    The transcription factor NF{kappa}B is constitutively activated in various tumor cells where it promotes proliferation and represses apoptosis. The bone morphogenetic proteins (BMPs) delay cell proliferation and promote differentiation and apoptosis of bone cells through activation of Smad downstream effectors and via Smad-independent mechanisms. Thus, NF{kappa}B and BMP pathways play opposing roles in regulating osteoblastic cell fate. Here, we show that in osteosarcoma Saos2 osteoblasts, NF{kappa}B regulates the activity of the BMP/Smad signaling. Inhibition of NF{kappa}B by overexpression of mI{kappa}B leads to the induction of osteoblast differentiation. Saos2 cells overexpressing mI{kappa}B (Saos2-mI{kappa}B) exhibit higher expression of osteoblast phenotypic genes such as alkaline phosphatase, Runx2 and osteocalcin and are more responsive to BMP2 in comparison to wild-type cells (Saos2-wt) or empty vector infected controls (Saos2-EV). Furthermore, BMP-2 signaling and Smad phosphorylation are significantly increased in Saos2-mI{kappa}B cells in comparison to Saos2-EV cells. Inhibition of NF{kappa}B signaling in Saos2-mI{kappa}B cells is associated with decreased expression of the BMP signaling inhibitor Smad7. While gain of Smad7 function in Saos2-mI{kappa}B cells results in inhibition of BMP signaling, anti-sense knockdown of Smad7 in Saos2-EV cells leads to upregulation of BMP signaling. We therefore conclude that in osteosarcoma Saos2 cells, NF{kappa}B represses BMP/Smad signaling and BMP2-induced differentiation through Smad7.

  14. The Sao Paulo Microtron: Equipment and Planned Experiments

    The Linear Accelerator Laboratory (LAL) of the Instituto de Fisica da Universidade de Sao Paulo (IFUSP) is building a two-stage racetrack microtron, which will generate continuous wave electron beams with energies up to 38 MeV. This paper describes the characteristics of the accelerator, and reports on the experimental equipment that will be available in order to pursue the photonuclear physics research program. Operation will begin with the first stage (5 MeV), and concentrate on NRF (Nuclear Resonance Fluorescence) measurements and radiation physics studies. Planned experiments for the second stage explore the cw character of the beam on coincidence experiments. A photon tagger has been already tested with radioactive sources and is ready to be installed. Gamma and neutron detector arrays are being developed for the detailed study of photoneutron reactions. Plans include the study of NRF and pygmy resonances, near the neutron binding energy.

  15. Ground-level spectral distribution of solar direct-normal irradiance and marine aerosol attenuation coefficients at Reunion Island

    The ground-level spectral distribution of direct solar irradiance at Reunion Island was measured for six bands covering the spectrum of solar radiation. The measurements, distributed over one year, were made under clear sky conditions with a pyrheliometer (Eppley, NIP) and six large pass-band flat filters. Good stability of spectral irradiances as a function of solar height allows us to propose approximate relationships which significantly characterize the irradiance into each spectral band. Measurements at Reunion vary significantly from data obtained with the same apparatus in a northern hemisphere continental area (Lyon). The determination of aerosol attenuation coefficients, for different spectral bands, allows the establish of a mean curve, for these coefficients as a function of wavelength, characteristic for marine aerosols.

    The rapidly increasing availability of natural gas is leading to a significant increase in the importance of the gas industry in Brazil. This new era is already causing major changes in the existing gas distribution companies. Gas distribution concessions are a natural monopoly and the growth in demand for this energy source will require that these growing concessions are regulated. The south/south-east of Brazil is the center of the country's industrial base and the State of Sao Paulo is where most of the manufacturing activity is located. In addition, natural gas from Bolivia is scheduled to arrive in the State of Sao Paulo at the end of 1998. These two facts combined will mean major changes in the operations of manufacturing industry and in the gas supply business. Comparing the experience faced by other countries where a competitive environment in the gas industry has been introduced with privatization programs and the dismantlement of monopolies, this paper attempts to look into the future of the natural gas industry in the State of Sao Paulo in respect to the possible regulation that might be applicable, focusing on the new regulatory framework proposed to the gas industry sector and the perspectives for the introduction of the competition in gas industry in the State of Sao Paulo.

  18. Environmental benefits of replacing fuel oil by natural gas in the metropolitan region of Sao Paulo, Brazil

    The Metropolitan Region of Sao Paulo (Brazil) has a population 16.322 million people (1995 estimate) living in an area of 8,051 km2 with most of them concentrated in the city of Sao Paulo with 9.8 million people and 4.6 million cars. Although with an air quality better than some other Latin American megacities such as Mexico and Santiago do Chile, the air quality still exceeds the national air quality standards. In 2/17/1993 Brazilian Petroleum Company (PETROBRAS) and the Bolivian Petroleum Company (Yacimientos Petroliferos Fiscales Bolivianos -- YPFB) signed an agreement to bring natural gas from Bolivia to the south and southeast of Brazil. The end of the construction of the gas pipeline will be in 1999, and it will deliver 4 million Nm3/day of natural gas to COMGAS Sao Paulo State Gas Company. This amount will increase to 8.1 million Nm3/day by the year 2006, that will be sufficient to supply the Sao Paulo Metropolitan Region market need at that time. In this study an estimate of the influence in the air quality was performed supposing the substitution of fuel oil by natural gas in industry and also in diesel buses. The results showed that there will be benefits in relation to sulfur dioxide, PM10, greenhouse gases and trace elements, and negligible effects in relation to NO{sub x}, NMTOC and carbon monoxide.

Black-Right-Pointing-Pointer The method applied could be useful for similar establishments. - Abstract: According to the Brazilian law, implementation of a Medical Waste Management Plan (MWMP) in health-care units is mandatory, but as far as we know evaluation of such implementation has not taken place yet. The purpose of the present study is to evaluate the improvements deriving from the implementation of a MWMP in a Primary Health-care Center (PHC) located in the city of Sao Paulo, Brazil. The method proposed for evaluation compares the first situation prevailing at this PHC with the situation 1 year after implementation of the MWMP, thus allowing verification of the evolution of the PHC performance. For prior and post-diagnosis, the method was based on: (1) application of a tool (check list) which considered all legal requirements in force; (2) quantification of solid waste subdivided into three categories: infectious waste and sharp devices, recyclable materials and non-recyclable waste; and (3) identification of non-conformity practices. Lack of knowledge on the pertinent legislation by health workers has contributed to non-conformity instances. The legal requirements in force in Brazil today gave origin to a tool (check list) which was utilized in the management of medical waste at the health-care unit studied. This tool resulted into an adequate and simple instrument, required a low investment, allowed collecting data to feed indicators and also conquered the participation of the unit whole staff. Several non-conformities identified in the first diagnosis could be corrected by the instrument utilized

    Despite commonalities in signal transduction in osteoblasts from different species, the role of TGF-{beta}1 on bone formation remains elusive. In particular, the role of autocrine TGF-{beta}1 on human osteoblasts is largely unknown. Here we show the effect of TGF-{beta}1 knock-down on the proliferation and differentiation of osteoblasts induced by BMP2. Treatment with antisense TGF-{beta}1 moderately increased the rate of cell proliferation, which was completely reversed by the exogenous addition of TGF-{beta}1. Notably, TGF-{beta}1 blockade significantly enhanced BMP2-induced upregulation of mRNAs encoding osteopontin, type I collagen and Cbfa1, which was suppressed by exogenous TGF-{beta}1. Moreover, TGF-{beta}1 knock-down increased BMP2-induced phosphorylation of Smad1/5 as well as their nuclear import, which paralleled a reduction of inhibitory Smad6. These data suggest autocrine TGF-{beta}1 antagonizes BMP signaling through modulation of inducible Smad6 and the activity of BMP specific Smad1/5.

    The Thai Public Health Act 1992 required the Thai local governments to issue respective regulations to take control of any possible health-hazard related activities, both from commercial and noncommercial sources. Since 1999, there has been centrally decentralized of power to a new form of local government establishment, namely Sub-district Administrative Organization (SAO). The SAO is asmall-scale local governing structure while its legitimate function is for community services, including control of health impact related activities. Most elected SAO administrators and officers are new and less experience with any of public health code of practice, particularly on health-hazard control. This action research attempted to introduce and apply a participatory health impact assessment (HIA) tool for the development of SAO health-hazard control regulation. The study sites were at Ban Meang and Kok See SAOs, Khon Kaen Province, Thailand, while all intervention activities conducted during May 2005-April 2006. A set of cooperative activities between researchers and community representatives were planned and organized by; surveying and identifying place and service base locally causing local environmental health problems, organizing community participatory workshops for drafting and proposing the health-hazard control regulation, and appropriate practices for health-hazard controlling measures. This action research eventually could successfully enable the SAO administrators and officers understanding of local environmental-related health problem, as well as development of imposed health-hazard control regulation for local community.

    This paper reviews and compares the condition of the environmental impact assessment (EIA) system in three countries in the East Africa region: Kenya, Rwanda and Tanzania. The criteria used for the evaluation and the comparison of each system are based on the elements of the legal, administrative and procedural frameworks, as well as the context in which they operate. These criteria are adapted from the evaluation and quality control criteria derived from a number of literature sources. The study reveals that the EIA systems of Kenya and Tanzania are at a similar stage in their development. The two countries, the first to introduce the EIA concept into their jurisdiction in this part of Africa, therefore have more experience than Rwanda in the practice of environmental impact assessment, where the legislation and process requires more time to mature both from the governmental and societal perspective. The analysis of the administrative and procedural frameworks highlights the weakness in the autonomy of the competent authority, in all three countries. Finally a major finding of this study is that the contextual set up i.e. the socio-economic and political situation plays an important role in the performance of an EIA system. The context in developing countries is very different from developed countries where the EIA concept originates. Interpreting EIA conditions in countries like Kenya, Rwanda and Tanzania requires that the analysis for determining the effectiveness of their systems should be undertaken within a relevant framework, taking into account the specific requirements of those countries.

  3. Expanding the Discovery Potential of VERITAS via Moonlight Observations

    This grant partially supported the base research efforts of the Smithsonian Astrophysical Observatory (SAO), Very-High-Energy (VHE; E > 100 GeV) gamma-ray research group from 8/1/09 to 7/31/14. During the project period, the SAO gamma-ray group carried out a wide-range of research efforts, but focused on VHE observations of extragalactic sources with VERITAS. The SAO group led or co-lead nearly all VERITAS extragalactic working groups and the observations addressed themes in Particle Physics and Fundamental Laws, Cosmology, and Black Holes. The primary topics of this research were processes in exotic galaxies, especially active galactic nuclei and starburst galaxies, which have implications for cosmology and Lorentz invariance violation, as well as indirect dark matter detection via VERITAS observations of dwarf spheroidal galaxies. In addition, the SAO group let the development of unique capabilities for VERITAS to observe during all periods of moonlight. Overall, this has increased the VERITAS data yield by 60% and these data are both scientifically useful and regularly published. This grant funded research that led to contributions towards the publication of 51 refereed journal articles during the project period, including several led by, or with significant contributions from, the SAO group.

    In 2009, we used the Subaru telescope to observe all the faint irregular satellites of Neptune for the first time since 2004. These observations extend the data arcs for Halimede, Psamathe, Sao, Laomedeia, and Neso from a few years to nearly a decade. We also report on a search for unknown Neptune satellites in a half-square degree of sky and a limiting magnitude of 26.2 in the R band. No new satellites of Neptune were found. We numerically integrate the orbits for the five irregulars and summarize the results of the orbital fits in terms of the state vectors, post-fit residuals, and mean orbital elements. Sao and Neso are confirmed to be Kozai librators, while Psamathe is a 'reverse circulator'. Halimede and Laomedeia do not seem to experience any strong resonant effects.

    We analyze thermonuclear and pycnonuclear reaction rates in multi-component dense stellar plasma. First we describe calculations of the astrophysical S-factor at low energies using the Sao Paulo potential on the basis of the barrier penetration model. Then we present a simple phenomenological expression for a reaction rate. The expression contains several fit parameters which we adjust to reproduce the best microscopic calculations available in the literature.

    This is a final report on the US Department of Energy`s grant of $39,900 to the PLUS Center at The College of St. Scholastica for a PREP program called Northland Science Discovery (NSD). This report includes an overview of the past year`s progress toward achieving the goals established for the project, a description of the results of these efforts and their relationship to the project goals, and appendices documenting program activities, accomplishments, and expenditures. The goal of Northland Science Discovery is to provide science and math enrichment activities for students traditionally underrepresented in science (girls, minorities, low-income, and rural children). The program works toward this goal by providing a four-week residential, research-based, science and math youth camp which serves approximately 25 students per year. NSD has been held each summer since 1992. This program also has an academic-year component consisting of reunions.

    The authors have been developing seismological interpretation theory and methods applicable to complex structures encountered in geothermal areas for a better understanding of the earth`s geothermal regimes. The questions the y have addressed in their research may be summarized as ``What is going on in the earth`s crust under tectonically active regions; what are the structures and processes responsible for such activities as earthquakes and volcanic eruptions; and how can one capture their essence effectively by means of seismological studies?`` First, the authors found clear evidence for localization of scattered seismic energy in the deep magmatic system of the volcano on the island of Reunion in the Indian Ocean. The seismic coda of local earthquakes show concentrated energy in the intrusive zones as late as 30 to 40 seconds after the origin time. This offers a very effective method for defining a zone of strong heterogeneity on a regional scale, complementary to the high resolution study using trapped modes as pursued in the past project. Secondly, the authors identified about 700 long-period events with various frequencies and durations from the data collected during the past 5 years which included three episodes of eruption. They are applying a finite-element method to the simplest event with the longest period and the shortest duration in order to find the location, geometry and physical properties of their source deterministically. The preliminary result described here suggests that their sources may be a horizontally lying magma-filled crack at a shallow depth under the summit area. In addition to the above work on the Reunion data, they have continued the theoretical and observational studies of attenuation and scattering of seismic waves.

    This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980. The biomass data and carbon estimates are associated with woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with estimating historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth's land surface and is comprised of countries that are located in tropical Africa (Angola, Botswana, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Benin, Equatorial Guinea, Ethiopia, Djibouti, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Guinea-Bissau, Zimbabwe (Rhodesia), Rwanda, Senegal, Sierra Leone, Somalia, Sudan, Tanzania, Togo, Uganda, Burkina Faso (Upper Volta), Zaire, and Zambia). The database was developed using the GRID module in the ARC/INFO{trademark} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

    Multi-criteria Analysis for Planning Renewable Energy (MapRE) is a study approach developed by the Lawrence Berkeley National Laboratory with the support of the International Renewable Energy Agency (IRENA). The approach combines geospatial, statistical, energy engineering, and economic methods to comprehensively identify and value high-quality wind, solar PV, and solar CSP resources for grid integration based on techno-economic criteria, generation profiles (for wind), and socio-environmental impacts. The Renewable Energy Zones for the Africa Clean Energy Corridor study sought to identify and comprehensively value high-quality wind, solar photovoltaic (PV), and concentrating solar power (CSP) resources in 21 countries in the East and Southern Africa Power Pools to support the prioritization of areas for development through a multi-criteria planning process. These countries include Angola, Botswana, Burundi, Djibouti, Democratic Republic of Congo, Egypt, Ethiopia, Kenya, Lesotho, Libya, Malawi, Mozambique, Namibia, Rwanda, South Africa, Sudan, Swaziland, Tanzania, Uganda, Zambia, and Zimbabwe. The study includes the methodology and the key results including renewable energy potential for each region.

  4. Oil shale fines process developments in Brazil

    The Petrobras oil shale retorting process, utilizes the particle range of +1/4 inch - 3 1/2 inches. The UPI plant in Sao Mateus do Sul has over 106,000 hours of operation, has processed over 6,200,000 metric tons of shale and has produced almost 3,000,000 barrels of shale oil. However, the nature of the raw oil shale is such that the amount of shale less than 1/4 inch that is mined and crushed and returned to the mine site is about 20 percent, thereby, increasing the cost of oil produced by a substantial number. Petrobras has investigated several systems to process the fines that are not handled by the 65 MTPH UPI plant and the 260 MTPH commercial plant. This paper provides an updated status of each of these processes in regard to the tests performed, potential contributions to an integrated use of the oil shale mine, and future considerations.

    Elastic scattering angular distribution measurements of {sup 7}Be+{sup 27}Al system were performed at the laboratory energy of 15.6 MeV. The {sup 7}Be secondary beam was produced by the proton transfer reaction {sup 3}He({sup 6}Li,{sup 7}Be) and impinged on {sup 27}Al and {sup 197}Au targets, using the Radioactive Ion Beam (RIB) facility, RIBRAS. The elastic angular distribution was obtained within the angular range of 15{sup 0} - 80{sup 0} at the center of mass frame. Optical model calculations have been performed using the Woods- Saxon form factors and the Sao Paulo potential to fit the experimental data. The total reaction cross section was derived.

  6. Investigation of saliva of patients with periodontal disease using NAA

    In this study the non-stimulated whole saliva of 26 healthy subjects (mean age 33.9 {+-} 11.0 years, range: 26 to 49 years) and 11 patients with periodontal disease (mean age 41.7 {+-} 11.5 years; range 29 to 55 years) was investigated using Neutron Activation Analysis (NAA) technique. The samples were obtained from donors at Sao Paulo city (Brazil). The analyses were performed in the nuclear reactor IEA-R1 (3.5-4.5MW, pool type) at IPEN/CNEN-SP (Brazil). Considerable changes in Ca and S saliva's level were identified in patients with periodontal disease suggesting they can be used as monitors of periodontal diseases.

  7. Energy efficiency analysis carried out for Petrosix process

    In the production of shale oil, the effective use of energy is critically important for the viability of the process. The design of the Petrosix process developed by Petroleo Brasileiro S.A. reflects such a preoccupation with energy efficiency. A semi-industrial plant for the production of shale oil is being operated successfully by Petrobras in Sao Mateus do Sul in south central Brazil. An industrial module with a scale-up factor of 4 is under construction. The plant, due on stream in 1988, will produce 2650 barrels per day of shale oil and 50 metric tons per day sulfur. Future plants will be a multiplication of such modules. A thermodynamic energy analysis of the retorting section of the industrial module was carried out by Petrobras in order to identify critical points where the thermodynamic efficiencies can be improved. A mass and energy balance of the plant was made using mainly the process design data. The energy availability functions of different streams were evaluated and a lost work analysis was done for different units of the retorting section. Results of this analysis are summarized.

    The mining industry's slim hole drilling rigs have proven applicable to primary oil exploration. These machines are smaller than conventional drilling rigs and can be transported with relative ease to remote locations. A typical rig drills an entire well by coring, with the cores retrieved by wire line without tripping the pipe. The core drilling system is specially suited to drilling hard rock formations. This paper reports on the project which evaluated the geological aspects of the Parana basin and determined the applicability of slim hole, core drilling techniques as an exploration tool. The Parana basin is found in the eastern third of Paraguay, part of northeastern Argentina, and part of southern Brazil. Much of the basin is overlaid by basalt flows up to 5,000-ft thick, and there are numerous igneous intrusions and dikes within the sedimentary section. This combination makes seismic quality poor and interpretation extremely difficult. The formations are relatively old, with Triassic red beds occurring only a few feet below the surface or immediately below the basalt. Beneath the Triassic are Permian marine deposits, Permo-Carboniferous tillites, and then Devonian, Silurian, and Ordovician deposits to the basement. The section outcrops 100 miles west of the Mallorquin Well No. 1 site. The Parana basin has been only randomly explored. To date, success has been limited to a minor gas find near Sao Paulo, Brazil.

  9. Use of Brazilian sugarcane bagasse ash in concrete as sand replacement

    Sugarcane today plays a major role in the worldwide economy, and Brazil is the leading producer of sugar and alcohol, which are important international commodities. The production process generates bagasse as a waste, which is used as fuel to stoke boilers that produce steam for electricity cogeneration. The final product of this burning is residual sugarcane bagasse ash (SBA), which is normally used as fertilizer in sugarcane plantations. Ash stands out among agroindustrial wastes because it results from energy generating processes. Many types of ash do not have hydraulic or pozzolanic reactivity, but can be used in civil construction as inert materials. The present study used ash collected from four sugar mills in the region of Sao Carlos, SP, Brazil, which is one of the world's largest producers of sugarcane. The ash samples were subjected to chemical characterization, sieve analysis, determination of specific gravity, X-ray diffraction, scanning electron microscopy, and solubilization and leaching tests. Mortars and concretes with SBA as sand replacement were produced and tests were carried out: compressive strength, tensile strength and elastic modulus. The results indicated that the SBA samples presented physical properties similar to those of natural sand. Several heavy metals were found in the SBA samples, indicating the need to restrict its use as a fertilizer. The mortars produced with SBA in place of sand showed better mechanical results than the reference samples. SBA can be used as a partial substitute of sand in concretes made with cement slag-modified Portland cement.

    The development of an oil shale industry in the United States will require the solution of a variety of technical, economic, environmental, and health and safety problems. This assessment investigates whether US oil shale developers might benefit from the experience gained by the Brazilians in the operation of their Usina Prototipo do Irati oil shale demonstration plant at Sao Mateus do Sul, and from the data generated from their oil shale research and development programs. A chapter providing background information on Brazil and the Brazilian oil shale deposits is followed by an examination of the potential recovery processes applicable to Brazilian oil shale. The evolution of the Brazilian retorting system is reviewed and compared with the mining and retorting proposed for US shales. Factors impacting on the economics of shale oil production in Brazil are reviewed and compared to economic analyses of oil shale production in the US. Chapters examining the consequences of shale development in terms of impact on the physical environment and the oil shale worker complete the report. Throughout the report, where data permits, similarities and differences are drawn between the oil shale programs underway in Brazil and the US. In addition, research areas in which technology or information transfer could benefit either or both countries' oil shale programs are identified.

    We present a new method of analysis for determining the surface geometry of five protoplanetary disks observed with near-infrared imaging polarimetry using Subaru-HiCIAO. Using as inputs the observed distribution of polarized intensity (PI), disk inclination, assumed properties for dust scattering, and other reasonable approximations, we calculate a differential equation to derive the surface geometry. This equation is numerically integrated along the distance from the star at a given position angle. We show that, using these approximations, the local maxima in the PI distribution of spiral arms (SAO 206462, MWC 758) and rings (2MASS J16042165-2130284, PDS 70) are associated with local concave-up structures on the disk surface. We also show that the observed presence of an inner gap in scattered light still allows the possibility of a disk surface that is parallel to the light path from the star, or a disk that is shadowed by structures in the inner radii. Our analysis for rings does not show the presence of a vertical inner wall as often assumed in studies of disks with an inner gap. Finally, we summarize the implications of spiral and ring structures as potential signatures of ongoing planet formation.

    The end of the Cold War seemed to create a more peaceful international environment. September 11 reminded us of the dangers of complacency. Indeed, even before September 11 US forces had intervened in a number of wars and crises, including Panama, the Persian Gulf War, Somalia, Rwanda, Bosnia, Kosovo, several Taiwan Straits crises, the North Korea nuclear weapons crisis, and most recently Afghanistan. US ability to intervene in remote areas of the world is often dependent on the Navy's ability to project power ashore. As a result, US ability to influence events in crisis situations, especially between or among nuclear powers, may become more difficult along with our ability to conduct littoral warfare. Although the numbers of potentially hostile submarines have declined with the end of the Cold War, US anti-submarine warfare capabilities have also declined. Moreover, foreign submarines and related technologies are likely to diffuse globally. New technologies like Air Independent Propulsion (AIP), improved weapons and sensors will make conventional submarines more dangerous, and the spread of nuclear submarines even to a few more countries raise political, military, environmental, and safety concerns. Submarines are one of the key weapon systems used alone or in combination with other weapon systems such as coastal defense missiles, aircraft, and other sea-based missile platforms to deny US ability to project power ashore, Thus, other countries who wish to deny the US the ability to interfere with their regional or even global ambitions may emphasize the acquisition and/or development of submarines. As the world become more multipolar over the longer term, as the Chinese believe it will, countries such as Russia, China. etc., may be able to acquire the submarine capabilities to challenge us not just regionally, but in blue waters.     Pluto and its main satellite, Charon, occulted the same star on 2008 June 22. This event was observed from Australia and La Reunion Island, providing the east and north Charon Plutocentric offset in the sky plane (J2000): X= + 12,070.5 {+-} 4 km (+ 546.2 {+-} 0.2 mas), Y= + 4,576.3 {+-} 24 km (+ 207.1 {+-} 1.1 mas) at 19:20:33.82 UT on Earth, corresponding to JD 2454640.129964 at Pluto. This yields Charon's true longitude L= 153.483 {+-} 0.{sup 0}071 in the satellite orbital plane (counted from the ascending node on J2000 mean equator) and orbital radius r= 19,564 {+-} 14 km at that time. We compare this position to that predicted by (1) the orbital solution of Tholen and Buie (the 'TB97' solution), (2) the PLU017 Charon ephemeris, and (3) the solution of Tholen et al. (the 'T08' solution). We conclude that (1) our result rules out solution TB97, (2) our position agrees with PLU017, with differences of {Delta}L= + 0.073 {+-} 0.{sup 0}071 in longitude, and {Delta}r= + 0.6 {+-} 14 km in radius, and (3) while the difference with the T08 ephemeris amounts to only {Delta}L= 0.033 {+-} 0.{sup 0}071 in longitude, it exhibits a significant radial discrepancy of {Delta}r= 61.3 {+-} 14 km. We discuss this difference in terms of a possible image scale relative error of 3.35 x 10{sup -3}in the 2002-2003 Hubble Space Telescope images upon which the T08 solution is mostly based. Rescaling the T08 Charon semi-major axis, a = 19, 570.45 km, to the TB97 value, a = 19636 km, all other orbital elements remaining the same ('T08/TB97' solution), we reconcile our position with the re-scaled solution by better than 12 km (or 0.55 mas) for Charon's position in its orbital plane, thus making T08/TB97 our preferred solution.

  14. THE FIRST HIGH-REDSHIFT QUASAR FROM Pan-STARRS

    We present the discovery of the first high-redshift (z > 5.7) quasar from the Panoramic Survey Telescope and Rapid Response System 1 (Pan-STARRS1 or PS1). This quasar was initially detected as an i{sub P1} dropout in PS1, confirmed photometrically with the SAO Wide-field InfraRed Camera at Arizona's Multiple Mirror Telescope (MMT) and the Gamma-Ray Burst Optical/Near-Infrared Detector at the MPG 2.2 m telescope in La Silla. The quasar was verified spectroscopically with the MMT Spectrograph, Red Channel and the Cassegrain Twin Spectrograph at the Calar Alto 3.5 m telescope. Its near-infrared spectrum was taken at the Large Binocular Telescope Observatory (LBT) with the LBT Near-Infrared Spectroscopic Utility with Camera and Integral Field Unit for Extragalactic Research. It has a redshift of 5.73, an AB z{sub P1} magnitude of 19.4, a luminosity of 3.8 Multiplication-Sign 10{sup 47} erg s{sup -1}, and a black hole mass of 6.9 Multiplication-Sign 10{sup 9} M{sub Sun }. It is a broad absorption line quasar with a prominent Ly{beta} peak and a very blue continuum spectrum. This quasar is the first result from the PS1 high-redshift quasar search that is projected to discover more than 100 i{sub P1} dropout quasars and could potentially find more than 10 z{sub P1} dropout (z > 6.8) quasars.

  15. Preliminary assessment of potential CDM early start projects in Brazil

    The Brazil/US Aspen Global Forum on Climate Change Policies and Programs has facilitated a dialogue between key Brazil and US public and private sector leaders on the subject of the Clean Development Mechanism (CDM). With support from the US government, a cooperative effort between Lawrence Berkeley National Laboratory and the University of Sao Paulo conducted an assessment of a number of projects put forth by Brazilian sponsors. Initially, we gathered information and conducted a screening assessment for ten projects in the energy sector and six projects in the forestry sector. Some of the projects appeared to offer greater potential to be attractive for CDM, or had better information available. We then conducted a more detailed assessment of 12 of these projects, and two other projects that were submitted after the initial screening. An important goal was to assess the potential impact of Certified Emission Reductions (CERs) on the financial performance of projects. With the exception of the two forestry-based fuel displacement projects, the impact of CERs on the internal rate of return (IRR) is fairly small. This is true for both the projects that displace grid electricity and those that displace local (diesel-based) electricity production. The relative effect of CERs is greater for projects whose IRR without CERs is low. CERs have a substantial effect on the IRR of the two short-rotation forestry energy substitution projects. One reason is that the biofuel displaces coke and oil, both of which are carbon-intensive. Another factor is that the product of these projects (charcoal and woodfuel, respectively) is relatively low value, so the revenue from carbon credits has a strong relative impact. CERs also have a substantial effect on the NPV of the carbon sequestration projects. Financial and other barriers pose a challenge for implementation of most of the projects. In most cases, the sponsor lacks sufficient capital, and loans are available only at high interest

    The Cameroon Volcanic Line (CVL) is a major geologic feature that cuts across Cameroon from the south west to the north east. It is a unique volcanic lineament which has both an oceanic and a continental sector and consists of a chain of Tertiary to Recent, generally alkaline volcanoes stretching from the Atlantic island of Pagalu to the interior of the African continent. The oceanic sector includes the islands of Bioko (formerly Fernando Po) and Sao Tome and Principe while the continental sector includes the Etinde, Cameroon, Manengouba, Bamboutos, Oku and Mandara mountains, as well as the Adamawa and Biu Plateaus. In addition to the CVL, three other major tectonic features characterize the region: the Benue Trough located northwest of the CVL, the Central African Shear Zone (CASZ), trending N70 degrees E, roughly parallel to the CVL, and the Congo Craton in southern Cameroon. The origin of the CVL is still the subject of considerable debate, with both plume and non-plume models invoked by many authors (e.g., Deruelle et al., 2007; Ngako et al, 2006; Ritsema and Allen, 2003; Burke, 2001; Ebinger and Sleep, 1998; Lee et al, 1994; Dorbath et al., 1986; Fairhead and Binks, 1991; King and Ritsema, 2000; Reusch et al., 2010). Crustal structure beneath Cameroon has been investigated previously using active (Stuart et al, 1985) and passive (Dorbath et al., 1986; Tabod, 1991; Tabod et al, 1992; Plomerova et al, 1993) source seismic data, revealing a crust about 33 km thick at the south-western end of the continental portion of the CVL (Tabod, 1991) and the Adamawa Plateau, and thinner crust (23 km thick) beneath the Garoua Rift in the north (Stuart et al, 1985) (Figure 1). Estimates of crustal thickness obtained using gravity data show similar variations between the Garoua rift, Adamawa Plateau, and southern part of the CVL (Poudjom et al., 1995; Nnange et al., 2000).
