    This is a report on the Student Science Enrichment Training Program, with special emphasis on chemical and computer science fields. The residential summer session was held at the campus of Claflin College, Orangeburg, SC, for six weeks during 1993 summer, to run concomitantly with the college`s summer school. Fifty participants selected for this program, included high school sophomores, juniors and seniors. The students came from rural South Carolina and adjoining states which, presently, have limited science and computer science facilities. The program focused on high ability minority students, with high potential for science engineering and mathematical careers. The major objective was to increase the pool of well qualified college entering minority students who would elect to go into science, engineering and mathematical careers. The Division of Natural Sciences and Mathematics and engineering at Claflin College received major benefits from this program as it helped them to expand the Departments of Chemistry, Engineering, Mathematics and Computer Science as a result of additional enrollment. It also established an expanded pool of well qualified minority science and mathematics graduates, which were recruited by the federal agencies and private corporations, visiting Claflin College Campus. Department of Energy`s relationship with Claflin College increased the public awareness of energy related job opportunities in the public and private sectors.

    Training programs at DOE facilities should provide well-trained, qualified personnel to safely and efficiently operate the facilities in accordance with DOE requirements. A need has been identified for guidance regarding analysis, design, development, implementation, and evaluation of consistent and reliable performance-based training programs. Accreditation of training programs at Category A reactors and high-hazard and selected moderate-hazard nonreactor nuclear facilities will assure consistent, appropriate, and cost-effective training of personnel responsible for the operation, maintenance, and technical support of these facilities. Training programs that are designed and based on systematically determined job requirements, instead of subjective estimation of trainee needs, yield training activities that are consistent and develop or improve knowledge, skills, and abilities that can be directly related to the work setting. Because the training is job-related, the content of these programs more efficiently and effectively meets the needs of the employee. Besides a better trained work force, a greater level of operational reactor safety can be realized. This manual is intended to provide an overview of the accreditation process and a brief description of the elements necessary to construct and maintain training programs that are based on the requirements of the job. Two companion manuals provide additional information to assist contractors in their efforts to accredit training programs.

    In this study, we developed and evaluated a brief training program for grant reviewers that aimed to increase inter-rater reliability, rating scale knowledge, and effort to read the grant review criteria. Enhancing reviewer training may improve the reliability and accuracy of research grant proposal scoring and funding recommendations. Seventy-five Public Health professors from U.S. research universities watched the training video we produced and assigned scores to the National Institutes of Health scoring criteria proposal summary descriptions. For both novice and experienced reviewers, the training video increased scoring accuracy (the percentage of scores that reflect the true rating scale values), inter-rater reliability, and the amount of time reading the review criteria compared to the no video condition. The increase in reliability for experienced reviewers is notable because it is commonly assumed that reviewers—especially those with experience—have good understanding of the grant review rating scale. Our findings suggest that both experienced and novice reviewers who had not received the type of training developed in this study may not have appropriate understanding of the definitions and meaning for each value of the rating scale and that experienced reviewers may overestimate their knowledge of the rating scale. Lastly, the results underscore the benefits of and need for specialized peer reviewer training.

    This report outlines a comprehensive training program for members of Native American tribes whose lands have oil and gas resources. The program has two components: short courses and internships. Programs are proposed for: (1) adult tribes representatives who are responsible for managing tribal mineral holdings, setting policy, or who work in the oil and gas industry; (2) graduate and undergraduate college students who are tribal members and are studying in the appropriate fields; and (3) high school and middle school teachers, science teachers. Materials and program models already have been developed for some components of the projects. The plan is a coordinated, comprehensive effort to use existing resources to accomplish its goals. Partnerships will be established with the tribes, the BIA, tribal organizations, other government agencies, and the private sector to implement the program.

    As the share of hybrid, plug-in hybrid (PHEV), electric (EV) and fuel-cell (FCV) vehicles grows in the national automotive fleet, an entirely new set of diagnostic and technical skills needs to be obtained by the maintenance workforce. Electrically-powered vehicles require new diagnostic tools, technique and vocabulary when compared to existing internal combustion engine-powered models. While the manufacturers of these new vehicles train their own maintenance personnel, training for students, independent working technicians and fleet operators is less focused and organized. This DOE-funded effort provided training to these three target groups to help expand availability of skills and to provide more competition (and lower consumer cost) in the maintenance of these hybrid- and electric-powered vehicles. Our approach was to start locally in the San Francisco Bay Area, one of the densest markets in the United States for these types of automobiles. We then expanded training to the Los Angeles area and then out-of-state to identify what types of curriculum was appropriate and what types of problems were encountered as training was disseminated. The fact that this effort trained up to 800 individuals with sessions varying from 2- day workshops to full-semester courses is considered a successful outcome. Diverse programs were developed to match unique time availability and educational needs of each of the three target audiences. Several key findings and observations arising from this effort include: • Recognition that hybrid and PHEV training demand is immediate; demand for EV training is starting to emerge; while demand for FCV training is still over the horizon • Hybrid and PHEV training are an excellent starting point for all EV-related training as they introduce all the basic concepts (electric motors, battery management, controllers, vocabulary, testing techniques) that are needed for all EVs, and these skills are in-demand in today’s market. • Faculty

    The objective of this Electric Infrastructure Technology, Training and Assessment Program was to enhance the reliability of electricity delivery through engineering integration of real-time technologies for wide-area applications enabling timely monitoring and management of grid operations. The technologies developed, integrated, tested and demonstrated will be incorporated into grid operations to assist in the implementation of performance-based protection/preventive measures into the existing electric utility infrastructure. This proactive approach will provide benefits of reduced cost and improved reliability over the typical schedule-based and as needed maintenance programs currently performed by utilities. Historically, utilities have relied on maintenance and inspection programs to diagnose equipment failures and have used the limited circuit isolation devices, such as distribution main circuit breakers to identify abnormal system performance. With respect to reliable problem identification, customer calls to utility service centers are often the sole means for utilities to identify problem occurrences and determine restoration methodologies. Furthermore, monitoring and control functions of equipment and circuits are lacking; thus preventing timely detection and response to customer outages. Finally, the two-way flow of real-time system information is deficient, depriving decision makers of key information required to effectively manage and control current electric grid demands to provide reliable customer service in abnormal situations. This Program focused on advancing technologies and the engineering integration required to incorporate them into the electric grid operations to enhance electrical system reliability and reduce utility operating costs.

    The U.S. Department of Transportation (DOT) implemented new rules requiring minimum levels of training for certain key individuals who handle, package, transport, or otherwise prepare hazardous materials for transportation. In response to these rules, the U.S. Department of Energy (DOE), Transportation Management Division (TMD), has developed a transportation safety training program. This program supplies designed instructional methodology and course materials to provide basic levels of DOT training to personnel for whom training has become mandatory. In addition, this program provides advanced hazardous waste and radioactive material packaging and transportation training to help personnel achieve proficiency and/or certification as hazardous waste and radioactive material shippers.     In 1984 the U.S. Department of Energy (DOE) established the Central Training Academy (CTA). The academy's mission at that time was to provide state-of-the-art, standardized training to DOE and DOe contractor safeguards and security personnel. The CTA's primary mission still is to provide quality training of the safeguards and security personnel throughout the DOE who are, or may become, involved in the protection of vital national resources. Our major goals are to develop quality training instruction, use of an ongoing training evaluation program, establish and maintain a professional instructor cadre, and standardize training in the area of safeguards and security. This paper addresses current and future CTA training initiatives for safeguards and technical security programs. It also addresses specific courses, course content and objectives, and course prerequisites.

    The primary objective of the Net-Zero Energy Building Operator Training Program (NZEBOT) was to develop certificate level training programs for commercial building owners, managers and operators, principally in the areas of energy / sustainability management. The expected outcome of the project was a multi-faceted mechanism for developing the skill-based competency of building operators, owners, architects/engineers, construction professionals, tenants, brokers and other interested groups in energy efficient building technologies and best practices. The training program draws heavily on DOE supported and developed materials available in the existing literature, as well as existing, modified, and newly developed curricula from the Department of Engineering Technology & Construction Management (ETCM) at the University of North Carolina at Charlotte (UNC-Charlotte). The project goal is to develop a certificate level training curriculum for commercial energy and sustainability managers and building operators that: 1) Increases the skill-based competency of building professionals in energy efficient building technologies and best practices, and 2) Increases the workforce pool of expertise in energy management and conservation techniques. The curriculum developed in this project can subsequently be used to establish a sustainable energy training program that can contribute to the creation of new “green” job opportunities in North Carolina and throughout the Southeast region, and workforce training that leads to overall reductions in commercial building energy consumption. Three energy training / education programs were developed to achieve the stated goal, namely: 1. Building Energy/Sustainability Management (BESM) Certificate Program for Building Managers and Operators (40 hours); 2. Energy Efficient Building Technologies (EEBT) Certificate Program (16 hours); and 3. Energy Efficent Buildings (EEB) Seminar (4 hours). Training Program 1 incorporates the following

    The overall objective of this project was to develop an updated model Energy Conservation training program for stationary engineers. This revision to the IUOE National Training Fund’s existing Energy Conservation training curriculum is designed to enable stationary engineers to incorporate essential energy management into routine building operation and maintenance tasks. The curriculum uses a blended learning approach that includes classroom, hands-on, computer simulation and web-based training in addition to a portfolio requirement for a workplace-based learning application. The Energy Conservation training program goal is development of a workforce that can maintain new and existing commercial buildings at optimum energy performance levels. The grant start date was July 6, 2010 and the project continued through September 30, 2012, including a three month non-funded extension.

    The overall goal of this project has been to develop curricula, certification requirements, and accreditation standards for training on energy efficient practices and technologies for commercial building technicians. These training products will advance industry expertise towards net-zero energy commercial building goals and will result in a substantial reduction in energy use. The ultimate objective is to develop a workforce that can bring existing commercial buildings up to their energy performance potential and ensure that new commercial buildings do not fall below their expected optimal level of performance. Commercial building equipment technicians participating in this training program will learn how to best operate commercial buildings to ensure they reach their expected energy performance level. The training is a combination of classroom, online and on-site lessons. The Texas Engineering Extension Service (TEEX) developed curricula using subject matter and adult learning experts to ensure the training meets certification requirements and accreditation standards for training these technicians. The training targets a specific climate zone to meets the needs, specialized expertise, and perspectives of the commercial building equipment technicians in that zone. The combination of efficient operations and advanced design will improve the internal built environment of a commercial building by increasing comfort and safety, while reducing energy use and environmental impact. Properly trained technicians will ensure equipment operates at design specifications. A second impact is a more highly trained workforce that is better equipped to obtain employment. Organizations that contributed to the development of the training program include TEEX and the Texas Engineering Experiment Station (TEES) (both members of The Texas A&M University System). TEES is also a member of the Building Commissioning Association. This report includes a description of the project

    The last issue of the Alcohol Fuels Process R/D Newsletter contained a work breakdown structure (WBS) of the SERI Alcohol Fuels Program that stressed the subcontracted portion of the program and discussed the SERI biotechnology in-house program. This issue shows the WBS for the in-house programs and contains highlights for the remaining in-house tasks, that is, methanol production research, alcohol utilization research, and membrane research. The methanol production research activity consists of two elements: development of a pressurized oxygen gasifier and synthesis of catalytic materials to more efficiently convert synthesis gas to methanol and higher alcohols. A report is included (Finegold et al. 1981) that details the experimental apparatus and recent results obtained from the gasifier. The catalysis research is principally directed toward producing novel organometallic compounds for use as a homogeneous catalyst. The utilization research is directed toward the development of novel engine systems that use pure alcohol for fuel. Reforming methanol and ethanol catalytically to produce H/sub 2/ and CO gas for use as a fuel offers performance and efficiency advantages over burning alcohol directly as fuel in an engine. An application of this approach is also detailed at the end of this section. Another area of utilization is the use of fuel cells in transportation. In-house researchers investigating alternate electrolyte systems are exploring the direct and indirect use of alcohols in fuel cells. A workshop is being organized to explore potential applications of fuel cells in the transportation sector. The membrane research group is equipping to evaluate alcohol/water separation membranes and is also establishing cost estimation and energy utilization figures for use in alcohol plant design.

    Working safely and having a healthy respect for safety has always been important to the Corps of Engineers. Because we recognize the increased importance of safety to crane operations, we have developed this Training and Licensing program for all crane operators. What the guidelines and this program intends is, think before you act and thinking requires a knowledge base. We feel the following program strengthens the guidelines to enable competent as well as confident crane operations by our personnel. This document outlines the Corps of Engineer`s Land Based Crane Training and Licensing Program for Class I, II, and III operators. The Corps of Engineer`s Portland District Operation`s Division melded guidelines from industry with specific Corps regulations to produce this program. The Crane Licensing and Training program includes three crane operator classes. Each class discusses licensing, physical and academic requirements and performance evaluations. Other related personnel and their responsibilities are also discussed. These include rigger/signalmen, maintenance staff, and inspectors. A section on testing requirements for specific needs follows with a glossary at the end of this document.

  6. Development of a Training Program for Commercial Building Technicians

    This project focused on developing and deploying a comprehensive program of 22 training modules, including certification requirements, and accreditation standards for commercial building technicians, to help achieve the full savings potential of energy efficient buildings, equipment, and systems. This curriculum extended the currently available commercial building technician programs -- training a labor force in a growing market area focused on energy efficiency. The program helps to remove a major market impediment to low energy/zero energy commercial building system acceptance, namely a lack of operating personnel capable of handling more complex high efficiency systems. The project developed a training curriculum for commercial building technicians, with particular focus on high-efficiency building technology, and systems. In Phase 1, the project team worked collaboratively in developing a draft training syllabus to address project objectives. The team identified energy efficiency knowledge gaps in existing programs and plans and plans to address the gaps with either modified or new curricula. In Phase 2, appropriate training materials were developed to meet project objectives. This material was developed for alternative modes of delivery, including classroom lecture materials, e-learning elements, video segments, exercises, and hands-on training elements. A Certification and Accreditation Plan and a Commercialization and Sustainability Plan were also investigated and developed. The Project Management Plan was updated quarterly and provided direction on the management approaches used to accomplish the expected project objectives. GTI project management practices tightly coordinate project activities using management controls to deliver optimal customer value. The project management practices include clear scope definition, schedule/budget tracking, risk/issue resolution and team coordination.

    This report covers the work completed during Year One (Year One has a 16 month project period) of a five- year Cooperative Agreement (DE-FC26-03NT41895) between the International Union of Operating Engineers (IUOE) National Hazmat Program (OENHP) and the U. S. Department of Energy (DOE) National Energy Technology Laboratory (NETL). This final technical report is being submitted, as required by the Cooperative Agreement, within 90 (calendar) days after the project period ends (December 31, 2004). The resources allocated to Year One of the Cooperative Agreement were adequate for the completion of the required deliverables. All deliverables have been completed and sent to AAD Document Control as directed in the cooperative agreement. The allocation for Year One required 20-25 trainers to be trained in each of five Train-the-Trainer courses and a total of 6,000 workers trained throughout the country. Through cost savings employed for the scheduling and conduct of Train-the-Trainer, instructor refreshers, and direct training classes, 3171 workers have been trained to date. This total incorporates 159 trainers and members from management, local, county, state and federal organizations identified in the Strategic Plan. The largest percentage of personnel trained is heavy equipment operators, and building engineers, which is the largest targeted population identified under this cooperative agreement. The OENHP, using existing curriculum as appropriate, has modified and developed new training modules that have been used to establish four different levels of training courses. The four courses are: (1) EA 500 Energy Assurance Train-the-Trainer, (2) EA 400 Energy Assurance Instructor Refresher, (3) EA 300 Energy Assurance, and (4) EA 100 Energy Assurance Awareness. Training modules cover topics, such as, but not limited to, facility vulnerability and vulnerability assessment, physical security- heating, ventilation, air conditioning, terrorism awareness, weapons of mass

  7. Cyber Security Testing and Training Programs for Industrial Control Systems

    Service providers rely on industrial control systems (ICS) to manage the flow of water at dams, open breakers on power grids, control ventilation and cooling in nuclear power plants, and more. In today's interconnected environment, this can present a serious cyber security challenge. To combat this growing challenge, government, private industry, and academia are working together to reduce cyber risks. The Idaho National Laboratory (INL) is a key contributor to the Department of Energy National SCADA Test Bed (NSTB) and the Department of Homeland Security (DHS) Control Systems Security Program (CSSP), both of which focus on improving the overall security posture of ICS in the national critical infrastructure. In support of the NSTB, INL hosts a dedicated SCADA testing facility which consists of multiple control systems supplied by leading national and international manufacturers. Within the test bed, INL researchers systematically examine control system components and work to identify vulnerabilities. In support of the CSSP, INL develops and conducts training courses which are designed to increase awareness and defensive capabilities for IT/Control System professionals. These trainings vary from web-based cyber security trainings for control systems engineers to more advanced hands-on training that culminates with a Red Team/ Blue Team exercise that is conducted within an actual control systems environment. INL also provides staffing and operational support to the DHS Industrial Control Systems Cyber Emergency Response Team (ICS-CERT) Security Operations Center which responds to and analyzes control systems cyber incidents across the 18 US critical infrastructure sectors.

    NRC licensees at decommissioning nuclear facilities submit License Termination Plans (LTP) or Decommissioning Plans (DP) to NRC for review and approval. To facilitate a uniform and consistent review of these plans, the NRC developed training for its staff. A live classroom course was first developed in 2005, which targeted specific aspects of the LTP and DP review process related to dose-based compliance demonstrations or modeling. A web-based training (WBT) course was developed in 2006 and 2007 to replace the classroom-based course. The advantage of the WBT is that it will allow for staff training or refreshers at any time, while the advantage of a classroom-based course is that it provides a forum for lively discussion and the sharing of experience of classroom participants. The objective of this course is to train NRC headquarters and regional office staff on how to review sections of a licensee's DP or LTP that pertain to dose modeling. The DP generally refers to the decommissioning of non-reactor facilities, while the LTP refers specifically to the decommissioning of reactors. This review is part of the NRC's licensing process, in which the NRC determines if a licensee has provided a suitable technical basis to support derived concentration guideline levels (DCGLs)1 or dose modeling analyses performed to demonstrate compliance with dose-based license termination rule criteria. This type of training is one component of an organizational management system. These systems 'use a range of practices to identify, create, represent, and distribute knowledge for reuse, awareness and learning'. This is especially important in an organization undergoing rapid change or staff turnover to retain organizational information and processes. NRC is committed to maintaining a dynamic program of training, development, and knowledge transfer to ensure that the NRC acquires and maintains the competencies needed to accomplish its mission.     The mission of the Jefferson Lab Operations Group is to provide safe and efficient delivery of high quality electron beam for Jefferson Laboratory's nuclear and accelerator physics programs. The Operations staff must be able to setup, transport, maintain, and troubleshoot beam to all three experimental halls in a safe, efficient, and expeditious manner.     The overall goal of this “Integrated Research Training Program of Excellence in Radiochemistry” is to provide a rich and deep research experience in state-of-the-art radiochemistry and in the fundamentals of radioisotopic labeling and tracer methodology to develop researchers who are capable of meeting the challenges of designing and preparing radiotracers of broad applicability for monitoring and imaging diverse biological systems and environmental processes. This program was based in the Departments of Radiology and Radiation Oncology at Washington University Medical School and the Department of Chemistry at the University of Illinois at Urbana Champaign, and it was initially directed by Professor Michael J. Welch as Principal Investigator. After his passing in 2012, the program was led by Professor Suzanne E. Lapi. Programmatic content and participant progress was overseen by an Internal Advisory Committee of senior investigators consisting of the PIs, Professor Mach from the Department of Radiology at Washington University and Professor John A. Katzenellenbogen of the Department of Chemistry at the University of Illinois. A small External Advisory Committee to give overall program guidance was also constituted of experts in radiolabeled compounds and in their applications in environmental and plant science.

    The 2013 Building Technologies Office Program Peer Review Report summarizes the results of the 2013 Building Technologies Office (BTO) peer review, which was held in Washington, D.C., on April 2–4, 2013. The review was attended by over 300 participants and included presentations on 59 BTO-funded projects: 29 from BTO’s Emerging Technologies Program, 20 from the Commercial Buildings Integration Program, 6 from the Residential Buildings Integration Program, and 4 from the Building Energy Codes Program.     The Association of Energy Engineers (AEE) has offered energy efficiency training and certification programs for over 30 years. During that time AEE has certified more than 22,000 professionals. All of our certification programs are the result of extensive industry research and program development and oversight by certification boards. For this project award, AEE proposed to work with the Department of Energy to utilize and extend existing industry recognized Certified Energy Auditor (CEA) and Certified Building Commissioning Professional (CBCP) programs under this Training Program Development Announcement. These expanded training programs will have significant impact in training professionals for building commissioning and energy auditing to achieve the goal of bringing existing buildings up to their optimal energy performance potential and ensuring that new buildings maintain their expected optimal level of performance. The goals and objectives of the training development project were achieved with the development of new training programs that are now being offered as self-sustaining commercial training and certification programs. These new programs are training and certifying professionals who are accomplishing the goal of increasing building energy performance in both existing and new buildings.

    Since the Fukushima reactor accident in 2011, there has been an increased interest worldwide in developing national capabilities to rapidly map and assess ground contamination resulting from nuclear reactor accidents. The capability to rapidly measure the size of the contaminated area, determine the activity level, and identify the radionuclides can aid emergency managers and decision makers in providing timely protective action recommendations to the public and first responders. The development of an aerial detection capability requires interagency coordination to assemble the radiation experts, detection system operators, and aviation aircrews to conduct the aerial measurements, analyze and interpret the data, and provide technical assessments. The Office of International Emergency Management and Cooperation (IEMC) at the U.S. Department of Energy, National Nuclear Security Administration (DOE/NNSA) sponsors an International - Aerial Measuring System (I-AMS) training program for partner nations to develop and enhance their response to radiological emergencies. An initial series of courses can be conducted in the host country to assist in developing an aerial detection capability. As the capability develops and expands, additional experience can be gained through advanced courses with the opportunity to conduct aerial missions over a broad range of radiation environments.

    The Alaska Native Weatherization Training and Jobs Project expanded weatherization services for tribal members’ homes in southeast Alaska while providing weatherization training and on the job training (OJT) for tribal citizens that lead to jobs and most probably careers in weatherization-related occupations. The program resulted in; (a) 80 Alaska Native citizens provided with skills training in five weatherization training units that were delivered in cooperation with University of Alaska Southeast, in accordance with the U.S. Department of Energy Core Competencies for Weatherization Training that prepared participants for employment in three weatherizationrelated occupations: Installer, Crew Chief, and Auditor; (b) 25 paid OJT training opportunities for trainees who successfully completed the training course; and (c) employed trained personnel that have begun to rehab on over 1,000 housing units for weatherization.

    This document provides a comprehensive review of Bonneville Power Administration (BPA) funded activities within the Hood River Basin from 1991 to 2001. These activities, known as the Hood River Production Program (HRPP), are intended to mitigate for fish losses related to operation of federal dams in the Columbia River Basin, and to contribute to recovery of endangered and/or threatened salmon and steelhead, as directed by Nation Oceanic and Atmospheric Administration - Fisheries (NOAA Fisheries). The Environmental Impact Statement (EIS) for the HRPP, which authorized BPA to fund salmon and steelhead enhancement activities in the Hood River Basin, was completed in 1996 (BPA 1996). The EIS specified seven years of monitoring and evaluation (1996-2002) after program implementation to determine if program actions needed modification to meet program objectives. The EIS also called for a program review after 2002, that review is reported here.

    Competitive bidding has emerged as the dominant method for procuring new resources by US utilities. In New York, the Public Service Commission (NYPSC) ordered the state`s seven investor-owned utilities to develop bidding programs to acquire supply and DSM resource options. Utilities were allowed significant discretion in program design in order to encourage experimentation. Competitive bidding programs pose formidable policy, design, and management challenges for utilities and their regulators. Yet, there have been few detailed case studies of bidding programs, particularly of those utilities that take on the additional challenge of having supply and DSM resources compete head-to-head for a designated block of capacity. To address that need, the New York State Energy Research and Development Authority (NYSERDA), the New York Department of Public Service, and the Department of Energy`s Integrated Resource Planning program asked Lawrence Berkeley Laboratory (LBL) to review the bidding programs of two utilities that tested the integrated ``all-sources`` approach. This study focuses primarily on Consolidated Edison Company of New York`s (Con Edison) bidding program; an earlier report discusses our review of Niagara Mohawk`s program (Goldman et al 1992). We reviewed relevant Commission decisions, utility filings and signed contracts, interviewed utility and regulatory staff, surveyed DSM bidders and a selected sample of DSM non-bidders, and analyzed the bid evaluation system used in ranking bids based on detailed scoring information on individual bids provided by Con Edison.

    The alcohol fuels program consists of in-house and subcontracted research for the conversion of lignocellulosic biomass into fuel alcohols via thermoconversion and bioconversion technologies. In the thermoconversion area, the SERI gasifier has been operated on a one-ton per day scale and produces a clean, medium-Btu gas that can be used to manufacture methanol with a relatively small gas-water shift reaction requirement. Recent research has produced catalysts that make methanol and a mixture of higher alcohols from the biomass-derived synthetic gas. Three hydrolysis processes have emerged as candidates for more focused research. They are: a high-temperature, dilute-acid, plug-flow approach based on the Dartmouth reactor; steam explosion pretreatment followed by hydrolysis using the RUT-C30 fungal organism; and direct microbial conversion of the cellulose to ethanol using bacteria in a single or mixed culture. Modeling studies, including parametric and sensitivity analyses, have recently been completed. The results of these studies will lead to a better definition of the present state-of-the-art for these processes and provide a framework for establishing the research and process engineering issues that still need resolution. In addition to these modeling studies, economic feasibility studies are being carried out by commercial engineering firms. Their results will supplement and add commercial validity to the program results. The feasibility contractors will provide input at two levels: Technical and economic assessment of the current state-of-the-art in alcohol production from lignocellulosic biomass via thermoconversion to produce methanol and higher alcohol mixtures and bioconversion to produce ethanol; and identification of research areas having the potential to significantly reduce the cost of production of alcohols.

    Gas hydrates sediments have the potential of providing a huge amount of natural gas for human use. Hydrate sediments have been found in many different regions where the required temperature and pressure conditions have been satisfied. Resource exploitation is related to the safe dissociation of the gas hydrate sediments. Basic depressurization techniques and thermal stimulation processes have been tried in pilot efforts to exploit the resource. There is a growing interest in gas hydrates all over the world due to the inevitable decline of oil and gas reserves. Many different countries are interested in this valuable resource. Unsurprisingly, developed countries with limited energy resources have taken the lead in worldwide gas hydrates research and exploration. The goal of this research project is to collect information in order to record and evaluate the relative strengths and goals of the different gas hydrates programs throughout the world. A thorough literature search about gas hydrates research activities has been conducted. The main participants in the research effort have been identified and summaries of their past and present activities reported. An evaluation section discussing present and future research activities has also been included.

    Igniting fusion fuel in the laboratory remains an alluring goal for two reasons: the desire to study matter under the extreme conditions needed for fusion burn, and the potential of harnessing the energy released as an attractive energy source for mankind. The inertial confinement approach to fusion involves rapidly compressing a tiny spherical capsule of fuel, initially a few millimeters in radius, to densities and temperatures higher than those in the core of the sun. The ignited plasma is confined solely by its own inertia long enough for a significant fraction of the fuel to burn before the plasma expands, cools down and the fusion reactions are quenched. The potential of this confinement approach as an attractive energy source is being studied in the Inertial Fusion Energy (IFE) program, which is the subject of this report. A complex set of interrelated requirements for IFE has motivated the study of novel potential solutions. Three types of “drivers” for fuel compression are presently studied: high-averagepower lasers (HAPL), heavy-ion (HI) accelerators, and Z-Pinches. The three main approaches to IFE are based on these drivers, along with the specific type of target (which contains the fuel capsule) and chamber that appear most promising for a particular driver.

    The US Department of Energy has conducted programs of research and development in hydrogen and related technologies since 1975. The current program is conducted in accordance with the DOE Hydrogen Program Plan FY 1993--FY 1997 which was published in June 1992. The plan establishes program priorities and guidance for the allocation of funding. The core program. currently under the Office of Energy Management, supports projects in the areas of hydrogen production, storage and systems research. A program review is held annually to evaluate each research project for technical quality, progress and programmatic benefit. The evaluation is conducted by a panel of technical experts. This proceedings of the Program Review conducted in May 1993 is a compilation of all research projects supported by the Hydrogen Program during FY 1993. It is produced in the anticipation that will serve as a useful technical reference for those interested in the status of hydrogen technologies.     For many years, the U.S. Department of Energy (DOE) has supported and sponsored various types of water research relating to the oil and gas industry through its Office of Fossil Energy and its National Energy Technology Laboratory (NETL). In early 2005, the Petroleum Environmental Research Forum (PERF) submitted a proposal to DOE for funding an upcoming PERF meeting that would feature water research in the petroleum industry. PERF is a nonprofit organization created in 1986 to provide a stimulus to and a forum for the collection, exchange, and analysis of research information related to the development of technology concerning the petroleum industry, and a mechanism for establishing joint research projects in that field. Additional information on PERF can be accessed at http://www.perf.org. DOE agreed to provide funding to hold a review of its water research program in conjunction with the fall 2005 PERF meeting. Argonne National Laboratory (Argonne) was asked to coordinate and host the meeting, which was referred to as the DOE/PERF Water Program Review. The program review was held on November 1-4, 2005, in Annapolis, Maryland, at the Historic Inns of Annapolis. The purpose of the program review was to provide a forum for sharing information, reviewing current programs (especially recent unpublished research), and reviewing industry and regulatory needs regarding water use and reuse issues. PERF and DOE/NETL can use this information to plan for future water-related research projects. The water program review provided a unique opportunity in several ways. First, DOE was able to have all of the contractors currently receiving DOE funds for water research present in one room at the same time. Each contractor described his or her research and was able to learn about the research being conducted by the other researchers. Second, this forum allowed representatives of many large oil and gas companies to hear about the DOE research projects and offer their reactions to DOE

    Universidad del Turabo (UT), in a collaborative effort with Global Turn Key Services, Inc. (GTKS), proposed to develop a training program and a commercialization plan for the development of Commercial Building Operators (CBOs). The CBOs will operate energy efficient buildings to help maintain existing buildings up to their optimal energy performance level, and ensure that net-zero-energy buildings continuously operate at design specifications, thus helping achieve progress towards meeting BTP Strategic Goals of creating technologies and design approaches that enable net-zero-energy buildings at low incremental costs by 2025. The proposed objectives were then: (1) Develop a Commercial Building Operator (CBO) training program and accreditation that will in turn provide a certification to participants recognized by Accreditation Boards such as the North American Board of Certified Energy Practitioners (NABCEP) and Leadership in Energy & Environmental Designs (LEED). (2) Develop and implement a commercialization and sustainability plan that details marketing, deployment, financial characterization, job placement, and other goals required for long-term sustainability of the project after the funding period. (3) After program development and deployment, provide potential candidates with the knowledge and skill sets to obtain employment in the commercial building green energy (net-zero-energy building) job market. The developed CBO training program will focus on providing skills for participants, such as displaced and unemployed workers, to enter the commercial building green energy (net-zeroenergy building) job market.     The 1992 Monitoring Activities Review (MAR) is directed at the Radiological Environment Surveillance Program (RESP) activities at the Radioactive Waste Management Complex (RWMC) of Idaho Engineering Laboratory (INEL). MAR panelists studied RESP documents and discussed their concerns with Environmental Monitoring Unit (EMU) staff and other panel members. These concerns were subsequently consolidated into a collection of recommendations with supporting discussions. Recommendations focus on specific monitoring activities, as well as the overall program. The MAR report also contains pertinent comments that should not require further action.

    Historically Black Colleges and Universities wing of the United States Department of Energy (DOE) provided funds to Claflin College, Orangeburg, S.C. To conduct a student Science Enrichment Training Program for a period of six weeks during 1991 summer. Thirty participants were selected from a pool of applicants, generated by the High School Seniors and Juniors and the Freshmen class of 1990-1991 at Claflin College. The program primarily focused on high ability students, with potential for Science, Mathematics and Engineering Careers. The major objectives of the program were W to increase the pool of well qualified college entering minority students who will elect to go in Physical Sciences and Engineering and (II) to increase the enrollment in Chemistry and Preprofessional-Pre-Med, Pre-Dent, etc.-majors at Claflin College by including the Claflin students to participate in summer academic program. The summer academic program consisted of Chemistry and Computer Science training. The program placed emphasis upon laboratory experience and research. Visits to Scientific and Industrial laboratories were arranged. Guest speakers which were drawn from academia, industry and several federal agencies, addressed the participants on the future role of Science in the industrial growth of United States of America. The guest speakers also acted as role models for the participants. Several videos and films, emphasizing the role of Science in human life, were also screened.
