    Facilities that manage hazardous wastes are required to obtain permits under the Resource Conservation and Recovery Act (RCRA) of 1976. This guidance document informs RCRA permit writers and enforcement officials of procedures to be used in conducting RCRA Facility Assessments. The RCRA corrective-action program was established to investigate and require clean up of releases of hazardous wastes or constituents to the environment at facilities subject to RCRA permits. Releases to ground water, surface water, air, soil, and subsurface strata may be addressed.

    Conservation Voltage Reduction (CVR) is one of the cheapest technologies which can be intelligently leveraged to provide considerable energy savings. The addition of renewables in the form of distributed resources can affect the entire power system, but more importantly, affects the traditional substation control schemes at the distribution level. This paper looks at the effect on energy consumption, peak load reduction, and voltage profile changes due to the addition of distributed generation in a distribution feeder using combinations of volt var control. An IEEE 13-node system is used to simulate the various cases. Energy savings and peak load reduction for different simulation scenarios are compared.

    The I-SAVE (Iowa Saves America's Vital Energy) conservation plan provides comprehensive energy-conservation information and services to residential consumers served by large investor-owned electric and gas utilities and participating home-heating suppliers. The overall objective of the I-SAVE plan is to conserve energy by facilitating cost-effective retrofit of existing housing and promoting more-efficient energy use. The ultimate benefit available to the customer under the I-SAVE plan - reduction in energy use - is dependent upon the action he or she takes as a result of the program audit. Benefits to the utility and the ratepayers as a whole, however, will accrue only upon widespread customer acceptance and utilization of program services. This degree of program acceptance and the resulting benefits to ratepayers can be attained only through an aggressive educational and promotional effort by the covered utilities. All electric and gas utilities which have sales, other than resale, exceeding 750 million kWh of electricity or 10 billion cubic feet of gas and participating home-heating suppliers, shall provide a program announcement and shall offer conservation services to their customers who occupy a residential building containing at least one, but not more than four units, in a manner as provided by the rules.     In the ninth-five year plan of China, the socialist market economy model will be developed. In the stage of transferring from planning economy to market economy, the energy conservation technology services industry in China has met new challenges. Over the past ten to fifteen years, there has developed a new mechanism for financing energy efficiency investments in market economies. The process is simple. After inspecting an enterprise or an entity for energy saving opportunities, an Energy Service Company (ESCO) which business aimed at making money will review the recommended energy conservation opportunities with the enterprise or the entity (user) and implement those measures acceptable to the user at no front end cost to the user. The ESCO then guarantees that the energy savings will cover the cost of the capital renovations using the Performance Contracting.

    Data from the 1991 Louisiana forest survey were used to derive fresh and dry biomass estimates for all trees, on timberland, greater than 1.0 inch in diameter at breast height (d.b.h.). There are 470.0 million fresh tons in softwood species and 757.5 million fresh tons in hardwood species. The woody biomass resource averages 45.9 and 61.9 tons per acre for softwoods and hardwoods where they occur, respectively. Most of this biomass is in the stem portion of the trees--85 percent for softwoods and 75 percent for hardwoods. Nonindustrial private landowners hold 58 and 69 percent of the total softwood and hardwood biomass resource, respectively.

    This report identifies research, development, and demonstration (RD&D) needs and priorities associated with municipal solid waste (MSW) management technologies that conserve or produce energy or resources. The changing character of MSW waste management and the public`s heightened awareness of its real and perceived benefits and costs creates opportunities for RD&D in MSW technologies. Increased recycling, for example, creates new opportunities for energy, chemicals, and materials recovery. New technologies to control and monitor emissions from MSW combustion facilities are available for further improvement or application. Furthermore, emerging waste-to-energy technologies may offer environmental, economic, and other advantages. Given these developments, DOE identified a need to assess the RD&D needs and pdodties and carefully target RD&D efforts to help solve the carbon`s waste management problem and further the National Energy Strategy. This report presents such an assessment.     The Open Science Grid offers access to hundreds of computing and storage resources via standard Grid interfaces. Before the deployment of an automated resource selection system, users had to submit jobs directly to these resources. They would manually select a resource and specify all relevant attributes in the job description prior to submitting the job. The necessity of a human intervention in resource selection and attribute specification hinders automated job management components from accessing OSG resources and it is inconvenient for the users. The Resource Selection Service (ReSS) project addresses these shortcomings. The system integrates condor technology, for the core match making service, with the gLite CEMon component, for gathering and publishing resource information in the Glue Schema format. Each one of these components communicates over secure protocols via web services interfaces. The system is currently used in production on OSG by the DZero Experiment, the Engagement Virtual Organization, and the Dark Energy. It is also the resource selection service for the Fermilab Campus Grid, FermiGrid. ReSS is considered a lightweight solution to push-based workload management. This paper describes the architecture, performance, and typical usage of the system.

Common experiences, problems, and treatment of RCS and other residential audit programs are briefly overviewed, and then the interview findings are discussed on a state-by-state basis for each of the eleven states contacted. The program structure and status are described for each state, including the nonregulated utility programs, unique features, and problems and impacts. The 11 states are: California, Connecticut, Delaware, Iowa, Michigan, New Jersey, New York, Oregon, Rhode Island, South Carolina, and Texas.   5. Solid waste landfills under the Resource Conservation and Recovery Act Subtitle D

    This document provides guidance for meeting: (1) Guidelines for the Land Disposal of Solid Waste (40 CFR 241); (2) Criteria for Classification of Solid Waste Disposal Facilities and Practices (40 CFR 257); and (3) Criteria for Municipal Solid Waste Landfills (MSWLFs) (40 CFR Part 258). Revisions to 40 CFR 257 and a new Part 258 were published in the Federal Register (56 FR 50978, 10/9/91). The Guidelines for the Land Disposal of Solid Waste set requirements and recommended procedures to ensure that the design, construction, and operation of land disposal sites is done in a manner that will protect human health and the environment. These regulations are applicable to MSWLFs and non-MSWLFs (e.g., landfills used only for the disposal of demolition debris, commercial waste, and/or industrial waste). These guidelines are not applicable to the, land disposal of hazardous, agricultural, and/or mining wastes. These criteria are to be used under the Resource Conservation and Recovery Act (RCRA) in determining which solid waste disposal facilities pose a reasonable possibility of adversely affecting human health or the environment. Facilities failing to satisfy these criteria will be considered to be open dumps which are prohibited under Section 4005 of RCRA. The Criteria for MSWLFs are applicable only to MSWLFs, including those MSWLFs in which sewage sludge is co-disposed with household waste. Based on specific criteria, certain MSWLFs are exempt from some, or all, of the regulations of 40 CFR 258. MSWLFs that fail to satisfy the criteria specified in 40 CFR 258 are also considered open dumps for the purposes of Section 4005 of RCRA. Through the use of a series of interrelated flow diagrams, this guidance document directs the reader to each design, operation, maintenance, and closure activity that must be performed for MSWLFs and non-MSWLFs.

    Demand response (DR) resources present a potentially important source of grid flexibility however, DR in grid models is limited by data availability and modeling complexity. This presentation focuses on the co-optimization of DR resources to provide energy and ancillary services in a production cost model of the Colorado "test system". We assume each DR resource can provide energy services by either shedding load or shifting its use between different times, as well as operating reserves: frequency regulation, contingency reserve, and flexibility (or ramping) reserve. There are significant variations in the availabilities of different types of DR resources, which affect both the operational savings as well as the revenue for each DR resource. The results presented include the system-wide avoided fuel and generator start-up costs as well as the composite revenue for each DR resource by energy and operating reserves.

    The Open Science Grid (OSG) offers access to around hundred Compute elements (CE) and storage elements (SE) via standard Grid interfaces. The Resource Selection Service (ReSS) is a push-based workload management system that is integrated with the OSG information systems and resources. ReSS integrates standard Grid tools such as Condor, as a brokering service and the gLite CEMon, for gathering and publishing resource information in GLUE Schema format. ReSS is used in OSG by Virtual Organizations (VO) such as Dark Energy Survey (DES), DZero and Engagement VO. ReSS is also used as a Resource Selection Service for Campus Grids, such as FermiGrid. VOs use ReSS to automate the resource selection in their workload management system to run jobs over the grid. In the past year, the system has been enhanced to enable publication and selection of storage resources and of any special software or software libraries (like MPI libraries) installed at computing resources. In this paper, we discuss the Resource Selection Service, its typical usage on the two scales of a National Cyber Infrastructure Grid, such as OSG, and of a campus Grid, such as FermiGrid.

    The Minority Marketing Program established baseline environmental informational data related to City of Tucson minority communities. The data is intended to be used to further develop the energy conservation, environmental education and neighborhood outreach programs. The goal of these new programs is to positively affect the participating rates of all City sponsored community environmental programs with a special emphasis on minority communities. The Minority Marketing Program developed a survey, in conjunction with the University of Arizona, to establish a database of environmental awareness information City-wide but with a special emphasis on an area composed of 10 census tracts within a primarily Hispanic community. This survey was constructed using federal non-proprietary software entitled Questionnaire Programming Language (QPL) and was administered as a computer assisted telephone interview (CATI), as well as a total design method mail-out survey. This approach produced data that is reliable within {+-} 5%. It will also establish a database against which future data can be compared.

    The dry milling process for the conversion of grain to fuel ethanol is reviewed for the application of energy conservation technology, which will reduce the energy consumption to 70,000 Btu per gallon, a reduction of 42% from a distilled spirits process. Specific energy conservation technology applications are outlined and guidelines for the owner/engineer for fuel ethanol plants to consider in the selection on the basis of energy conservation economics of processing steps and equipment are provided. The process was divided into 5 sections and the energy consumed in each step was determined based on 3 sets of conditions; a conventional distilled spirits process; a modern process incorporating commercially proven energy conservation; and a second generation process incorporating advanced conservation technologies which have not yet been proven. Steps discussed are mash preparation and cooking, fermentation, distillation, and distillers dried grains processing. The economics of cogeneration of electricity on fuel ethanol plants is also studied. (MCW)

The NTS is operated by the U.S. Department of Energy, Nevada Operations Office (DOE/NV), which has been required by the Nevada Division of Environmental Protection (NDEP) to characterize the DPF under the requirements of the Resource Conservation and Recovery Act (RCRA) Part A Permit (NDEP, 1995) for the NTS and Title 40 Code of Federal Regulations (CFR) Part 265 (1996c). The DPF is prioritized in the Federal Facility Agreement and Consent Order (FFACO, 1996) but is governed by the permit. The DPF was characterized through sampling events in 1994, 1996, and 1997. The results of these sampling events are contained in the Final Resource Conservation and Recovery Act Industrial Site Environmental Restoration Site Characterization Report, Area 6 Decontamination Pond Facility, Revision I (DOE/NV, 1997). This Corrective Measures Study (CMS) for the Area 6 DPF has been prepared for the DOE/NV`s Environmental Restoration Project. The CMS has been developed to support the preparation of a Closure Plan for the DPF. Because of the complexities of the contamination and regulatory issues associated with the DPF, DOE/NV determined a CMS would be beneficial to the evaluation and selection of a closure alternative.

    Municipal water rates are expected to satisfy three objectives: efficiency, revenue neutrality to the utility, and distributional equity. Unfortunately, adjusting rates to efficiently achieve use and conservation targets would ordinarily generate excessive revenues. Rather than mold one tool to the service of three masters, this article suggests combining three separate tools. The first sets the water rate to cover the utility`s costs. The second assigns customers allotments to water use. The third either charges a fee for use that exceeds the customer`s allotment or hands out rebates for consumption below that allotment. The fees pay for the rebates--thus the term feebate. The outcome is (1) revenues to the utility just sufficient to cover costs, (2) efficient water consumption by municipal water customers without conservation mandates, and (3) revenue effects that can be spread fairly across various categories of customers.

    This report serves as the combined annual report for post-closure activities for several Corrective Action Units (CAUs). The locations of the sites are shown in Figure 1. This report covers fiscal year 2014 (October 2013–September 2014). The post-closure requirements for these sites are described in Resource Conservation and Recovery Act Permit Number NEV HW0101 and summarized in each CAU-specific section in Section 1.0 of this report. The results of the inspections, a summary of maintenance activities, and an evaluation of monitoring data are presented in this report. Site inspections are conducted semiannually at CAUs 90 and 91 and quarterly at CAUs 92, 110, 111, and 112. Additional inspections are conducted at CAU 92 if precipitation occurs in excess of 0.50 inches (in.) in a 24-hour period and at CAU 111 if precipitation occurs in excess of 1.0 in. in a 24-hour period. Inspections include an evaluation of the condition of the units, including covers, fences, signs, gates, and locks. In addition to visual inspections, soil moisture monitoring, vegetation evaluations, and subsidence surveys are conducted at CAU 110. At CAU 111, soil moisture monitoring, vegetation evaluations, subsidence surveys, direct radiation monitoring, air monitoring, radon flux monitoring, and groundwater monitoring are conducted. The results of the vegetation surveys and an analysis of the soil moisture monitoring data at CAU 110 are presented in this report. Results of additional monitoring at CAU 111 are documented annually in the Nevada National Security Site Waste Management Monitoring Report Area 3 and Area 5 Radioactive Waste Management Sites and in the Nevada National Security Site Data Report: Groundwater Monitoring Program Area 5 Radioactive Waste Management Site, which will be prepared in approximately June 2015. Copies of the inspection checklists are included as Appendix A. Field notes completed during each inspection are included in Appendix B. Photographs taken during the inspections are included in Appendix C. It is recommended to continue semiannual inspections at CAUs 90 and 91; quarterly inspections at CAUs 92, 110, and 112; and additional inspections at CAU 92 if precipitation occurs in excess of 0.50 inches in a 24-hour period. At CAU 92, it is recommended to remove the wave barriers, as they have not proven to be necessary to protect the cover.     Together with OSIsoft LLC as its private sector partner and matching sponsor, the Lawrence Berkeley National Laboratory (Berkeley Lab) won an FY09 Technology Commercialization Fund (TCF) grant from the U.S. Department of Energy. The goal of the project is to commercialize Berkeley Lab's optimizing program, the Distributed Energy Resources Customer Adoption Model (DER-CAM) using a software as a service (SaaS) model with OSIsoft as its first non-scientific user. OSIsoft could in turn provide optimization capability to its software clients. In this way, energy efficiency and/or carbon minimizing strategies could be made readily available to commercial and industrial facilities. Specialized versions of DER-CAM dedicated to solving OSIsoft's customer problems have been set up on a server at Berkeley Lab. The objective of DER-CAM is to minimize the cost of technology adoption and operation or carbon emissions, or combinations thereof. DER-CAM determines which technologies should be installed and operated based on specific site load, price information, and performance data for available equipment options. An established user of OSIsoft's PI software suite, the University of California, Davis (UCD), was selected as a demonstration site for this project. UCD's participation in the project is driven by its motivation to reduce its carbon emissions. The campus currently buys electricity economically through the Western Area Power Administration (WAPA). The campus does not therefore face compelling cost incentives to improve the efficiency of its operations, but is nonetheless motivated to lower the carbon footprint of its buildings. Berkeley Lab attempted to demonstrate a scenario wherein UCD is forced to purchase electricity on a standard time-of-use tariff from Pacific Gas and Electric (PG&E), which is a concern to Facilities staff.     Selenium is present in waste rock/overburden that is removed during phosphate mining in southeastern Idaho. Waste rock piles or rock used during reclamation can be a source of selenium (and other metals) to streams and vegetation. Some instances (in 1996) of selenium toxicity in grazing sheep and horses caused public health and environmental concerns, leading to Idaho Department of Environmental Quality (DEQ) involvement. The Selenium Information System Project is a collaboration among the DEQ, the United States Forest Service (USFS), the Bureau of Land Management (BLM), the Idaho Mining Association (IMA), Idaho State University (ISU), and the Idaho National Laboratory (INL)2. The Selenium Information System is a centralized data repository for southeastern Idaho selenium data. The data repository combines information that was previously in numerous agency, mining company, and consultants’ databases and web sites. These data include selenium concentrations in soil, water, sediment, vegetation and other environmental media, as well as comprehensive mine information. The Idaho DEQ spearheaded a selenium area-wide investigation through voluntary agreements with the mining companies and interagency participants. The Selenium Information System contains the results of that area-wide investigation, and many other background documents. As studies are conducted and remedial action decisions are made the resulting data and documentation will be stored within the information system. Potential users of the information system are agency officials, students, lawmakers, mining company personnel, teachers, researchers, and the general public. The system, available from a central website, consists of a database that contains the area-wide sampling information and an ESRI ArcIMS map server. The user can easily acquire information pertaining to the area-wide study as well as the final area-wide report. Future work on this project includes creating custom tools to increase the

    The Waste Isolation Pilot Plant (WIPP) Project was authorized by the US Department of Energy 5 (DOE) National Security and Military Applications of the Nuclear Energy Authorization Act of 1980 (Public Law 96-164). Its legislative mandate is to provide a research and development facility to demonstrate the safe disposal of radioactive waste resulting from national defense programs and activities. To fulfill this mandate, the WIPP facility has been designed to perform scientific investigations of the behavior of bedded salt as a repository medium and the interactions between the soft and radioactive wastes. In 1991, DOE proposed to initiate a experimental Test Phase designed to demonstrate the performance of the repository. The Test Phase activities involve experiments using transuranic (TRU) waste typical of the waste planned for future disposal at the WIPP facility. Much of this TRU waste is co-contaminated with chemical constituents which are defined as hazardous under HWMR-7, Pt. II, sec. 261. This waste is TRU mixed waste and is the subject of this application. Because geologic repositories, such as the WIPP facility, are defined under the Resource Conservation and Recovery Act (RCRA) as land disposal facilities, the groundwater monitoring requirements of HWMR-7, PLV, Subpart X, must be addressed. HWMR-7, Pt. V, Subpart X, must be addressed. This appendix demonstrates that groundwater monitoring is not needed in order to demonstrate compliance with the performance standards; therefore, HWMR-7, Pt.V, Subpart F, will not apply to the WIPP facility.

    Conservative Remapper (CORE) is a C++ language software library for remapping cell masses and cell-averaged densities on unstructured two dimensional grids, maintaining conservation of total mass in the process. CORE contains implementation of two remapping algorithms: a new, efficient "swept region" algorithm, and a more traditional algorithm basedon the computation of cell intersections. Grids may be Cartesian or cylindrical, and cells may have three or more vertices, with no upper limit. CORE can run inmore » serial and in parallel, but in order to achieve wide applicability, CORE used no particular parallel communication library. Instead it achieves parallel communication through strategically placed, user defined callbacks. Hit monitoring data were obtained in accordance with the applicable Resource Conservation and Recovery Act of 1976 (RCRA) hazardous waste post-closure permit (PCP). The Tennessee Department of Environment and Conservation (TDEC) - Division of Solid Waste Management issued the PCPs to define the requirements for RCRA post-closure inspection, maintenance, and groundwater monitoring at the specified TSD units located within the Bear Creek Hydrogeologic Regime (PCP no. TNHW-116), Upper East Fork Poplar Creek Hydrogeologic Regime (PCP no. TNHW-113), and Chestnut Ridge Hydrogeologic Regime (PCP no. TNHW-128). Each PCP requires the Submittal of an annual RCRA groundwater monitoring report containing the groundwater sampling information and analytical results obtained at each applicable TSD unit during the preceding CY, along with an evaluation of groundwater low rates and directions and the analytical results for specified RCRA groundwater target compounds; this report is the RCRA annual groundwater monitoring report for CY 2007. The RCRA post-closure groundwater monitoring requirements specified in the above-referenced PCP for the Chestnut Ridge Regime replace those defined in the previous PCP (permit no. TNHW-088), which expired on September 18, 2005, but remained effective until the TDEC issued the new PCP in September 2006.     The Maui Smart Grid Project (MSGP) is under the leadership of the Hawaii Natural Energy Institute (HNEI) of the University of Hawaii at Manoa. The project team includes Maui Electric Company, Ltd. (MECO), Hawaiian Electric Company, Inc. (HECO), Sentech (a division of SRA International, Inc.), Silver Spring Networks (SSN), Alstom Grid, Maui Economic Development Board (MEDB), University of Hawaii-Maui College (UHMC), and the County of Maui. MSGP was supported by the U.S. Department of Energy (DOE) under Cooperative Agreement Number DE-FC26-08NT02871, with approximately 50% co-funding supplied by MECO. The project was designed to develop and demonstrate an integrated monitoring, communications, database, applications, and decision support solution that aggregates renewable energy (RE), other distributed generation (DG), energy storage, and demand response technologies in a distribution system to achieve both distribution and transmission-level benefits. The purpose of this article is to provide an introduction to the issues surrounding externalities, including their definition, methods of internalizing externalities, and a survey of ways to estimate costs and benefits of externalities.     A methodology is developed for optimally allocating resources between conservation and solar strategies in building design. Formulas are presented for a constrained optimum in which the initial investment is limited. A global optimum procedure is also described in which life-cycle cost is minimized. The procedure is amenable to hand analysis if tables are available which give the Solar Savings Fraction as a function of the Load Collector Ratio for the locality. A numerical example is given.

    This Technical Report is a detailed presentation of the actions Bonneville Power Administration (BPA) will take to develop new resources to meet the power requirements of its customers. The primary focus of this report is on what BPA will do in Fiscal Years (FY's) 1992 and 1993. However, much care has been taken to define near-term actions aimed at meeting BPA's long-term needs. An aggressive, steadily increasing conservation program forms the foundation of the 1990 Resource Program and resource acquisitions for FY's 1992 and 1993. BPA's commitment to a steady ramp-up of the conservation program is key to achieving the least-cost approach to resource development, and to making the conservation resource deliverable in the long run. By itself, conservation can meet much of the likely range of load growth that BPA faces. A diverse mix of generation resources in small increments is the second cornerstone of the 1990 Resource Program. These generation resources can meet the rest of the likely range of BPA resource needs. Finally, a Resource Contingency Plan prepares BPA to reliably meet load in the event that load growth exceeds the likely range. 14 figs., 27 tabs.

    In recent years conservation of electric power has become an integral part of utility planning. The 1980 Pacific Northwest Electric Power Planning and Conservation Act (Northwest Power Act) requires that the region consider conservation potential in planning acquisitions of resources to meet load growth. The Bonneville Power Administration (BPA) developed its first estimates of conservation potential in 1982. Since that time BPA has updated its conservation supply analyses as a part of its Resource Program and other planning efforts. Major updates were published in 1985 and in January 1990. This 1992 document presents updated supply curves, which are estimates of the savings potential over time (cumulative savings) at different cost levels of energy conservation measures (ECMs). ECMs are devices, pieces of equipment, or actions that increase the efficiency of electricity use and reduce the amount of electricity used by end-use equipment.

A number of commissions are beginning to scrutinize the planning processes of local gas distribution companies (LDCs) because of the increased control that LDCs have over their purchased gas costs (as well as the associated risks) and because of questions surrounding the role and potential of gas end-use efficiency options. Traditionally, resource planning (LDCs) has concentrated on options for purchasing and storing gas. Integrated resource planning involves the creation of a process in which supply-side and demand-side options are integrated to create a resource mix that reliably satisfies customers` short-term and long-term energy service needs at the lowest cost. As applied to gas utilities, an integrated resource plan seeks to balance cost and reliability, and should not be interpreted simply as the search for lowest commodity costs. The National Association of Regulatory Utility Commissioners` (NARUC) Energy Conservation committee asked Lawrence Berkeley Laboratory (LBL) to survey state PUCs to determine the extent to which they have undertaken least cost planning for gas utilities. The survey included the following topics: status of state PUC least-cost planning regulations and practices for gas utilities; type and scope of natural gas DSM programs in effect, including fuel substitution; economic tests and analysis methods used to evaluate DSM programs; relationship between prudency reviews of gas utility purchasing practices and integrated resource planning; key regulatory issued facing gas utilities during the next five years.

The loads and resources analysis in this study simulates the operation of the power system under the Pacific Northwest Coordination Agreement (PNCA). The PNCA defines the planning and operation of seventeen U.S. Pacific Northwest utilities and other parties with generating facilities within the region's hydroelectric (hydro) system. The hydroregulation study used for the 2003 White Book incorporates measures from the National Oceanographic and Atmospheric Administration Fisheries (NOAA Fisheries) Biological Opinion dated December 2000, and the U.S. Fish and Wildlife Service's 2000 Biological Opinion (2000 FCRPS BiOps) for the Snake River and Columbia River projects. These measures include: (1) Increased flow augmentation for juvenile fish migrations in the Snake and Columbia rivers in the spring and summer; (2) Mandatory spill requirements at the Lower Snake and Columbia dams to provide for non-turbine passage routes for juvenile fish migrants; and (3) Additional flows for Kootenai River white sturgeon in the spring. The hydroregulation criteria for this analysis includes: an updated Detailed Operation Plan for Treaty reservoirs for Operating Year (OY) 2004, updated PNCA planning criteria for OY 2003, and revised juvenile fish bypass spill levels for 2000 FCRPS BiOps implementation. The 2003 White Book is presented in two documents: (1) this summary document of Federal system and PNW region loads and resources, and (2) a technical appendix which presents regional loads, grouped by major PNW utility categories, and detailed contract and resource information.     Following the 1973 oil embargo, the US government initiated a program to develop and use solar energy. This led to individual programs devoted to developing various solar radiation energy conversion technologies: photovoltaic and solar-thermal conversion devices. Nearly concurrently, it was recognized that understanding the available insolation resources was required to develop and deploy solar energy devices and systems. It was also recognized that the insolation information available at that time (1973) was not adequate to meet the specific needs of the solar energy community. Federal efforts were initiated and conducted to produce new and more extensive information and data. The primary federal agencies that undertook such efforts were the Department of Energy (DOE) and the National Oceanic and Atmospheric Administration (NOAA). NOAA's efforts included activities performed by the National Weather Service (NWS) and the National Climatic Data Center (NCDC). This book has two man objectives: to report some of the insolation energy data, information, and products produced by the federal efforts and to describe how they were produced. Products include data bases, models and algorithms, monitoring networks, instrumentation, and scientific techniques.     The shift toward conservation rate structures, although they may provide better incentives to use scarce water wisely, changes who pays what and can increase the variability of future revenue streams to the water agency. Though the definition of the correct rate structure varies by community, the managerial strategies necessary to cope with the uncertainty brought about by conservation rate structures apply universally. Revenue instability directly increases water supplier`s borrowing costs and adds indirect costs in the form of more complicated planning to provide for a reliable future water supply. This article describes an empirical study using data from two water agencies that have adopted conservation rate structures. The article proposes ways quantitative tools may be used to (1) measure and cope with added uncertainty and (2) make explicit the magnitude of trade-offs between revenue stability, equity, and the provision of incentives for efficient use of water resources.

    Water is a plentiful, renewable resource if it is properly managed. The US allocates 82% of its water to agriculture, 10% to industries and utilities. American farmers are beginning to adopt water-conserving techniques long used in the world's arid regions because past profligate use and recent droughts lowered both water tables and farm productivity. Runoff and pollution are responsible for much of the waste of usable water. Because of local water shortages, there is interest in drip irrigation, setting aside more land for reservoirs, and other conservation techniques to ensure adequate supplies for industrial development and economic growth. American faith in technology has led to schemes for desalination, cloud seeding, iceberg towing, and aquifer recharging, as well as the existing system of dams.     The Energy Engineering Analysis Program (EEAP) has been instrumented to reduce Army energy consumption by 20 percent by FY 1985. EEAP surveys and identifies high energy users, analyzes and applies conservation technologies, and submits a study report to the Director of Engineering and Housing. The Energy Conservation Investment Program (ECIP), which retrofits existing facilities with insulation, and monitoring systems, is the foundation of EEAP. The Energy Conservation and Management Plan (ECAM) is designed to do for GOCO's (government owned, contractor operated plants) what ECIP does for army plants. A few specific conversion projects are listed. An energy awareness program includes seminars, workshops, displays, and brochures. Included in the document are inspection procedures for both interim status and permitted facilities. The guidance also provides inspection checklists to aid the inspectors in their review of facility compliance. The Manual will assist RCRA inspectors and enforcement personnel to: conduct RCRA inspections efficiently and professionally, to determine facility compliance with RCRA regulations, adequately prepare for and conduct inspections at RCRA generators, transporters and TSD's, review facility permits for inspection of permitted facilities, and prepare quality inspection reports.

    The Pacific Northwest Loads and Resources Study (White Book), which is published annually by the Bonneville Power Administration (BPA), establishes one of the planning bases for supplying electricity to customers. The White Book contains projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. The White Book also contains information obtained from formalized resource planning reports and data submittals including those from individual utilities, the Northwest Power and Conservation Council (Council), and the Pacific Northwest Utilities Conference Committee (PNUCC). The White Book is not an operational planning guide, nor is it used for determining BPA revenues, although the database that generates the data for the White Book analysis contributes to the development of BPA's inventory and ratemaking processes. Operation of the Federal Columbia River Power System (FCRPS) is based on a set of criteria different from that used for resource planning decisions. Operational planning is dependent upon real-time or near-term knowledge of system conditions that include expectations of river flows and runoff, market opportunities, availability of reservoir storage, energy exchanges, and other factors affecting the dynamics of operating a power system. The load resource balance of BPA and/or the region is determined by comparing resource availability to an expected level of total retail electricity consumption. Resources include projected energy capability plus contract purchases. Loads include a forecast of retail obligations plus contract obligations. Surplus energy is available when resources are greater than loads. This energy could be marketed to increase revenues. Energy deficits occur when resources are less than loads. These deficits could be met by any combination of the following: better-than-critical water conditions, demand-side management and conservation programs, permanent loss of loads due to

    Many demand response resources are technically capable of providing ancillary services. In some cases, they can provide superior response to generators, as the curtailment of load is typically much faster than ramping thermal and hydropower plants. Analysis and quantification of demand response resources providing ancillary services is necessary to understand the resources economic value and impact on the power system. Methodologies used to study grid integration of variable generation can be adapted to the study of demand response. In the present work, we describe and illustrate a methodology to construct detailed temporal and spatial representations of the demand response resource and to examine how to incorporate those resources into power system models. In addition, the paper outlines ways to evaluate barriers to implementation. We demonstrate how the combination of these three analyses can be used to translate the technical potential for demand response providing ancillary services into a realizable potential.

The guidelines are based on balancing the incremental cost/benefit of conservation and passive solar strategies. Tables are given for 90 cities in the United States and the results are also displayed on maps.     Ecological resources are resources that have functional value to ecosystems. Frequently, these functions are overlooked in terms of the value they provide to humans. Environmental economics is in search of an appropriate analysis framework for such resources. In such a framework, it is essential to distinguish between two related subsets of information: (1) ecological processes that have intrinsic value to natural ecosystems; and (2) ecological functions that are values by humans. The present study addresses these concerns by identifying a habitat that is being displaced by development, and by measuring the human and ecological values associated with the ecological resources in that habitat. It is also essential to determine which functions are mutually exclusive and which are, in effect, complementary or products of joint production. The authors apply several resource valuation tools, including contingent valuation methodology (CVM), travel cost methodology (TCM), and hedonic damage-pricing (HDP). One way to derive upper-limit values for more difficult-to-value functions is through the use of human analogs, because human-engineered systems are relatively inefficient at supplying the desired services when compared with natural systems. Where data on the relative efficiencies of natural systems and human analogs exist, it is possible to adjust the costs of providing the human analog by the relative efficiency of the natural system to obtain a more realistic value of the function under consideration. The authors demonstrate this approach in an environmental economic case study of the environmental services rendered by shrub-steppe habitats of Benton County, Washington State.

    Pacific Northwest Laboratory (PNL) has analyzed how households in the Pacific Northwest financed their investments in energy conservation measures during the 1983-85 period, how they would finance their likely future investments, and related topics regarding conservation investments and financing. The information was collected through a stratified random telephone survey of householders conducted in October/November 1985 in the Bonneville Power Administration (BPA) service area in Idaho, Oregon, Washington and Western Montana. This information will be used by BPA to facilitate the planning, design, and implementation of relevant conservation programs such as the Residential Weatherization Program, and potential programs of bank and utility loans.

    A series of Energy Conservation Indicators were developed for the Department of Energy to assist in the evaluation of current and proposed conservation strategies. As descriptive statistics that signify current conditions and trends related to efficiency of energy use, indicators provide a way of measuring, monitoring, or inferring actual responses by consumers in markets for energy services. Related sets of indicators are presented in some 40 one-page indicator summaries. Indicators are shown graphically, followed by several paragraphs that explain their derivation and highlight key findings. Indicators are classified according to broad end-use sectors: Aggregate (economy), Residential, Commercial, Industrial, Transportation and Electric Utilities. In most cases annual time series information is presented covering the period 1960 through 1981.

    Over the next twenty years, the Earth`s rain forests may decrease by forty percent! This paper presents a revolutionary corporate entity for the protection of those forests, the biological diversity conservation district (biodistricts). The underlying cause of rain forest destruction is unfettered competition for limited resources. The competitors are many: farmers, business, local and national governments, the biotechnology and ecotourism industries, multinational companies, public utilities, and indigenous groups. To varying degrees, all compete within the marketplace. biodistricts will bring together two forces once thought to be antithetical: conservation an development. They will be set up in corporate form, owned and controlled by groups claiming access to the forest resources. Because the various groups will fight for the same resources habitats, ecosystems, and genetic diversity-each will prevent the others from destroying them. The district members will ensure that all businesses maintain sustainable development practices because the economic success of the district depends upon the area`s natural beauty and biological diversity. This paper analyzes the effects on the culture, politics, economy and conservation there. It will conclude that the comprehensive approach taken by biodistricts is the only method for solving the problem of rain forest destruction; that it is economically feasible, culturally viable, and ethically defensible. By March 1, 1995, the paper will represent not only the culmination of eighteen months of research, writing and interviews regarding biological diversity conservation, but also the impetus to push the thinking of environmentalists and business persons in a new direction, perhaps the only direction that will allow the nations of the world to protect their forests for the next twenty years and beyond.

In many states soil conservation has become a public goal arrived at through public input in the decision-making process. The goal of this Conference on Crop Production with Conservation in the 80's was to explore and make available current research, thoughts, and trends on resource conservation in conjunction with crop production.     Designing an energy-efficient, affordable, and comfortable home is a lot easier thanks to a slime, easier to read booklet, the 2006 International Energy Conservation Code (IECC), published in March 2006. States, counties, and cities have begun reviewing the new code as a potential upgrade to their existing codes. Maintained under the public consensus process of the International Code Council, the IECC is designed to do just what its title says: promote the design and construction of energy-efficient homes and commercial buildings. Homes in this case means traditional single-family homes, duplexes, condominiums, and apartment buildings having three or fewer stories. The U.S. Department of Energy, which played a key role in proposing the changes that resulted in the new code, is offering a free training course that covers the residential provisions of the 2006 IECC.

    The objective of this research was to obtain information about utility conservation marketing techniques from companies actively engaged in performing residential conservation services. Many utilities currently are offering comprehensive services (audits, listing of contractors and lenders, post-installation inspection, advertising, and performing consumer research). Activities are reported for the following utilities: Niagara Mohawk Power Corporation; Tampa Electric Company; Memphis Light, Gas, and Water Division; Northern States Power-Wisconsin; Public Service Company of Colorado; Arizona Public Service Company; Pacific Gas and Electric Company; Sacramento Municipal Utility District; and Pacific Power and Light Company.

    The Loads and Resources Study is presented in three documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; (2) a technical appendix detailing forecasted Pacific Northwest economic trends and loads, and (3) a technical appendix detailing the loads and resources for each major Pacific Northwest generating utility. In this loads and resources study, resource availability is compared with a range of forecasted electricity consumption. The forecasted future electricity demands -- firm loads -- are subtracted from the projected capability of existing and {open_quotes}contracted for{close_quotes} resources to determine whether Bonneville Power Administration (BPA) and the region will be surplus or deficit. If resources are greater than loads in any particular year or month, there is a surplus of energy and/or capacity, which BPA can sell to increase revenues. Conversely, if firm loads exceed available resources, there is a deficit of energy and/or capacity, and additional conservation, contract purchases, or generating resources will be needed to meet load growth. The Pacific Northwest Loads and Resources Study analyzes the Pacific Northwest`s projected loads and available generating resources in two parts: (1) the loads and resources of the Federal system, for which BPA is the marketing agency; and (2) the larger Pacific Northwest regional power system, which includes loads and resource in addition to the Federal system. The loads and resources analysis in this study simulates the operation of the power system under the Pacific Northwest Coordination Agreement (PNCA) produced by the Pacific Northwest Coordinating Group. This study presents the Federal system and regional analyses for five load forecasts: high, medium-high, medium, medium-low, and low. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 1994--95 through 2003--04.

    The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy (RE) on potentially contaminated land and mine sites. EPA is collaborating with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) to evaluate RE options at Naval Station (NAVSTA) Newport in Newport, Rhode Island where multiple contaminated areas pose a threat to human health and the environment. Designated a superfund site on the National Priorities List in 1989, the base is committed to working toward reducing the its dependency on fossil fuels, decreasing its carbon footprint, and implementing RE projects where feasible. The Naval Facilities Engineering Service Center (NFESC) partnered with NREL in February 2009 to investigate the potential for wind energy generation at a number of Naval and Marine bases on the East Coast. NAVSTA Newport was one of several bases chosen for a detailed, site-specific wind resource investigation. NAVSTA Newport, in conjunction with NREL and NFESC, has been actively engaged in assessing the wind resource through several ongoing efforts. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and a survey of potential wind turbine options based upon the site-specific wind resource.

The author feels that the desire of some of the utilities to operate as pure businesses instead of as public service companies that have obligations to their community and society beyond the obligations of ordinary business will lead to the surrender of an ideal where electric utilities are public service corporations obligated to do the right thing.

    Building Energy Performance Standards (BEPS) were mandated by the Energy Conservation Standards for New Buildings Act of 1976 (Title III of Energy Conservation and Production Act) to promote energy efficiency and the use of renewable resources in new buildings. The report analyzes alternative Federal strategies and their component policy instruments and recommends a strategy for achieving the goals of the Act. The concern is limited to space conditioning (heating, cooling, and lighting) and water heating. The policy instruments considered include greater reliance on market forces; research and development; information, education and demonstration programs; tax incentives and sanctions; mortgage and finance programs; and regulations and standards. The analysis starts with an explanation of the barriers to energy conservation in the residential and commercial sectors. Individual policy instruments are then described and evaluated with respect to energy conservation, economic efficiency, equity, political impacts, and implementation and other transitional impacts. Five possible strategies are identified: (1) increased reliance on the market place; (2) energy consumption tax and supply subsidies; (3) BEPS with no sanctions and no incentives; (4) BEPS with sanctions and incentives (price control); and (5) BEPS with sanctions and incentives (no price controls). A comparative analysis is performed. Elements are proposed for inclusion in a comprehensive strategy for conservation in new buildings. (MCW)

This attitude has eroded faith in the ability of technology to bring future energy security and has crippled our decision-making process. The US has abundant energy resources of coal and nuclear power, and is developing efficient new energy technologies that can help us shift away from foreign oil dependency. A decision to use these resources to substitute for imported oil, coupled with strong domestic economic growth and conservation, can move us closer to energy independence.

    The Bonneville Power Administration (BPA) has a statutory obligation to supply cost-effective electric power to its customers. BPA must also be consistent with the Pacific Northwest Electric Power Planning and Conservation Act, which requires consideration of the Northwest Power Planning Council`s Conservation and Electric Power Plan and Fish and Wildlife Program. The challenge is to operate effectively within an increasingly competitive and dynamic electric utility market while continuing its commitment to the National Environmental Policy Act (NEPA). BPA developed a tiered approach to its environmental analyses associated with energy resource planning and acquisition. The Resource Programs Environmental Impact Statement (RPEIS) is a programmatic document designed to support energy resource decisions for several years. The RPEIS includes a description of the environmental impacts and potential mitigation measures for various energy resources-including conservation, efficiency improvements, renewable resources, cogeneration, combustion turbines, nuclear, and coal. Information was also provided on fuel switching, load management, and emerging technologies. After analyzing the environmental trade-offs among resources, the RPEIS focuses on the cumulative effects of adding these resources to the existing power system. The Record of Decision documents that BPA`s resource acquisitions will include all cost-effective conservation and efficiency improvements, supplemented by a mix of renewables and thermal resources. Subsequent site-specific documents have been prepared on individual resource acquisitions. By focusing environmental reviews on the actual issues ripe for decision and by providing timely environmental information to the public and to the decisionmakers, this tiered approach led to better decisionmaking. BPA was able to operate in a more business-like manner while assuring NEPA compliance.

    A city planner or a neighborhood activist may wish to initiate a local conservation and passive solar retrofit program but may not have previous experience in doing so. This sourcebook is designed to assist interested individuals with their energy planning efforts, from determining retrofit potential, to financing and implementing the program. An approach or methodology is provided which can be applied to determine retrofit potential in single-family residences, mobile homes, multifamily residences, and nonresidential buildings. Case studies in Albuquerque, New Mexico, are given as examples. Guidelines are provided for evaluating the economic benefits of a retrofit program through benefit-cost analysis and economic base studies at the city and neighborhood levels. Also included are approaches to community outreach, detailing how to get started, how to gain local support, and examples of successful programs throughout the US. The need for financing, the development of a local strategy, public and private financing techniques, and community energy service organizations are examined. In addition to the Albuquerque case studies, a brief technology characterization, heat-loss calculations, economic tools, and a list of resources are appended.

    The Pacific Northwest Loads and Resources Study (White Book), which is published annually by the Bonneville Power Administration (BPA), establishes one of the planning bases for supplying electricity to customers. The White Book contains projections of regional and Federal system load and resource capabilities, along with relevant definitions and explanations. The White Book also contains information obtained from formalized resource planning reports and data submittals including those from individual utilities, the Northwest Power and Conservation Council (Council), and the Pacific Northwest Utilities Conference Committee (PNUCC). The White Book is not an operational planning guide, nor is it used for determining BPA revenues, although the database that generates the data for the White Book analysis contributes to the development of BPA's inventory and ratemaking processes. Operation of the Federal Columbia River Power System (FCRPS) is based on a set of criteria different from that used for resource planning decisions. Operational planning is dependent upon real-time or near-term knowledge of system conditions that include expectations of river flows and runoff, market opportunities, availability of reservoir storage, energy exchanges, and other factors affecting the dynamics of operating a power system. The load resource balance of both the Federal system and the region is determined by comparing resource availability to an expected level of total retail electricity consumption. Resources include projected energy capability plus contract purchases. Loads include a forecast of retail obligations plus contract obligations. Surplus energy is available when resources are greater than loads. This surplus energy could be marketed to increase revenues. Energy deficits occur when resources are less than loads. These energy deficits will be met by any combination of the following: better-than-critical water conditions, demand-side management and conservation programs

    Energy conservation is virtually always a bust. Governments around the world continually trot out new schemes to reduce energy use and promote efficiency. The prime American example of this futility is government regulation of automobile gas mileage. Prompted by the Arab oil embargo of 1973, Congress mandated a doubling of gas mileage. What happened? Gasoline consumption rose from 1973 to the 1990s, as the roads were flooded with energy-efficient cars. Huge sport-utility vehicles crowd parking lots, also thanks to more efficient engines. Conservation fails because it takes no account of economics of human nature. The combination of greater engine efficiency and rising disposable income has produced a true golden age of motoring. In the same way, what is saved by installing special light bulbs is often wasted on new hot tubs, exterior lighting and a host of other energy uses, as homeowners assume that their electric bills will drop off substantially. In spite of these and dozens of other clear failures, the claims for conservation to solve virtually all the national energy dilemmas continue. Few if any are valid. While each of us can reduce energy use in one or two areas, one finds that the nation gradually uses more.

    The Binding Architecture is an open architecture for building multimedia networks that must guarantee Quality of Service (QOS). In this paper, we explore the notion of a service in the Binding Architecture and propose a conceptual model for building scalable multimedia distribution services based on it. We begin first by examining the relation between resources, their abstractions and the services that can be built from them and use this to derive a general model for binding. Based on this model, we identify a general set of capabilities required for building any multimedia distribution service. We also describe how these capabilities can be incorporated into our view of the service creation process. Finally, we augment our discussion with the description of an example service which we have developed using this paradigm.

    Federal agencies, states and resource managers have control and stewardship responsibility over a significant inventory of natural resources. A number of federal regulations require the review, protection and preservation of natural resource protection. Examples of such actions include the reauthorization of the Clean Water Act and the modification of the National Contingency Plan to incorporate the requirements of the Oil Pollution Act of 1990. To successfully preserve conserve and restore natural resources on federal reservations, and state and private lands, and to comply with Federal regulations designed to protect natural resources located on their sites, and the type of information on these resources required by environmental regulations. This paper presents an approach using a computerized, graphical information management system to catalogue and track data for the management of natural resources under Federal and state regulations, and for promoting resource conservation, preservation and restoration. The system is designed for use by Federal facility resource managers both for the day-to-day management of resources under their control, and for the longer-term management of larger initiatives, including restoration of significant or endangered resources, participation in regional stewardship efforts, and general ecosystem management. The system will be valuable for conducting natural resource baseline inventories an implementing resource management plans on lands other than those controlled by the Federal government as well. The system can provide a method for coordinating the type of natural resource information required by major federal environmental regulations--thereby providing a cost-effective means for managing natural resource information.

    North Dakota has an outstanding resource--providing more available wind for development than any other state. According to U.S. Department of Energy (DOE) studies, North Dakota alone has enough energy from good wind areas, those of wind power Class 4 and higher, to supply 36% of the 1990 electricity consumption of the entire lower 48 states. At present, no more than a handful of wind turbines in the 60- to 100-kilowatt (kW) range are operating in the state. The first two utility-scale turbines were installed in North Dakota as part of a green pricing program, one in early 2002 and the second in July 2002. Both turbines are 900-kW wind turbines. Two more wind turbines are scheduled for installation by another utility later in 2002. Several reasons are evident for the lack of wind development. One primary reason is that North Dakota has more lignite coal than any other state. A number of relatively new minemouth power plants are operating in the state, resulting in an abundance of low-cost electricity. In 1998, North Dakota generated approximately 8.2 million megawatt-hours (MWh) of electricity, largely from coal-fired plants. Sales to North Dakota consumers totaled only 4.5 million MWh. In addition, the average retail cost of electricity in North Dakota was 5.7 cents per kWh in 1998. As a result of this surplus and the relatively low retail cost of service, North Dakota is a net exporter of electricity, selling approximately 50% to 60% of the electricity produced in North Dakota to markets outside the state. Keeping in mind that new electrical generation will be considered an export commodity to be sold outside the state, the transmission grid that serves to export electricity from North Dakota is at or close to its ability to serve new capacity. The markets for these resources are outside the state, and transmission access to the markets is a necessary condition for any large project.     This paper uses the Residential Energy Consumption Survey undertaken by the Energy Information Administration in 1990 to estimate the statistical association between household income and participation in electric utility energy conservation programs and the association between participation and the electricity consumption. The results indicate that utility rebates, energy audits, load management programs and other conservation measures tend to be undertaken at greater frequency by high income households than by low income households. Participants in conservation programs tend to occupy relatively new and energy efficient residences and undertake conservation measures other than utility programs, which suggests that utility sponsored programs are substitutes for other conservation investments. Electricity consumption during 1990 is not significantly less for households participating in utility programs than for nonparticipants, which also implies that utility conservation programs are displacing other conservation investments. Apparently, utility programs are not avoiding costs of new construction and instead are transferring wealth, particularly to high income participating households.

    Energy service companies have been around for several years. Every year, experts predict their demise. The traditional energy service company (ESCo), whose work utilizes utility rebates, will probably be long gone as rebates disappear. The new energy service company will arise in this industry. This new company will be one that can provide a vast menu of services to their customers. These services can include, but are not necessarily limited to, the following: (1) corporate energy management services, (2) natural gas transportation services, (3) electrical deregulation services, (4) energy engineering services, (5) economics and forecasting, and (6) project financing. The new energy service company must have the engineering, financial, and managerial resources and skills to provide these services. It must also have the ability to recognize the needs of a changing industry and adapt to these changes in order to survive and ultimately provide a benefit to society.

    Vernal Pools are shallow seasonal ponds that form in poorly drained depressions scattered across California`s vast Central Valley. The valley`s rolling terrain and Mediterranean climate, together with an essentially impervious soil horizon, are the key environmental factors affecting distribution of the habitat across valley grassland landscapes. Interest in this habitat heightened in 1993 when vernal pools were the first wetland type in the country to be designated as {open_quotes}Aquatic Resources of National importance{close_quotes} (ARNI). The 1994 listing of four invertebrate species, endemic to California vernal pools, for protection under the endangered Species Act placed further emphasis on them. A 90% loss hypothesis resulted in a strict regulatory policy of {open_quotes}on site{close_quotes} conservation where urbanization interfaces with valley grassland and vernal pool resources. Approximately 2.1 million acres of historic habitat were identified. The current resource covers approximately 1.0 million acres distributed primarily in expansive rangland tracts across 20 California counties. A GIS data base was developed for the Central Valley, with an emphasis on rapidly urbanizing Sacramento County, to provide resource planners with the information to develop a sound conservation strategy for acres was completed in 1994. Restoration and preservation can continue to conserve large tracts that have been well managed historically by ranchers. The findings indicate a tremendous conservation opportunity--thought to have been lost--is extant, and planning decisions can now be based upon sound science.

    The Augustine Band of Cahuilla Indians was awarded a grant through the Department of Energy First Steps program in June of 2006. The primary purpose of the grant was to enable the Tribe to develop energy conservation policies and a strategy for alternative energy resource development. All of the work contemplated by the grant agreement has been completed and the Tribe has begun implementing the resource development strategy through the construction of a 1.0 MW grid-connected photovoltaic system designed to offset a portion of the energy demand generated by current and projected land uses on the Tribe’s Reservation. Implementation of proposed energy conservation policies will proceed more deliberately as the Tribe acquires economic development experience sufficient to evaluate more systematically the interrelationships between conservation and its economic development goals.

Agricultural practices have environmental impacts that affect a wide range of ecosystem services, including water quality, pollination, nutrient cycling, soil retention, carbon sequestration, and biodiversity conservation. In turn, ecosystem services affect agricultural productivity. Understanding the contribution of various agricultural practices to the range of ecosystem services would help inform choices about the most beneficial agricultural practices. To accomplish this, however, we must overcome a big challenge in measuring the impact of alternative agricultural practices on ecosystem services and of ecosystem services on agricultural production.

The load forecast is derived by using econometric models and analysis to predict the loads that will be placed on electric utilities in the region. This study incorporates information on contract obligations and contract resources, combined with the resource capabilities obtained from public utility and investor-owned utility (IOU) customers through their annual data submittals to the PNUCC, from BPA's Firm Resource Exhibit (FRE Exhibit I) submittals, and through analysis of the Federal hydroelectric power system. The loads and resources analysis in this study simulates the operation of the power system under the Pacific Northwest Coordination Agreement (PNCA) produced by the Pacific Northwest Coordinating Group. The PNCA defines the planning and operation of the regional hydrosystem. The 1999 White Book is presented in two documents: (1) this summary of Federal system and Pacific Northwest region loads and resources; and (2) a technical appendix (available electronically only) detailing the loads and resources for each major Pacific Northwest generating utility. This analysis updates the December 1998 Pacific Northwest Loads and Resources Study. This analysis projects the yearly average energy consumption and resource availability for Operating Years (OY) 2000-01 through 2009-10. The study shows the Federal system's and the region's monthly estimated maximum electricity demand, monthly energy demand, monthly energy generation, and monthly maximum generating capability--capacity--for OY 2000-01, 2004-05, and 2009-10.     Los Alamos National Laboratory has been working with five Central American countries to assist in the development of their energy and mineral resources. Since 1985, mineral resources in Costa Rica, peat resources in Costa Rica and Panama, geothermal energy resources in Honduras and Guatemala, and geothermal field development in El Salvador and Costa Rica have been topics of study. This paper presents an overview of this work -- within these proceedings are papers that deal with specific aspects of each topic, and these will be duly noted. 15 refs., 4 figs.
