  1. Evaluation of recent residential inverters

    Seven residential utility-interactive inverters for photovoltaic power systems have been evaluated at MIT Laboratory and at the Northeast Residential Experiment Station (NE RES). Two, a Windworks Gemini and an Abacus Sunverter, have been reported on previously. Reviewed here are five other inverters: Windworks Gemini 8-kW (dc) model with an ac filter to improve the output current waveform and power factor; Acheval Wind Electronics 10-kW (ac) model, Helionetics 6-kW (dc) model; and American Power Conversion 2-kW and 4-kW (ac) models. Input and output power, power factor, current waveform distortion, audio noise and radio frequency interference measurements were made at the NE RES and the results are presented.

    Residential customers in California's Pacific Gas and Electric (PG&E) territory have seen several electricity rate structure changes in the past decade. A relatively simple two-tiered pricing system (charges by usage under/over baseline for the home's climate zone) was replaced in the summer of 2001 by a more complicated five-tiered system (usage below baseline and up to 30percent, 100percent, 200percent, and 300percent+ over baseline). In 2009, PG&E began the process of upgrading its residential customers to Smart Meters and laying the groundwork for time of use pricing, due to start in 2011. This paper examines the history of the tiered pricing system, discusses the problems the utility encountered with its Smart Meter roll out, and evaluates the proposed dynamic pricing incentive structures. Scenario analyses of example PG&E customer bills will also be presented. What would these residential customers pay if they were still operating under a tiered structure, and/or if they participated in peak hour reductions?

  3. Practical Diagnostics for Evaluating Residential Commissioning Metrics

    In this report, we identify and describe 24 practical diagnostics that are ready now to evaluate residential commissioning metrics, and that we expect to include in the commissioning guide. Our discussion in the main body of this report is limited to existing diagnostics in areas of particular concern with significant interactions: envelope and HVAC systems. These areas include insulation quality, windows, airtightness, envelope moisture, fan and duct system airflows, duct leakage, cooling equipment charge, and combustion appliance backdrafting with spillage. Appendix C describes the 83 other diagnostics that we have examined in the course of this project, but that are not ready or are inappropriate for residential commissioning. Combined with Appendix B, Table 1 in the main body of the report summarizes the advantages and disadvantages of all 107 diagnostics. We first describe what residential commissioning is, its characteristic elements, and how one might structure its process. Our intent in this discussion is to formulate and clarify these issues, but is largely preliminary because such a practice does not yet exist. Subsequent sections of the report describe metrics one can use in residential commissioning, along with the consolidated set of 24 practical diagnostics that the building industry can use now to evaluate them. Where possible, we also discuss the accuracy and usability of diagnostics, based on recent laboratory work and field studies by LBNL staff and others in more than 100 houses. These studies concentrate on evaluating diagnostics in the following four areas: the DeltaQ duct leakage test, air-handler airflow tests, supply and return grille airflow tests, and refrigerant charge tests. Appendix A describes those efforts in detail. In addition, where possible, we identify the costs to purchase diagnostic equipment and the amount of time required to conduct the diagnostics.   10. Evaluation of DOE's Partnership in Low-Income Residential Retrofit (PILIRR) Program

    In July 1986, the US Department of Energy (DOE) awarded competitive grants to five states to conduct pilot projects to establish partnerships and use resource leveraging to stimulate support for low-income residential energy retrofits. The projects were conducted under DOE's Partnerships in Low-Income Residential Retrofit (PILIRR) Program. These projects have been monitored and analyzed through a concurrent process evaluation conducted by the Pacific Northwest Laboratory (PNL). This study reports the findings of that evaluation. The overriding goal of the PILIRR Program was to determine whether the states could stimulate support for low-income residential energy improvements from non-federal sources. The goal for the process evaluation was to conduct an assessment of the processes used by the states and the extent to which they successfully established partnerships and leveraged resources. Five states were selected to participate in the program: Florida, Iowa, Kentucky, Oklahoma and Washington. Each state proposed a different approach to promote non-federal support for low-income residential weatherization. Three of the five states--Florida, Iowa, and Washington--established partnerships that led to retrofits during the monitoring period (October 1986--October 1988). Kentucky established its partnership during the monitoring period, but did not accomplish its retrofits until after monitoring was complete. Oklahoma completed development of its marketing program and had begun marketing efforts by the end of the monitoring period. 16 refs., 7 figs., 1 tab.

    Section 127 of the Energy Policy Act requires that the Department of Energy (DOE) prepare a report to Congress on the potential for the development and commercialization of appliances that substantially exceed the present federal or state efficiency standards. Candidate high-efficiency appliances must meet several criteria including: the potential exists for substantial improvement (beyond the minimum established in law) of the appliance`s energy efficiency; electric, water, or gas utilities are prepared to support and promote the commercialization of such appliances; manufacturers are unlikely to undertake development and commercialization of such appliances on their own, or development and production would be substantially accelerated by support to manufacturers. This report describes options to improve the efficiency of residential appliances, including water heaters, clothes washers and dryers, refrigerator/freezers, dishwashers, space heating and cooling devices, as well as residential and commercial lighting products. Data from this report (particularly Appendix 1)were used to prepare the report to Congress mentioned previously. For the residential sector, national energy savings are calculated using the LBL Residential Energy Model. This model projects the number of households and appliance saturations over time. First, end-use consumption is calculated for a base case where models that only meet the standard replace existing models as these reach the end of their lifetime. Second, models with efficiencies equal to the technology under consideration replace existing models that reach the end of their lifetime. For the commercial sector, the COMMEND model was utilized to project national energy savings from new technologies. In this report, energy savings are shown for the period 1988 to 2015.

    The Weatherization Residential Assistance Partnership,'' or WRAP program, is a fuel-blind conservation program designed to assist Northeast Utilities' low-income customers to use energy safely and efficiently. Innovative with respect to its collaborative approach and its focus on utilizing and strengthening the existing low-income weatherization service delivery network, the WRAP program offers an interesting model to other utilities which traditionally have relied on for-profit energy service contractors and highly centralized program implementation structures. This report presents appendices with surveys, participant list, and computers program to examine and predict potential energy savings.

  19. A round robin evaluation of the corrosiveness of wet residential insulation by electrochemical measurements

    The results of a round cabin evaluation of the use of an electrochemical method of calculating the corrosion rate of low carbon steel in environments related to cellulosic building insulations are reported. Environments included the leachate from a wet cellulosic insulation and solutions based on pure and commercial grades of borax, ammonium sulfate and aluminum sulfate. The pH values of these environments were in the range of 2.5 to 9.5. Electrochemical measurements were made using a direct reading corrosion rate instrument. The calculated corrosion rates were compared with those determined directly by weight loss measurements. Electrochemical measurements were made over a period of 48 hours and weight loss exposures were for two weeks. Poor agreement was observed for the corrosion rates determined electrochemically and the values were consistently larger than those based on weight loss. Reasons proposed for these results included the complex nature of the corrosion product deposits and the control these deposits have on oxygen diffusion to the metal interface. Both factors influence the validity of the calculation of the corrosion rate by the direct reading instrument. It was concluded that development of a viable electrochemical method of general applicability to the evaluation of the corrosiveness of wet residential building thermal insulations were doubtful. Because of the controlling influence of dissolved oxygen on the corrosion rate in the insulation leachate, an alternate evaluation method is proposed in which a thin steel specimen is partially immersed in wet insulation for three weeks. The corrosiveness of the wet insulation is evaluated in terms of the severity of attack near the metal-air-wet insulation interface. With thin metal specimens, complete penetration along the interface is proposed as a pass/fail criterion. An environment of sterile cotton wet with distilled water is proposed as a comparative standard. 9 refs., 2 figs., 3 tabs.

    The Connecticut low income weatherization program was developed in response to a 1987 rate docket order from the Connecticut Department of Public Utility Control (DPUC) to Connecticut Light Power Co., an operating subsidiary of Northeast Utilities (NU). (Throughout this report, NU is referred to as the operator of the program.) This program, known as the Weatherization Residential Assistance Partnership, or WRAP, was configured utilizing input from a collaborative group of interested parties to the docket. It was agreed that this program would be put forth by the electric utility, but would not ignore oil and gas savings (thus, it was to be fuel- blind''). The allocated cost of conservation services for each fuel source, however, should be cost effective. It was to be offered to those utility customers at or below 200 percent of the federal poverty levels, and provide a wide array of energy saving measures directed toward heating, water heating and lighting. It was felt by the collaborative group that this program would raise the level of expenditures per participant for weatherization services provided by the state, and by linking to and revising the auditing process for weatherization, would lower the audit unit cost. The program plans ranged from the offering of low-cost heating, water heating and infiltration measures, increased insulation levels, carpentry and plumbing services, to furnace or burner replacement. The program was configured to allow for very comprehensive weatherization and heating system servicing.

    Since 1992, the US Department of Housing and Urban Development has sponsored numerous studies to identify, evaluate, and implement innovative structural materials, such as cold-formed steel (CFS), in the residential market. The use of CFS is still very limited, partly because steel is not being effectively integrated into conventional home construction. One of the major barriers to the use of CFS floor joists is the impact it has on placement of large waste drains and ductwork installed in floor systems. This report provides an overview of tests conducted by the NAHB to integrate these systems with CFS. A brief literature review of relevant work followed by a detailed overview of the experimental and analytical approach are also provided. The report recommends adoption of the research findings in residential and commercial applications.

    The purpose of this report is to evaluate the 1978-1979 National Interim Energy Consumption Survey (NIECS) data base in terms of its usefulness for estimating residential energy demand models based on household appliance choice and utilization decisions. The NIECS contains detailed energy usage information at the household level for 4081 households during the April 1978 to March 1979 period. Among the data included are information on the structural and thermal characteristics of the housing unit, demographic characteristics of the household, fuel usage, appliance characteristics, and actual energy consumption. The survey covers the four primary residential fuels-electricity, natural gas, fuel oil, and liquefied petroleum gas - and includes detailed information on recent household conservation and retrofit activities. Section II contains brief descriptions of the major components of the NIECS data set. Discussions are included on the sample frame and the imputation procedures used in NIECS. There are also two extensive tables, giving detailed statistical and other information on most of the non-vehicle NIECS variables. Section III contains an assessment of the NIECS data, focusing on four areas: measurement error, sample design, imputation problems, and additional data needed to estimate appliance choice/use models. Section IV summarizes and concludes the report.

  8. Laboratory Evaluation of Air Flow Measurement Methods for Residential HVAC Returns for New Instrument Standards

    This project improved the accuracy of air flow measurements used in commissioning California heating and air conditioning systems in Title 24 (Building and Appliance Efficiency Standards), thereby improving system performance and efficiency of California residences. The research team at Lawrence Berkeley National Laboratory addressed the issue that typical tools used by contractors in the field to test air flows may not be accurate enough to measure return flows used in Title 24 applications. The team developed guidance on performance of current diagnostics as well as a draft test method for use in future evaluations. The study team prepared a draft test method through ASTM International to determine the uncertainty of air flow measurements at residential heating ventilation and air conditioning returns and other terminals. This test method, when finalized, can be used by the Energy Commission and other entities to specify required accuracy of measurement devices used to show compliance with standards.

    This simulation study adapts and applies the general framework described in BESTEST-EX (Judkoff et al 2010) for self-testing residential building energy model calibration methods. BEopt/DOE-2.2 is used to evaluate four mathematical calibration methods in the context of monthly, daily, and hourly synthetic utility data for a 1960's-era existing home in a cooling-dominated climate. The home's model inputs are assigned probability distributions representing uncertainty ranges, random selections are made from the uncertainty ranges to define "explicit" input values, and synthetic utility billing data are generated using the explicit input values. The four calibration methods evaluated in this study are: an ASHRAE 1051-RP-based approach (Reddy and Maor 2006), a simplified simulated annealing optimization approach, a regression metamodeling optimization approach, and a simple output ratio calibration approach. The calibration methods are evaluated for monthly, daily, and hourly cases; various retrofit measures are applied to the calibrated models and the methods are evaluated based on the accuracy of predicted savings, computational cost, repeatability, automation, and ease of implementation.

  11. New residential construction compliance: Evaluation of the Washington State Energy Code program

    This report describes the Pacific Northwest Laboratory`s (PNL`s) evaluation of the Washington State Energy Code Program (WSECP). In 1990, the Washington State Legislature passed a residential energy efficiency code to be effective July 1, 1992. Bonneville supported passage and implementation of the code to ensure that new residences in the State of Washington were as energy efficient as economically feasible. The Washington State Energy Office (WSEO) is conducting the WSECP for Bonneville to support code implementation. This support takes several forms, including providing training to code enforcement officials, technical support both in the field and through telephone ``hot lines,`` and computerized tools to review house plans for code compliance. WSEO began implementing the WSECP in 1992, prior to the effective date of the new code. This first phase of the WSECP was the subject of an earlier process evaluation conducted by PNL. From that evaluation PNL found that most new homes being built immediately after the code went into effect were ``grand-fathered`` under the old code. The training program for the new code was in place and sessions were being attended by the jurisdictions but it was too early to determine if the training was effective in improving code compliance and easing the transition to the new energy code. That is the subject of this evaluation.

    This project improved the accuracy of air flow measurements used in commissioning California heating and air conditioning systems in Title 24 (Building and Appliance Efficiency Standards), thereby improving system performance and efficiency of California residences. The research team at Lawrence Berkeley National Laboratory addressed the issue that typical tools used by contractors in the field to test air flows may not be accurate enough to measure return flows used in Title 24 applications. The team developed guidance on performance of current diagnostics as well as a draft test method for use in future evaluations. The series of tests performed measured air flow using a range of techniques and devices. The measured air flows were compared to reference air flow measurements using inline air flow meters built into the test apparatus. The experimental results showed that some devices had reasonable results (typical errors of 5 percent or less) but others had much bigger errors (up to 25 percent). Because manufacturers’ accuracy estimates for their equipment do not include many of the sources of error found in actual field measurements (and replicated in the laboratory testing in this study) it is essential for a test method that could be used to determine the actual uncertainty in this specific application. The study team prepared a draft test method through ASTM International to determine the uncertainty of air flow measurements at residential heating ventilation and air conditioning returns and other terminals. This test method, when finalized, can be used by the Energy Commission and other entities to specify required accuracy of measurement devices used to show compliance with standards.

    The geothermal environment and associated well completion problems are reviewed. Existing well completion equipment is surveyed and limitations are identified. A technical evaluation of selected completion equipment is presented. The technical evaluation concentrates on well cementing equipment and identifies potential failure mechanisms which limit the effectiveness of these tools. Equipment employed in sand control, perforating, and corrosion control are identified as potential subjects for future technical evaluation.

    An evaluation has been made of the corrosiveness of selected wet residential building thermal insulation materials in contact with low carbon steel. Investigations were conducted both in wet insulations and in filtered leachates from insulations derived from thirteen cellulosic, three mineral fiber and four foam products. Potentiodynamic polarization measurements are reported from which the overall corrosion response was assessed and then the techniques of Tafel and polarization resistance analysis applied to estimate corrosion rates. Corrosion rates were also estimated electrochemically using a direct reading instrument which performs the rate calculation based on the polarization resistance principle. Direct determinations of corrosion rate were based on weight loss measurements.

  1. Laboratory Performance Evaluation of Residential Scale Gas Engine Driven Heat Pump

    Building space cooling is, and until 2040 is expected to continue to be, the single largest use of electricity in the residential sector in the United States (EIA Energy Outlook 2015 .) Increases in electric-grid peak demand leads to higher electricity prices, system inefficiencies, power quality problems, and even failures. Thermally-activated systems, such as gas engine-driven heat pump (GHP), can reduce peak demand. This study describes the performance of a residential scale GHP. It was developed as part of a cooperative research and development agreement (CRADA) that was authorized by the Department of Energy (DOE) between OAK Ridge National Laboratory (ORNL) and Southwest Gas. Results showed the GHP produced 16.5 kW (4.7 RT) of cooling capacity at 35 C (95 F) rating condition with gas coefficient of performance (COP) of 0.99. In heating, the GHP produced 20.2 kW (5.75 RT) with a gas COP of 1.33. The study also discusses other benefits and challenges facing the GHP technology such as cost, reliability, and noise.

  2. Evaluating state markets for residential wind systems: Results from an economic and policy analysis tool

    The market for small wind systems in the United States, often defined as systems less than or equal to 100 kW that produce power on the customer side of the meter, is small but growing steadily. The installed capacity of domestic small wind systems in 2002 was reportedly 15-18 MW, though the market is estimated to be growing by as much as 40 percent annually (AWEA, 2002). This growth is driven in part by recent technology advancements and cost improvements and, perhaps more importantly, by favorable policy incentives targeted at small wind systems that are offered in several states. Currently, over half of all states have incentive policies for which residential small wind installations are eligible. These incentives range from low-interest loan programs and various forms of tax advantages to cash rebates that cover as much as 60 percent of the total system cost for turbines 10 kW or smaller installed in residential applications. Most of these incentives were developed to support a ran ge of emerging renewable technologies (most notably photovoltaic systems), and were therefore not specifically designed with small wind systems in mind. As such, the question remains as to which incentive types provide the greatest benefit to small wind systems, and how states might appropriately set the level and type of incentives in the future. Furthermore, given differences in incentive types and levels across states, as well as variations in retail electricity rates and other relevant factors, it is not immediately obvious which states offer the most promising markets for small wind turbine manufacturers and installers, as well as potential residential system owners. This paper presents results from a Berkeley Lab analysis of the impact of existing and proposed state and federal incentives on the economics of grid-connected, residential small wind systems.     The Connecticut low income weatherization program was developed in response to a 1987 rate docket order from the Connecticut Department of Public Utility Control (DPUC) to Connecticut Light & Power Co., an operating subsidiary of Northeast Utilities (NU). (Throughout this report, NU is referred to as the operator of the program.) This program, known as the Weatherization Residential Assistance Partnership, or WRAP, was configured utilizing input from a collaborative group of interested parties to the docket. It was agreed that this program would be put forth by the electric utility, but would not ignore oil and gas savings (thus, it was to be ``fuel- blind``). The allocated cost of conservation services for each fuel source, however, should be cost effective. It was to be offered to those utility customers at or below 200 percent of the federal poverty levels, and provide a wide array of energy saving measures directed toward heating, water heating and lighting. It was felt by the collaborative group that this program would raise the level of expenditures per participant for weatherization services provided by the state, and by linking to and revising the auditing process for weatherization, would lower the audit unit cost. The program plans ranged from the offering of low-cost heating, water heating and infiltration measures, increased insulation levels, carpentry and plumbing services, to furnace or burner replacement. The program was configured to allow for very comprehensive weatherization and heating system servicing.

  8. Evaluation of Waste Heat Recovery and Utilization from Residential Appliances and Fixtures

    Executive Summary In every home irrespective of its size, location, age, or efficiency, heat in the form of drainwater or dryer exhaust is wasted. Although from a waste stream, this energy has the potential for being captured, possibly stored, and then reused for preheating hot water or air thereby saving operating costs to the homeowner. In applications such as a shower and possibly a dryer, waste heat is produced at the same time as energy is used, so that a heat exchanger to capture the waste energy and return it to the supply is all that is needed. In other applications such as capturing the energy in drainwater from a tub, dishwasher, or washing machine, the availability of waste heat might not coincide with an immediate use for energy, and consequently a heat exchanger system with heat storage capacity (i.e. a regenerator) would be necessary. This study describes a two-house experimental evaluation of a system designed to capture waste heat from the shower, dishwasher clothes washer and dryer, and to use this waste heat to offset some of the hot water energy needs of the house. Although each house was unoccupied, they were fitted with equipment that would completely simulate the heat loads and behavior of human occupants including operating the appliances and fixtures on a demand schedule identical to Building American protocol (Hendron, 2009). The heat recovery system combined (1) a gravity-film heat exchanger (GFX) installed in a vertical section of drainline, (2) a heat exchanger for capturing dryer exhaust heat, (3) a preheat tank for storing the captured heat, and (4) a small recirculation pump and controls, so that the system could be operated anytime that waste heat from the shower, dishwasher, clothes washer and dryer, and in any combination was produced. The study found capturing energy from the dishwasher and clothes washer to be a challenge since those two appliances dump waste water over a short time interval. Controls based on the status of the

    Artificial intelligence tools, fuzzy logic and neural networks were used to evaluate the potential of the behind pipe Mesaverde formation in BMG's Mancos formation wells. A fractal geostatistical mapping algorithm was also used to predict Mesaverde production. Additionally, a conventional geological study was conducted. To date one Mesaverde completion has been performed. The Janet No.3 Mesaverde completion was non-economic. Both the AI method and the geostatistical methods predicted the failure of the Janet No.3. The Gavilan No.1 in the Mesaverde was completed during the course of the study and was an extremely good well. This well was not included in the statistical dataset. The AI method predicted very good production while the fractal map predicted a poor producer.

  10. Evaluation of Gas, Oil and Wood Pellet Fueled Residential Heating System Emissions Characteristics

    This study has measured the emissions from a wide range of heating equipment burning different fuels including several liquid fuel options, utility supplied natural gas and wood pellet resources. The major effort was placed on generating a database for the mass emission rate of fine particulates (PM 2.5) for the various fuel types studied. The fine particulates or PM 2.5 (less than 2.5 microns in size) were measured using a dilution tunnel technique following the method described in US EPA CTM-039. The PM 2.5 emission results are expressed in several units for the benefit of scientists, engineers and administrators. The measurements of gaseous emissions of O{sub 2}, CO{sub 2}, CO, NO{sub x} and SO{sub 2} were made using a combustion analyzer based on electrochemical cells These measurements are presented for each of the residential heating systems tested. This analyzer also provides a steady state efficiency based on stack gas and temperature measurements and these values are included in the report. The gaseous results are within the ranges expected from prior emission studies with the enhancement of expanding these measurements to fuels not available to earlier researchers. Based on measured excess air levels and ultimate analysis of the fuel's chemical composition the gaseous emission results are as expected and fall within the range provided for emission factors contained in the US-EPA AP 42, Emission Factors Volume I, Fifth Edition. Since there were no unexpected findings in these gaseous measurements, the bulk of the report is centered on the emissions of fine particulates, or PM 2.5. The fine particulate (PM 2.5) results for the liquid fuel fired heating systems indicate a very strong linear relationship between the fine particulate emissions and the sulfur content of the liquid fuels being studied. This is illustrated by the plot contained in the first figure on the next page which clearly illustrates the linear relationship between the measured mass of fine

  13. Case study field evaluation of a systems approach to retrofitting a residential HVAC system

    This case study focusing on a residence in northern California was undertaken as a demonstration of the potential of a systems approach to HVAC retrofits. The systems approach means that other retrofits that can affect the HVAC system are also considered. For example, added building envelope insulation reduces building loads so that smaller capacity HVAC system can be used. Secondly, we wanted to examine the practical issues and interactions with contractors and code officials required to accomplish the systems approach because it represents a departure from current practice. We identified problems in the processes of communication and installation of the retrofit that led to compromises in the final energy efficiency of the HVAC system. These issues must be overcome in order for HVAC retrofits to deliver the increased performance that they promise. The experience gained in this case study was used to optimize best practices guidelines for contractors (Walker 2003) that include building diagnostics and checklists as tools to assist in ensuring the energy efficiency of ''house as a system'' HVAC retrofits. The best practices guidelines proved to be an excellent tool for evaluating the eight existing homes in this study, and we received positive feedback from many potential users who reviewed and used them. In addition, we were able to substantially improve the energy efficiency of the retrofitted case study house by adding envelope insulation, a more efficient furnace and air conditioner, an economizer and by reducing duct leakage.

    Model Evaluation Well ER-5-5 was drilled for the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office in support of Nevada Environmental Management Operations at the Nevada National Security Site (formerly known as the Nevada Test Site). The well was drilled in July and August 2012 as part of a model evaluation well program in the Frenchman Flat area of Nye County, Nevada. The primary purpose of the well was to provide detailed geologic, hydrogeologic, chemical, and radiological data that can be used to test and build confidence in the applicability of the Frenchman Flat Corrective Action Unit flow and transport models for their intended purpose. In particular, this well was designed to obtain data to evaluate the uncertainty in model forecasts of contaminant migration from the upgradient underground nuclear test MILK SHAKE, conducted in Emplacement Hole U-5k in 1968, which were considered to be uncertain due to the unknown extent of a basalt lava-flow aquifer present in this area. Well ER-5-5 is expected to provide information to refine the Phase II Frenchman Flat hydrostratigraphic framework model, if necessary, as well as to support future groundwater flow and transport modeling. The 31.1-centimeter (cm) diameter hole was drilled to a total depth of 331.3 meters (m). The completion string, set at the depth of 317.2 m, consists of 16.8-cm stainless-steel casing hanging from 19.4-cm carbon-steel casing. The 16.8-cm stainless-steel casing has one slotted interval open to the basalt lava-flow aquifer and limited intervals of the overlying and underlying alluvial aquifer. A piezometer string was also installed in the annulus between the completion string and the borehole wall. The piezometer is composed of 7.3-cm stainless-steel tubing suspended from 6.0-cm carbon-steel tubing. The piezometer string was landed at 319.2 m, to monitor the basalt lava-flow aquifer.     This report deals with technical information that is considered essential for demonstrating the ability of the high-level radioactive waste package to provide substantially complete containment'' of its contents (vitrified waste form or spent light-water reactor fuel) for a period of 300 to 1000 years in a geological repository environment. The discussion is centered around technical considerations of the repository environment, materials and fabrication processes for the waste package components, various degradation modes of the materials of construction of the waste packages, and inspection and monitoring of the waste package during the preclosure and retrievability period, which could begin up to 50 years after initiation of waste emplacement. The emphasis in this report is on metallic materials. However, brief references have been made to other materials such as ceramics, graphite, bonded ceramic-metal systems, and other types of composites. The content of this report was presented to an external peer review panel of nine members at a workshop held at the Center for Nuclear Waste Regulatory Analyses (CNWRA), Southwest Research Institute, San Antonio, Texas, April 2--4, 1990.     Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. Well ER-11-2 will provide information that can be used to refine the Phase II Frenchman Flat hydrostratigraphic framework model if necessary, as well as to support future groundwater flow and transport modeling. The main 31.1-centimeter (cm) hole was drilled to a total depth of 399.6 meters (m). A completion casing string was not set in Well ER-11-2. However, a piezometer string was installed in the 31.1-cm open hole. The piezometer is composed of 7.3-cm stainless-steel tubing hung on 6.0-cm carbon-steel tubing via a crossover sub. The piezometer string was landed at 394.5 m, for monitoring the lower tuff confining unit. Data collected during and shortly after hole construction include composite drill cuttings samples collected every 3.0 m, various geophysical logs, water quality (including tritium and other test-related radionuclides) measurements, and water level measurements. The well penetrated 42.7 m of Quaternary and Tertiary alluvium and 356.9 m of Tertiary volcanic rock.     This report outlines the lessons learned and sub-metered energy performance of an ultra low energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. Affordable housing development authorities throughout the United States continually struggle to find the most cost-effective pathway to provide quality, durable, and sustainable housing. The challenge for these authorities is to achieve the mission of delivering affordable housing at the lowest cost per square foot in environments that may be rural, urban, suburban, or within a designated redevelopment district. With the challenges the U.S. faces regarding energy, the environmental impacts of consumer use of fossil fuels and the increased focus on reducing greenhouse gas emissions, housing authorities are pursuing the goal of constructing affordable, energy efficient and sustainable housing at the lowest life-cycle cost of ownership. This report outlines the lessons learned and sub-metered energy performance of an ultra-low-energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. In addition to describing the results of the performance monitoring from the pilot project, this paper describes the recommended design process of (1) setting performance goals for energy efficiency and renewable energy on a life-cycle cost basis, (2) using an integrated, whole building design approach, and (3) incorporating systems-built housing, a green jobs training program, and renewable energy technologies into a replicable high performance, low-income housing project development model.

    The effect of liquefied natural gas on pollutant emissions was evaluated experimentally with used and new appliances in the laboratory and with appliances installed in residences, targeting information gaps from previous studies. Burner selection targeted available technologies that are projected to comprise the majority of installed appliances over the next decade. Experiments were conducted on 13 cooktop sets, 12 ovens, 5 broiler burners, 5 storage water heaters, 4 forced air furnaces, 1 wall furnace, and 6 tankless water heaters. Air-free concentrations and fuel-based emission factors were determined for carbon monoxide, nitrogen oxides, nitrogen dioxide, and the number of (predominantly ultrafine) particles over complete burns?including transient effects (device warm-up and intermittent firing of burners) following ignition--and during more stable end-of-burn conditions. Formaldehyde was measured over multi-burn cycles. The baseline fuel was Northern California line gas with Wobbe number (a measure of fuel energy delivery rate) of 1320-1340; test fuels had Wobbe numbers of roughly 1390 and 1420, and in some cases 1360. No ignition or operational problems were observed during test fuel use. Baseline emissions varied widely across and within burner groups and with burner operational mode. Statistically significant emissions changes were observed for some pollutants on some burners.

    Residential air conditioning (AC) represents a challenging load for many electric utilities with poor load factors. Mechanical precooling improves the load factor by shifting cooling operation from on-peak to off-peak hours. This provides benefits to utilities and the electricity grid, as well as to occupants who can take advantage of time-of-use (TOU) electricity rates. Performance benefits stem from reduced compressor cycling, and shifting condensing unit operation to earlier periods of the day when outdoor temperatures are more favorable to operational efficiency. Finding solutions that save energy and reduce demand on the electricity grid is an important national objective and supports key Building America goals. The Alliance for Residential Building Innovation team evaluated mechanical AC precooling strategies in homes throughout the United States. EnergyPlus modeling was used to evaluate two homes with different performance characteristics in seven climates. Results are applicable to new construction homes and most existing homes built in the last 10 years, as well as fairly efficient retrofitted homes. A successful off-peak AC strategy offers the potential for increased efficiency and improved occupant comfort, and promotes a more reliable and robust electricity grid. Demand response capabilities and further integration with photovoltaic TOU generation patterns provide additional opportunities to flatten loads and optimize grid impacts.

    The goals of this scoping study are to identify research needed to develop improved ventilation standards for California's Title 24 Building Energy Efficiency Standards. The 2008 Title 24 Standards are the primary target for the outcome of this research, but this scoping study is not limited to that timeframe. We prepared this scoping study to provide the California Energy Commission with broad and flexible options for developing a research plan to advance the standards. This document presents the findings of a scoping study commissioned by the Public Interest Energy Research (PIER) program of the California Energy Commission to determine what research is necessary to develop new residential ventilation requirements for California. This study is one of three companion efforts needed to complete the job of determining the ventilation needs of California residences, determining the bases for setting residential ventilation requirements, and determining appropriate ventilation technologies to meet these needs and requirements in an energy efficient manner. Rather than providing research results, this scoping study identifies important research questions along with the level of effort necessary to address these questions and the costs, risks, and benefits of pursuing alternative research questions. In approaching these questions and corresponding levels of effort, feasibility and timing were important considerations. The Commission has specified Summer 2005 as the latest date for completing this research in time to update the 2008 version of California's Energy Code (Title 24).

    This study examined a range of factors influencing energy consumption in households that had participated in residential energy-efficiency upgrades. The study was funded by a grant from the U.S. Department of Energy’s Pacific Northwest National Laboratory and was conducted by faculty and staff of Portland State University Center for Urban Studies and Department of Economics. This work was made possible through the assistance and support of the Energy Trust of Oregon (ETO), whose residential energy-efficiency programs provided the population from which the sample cases were drawn. All households in the study had participated in the ETO Home Performance with Energy Star (HPwES) program. A number of these had concurrently pursued measures through other ETO programs. Post-retrofit energy outcomes are rarely investigated on a house-by-house basis. Rather, aggregate changes are ordinarily the focus of program impact evaluations, with deviation from aggregate expectations chalked up to measurement error, the vagaries of weather and idiosyncrasies of occupants. However, understanding how homes perform post-retrofit on an individual basis can give important insights to increase energy savings at the participant and the programmatic level. Taking a more disaggregated approach, this study analyzed energy consumption data from before and after the retrofit activity and made comparisons with engineering estimates for the upgrades, to identify households that performed differently from what may have been expected based on the estimates. A statistical analysis using hierarchal linear models, which accounted for weather variations, was performed looking separately at gas and electrical use during the periods before and after upgrades took place. A more straightforward comparison of billing data for 12-month periods before and after the intervention was also performed, yielding the majority of the cases examined.     This technical highlight describes NREL research to develop a publicly available database of energy retrofit measures containing performance characteristics and cost estimates for nearly 3,000 measures. Researchers at the U.S. Department of Energy (DOE) National Renewable Energy Laboratory (NREL) have developed the National Residential Efficiency Measures Database, a public database that characterizes the performance and costs of common residential energy efficiency measures. The data are available for use in software programs that evaluate cost-effective retrofit measures to improve the energy efficiency of residential buildings. The database provides a single, consistent source of current data for DOE and private-sector energy audit and simulation software tools and the retrofit industry. The database will reduce risk for residential retrofit industry stakeholders by providing a central, publicly vetted source of up-to-date information.

This study evaluated the performance of a completely stirred anaerobic reactor treating pig manure at different temperatures (20, 28 and 38 °C). The start-up phase of the reactor at 20 °C was very long and extremely poor performance was observed with increasing organic loading rate (OLR). At an OLR of 4.3 g ODM L{sup −1} d{sup −1}, methane production at 28 °C was comparable (3% less) with that at 38 °C, but the risk of acidification was high at 28 °C. At low OLR (1.3 g ODM L{sup −1} d{sup −1}), the biogas process appeared stable at 28 °C and gave same methane yields as compared to the reactor operating at 38 °C. The estimated sludge yield at 28 °C was 0.065 g VSS g{sup −1} COD{sub removed,} which was higher than that at 38 °C (0.016 g VSS g{sup −1} COD{sub removed})

    Data on residential loads has been collected from four residences in real time. The data, measured at 5-second intervals for 53 days of continuous operation, were statistically characterized. An algorithm was developed and incorporated into the modeling code SOLCEL.     Primary biodiversity data constitute observations of particular species at given points in time and space. Open-access electronic databases provide unprecedented access to these data, but their usefulness in characterizing species distributions and patterns in biodiversity depend on how complete species inventories are at a given survey location and how uniformly distributed survey locations are along dimensions of time, space, and environment. Our aim was to compare completeness and coverage among three open-access databases representing ten taxonomic groups (amphibians, birds, freshwater bivalves, crayfish, freshwater fish, fungi, insects, mammals, plants, and reptiles) in the contiguous United States. We compiled occurrence records frommore » the Global Biodiversity Information Facility (GBIF), the North American Breeding Bird Survey (BBS), and federally administered fish surveys (FFS). In this study, we aggregated occurrence records by 0.1° × 0.1° grid cells and computed three completeness metrics to classify each grid cell as well-surveyed or not. Next, we compared frequency distributions of surveyed grid cells to background environmental conditions in a GIS and performed Kolmogorov–Smirnov tests to quantify coverage through time, along two spatial gradients, and along eight environmental gradients. The three databases contributed >13.6 million reliable occurrence records distributed among >190,000 grid cells. The percent of well-surveyed grid cells was substantially lower for GBIF (5.2%) than for systematic surveys (BBS and FFS; 82.5%). Still, the large number of GBIF occurrence records produced at least 250 well-surveyed grid cells for six of nine taxonomic groups. Coverages of systematic surveys were less biased across spatial and environmental dimensions but were more biased in temporal coverage compared to GBIF data.     This report details progress made in improving the performance of No. 2 heating oil in residential applications. Previous research in this area is documented in papers published in the Brookhaven Oil Heat Technology Conference Proceedings in 1993, 1994 and 1996. By way of review we have investigated a number of variables in the search for improved fuel system performance. These include the effect of various additives designed to address stability, dispersion, biotics, corrosion and reaction with metals. We have also investigated delivery methods, filtration, piping arrangements and the influence of storage tank size and location. As a result of this work Santa Fuel Inc. in conjunction with Mobile Oil Corporation have identified an additive package which shows strong evidence of dramatically reducing the occurrence of fuel system failures in residential oil burners. In a broad market roll-out of the additized product we have experienced a 29% reduction in fuel related service calls when comparing the 5 months ending January 1997 to the same period ending January 1996.

    The Columbia River Distinct Population Segment of bull trout (Salvelinus confluentus) was listed as threatened under the Endangered Species Act in 1998. One of the identified major threats to the species is fragmentation resulting from dams on over-wintering habitats of migratory subpopulations. A migratory subgroup in the Tucannon River appeared to utilize the Snake River reservoirs for adult rearing on a seasonal basis. As a result, a radio telemetry study was conducted on this subgroup from 2002-2006, to help meet Reasonable and Prudent Measures, and Conservation Recommendations associated with the lower Snake River dams in the FCRPS Biological Opinion, and to increase understanding of bull trout movements within the Tucannon River drainage. We sampled 1,109 bull trout in the Tucannon River; 124 of these were surgically implanted with radio tags and PIT tagged, and 681 were only PIT tagged. The remaining 304 fish were either recaptures, or released unmarked. Bull trout seasonal movements within the Tucannon River were similar to those described for other migratory bull trout populations. Bull trout migrated upstream in spring and early summer to the spawning areas in upper portions of the Tucannon River watershed. They quickly moved off the spawning areas in the fall, and either held or continued a slower migration downstream through the winter until early the following spring. During late fall and winter, bull trout were distributed in the lower half of the Tucannon River basin, down to and including the mainstem Snake River below Little Goose Dam. We were unable to adequately radio track bull trout in the Snake River and evaluate their movements or interactions with the federal hydroelectric dams for the following reasons: (1) none of our radio-tagged fish were detected attempting to pass a Snake River dam, (2) our radio tags had poor transmission capability at depths greater than 12.2 m, and (3) the sample size of fish that actually entered the Snake River

    This project evaluated the air leakage and electric power consumption of Residential HVAC components, with a particular focus on air leakage of furnace cabinets. Laboratory testing of HVAC components indicated that air leakage can be significant and highly variable from unit to unit ? indicating the need for a standard test method and specifying maximum allowable air leakage in California State energy codes. To further this effort, this project provided technical assistance for the development of a national standard for Residential HVAC equipment air leakage. This standard is being developed by ASHRAE and is called"ASHRAE Standard 193P - Method of test for Determining the Air Leakage Rate of HVAC Equipment". The final part of this project evaluated techniques for measurement of furnace blower power consumption. A draft test procedure for power consumption was developed in collaboration with the Canadian General Standards Board: CSA 823"Performance Standard for air handlers in residential space conditioning systems".

    In most countries, residential electricity consumption typically ranges from 20% to 40% of total electricity consumption. This energy is used for heating, cooling, refrigeration and other end-uses. Significant energy savings are possible if new appliance purchases are for models with higher efficiency than that of existing models. There are several ways to ensure or encourage such an outcome, for example, appliance rebates, innovative procurement, and minimum efficiency standards. This paper focuses on the latter approach. At the present time, the US is the only country with comprehensive appliance energy efficiency standards. However, many other countries, such as Australia, Canada, the European Community (EC), Japan and Korea, are considering enacting standards. The greatest potential impact of minimum efficiency standards for appliances is in the developing countries (e.g., China and India), where saturations of household appliances are relatively low but growing rapidly. This paper discusses the potential savings that could be achieved from global appliance efficiency standards for refrigerators and freezers. It also could be achieved from global appliance efficiency standards for refrigerators and freezers. It also discusses the impediments to establishing common standards for certain appliance types, such as differing test procedures, characteristics, and fuel prices. A methodology for establishing global efficiency standards for refrigerators and freezers is described.

    Arguably the most exciting aspect of the smart grid vision is the full participation of end-use resources with all forms of generation and energy storage in the reliable and efficient operation of an electric power system. Engaging all of these resources in a collaborative manner that respects the objectives of each resource, is sensitive to the system and local constraints of electricity flow, and scales to the large number of devices and systems participating is a grand challenge. Distributed decision-making system approaches have been presented and experimentation is underway. This paper reports on the preliminary findings of a residential demand response demonstration that uses the bidding transactions of supply and end-use air conditioning resources communicating with a real-time, 5 minute market to balance the various needs of the participants on a distribution feeder. The nature of the demonstration, the value streams being explored, and the operational scenarios implemented to characterize the system response are summarized along with preliminary findings.

    SERI-RES performs thermal energy analysis of residential or small commercial buildings and has the capability of modeling passive solar equipment such as rock beds, trombe walls, and phase change material. The analysis is accomplished by simulation. A thermal model of the building is created by the user and translated into mathematical form by the program. The mathematical equations are solved repeatedly at time intervals of one hour or less for the period of simulation. Themore » mathematical representation of the building is a thermal network with nonlinear, temperature-dependent controls. A combination of forward finite differences, Jacobian iteration, and constrained optimization techniques is used to obtain a solution. An auxiliary interactive editing program, EDITOR, is included for creating building descriptions. EDITOR checks the validity of the input data and also provides facilities for storing and referencing several types of building description files. Some of the data files used by SERI-RES need to be implemented as direct-access files. Programs are included to convert sequential files to direct-access files and vice versa.« less

    This study evaluates the energy, humidity and indoor air quality (IAQ) implications of residential ventilation cooling in all U.S. IECC climate zones. A computer modeling approach was adopted, using an advanced residential building simulation tool with airflow, energy and humidity models. An economizer (large supply fan) was simulated to provide ventilation cooling while outdoor air temperatures were lower than indoor air temperatures (typically at night). The simulations were performed for a full year using one-minute time steps to allow for scheduling of ventilation systems and to account for interactions between ventilation and heating/cooling systems.

    ABSTRACT: Recent advances in residential building energy efficiency and codes have resulted in increased interest in detailed residential building energy models using the latest energy simulation software. One of the challenges of developing residential building models to characterize new residential building stock is to allow for flexibility to address variability in house features like geometry, configuration, HVAC systems etc. Researchers solved this problem in a novel way by creating a simulation structure capable of creating fully-functional EnergyPlus batch runs using a completely scalable residential EnergyPlus template system. This system was used to create a set of thirty-two residential prototype building models covering single- and multifamily buildings, four common foundation types and four common heating system types found in the United States (US). A weighting scheme with detailed state-wise and national weighting factors was designed to supplement the residential prototype models. The complete set is designed to represent a majority of new residential construction stock. The entire structure consists of a system of utility programs developed around the core EnergyPlus simulation engine to automate the creation and management of large-scale simulation studies with minimal human effort. The simulation structure and the residential prototype building models have been used for numerous large-scale studies, one of which is briefly discussed in this paper.

The strategy was implemented at a free-standing two story two-family dwelling and a larger free-standing multifamily building. The test homes selected for this research represent predominant housing types for the Chicago area. High heating energy use typical in these buildings threaten housing affordability. Uninsulated mass masonry wall assemblies also have a strongly detrimental impact on comfort. Significant changes to the performance of masonry wall assemblies is generally beyond the reach of typical weatherization (Wx) program resources. The Community and Economic Development Association of Cook County, Inc. (CEDA) has secured a Sustainable Energy Resources for Consumers (SERC) innovation grant sponsored by the United States Department of Energy (DOE). This grant provides CEDA the opportunity to pursue a pilot implementation of innovative approaches to retrofit in masonry wall enclosures. The exterior insulation and over-clad strategy implemented through this project was designed to allow implementation by contractors active in CEDA weatherization programs and using materials and methods familiar to these contractors. The retrofit measures are evaluated in terms of feasibility, cost and performance. Through observations of the strategies implemented, the research described in this report identifies measures critical to performance as well as conditions for wider adoption. The research also identifies common factors that must be considered in determining whether the exterior insulation and over-clad strategy is appropriate for the building.

    The paper presents methods of evaluation of energy and economy related effects of different actions aimed at conservation in residential buildings. It identifies also the method of selecting the most effective way of distribution funds assigned to weatherization as well as necessary improvements to be implemented within the heating node and the internal heating system of the building. The analysis of data gathered for four 11-stories high residential buildings of {open_quotes}Zeran{close_quotes} type being subject of the Conservation Demonstrative Project, included a differentiated scope of weatherization efforts and various actions aimed at system upgrading. Basing upon the discussion of the split of heat losses in a building as well as the established energy savings for numerous options of upgrading works, the main problem has been defined. It consists in optimal distribution of financial means for the discussed measures if the total amount of funds assigned for modifications is defined. The method based upon the principle of relative increments has been suggested. The economical and energy specifications of the building and its components, required for this method have also been elaborated. The application of this method allowed to define the suggested optimal scope of actions within the entire fund assigned for the comprehensive weatherization.

    A feasibility study was performed to evaluate the potential of multipurpose applications of moderate-temperature geothermal waters in the vicinity of the Baca Grande community development in the San Luis Valley, Colorado. The project resource assessment, based on a thorough review of existing data, indicates that a substantial resource likely exists in the Baca Grande region capable of supporting residential and light industrial activity. Engineering designs were developed for geothermal district heating systems for space heating and domestic hot water heating for residences, including a mobile home park, an existing motel, a greenhouse complex, and other small commercial uses such as aquaculture. In addition, a thorough institutional analysis of the study area was performed to highlight factors which might pose barriers to the ultimate commercial development of the resource. Finally, an environmental evaluation of the possible impacts of the proposed action was also performed. The feasibility evaluation indicates the economics of the residential areas are dependent on the continued rate of housing construction. If essentially complete development could occur over a 30-year period, the economics are favorable as compared to existing alternatives. For the commercial area, the economics are good as compared to existing conventional energy sources. This is especially true as related to proposed greenhouse operations. The institutional and environmental analyses indicates that no significant barriers to development are apparent.

    This analysis is an update to the 2005 Energy Efficiency Potential Study completed by KEMA for the Kauai Island Utility Cooperative (KIUC) and identifies potential energy efficiency opportunities in the residential sector on Kauai (KEMA 2005). The Total Resource Cost (TRC) test is used to determine which of the energy efficiency measures analyzed in the KEMA report are cost effective for KIUC to include in a residential energy efficiency program. This report finds that there remains potential energy efficiency savings that could be cost-effectively incentivized through a utility residential demand-side management program on Kauai if implemented in such a way that the program costs per measure are consistent with the current residential program costs.

    In 2009, a 37-unit apartment complex located in Boulder, Colorado, underwent an energy retrofit to comply with Boulder SmartRegs Ordinance, a mandate that requires all rental properties to meet certain energy efficiency standards by 2018. The Consortium of Advanced Residential Buildings (CARB), a U.S. Department of Energy Building America team, worked with city planners and building owners to evaluate this program and recently completed a case study evaluating the effectiveness of a collection of retrofit measures.

    Residential behavior-based (BB) programs use strategies grounded in the behavioral social sciences to influence household energy use. Strategies may include providing households with real-time or delayed feedback about their energy use; supplying energy-efficiency education and tips; rewarding households for reducing their energy use; comparing households to their peers; and establishing games, tournaments, and competitions. BB programs often target multiple energy end uses and encourage energy savings, demand savings, or both. Savings from BB programs are usually a small percentage of energy use, typically less than 5%.
