For each product, an overview of the scope of existing international standards and labeling programs, energy values and energy performance metrics and description and detailed summary table of criteria and procedures in major test standards are presented.

    The trade of secondhand electrical and electronic equipment (EEE) from developed to developing countries has become a growing environmental issue owing to concerns about improper recycling of these goods in developing countries. We followed a 12-m cargo container of cathode-ray-tube color TVs exported from Japan to the Philippines in February 2008. We surveyed the number of TVs damaged in transport, as well as the number of malfunctioning TVs from this shipment. In addition, we present the results of interviews with 113 Filipino consumers who intended to buy secondhand EEE at nine secondhand shops in Metro Manila. Approximately 3% of the imported TVs were damaged upon arrival. The importer sold some of the units directly to local dealers, and kept the rest to repair, refurbish and resell. Approximately 40% of the imported TVs malfunctioned and needed repair in addition to basic reconditioning. Most interviewees indicated that they prefer to buy secondhand EEE because the prices are lower than those of brand-new products. Consumers indicated that they planned on using the product for an average of about 5 years, but the actual period of use may be lower. Most end-of-life EEE in the Philippines is dismantled and recycled by unregulated companies and untrained individuals in markets or near landfill sites, and it is clear that a proper collection system and treatment methods are needed for e-waste. In addition to the material flow of secondhand TVs, we also discuss several economic aspects and appropriate control measures of the international reuse of secondhand TVs.

    The Global Efficiency Medal competition, a cornerstone activity of the Super-efficient Equipment and Appliance Deployment (SEAD) Initiative, is an awards program that encourages the production and sale of super-efficient products. SEAD is a voluntary multinational government collaboration of the Clean Energy Ministerial (CEM). This winner-takes-all competition recognizes products with the best energy efficiency, guides early adopter purchasers towards the most efficient product choices and demonstrates the levels of energy efficiency achievable by commercially available and emerging technologies. The first Global Efficiency Medals were awarded to the most energy-efficient flat panel televisions; an iconic consumer purchase. SEAD Global Efficiency Medals were awarded to televisions that have proven to be substantially more energy efficient than comparable models available at the time of the competition (applications closed in the end of May 2012). The award-winning TVs consume between 33 to 44 percent less energy per 2 unit of screen area than comparable LED-backlit LCD televisions sold in each regional market and 50 to 60 percent less energy than CCFL-backlit LCD TVs. Prior to the launch of this competition, SEAD conducted an unprecedented international round-robin test (RRT) to qualify TV test laboratories to support verification testing for SEAD awards. The RRT resulted in increased test laboratory capacity and expertise around the world and ensured that the test results from participating regional test laboratories could be compared in a fair and transparent fashion. This paper highlights a range of benefits resulting from this first SEAD awards competition and encourages further investigation of the awards concept as a means to promote energy efficiency in other equipment types.

    Television is an important source of information for political issues in the eyes of many people. This also holds true for environmental issues. Television news is also deemed more credible than print news because {open_quotes}seeing is believing{close_quotes}. This research is also buttressed by evidence that one of the primary conversation topics among individuals is television content. So how well does television cover global warming? Unfortunately, previous research indicates that television news suffers from some serious inadequacies in its portrayal of global warming issues. This paper examines the potential impact of this coverage on organizational decisions. Organizations include businesses, government agencies, environmental action groups, media organizations, and other parties interested with the environment. The paper proposes framing theory and involvement theory as springboards for organizational decision-making.

  20. Study of television interference by small wind turbines. Final subcontract report

    Electromagnetic interference to television reception caused by small wind turbines (generating about 5 kW of power) has been studied by carrying out measurements using 1/8th-scale models of small windmills in conjunction with a microwave TV system inside an anechoic chamber. Two- and three-bladed windmills with metallized and wooden blades rectangular and trapezoidal in shape were investigated. The locally available TV Channel 9 signal was received and, after up-converting its center frequency to 4.0 GHz, was used as the rf source of the microwave TV system. The television interference (TVI) results were extrapolated to give the TVI effects of the corresponding full-scale windmills at the commercial TV Channel frequencies. Generally, it was found that the two- and three-bladed machines produced similar TVI effects, the metallized blades producing stronger interference than the wooden blades. Extrapolation of the results obtained indicate that, even at the highest TV frequency, the significant TVI effects (video distortion) produced by small wind turbines will not extend out to a distance larger than about 2.5 times the rotor diameter. At lower TV frequenies (or Channel numbers) the distance will be correspondingly smaller. Within this distance, the observed effects will generally be small to negligible over most of the region except possibly in the forward interference direction.

    The electromagnetic interference to television reception caused by the 17 m Darreius at Albuquerque, NM, has been studied by carrying out measurements at a number of sites in the vicinity of the VAWT. The rf sources used were the commercial vhf and uhf TV signals available in the area. Ambient field-strength measurements showed that the signals on all TV channels except one were strong, and provided good reception at all test sites. With the antenna (properly) oriented for maximum direct signal, unacceptable interference was observed on some channels at sites out to 33 m from the WT in the forward and backward regions. With the antenna beam directed at the WT, interference varying from slight to violent were observed at all sites on some or all TV channels. A simple theoretical model has been developed for analyzing the TVI produced by a VAWT like the Darrieus. Using the model in conjunction with measured data, an approximate expression for the equivalent scattering area A of the Darrieus has been developed. It is found that A is wavelength (lambda) dependent and varies as lambda/sup 1/2/.

    A solid state analog television transmitter designed for 200 MHz operation is being commissioned as a radio frequency power amplifier on the Wisconsin superconducting electron gun cavity. The amplifier consists of three separate radio frequency power combiner cabinets and one monitor and control cabinet. The transmitter employs rugged field effect transistors built into one kilowatt drawers that are individually hot swappable at maximum continuous power output. The total combined power of the transmitter system is 33 kW at 200 MHz, output through a standard coaxial transmission line. A low level radio frequency system is employed to digitally synthesize the 200 MHz signal and precisely control amplitude and phase.

    This paper presents a methodology for modeling residential appliance uptake as a function of root macroeconomic drivers. The analysis concentrates on four major energy end uses in the residential sector: refrigerators, washing machines, televisions and air conditioners. The model employs linear regression analysis to parameterize appliance ownership in terms of household income, urbanization and electrification rates according to a standard binary choice (logistic) function. The underlying household appliance ownership data are gathered from a variety of sources including energy consumption and more general standard of living surveys. These data span a wide range of countries, including many developing countries for which appliance ownership is currently low, but likely to grow significantly over the next decades as a result of economic development. The result is a 'global' parameterization of appliance ownership rates as a function of widely available macroeconomic variables for the four appliances studied, which provides a reliable basis for interpolation where data are not available, and forecasting of ownership rates on a global scale. The main value of this method is to form the foundation of bottom-up energy demand forecasts, project energy-related greenhouse gas emissions, and allow for the construction of detailed emissions mitigation scenarios.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses.     The US Department of Energy (US DOE) has placed lighting and appliance standards at a very high priority of the U.S. energy policy. However, the maximum energy savings and CO2 emissions reduction achievable via minimum efficiency performance standards (MEPS) has not yet been fully characterized. The Bottom Up Energy Analysis System (BUENAS), first developed in 2007, is a global, generic, and modular tool designed to provide policy makers with estimates of potential impacts resulting from MEPS for a variety of products, at the international and/or regional level. Using the BUENAS framework, we estimated potential national energy savings and CO2 emissions mitigation in the US residential sector that would result from the most aggressive policy foreseeable: standards effective in 2014 set at the current maximum technology (Max Tech) available on the market. This represents the most likely characterization of what can be maximally achieved through MEPS in the US. The authors rely on the latest Technical Support Documents and Analytical Tools published by the U.S. Department of Energy as a source to determine appliance stock turnover and projected efficiency scenarios of what would occur in the absence of policy. In our analysis, national impacts are determined for the following end uses: lighting, television, refrigerator-freezers, central air conditioning, room air conditioning, residential furnaces, and water heating. The analyzed end uses cover approximately 65percent of site energy consumption in the residential sector (50percent of the electricity consumption and 80percent of the natural gas and LPG consumption). This paper uses this BUENAS methodology to calculate that energy savings from Max Tech for the U.S. residential sector products covered in this paper will reach an 18percent reduction in electricity demand compared to the base case and 11percent in Natural Gas and LPG consumption by 2030 The methodology results in reductions in CO2 emissions of a similar

    This report details progress made in improving the performance of No. 2 heating oil in residential applications. Previous research in this area is documented in papers published in the Brookhaven Oil Heat Technology Conference Proceedings in 1993, 1994 and 1996. By way of review we have investigated a number of variables in the search for improved fuel system performance. These include the effect of various additives designed to address stability, dispersion, biotics, corrosion and reaction with metals. We have also investigated delivery methods, filtration, piping arrangements and the influence of storage tank size and location. As a result of this work Santa Fuel Inc. in conjunction with Mobile Oil Corporation have identified an additive package which shows strong evidence of dramatically reducing the occurrence of fuel system failures in residential oil burners. In a broad market roll-out of the additized product we have experienced a 29% reduction in fuel related service calls when comparing the 5 months ending January 1997 to the same period ending January 1996.

    Residential air conditioning (AC) represents a challenging load for many electric utilities with poor load factors. Mechanical precooling improves the load factor by shifting cooling operation from on-peak to off-peak hours. This provides benefits to utilities and the electricity grid, as well as to occupants who can take advantage of time-of-use (TOU) electricity rates. Performance benefits stem from reduced compressor cycling, and shifting condensing unit operation to earlier periods of the day when outdoor temperatures are more favorable to operational efficiency. Finding solutions that save energy and reduce demand on the electricity grid is an important national objective and supports key Building America goals. The Alliance for Residential Building Innovation team evaluated mechanical AC precooling strategies in homes throughout the United States. EnergyPlus modeling was used to evaluate two homes with different performance characteristics in seven climates. Results are applicable to new construction homes and most existing homes built in the last 10 years, as well as fairly efficient retrofitted homes. A successful off-peak AC strategy offers the potential for increased efficiency and improved occupant comfort, and promotes a more reliable and robust electricity grid. Demand response capabilities and further integration with photovoltaic TOU generation patterns provide additional opportunities to flatten loads and optimize grid impacts.

    A multivariate statistical approach to lifestyle analysis of residential electricity consumption is described and illustrated. Factor analysis of selected variables from the 2005 U.S. Residential Energy Consumption Survey (RECS) identified five lifestyle factors reflecting social and behavioral choices associated with air conditioning, laundry usage, personal computer usage, climate zone of residence, and TV use. These factors were also estimated for 2001 RECS data. Multiple regression analysis using the lifestyle factors yields solutions accounting for approximately 40% of the variance in electricity consumption for both years. By adding the associated household and market characteristics of income, local electricity price and access to natural gas, variance accounted for is increased to approximately 54%. Income contributed only {approx}1% unique variance to the 2005 and 2001 models, indicating that lifestyle factors reflecting social and behavioral choices better account for consumption differences than income. This was not surprising given the 4-fold range of energy use at differing income levels. Geographic segmentation of factor scores is illustrated, and shows distinct clusters of consumption and lifestyle factors, particularly in suburban locations. The implications for tailored policy and planning interventions are discussed in relation to lifestyle issues.

    In order to meet whole-house energy savings targets beyond 50% in residential buildings, it will be essential that new technologies and systems approaches be developed to address miscellaneous electric loads (MELs). These MELs are comprised of the small and diverse collection of energy-consuming devices found in homes, including what are commonly known as plug loads (televisions, stereos, microwaves), along with all hard-wired loads that do not fit into other major end-use categories (doorbells, security systems, garage door openers). MELs present special challenges because their purchase and operation are largely under the control of the occupants. If no steps are taken to address MELs, they can constitute 40-50% of the remaining source energy use in homes that achieve 60-70% whole-house energy savings, and this percentage is likely to increase in the future as home electronics become even more sophisticated and their use becomes more widespread. Building America (BA), a U.S. Department of Energy research program that targets 50% energy savings by 2015 and 90% savings by 2025, has begun to identify and develop advanced solutions that can reduce MELs.

    In most countries, residential electricity consumption typically ranges from 20% to 40% of total electricity consumption. This energy is used for heating, cooling, refrigeration and other end-uses. Significant energy savings are possible if new appliance purchases are for models with higher efficiency than that of existing models. There are several ways to ensure or encourage such an outcome, for example, appliance rebates, innovative procurement, and minimum efficiency standards. This paper focuses on the latter approach. At the present time, the US is the only country with comprehensive appliance energy efficiency standards. However, many other countries, such as Australia, Canada, the European Community (EC), Japan and Korea, are considering enacting standards. The greatest potential impact of minimum efficiency standards for appliances is in the developing countries (e.g., China and India), where saturations of household appliances are relatively low but growing rapidly. This paper discusses the potential savings that could be achieved from global appliance efficiency standards for refrigerators and freezers. It also could be achieved from global appliance efficiency standards for refrigerators and freezers. It also discusses the impediments to establishing common standards for certain appliance types, such as differing test procedures, characteristics, and fuel prices. A methodology for establishing global efficiency standards for refrigerators and freezers is described.

    Arguably the most exciting aspect of the smart grid vision is the full participation of end-use resources with all forms of generation and energy storage in the reliable and efficient operation of an electric power system. Engaging all of these resources in a collaborative manner that respects the objectives of each resource, is sensitive to the system and local constraints of electricity flow, and scales to the large number of devices and systems participating is a grand challenge. Distributed decision-making system approaches have been presented and experimentation is underway. This paper reports on the preliminary findings of a residential demand response demonstration that uses the bidding transactions of supply and end-use air conditioning resources communicating with a real-time, 5 minute market to balance the various needs of the participants on a distribution feeder. The nature of the demonstration, the value streams being explored, and the operational scenarios implemented to characterize the system response are summarized along with preliminary findings.

    SERI-RES performs thermal energy analysis of residential or small commercial buildings and has the capability of modeling passive solar equipment such as rock beds, trombe walls, and phase change material. The analysis is accomplished by simulation. A thermal model of the building is created by the user and translated into mathematical form by the program. The mathematical equations are solved repeatedly at time intervals of one hour or less for the period of simulation. Themore » mathematical representation of the building is a thermal network with nonlinear, temperature-dependent controls. A combination of forward finite differences, Jacobian iteration, and constrained optimization techniques is used to obtain a solution. An auxiliary interactive editing program, EDITOR, is included for creating building descriptions. EDITOR checks the validity of the input data and also provides facilities for storing and referencing several types of building description files. Some of the data files used by SERI-RES need to be implemented as direct-access files. Programs are included to convert sequential files to direct-access files and vice versa.« less

    Seven residential utility-interactive inverters for photovoltaic power systems have been evaluated at MIT Laboratory and at the Northeast Residential Experiment Station (NE RES). Two, a Windworks Gemini and an Abacus Sunverter, have been reported on previously. Reviewed here are five other inverters: Windworks Gemini 8-kW (dc) model with an ac filter to improve the output current waveform and power factor; Acheval Wind Electronics 10-kW (ac) model, Helionetics 6-kW (dc) model; and American Power Conversion 2-kW and 4-kW (ac) models. Input and output power, power factor, current waveform distortion, audio noise and radio frequency interference measurements were made at the NE RES and the results are presented.

    The Energy Policy and Conservation Act (P.L. 94-163), as amended, establishes energy conservation standards for 12 of the 13 types of consumer products specifically covered by the Act. The legislation requires the Department of Energy (DOE) to consider new or amended standards for these and other types of products at specified times. DOE is currently considering amending standards for seven types of products: water heaters, direct heating equipment, mobile home furnaces, pool heaters, room air conditioners, kitchen ranges and ovens (including microwave ovens), and fluorescent light ballasts and is considering establishing standards for television sets. This Technical Support Document presents the methodology, data, and results from the analysis of the energy and economic impacts of the proposed standards. This volume presents a general description of the analytic approach, including the structure of the major models.

    The goals of this scoping study are to identify research needed to develop improved ventilation standards for California's Title 24 Building Energy Efficiency Standards. The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

    With the emergence of China as the world's largest energy consumer, the awareness of developing country energy consumption has risen. According to common economic scenarios, the rest of the developing world will probably see an economic expansion as well. With this growth will surely come continued rapid growth in energy demand. This paper explores the dynamics of that demand growth for electricity in the residential sector and the realistic potential for coping with it through efficiency. In 2000, only 66% of developing world households had access to electricity. Appliance ownership rates remain low, but with better access to electricity and a higher income one can expect that households will see their electricity consumption rise significantly. This paper forecasts developing country appliance growth using econometric modeling. Products considered explicitly - refrigerators, air conditioners, lighting, washing machines, fans, televisions, stand-by power, water heating and space heating - represent the bulk of household electricity consumption in developing countries. The resulting diffusion model determines the trend and dynamics of demand growth at a level of detail not accessible by models of a more aggregate nature. In addition, the paper presents scenarios for reducing residential consumption through cost-effective and/or best practice efficiency measures defined at the product level. The research takes advantage of an analytical framework developed by LBNL (BUENAS) which integrates end use technology parameters into demand forecasting and stock accounting to produce detailed efficiency scenarios, which allows for a realistic assessment of efficiency opportunities at the national or regional level. The past decades have seen some of the developing world moving towards a standard of living previously reserved for industrialized countries.     The horizontal television lines (HTVL) metric has been the primary quantity used by division 6000 related to camera resolution for high consequence security systems. This document shows HTVL measurements are fundamen- tally insufficient as a metric to determine camera resolution, and propose a quantitative, standards based methodology by measuring the camera system modulation transfer function (MTF), the most common and accepted metric of res- olution in the optical science community. Because HTVL calculations are easily misinterpreted or poorly defined, we present several scenarios in which HTVL is frequently reported, and discuss their problems. The MTF metric is discussed, and scenarios are presented with calculations showing the application of such a metric.
