    Rhode Island`s landfill and adjacent materials recovery facility (MRF) in Johnston, both owned by the quasi-public Rhode Island Resource Recovery Corp. (RIRRC, Johnston), serve the entire state. The $12-million recycling facility was built in 1989 next to the state`s sole landfill, the Central Landfill, which accepts only in-state trash. The MRF is operated for RIRRC by New England CRInc. (Hampton, N.H.), a unit of Waste Management, Inc. (WMI, Oak Brook, Ill.). It handles a wide variety of materials, from the usual newspaper, cardboard, and mixed containers to new streams such as wood waste, scrap metal, aseptic packaging (milk and juice boxes), and even textiles. State municipalities are in the process of adding many of these new recyclable streams into their curbside collection programs, all of which feed the facility.

    The National Renewable Energy Laboratory (NREL), under an interagency agreement with the Bureau of Ocean Energy Management (BOEM), is providing technical assistance to BOEM on the identification and delineation of offshore leasing areas for offshore wind energy development within the Atlantic Coast Wind Energy Areas (WEAs) established by BOEM in 2012. This report focuses on NREL's evaluation of BOEM's Rhode Island/Massachusetts (RIMA) WEA leasing areas. The objective of the NREL evaluation was to assess the proposed delineation of the two leasing areas and determine if the division is reasonable and technically sound. Additionally, the evaluation aimed to identify any deficiencies in the delineation. As part of the review, NREL performed the following tasks: 1. Performed a limited review of relevant literature and RIMA call nominations. 2. Executed a quantitative analysis and comparison of the two proposed leasing areas 3. Conducted interviews with University of Rhode Island (URI) staff involved with the URI Special Area Management Plan (SAMP) 4. Prepared this draft report summarizing the key findings.

    Between December, 2009 and December, 2012, 42 deep energy retrofit (DER) projects were completed through a pilot program sponsored by National Grid and conducted in Massachusetts and Rhode Island. Thirty-seven of these projects were comprehensive retrofits while five were partial DERs, meaning that high performance retrofit was implemented for a single major enclosure component or a limited number of major enclosure components. Building Science Corporation developed a consistent "package" of measures in terms of the performance targeted for major building components. Based on the community experience, this DER package is expected to result in yearly source energy use near 110 MMBtu/year or approximately 40% below the Northeast regional average.

    The 2012 International Energy Conservation Code (IECC) yields positive benefits for Rhode Island homeowners. Moving to the 2012 IECC from the 2009 IECC is cost effective over a 30-year life cycle. On average, Rhode Island homeowners will save $11,011 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Average annual energy savings are $629 for the 2012 IECC.

    The 2-MW Rhode Island Nuclear Science Center (RINSC) open pool reactor was converted from 93% UAL-High Enriched Uranium (HEU) fuel to 20% enrichment U3Si2-AL Low Enriched Uranium (LEU) fuel. The conversion included redesign of the core to a more compact size and the addition of beryllium reflectors and a beryllium flux trap. A significant increase in thermal flux level was achieved due to greater neutron leakage in the new compact core configuration. Following the conversion, a second cooling loop and an emergency core cooling system were installed to permit operation at 5 MW. After re-licensing at 2 MW, a power upgrade request will be submitted to the NRC.

    In answer to a request from the International Association of Fire Fighters (IAFF), an evaluation was made of health complaints noted by fire fighters exposed to plastic products and pesticides during two separate fires attended to by the Warwick Fire Department, located in Warwick, Rhode Island. Questionnaires were administered to 43 persons who were only present at the plastics fire and 46 who were only present at the pesticide fire and to 13 present at both fires. The men who fought the plastic products fire and the pesticide fire apparently experienced acute symptoms related to smoke and chemical inhalation during the fires, including headache, cough, sore throat, wheezing, shortness of breath, rash, dizziness, nausea, blurred vision, and numbness. The authors conclude that fire fighters at these two fires experienced acute irritant symptoms from smoke and chemical inhalation. The authors recommend use of protective clothing, use of protective equipment, prefire planning, implementation of medical surveillance for all fire fighters, and the proper cleanup of protective clothing and equipment after fires.

  15. Field Performance of Heat Pump Water Heaters in the Northeast, Massachusetts and Rhode Island (Fact Sheet)

    Heat pump water heaters (HPWHs) are finally entering the mainstream residential water heater market. Potential catalysts are increased consumer demand for higher energy efficiency electric water heating and a new Federal water heating standard that effectively mandates use of HPWHs for electric storage water heaters with nominal capacities greater than 55 gallons. When compared to electric resistance water heating, the energy and cost savings potential of HPWHs is tremendous. Converting all electric resistance water heaters to HPWHs could save American consumers 7.8 billion dollars annually ($182 per household) in water heating operating costs and cut annual residential source energy consumption for water heating by 0.70 quads. Steven Winter Associates, Inc. embarked on one of the first in situ studies of these newly released HPWH products through a partnership with two sponsoring electric utility companies, National Grid and NSTAR, and one sponsoring energy efficiency service program administrator, Cape Light Compact. Recent laboratory studies have measured performance of HPWHs under various operating conditions, but publicly available field studies have not been as available. This evaluation attempts to provide publicly available field data on new HPWHs by monitoring the performance of three recently released products (General Electric GeoSpring, A.O. Smith Voltex, and Stiebel Eltron Accelera 300). Fourteen HPWHs were installed in Massachusetts and Rhode Island and monitored for over a year. Of the 14 units, ten were General Electric models (50 gallon units), two were Stiebel Eltron models (80 gallon units), and two were A.O. Smith models (one 60-gallon and one 80-gallon unit).

    Between December, 2009 and December, 2012 42 deep energy retrofit (DER) projects were completed through a DER pilot program sponsored by National Grid and conducted in Massachusetts and Rhode Island. 37 of these projects were comprehensive retrofits while 5 were partial DERs, meaning that high performance retrofit was implemented for a single major enclosure component or a limited number of major enclosure components. The 42 DER projects represent 60 units of housing. The comprehensive projects all implemented a consistent 'package' of measures in terms of the performance targeted for major building components. Projects exhibited some variations in the approach to implementing the retrofit package. Pre- and post-retrofit air leakage measurements were performed for each of the projects. Each project also reported information about project costs including identification of energy-related costs. Post-retrofit energy-use data was obtained for 29 of the DER projects. Post-retrofit energy use was analyzed based on the net energy used by the DER project regardless of whether the energy was generated on site or delivered to the site. Homeowner surveys were returned by 12 of the pilot participants. Based on the community experience, this DER package is expected to result in yearly source energy use near 110 MMBtu/year or approximately 40% below the Northeast regional average. Larger to medium sized homes that successful implement these retrofits can be expected to achieve source EUI that is comparable to Passive House targets for new construction. The community of DER projects show post-retrofit airtightness below 1.5 ACH50 to be eminently achievable.

    The primary objective of the Project was to maximize the productive use of the substantial quantities of waste landfill gas generated and collected at the Central Landfill in Johnston, Rhode Island. An extensive analysis was conducted and it was determined that utilization of the waste gas for power generation in a combustion turbine combined cycle facility was the highest and best use. The resulting project reflected a cost effective balance of the following specific sub-objectives. 1) Meet environmental and regulatory requirements, particularly the compliance obligations imposed on the landfill to collect, process and destroy landfill gas. 2) Utilize proven and reliable technology and equipment. 3) Maximize electrical efficiency. 4) Maximize electric generating capacity, consistent with the anticipated quantities of landfill gas generated and collected at the Central Landfill. 5) Maximize equipment uptime. 6) Minimize water consumption. 7) Minimize post-combustion emissions. To achieve the Project Objective the project consisted of several components. 1) The landfill gas collection system was modified and upgraded. 2) A State-of-the Art gas clean up and compression facility was constructed. 3) A high pressure pipeline was constructed to convey cleaned landfill gas from the clean-up and compression facility to the power plant. 4) A combined cycle electric generating facility was constructed consisting of combustion turbine generator sets, heat recovery steam generators and a steam turbine. 5) The voltage of the electricity produced was increased at a newly constructed transformer/substation and the electricity was delivered to the local transmission system. The Project produced a myriad of beneficial impacts. 1) The Project created 453 FTE construction and manufacturing jobs and 25 FTE permanent jobs associated with the operation and maintenance of the plant and equipment. 2) By combining state-of-the-art gas clean up systems with post combustion emissions control

    Project Goals: The funding provided by this contract supported the following activities: A) Test Site Development; B) Seed Grant Funded Technology Development; C) Stakeholder Activities The first year of funding was dedicated to the formation of the NE MREC University Consortium which was comprised of University of Massachusetts Dartmouth (UMD) and Amherst (UMA), Massachusetts Institute of Technology (MIT), Woods Hole Oceanographic Institution (WHOI), University of New Hampshire (UNH), and the University of Rhode Island (URI). The consortium worked together to encourage research and promote benefits of obtaining energy from ocean wind, waves, tides and currents. In addition, NE MREC’s goal was to fund projects aimed at potential test sites with the first year funding going to studies of the potential for tidal device testing in Muskeget Channel, at the General Sullivan Bridge in New Hampshire, and for wave device testing at the proposed National Offshore Renewable Energy Innovation Zone (NOREIZ) located off the Massachusetts coast. The project spanned 4.5 years and addressed three specific tasks that are interrelated but also served as independent investigations.

As part of this effort, EPA is collaborating with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to evaluate RE options at Naval Station (NAVSTA) Newport in Newport, Rhode Island. NREL's Renewable Energy Optimization (REO) tool was utilized to identify RE technologies that present the best opportunity for life-cycle cost-effective implementation while also serving to reduce energy-related carbon dioxide emissions and increase the percentage of RE used at NAVSTA Newport. The technologies included in REO are daylighting, wind, solar ventilation preheating (SVP), solar water heating, photovoltaics (PV), solar thermal (heating and electric), and biomass (gasification and cogeneration). The optimal mix of RE technologies depends on several factors including RE resources; technology cost and performance; state, utility, and federal incentives; and economic parameters (discount and inflation rates). Each of these factors was considered in this analysis. Technologies not included in REO that were investigated separately per NAVSTA Newport request include biofuels from algae, tidal power, and ground source heat pumps (GSHP).

    The RINSC is a 2 mega-watt, light water and graphite moderated and cooled reactor that has a graphite thermal column built as a user facility for sample irradiation. Over the past decade, after the reactor conversion from a highly-enriched uranium core to a low-enriched one, flux and dose measurements and calculations had been performed in the thermal column to update the ex-core parameters and to predict the effect from in-core fuel burn-up and rearrangement. The most recent data from measurements and calculations that have been made at the RINSC thermal column since October of 2005 are reported.

    The Long Island Solar Farm (LISF) is a remarkable success story, whereby very different interest groups found a way to capitalize on unusual circumstances to develop a mutually beneficial source of renewable energy. The uniqueness of the circumstances that were necessary to develop the Long Island Solar Farm make it very difficult to replicate. The project is, however, an unparalleled resource for solar energy research, which will greatly inform large-scale PV solar development in the East. Lastly, the LISF is a superb model for the process by which the project developed and the innovation and leadership shown by the different players.

    Are there advantages to states that adopt the most recent model building energy codes other than saving energy? For example, can the construction activity and energy savings associated with code-compliant housing units become significant sources of job creation for states if new building energy codes are adopted to cover residential construction? , The U.S. Department of Energy (DOE) Building Energy Codes Program (BECP) asked Pacific Northwest National Laboratory (PNNL) to research and ascertain whether jobs would be created in individual states based on their adoption of model building energy codes. Each state in the country is dealing with high levels of unemployment, so job creation has become a top priority. Many programs have been created to combat unemployment with various degrees of failure and success. At the same time, many states still have not yet adopted the most current versions of the International Energy Conservation Code (IECC) model building energy code, when doing so could be a very effective tool in creating jobs to assist states in recovering from this economic downturn.

    Groundwater pollution can result from many activities, including leaching from landfills and abandoned dump sites, accidental spills of chemicals or waste materials, improper underground injection of liquids, and leakage from faulty septic systems or underground storage tanks. Discoveries of aquifer pollution from man`s waste disposal practices are increasing. A recent trend, is to fast track the remediation process by employing mobile units which can be quickly set up and put into operation to address the contamination problem with the speed and urgency it deserves. The traditional study, design, and construction of a site-specific treatment process simply takes too long. Mobile units can serve as an interim treatment system to expeditiously control migration, and address public health and safety concerns while time and technology work together for a permanent, cost-effective remediation plan.

    The U.S. Department of Energy's National Renewable Energy Laboratory (NREL) has been partnering with island communities around the world to address the technical, policy, social, and economic hurdles to deploying energy efficiency and renewable energy technologies (RETs) on small, islanded systems. The lessons learned from these partnerships are briefly summarized in this document with the goal of supporting the International Renewable Energy Agency (IRENA) in the development of specific near-term and longer-term strategies for island RET deployment.

    The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy (RE) on potentially contaminated land and mine sites. EPA is collaborating with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to evaluate RE options at Naval Station (NAVSTA) Newport in Newport, Rhode Island where multiple contaminated areas pose a threat to human health and the environment. Designated a superfund site on the National Priorities List in 1989, the base is committed to working toward reducing the its dependency on fossil fuels, decreasing its carbon footprint, and implementing RE projects where feasible. The Naval Facilities Engineering Service Center (NFESC) partnered with NREL in February 2009 to investigate the potential for wind energy generation at a number of Naval and Marine bases on the East Coast. NAVSTA Newport was one of several bases chosen for a detailed, site-specific wind resource investigation. NAVSTA Newport, in conjunction with NREL and NFESC, has been actively engaged in assessing the wind resource through several ongoing efforts. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and a survey of potential wind turbine options based upon the site-specific wind resource.

    The US heavy reliance on fossil fuels is a central obstacle to improving air quality and preventing catastrophic climate change. To solve this problem will require a combination of financial incentives and market rules that strongly encourage development of renewable energy resources to meet electric power demand. One promising policy option is to allow renewable energy resources to directly participate in air pollution emission trading mechanisms. Currently, the clean air benefits of renewable energy generally go unrecognized by regulators, under-appreciated by consumers and uncompensated by markets. Renewable energy is a key clean air alternative to conventional electricity generation, and the development of renewables could be stimulated by changes to the Clean Air Act's emissions trading programs. As Congress revisits clean air issues over the next several years, renewable energy representatives could push for statutory changes that reward the renewable energy industry for the air quality benefits it provides. By also becoming involved in key US Environmental Protection Agency (EPA) and state rule-making cases, the renewables industry could influence the structure of emissions trading programs and strengthen one of the most persuasive arguments for wind, solar and biomass energy development.

    Our nation faces significant challenges as we enter the 1990s: securing a reliable supply of competitively priced energy, improving the quality of our environment, and increasing our share of foreign markets for goods and services. The US Department of Energy's (DOE) Programs in Renewable Energy are working toward meeting these challenges by developing the technologies that make use of our nation's largest energy resource: renewable energy. The sunlight, wind biomass, flowing water, ocean energy, and geothermal energy that make up the renewable energy resource can be found throughout our nation. These resources can provide all the forms of energy our nation needs: liquid fuels, electricity, and heating and cooling. Renewable energy meets about 10% of our need for these forms of energy today, yet the potential contribution is many times greater. DOE's Programs in Renewable Energy are working side-by-side with American industry to develop the technologies that convert renewable energy resources into practical, cost-competitive energy. After a decade of progress in research, several of these technologies are poised to make large contributions during the 1990s and beyond. This booklet provides an overview of the renewable energy programs and their plans for FY 1990. Sources of additional information are listed at the back of the booklet. 48 figs., 4 tabs.

    American Samoa has no indigenous fossil fuels and is almost totally dependent for energy on seaborne petroleum. However, the seven Pacific Islands located at 14 degrees south latitude that constitute American Samoa have a wide variety of renewable resources with the potential for substituting for imported oil. Included as possible renewable energy conversion technologies are solar thermal, photovoltaics, wind, geothermal, ocean thermal, and waste-to-energy recovery. This report evaluates the potential of each of these renewable energy alternatives and establishes recommended priorities for their development in American Samoa. Rough cost estimates are also included. Although renewable energy planning is highly site specific, information in this report should find some general application to other tropical insular areas.

    Installing a small wind turbine can sometimes be difficult due to economics, zoning issues, public perception, and other barriers. Persistence and innovation, however, can result in a successful installation. Dani Baker and David Belding own Cross Island Farms, a 102-acre certified organic farm on Wellesley Island in northern New York. In 2009, they took their interest in renewable energy to the next level by researching the logistics of a small wind installation on their land to make their farm even more sustainable. Their renewable energy system consists of one 10-kilowatt Bergey Excel wind turbine, a solar array, and a propane-powered generator. This case study describes funding for the project and the installation process.
