collectors, and more particularly, the invention pertains to a flat plate collector that employs high performance thin films. The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame. A thin film window is bonded to one planar side of the frame. An absorber of laminate construction is comprised of two thin film layers that are sealed perimetrically. The layers define a fluid-tight planar envelope of large surface area to volume through which a heat transfer fluid flows. Absorber is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    A reflective shutter rotates within a skylight housing in such a fashion as to control solar energy thereby providing a combination of heating, lighting, and ventilation. The skylight housing has three faces: a glazed southern face, a glazed northern face, and an open downwardly oriented face to the interior of the structure. Counter-weighted pivot arms support the shutter at either end causing the center of rotation to pass through the center of gravity. The shutter has three basic positions: In the first position, during the winter day, the shutter closes off the northern face, allowing solar energy to enter directly into the supporting structure providing heat gain and daylighting. In the second position, during the winter night, the shutter closes off the open face to the interior, providing insulation between the structure and the skylight housing. In the third position, during the non-heating season, the shutter closes off the southern face blocking unwanted heat gain but allowing diffuse northern light to penetrate for daylighting. In this last position, a means is provided for ventilating by natural convection. The apparatus can be operated either manually or by motor.

The solar collector of this invention overcomes several problems in this field, such as excessive hardware, cost and reliability, and other prior art drawbacks outlined in the specification. In the preferred form, the apparatus features a substantially rigid planar frame (14). A thin film window (42) is bonded to one planar side of the frame. An absorber (24) of laminate construction is comprised of two thin film layers (24a, 24b) that are sealed perimetrically. The layers (24a, 24b) define a fluid-tight planar envelope (24c) of large surface area to volume through which a heat transfer fluid flows. Absorber (24) is bonded to the other planar side of the frame. The thin film construction of the absorber assures substantially full envelope wetting and thus good efficiency. The window and absorber films stress the frame adding to the overall strength of the collector.

    We examine statistically some properties of 96 20 MeV gradual solar energetic proton (SEP) events as a function of three different types of solar wind (SW) as classified by Richardson and Cane. Gradual SEP (E > 10 MeV) events are produced in shocks driven by fast (V ≳ 900 km s{sup –1}) and wide (W > 60°) coronal mass ejections (CMEs). We find no differences among the transient, fast, and slow SW streams for SEP 20 MeV proton event timescales. It has recently been found that the peak intensities Ip of these SEP events scale with the ∼2 MeV proton background intensities, which may be a proxy for the near-Sun shock seed particles. Both the intensities Ip and their 2 MeV backgrounds are significantly enhanced in transient SW compared to those of fast and slow SW streams, and the values of Ip normalized to the 2 MeV backgrounds only weakly correlate with CME V for all SW types. This result implies that forecasts of SEP events could be improved by monitoring both the Sun and the local SW stream properties and that the well known power-law size distributions of Ip may differ between transient and long-lived SW streams. We interpret an observed correlation between CME V and the 2 MeV background for SEP events in transient SW as a manifestation of enhanced solar activity.

    A solar reflector system is described for reflecting solar energy to an elongated solar receiving area disposed generally in an east-west direction and for helping to optimize the performance versus cost ratios of concentrating solar collector systems utilizing the solar reflector system. The solar reflector system consists of an elongated side reflector panel means to be hinged relative to the solar receiving area, hinge means adjacent the solar receiving area for pivotally connecting the reflector panel means relative to the solar receiving area. The reflector panel means include a reflector surface comprised of a plurality of flat planar reflector panels that are each elongated parallel to the solar receiving area for about the length of the solar receiving area, with adjacent flat planar reflector panels comprising the reflector surface sharing a common edge that extends parallel to the solar receiving area and forming an angle appropriate to facilitate efficient performance of the overall reflector panel means in reflecting solar energy to the solar receiving area, means for adjusting one, some, or all of the angles formed by adjacent flat planar reflector panels comprising the reflector surface. The curvature of the overall reflector surface may be altered on a seasonal basis, and means for adjusting the entire reflector panel means relative to the solar receiving area about the hinge means, so as to improve year-round reflector panel means performance in reflecting solar energy to the solar receiving area.

    The purpose of the Solar America Initiative: Solar Outreach and Communications grant was to promote better communications among stakeholders; address infrastructure barriers to solar energy; and coordinate with industry, the U.S. Department of Energy, national laboratories, states, cities and counties. The Interstate Renewable Energy Council (IREC), a non-profit organization formed in 1982, approached this grant project by establishing a wide range of communication and outreach activities including newsletters, workshops, webinars, model practices and publications; by advancing easy and fair hook-up rules to the utility grid; and by upgrading training based on industry competency standards. The Connecting to the Grid project and the Solar Codes and Standards Public Hearings project offered communication coupled with technical assistance to overcome interconnection, net metering and other regulatory and program barriers. The Workforce Development Project tackled building a strong workforce through quality training and competency assessment programs. IREC's web site, the semi-monthly state and stakeholder newsletter and the metrics report resulted in better communications among stakeholders. Workshops and phone seminars offered technical assistance and kept stakeholders up-to-date on key issues. All of these activities resulted in implementing sustainable solutions to institutional and market barriers to solar energy and getting the right information to the right people.

    A process including forming a photovoltaic solar cell on a substrate, the photovoltaic solar cell comprising an anchor positioned between the photovoltaic solar cell and the substrate to suspend the photovoltaic solar cell from the substrate. A surface of the photovoltaic solar cell opposite the substrate is attached to a receiving substrate. The receiving substrate may be bonded to the photovoltaic solar cell using an adhesive force or a metal connecting member. The photovoltaic solar cell is then detached from the substrate by lifting the receiving substrate having the photovoltaic solar cell attached thereto and severing the anchor connecting the photovoltaic solar cell to the substrate. Depending upon the type of receiving substrate used, the photovoltaic solar cell may be removed from the receiving substrate or remain on the receiving substrate for use in the final product.

    This Solar Design Workbook presents solar building design applications for commercial buildir^s. The book is divided into four sections. The first section describes the variety of solar applications in buildings including conservation aspects, solar fundamentals, passive systems, active systems, daylighting, and other solar options. Solar system design evaluation techniques including considerations for building energy requirements, passive systems, active systems, and economics are presented in Section II. The third section attempts to assist the designer in the building design process for energy conservation and solar applications including options and considerations for pre-design, design, and post-design phases. The information required for the solar design proee^ has not been fully developed at this time. Therefore, Section III is incomplete, but an overview of the considerations with some of the design proces elements is presented. Section IV illustrates ease studies that utilize solar applications in the building design.

    This task examines the potential of the treated waste feed blends to form sodium-aluminum silicate precipitates when evaporated using the zeolite database. To investigate the behavior of the blended pretreated waste feed, an OLI Environmental Simulation Package Software (OLI ESP) model of the treated low activity waste (LAW) evaporator was built. A range of waste feed compositions representative of Envelope A, B, and C were then fed into the OLI model to predict various physical and chemical properties of the evaporator concentrates. Additional runs with treated LAW evaporator were performed to compare chemical and physical property model predictions and experimental results for small-scale radioactive tests of the treated feed evaporation process.

    Broward County and its partners (the Go SOLAR Team), operating under a Department of Energy Rooftop Solar Challenge Agreement, designed, developed and implemented an online permitting system for rooftop solar PV systems. This is a single web based system with a single permit fee that will issue a permit, with a set of design plans preapproved by partner building officials, within one hour. The system is currently available at gosolar.broward.org for use within any of the partner Authorities Having [permitting] Jurisdiction (AHJ). Additionally, the Go SOLAR Team researched, developed and to the extent feasible, implemented three best management practices to make a fertile environment for the new online permit system. These included Net Metering and Interconnection Standards, Solar-Friendly Financing, and Planning and Zoning Ordinances. Finally, the team implemented a substantial outreach effort to advocate for the development of solar in Broward County, with an emphasis on Solar Rights, concluding with a Go SOLAR Fest day and a half conference with over 1,200 attendees and 50 exhibitors. The Go SOLAR project was completed on time, under DOE’s budgeted amount, and all project objectives were met or exceeded.

    Interactions of plasma motion with magnetic fields occur in nature and in the laboratory in an impressively broad range of scales, from megaparsecs in astrophysical systems to centimeters in fusion devices. The fact that such an enormous array of phenomena can be effectively studied lies in the existence of fundamental scaling laws in plasma turbulence, which allow one to scale the results of analytic and numerical modeling to the sized of galaxies, velocities of supernovae explosions, or magnetic fields in fusion devices. Magnetohydrodynamics (MHD) provides the simplest framework for describing magnetic plasma turbulence. Recently, a number of new features of MHD turbulence have been discovered and an impressive array of thought-provoking phenomenological theories have been put forward. However, these theories have conflicting predictions, and the currently available numerical simulations are not able to resolve the contradictions. MHD turbulence exhibits a variety of regimes unusual in regular hydrodynamic turbulence. Depending on the strength of the guide magnetic field it can be dominated by weakly interacting Alfv\\'en waves or strongly interacting wave packets. At small scales such turbulence is locally anisotropic and imbalanced (cross-helical). In a stark contrast with hydrodynamic turbulence, which tends to ``forget'' global constrains and become uniform and isotropic at small scales, MHD turbulence becomes progressively more anisotropic and unbalanced at small scales. Magnetic field plays a fundamental role in turbulent dynamics. Even when such a field is not imposed by external sources, it is self-consistently generated by the magnetic dynamo action. This project aims at a comprehensive study of universal regimes of magnetic plasma turbulence, combining the modern analytic approaches with the state of the art numerical simulations.     This article attempts to delineate the roles played by non-dynamical background structures and Killing symmetries in the construction of stress-energy-momentum tensors generated from a diffeomorphism invariant action density. An intrinsic coordinate independent approach puts into perspective a number of spurious arguments that have historically lead to the main contenders, viz the Belinfante-Rosenfeld stress-energy-momentum tensor derived from a Noether current and the Einstein-Hilbert stress-energy-momentum tensor derived in the context of Einstein's theory of general relativity. Emphasis is placed on the role played by non-dynamical background (phenomenological) structures that discriminate between properties of these tensors particularly in the context of electrodynamics in media. These tensors are used to construct conservation laws in the presence of Killing Lie-symmetric background fields. - Highlights: Black-Right-Pointing-Pointer The role of background fields in diffeomorphism invariant actions is demonstrated. Black-Right-Pointing-Pointer Interrelations between different stress-energy-momentum tensors are emphasised. Black-Right-Pointing-Pointer The Abraham and Minkowski electromagnetic tensors are discussed in this context.     The major obstacle preventing the full utilization of solar energy is the kind of energy that it is being converted into. Wind, solar thermal and photovoltaic systems all convert solar energy into kinetic energy. Kinetic energy, or energy of movement, is very difficult to store and cannot be accumulated over long periods of time so unused or excess energy is wasted. The solution to this problem, in the long run, is not to find more elaborate storage systems but to convert the solar energy into a form which is inherently more storable, namely potential energy. Chemical energy, which is energy stored between the molecular bonds of a substance, is an excellent example of potential energy. If more processes could be developed to produce fuels, or other chemical reactions, from solar energy the benefits would be enormous. First, the problem of inadequate storage would be solved. This in turn would eliminate the need for back-up systems because excess energy accumulated during the long summer days could be ''stored up'' for use during the shorter winter days. Second, the right fuels could also be used for transportation which would decrease our dependency on gasoline.

    We have used a combination of broadband near-infrared and optical Johnson-Cousins photometry to study the dust properties in the line of sight to the Galactic globular cluster M4. We have investigated the reddening effects in terms of absolute strength and variation across the cluster field, as well as the shape of the reddening law defined by the type of dust. All three aspects had been poorly defined for this system and, consequently, there has been controversy about the absolute distance to this globular cluster, which is closest to the Sun. Here, we determine the ratio of absolute to selective extinction (R{sub V} ) in the line of sight toward M4, which is known to be a useful indicator for the type of dust and therefore characterizes the applicable reddening law. Our method is independent of age assumptions and appears to be significantly more precise and accurate than previous approaches. We obtain A{sub V} /E(B - V) = 3.76 {+-} 0.07 (random error) for the dust in the line of sight to M4 for our set of filters. That corresponds to a dust-type parameter R{sub V} = 3.62 {+-} 0.07 in the Cardelli et al. reddening law. With this value, the distance to M4 is found to be 1.80 {+-} 0.05 kpc, corresponding to a true distance modulus of (m - M){sub 0} = 11.28 {+-} 0.06 (random error). A reddening map for M4 has been created, which reveals a spatial differential reddening of {delta}E(B - V) {>=} 0.2 mag across the field within 10' around the cluster center; this is about 50% of the total mean reddening, which we have determined to be E(B - V) = 0.37 {+-} 0.01. In order to provide accurate zero points for the extinction coefficients of our photometric filters, we investigated the impact of stellar parameters such as temperature, surface gravity, and metallicity on the extinction properties and the necessary corrections in different bandpasses.     Current technology cuts solar Si wafers by a wire saw process, resulting in 50% 'kerf' loss when machining silicon from a boule or brick into a wafer. We want to develop a kerf-free laser wafering technology that promises to eliminate such wasteful wire saw processes and achieve up to a ten-fold decrease in the g/W{sub p} (grams/peak watt) polysilicon usage from the starting polysilicon material. Compared to today's technology, this will also reduce costs ({approx}20%), embodied energy, and green-house gas GHG emissions ({approx}50%). We will use short pulse laser illumination sharply focused by a solid immersion lens to produce subsurface damage in silicon such that wafers can be mechanically cleaved from a boule or brick. For this concept to succeed, we will need to develop optics, lasers, cleaving, and high throughput processing technologies capable of producing wafers with thicknesses < 50 {micro}m with high throughput (< 10 sec./wafer). Wafer thickness scaling is the 'Moore's Law' of silicon solar. Our concept will allow solar manufacturers to skip entire generations of scaling and achieve grid parity with commercial electricity rates. Yet, this idea is largely untested and a simple demonstration is needed to provide credibility for a larger scale research and development program. The purpose of this project is to lay the groundwork to demonstrate the feasibility of laser wafering. First, to design and procure on optic train suitable for producing subsurface damage in silicon with the required damage and stress profile to promote lateral cleavage of silicon. Second, to use an existing laser to produce subsurface damage in silicon, and third, to characterize the damage using scanning electron microscopy and confocal Raman spectroscopy mapping.

    Solar oscillations have been observed at three different spatial scales at Big Bear Solar Observatory during 1986-1987 and, using three data sets, a new and more accurate table of solar oscillation frequencies has been compiled. The oscillations, which are presented as functions of radial order n and spherical harmonic degree l, are averages over azimuthal order and therefore approximate the normal mode frequencies of a nonrotating, spherically symmetric sun, near solar minimum. The table contains frequencies for most of the solar p and f modes with l between 0 and 1860, n between 0 and 26, and oscillation mode frequencies between 1.0 and 5.3. 30 refs.
