    The Technical Support Document (TSD) for 50% energy savings in small office buildings documents the analysis and results for a recommended package of energy efficiency measures (EEMs) referred to as the advanced EEMs. These are changes to a building design that will reduce energy usage. The package of advanced EEMs achieves a minimum of 50% energy savings and a construction area weighted average energy savings of 56.6% over the ANSI/ASHRAE/IESNA Standard 90.1-2004 for 16 cities which represent the full range of climate zones in the United States. The 50% goal is for site energy usage reduction. The weighted average is based on data on the building area of construction in the various climate locations. Cost-effectiveness of the EEMs is determined showing an average simple payback of 6.7 years for all 16 climate locations. An alternative set of results is provided which includes a variable air volume HVAC system that achieves at least 50% energy savings in 7 of the 16 climate zones with a construction area weighted average savings of 48.5%. Other packages of EEMs may also achieve 50% energy savings; this report does not consider all alternatives but rather presents at least one way to reach the goal. Design teams using this TSD should follow an integrated design approach and utilize additional analysis to evaluate the specific conditions of a project.

    This fact sheet summarizes recommendations for designing new office buildings that result in 50% less energy use than conventional designs meeting minimum code requirements. The recommendations are drawn from the Advanced Energy Design Guide for Small to Medium Office Buildings, an ASHRAE publication that provides comprehensive recommendations for designing low-energy-use office buildings with gross floor areas up to 100,000 ft2 (see sidebar). Designed as a stand-alone document, this fact sheet provides key principles and a set of prescriptive design recommendations appropriate for smaller office buildings with insufficient budgets to fully implement best practices for integrated design and optimized performance. The recommendations have undergone a thorough analysis and review process through ASHRAE, and have been deemed the best combination of measures to achieve 50% savings in the greatest number of office buildings.

    This paper evaluates the energy and cost savings of seven retro-commissioning measures and 29 retrofit measures applicable to most large office buildings. The baseline model is for a hypothetical building with characteristics of large office buildings constructed before 1980. Each retro-commissioning measure is evaluated against the original baseline in terms of its potential of energy and cost savings while each retrofit measure is evaluated against the commissioned building. All measures are evaluated in five locations (Miami, Las Vegas, Seattle, Chicago and Duluth) to understand the impact of weather conditions on energy and cost savings. The results show that implementation of the seven operation and maintenance measures as part of a retro-commissioning process can yield an average of about 22% of energy use reduction and 14% of energy cost reduction. Widening zone temperature deadband, lowering VAV terminal minimum air flow set points and lighting upgrades are effective retrofit measures to be considered.

    This Technical Support Document (TSD) documents technical analysis that informs design guidance for designing and constructing large office buildings that achieve 50% net site energy savings over baseline buildings defined by minimal compliance with respect to ANSI/ASHRAE/IESNA Standard 90.1-2004. This report also represents a step toward developing a methodology for using energy modeling in the design process to achieve aggressive energy savings targets. This report documents the modeling and analysis methods used to identify design recommendations for six climate zones that capture the range of U.S. climate variability; demonstrates how energy savings change between ASHRAE Standard 90.1-2007 and Standard 90.1-2004 to determine baseline energy use; uses a four-story 'low-rise' prototype to analyze the effect of building aspect ratio on energy use intensity; explores comparisons between baseline and low-energy building energy use for alternate energy metrics (net source energy, energy emissions, and energy cost); and examines the extent to which glass curtain construction limits achieve energy savings by using a 12-story 'high-rise' prototype.

    Today, many large commercial buildings use sophisticated building automation systems (BASs) to manage a wide range of building equipment. While the capabilities of BASs have increased over time, many buildings still do not fully use the BAS's capabilities and are not properly commissioned, operated or maintained, which leads to inefficient operation, increased energy use, and reduced lifetimes of the equipment. This report investigates the energy savings potential of several common HVAC system retuning measures on a typical large office building prototype model, using the Department of Energy's building energy modeling software, EnergyPlus. The baseline prototype model uses roughly as much energy as an average large office building in existing building stock, but does not utilize any re-tuning measures. Individual re-tuning measures simulated against this baseline include automatic schedule adjustments, damper minimum flow adjustments, thermostat adjustments, as well as dynamic resets (set points that change continuously with building and/or outdoor conditions) to static pressure, supply air temperature, condenser water temperature, chilled and hot water temperature, and chilled and hot water differential pressure set points. Six combinations of these individual measures have been formulated - each designed to conform to limitations to implementation of certain individual measures that might exist in typical buildings. All of these measures and combinations were simulated in 16 cities representative of specific U.S. climate zones. The modeling results suggest that the most effective energy savings measures are those that affect the demand-side of the building (air-systems and schedules). Many of the demand-side individual measures were capable of reducing annual HVAC system energy consumption by over 20% in most cities that were modeled.   10. Achieving Energy Savings with Highly-Controlled Lighting in an Open-Plan Office

    An installation in a Federal building tested the effectiveness of a highly-controlled, workstation-specific lighting retrofit. The study took place in an open-office area with 86 cubicles and low levels of daylight. Each cubicle was illuminated by a direct/indirectpendant luminaire with three 32 watt lamps, two dimmable DALI ballasts, and an occupancy sensor. A centralized control system programmed all three lamps to turn on and off according to occupancy on a workstation-by-workstation basis. Field measurements taken over the course of several monthsdemonstrated 40% lighting energy savings compared to a baseline without advanced controls that conforms to GSA's current retrofit standard. A photometric analysis found that the installation provided higher desktop light levels than the baseline, while an occupant survey found that occupants in general preferred the lighting system to thebaseline.Simple payback is fairly high; projects that can achieve lower installation costs and/or higher energy savings and those in which greenhouse gas reduction and occupant satisfaction are significant priorities provide the ideal setting for workstation-specific lighting retrofits.

    It has been understood by architects and engineers that office buildings with easily re-configurable space and flexible mechanical and electrical systems are able to provide comfort that increases worker productivity while using less energy. Raised floors are an example of how fresh air, thermal conditioning, lighting needs, and network access can be delivered in a flexible manner that is not ''embedded'' within the structure. What are not yet documented is how well these systems perform and how much energy they can save. This area is being investigated in phased projects of the 21st Century Research Program of the Air-conditioning and Refrigeration Technology Institute. For the initial project, research teams at the Center for Building Performance and Diagnostics, Pittsburgh, Pennsylvania, and Oak Ridge National Laboratory, Oak Ridge, Tennessee, documented the diversity, performance, and incidence of flexible and adaptive HVAC systems. Information was gathered worldwide from journal and conference articles, case studies, manufactured products and assemblies, and interviews with design professionals. Their report thoroughly describes the variety of system types along with the various design alternatives observed for plenums, diffusers, individual control, and system integration. Many of the systems are illustrated in the report and the authors provide quantitative and qualitative comparisons. Among conclusions regarding key design issues, and barriers to widespread adoption, the authors state that flexible and adaptive HVAC systems, such as underfloor air, perform as well if not better than ceiling-based systems. Leading engineers have become active proponents after their first experience, which is resulting in these flexible and adaptive HVAC systems approaching 10 percent of the new construction market. To encourage adoption of this technology that improves thermal comfort and indoor air quality, follow-on work is required to further document performance

    A prototypical office building meeting the prescriptive requirements of the 2008 California building energy efficiency standards (Title 24) was used in EnergyPlus simulations to calculate the energy savings potential of demand controlled ventilation (DCV) in five typical California climates per three design occupancy densities and two minimum ventilation rates. The assumed minimum ventilation rates in offices without DCV, based on two different measurement methods employed in a large survey, were 38 and 13 L/s per occupant. The results of the life cycle cost analysis show DCV is cost effective for office spaces if the typical minimum ventilation rate without DCV is 38 L/s per person, except at the low design occupancy of 10.8 people per 100 m2 in climate zones 3 (north coast) and 6 (south Coast). DCV was not found to be cost effective if the typical minimum ventilation rate without DCV is 13 L/s per occupant, except at high design occupancy of 21.5 people per 100 m2 in climate zones 14 (desert) and 16 (mountains). Until the large uncertainties about the base case ventilation rates in offices without DCV are reduced, the case for requiring DCV in general office spaces will be a weak case. Under the Title 24 Standards office occupant density of 10.8 people per 100 m2, DCV becomes cost effective when the base case minimum ventilation rate is greater than 42.5, 43.0, 24.0, 19.0, and 18.0 L/s per person for climate zone 3, 6, 12, 14, and 16 respectively.

    Exterior shades are highly efficient for reducing solar load in commercial buildings. Their impact on net energy use depends on the annual energy balance of heating, cooling, fan and lighting energy. This paper discusses the overall energy use intensity of various external shading systems for a prototypical large office building split into the different types of energy use and for different orientations and window sizes. Lighting energy was calculated for a constant lighting power as well as for dimmed lighting fixtures (daylighting control). In Section 3, slat angles and solar cut-off angles were varied for fixed exterior slat shading systems. While the most light-blocking shades performed best for the case without daylighting controls, the optimum cut-off angle with daylighting controls was found to be 30 deg for the office building prototype used in Chicago and Houston. For large window-to-wall (WWR) ratios, window related annual energy use could be reduced by at least 70 % without daylighting control and by a minimum of 86 % with daylighting control in average over all orientations. The occurrence of discomfort glare was is considered in Section 4 of the paper, which looks at the performance of commercially available exterior shading systems when an interior shade is used in addition to the exterior shade during hours when occupants would experience discomfort glare. Glare control impacts overall energy use intensity significantly for exterior shades with high transmittance, especially when daylighting controls are used. In these cases, exterior shades are only beneficial for window-to-wall areas ≥ 45% in the hot Houston climate. For smaller windows and in a heating/cooling climate like Chicago, exterior shades can increase energy consumption

    Hot water use in households, for showers and baths as wellas for washing clothes and dishes, is a major driver of household energyconsumption. Other household uses of water (such as irrigatinglandscaping) require additional energy in other sectors to transport andtreat the water before use, and to treat wastewater. In California, 19percent of total electricity for all sectors combined and 32 percent ofnatural gas consumption is related to water. There is a criticalinterdependence between energy and water systems: thermal power plantsrequire cooling water, and water pumping and treatment require energy.Energy efficiency can be increased by a number of means, includingmore-efficient appliances (e.g., clothes washers or dishwashers that useless total water and less heated water), water-conserving plumbingfixtures and fittings (e.g., showerheads, faucets, toilets) and changesin consumer behavior (e.g., lower temperature set points for storagewater heaters, shorter showers). Water- and energy-conserving activitiescan help offset the stress imposed on limited water (and energy) suppliesfrom increasing population in some areas, particularly in drought years,or increased consumption (e.g., some new shower systems) as a result ofincreased wealth. This paper explores the connections between householdwater use and energy, and suggests options for increased efficiencies inboth individual technologies and systems. Studies indicate that urbanwater use can be reduced cost-effectively by up to 30 percent withcommercially available products. The energy savings associated with watersavings may represent a large additional and largely untappedcost-effective opportunity.

    This paper describes the successful effort to remove alkali metals, alkali metal residues, and piping and structures from retired non-radioactive test systems on the Hanford Site. These test systems were used between 1965 and 1982 to support the Fast Flux Test Facility and the Liquid Metal Fast Breeder Reactor Program. A considerable volume of sodium and sodium-potassium alloy (NaK) was successfully recycled to the commercial sector; structural material and electrical material such as wiring was also recycled. Innovative techniques were used to safely remove NaK and its residues from a test system that could not be gravity-drained. The work was done safely, with no environmental issues or significant schedule delays.

    The implementation of the Business Management System (BMS) will replace a number of systems currently in use at Hanford. These systems will be retired when the replacement is complete and the data from the old systems adequately stored and/or converted to the new system. The replacement is due to a number of factors: (1) Year 2000 conversion: Most of the systems being retired are not year 2000 compliant. Estimates on making these systems compliant approach the costs of replacing with the enterprise system. (2) Many redundant custom-made systems: Maintenance costs on the aging custom developed systems is high. The systems also have overlapping functionality. Replacement with an enterprise system is expected to lower the maintenance costs. (3) Shift inefficient/complex work processes to commercial standards: Many business practices have been developed in isolation from competitive pressures and without a good business foundation. Replacement of the systems allows an opportunity to upgrade the business practices to conform to a market driven approach. (4) Questionable legacy data: Significant amount of data contained within the legacy systems is of questionable origin and value. Replacement of the systems allows for a new beginning with a clean slate and stronger data validation rules. A number of the systems being retired depend on hardware and software technologies that are no longer adequately supported in the market place. The IRM Application Software System Life Cycle Standards, HNF-PRO-2778, and the Data Systems Review Board (DSRB) define a system retirement process which involves the removal of an existing system from active support or use either by: ceasing its operation or support; or replacing it with a new system; or replacing it with an upgraded version of the existing system. It is important to note, that activities associated with the recovery of the system, once archived, relates to the ability for authorized personnel to gain access to the data and

There are several different types of APSs on the market, but they all operate on the same basic principle of shutting off the supply power to devices that are not in use.     This document provides a risk evaluation of the 100 and 200 Area retired, surplus facilities on the Hanford Site. Also included are the related data that were compiled by the risk evaluation team during investigations performed on the facilities. Results are the product of a major effort performed in fiscal year 1993 to produce qualitative information that characterizes certain risks associated with these facilities. The retired facilities investigated for this evaluation are located in the 100 and 200 Areas of the 1,450-km{sup 2} (570-mi{sup 2}) Hanford Site. The Hanford Site is a semiarid tract of land in southeastern Washington State. The nearest population center is Richland, Washington, (population 32,000) 30-km (20 mi) southeast of the 200 Area. During walkdown investigations of these facilities, data on real and potential hazards that threatened human health or safety or created potential environmental release issues were identified by the risk evaluation team. Using these findings, the team categorized the identified hazards by facility and evaluated the risk associated with each hazard. The factors contributing to each risk, and the consequence and likelihood of harm associated with each hazard also are included in this evaluation.

    The Portland Energy Office provided operation and maintenance (O M) training to the operators of boiler heating systems for ten low-income apartment complexes in the Fall of 1990. This study tracked energy usage before and after O M training to see if savings occurred. Training was provided on both weatherized and non-weatherized apartments to find out if weatherization impacted the amount of O M savings to be obtained. Also, energy savings from the O M training and building shell weatherization are compared. The O M training averaged about four hours per building. Content was adjusted at each site to match needs of the boiler and operator. The Energy Office also provided a boiler tune-up by a service technician. The training stressed low-cost and no-cost measures which operators could either do themselves or hire service help to implement. It also emphasized boiler safety. Nine of the ten apartment complexes in the study used less energy per heating degree-day after the O M help. Average savings were 10%. Four apartments chosen randomly as controls had negative savings; they used slightly more energy during the same post-O M time frame. Weatherized and unweatherized apartments showed similar savings after the O M help, 10% and 11% percent respectively. Savings from weatherization of six of the apartments in the winter of 1988--1989 were also measured. A low average of only 4% was observed, reflecting negative savings in two buildings.

    Highlights: • The sales data of mobile phones in China was revised by considering the amount of smuggled and counterfeit mobile phones. • The estimation of retired mobile phones in China was made by comparing some relevant methods. • The advanced result of estimation can help improve the policy-making. • The method suggested in this paper can be also used in other countries. • Some discussions on methodology are also conducted in order for the improvement. - Abstract: Due to the rapid development of economy and technology, China has the biggest production and possession of mobile phones around the world. In general, mobile phones have relatively short life time because the majority of users replace their mobile phones frequently. Retired mobile phones represent the most valuable electrical and electronic equipment (EEE) in the main waste stream because of such characteristics as large quantity, high reuse/recovery value and fast replacement frequency. Consequently, the huge amount of retired mobile phones in China calls for a sustainable management system. The generation estimation can provide fundamental information to construct the sustainable management system of retired mobile phones and other waste electrical and electronic equipment (WEEE). However, the reliable estimation result is difficult to get and verify. The priority aim of this paper is to provide proper estimation approach for the generation of retired mobile phones in China, by comparing some relevant methods. The results show that the sales and new method is in the highest priority in estimation of the retired mobile phones. The result of sales and new method shows that there are 47.92 million mobile phones retired in 2002, and it reached to 739.98 million in China in 2012. It presents an increasing tendency with some fluctuations clearly. Furthermore, some discussions on methodology, such as the selection of improper approach and error in the input data, are also conducted in order to

    This publication summarizes and contains the original documentation for understanding why the U.S. Department of Energy's (DOE's) privatization approach provides cost savings and the different approaches that could be used in calculating cost savings for the Tank Waste Remediation System (TWRS) Phase I contract. The initial section summarizes the approaches in the different papers. The appendices are the individual source papers which have been reviewed by individuals outside of the Pacific Northwest National Laboratory and the TWRS Program. Appendix A provides a theoretical basis for and estimate of the level of savings that can be" obtained from a fixed-priced contract with performance risk maintained by the contractor. Appendix B provides the methodology for determining cost savings when comparing a fixed-priced contractor with a Management and Operations (M&O) contractor (cost-plus contractor). Appendix C summarizes the economic model used to calculate cost savings and provides hypothetical output from preliminary calculations. Appendix D provides the summary of the approach for the DOE-Richland Operations Office (RL) estimate of the M&O contractor to perform the same work as BNFL Inc. Appendix E contains information on cost growth and per metric ton of glass costs for high-level waste at two other DOE sites, West Valley and Savannah River. Appendix F addresses a risk allocation analysis of the BNFL proposal that indicates,that the current approach is still better than the alternative.

  20. Energy Savings from GSA's National Deep Retrofit Program

    Under its National Deep Energy Retrofit (NDER) program, the U.S. General Services Administration (GSA) awarded 10 ESPC projects with the objectives of using innovative technologies and renewable energy technologies, and moving buildings toward net zero energy consumption. This report analyzes data on energy savings from the 10 NDER projects, and compares them with the savings of a sample of other recently awarded Federal ESPC projects. It is shown that by emphasizing the need for deeper energy savings, and by the establishment of a central Project Management Office (PMO) to provide authoritative contracting, technical and pricing assistance, the NDER projects achieved an average level of savings more than twice that of the other Federal ESPC projects. The level of savings achieved in each project seems to be dependent more on the availability of ECMs at the site than on energy price, energy cost per square foot, pre-retrofit EUI or the length of the contract term. This suggests that GSA can achieve similar results in a wide variety of building
